B
A
Thank
you.
Acceptance
of
the
agenda.
The
City
Council
will
discuss
the
order.
The
agenda
may
amend
the
order
adder
to
see
items,
note,
abstentions
or
no
votes
on
consent,
calendar
items
and
request
consent,
counter
items
be
removed
from
the
consent
calendar
for
discussion.
So
you,
council,
may
also
remove
items
from
the
consent
calendar
prior
to
that
portion
of
the
agenda.
So
anyone
have
anything
they
want
to
remove
councilmember
holstege.

A
G
Thank
You
mr.
mayor
members
of
the
council,
we
did
convene
in
closed
session.
We
did
consider
all
three
matters
noticed
with
respect
to
existing
litigation.
We
considered
a
total
of
only
four
out
of
the
five
matters
regarding
exposure
to
litigation.
We
considered
only
three
out
of
the
six
matters
regarding
initiation
of
litigation.
G
We
did
in
fact
discuss
the
last
of
the
five
items
noticed
regarding
real
property,
that
is,
the
Palm
Canyon
wash
parcels,
and
we
did
in
fact
engage
in
a
conference
with
our
labor
negotiators,
dr.
Reddy
and
attorney
Peter
Brown.
No
reportable
action
was
taken
on
any
of
these
items,
and
that
concludes
my
report.
A
Okay,
thank
you.
Next
is
public
testimony
for
non
public
hearing
agenda
items.
Only
this
time
has
been
set
aside
for
members
of
the
public
to
address
the
City
Council.
Only
on
agenda
items
two
minutes
will
be
assigned
to
each
speaker.
Testimony
for
public
hearings
will
only
be
taken
at
the
time
of
the
public
hearing
and
general
public
comments.
Non
agenda
items
will
be
taken
later
on
in
the
meeting,
so
our
first
speaker
this
evening
will
be
Scott.
Bilbrey,
follow
on
item
5a,
followed
by
Daryl
Terrell
on
1a
Scott
Stokes
on
1c.
Oh.
H
H
At
the
actual
size
of
the
letter,
there's
a
lot
of
dead
space
in
between
the
two
B
and
they
are
the
heart
and
yell
and
the
Elleni
and
the
letter,
and
also
that
whole
facade
that's
built,
is
built
for
that
size
sign
it
gives
you
the
60/40
roll.
It
makes
it
more
readable,
more
aesthetically,
pleasing
to
the
eye
and
without
getting
into
all
the
other
details
of
which
you
guys
probably
heard
a
hundred
times.
I'll
leave
it
at
that.
A
I
It's
about
our
kids,
who
are
selling
in
our
schools,
kids,
who
were
raised
in
our
neighborhoods,
who
run
in
our
playgrounds,
kids,
who
proudly
march
and
I
4th
of
July
parades
kids,
who
play
soccer
on
Saturday,
who
sell
Girl,
Scout
cookies
in
front
of
our
supermarkets
kids,
who
go
to
the
prom
and
get
jobs
kids,
who
have
answered
the
call
to
defend
our
nation
that
cadet
in
the
arc
towards
ROTC
at
our
high
school?
Who
wants
nothing
more
than
to
wear
the
uniform
of
the
country
that
gave
them
a
chance.
I
These
dreamers
are
Americans
in
their
hearts
and
their
minds
in
every
single
way,
but
one
on
paper.
They
might
not
know
a
country
besides
ours,
they
might
not
even
know
a
language.
Besides
English,
they
often
have
no
idea
that
they're
undocumented
too.
They
apply
for
a
job
or
a
driver's
license
or
college.
These
talented
and
amazing
young
people
who,
for
all
intents
and
purposes,
are
Americans
there,
have
been
raised
as
Americans
understand
themselves
to
be
part
of
this
great
country.
They
pledge
allegiance
to
our
flag.
I
A
C
My
name
is
Scott
Stokes
I'm,
the
owner
of
LaQuinta,
Brewing,
Company
and
I'd
like
to
say
thank
you
for
considering
our
project
in
Palm,
Springs
I
think
the
staff
did
a
great
job
of
summarizing
it,
so
I
won't
be
redundant,
but
I
just
want
to
emphasize
that
what
we're
doing
there
is
just
beer
and
wine
there's
no
spirits
or
cocktails,
and
we
do
have
a
same
concept.
We've
done
in
Old,
Town
LaQuinta
for
the
last
two
years.
C
J
Hello
as
the
psn
for
end
campaign
manager,
I'd
like
to
raise
public
awareness
about
the
apparent
lack
of
ethics,
truth
and
fairness,
and
the
information
that
the
City
Council
is
releasing
in
an
opposition
to
June
5th
ballot
measure,
see,
for
example,
in
tonight's
agenda,
the
staff
has
included
an
opinion
from
a
director
of
the
PS
regional
Association
of
Realtors
for
his
findings.
He
consulted
Realtors
who
have
sold
homes
as
vacation,
rentals,
the
California
Association
of
Realtors
and
the
National
Board
of
Realtors.
J
These
organizations
funded
the
referendum
to
overturn
the
vacation
rental
ordinance
that
passed
unanimously
in
December
2016,
and
they
clearly
support
residential
properties
as
business
entities.
His
findings
are
not
based
on
any
data-driven
facts,
and
they
are
filled
with
uncertainties
such
as
possibly
may
have
based
on
discussions,
could
lose
could
trigger
the
perfect.
A
perfect
example
is
the
unsupported
statement
that
the
passenger
Mathieu
C
would
trigger
a
25%
reduction
in
home
values.
This
is
not
a
fact,
nor
is
it
supported.
J
We
have
reviewed
actual
statistics
on
home
values
in
Santa,
Barbara,
Santa,
Monica,
Anaheim
and
other
cities,
and,
according
to
the
data
obtained
from
Zillow
home
prices
in
these
cities,
contained
continued
to
rise
at
a
steady
rate
after
implementing
ordinances
that
banned
STRs
for
30
days
from
residential
areas,
there
was
no
drop
in
values.
None
experienced,
declined
and
ordered
over
the
right
now,
the
following
years
at
all,
it
appears
that
the
city's
releasing
non
fact
driven
data
as
political
tactic,
to
scare
voters
in
their
direction.
J
The
people
of
the
city
expect
the
City
Council
to
have
ethical,
transparent
and
be
unbiased.
They
count
on
you
to
provide
them
with
the
information
they
need
to
make
an
educated
decision
when
voting
on
measures
see
and
not
engage
in
dirty
politics,
stick
to
facts,
stop
using
scare
tactics
and
provide
the
public
with
useful,
unbiased
and
balanced
information.
Thank
you.
Thank.
K
Good
evening,
mayor
and
council
I'm
Mike
Siskin,
chairman
of
protect
our
neighborhoods.
The
taxpayer-funded
impact
study
contains
misinformation
and
questionable
facts.
It
includes
unsubstantiated
data
from
the
CVB
and
Airbnb,
both
of
whom
are
not
exactly
unbiased
bystanders.
Some
short-term
rentals
would
revert
to
Home
Sharing.
We
know
this.
These
provide
tax
revenue,
but
that's
not
in
the
study.
Some
scr's
would
operate
in
areas
of
the
city
properly
zoned.
For
them.
K
We
support
that
these
two
will
generate
Tod
revenue,
but
they're
not
included,
nor
did
the
study
project
an
accurate
offset
of
lost
strt
ot
that
will
be
generated
by
more
visitors.
Staying
in
more
hotels,
including
our
new
new
hotels,
the
10%
crossover
projections
cited
by
Airbnb
cannot
be
verified.
It
would
be
a
fair
projection
to
use
a
higher
crossover,
20%
or
more
and
to
factor
in
how
much
more
hotel
guests
spend
than
their
STR
counterparts,
something
that
our
C
VB
has
admitted
is
the
fact
your
actions
are
turning
our
neighborhoods
into
commercial
business
zones.
B
Hi
I'm
Steve
rose
and
opponent
of
this
initiative,
I'm
speaking
on
5b.
We
understand
that
sometimes
there
can
be
wording
that
may
confuse
and
that's
why
we
included
a
severability
clause
in
our
initiative.
This
allows
any
one
part
to
be
removed
without
affecting
the
whole
I'm
reminded
of
a
similar
situation,
where
the
text
of
an
ordinance
seemed
to
indicate
one
thing,
while
the
intent
was
quite
another.
