vehicles

high-technology

activities

city

Palm

have
done
electric
vehicle
through

fuel
vehicle
fairs,
obviously

promotion

alternative
fuel
vehicles.

have
done
activities
and
partnered
with
other
activities

with
implementation
of
alternative
fuel
vehicles

Coachella
Valley
region.

mainly,
we
work
with
the
cities.

chose
sustainability

because
I
want

stay
alive.

think
that
the
climate
and

one

the
most
important
issues
facing
the
world
and

Palm
Springs.
This
is
a
city.

was
meant
to
live
in

small
city
I
think
we

lot
of
great
natural
resources.
The

wind

think
we
can
be.

working

issues
surrounding
the
Salton
Sea

of

exceedingly
pleased
to
report
that
at
it's
after
two
years
of
working
on
this,
that
at
the
January
3rd
meeting,
City
Council
unanimously
passed
adopted
resolutions
saying
that
the
director
of
planning
services,
the
Planning
Commission
and/or,
the
City
Council,
shall
give
preference
to
requiring
the
provision
of
solar
photovoltaic
systems
for
new
single-family
and
multi-family
residential
construction
as
a
condition
of
approval
of
a
discretionary
application.
So
the
wording
is
it's
not
a
mandate,
but
it
is
an
expression.
City
Council's
express
policy
of
a
preference.

The
wattage
would
be
2
watts
per
x,
total
square
footage
of
the
residential
dwelling
unit,
which
is
exactly
what
we
and
the
Planning
Commission
had
proposed,
and
the
applicant
for
the
for
the
Planning
Commission
sort
of
entitlement
has
is
responsible
for
demonstrating
the
need
to
reduce
the
required
wattage
or
eliminate
the
requirement.
So
the
burden
of
proof
is
essentially
on
the
applicant.

expectation
is,
you
show
up
at
the
counter
with
plans
for
solar
for
your
new
development
or
a
good
reason
why
you
shouldn't
have
to
do
it
and,
as
I
said,
while
this
is
not
a
a
mandate,
it
is
a
preference.

advantage
is
the

go
into
would

effect,
essentially
immediately
as
soon
as
the
city
clerk
sort
of
gets.
The
paperwork
together
as
opposed
to
two
readings
of
an
ordinance
and
going
up
to
Sacramento

Energy
Commission.

I
worked
very
closely
with
councilmember
Middleton.

We
were
the
the
team
before
she
was
elected
to
council
and
she
and
I
tweaked
the
wording.
She
read
it
at
Council
and
we
were
able
to
get
a
unanimous
vote
so
I
consider
that
a
rather
major
achievement
for
our
Commission
there's,
hopefully
more
coming
on
with
the
retrofits.
But
this
is
already
an
exceedingly
good
start
and
what
I
would
like
to
do
once
the
resolution
is
formally
promulgated
is
to
follow
up
with
a
National
League
of
Cities.
They
contacted
me
last
year
about
having
Palm
Springs
designated
as
a
Sol
Smart
City.

So
we
get
some
plaque
and
potentially
some
available
resources
from
the
National
League
of
Cities.
So
definitely
some
good
recommend
record
a
recognition
there.
So
that's
one
one
piece
so
sort
of,
at
least
for
the
moment
over.
Of
course,
the
Energy
Commission
will
be
imposing
the
mandate
in
two
years
and
I
continued
to
follow
the
rule
making
process
in
Sacramento.
Also
on
the
renewable
energy
side.
I
spoke
also
on
Thursday
at
the
at
the
summit,
with
Cady
barrows
on
desert
community
energy,
which
is
the
community
choice.

