day

car
parade
which
you

see
on
the
screen
now
with
cars
from
1938
to
2023..
We
successfully
had
a
car
from
each
year
and
we're
poised
to
receive
an
official
Guinness
Book
of
World
Records.

for
executing

community
members
from
all
over

city
rode
in
the

wanted

take
just

few
minutes
today
to
give
you
an
update
on
homelessness
efforts
in
the
city.
So
it's
only
been
a
few
weeks
since
I've
been
here,
but
it's
pretty
clear
to
me
that
really
nothing
is
more
important
than
working
on
solutions
to
homelessness.
I've,
gotten
clear
direction
from
all
of
you
about
the
high
priority
of
this
issue:
I've
gotten
clear
feedback
from
the
community
about
how
important
this
is.
So
that
part
is
unambiguous.

As
Council
in
the
community
knows,
the
city
and
the
county
are
working
as
fast
as
possible
to
build
out
the
navigation
Center
at
3589,
McCarthy,
Street
and
just
a
few
key
benchmarks
on
that
that
I
thought
would
be
helpful
for
you
and
the
community
to
know
so.
Tilden
Coyle
has
been
selected
as
a
general
contractor
for
that
for
that
work,
we're
out
to
bid
right
now
to
the
subcontractors
to
do
this.
Demo,
the
site
work,
building
renovation,
utility
work,
landscaping
and
all
those
bids
are
due
on
April
20th.

So
that's
coming
up
very
quickly.
E

As
you
know,
Martha's
Kitchen
has
been
selected
as
a
service
provider
and
they've
been
a
great
partner
with
us
in
working
through
this.
Getting
to
this
point
and
we'll
be
giving
I
anticipate,
giving
Council
more
detailed
updates
in
the
coming
Council
meetings
just
to
keep
you
up
to
date,
I
know
how
important
this
project
is
to
everyone.

I
also
wanted
to.
Let
you
know
that
our
homeless
Outreach
coordinator,
Roman
Ruiz,
has
been
hired
and
he's
now
on
the
job
I
wanted
to
bring
him
here
today
to
introduce
him
to
all
of
you
into
the
community.
He
couldn't
be
here,
but
at
the
next
meeting,
we'll
have
him
here,
so
you
can
put
a
name
with
the
face
and
we'll
talk
a
little
bit
about
the
work
that
he's
doing.

But
despite
all
of
this,
we
know
that
many
many
of
our
homeless
population
will
not
be
ready
to
go
right
into
their
own
separate
modular
unit
at
the
navigations
center
right
away.
We've
had
a
lot
of
discussions
with
our
service
providers
with
the
police
department,
the
police
chief,
and
we
really
feel
we're
there's
a
little
something
there
that
we
need
to
pay
close
attention
to.
We
want
to
be
very
proactive
to
identify
additional,
to
identify,
additional
and
immediate
next
steps
on
on
issues
related
to
the
homelessness.

Some
people,
initially,
we
know,
will
only
choose
to
use
use
our
current
Access
Center.
Some
will
be
prepared
for
the
stability
of
a
first
point.
What
I
call
it
as
a
first
point
of
entry
navigation
facility
and
some
will
be
ready
to
find
security
and
stability
at
the
McCarthy
center
right
away,
but
it's
kind
of
all
three
of
those
points
we.
E
What
we're
trying
to
think
about
is
how
do
we
build
out
a
Continuum
Continuum
of
Care,
because
we
know
that
folks
need
to
enter
and
progress
through
a
Continuum
of
Care
before
we
can
ever
get
them
ready
for
permanent
Supportive
Housing,
finding
their
first
affordable
housing
unit?
That
sort
of
thing
so
we're
trying
to
think
holistically
about
where
people
can
eventually,
you
know
how
they
can
eventually
progress
through
the
system.

Many
places-
and
you
know
I've
worked
at
some
before
that
have
implemented
other
additional
strategies,
such
as
mobile
Mental,
Health,
a
street
medicine
programs
that
I
think
I've
already
I'm
involved
in
having
conversations
with
people
about
those
sort
of
additional
resources
that
maybe
sort
of
mitigate
in
with
everything
else
we're
doing
with
the
housing
portion
of
that.
So
we're
we're
continuing
to
look
at
all
kinds
of
things
to
try
and
be
Progressive
proactive
to
try
and
get
out
ahead
of
doing
everything.

Currently,
in
Palm
Springs,
we
know
that
the
homeless
count
is
rising,
but
there
are
limited
resources
here
in
town
to
to
deal
with
it
at
the
point.
At
this
point
we
do
have
the
access
center
over
here
by
the
airport.
It's
open
eight
to
five
daily,
but
again
provides
limited.
Resources
can
provide
a
snack
and
drinks
but
still
leaves
gaps
in
in
the
needed
fight
against
homelessness,
basically
to
provide
for
those
people
out
there
that
need
some
help.

We
do
plan
on
running
a
warm
weather,
shelter.
Here
again
this
summer
we
have
secured
funding
for
that
So.
The
plan
currently
will
be
to
run
that,
through
from
July
1st,
through
September
30th
and
approximately
20
to
25
beds
at
the
access
center,
but
there
are
a
number
of
beds
will
be
based
on
whatever
we
can
fit
in
there
safely.
So
it
could
be,
15
could
be
25
if
we
can
fit
30
we'll
try,
but
we'll
do
our
best
to
put
as
many
people
in
there
as
we
can.