In
this
case
it
was
the
current
vacation
rental
ordinance.
B
The
councils
intent
was
to
ban
short-term
rentals
in
rental
apartment
buildings,
but
the
language
in
the
definition
section
of
the
ordinance
actually
bans
short-term
rentals
from
condominiums
as
well,
even
those
where
they
are
allowed
by
the
homeowners
association.
As
we
know,
the
city
has
continued
to
issue
permits
to
short-term
rentals
in
condominiums.
They
do
so,
despite
the
wording,
the
present
ordinance
telling
them
that
they
must
not.
In
this
case,
the
logical
solution
was
to
look
at
the
council's
intent
and
thus
be
guided
as
to
how
to
execute
the
ordinance
so
that
this
is
so.
B
The
city
ignores
the
mistake
and
executes
the
ordinances,
an
intent.
Every
petition
that
was
circulated
included
our
intent
quote.
It
the
ballot
measure,
continues
to
allow
Home
Sharing
in
all
residential
zones
in
Home
Sharing
in
short-term
and
Home
Sharing
and
short-term
vacation
rentals
in
multifamily
zones.
End
quote
intent.
Matters
legalese
can
be
daunting.
Even
for
a
city
with
lawyers
on
staff.
I
would
like
to
state
that,
if
measure
C
passes
and
is
adopted,
Home
Sharing
would
be
allowed
in
every
residential
neighborhood
of
the
city.
Thank
you.
Thank.
L
L
Right
so,
first
of
all,
the
one
gentleman
talked
about
that
we
predict
prices
would
drop
ten
to
fifteen
percent
if
this
goes
into
effect
or
if
it's
actually
approved
or
voted
on
measure
C
and
that's
our
estimate,
I
mean
you
know
we're
here.
We
can't
predict
real
estate
if
we
could
we'd
all
be
rich.
But
if
you
look
at
the
whole
valley,
the
valley
is
25%
below
the
peak
in
2006
we're
now
at
a
hundred
and
six
percent.
We
talked
about
this
two
weeks
ago
of
the
median
price
in
Palm
Springs.
L
It
was
six
hundred
thousand
dollars.
2006
went
down
to
three
thirty.
Five,
it's
back
to
six
hundred
and
thirty.
Six
thousand
dollars
is
that
artificial
kind
of
because
vacation
rentals
have
a
play
in
that
our
vacation
rentals.
The
only
reason
for
that,
of
course,
they're
not
there's
a
lot
of
reasons:
we've
rebounded.
L
However,
we
could
easily
go
back
down
that
path
of
ten
losing
ten
fifteen
percent,
and
if
we
go
down
that
path,
it'll
be
a
race
to
the
bottom,
because
people
will
then
get
nervous,
they'll
put
their
houses
on
the
market
and
that
could
go
twenty
percent.
Twenty
two
be
even
with
the
rest
of
the
of
the
valley.
That's
all
we're
saying
it's
not
a
prediction:
it's
just
that
this
is
what
could
happen.
The
second
part
of
the
other
letter
I
sent
is
I.
L
Didn't
I
mean
I,
wrote
the
letter,
but
our
attorneys
National
Association
of
Realtors
found
the
flaw
that
Home
Sharing
was
not.
It
was
said
that
it
would
be
okay
in
the
petition
people
sign
and
then
the
ballot
measure
says
that
it's
not
and
we
have
a
lot
of
clients
that
do
Home,
Sharing
I
they're,
not
here
tonight
but
and
I
know
you
say
all
frankly,
you
don't
have
any
clients.
Well,
I
have
I,
don't
really
but
Timmy
has
we
have
eighteen
escrows
going
right
now
so
team
we
does
all
the
work.
L
A
F
A
A
H
Could
evening
I
am
here
to
speak
about
item
F,
it's
the
consideration
for
the
new
contracts
with
the
landscape
companies
for
the
city
parks
and
I'm,
here
kind
of
representing
AYSO.
My
son
plays
soccer
over
to
me
Park
and
Ra
VII,
so
President
of
the
Board
received
a
letter
from
Vicky's
old
teen
that
they
were
going
to
do
the
receding
process
starting
in
the
middle
of
October,
and
the
fields
would
be
unusable
till
the
beginning
of
December.
That
covers
almost
the
whole
entire
soccer
season
in
the
fall.
H
So
I
don't
know
what
we're
supposed
to
do
about
using
the
soccer
fields
during
our
scheduled
season
and
I.
Don't
know
if
she
consulted
with
the
stakeholders
as
far
as
who
uses
the
park.
So
I
would
just
ask
that
maybe
you
guys
could
direct
staff
to
consult
with
AYSO
and
figure
out,
maybe
a
better
schedule
for
the
receding
and
I.
Don't
know
if
that
means
dealing
with
a
landscaper
that
would
know
how
to
properly
recede
during
maybe
not
the
most
ultimate
time
of
the
year
and
try
and
figure
out
an
alternate
schedule.
H
So
we
can
use
the
park
during
the
soccer
season.
Secondly,
on
another
note:
I
don't
know
if
you
guys
know
that
it's,
but
in
the
middle
of
the
soccer
fields.
There's
these
very
hard
plastic
valve
covers
that
we
have
to
sign
off
on
an
agreement
that
we're
okay
with
our
kids
playing
with
these
in
the
middle
of
the
field,
just
in
case
they
fall
down
and
hit
themselves.
So
I
don't
know
if
there's
anything
any
way
of
moving
those
around
or
doing
something
with
that
as
well.
H
It's
our
only
place
to
play
soccer
in
Palm
Springs
and
a
lot
of
people
have
left
Palm
Springs
soccer
to
go
play
over
at
Cathedral
City
Soccer
Park,
because
they
actually
have
a
official
Soccer
Park
over
there
with
at
our
fields
and
anyway.
So
that's
my
two
cents
about
that
and
I
just
hope
that
the
park
staff
can
talk
to
the
a
way.
A
second.
M
M
Essentially
it
says
that
if
you
follow
the
pattern,
that
26%
of
our
properties
in
town
right
now
are
rented
full-time,
38
percent,
our
owner-occupied
full-time
36
percent
remain
vacant,
make
it
includes
things
for
sale.
Second
homes
they're
not
occupied
full-time
okay.
If
we
follow
that
pattern-
and
we
apply
these
fourteen
to
eighteen
hundred
units
we're
talking
about
you
know,
this
is
in
general,
what's
going
to
happen,
so
this
idea
that
everything
is
all
going
to
be
filled
up
with
families.
M
M
14%
of
the
condos
would
be
left
and
somehow
that's
going
to
make
up
this
really
large
Tod
number.
We
disagree
we'd
like
to
look
at
that
again,
please.
We
think
that
we
should
just
pull
all
four
hundred
t
ot
reports
for
these
properties
and
find
out
how
much
these
condos
are
actually
producing.
Number
three.
As
you
know,
the
council
has
an
option
to
provide
a
rebuttal.
M
Okay
after
they
have
submitted
their
first
arguments
against
I've,
been
told
by
our
attorneys
that
I
need
to
formally
tell
you
that
I
am
one
of
the
people
who
are
willing
to
help
write
that
rebuttal,
along
with
four
other
parties.
Should
the
council
not
to
choose
choose
not
to
write
the
rebuttal
themselves.
Thank
you
very
much.
A
H
I
just
wanted
to
follow
up
on
what
rob
grim
was
discussing
regarding
property
values
and
theirs.
A
couple
copies
of
this
chart
that
we
made.
We
actually
took
a
look
at
medium
home
values
since
the
for
the
following
cities:
Tiburon
Manhattan,
Beach,
Santa,
Monica,
Carmel,
Santa,
Barbara,
Huntington,
Beach,
Ojai,
Anaheim,
Healdsburg,
WeHo
or
West
Hollywood
and
Palm
Desert.
H
But
I
mean
one
thing:
that's
clear
from
this
graph
and
there
is
certainly
no
correlation
to.
We
can't
presume
a
correlation
to
the
ban
on
this,
but
one
thing's
for
sure
is
that
none
of
these
lines
show
a
decrease
in
property
values,
whether
that's
correlated
to
a
change
in
the
ordinance.
We
don't
know,
but
it's
it's
just
something
we
picked
up
and
there
were.
There
were
plenty
more
examples,
but
these
were
the
10
that
fitted
on
this
page,
none
of
the
ones
we
looked
at,
showed
a
decrease
in
property
values.