Aggregation
program
rollout
is
expected
to
occur
in
July
they're
working
on
their
marketing
campaign.
I
indicated
that
the
Commission
would
be
available
to
assist
in
making
sure
that
that
news
get
some
spread
throughout
Palm
Springs
such
as
I'm
posting,
the
any
sort
of
materials
on
our
website
and
having
a
link
to
their
website.
Just
let
folks
know
what's
going
on
because
I'm
sure
there'll
be
some
questions
as
that
gets
some
gets
implemented.

extra
cost,

hopefully

south

get

have

go
all

way
around
through

bids

was
a

from
my
perspective,

useful

to
have
participated
in
because
we
made
a
lot
of
contacts
with

lot
of
different
groups
and
companies.

a
couple
of
examples.

several

These
are
all
people
that
are
very
interested

our
commission
and

the

they're

to

was
was
a
particular
interest
to
me.

turns
out
he
this
company
of
his.
They
have
negotiated
with
the
tribe
to
get
400
acres
up
by

I-10.
They
they're
in
the
short
term.

facility
up

their
eventual

spoken

someone

battery
solutions,

is

company

recycle

apartments
so
forth,
and
I
learned
in
talking
to
her
that
the
city
of
India
actually
participates
in
a
battery
recycling
program
and
since
their
batteries
to
battery
solutions
and
the
point
of
contact
in
India
is
Sara
Toyota
in
the
sustainability
office.

weeks

she
gave
me

lot

good
information
about
what
they

they
place
their
containers
and

battery
solutions

sent
in
for
recycling.

send
in
a
tally
of
the
weight
of
the
batteries.

far
as
how
much
battery
recycling
is
done

news
from
the
January
3rd
City
Council
meeting
city
is
moving
forward
with
a
plan
to
construct
a
biogas
to
energy
project,
more
biogas
at
the
wastewater
treatment
plant
up
by
DeMuth
Park,
and
that
would
capture
the
methane
gas
that's
produced
as
part
of
the
water
treatment
process
and
then
put
it
through
a
cogeneration
plant
to
produce
electricity,
which
would
we
sold
back
into
the
grid
and
also
waste
heat
that
give
the
city
good
use
to
reduce
the
need
to
purchase
natural
gas.

Definitely
achieve
that
sustainability
goal
city
has
secured
an
eight
million
dollar
loan
from
the
State
Water
Resources
Control
Board,
and
a
favorable
interest
rate
of
less
than
2%
and
may
also
be
eligible
for
a
loan
forgiveness
for
up
to
four
million
dollars,
which
is
half
the
cost
of
the
project
and
after
paying
financing
an
operation
and
maintenance
cost
the
project
expected
to
generate
a
net
positive
revenue
stream
of
nearly
$80,000
a
year
just
in
year.

So
not
only
does
it
cut
half
of
our
GHG
emissions,
the
city
could,
but
if
it
works
and
obviously
coach
Anton
has
issues,
but
let's
assume
that
it
works.
One
city
actually
makes
money
off
of
it.
So
very,
very
good,
move
council
member
hostage
described
as
a
sexy
and
I
think
it's
an
exceedingly
favorable
development
for
the
city.
So
I'll
continue
to
monitor
that.

Obviously,
there's
a
lot
of
paperwork
to
do
with
folks
in
Sacramento,
and
then
let
design
work
and
letting
the
contract
and
things
like
that-
we're
probably
years
out,
but
it
would
be
just
a
really
good
project
for
the
city
and
once
again
show
our
leadership
for
these
things.
So
that's
good
on
there.
Also
one
of
my
contacts
wasn't
at
the
summit,
but
it
was
the
same
evening.

spoke,
senator
Ricardo
Lara
was
in
town
for
a
political
fundraiser
and
I
ended
up
speaking
with
him
about
stormwater
recapture
because
we
have
to
be
the
only
geeks
in
the
entire
state
who
are
into
stormwater
recapture,
but
he
is
also
looking
into
that.
He
said
the
state
will
we're
acquiring
it
for
parks
projects
for
which
it
provides
grant
money
and
I
made
sort
of
an
appointment
to
follow
up
with
the
staff
to
see
if
there
any
opportunities
for
Palm
Springs
to
apply
for
state
grant
money.

So
there
are
some
issues
about
where
the
water
is
going
and
how
we
could
potentially
recapture
some
of
it
for
the
aquifer
I
mean
it
may
flow
into
the
whitewater
wash
and
they
go
out
to
the
Salton
Sea,
but
we
have
to
make
sure
that
it
isn't
isn't
completely
lost.
So
I'll
follow
up
with
that.
That
last
thing
I
was
at
the
gwa
meeting
this
morning.

