bothered
me
from
the
standpoint
that
I
have
served
on
ten
boards.
This
is
my
third
commission.

served

president
of
the
police
advisory
board
under
three
chiefs
and
I'm
a
active
involved
citizen
in
this
community,
and
when
I
hear
some
of
the
council
members
make
the
comment
that
they
really
didn't
feel
and
maybe
I'm
paraphrasing
the
need
to
be
able
to
have
comments
from
the
measure
j
or
the
parks
and
recreation
commission.
I
take.

take
notice
with
that,
because
I've
been
involved
in
this
community
and
I've
take
pride
in
it
and
I
enjoy
it
and
the
fact
that
anything
that
we
have
to
say
from
these
two
commissions
should
not
be
taken
into
strong
consideration.
Regardless
of
the
decision
that's
made,
I
respect
everybody's
right
to
make
their
own
decisions
on
something,
but
they
should
hear
everything.
That's
being
said,
and
the
fact
that
the
comments
from
from
a
few
of
the
council
members
was
basically
throwing
us
out
with
the
bathwater.

offensive

disrespectful
and

hope
that
clearer
minds
prevail
and
that
our
opinions

thanks

giving
me
the
opportunity
to
speak-

I
want
to
address
the
commission
this
evening
in
regards
to
prioritizing
park
funding
as
you're
aware,
mr
j
had
set
parks
as
a
primary
focus
for
use
of
measure
j
funds.

During
the
past
few
years
we
have
approved
many
different
projects,
some
of
which
have
been
completed,
some
started
and
some
not
yet
start.
In
january
of
this
year,
measure
j
worked
with
the
parks
and
rec
subcommittee
to
recommend
another
series
of
park
projects
which
we
had
planned
to
present
this
to
city
council
during
the
may
budget
process.

Obviously,
the
pandemic
has
changed
everything
as
a
result
of
the
budget
shortfall
we're
no
longer
able
to
fund
all
the
parks
projects
we
had
planned.
The
potential
grant
for
a
dog
park
is
a
new
consideration.
We
must
also
take
into
account
the
rapidly
progressing
plans
of
the
aqua-coliante
cultural
center
and
their
own
downtown
park.
While
the
citizen
voted
some
time
ago
on
the
plans
for
our
downtown
park,
we
are
living
in
a
new
world.

Subsequently
main
street
palm
springs,
the
palm
springs
chamber
of
commerce
and
the
palm
springs.
Hospitality
association
all
submitted
formal
letters
to
city
council
recommending
a
scaled-down
version
of
the
downtown
park.
The
business
and
hospitality
community
feel
it's
smart
to
not
only
save
funds,
but
also
to
create
a
more
open
space
that
allows
for
safe,
prudent
and
not
that
route.
That
would
remain
prudent
and
not
just
overly
optimistic
and
made
a
more
open
space.
Would
allow
for
safe,
socially
distant
events,
measure
j,
which
has
been
charged
with
the
mandate
to
oversee
and
review
measure.

urge

recreation
committee
to
take
into
account
the
budget
shortfall
this
year
and
years
to
come.

requests
of
the
business
community,
the
progress
for
the
aquacoli
anti-downtown
park
and
the
wishes
of
our
residents

prioritize

park
funds
we
have
community
parks
will
be
a
win
for
our
residents

a
more
open
space
downtown
park

we've

doing

lot

facilities
able
to
be
open
to
the
public.
So
in
the
beginning
of
july
we
launched
our
virtual
camp
and
we
have
served
over
35
kids
in
our
community
and
they
get
a
basically
a
bag
full
of
all
of
the
materials
and
supplies
for
the
activity
for
that
week,
and
either
parents
are
able
to
come
pick
it
up
or
we
have
or
we
go
and
drop
it
off.

launched
our
online
registration
program
for
reservations
for
pickleball,
tennis
and
swimming,
so
the
program
is
working.
We
got
a
few
little
kinks
here
and
there,
but
with
technology.
Sometimes
it
takes
a
little
while
to
perfect
it,

are
definitely
sitting
in
a
better
place
than
we
were
before.
We
got
to
launch
this.

resubmitting
the
whitewater
park
grant
for
round
four,
which
will
be
due
in
december
of
this
year.

are
hopeful
that
we
will

considered
so
that
we
can
get
this
100
percent
grant
funded
project
for

community

north

and
recreation
month
and
after
virtual
camp.