By
doing
that,
it
will
help
get
obviously
people
off
the
streets.
It
will
give
law
enforcement
a
little
more
ability
to
offer
people
that
they
see
out,
encampments
or
elsewhere
a
place
to
go
instead
of
stay
on
the
street.
The
way
that
we'll
we
envision
working
it
it'll
be
on
a
referral
basis.
Palm
Springs,
Police,
Department
and
Martha's
Village
can
refer
people
to
have
admission
and
they
will
be
given
a
bed.

We
haven't
got
all
the
details
worked
out,
but
we
plan
on
them
having
a
bed
and
letting
them
stay
and
not
having
it
be
just
a
nighttime
shelter,
so
they
would
have
a
place
to
stay
during
the
day.
We
would
figure
out
something
for
meals
and
try
to
accommodate
them
that
way,
and
as
long
as
they
were
there,
they
would
keep
their
bed
until
they
were
no
longer
around
it.

time
to
to
claim
it
Let's
see,
we
don't
know
if
you,
if
you're
all
familiar
with
us,
but
we
have
a
really
good
reputation
in
Indio
for
being
a
good
neighbor.
We
go
out
of
our
way
to
make
sure
that
the
neighbors
around
us
are
not
affected
as
little
as
possible.
Anyway,
with
with
the
people
that
come
and
go
from
our
facility.

I
think
same
thing:
we're
in
warm
weather,
shelter
here
in
the
city
at
the
United
Methodist,
Church
I,
think
the
neighbors
were
pretty
happy
with
us
the
two
years
we
were
there.
They
had
a
good
experience,
so
we're
hoping
that
we
can
do
the
same
here
with
this
and
and
make
it
a
very
well-run
location
and
again
the
police
department.

Plans
for
the
next
couple
of
years,
like
we
just
mentioned
warm
weather
shelter
this
summer,
that
would
be
20
to
25
beds.
Approximately.
We
would
like
to
set
up
this
emergency
navigation
Center
as
quickly
as
possible.
It's
just
a
matter
of
how
long
it
takes
us
to
secure
the
bids
and
get
it
built,
basically
we're
ready
to
move
on
it
as
soon
as
we
get
approval
at
some
point
and
of
course
we
have
a
navigation
Center,
that's
currently
being
built
and
we'll
open
up
next
year.

couple

what
some
sprung
structures
could
look
like
on
the
site
that
we
proposed
to
put
95
beds
on.
What
this
doesn't
show
is
another
option
which
could
be
part
of
this,
also,
which
would
be
the
tiny
homes
which
I
think
you
probably
are
all
maybe
familiar
with
from
other
areas
that
have
used
them.

Well,
good
evening,
mayor
and
council
members,
thank
you
for
the
time
to
talk
about
this
important
topic.
One
of
the
first
questions
we
get
anytime.
We
contact
somebody
when
we're
conducting
enforcement
is
okay.
You
don't
want
me
here.
Where
would
you
like
me
and
that's
a
tough
answer,
question
to
answer
for
people,
especially
for
officers
who
are
very
concerned.
Two
of
our
officers
have
family
members
who
are
homeless.
G

It's
important
for
us
to
consider
other
options,
such
as
an
emergency
shelter
for
this
emergency
shelter
to
work.
It'll
take
a
few
things.
In
my
opinion.
One
is
the
right
facility
and
I
think
that
this
looks
like
it's
a
good
process
and
a
good
path
to
have
the
right
facility.
That's
controlled,
that's
safe!
That's
it
that's
enclosed!
The
second
is
the
right
team
to
run
the
facility,
and
since
my
time
here
in
Palm,
Springs
I
just
want
to
applaud
Martha's
Village
in
the
staff
for
all
the
work
that
they
have
done
in
our
city.
G
So
far,
they've
been
they've,
been
very
good
collaborators
and
very
good
partners.
So
we
thank
them
from
a
from
a
policing
standpoint.
One
of
the
most
critical
pieces
is
that
we
need
tightly
controlled
access.
That
means
a
few
things.
One
is
that
the
referrals
come
from
the
police
and
Martha's
Village.
We
need
to
have
the
ability,
as
a
police
department,
to
be
able
to
say
you
cannot
live
under
this
bus
shelter.
You
need
to
go
over
to
this
location.
G
We
have
a
bed
available
for
you
right
now
and
then
take
them
over
there
and
help
them
get
that
get
into
that
bed
and
get
situated
that
is,
that
is
tightly
controlled.
We
cannot
allow,
in
my
opinion,
from
looking
at
this
for
the
past
15
years
is
just
random
walk-up
access,
because
if
that
happens,
people
will
congregate
to
a
location
where
they
think
they
can
get
services,
and
that
is
not
the
purpose.
G
For
me
of
an
emergency
shelter,
people
need
to
be
and
brought
in
there
be
screened,
be
talked
to
and
have
a
variety
of
other
things.
I'll
mention
in
a
second
I
do
believe
that
if
we
have
it
too
open
that
other
cities
will
try
to
bring
the
people
in
need
in
those
cities
to
us
and
that
becomes
problematic
from
a
variety
of
perspectives,
they
are
certainly
welcome
to
build
facilities
to
feed
people
in
their
own
cities.