The
only
sort
of
pertinent
a
matter
was,
they
announced
the
water
conservation,
a
mountainous
embrace,
Jimmy
December,
which
is
only
7%
reduction
from
the
December
2013
baseline,
which
is
actually
way
below
the
target
conservation
objective
of
10
to
13
percent.
The
lower
reduction
is
probably
a
result
of
the
warm
dry
weather
we
had
last
month,
but
the
cumulative
reduction
since
June
2016
when
the
target
was
set
is
18%
so
continue
to
achieve
the
target
and
then
some,
although
there
may
be
some
backsliding
and
and
obviously
as
a
sustainability
Commission.

should
be
continuing
to
work
on
education
basis
and
that's
an
issue
that
we're
covering,
at
our
workshop,
to
encourage
people
to
do
some
retrofits
to
put
in
wonderful
there's
a
greenery
on
their
lawns.

energy,
so
those
little
organisms
common,
it's
just
like
the
anaerobic
and
probably
a
different
process.
But
the
point
is
that
as
the
organisms
that
they
use
to
treat
the
gas
to
treat
them
the
water,
so
the
city
has
the
secondary
plant
by
DeMuth
Park
and
does
the
secondary
secondary
treatment
before
it
goes
off
to
DWA
for
tertiary
treatment,
so
there's
all
sorts
of
chemical
and
car.
You
know
processes
to
to
treat
the
water
that
generates
gas,
its
flared
and
it
just
goes
into
the
system.
So
essentially
it's
methane.

It's
methane,
gas
that
you
know
just
goes
out
the
door
into
the
atmosphere
and
you
can
capture
it
and
turn
it
into
both
energy
because
it
would
turn
a
turbine,
so
generate
electricity,
just
like
sort
of
a
gas
peaker
plant
and
then
also
have
some
heat.
Because
all
of
those
organisms
are,
you
know,
generating
heat.
Is
there
curry?
You
know
creating
the
the
methane
and
the
city
could
sort
of
send
the
heat
in
through
its
some
system.
Just
sort
of
you
know
heat.
You
know,
provide
hot
water
and
things
like
that.

So
it's
obviously
you
know.
Technology
is
available.
My
my
client,
when
I
was
practicing,
did
a
lot
of
these
things
in
viola,
which
is
the
other
French
Water
Company.
Has
that
as
well?
So
I
expect
Veolia
will
probably
you
know,
be
be
heavily
involved
in
this,
but
the
technology
very
much
exists
and
it's
a
good
process.

I
am
I'm
a
little
sad
to
hear
that
the
community
garden
is
in
a
bad
state
right
now,
but
if
we
can
get
that
cleaned
up
soon,
I
mean-
and
maybe
if
we
get
a
date
for
that
cleanup,
then
I
was
hoping
to
organize
this
for
sometime
in
April
or
possibly
March,
which
may
be
a
little
soon
and
we
need
to
clean
up
the
garden
person.

that's
a
really
good
way
to
engage
the
community
and
those
folks
are
more
than
happy
to

many

is
during
my
24
years
in
Minnesota,
I
was
a
pretty
active
cyclist
and
they
had
a
program
called
the
rails-to-trails
in
which
decommissioned
railroad
beds
were
converted
to
bike
trails,
simply
removed
the
railroad
ties
and
the
rails,
and
it's
a
nice
3%
grade
and
I
was
out
biking,
40
and
50
miles
on
a
Saturday
and
Sunday
afternoon
in
Minnesota
I'm.
Here
to
tell
you
the

those
two
and
a
half
miles.

miles

Vista
Chino
down
to

back
total
of
five
miles.
That
is
going
to
be
a
fabulous
tourist

only

they're

were
on
the
Minnesota
trails.

would
go
out
on
a
Sunday
afternoon

Minnesota

the
summer,

people
biking
the
50-mile
trails.

views
are
fabulous.

production
values,
the
construction
values
are
incredibly
good.

are
great
they're
doing

to
mitigate

done

tourist
destination

winter