A
You
Miss
Malaspina
any
other
speakers
city,
clear,
seeing
none.
We
will
close
the
first
public
testimonies
next
item,
City

and

Additionally,
this

is
set

for
the

the

important

E
Thank
You
mr.
mayor
a
few
things
from
the
subcommittee's:
the
economic
development
business
retention,
standing
subcommittee
met,
which
is
councilmember,
holstege
and
I,
and
the
main
thing
I
want
to
report
back
is
that
we're
going
to
be
having
a
business
forum
with
the
Chamber
of
Commerce,
with
other
business
organizations
invited
on
Thursday
April
5th
at
6
p.m.
at
the
convention
center.
The
goal
of
that
is
to
hear
from
local
businesses
partnerships
with
the
city.
What
works?
What
doesn't?
E
The
ethics,
transparency
and
government
reform
ad
hoc,
which
is
councilmember
Middleton
and
myself,
recently
met
with
our
diversity
working
group
and
we'll
be
bringing
back
recommendations
to
Council
from
that
for
a
discussion
item,
probably
sometime
in
April
dr.
ready,
and
we
will
do
that
in
the
request.
E
At
the
end
of
the
meeting,
we
have
meetings
with
the
rest
of
the
groups
coming
up,
so
we
want
to
hopefully
finish
that
I
know
there's
a
second
phase
of
the
Public
Integrity
ordinance
that
will
be
coming,
I
believe
in
the
next
month
or
two
as
well,
and
one
issue
I
want
to
raise
which
I
guess
it
will
have
to
come
back
as
an
action
item
doctor
ready
but
Senate
bill.
905
is
a
bill
that
would
allow
cities
that
want
the
right
if
they
so
choose
to
allow
bars
to
stay
open
till
4:00
a.m.
E
in
order
to
have
that
right.
It
doesn't
mean
you
do
it.
You
have
to
request
to
be
listed
in
the
bill.
A
number
of
cities
have
so
we
just
have
to
make
the
decision
if
we
want
to
have
the
right
to
do
it
at
some
point.
If
we
don't
get
added
to
the
bill
to
have
the
right,
we
couldn't
do
it.
Even
if
we
want
it
to
it
doesn't
mean
we
have
to
do
it.
It
just
means
it's
a
local
control,
but
the
way
the
author
is
doing
it
is
the
cities
have
to
affirmatively.
E
A
F
Mr.
mayor
City
Council
an
announcement
from
the
Coachella
Valley
Mountain
Conservancy
this
Friday
at
8:15
a.m.
we
will
be
opening
the
first
new
hiking
trail
in
the
Coachella
Valley
in
over
a
decade
that
will
be
opened
in
Desert,
Hot
Springs.
It
is
at
20th
and
Corkhill
I
will
be
there
for
it,
but
not
in
my
hiking
boots,
but
I'm
looking
forward
to
seeing
the
rest
of
the
council
in
their
hiking
boots
there.
Thank
you
thank.
A
G
Miss
the
council,
we've
had
active
communication
with
uber
and
we
are
in
the
process
of
initiating
active
communication
with
lyft
I.
Don't
anticipate
it'll
be
more
than
a
week
before
we'll
have
both
up
and
running
at
the
airport.
The
the
comments
that
that
are
final
with
respect
to
uber
are
on
my
desk.
We
might
have
ink
on
that
as
early
as
tomorrow.
I'm,
not
sure,
but
lyft
will
not
take
more
than
another
week.
Okay
and.
C
A
D
Thank
you,
I've,
a
few
updates
so
for
the
sieve.
Ag
homelessness
committee
I
attended
the
path
of
life,
grand
opening
of
their
Palm
Springs
location.
Today,
at
2:00
the
address
is
610
South,
Bilardo
Road,
and
so
it's
behind
that
Sun
Center
there
on
Bilardo
and
there
were
probably
40
or
so
people
in
attendance.
It
was
very
well
attended
our
community's
very
interested
in
addressing
homelessness
and
the
seabag
committees
plan
for
their
housing
first
model,
and
so
it's
exciting
that
path
of
life
is
up
and
running.
It's
not
a
drop-in
center.
D
What
it
is
is
the
Center
for
the
path
of
life
workers
to
have
appointments
with
people
to
place
them
and
housing
and
provide
the
services
that
they
provide.
So
it's
great
because
having
a
Palm,
Springs
location
is
part
of
the
agreement
that
we
made
with
path
of
life
and
where,
as
Palm,
Springs
I'm
proud
to
be
part
of
funding
that
solution,
it
seems
like
it's
really
working
and
looking
at
the
numbers,
so
that
was
fantastic.
The
Riverside
County
Supervisor
was
there
as
well
as
many
other
housing
agencies.
D
So
it
was
a
good
turnout
for
our
city's
subcommittee
on
homelessness.
Council,
member
of
course,
and
I
have
an
ad-hoc
committee
to
meet
with
different
agencies,
and
we
met
with
the
county
and
paths
of
life
to
talk
about
options
for
a
fire
station
that
was
owned
by
the
county,
that
the
city
has,
since
least,
to
look
at
options
to
use
that
facility
to
provide
housing
for
people
who
are
homeless
in
Palm
Springs,
and
so
that
was
a
good
meeting
and
we're
very
excited-
and
it
sounds
like
the
county
is
interested
in
doing
that.
D
Work
with
us
and
path
of
life,
and
at
this
point
their
idea
is
path
of
life's
recommendation
based
on
the
facility
itself,
and
the
need
was
to
possibly
look
at
providing
respite
care
for
people
who
are
out
of
the
hospital.
Oftentimes
people
who
are
hospitalized
who
are
homeless
are
then
pushed
out
back
on
the
streets
and
have
nowhere
to
go
and
recover,
and
it's
a
public
health
issue,
and
so
this
could
allow
people
a
place
to
recover
and
receive
wraparound
supportive
services.
So
they
can
stop
the
cycle
of
homelessness.
I
have
a
few
things
tonight.
D
One
other
issue
that
I
wanted
to
bring
up
to
the
council
is
that
the
Trump
administration
and
the
Interior
Department
has
provided
this
plan
to
target
the
California
desert
around
our
community
for
energy
projects,
and
so
you're,
probably
seen
in
the
news
that
they
want
to
revisit
that
desert
renewable
energy
conservation
plan
that
our
community
just
worked
on
and
it's
supposed
to
be
a
ten
year
plan,
and
so
comments
are
due
to
the
BLM
March
22nd.
And
so
our
next
meeting
is
March
21st.
D
D
The
last
thing
I
have
is
that
I
visited
the
lift
headquarters
they
invited
me.
I
went
up
to
Stanford
to
give
a
speech
about
women
in
politics
since
I
went
to
school
there
and
lyft
invited
me
to
their
headquarters
and
I
met
with
their
director
who's
handles
transportation
and
health
issues
for
that
company,
and
we
talked
about
ways
that
they're
partnering
with
cities
and
healthcare,
districts
and
healthcare
providers
to
provide
better
transportation
and
more
efficient
and
cheaper
transportation
for
a
lot
of
healthcare
districts
and
hospitals,
and
things
like
that.
D
So
it
was
really
interesting
and
I
posted
it
on
Facebook.
So
I
wanted
to
announce
it
in
the
public
meeting
that
I
had
done.
That
and
and
I'm
gonna
move
forward
and
I'll
share
information
with
staff
about
those
available
programs
and
and
share
them
around
the
Coachella
Valley,
because
they're
doing
this
work
and
it
would
be
great
to
have
them
doing
it
here
as
well.
That's
all
I
have
mr.
mayor.
Thank
you.
Thank.
O
Councilmember
Middleton
was
there
as
well.
She
could
make
it
and
I'm
happy
to
report
that
it
was
a
huge
success.
There
were
hundreds
of
people
there
to
kick
off
this
first
run
and
we
had
representatives
of
every
major
city
in
the
valley,
except
one
Rancho
Mirage
was
not
present,
not
surprisingly,
but
the
CV
link
is
off
and
running
and
if
you
haven't
seen
it
and
if
you
haven't
been
to
it,
it's
worth
it.
O
So
it's
right
pretty
much
and
at
the
top
of
Vista
Chino
right
above
gene
autry
pretty
much
right
at
the
entrance
of
Hasina,
and
it
runs
for
about
two
and
a
half
miles,
and
it's
worth
going
up
there
with
your
bike
or
walking
it
it's.