But
we
want
to
try
to
take
care
of
the
people
in
Palm
Springs
first,
and
once
we
prove
success,
then
we
can
certainly
take
a
look
at
other
things
later.
It
also
needs
to
be
strict
enforcement
of
the
rules
that
people
sign
when
they
go
into
facility
such
as
this.
That
violence
is
unacceptable.
That
open
use
of
drugs
is
unacceptable,
that
stealing
from
local
businesses
is
unacceptable,
and
if
they
do
that,
there
has
to
be
a
consequence,
which
is
you
lose
your
right
to
be
there?
G

There
also
needs
to
be
for
this
to
work,
well,
a
the
ability
to
say
that
you
are
seeking
help
and
that
placement
is
your
highest
priority
for
you
personally,
so
that
whether
there's
a
document
or
an
explanation
that
they
sign
to
so
they
thoroughly
understand
that
staff
in
this
particular
situation
are
not
there
to
prolong
the
use
of
of
the
lifestyle
that
they've
had,
but
to
improve
them
as
well
as
our
community
yeah.
Anything
that
violates
those
Community
standards
must
be
dealt
with
so
that
people
are
no
longer
there
and
then.
G
Lastly,
I
want
to
assure
you
that
that
pspd
will
make
this
a
priority
hotspot
wherever
we
locate
something
that
becomes
our
highest
priority
for
heavy
Patrol,
consistent
enforcement
and
referrals
to
opportunities
for
people
to
get
help.
It
has
to
be
a
focal
point
for
our
department.
Our
officers
have
done
an
amazing
job,
taking
on
the
four
hot
spots
that
we
had.

The
problems
at
each
of
those
locations
have
substantially
been
reduced,
and
we
can
continue
that
as
we
normal
as
we
stabilize
those
locations,
we
can
move
on
to
others
and
wherever
this
winds
up
being
a
part
of
in
our
community,
that
will
be
a
focal
point
for
pspd.

lot
less

I
usually

no
PowerPoint
this
time,
but
first
of
all,
I
want
to
say
that
your
city
manager
has
jumped
on
this
faster
than
I've,
probably
seen
any
new
city
manager.
Do
you
can
tell
he's
dedicated
this
I
think
two.
He
laid
out
what
the
good
timeline
that
we
really
have
expedited.

Even
since
the
last
time
we
reported
you
on
the
development
I
think
it
needs
to
be
made
clear
that
the
development
of
this
property
of
the
navigation
scenario
has
never
stopped
a
huge
shout
out
to
Jay,
to
Flynn
and
to
Joelle
for
the
great
work
that
the
city
has
done
on
this
as
well.
What
I'm
here
tonight
is
and
I
think
they've
laid
out
a
really
good
continuing
of
care.

As
Sam
said,
the
county
had
already
allocated
the
six
hundred
thousand
dollars
for
the
summer,
shelter
that
we've
done
for
the
last
four
or
five
years
in
the
city
of
Palm
Springs,
and
then
we
are
looking
at
the
possibility
of
being
able
to
reallocate
some
arpa
dollars.

You
know
the
county
has
already
significantly
invested
in
this
city
and,
of
course,
as
a
resident
I
will
continue
to
advocate
for
that,
but,
looking
at
how
we
can
reallocate
again
to
build
out
this
continuing
of
care,
I'm
heart
much
more
heartened
than
I,
see
the
progress
on
the
navigation
Center,
but,
like
you,
I
realize
that
this
problem
has
to
be
addressed
as
soon
as
we
possibly
can,
and
even
though
Martha's
has
talked
about
the
sprung
structure.
You
know
we
haven't
really
specifically
identified
a
location.
H

Thank

our
partners
appreciate
them
coming
here
to
talk
a
little
bit
about
this,
just
a
couple
final
points
and
then
we'll
certainly
open
it
up
any
questions
you
have
for
any
of
us.
You
know
I've
seen
firsthand
some
of
the
point
of
entry,
navigation,
Center
systems
that
are
in
place
and
that
are
working.
A
good
example
is
the
City
of
Huntington
Beach
right
on
Beach
Boulevard
leading
right
into
the
beaches,
has
built
out
a
first
point
of
entry,
navigation
Center
that
really
works
really
well
there.

They
have
a
Good
Neighbor
policy,
and
you
know
at
some
point
very
quickly.
Maybe
we
might
round
up
a
bus
and
anybody
who
wants
to
take
a
two-hour
drive.
We
can
go,
look
at
their
facility
and
see
firsthand
kind
of
how
they're
doing
some
of
this.
We
don't
want
to
over
promise
on
any
of
this.
We
know
all
of
this
is
really
hard
work.
All
of
you
know.
We've
had
significant
encampment
issues,
especially
around
the
lawn
Crosley
area.

There's
a
Walmart
store
there,
where
I
know
the
police
chief,
and
all
of
you
had
spent
a
lot
of
time.
Trying
to
you
know,
help
people
get
off
the
encampments
that
were
going
along
there
and
our
Police
Department
reminds
me
what
a
hot
spot
area
that
is.
Mr
Rodriguez
reminds
me
of
some
of
the
commitments
we
have
with
Building
C
I
think
it
is
as
part
of
the
McCarthy
navigation
Center.

So
you
know
what
is
the
long-term
future
of
that
as
a
controlled,
effective
place
that
could
be
part
of
our
Continuum
of
Care,
so
those
are
those
are
some
of
the
things
that
we've
been
thinking
about,
and
so
what
I
want
to
just
leave
council
members
with
is
that
none
of
this
is
going
to
be
cheap.
We
have
a
lot
of
work
to
do
we're
not
asking
Council
to
approve
anything
this
evening,
we're
just
we
wanted
to
introduce
some
of
these
additional
Concepts
that
all
of
us
on
the
team
behind
you.