exciting

us,

our
limitations,

the
team
will
be
focusing
after
this
week
to
just

forth

type

model

we

and
see
if
it's

will

model

san
francisco
where
they
are
using
community
centers

libraries

learning
hubs,
since
schools
won't

I'm
hoping

be
able

a
conversation

the
city

san
francisco
parks

recreation

take
a
look
at
that
model
and
see
if
it
is
something
that
will
fit
us.

working
with

boys

aces

community-based
programs

be

to
send
to

so

can
choose

might
be

staffing
reductions,

and
his
team
to
see

plan

capable

we've

about
possibly
doing
some
zoom
programming

cities
do
it,
but
just
like
with
camp
it'll,
really
determine
on
who
has
access
to
those
tools
and
some
we
found
that

of
that
was
problematic
with
some
of
our
students
not
really
having
great
access
to
wi-fi
or
computers

able
to
stay
logged
on
regularly.

approval
to

agenda

weeks

that
restored
funding
basically
to
a
number

projects,

few
projects
going
forward
and
some

those

parks

rec
projects,

questions
from
some
people,
particularly
around
the
pickleball
courts
and
some
of
the
other
things.

in

contractors

discussion
on
project
updates
and
verbal
report
and,

director
crawford
alvarado
said,
we
have
don

engineering.

think
we

mayor
and
mayor
pro
tem,
who
know
what's
happening
with
our
projects
to
add
in
with
us
on
those.

I'm
gonna,
start
off
with
some
small
wins
that
we
had
the
youth
community
center
fire
sprinklers
has
been
completed
since
your
last
meeting,
as
well
as
the
laser
leveling
of
the
ball
fields.
If
you
remember
palm
springs
was
going
to
host
the
naga
cup
at
the
end
of
march,
so
we
did
a
laser
leveling
and
lip
removal
of
all
the
fields
on
damuth
and,
unfortunately,
kovit
hit
and
the
tournament
was
cancelled,
but
we
did
get
it
done.

So
that
puts
us
in
good
shape
for
softball
season
when
we're
able
to
open
that
up.
So
with
regards
to
the
pickleball
and
tennis
courts
resurfacing
that
contract
was
awarded,
we
had
a
pre-construction
meeting.
They
were
tentatively
scheduled
to
start
next
week
monday.
However,
their
contract
documents
aren't
complete,
yet
so
we're
waiting
to
get
all
the
signatures
and
their
insurance
documents
corrected,
so
that
should
be
scheduled
within
the
next
couple
of
weeks.

the
contractors
told
us
was
that
it
would
take
about
10
day
10
working
days
or
two
weeks
for
the
pickleball
resurfacing
and
three
weeks
for
the
eight
tennis
courts
at
ruth
hardy
park.
So
we
are,
you
know,
ready
to
go.

have
a
plan
in
place
as
far
as
notifications
and
then
as
well
as
working
with
cynthia's
staff
as
far
as
getting
the
word
out
as
far
as
when
certain
courts
are
available
and
when
you
know
what
just
kind
of
keeping
the
community
informed
as
far
as
the
construction
schedule,
they
feel
that
they
can
do
it
faster,
so
that
might
help,
but
it
will
also
change.

know
the
dates
that
we
will
do
the
tennis
courts.

plan
to
start
with
the
pickleball
courts
at
dumuth
park
and
then,
when
they
finish,
move
over
to
the
tennis
courts
at
ruth
hardy
park
with
regards
to
park
restrooms,
I
think
that's
one
of
the
comments
came
through,

or
may
not
remember.

was
a
subcommittee
that
kind
of
reviewed
some
of
the
plans
with
our
engineer
here,
mike
lytar
and
the
architect
has
moved
forward
point
moving
on
to
while
you,
while
we
were
on
this
break.

selection

fixtures,
toilets,
tiles,
they're,
plugging
away
on
the
construction
drawings.

have
final
drawings
relatively
soon
and
then,
once
that
design

sunrise
park
is
complete,

move
forward

repeat
that
design

dumuth

victoria
park
and
then
they're
also
working
on
some
concepts
that

the
way
the
plumbing
is
up

million

state
fund
grant,
however,
that
grant

a
matching
1.6

dollars

need
to
match
spread
out
over
probably
two
years
of
the
construction.

there's
some
tribal
review
going
on,
but
this
was
a
really
competitive
grant
and
you
know
the
whole
state
only
had
14
million
dollars
and
for
a
city
like
palm
springs,
to
get
1.6
million.
That's
quite
an
achievement,
but

question
is
where,
where
does
that
extra
1.6
million
dollars
comes
from
and
I'm
not
asking
for
your
decision,
I'm
just
giving
you
an
update
the
downtown
park
joel.