It
gives
us
a
glimpse
of
our
future
in
a
way
that
we
are
now
going
to
join
the
cities
of
the
Coachella
Valley.
O
Finally,
I
also
wanted
to
say
that
if
you
haven't
yet
gone,
please
go
see
the
model
for
the
new
downtown
furniture
and
trash
cans
and
bike
racks
and
newspaper
racks.
Our
little
model
corner
is
still
up
right
in
front
of
See's
candy
and
there
are
two
bench:
ideas,
nun,
trashcan
idea,
and
these
are
just
samples
that
we
purchased
again
nothing
we're
acting
on,
but
a
way
to
start
the
conversation
for
the
community.
I
can
tell
the
council
if
they
don't
know,
we've
gotten
a
lot
of
reaction,
as
we
would
have
expected
a
lot
of
opinions.
O
A
lot
of
ideas
all
over
the
map,
but
I
would
urge
the
council
if
you
haven't
yet
physically
gone
there.
Please
do
sit
on
those
benches
so
that
when
we
bring
this
back
dr.
ready,
hopefully-
and
maybe
in
our
next
meeting,
we
can
continue
the
conversation
on
that
and
and
keep
going
Thank
You
mayor.
That's
what
I
have
Thank.
E
E
But
people
who
need
that
kind
of
care.
It's
the
perfect
way
to
do
it
without
any
cost
to
the
city.
So
I
just
want
to
make
sure
you
knew
that.
So
you
didn't
get
nervous
that
we
were
going
to
move
forward
with
this
without
funding
and
the
other
thing
if
it
wasn't
pulled,
could
we
also
pull
from
the
consent
item,
mr.
mayor
1f,
so
we
can
discuss
the
soccer
park
issue
we've.
A
A
F
It
is
absolutely
tragic
that
our
nation
has,
in
Washington
DC
left
an
entire
generation
of
individuals
at
risk
of
deportation
because
of
the
inability
of
our
leaders
in
Congress
to
forge
consensus
and
come
to
an
agreement
over
a
rational
immigration
policy
and
who
is
being
held
hostage.
Are
these
children,
and
so
many
families
and
others
and
I
want
to
go
on
record
in
support
of
the
dreamers
in
our
community.
D
D
Comprehensive
immigration
reform,
that's
non-discriminatory,
and
so
we
were
proud
to
work
on
this
resolution.
I
looked
at
the
resolution
language
from
the
county
and
thought
that
we
could
take
it
further
and
that
we
could
you
do
a
resolution
that
really
tracked
our
Palm
Springs
values
and
I
included
in
the
resolution.
D
Taxes
I
think
that's
important
for
Palm
Springs
and
when
some
people
say
why
are
you
doing
federal
issues
in
Palm
Springs
at
the
local
level
is
because
this
is
a
economic
issue
for
our
city.
This
is
a
public
safety
issue
for
our
residents.
I
represented
domestic
violence
victims
here
in
Palm,
Springs
many
who
are
undocumented
and
they
would
not
call
the
police
for
fear
of
being
deported,
and
this
is
a
real
public
safety
threat
for
our
community,
and
so
that's
why
we
brought
this
forward
for
our
council
to
address
and
to
state
our
position.
D
It's
an
economic
issue.
It's
like
I
said
it's
important
for
the
diverse
and
meaningful
community
I.
Also
included,
we
included
link
language
there
that
were
supportive
of
and
will
ensure
continued
compliance
with
the
California
sanctuary
law.
At
this
point,
California
is
under
attack
and-
and
you
know,
we
need
to
stand
with
our
state
and
be
a
model
City
for
civil
rights
for
all
of
our
residents,
regardless
of
immigration
status.
So
I
just
wanted
to
point
those
points
out
for
the
public
and
for
people
following
along
I'm.
E
Thank
You
mr.
mayor
I,
won't
add
to
I
think
what
both
councilman
for
whole
session
Middleton
said
other
than
to
say
that
one
of
the
reasons,
the
reason
I
told
it
and
I'm
glad
we've
all
highlighted
things
here-
is
how
important
it
is
for
undocumented
residents
in
Palm,
Springs
and
dreamers
who
live
in
Palm
Springs
to
know
the
city's
position
to
know
that
we
have
their
backs
to
know
that
we've
passed
law
as
a
prohibit
people
asking
them
about
their
immigration
status.
E
To
know
that
we
support
the
state,
sanctuary,
law
and
we'll
make
sure
it's
complied
with
here
in
Palm
Springs.
So,
in
addition
to
law
enforcement,
I
want
to
just
add
how
important
it
is
that
the
public
knows
this,
because
a
lot
of
parents
are
afraid
to
take
their
children
to
schools,
and
a
lot
of
kids
are
scared
to
go
to
school,
that
their
parents
won't
be
there
when
they
come
home
and
we
want
them
to
know
they
can
talk
to
our
police
officers.
A
A
Yeah
everyone
agree
with
that.
Okay,
so
could
you
a
city
clerk?
Could
you
change
this
to
reflect
or
all
five
council
members
will
or
whoever
the
five
wishes
to
sign
it
will
sign
it.
Okay,
thank
you.
Do
I,
have
a
motion
to
approve
motion
approves
made
by
councilmember
Coors
seconded
by
councilmember.
Holstege
motion
is
on
the
floor.
E
E
I
Right
we
have
baseball
and
softball
fields
that
were
designed
as
part
of
the
Moose
Park.
The
soccer
fields
were
not
actually
designed
to
be
soccer
fields,
they
were
an
acceptable
use
of
space
that
had
you
know,
was
just
park
space
at
the
time
and
the
leagues
that
hip
come
in
are
aware
of
that
and
have
have
worked
around
that,
which
is
why
there
are
irrigation
caps
and
controllers.
Those
are
the
plastic
things
she's
talking
about
as
far
as
the
over
seating.
That
is
the
time
to
oversee
and
unfortunately,
yeah.
There
is
an
eight
weeks.
I
It
hits
all
of
our
parks
citywide.
We
have
made
adjustments
and
accommodations
in
previous
years
and
the
seat
doesn't
take.
We
have
to
come
back
at
a
decent
expense
and
we
germinate-
and
we
also
have
complaints
from
the
same
leagues
that
when
we
scalp
too
late
or
too
early-
and
it
doesn't
come
back-
it's
really
rough
turf
and
it's
hard
for
the
for
the
players.
I
Have
been
some
discussions,
I'm,
not
sure
about
the
youth
soccer
field,
but
I
know
sometimes
the
football
will
move
to
Victoria
Park.
It
really
depends
on
the
league
and
what
their
needs
are.
But
yes,
there
are
different
options.
We
we
have
the
same
three
months
so
that
there
is
a
little
wiggle
room
a
few
weeks
here
and
there
I
don't.
D
Was
just
gonna
agree
with
Lisa
and
councilmember
Middleton
I
would
like
to
see
us
work
to
a
solution
that
the
kids
can
still
play
soccer
and
so
you're
the
expert.
But
we
can
talk
about
how
we
could
do
that
all
together
and
maybe
it
would
just
be
sitting
sitting
down
so
I
appreciate
your
the
information
and
I
agree.
D
A
O
O
A
A
Thank
you.
Next
item
item
1h
no
yeah
item
1
what
I'm
sorry,
what
we
just
do
just
do
did
oh
I
am
1h
second
reading
and
adoption
of
ordinance
number
1953,
an
ordinance
of
the
city
of
Palm
Springs
California,
adopting
chapter
2.6
over
the
Palm
Springs
Municipal
Code,
relating
to
public
integrity
council
custom.
Of
course,.
G
J
E
F
I
just
want
to
make
note
that
City,
Attorney,
Kotkin
and
I
had
conversations
regarding
producing
frequently
asked
questions
and
that
we'll
be
moving
forward
on.
Hopefully
approval
of
this
matter
and
those
fa
Q's
will
go
out
to
all
of
the
City
Council
all
of
our
commissioners
and
be
posted
on
our
website.
Thank.
D
Thank
you.
This
looks
great
I
know
this
was
a
lot
of
work
for
city
staff,
and
this
council
I
said
that
last
time,
I
want
to
say
it
again
that
this
is
just
an
incredible
ordinance
to
heightened
the
birdie
burden
of
our
ethical
duties
to
the
people,
which
is
just
really
important
to
all
of
us.