Looking
for
from
us
and
if
we
are
and
if
we
have
the
green
light
from
you
to
just
keep
forging
ahead
doing
what
we're
doing
we'll
try
and
come
back
as
quickly
as
we
can,
maybe
as
soon
as
our
next
council
meeting
with
much
greater
detail
about
things
like
financing
procurement
structure,
scheduling
all
of
that
stuff.
That
I
think
will
be
important
for
you
to
be
thinking
about
in
terms
of
trying
to
free
up
the
resources
that
we
need.

going
to
need
to.

plowing
ahead,
so
the
whole
team

we're
committed

we're
here

answer

lot

brand

fill
up

navigation
Center

up

that
right.

it's

that

the
point

comments
right
in
the
beginning.
We

Full
Speed
Ahead
on
that
everything
is,

we're
working
as
quickly

we
can

because
that
facility
has
individual
pod
situations
where
you
know
someone
who's
experienced
experiencing,
homelessness
is
going
to
be
have
their
own
sort
of
individualized
area
where
they
can
have
some
of
their
own
privacy
and
and
hopefully
get
a
feel
for
you
know,
hopefully,
moving
on
to
permanent
Supportive
Housing,
maybe
affordable
housing,
maybe
their
own
apartment.
So
we
we're
all
do
speed
as
quickly
as
we
can.

Can
do
that's
that
is
one
option,
some
prefabricated
space,
that
we
could
that
we
could
use
as
Greg
indicated,
we
also
have
some
obligations
to
the
county
on
what
is
it
Building,

so
on
the
site,
so
we're
looking
at
a
lot
of
different
options
about
what
we
can
do,
but.
I
The
idea
that
we're
being
presented
today
is
something
that
could
happen
relatively
quickly.
Yes,
that
that
could
deal
with
this
crisis
that
we're
in
yes
and
I
just
want
to
clarify
a
couple
other
things.
So
we
talked
about
that
the
place
in
Martha
Village
would
refer
people,
that's
the
only
way
people
can
get
in.

No,
the
idea
and
I
think
both
Martha's
and
the
chief
both
indicated.
We
want
to
have
a
situation
where
the
police,
department
and
Martha's
Village
have
really
close
tight
protocols
about
how
they're
working
together
literally
every
day,
tracking
how
many
beds
are
available
who's
in
there
who's
been
referred
in
there
and
then
that
person
has
Safety
and
Security
of
having
their
space.
If
they
had
a
shopping,
cart,
they'll
have
some
protection
for
their
space
there,
and
then
they
can
get
get
back
on
their
feet.
Okay,.

Or
will
there
be
other
service
providers
that
can
contact
Martha's
or
to
to
recommend
someone?
I
mean
we
do
have
several
Community
groups
that
are
working
directly
with
our
unhoused
and
who
would
also
likely
have
recommendations?
What
would
be
the
process
for
those
groups?
Yeah.

I
mean
in
terms
of
recommendations:
for
instance,
queer
Works
has
a
mobile
shower
unit
that
they
bring
around
specifically
targeting
the
unhoused.
If
queer
Works
were
to
come
to
to
Martha's
and
say,
there's
someone
we've
been
providing
showers
to
for
X
number
of
weeks.
We
think
that
they
would
be
a
good
person
to
go
into
the
center.
Can
they
get
a
referral
that
way.

I
The
point
being
is
that
it
will
come
from
an
agency,
and
so
that's
how
we'll
sort
of
control
a
to
as
much
as
possible
that
they're
Palm
Springs
residents
right
and
be
to
to
have
some
kind
of
sense
of
of
who
they
are.
We
mentioned
from
Martha's
Village
mentioned
a
Good
Neighbor
policy.

Don't
know
yet
no
I
mean
we
have
to.
We
want
to
be
very
sensitive
to
wherever
a
facility
would
go
whatever
space
that
we're
building
out
whatever
you
know,
however,
we're
trying
to
do
it.
The
the
important
thing
to
remember
is
this
is
a
facility
that
this
is
a
facility,
that's
a
controlled
environment.
That's
why
I
think
it's
good
to
see
another
facility
in
action
and
you
get
a
feel
for
people
aren't
coming
and
going.

Absolutely
yeah
absolutely
there's
security,
24
7
on
all
these
locations,
both
for
the
Safety
and
Security
of
the
residents
that
are
there,
but
also
the
Safety
and
Security
of
the
staff
themselves.
And
that's
why
you
have
to
have
that
real
close
working
relationship
with
your
Police
Department,
okay
and.
I
E
Well,
you
know
we
have
a
lot
of
tremendous
resources
and
I
haven't
really
spoken
to
any
of
these
groups,
but
we,
you
know,
we
have
the
Inland
Empire
health
plan,
we
have
the
Desert
Medical
Center
and
we
can
partner
with
all
of
it's,
not
in
anybody
he's
interested
to
bring
homeless
individuals
to
our
emergency
rooms.
That's
not
that's!
Not
the
recipe
for
long-term
success.
I
And
and
I
guess
you
know.
Lastly,
I
just
want
to
make
a
comment
that
you
know
I
think
we
are
in
a
crisis
situation
and
I.
Don't
think
anybody
doubts
that
I
know
up.
You
know
the
place
have
done
a
great
job
and
sort
of
helping
with
these
hot
spots,
but
we've
seen
people
just
have
to
move
around
because
there
is
no
place
for
them
to
go.
So
you
know
my
personal
view
is.
It
sounds
like
my.
I
I
I
understand
that
this
is
it's
probably
better
to
have
something
that
might
have
an
easier
access,
easier
barrier
to
entry
or
lower
barrier
to
entry,
which
is
what
this
sounds
like.
It's
not
obviously
an
ideal
navigation
Center,
but
that
is
what
we
are
building
elsewhere.
So
do
you
see
the
potential
that
this
would
keep
going
or
that
this
would
end
when
the
new
navigation
Center
owns.

staff

their
enhancing

and

having

jobs

needed

calls

days
prior
to
opening
it
up
and
we're
in
a

a
tight
spot,
because
now
you
need
to
staff
entire
facility
in

days
to
operate.

difficult
things

imagine

the
work
that
you
have
to
do
in
that
you're.
Dealing
with
vulnerable
people
who
are
in
need
oftentimes,
distrustful
and
resistant
to
the
rules
that

put

place
for
anything
to
be
successful.

the
last
three
years

going

three
years
and
the
best
the
only
answer

could
give.

that
trust
with

clients
they
knew.