that

you
want

construction

direction
from

really
working

progress
on

part
than
that

working

options

redesigning

of

reviewing
options

to

right

storage

the
money
situation

sometime
last
week-
and
there
are
a
couple
options
which
each
would
have
been
about
a
million
dollars
in
various
landscaping
and
we
both
sort
of
asked
them
to
look
at
some
options
where
any
money
spent
wouldn't
have
to
then

ripped
up
and
re-spent
to
do
the
long-term
design.

cautious
as

funding,

projects,

obviously
we
want
it

every
single
park
issue
every
single
measure,

The
downtown
park
is
complicated
because
we
are
in
construction
and
we
have
contractors
that
we're
engaged
in
contracts
with
just
so
you
know
so
the
downtown
park
is
we.
We
want
your
input.
Still
marcus
can
kind
of
go
over.

options
are,
we're
still
figuring
it
out
as
we
go,
but
there
are
legal
impacts
to
the
city
council
in
sort
of
what
gets
completed,
and
all
of
that
so
I
think,
don't
hold
the
any
comments
we
make
at

straight
against
us.

think
that

the
the
conversation
is

one
is
quite
complicated

we

changing

existing
contract,

about
two
million
proposed

move
forward
on
neighborhood
park
improvements,

now
we
have
the

we'd
need
to
do
the
dumouth
dog
park.

the

savings

doing
a
reduced
footprint,
the
dog
park,
the

match

then

parks

priorities

had

identified

commission

would

park

We
we
anticipated
that
should
follow
so
that's

of
how
we

going

the

of
jesse
has
also
been
a
community
priority
too
so
they're
all
gonna.

mean
because
we're
repeating
the
design
over
and
over,
they

all
go
pretty
quickly.

just
need

finalize
the
plans
and
specifications,
so
that's
kind
of
how
it
went
and
then
also
speaking
of
cdbg.

it

one

your

priorities.

park
projects,
you
recommended

meeting

agreed
with
it

their
february
meeting
during
the
shutdown.

did
prepare
the
staff
report
to
bring
it
forward
to
council,
but
unfortunately,
the
reality
of
the
budget
hit.

detailed
descriptions
for
all
of
those
projects,
but
the
one
on
that
list
that
was
also
cdbg
funded
was
the
air
conditioning
for
the
dummy
community
center.
So
the
cdbg
funds
will
pay
for
the
move
restroom,

well
as
the
air
conditioning
which
was
pretty
high
up
there
on
your
priorities.

unusual

discourage

practice.

that

the
subcommittee
the
approval

of
time

gave

subcommittee
the
approval
to
move
that
forward

to

department

out

business
of
putting
sculptures
down
in
front

things

half
the
people
like
and
half
the
people
don't
like

we've
had
a
wonderful
experience
with
the
parks
department,
putting
up
the
road
signs

kawiya
artist,

clark,
which
are
in
a
half
a
dozen
of
the
parks,
and
one
of
our
commissioners
went
out
with
someone
from
the
parks
department
found
the
the
exact
right
place
for
each
of
them
and
the
city
installed
them.
So
it
was
a
great
relationship.

our
benches
downtown
was
hit

a
car
and
left

what
can
happen
to
a
piece
of
art
anyway

order

sort

artist

residence
we
have
there,
we

have
contracted
with
patrick
sheehan,

him

little
bit

about
what
his
background
is,

serve

artist

residence
for
the
parks
department
and
what
this
means
is.
We

like
him

work
with
the
parks,
department,
staff
and
the
commission

survey
all

locations
in
the
city
parks
where
art
could
be
installed
or
in
some
cases,
repaired
or
restored.
There's
some
murals
that
have
been
there
for
a
long
time
and
are
very
in
very
bad
shape.

secondly,
we
would
like
to
ask
the
parks
commission
to
appoint
a
subcommittee
of
two
commissioners
to
work
with
our
commissioners
on
these
specific
projects.