I
had
one
technical
change,
which
is
on
page
four
and
five
for
the
city
attorney.
D
That's
the
part
I
objected
to,
and
so,
if
it's
alright
with
that
with
our
council,
now
just
remove
that
and
just
say
you
know,
the
city
should
require
disclosure
by
the
applicant
or
something
like
that.
That
I
really
didn't
mean
to
add
an
additional
burden
and
II
I
wouldn't
like
to
see
that
I
meant
the
opposite,
that
we
should
take
away
that
burden
on
the
city.
O
A
G
O
Then
it's
rejoined
on
this
reading,
which
would
have
caused
me
to
vote
against
it.
It's
rejoined
for
second
reading
on
the
second
reading
that
so
it's
what
I
voted
on
in
the
first
reading
is
I
would
then
have
to
turn
my
vote
because
of
the
whole
pony
and
bifurcating
it
was
to
bring
it
back
is
a
separate
issue
for
a
separate
vote,
which
is
why
we
bifurcated
it
the
first
time.
That's.
G
A
hundred
percent
correct,
with
the
caveat
that
the
minutes
do
reflect
it.
It
was
bifurcated
for
purposes
of
that
matter
at
the
first
reading.
As
for
second
reading,
the
only
way
I
could
accomplish
that
is
to
quite
literally
split
the
ordinance
into
I
I.
Don't
have
a
way
to
break
the
vote
on
an
ordinance
for
adoption
into
the.
O
G
O
G
Is
unclear
what
I
can
do
if
your
fellow
councilors
are
amenable
is
I
can
bring
this
back
and
I
think
I
mentioned
it
at
the
last
opportunity
we
discussed
this
I
can
bring
it
back
as
two
separate
ordinances.
It'll
involve
a
little
bit
of
draftsmanship
but
I'm
happy
to
accommodate
that
I
was
told
not
to
do
that.
That's.
O
O
G
But
what
I
keep
what
I
can
offer
is
that
these
proceedings,
like
any
other,
have
minutes,
and
if
you
wish
to
note
your
exception
to
that
provision,
the
minutes
can
note
that
exception
to
that
provision
of
the
ordinance,
but
the
adoption
of
the
ordinance
is
going
to
be
reflected
on
the
actual
ordinance
itself.
So
I
don't
have
a
solution
for
you.
There.
A
B
B
An
idea
of
what's
happening
in
the
last
sets
of
minutes
is
during
the
introduction,
at
least
my
understanding.
Is
the
council
voted
five
to
zero
to
introduce
the
ordinance
with
the
exception
of
the
subsection,
then
there
was
another
vote
which
was
specifically
on
the
subsection,
and
that
was
afford
one
vote
with
you
voting
No.
So
then,
what
that
means
is
the
majority
of
the
council
wanted
to
bring
forward
this
ordinance,
as
is
for
you
all
to
vote
tonight
as
a
whole
package.
G
And
for
what
it's
worth,
if
you
choose
to
do
that,
Mayor
Pro,
Tem
Roberts,
the
minutes
of
this
proceeding
will
be
identical
to
the
minutes
of
the
last
proceeding
in
reflecting
your
opposition
to
that
provision,
but
joinder
with
your
colleagues
in
approving
the
ordinance
in
this
instance.
It's
adoption
with
that
note
that
you
disapprove
that
section.
G
O
It's
not
what
I
understood
it
to
be.
My
understanding
and
a
bifurcation
is
that
it
would
be
a
separate
issue
and
I
guess
what
that
meant.
Is
it
required
it
to
be
a
second
ordinance
if
it
wasn't,
if
we
weren't
going
to
do
a
second
ordinance,
and
there
was
no
point
bifurcating
it,
there
was
no
way
to
do
that
and.
G
O
That's
fine.
Thank
you.
I
will
be
voting
against
this,
because
I
was
unclear
on
what
our
last
action
was,
because
it
was
clearly
no
point
to
that
action.
It
didn't
have
any
material
effect,
and
so
that's
what's
clear
to
me
tonight
so
I
will
be
voting
against
the
second
reading.
Unlike
my
first
vote
for
it
because
of
one
specific
issue
in
it
and
that
has
to
do
with
where's
it's
D
yeah.
O
O
O
A
And
I'd
note
I
agreed
with
custom
of
Roberts
when
we
had
the
first
discussions
on
this.
However,
the
art
of
compromise
there
have
been
so
many.
The
changes
made
that
I
appreciate
being
made
that
I'm
willing
to
compromise
on
this
issue
and
accept
it
so
I'll
be
supporting
it.
It's
not
working
okay
to
have
a
motion
to
approve
item
1h
as
amended,
and
it's
the
clerk.
You
have
all
the
amendments
noted
I,
assume.
Okay,
thank
you.
So
motion
to
approve
I
can
sum,
of
course,
second
by
councilmember
holstege.
A
motion
is
on
the
floor.
A
D
Just
pulled
this
to
quickly
urge
the
public
to
apply
for
the
Parks
and
Rec
commissions
and
other
commissions.
We
have
a
lot
of
vacancies
and
we
really
are
looking
for
good,
committed
people
to
serve
our
city.
It's
a
great
way
to
be
involved.
It's
exciting
that
the
Parks
and
Rec
Commission
had
also
asked
to
appoint
a
city
student,
a
high
school
student,
to
represent
the
city
on
that
commission
as
well,
which
I
think
is
an
exciting
development
that
will
include
kids
and
students
in
the
future
of
our
parks.
Thank
You.
Mr.
mayor.
A
A
To
0,
thank
you.
Next
item
is:
under
public
hearings,
item
2a,
a
successor
agency
approving
the
sale
of
the
property
located
at
285,
North
Indian,
Canyon
Drive
to
the
city
of
Palm
Springs
in
the
amount
of
30
1965
dollars
and
as
the
City
Council
approving
the
purchase
of
the
successor
agency,
owned
property
located
at
285
North
Indian,
Canyon
Drive
in
the
amount
of
31
965
pursuant
section
three,
four
one:
nine
one
point:
five
C
of
the
Health
and
Safety
Code
staff
report.
Please
Thank.
B
You
mr.
mayor
Mayor,
Pro,
Tem
and
council,
the
property
at
285
North,
Indian
Canyon,
was
purchased
by
the
Redevelopment
Agency
in
2005
because
it
was
such
a
blight
on
the
community.
It
had
a
rundown
hotel.
There
was
crime
activity
going
on
and
illegal
drug
activity.
As
you
can
see
the
property.
Now
the
hotel
has
been
removed.
It
is
a
vacant
lot
and
by
chance
that
is
also
adjacent
to
fire
station
number
one
and
can
serve
as
an
important
governmental
use
in
an
as
an
expansion
of
the
fire
station.
B
B
The
city,
acting
as
a
successor
agency,
issued
a
request
for
proposal
inviting
proposals
from
qualified
bidders
to
purchase
this
property.
One
proposal
was
received,
which
proposed
to
buy
the
property
for
$165,000,
given
the
property's
limited
development
potential.
However,
at
the
at
a
closed
session
meeting
of
the
City
Council,
that
proposal
was
rejected
and
the
City
Council
asked
the
city
manager
to
consider
having
the
city
acquire
the
property.
B
At
this
time,
staff
proposes
to
transfer
ownership
of
the
property
to
the
city
for
30
1965
dollars,
which
is
the
property
value
approved
by
the
state
of
California
Department
of
Finance.
In
the
long
range
property
management
plan,
proceeds
to
the
city
would
be
8,000
634
net
cost
to
the
city
of
23,000
$335,
as
the
intended
use
of
this
property
is
for
an
expansion
of
the
fire
station,
a
governmental
use.
It
is
a
city's
rationale
that
the
property
should
be
purchased
at
the
minimum
allowed
in
the
long
range
property
management
plan.
B
C
C
Oh
just
just
note
that
we're
going
to
get
27%
of
that
back,
which
is
about
eighty
six
hundred
dollars,
which
is
our
share
of
the
the
tax
that
we
will
receive
from
the
county,
but
the
upfront,
thirty
one,
nine
that
will
be
coming
from
continuing
appropriations,
because
it's
such
a
small
amount
and
then
we
will
get
that
eighty
six
hundred
back
and
that
will
go
to
the
general
fund.
Thank.