Martha's
is.
We
were
new
to
Palm
Springs?

Maybe
we
didn't
have
that
answer
for
you
three
years
ago,
but
I
know
that
now
clients
are
familiar
with
our
services.

was
an
overnight
shelter
type
of
service,
but
if
the
rules
were
not
followed,
then
the
services
would
not
be
provided
and
I
believe.
Clients
know
that
it
was
very
important
that
the
community,
when
we
did
at
the
Methodist
Church,
that
the
community
members
fell,
that
trust
with
us
too.
So
therefore,
we
had
to
control
foot
traffic
and
clients
not
littering
around
the
neighborhood,
so
clients
knew
those
conversations
were
having
with
them
every
day.

I
had
those
conversation
myself
where,
at
the
end
of
the
night,
okay,
I'm
going
home,
guys
make
sure
I
don't
get
called
in
the
middle
of
the
night
that
something
happened
and
they're
like
oh,
no
nothing's,
gonna
happen
and
I,
don't
and
I
believe.
If
I'm
not
mistaken,
the
police
department
reported
that
there
was
less
calls
during
that
time
that
we're
operating
the
warm
weather
I
know
during
cool
weather.
We
didn't
receive
any
calls
in
the
middle
of
the
night.
Again
it's
the
good
neighbor
but
clients
knowing
that.

experience
with
Martha's
is
the
rules
do
apply
and
the
result
of
that
is
we're
not
receiving
complaints
from
the
neighbors
where
you're
located,
and
that
is
something
that's
absolutely
critical
to
all
of
us.

the
police

the
individuals
who
are
out
on
our
streets
are
in
fact
committing
crimes
and
disturbing
their
neighbors
and
not
asking
for
help.
So
could
you
talk

kinds

issues

your
officers
face
with
that
segment
of
the
population
and
again
I
know
it's
not
the
entire
population.

third
group
is
the
element
that
I
think
you're
addressing
those
who
desire
to
live
a
lifestyle
where
they
are
living
in
a

a
place
that
may
or
may
not
be
where
they're
from
that
are
choosing
to
commit
crime
to
either
either
fuel

drug
habit
or
that's
just
the
way
they
have
chosen
to
do
that.
It's
exacerbated
by
a
few
things.

if
we
open
this
type
of
a
facility
on
an
emergency
basis,
what
steps
are
we
going
to
need
to
take
to
ensure
that
there
is
not
drug
use
in
or
around
those
facilities?
And
what
kind
of
resources
is
that
going
to
require
from
you.

fully
prepared
to
assist
Martha's,
Village
or
any
service
provider
to
make
sure
that
the
the
the
facility
stays
a
safe
place
for
people
to
be.
And
again
as
we
talked
about
earlier.
Violations
of
the
community
standards

be
an
eviction
from
the
from
the
location.

purpose
of
that
is
for
us
to
work
with
the
village
Martha's
Village
to
make
sure
that
we
are
helping
them
understand
what
we're
seeing
in
the
field,
communicating
with
them
on
a
regular
basis
to
determine
people
that
have
not
chosen
to
improve
themselves
or
have
the
capacity
to
do
so,
and
that
becomes
a
different
issue,
whether
it's
mental
health
or
the
police.

I
hear
frequently
far
too
frequently
frankly
from
individuals
who
say
that
the
police
in
Palm
Springs
have
their
hands
tied
by
the
Palm
Springs
City
Council
that
refuses
to
give
you
either
the
resources
or
the
ability
to
respond
to
homelessness.

I
certainly
don't
want
to
paint
this
as
the
Panacea
to
all
of
our
problems,
but
it
is
a
great
step
in
the
right
direction
for
us
to
have
the
authority,
the
Constitutional,
the
legal
authority,
to
tell
people
you
cannot
sleep
where
you're
sleeping
currently
and
and
that
will
we
will
absolutely
do
that.

supportive

what
we
are
doing
and
what's
being
proposed,
I
think
we
need
a
sense
of
urgency
in
everything
that
we
do
in
this

far
far
too
many
people
that
are

street

true
at
times
as

why
people
are
on

street,
but
we've

to
have
the
beds
available
and

not
have
those
beds

them

better
off

priority

mind

us
to
respond
to
this
issue

county

work
they've

to
make
this
happen,

last

say
is
that
we
are
still
even
with
the
actions
that
are
being
proposed
now,
simply
being
responsive
and
reactionary.

number

people

dropping
out

society,

step
back

understand
fully
what
it

going
to
take
to
help
people

street

respond
to
homelessness
and
never
have

leave

political
comfort
zone,

understand

services

can

people
leave

McCarthy
facility

they've

living
there

modular
unit

three
four
months
and
they're
doing
well

they've

a
job

they're
coming

forth,

now
do

permanent
Supportive
Housing
unit
for
them
to
go
to
do
we
have
an
affordable
housing
unit
for
them
to
go
to
their
back
and
their
feet.
They're
stabilized
they're,
getting
their
life
together,
so
yeah.
It's
all
of
that!
There's
no
there's!