Each
one
is
running
from
about
fifteen
hundred
to
twenty
five
hundred
dollars,

we
have
given
blanket
approval
to
projects
that
are
approved
by
at
least
two
commissioners,

if
you
would
give
us
two
commissioners

work
with,

think
that
we
could
rather
quickly
do
some
of
these
projects
during
the
summer
and
certainly
into
the
fall
when
it
cools
off
a
little
bit.

benches
downtown
now

no

they

coachella
art.
We
are
a
501c3
arts
nonprofit
that
works
with
local
elementary
and
middle
school
kids,
with
both
here
at
palm
springs,
unified
school
district
and
students,
down
valley
as
well,
and
my
background.
I've
been
working
in
the
nonprofit
art
space
for
a
better
part
of
20
years.

how
to
everything
from
mapping
out
murals
to
we
actually
raise
money
to
give
to
our
art
teachers
within
the
school
system
like,
for
instance,
just
raise
some
funds
for
some
materials
for
the
the
kids
over
at
rain
and
cree,
where

youngest
daughter
attends,
and
so
we're
currently
working
already
within
palm
springs,
unified
on
a
couple
mural
projects
and
some
proposals,
but
have
been
I'm
a
former
arts
commissioner,
myself
a
few
years
back
and
currently
working
with
ann
and
her
commissioners
on
art
projects,
and
this
great
idea
came
up
to
help
beautify
our
parks
on
on
a
very
modest
budget
through
benches
painting,
trash
cans,
just
beautifying.

small
amount
of
resources,
you
know,
there's
there's
each
park
could
use
bench,
colorful
benches
painted
there's
just
lots
of
it's
an
empty
canvas
out
there
and
we're
certainly
happy
to
work
with
all
commissioners
from
both
parks
and
rec,
and
the
arts
commission
on
and
cynthia
on,
the
direction
of
how
we
want
to
proceed.

certainly
in
the
days
of
cobid
working
with
kids,
honoring
social
distancing,
masks
and
all
the
hygiene
is
is
easy

do
on
outdoor
projects,
so
we're
kind
of
ready
to
ready
to
get
going

soon

approvals

of

benches.

add

the
kids
will

painting
these
benches,

the
assistance

opportunities

kids

paint

them

professional
artists

is
something
we're
very
excited

been
meeting
with
the
people
at
the
desert,
highlands,
improvement
committee
and
also
at
james
o
jesse,

she

identified.

the

I
think,
six

six
projects
that
they're
there.

still
need
to
be
discussed

community
with
the
director

james

jesse,

you

idea

sort
of
what
could
happen
in
one
particular
park
shonda.

about
this
project.

our
communities
are
going
to
need
parks
and
rec
more
now,

because
they're
going
to
need
an
affordable,
easy
place,
they
can
go
to
day
in
and
day
out
on
a
weekly
basis
and
our
parks
are
going
to
be
someplace
that
they'll
be
able
to
go
and
reflect
and
really
find
a
creative
space
that
they
can
enjoy
from
being
sequestered
in
their
house
for
so
long.
So
there's
three
benches
at
the
james
o
jesse
park
that
needs
to
be
moved
and
put
into
place.

These
three
benches
were
originally
painted
years
ago,
when
chelsea
clinton
came
and
they
built
a
garden
over
there
and
they're
faded,
and
they
need
some
some
loving
care.
So
there's
been
a
couple
of
artists
that
are
from
the
community
community,
as
well
as
as
from
the
coachella
valley
and
outside
communities
that
we
had.

That
would
love
to
refurbish
the
area,
one
of
the
areas
being
the
turtle
pond,
unfortunately,
was
the
commission
like
a
year
and
a
half
ago,
and
it's
just
sitting
there,
so
adding
paint
and
making
it
an
interactive
space
for
kids
would
be
a
really
great
improvement
for
the
park,
as
well
as
there's
a
there's,
two
electrical
boxes
that
are
at
the
park.
That
would
be
a
wonderful
canvas
for
for
beaut,
for
an
arts
for
an
art
design.

There's
two
particular
artists
that
I
have
in
mind
for
those
part
of
those
two
projects,
one
is
tyson
and
another
one
is
philip
lumbang.
He
used
to
be
the
apprentice
for
shepard
ferry.
He
also
shepherd
berries
world
renowned
for
doing
the
presidential
posters
for
the
last
campaign
to
appreciate
the
campaign
before
last
and
the
trash
cans.
I
know
that
the
city
has
replaced
a
number
of
trash
cans
in
the
park.

The
james
jesse
center
still
has
the
retro
trash
cans,
which
we
really
like,
because
they're
really
beautiful
and
a
great
campus
for
painting,
and
I
would
love
to
thank
the
city.
I
take
this
time
to
thank
the
city,
because
one
of
the
trash
cans
were
unfortunately
put
in
front
of
our
basquiat
bench
downtown
and
it
was
moved
so
you
could
see
basquiat's
face.
So
I'd
really
like
to
thank
the
city
council
and
everybody
involved,
carson
rex,
for
whoever
was
involved
for
moving
that
and
on
the
other.