A
A
B
Premier,
if
I
may
just
jump
in
because
this
is
to
two
bodies,
I'd
be
appropriate
for
the
first
motion
to
serve
as
the
successor
agency
and
then
once
the
vote
is
completed,
to
do
it
again
as
the
City
Council.
So
right
now
this
is
fine.
This
is
the
motion.
As
the
successor
agency,
I
approach,
ahem
I'm,.
A
A
C
Mayor
mayor,
this
public
hearing
will
be
continued
to
another
time.
Okay,.
G
A
Okay,
so
we'll
move
on
next
item
item
three
legislative:
none
item:
four
new
business
Matthew
signs,
Inc
proposed
five:
a
Matthew
Science
Inc,
proposing
an
amendment
to
an
existing
sign
program
for
increased
height
for
the
main
signs
for
sub
major
tenants
at
the
springs
shopping
center
located
at
5200,
East
Ramon,
Road
staff
record.
Please.
Mr.
P
Mayor
members
of
council,
this
is
a
request
to
amend
the
approved
sign
program
for
the
spring
shopping
center.
The
specific
request
is
for
the
tenant
Burlington.
They
are
requesting
to
increase
the
size
of
their
current
sign
from
4
feet
in
height
to
7,
feet
4
inches
in
height.
The
sign
program
allows
the
sub
major
anchors
on
the
shopping
center
to
only
have
signage,
that's
4
feet
in
height,
and
so
what
they're
requesting
is
to
increase
the
size
of
their
signage?
The
reason
for
the
increase
is
based
on
visibility.
P
The
applicant
indicates
that
it's
difficult
called
for
customers
to
find
the
store
within
the
shopping
center,
based
on
the
size
of
their
existing
signage.
In
the
images
that
you
see
on
your
screen,
the
upper
image
to
the
left
is
the
existing
signage
and
then
what
is
being
proposed
is
the
lower
larger
image
there
on.
The
right
here
is
a
blow-up
of
the
proposed
signage
again,
the
overall
height
of
the
signage
would
be
seven
feet.
P
Four
inches
you'll
notice
that
the
majority
of
the
font
in
the
signage
is
about
35
inches
in
height,
it's
primarily
the
logo
that
they
use
for
their
bee,
which
is
the
tallest
portion
of
that
signage
and
the
fact
that
they're
using
upper
and
lowercase
letters
in
terms
of
the
location
of
the
signage.
This
is
a
site
plan
for
the
shopping
center.
I've
highlighted
there
on
the
screen.
This
will
only
impact
their
signage
on
the
west
face
of
the
building
and
that's
the
signage
that
phases
in
towards
the
parking
lot.
They
do
have
a
secondary
sign.
P
That's
located
on
the
east,
face
of
the
building
located
adjacent
to
San
Luis
Rey
drive
that
signage
will
not
be
changed
as
part
of
this
proposal
in
reviewing
the
application
staff
had
recommended
denial
because
the
7
foot
4
inch
height
was
significantly
larger
than
what
the
other
tenants
have
been
permitted
to
do
thus
far,
and
so
that
was
the
basis
for
our
recommendation
of
denial.
However,
the
architectural
Advisory
Committee
in
reviewing
this
case
in
February
found
the
following
relative
to
the
proposed
signage
number
one.
P
They
found
that
the
increased
height
was
more
proportionate
to
the
facade
on
which
it
was
located.
Secondly,
they
found
that
because
the
majority
of
the
letters
were
only
35
inches
high,
it
did
not
represent
a
substantial
increase
in
what
the
tenant
was
allowed
to
do,
and
then
the
third
finding
that
they
made
is
that
this
particular
tenant
occupies
43,000
square
feet.
The
other
major
anchors
within
the
center
have
less
square
footage,
they're
about
27
to
30
thousand
square
feet
and
so
based
on
the
square
footage
of
the
tenant
space.
P
They
felt
that
the
increased
size
was
appropriate,
and
so,
for
those
reasons,
the
architectural
advisory
committee
recommended
approval
of
the
sign
package.
You
have
in
your
backup
materials
and
a
resolutions
for
denial
based
on
the
staff
recommendation
or
resolution
for
approval,
based
on
the
recommendation
of
the
architectural
Advisory
Committee.
One
of
the
caveats
I
would
give
you
is
that
if
the
City
Council
does
choose
to
approve
this
sign
amendment
as
proposed
that
you
place
a
condition
of
approval
that
limits
it
to
this
specific
tenant
in
buildings
J&K
of
the
center.
P
C
Mr.
mayor,
if
I,
if
I
could
I
think
it
might
be
helpful
for
a
little
background
on
this
project,
just
because
we've
been
working
on
this
this
project
for
over
10
years,
trying
to
get
this
space
lease
so,
as
you
know,
is
the
former
dump
site,
we
went
through
the
hole
remediation,
the
recession
sort
of
hit.
Then
this
was
one
of
the
last
large
spaces
that
was
a
holdout
that
they,
the
owner,
could
not
get
rented,
so
it
was
sort
of
a
victory
to
get
Burlington
in,
particularly
since
it
moved
from
another
jurisdiction.
E
P
E
P
O
O
A
L
H
O
P
O
Thank
you
and
my
only
other
question
and
I
think
you've
made
it
clear
when
you
were
answering
Jeff's
question
well,
this
would
not
a
ma
this
wouldn't.
If
we
were
to
approve
this
and
we
made
it
specific
only
to
Burlington
and
Burlington
in
this
location,
it
would
not
amend
the
rest
of
the
signage
program,
correct.
That
is.
A
C
A
Okay,
I'm
normally
what
we're
concerned
about
precedent
in
this
case
we're
setting
precedent
but
considering
the
size
of
the
store
in
the
location
and
it's
not
downtown
so
I
would
tend
to
support
this
because
we
I'm
very
great
I,
went
to
their
ribbon-cutting.
It's
a
beautiful
store
or
really
great
to
have
them
here
in
Palm
Springs,
so
I'll
support
it,
but
we'll
have
to
be
careful
and
be
prepared
to
address
the
other
stores
when
they
come
to
the
Planning
Commission
asking
for
bigger
signs,
because
we
are
setting
precedent.
Custom.
E
Good
Thank
You
mr.
mayor,
if
this
does
move
forward,
I'm,
not
sure
what
I
think
yet,
but
I
will
shortly
because
I
have
to
I
do
think.
We
need
to
be
very
clear
that
it's
limited
to
the
store,
but
even
doing
that
we
will
have
other
people
in
other
shopping
centers
come
forward
and
because
we've
seen
that
before
look
what
you
did
here
and
so
while
it
may
not
be
a
legal
precedent,
sonic,
you
know
which
the
mayor
pointed
out.
E
It's
not
a
legal
precedent,
but
it
concerns
me
that
it
is
a
precedent
to
other
businesses
that
you
made
an
exception
here.
Why
won't
you
make
it
for
me?
And
so
that's
my
concern.
It
is
why
I
lean
to
staffs
recommendation
of
denial,
but
you
made
a
good
point
too.
So
I
will
decide
when
I
vote.
It
won't
break
my
heart
either
way.
N
D
That
does
I
went
by
today,
I
go
to
that
shopping
center.
A
lot
for
lunch,
I
went
by
and
looked
at
this
sign
myself.
I
do
believe
that
it's
under
sized
for
the
area
I
think
it's
difficult
to
see
from
across
the
parking
lot,
where
I
get
lunch
at
Panera
Bread,
or
something
like
that.
You
can't
read
that
sign
from
further
away,
because
the
parking
lot
is
so
large
and
I'm
glad.
D
You
asked
my
question:
councilmember
Kors,
with
how
large
is
the
Home
Depot
sign,
because
it
really
is
huge
in
comparison
when
standing
right
there
and
so
I.
Believe
in
this
specific
instance,
though,
we
don't
want
to
create
a
precedent
that
every
business
can
come
and
ask
for
larger
signs
because
of
the
problems
that
we've
had
leasing,
that
they've
had
leasing
that
space.
That's
an
important
tenant,
that's
an
important
business,
important
source
of
revenue
for
our
city.
D
I,
don't
want
to
see
you
know,
I
want
to
do
what
we
can
to
make
sure
that
that
business
can
be
successful
in
that
space.
I
would
actually
ask
that
we
approve
the
proposed
amendment
and
limit
it
to
that
building.
Buildings.
I
think
K&L,
not
just
Burlington,
though
we
hope
Burlington
will
be
there
for
a
long
time,
because
I
do
think
the
way
that
that
building
is
set
back
there.