one
size
fits
all
one
easy
snap,
your
fingers
do
one
thing
and
it's
all
going
to
go
away
and-

you
know
the
other
part
that
the
chief
talked
about
you

I've
learned
the
city

Indio
has
a
number

beds,
probably
over
200
beds,
that
they're
using
to
help
in
their
Community.
But
this
is
a
regional.
It's

regional
issue.
We
have
you

cities

join
in

this

fight
in

challenge

help

reduce
homelessness.

coming

public
agencies,
including
many
municipalities.

nature
of

organization.

business
since

Focus
has
always
been
focusing
in
governmental
agency
and
many
other
clients.
We
service
in
also
in
the
Coachella
Valley
are
a
governmental
agency,
so
we
are
full
service
accounting
firm,
not
only
surfacing
auditing
and
auditing
service
providing
auditing
service,
but
also
provide
tax
services.
But
still
our
main
focus
is
on
the
other
side,
especially
on
the
governmental
sector.

we
are
very
familiar
with
the
the
accounting
pronouncement
issued
by
government
accounting
standard
board
which
what
we
refer
to
as
Gatsby,
that
issue
pronouncement
that
dictate
how
the
financial
statement
should
be
prepared
for
governmental
agency.
But
we
also
follow
American
Institute
of
certified
public
accountant,
their
professional
standard
on
how
to
conduct
the
audit,
which
is
what
we
call
the
generally
accepted
accounting
auditing
standard,
and
also
because
is
a
couple
of
mental
agency
audit.
We
also
follow
government
auditing
standard
in
conducting
the
audit,
so
there
are
multiple
sets
of
Professional
Standards.

follow
in
conducting
these
Audits
and
in
addition
to
that,
we
also
perform
the
single
order,
which
is
another
set
of
standard
and
requirement.
That's
what
we
call
the
uniform
guidance
that
we
have
to
follow
when
we
are
conducting

compliance
audit,

the
our
firm
is
specialized
in
conducting
these
type
of
audits.

that's
why

Professional

percent

clients

the

of
Palm
Springs,

got
here

why
we
decided
to
move

path

it
started
in
2021
when
we
developed
a
marketing
Communications
plan
for
the
airport
and
coming
out
of
that
plan.

help
set
us
apart
from
other
airports
within
Southern
California
really
make
the
Palm
Springs
brand
stand
out,
at
least
for
the
Palm
Springs
Airport
and
make
people
and
make
it
a
way
that
people
will
consider
us
flying
instead
of
driving
into
Ontario
or
LAX
or
some
of
the
other
Regional
airports.
The
current
logo
that
we
have
now
on
our
website
was
actually
not
developed
from
the
airport.

it
was
originally

believe
for
the
Palm
Springs
Convention
Center,
and
they
swapped
out
the
words
Convention
Center
for
international
airport
and
let
us
use
it.
That's
what
I
was
told
that
was
done
before
my
time
here

is
that

research
with

airport
in
mind
and
it

not
a
mid-century
theme
designed
logo
like
we

we
are
presenting

All
I've
walked
around

airport

found

different

different
areas

airport
or
uniforms.

There's
actually
four
various
logos
that
have
been
that
are
currently
in
use
in
various
ways
having
this
one
logo,
I
guess
one
nice
unified,
look
and
feel
that
everybody
can
recognize
with
and
a
brand
that
can
start
to
so
when
they
see
it
out
and
about
resonate
with
the
airport
itself
and
just
some
other
some
more
simpler
things
with
what
we
currently
with
the
current
logo
is
that
we
don't
have
the
various
file,
types
or
sizes
needed
for
different
applications
from
advertising,
or
even
just
embroidering
it
on
a
uniform,
and
so
that's
kind
of
why
we
embarked
on
this
and
so
I'm,
going
to
turn

did
the
research

worked

community
on
this
and
how
we

I

the
owner
and
principal
of

Communications,
and
we
have
been
working
with
the
airport,
the
Palm
Springs
Airport
since
2021
to
help
improve
Communications
within
the
community
and
the
aviation
industry,
and,
as
Daniel
mentioned,
the
logo
that
exists
now
and
we've
been
around
for
five
or
six
years,
but
isn't
as
versatile
as
the
airport
would
like.
You
can't
stack
it
vertically.
You
can't
turn
it
into
a
social
media
icon.

There
is
no
accepted
color
palette
for
it,
so
the
airport
was
looking
for
a
way
to
create
a
logo
that
would
work
across
a
variety
of
mediums
and
with
that
design
process,
the
airport
was
very
certain
to
gather
different
voices
throughout
this
process.
So
airport
staff,
the
general
public,
had
close
work
with
several
Regional
stakeholders
have
helped
ensure
that
this
logo
is
going
to
be
reflective
of
a
variety
of
audiences
and
opinions.

In
fact,
it
was
so
important
that
we
went
back
to
each
of
these
groups
again
throughout
the
process.
So
there
has
been
ample
opportunity
for
participation
in
this
logo
development
process.
V
The
airport
staff
is
one
of
the
most
important
stakeholders
in
level
of
development
for
the
airport,
so
they're
the
first
ones
we
worked
with
and
we
wanted
to
learn
who
they
were
and
how
they
wanted
to
be
represented.
So
we
started
by
helping
develop
Mission
Vision
of
values
for
the
airport.
These
are
foundational
guidelines
for
how
the
airport
operates,
but
also
how
it
wants
to
be
perceived,
so
they
described
the
company's
goals.
The
Way
employees
want
to
work
together
and
how
they
want
to
be
perceived
by
their
customers
in
the
community.