Job
there's
a
couple
of
other
little
things
that
are
in
the
park
like
there's
coverings
for
sprinkler
systems
and
telecommunication
boxes,
which
could
be
easily
creatively
made
into
painted
into
ice
cream,
sandwiches
and
pieces
of
candy.
So
it
looks
like
pop
art
in
the
park.
So
when
the
kids
come
to
the
park,
they
really
have
a
great
wonderful
experience.

Unfortunately,
at
the
joj
there
was
a
vandalism
happened
a
couple
of
weeks
ago
and
in
the
particular
area
that
the
vandalism
happened.
We
would
love
to
put
murals
eventually
and
have
an
interactive
service
surface
for
the
kids
to
play
on
like
painting
the
doors
that
are
in
that
area
with
chalkboard
paint.
So
they'll
have
an
interactive
place,
there's
also
next
to
the
basketball
area.

There's
a
half
court
at
the
joj
would
be
a
wonderful
surface
for
an
interactive
coloring
book
page
that
would
be
put
down
for
the
kids
to
be
able
to
play
with
chalk.
So
there's
a
lot
of
different
places
at
the
james
o
jesse
park,
as
well
as
other
parks
in
our
community
that'll,
be
a
great
opportunity
for
us
to
be
able
to
give
our
communities
and
our
families
a
place
that
they
can
go

relax
and
really
enjoy
the
parks
and
see
art.

problem

enthusiasm

commission.
Just
like

all

long,
long
list

things.
Here's
things
that
we
couldn't
fit
into
this
first
idea,

approach

getting
art
out
into
the
parks
is
somewhat
a
result
of
the
covet
19
issues
of
not
being
able
to
meet.

So
we
broke
this
down
into
many
grants
that
we
can.
We
can
get
processed
in
the
space
of
a
week
or
two.
So
if
there's
a
a
couple
of
parks,
commissioners
and
shonda
or
another
arts,
commissioner,
who
decide
on
these
benches
this
artist,
we
can
get
them
the
paint
and
get
painting
in
in
short
order.
So
we
you
know
instead
of
having
a
plan
to
beautify
the
entire
city,
which
I
think
shonda
would
like
to
do.

Next,
we're
breaking
it
down
into
things
that
we
can
do
right
away,
because
and
that's
also
why
we
did
benches
downtown
we're
trying
to
bring
people
back
downtown,
bring
people
back
to
the
parks,
get
some
work
for
artists.

we're
paying
artists,
not
a
lot.
You
know
maybe
a
thousand
dollars
to
paint
a
bench,
but
we're
actually
getting
them
the
money
without
you
know
having
to
do
months
of
applications
and
grant
requests
and
things
on
our
website,
which

We
have
a
registry
of
artists
who
are
interested
in
working
and
if
you
go
to
that

and
I
can
ask
cynthia

the
bottom

can
encourage
artists

you

control

do

we're
finding

paperwork
than
if
we

As
long

everyone
agrees
on
an
artist
and
a
surface
to
paint
on,
we
can
do
it
fairly
easily,
but
we're
not
going
to
tell
you
what
to
do.

One
of

ideas
is
to
have
some
areas
painted

chalkboard
paint,
so
that
kids
can
draw
things
and
then
they

be
erased
so
that
someone
else

draw
something
on
facebook.
Lately
people
have

posting
messages

chalk,
written
on
the
sidewalk
that
are
just
sort
of
uplifting
kind
of
enthusiastic
quotes
and
because
they're
in
shock
they'll
last
for
a
while
and
then
someone
else
can
do
it.

trying
to
do
temporary
if
you're
downtown
on
the
window
of
of
seoul
cycle
which
recently
closed
and
the
storefront
is
open,
there's
a
great

They
painted
the
window
now
and
it

queer
signage.

were
concerns
about

dialects

signs

had
a
vote

matter
went
to
the
city
council

there
was
no
discussion
about
the
concerns
that
the
commission.

the

two
specific
comments,

don't
think
anymore,

trash

sounds

in

plan

unified
books

our
trash
cans,

people
are
confused

put
in

containers

sort
of
unique
because

got
a

infrastructure

just
modify
the
things

are
there
to
the
extent
that
we

add
things
as
we
need

lot

infrastructure

out

been

not
wearing
a
mask.

guess
the
police
were
called
and
there
seems
to
be
some
confusion
about