D
It
is
difficult
to
see
and
there,
and
especially
it's
right
next
to
Home
Depot,
which
has
a
six
foot
sign
there
and
the
way
that
Home
Depot
is
it's
all
caps.
So
it
really
looks
quite
large
and
so
I
actually
think
it's
out
of
scale
and
so
I'm
going
to
I
would
hope
to
vote
to
approve
the
proposed
amendment.
Thank
You
mr.
mayor.
O
A
O
You
know
very
often
I've
served
a
number
of
terms
as
planning
commissioner,
and
we
make
special
exceptions
because
of
special
circumstances,
and
it's
easy
to
make
as
long
as
you
can
make
those
findings
you're
not
setting
a
precedent
and
I
think
in
this
case
it's
easy
to
make
special
findings,
the
location
of
the
store
and
the
fact
that
it
is
never
leased
says
that
it
needs
it
needs
a
little.
It
needs
some
special
treatment.
O
The
other
thing
I
wanted
to
say,
with
some
humor
to
Councilwoman
Middleton,
is
that
yes,
we
certainly
could
send
this
back
to
planning
commission,
but
by
what.
Why
bother,
because
this
City
Council's
pretty
loaded
with
former
planning
commissioners
but
anyway,
I
think
that
is
long.
The
the
only
thing
I
would
differ
with
you
on
Christie
is
that
different
stores
have
different
types
of
signage
and
I.
Think,
because
of
the
nature
of
Burlington
sign,
it
makes
sense
if
they
go
bigger
cuz.
O
So
much
of
their
other
lettering
is
smaller,
where
the
Home
Depot
is
just
three
giant
words,
so
I
would
make
it
and
these
kind
of
conditions
in
the
past
as
well
I
would
make
it
specific
to
Burlington
at
this
location
and
let
anybody
else
that,
if,
for
some
reason,
Burlington
left,
the
next
user
would
come
in
and
see
us,
because
we
might
have
different
feelings
about
what
their
sign
is.
So
that
would
be
the
only
change
I
would
make.
O
B
O
A
A
ready
before
when
you
do
your
staff
report,
let
the
last
council
meeting
I
pointed
out
the
letter
that
was
addressed
to
you
from
the
agua
caliente
band
of
Cahuilla
Indians,
where
they
stated
their
strong
objection
to
a
complete
vamp
band
on
vacation,
rentals,
which
included
allotted
trust
land,
and
they
also
spoke
this
as
this
is
described
this
as
an
onerous
and
unnecessary
restriction
of
the
use
of
allotted
trust
land.
That
will
further
restrict
a
lot
to
use
from
achieving
quote
highest
and
best
use
unquote
of
their
land.
A
So
obviously
the
tribe
has
made
no
decision
yet
on
what
they
would
do
if
this
did
pass.
However,
I
asked
the
question
and
it
was
answered
that
under
their
rights
of
sovereignty,
if
this
was
to
pass
and
vacation
rentals
were
banned
in
the
city
of
Palm
Springs,
would
they
have?
Could
they
not
enforce
that
on
their
lottery
lands?
And
the
answer
was
yes,
they
had
would
have
the
right
to
ignore
that.
So
did
you
have
more
comments
on
that.
C
Yes,
mr.
mayor,
thank
you,
as
you
can
see,
there's
five
actions
I'm
going
to
address
the
first
one
and
the
city
attorney
and
the
city
clerk
will
address
the
other
four
about
with
regard
to
the
Chart
letter,
specifically
on
the
tribe
mayor.
Yes,
what
we
do
know
we
found
out
from
from
the
the
tribe
office
is
that
of
our
approximately
1819
1800
and
some
vacation
rental
units.
Approximately
770
of
them
are
on
allotted
land.
C
So
you
can
see
where
that
that
pattern
would
cause
significant
issues
with
regard
to
what
would
potentially
be
allowed
or
what
wouldn't
and
what
we
could
enforce
and
wouldn't
enforce.
So
that
would
cause
additional
issues
indeed
in
terms
of
our
entire
process.
So
so
that's
one,
but
the
other
thing
that
I
wanted
to
note
and
that
I
would
needed
to
explain
to
Council.
At
the
last
meeting,
we
presented
the
economic
impact
report
that
we
had
prepared
to
help
with
this
discussion.
C
What
we
had
learned
since
that
time-
and
that
was
the
draft
at
that
point-
was
that
the
number
of
the
city
attorney
will
talk
about
this.
A
little
bit
with
regard
to
home
shares
of
home
shares
are
not
allowed
that
changes
that
the
numbers,
and
also
with
regard
to
condos,
we
know
that
condos
will
only
be
allowed
if
they
give
us
permission
from
their
HOAs.
C
Our
staff
has
gone
through
what
that
number
possibly
could
be
in
the
bottom
line
to
this
and,
in
summary
fashion,
what
the
Economic
Development
Report
indicated
is
that
if,
if
measure
C
passes,
approximately
seventy
four
percent
of
our
vacation,
rental
permits
would
be
eliminated.
But,
based
on
these
two
additional
pieces
of
information
for
home
shares
and
condos,
that
number
would
go
up
to
about
eighty
six
percent,
so
I
just
wanted
to.
Let
counsel
be
aware
of
that.
What
we're
going
to
do
is
we're.
C
Providing
this
information
to
the
consultant
of
the
consultant
will
will
insert
those
change
figures
into
the
report
and
we
will
bring
that
report
back
a
receiving
file
once
that's
completed
so
I.
Just
wonder
that
council
know
we
will
be
making
those
modifications
based
on
that
newer
and
updated
information.
So
that's
all
I
need
to
say
on
number
one
and
I
will
let
the
city
attorney
and
the
clerk
discuss
the
other
items.
They're
asking
action
on.
G
To
your
satisfaction
as
to
execution
of
nests
sorry
documents,
you
will
be
asked
if
you
choose
to
support
that
ballot
vote.
Excuse
me,
opposition
statement,
you'll
be
asked
to
sign
and
you'll
be
giving
yourselves
authorization
and
do
that.
With
respect
to
the
the
ad
hoc
subcommittee
to
author,
a
rebuttal
argument,
you've
already
heard
a
member
of
the
public
offer
services
to
engage
in
that
service.
If
the
council
doesn't
choose
to
do
it
itself,
you
can
discuss
that
and
you
should.
And
finally,
any
documents
related
to
the
rebuttal
argument
would
be
submitted.
G
I
will
speak
as
dr.
Reddy
alluded
to
my
very
brief
comments
and
the
staff
report
regarding
the
home
share
issue.
There
is
a
conflict
in
the
ordinance
as
it's
been
submitted
by
the
proponents
and
the
conflict
is
that
certain
portions
of
the
ordinance,
as
drafted
point
in
the
direction
of
the
home
chairs,
that
dr.
Reddy
alluded
to
being
illegal
and
certain
portions
of
the
ordinance
point
to
home
shares
not
being
illegal
being
absolutely
legal,
and
that
is
a
conflict
on
the
face
of
the
ordinance.
G
E
I
do
have
one
question
or
clarification
since
a
member
of
the
public
speaking
on
this
issue
said
that
this
ballot
measure
is
no
different
than
an
ordinance
we
pass
and
therefore
the
City,
Attorney
or
council
can
assume
intent
and
change
things.
And
my
understanding
from
my
legal
background
and
working
on
ballot
measures
is
that
ballot
measures
cannot
be
changed
or
interpreted
by
a
City
Council.
We
have
to
follow
what
they
say.
Is
that
correct?
There
is
a
big
difference
between
an
ordinance
and
a
ballot
measure
you're.
G
A
hundred
percent
correct,
the
member
of
the
public,
who
made
reference
to
the
severance
provision
in
the
ordinance,
is
mistaken
in
the
assertion
that
if
something
is
inconsistent
or
something
doesn't
match
or
work
in
the
ordinance
that
it
can
be
fixed
by
a
severance,
that's
not
the
way
it
works
in
any
way,
shape
or
form.
If
the
voters
approve
measures
see
the
voters
approve
measures
see
and
the
only
way
that
measure,
C
and
its
provisions
can
be
addressed
again
is
again
by
the
voters,
not
the
City
Council.
G
E
G
I,
don't
want
to
make
any
commitments
or
give
the
council
legal
advice
here
in
open
session.