So
the
airport
in
this
discussion
used
a
cross-section
of
Frontline
employees,
including
Administration
security,
maintenance
operations,
marketing
finance
and
Leadership
to
really
be
sure
they
were
encompassing
the
group.
We
need
a
communal
discussion
on
their
vision
and
values
for
the
future.

This
is
the
airport's
mission
statement
and
for
the
visual
representation,
the
keywords
they
were
looking
for
were
cheerful,
welcoming,
diverse
and
bold
next
slide.
So
with
the
process,
the
airport
used
surveys
to
be
able
to
gather
and
synthesize
feedback
and
then
our
meetings
to
discuss
directly
with
their
stakeholders
and
audiences,
so
starting
in
March
2022.
We
had
a
third
party
conduct
a
community-wide
survey
via
telephone
to
understand
how
the
entire
Coachella
Valley
felt
about
air
travel
and
multiple
airports.

In
the
first
focus
groups
and
public
meetings,
they
were
held
in
2021
to
help
us
understand
what
we
were,
what
the
community
was
currently
feeling
about
their
airport,
and
so
these
Regional
Partners
included
the
city
of
Palm
Springs
business
and
tourism,
Partners
local
businesses
and
the
Palm
Springs
Airport
marketing
committee
as
well.
In
the
fall,
the
airport
held
two
public
meetings
more
directly
related
to
the
logo
development
process
and
to
give
some
clarity
to
the
public,
as
well
as
to
solicit
public
feedback,
and
nearly
70
people
participated
in
those
two
meetings.

We
also
held
a
larger
stakeholder
meeting
in
the
fall
taking
a
deep
dive
into
those
draft
logos,
in
addition
to
hearing
directly
from
stakeholders
and
community
members
who
conducted
Research
into
the
architecture
and
design
that
makes
the
region
so
unique,
and
that
specifically,
of
course,
sensory
modernism.
So
a
look
at
a
combination
of
indoor
outdoor,
bold
colors,
clean
lines
and
use
of
negative
space
and
really
exactly
what
you
guys
are
known
for
and
making
sure
that
we're
creating
now
a
little
bit
more
emblematic
of
that
region.

We
did
look
at
several
of
the
identities
that
currently
exist
in
your
community
and
also
building
off
those
strong
fonts,
bold,
colors
and
geometric
shapes.
Some
of
these
examples
are
very
classic.
Mid-Century
modern,
like
the
Palm
Springs,
welcome
signs
and
some
take
a
more
modern
approach
to
the
colors
and
font
palettes.
Like
visit
greater
Palm
Springs.

Looking
at
the
airport
itself,
we
want
Palm
Springs
Airport
to
be
like
no
place
else
and
really
embody
the
Region's
vitality
and
unique
characteristics,
but
also
positioning
it
as
a
player
in
the
Region's
Aviation
Network.
So
we
looked
at
what
the
other
airports
in
the
region
were
doing.
You
can
see
here:
Ontario,
Long,
Beach,
Los,
Angeles,
San,
Diego,
John,
Wayne
and
San
Bernardino,
and
there
are
some
common
themes
throughout
these
the
use
of
blue
coming
here.

It
was
well
as
across
the
country
and
some
of
these
use
airplanes
in
the
logos,
some
of
them
about
half
of
them,
use
the
airport
code
and
then
the
use
of
negative
or
white
space
in
terms
of
tone.
Lax
is
very
bold.
San
Bernardino
has
a
more
abstract
feel
and
Long
Beach
has
a
SoCal
Vibe
with
the
colored
gradients,
the
lowercase
lettering
and
the
palm
tree,
and
so
there
is
a
breadth
of
ways
to
describe
your
airport
or
its
personality.

It's
it's
important
to
note
that
none
of
these
are
the
local
Sydney
seal
or
convention
and
visitors
bureau
brand.
These
are
all
independent
stand-alone
brands
that
represent
the
airport,
specifically
going
back
to
the
input
process
in
multiple
stakeholders.
Excuse
me:
multiple
stakeholder
focus
groups.
We
heard
directly
from
Regional
design
leaders
like
Lisa
vasler,
Smith,
Colleen,
Pace,
J.R,
Roberts,
Gary
Wexler,
and
we
received
specific
feedback
on
the
draft
logos
and
they
had
important
feedback
for
the
New
Direction
and
the
specific
design
revisions.

We
gathered
a
tremendous
amount
of
feedback
during
these
initial
logo
development
and
it
was
clear
that,
while
the
airport
was
interested
in
a
departure
from
traditional
airports
that
logos
signs
with
the
community
really
wanted
something
that
was
mid-century
modern
and
we
took
this
to
heart.
We
developed
new
options.
We
shifted
color,
palettes
font
Styles.
We
tone
down
the
vibrancy
of
some
of
the
color
palettes
and
we
utilize
more
white
space.
We
also
heard
from
the
stakeholders
that
we
should
be
encouraged
to
explore
the
use
of
the
airport's
code
PSP.

So,
with
this
important
feedback,
we
refined
existing
graphs
and
created
new
drafts.
Each
of
those
drafts
had
different
variations,
but
in
January
we
presented
nine
final
draft
logos
to
the
airport
and
stakeholders,
and
then
the
marketing
committee
selected,
the
top
or
from
the
top
four,
it's
a
preferred
choice
and
it
moved
forward
into
the
airport
commission
last
month
that
passed
unanimously
and
so
I'm
honored,
to
show
you
the
next
hopeful
iteration
of
the
airport's
logo
and
the
airport
staff,
the
marketing
committee,
the
commission,
the
overwhelming
favorite
for
this
group
was
geometric.

Playing
geometric
plane,
as
you
can
see
here,
is
contemporary,
clean
and
sophisticated
with
strong
roots
in
mid-sensory
modernism.
So
looking
at
the
logo
marks,
these
are
four
unique,
abstract,
geometric
shapes
that
come
together
to
form
a
plane,
a
negative
space
plane
taking
off
into
the
right
personally
I
love
that
these
are
four
different
shapes.
None
of
them
are
the
same,
but
they
managed
to
create
the
same
plane.

The
font
is
Gotham,
which
is
and
is
treated
with,
the
lowercase
treatment
for
the
airport,
and
so
these
round
bowls
those
circles
of
the
P,
the
A
and
the
g
are
really
sort
of
the
counterbalance
to
that
strong
angular,
geometric
logo
mark
and
the
color
palette
is
a
traditional
mid-century,
modern
color
palette
here
telling
a
story
and
that's
that
red
brick
deserts
the
green
grass,
the
blue
sky
and
a
cheerful
Sun
all
coming
together
and
to
support
the
the
mid-century
modern
feel
of
the
new
Palm
Springs
International
Airport
logo.

The
next
slide
shows
what
the
team's
most
important
characteristics,
and
that
is
the
versatility
of
this
logo,
so
it
can
be
stacked
vertically
horizontally.
It's
used
as
a
one
color
and
it
can
utilize
the
airport
code
PSP.
So
this
new
Option
gives
Daniel
and
his
team
the
chance
to
put
it
on
logos
on
lanyards
on
social
media
icons
on
the
website,
a
variety
of
ways
that
this
logo
will
help
him
tell
the
airport

the

of
the
logo

brand
guidelines

their
websites

many
of
those
elements
will
be
digital.

social
media

but
then
also
in

including
on-site
banners
in
the
parking
lot
best
decals

wherever
we
may
be
able

promote
the
new
logo
and
identity
of
the
airport
by
that
July
1
launch
date,

that

it

stakeholders

extremely

reflection

about
these
kinds
of

and

of

never
easy

have
designed
by
committee,
but
I

think.

is
proof
that
it
actually
came
out
better
as
difficult
as
I'm
sure
it
was
for
for
aviatrics
and
and
the
airport
staff.

As
I
know,
it
was
because
it
it
sort
of
went
a
little
nuts,
but
but
in
a
good
way
we
came
out
with
something
great.
So
my
question
is
I
know
you
mentioned
the
four
different
logos
and
going
through
so
we'll
have
a
published
style
guide
for
this
now.
Is
that
correct.

with
all
the
colors
the
exact
colors,
exact,
colors
everything
the
city
intends
to
get
used
a
lot

want
to

this
is
historic

plans
to
put

historic

regulations

of
just
be
cognizant
that

the

Palm
Springs

great
people
met

preservation

Wexler

Stephen
Keelan
were
actually
learning
a
proposal
to
us
and
we
do
some
Restorations
to
the
front
of
the
terminal
so
like
some
of
the
original
typefaces
and
stuff.

That's
probably
one
of
the
reasons
you
got
so
much
input,
but
it's
also
the
octopus
that
feeds
the
whole
valley
and-
and
so
we're
very
lucky
to
have
this
and
that's
why
I
think
it's
important
I
do
think
that
as
we
go
forward
and
we
have
a
I
know,
there's
a
master
Airport
land,
but
we
should
really
be
cognizant
of
the
master
design
plan
for
the
for
the
air
for
the
terminals
and
The
Concourse.

We
have
a
logo,
it's
not
necessarily
a
full
branding
campaign,
but
as
we
look
at
wayfinding
as
we
look
at
seating
as
we
look
at
everything
to
sort
of
think
about
a
design
plan
to
create
a
consistent
look
so
that
we
don't
end
up
with
four
different
logos
or
four
different,
you
know
competing
Styles
going
on
because
we've
now
defined
a
style,
so
I
wanted
to
mention
that
and
I
think
I
think
the
airport
should
reflect.
You
know
our
city,
our
values,
I
think
the
historic
nature
of
the
building.
It's
it's

a
very
special
building.
It's
obviously
it's
convenient

an

indoor
outdoor,
but

architecture
itself
was
very
important.
Sort
of
involving
our
landscape
into
the
airport
and

want

make
sure
that
we
work
on
they've
done
a
great
job
in
sort
of
growing
our
airport
and
managing
how
to
do
it
and
keep
the
design
as
much
as
possible.

as
we
go
forward,
we
should
try
and
do
that
anymore

look
at
other
uses
for
it
that
we
can
consider
how
this
is
done

of

great

procurement

a
lot

the
reason
that
some

we

design

in
town
who
didn't

why
we
as
a
city
should
think
about
procurement

to
reach
out
to
locals,
so
they
could
be
involved
from
the
beginning,

certainly
you
know
Gary
Wexler,
his
father
designed
the
airport
so
so
he's
an
important
person
to
have
involved.
But
you
know

like
this
I
want
to
congratulate
aviatrix
on
sort
of
managing
all
the
community
input
on
this
and

new
Daniel
and
her
as
well.

on

tentative

kind

developing
and

very

our

Manager

reparations
contract
on
the
agenda

next
council

stuff

about
earlier
today,
third
party,
delivery
fees
that
I
believe
and
I
understand
came
out
of
the
pandemic,

Council
asked
us
to
bring
back

ordinance
on
that

council

of
Staff
in
terms
of
additional
actions
that
are
needed,
but
we
are
in
very
much
in
the
budgetary
process.

federal
government
is

going
to
be
acting
and
we
may
need
additional
resources
at
a
very
one,
very
short
notice.

Washington
as

I

opportunity

couple

league

cities
delegation