What
I
will
say
is
that
it
be
very
difficult
to
issue
a
permit
when
I
can
identify
two
places
in
the
ordinance
that
suggest
that
home
shares
are
prohibited,
and
similarly,
it
would
be
very
difficult
to
enforce
anything
against
a
home
share
that
was
operating,
given
the
fact
that
there's
a
location
in
the
ordinance
that
clearly
says
that
they're
legal
thank.
E
You
and
then,
just
briefly,
you
know
the
ad
hoc
subcommittee,
Mayor,
Pro,
Tem,
Roberts
and
I
have
met
several
times
to
work
on
drafting
the
official
opposition.
The
council
authorized
last
meeting
and
we
have
to
have
that
finished
tomorrow,
that
we're
recommending
that
the
rebuttal
will
be
assigned
to
the
Palm
Springs
hospitality
Association
to
manage,
and
those
were
the
two
main
things
may
have
more
to
add
to
that.
F
F
F
It
is
absolutely
important
to
the
values
of
Palm
Springs
and
what
we
refer
to
as
Palm
Springs
values,
and
that
is
a
welcoming
community
that
can
take
in
five
million
visitors
into
our
city
each
year
and
have
them
be
a
productive
part
of
our
economy
and
a
productive
part
of
the
culture
and
richness
of
the
city.
I,
don't
want
to
lose
that
and
I
don't
want
to
step
away
from
it
and
last
thing
as
we
move
forward,
no
matter
how
intense
the
debate.
F
A
Doctor
ready
just
wanted
to
clarify
one
thing.
As
councillor
Middleton
said,
our
enforcement
has
worked
and
I
think
it's
worked
quite
well.
I
know:
I
live
in
Dai
I
live
in
Vista
las
palmas,
which
is
a
lot
of
vacation.
Rentals
and
I
know
on
my
street,
where
there's
three
I
just
have
a
lot
of
problems
and
now
there's
not
nearly
as
many
problems
as
we
used
to
be,
but
again
going
back
to
my
question
here.
C
How
we'd
see
this
manifesting
mayor
is,
if
measure
C
passed,
we
would
no
longer
be
having
permits
for
vacation
rentals
and
that's
what
funds
that
the
vacation
rental
enforcement
department
in
essence,
that
would
go
away
and
then
what
we
would
be
left
with
primarily
with
those
calls
that
we
would
get,
because
there
would
be
those
that
were
operating
illegally
and
then
those
that
maybe
would
be
operating
on
leased
land
allotted
land.
The
police
would
have
to
go
back
to
addressing
those
and,
as
a
councilmember
Middleton
indicated,
the
police
calls
have
reduced
substantially.
C
O
Wanted
to
add
to
what
dr.
Reddy
said
and
that
we
have
found
something
of
interest
has
occurred
with
our
you
know,
with
the
work,
our
our
departments
doing
on
this,
our
vacation
rental
department,
and
that
is
as
we
enforce
if
we
as
we
have
gone
to
the
levels
of
enforcement
that
we
have,
we've
actually
had
a
reduction
in
the
number
of
permits
issued.
So
this
was
one
of
the
things
that
councilman,
Coors
and
I
hoped
in
writing.
O
The
original
policy
for
the
vacation
rental
ordinance
is
that
we
would
slow
down
the
number
of
permits,
so
vacation.
Rentals
are
nothing
new
in
the
city
of
Palm
Springs.
The
problem
became
that
we
developed
a
potential
problem
when
we
ended
up
with
over
2000
of
them.
My
understanding
now
is
that
we're
down
to
1,800
plus
so
we've
actually
lost
almost
200
or
more
than
200
permits
in
the
process.
O
Sometimes
you
know
at
the
end
of
the
day,
we've
always
been
a
resort
community.
We
don't
grow
corn
or
we
don't
build
cars.
We
make
money
from
tourists
and
when
we
start
sending
our
tourists
away
and
telling
them
their
unwelcome
is
Councilwoman.
Middleton
pointed
out
we're
going
in
a
whole
new
direction
for
Palm
Springs,
a
direction
that
we've
never
gone
in
so
I
I
can
assure
you
that
councilman,
Coors
and
I
are
working
diligently
on
a
rebuttal
and
a
response,
and
hopefully
we'll
do
you
proud
and.
A
I'd
like
to
add
one
more
thing
to
what
I
said
a
while
ago,
but
living
in
mr.
Las
Palmas
and
everyone
who
spoke
tonight
from
protect
our
neighborhoods
are
my
neighbors
and
I
understand
what
they're,
saying
and
I
can
under
certain
lis,
have
sympathy
and
I
think
all
of
us
probably
do.
However,
when
we
look
at
the
impact
of
the
loss
of
enforcement,
we
would
have
if
this
were
to
pass
and
the
loss
of
revenue
for
the
city,
which
is
very
much
needed,
and
the
increased
a
man
in
our
Police
Department.
A
E
Of
course,
unless
there
are
other
questions,
I
wanted
to
try
and
craft
a
motion
based
on
what
I,
before
you
do,
that
tells.
C
Me
if
I
could
just
to
correct
the
record
when
I
indicate
that,
if
measure
C
passes,
we
wouldn't
be
issuing
permits,
we
would
still
be
issuing
permits
for
a
significantly
reduced
just
for
those
condos
that
are
that
qualify.
But
that
would
not
be
enough
to
support
the
the
department
that
we
have
so
the
department
would
go
away.
However,
we
still
would
be
read
issuing
permits
for
a
much
smaller
number
get
some
revenue,
but
not
enough
to
support
the
department.
Hey.
E
E
Oh
sorry,
PS
hospitality.
Yes,
that's
the
right
one!
Sorry
I
didn't
mean
to
scare
you
there
very
joke
the
fostering,
hospitality,
Association
and
and
I
don't
know
if
we
continue
or
a
point
the
ad-hoc
committee
to
continue
to
work
on
this
issue
related
to
the
ballot
measure.
It's
that,
to
the
extent
the
city
will
be
involved
in
other
ways.
Yes,.
G
A
B
Just
for
clarification
on
the
rebuttal,
so
you're
gonna
be
assigning
it
to
PS
Resort
Association,
sponsoring
hospitality,
Association
Palm,
Springs,
Hospital,
Association
they're,
going
to
be
able
to
determine
who
the
five
signatories
to
the
rebuttal
will
be
and
you're
giving
that
authority
to
them.
Yes,.
E
G
A
C
We
do
mayor
members
of
council
with
us
this
evening.
Are
our
tourism
and
convention
center
staff
from
SMG
Mary
Jo
from
tourism
and
a
Jaime
Canfield
from
the
Convention
Center
and
they're
going
to
do
their
their
annual
presentation,
annual
presentation
on
the
Convention
Center
they're,
going
to
update
us
on
Convention,
Center
and
tourism
business.
What
they've
been
doing
are
they
have
a
presentation
with
a
couple
videos
and
it's
pretty
exciting
and
we
get
started.
Thank
you.
R
H
H
S
That's
absolutely
mr.
mayor,
thank
you
for
that.
That
was
actually
a
video
that
our
team
put
together
to
give
a
quick
overview
of
some
of
the
services
and
things
that
the
Bureau
of
tourism
and
the
Convention
Center
do
here
in
Palm
Springs,
to
help
strengthen
our
economy
and
to
keep
us
as
the
capital
of
cool
I
am
Jamie
Canfield.
As
we
said
earlier,
I'm
the
executive
director
of
the
Convention
Center
and
Bureau
of
tourism,
I'm
gonna
turn
this
one
off,
so
we
can
lose
the
feedback.
S
Mary,
Jo
and
I
are
excited
to
be
here
tonight
to
kind
of
share
the
results
of
the
last
year
and
some
of
the
efforts
that
we've
had
I'd
also
like
to
introduce
Michael
Krause
who's
there.
He
is
in
the
second
row.
Michael
is
our
regional
vice
president
for
SMG
overseeing,
it's
turned
off.
Oh,
he
oversees
the
western
region
as
well
as
our
operations
here
in
Palm
Springs.
So
he
will
be
here
if
you
have
any
questions
or
anything
for
him
about
or
about
SMG.
S
As
we
move
forward,
our
teams
at
the
convention
center
in
Bureau
of
tourism
work
closely
with
the
city,
our
stakeholders,
all
of
our
other
partners
in
the
hospitality
industry,
to
bring
economic
prosperity
through
tourism
meetings
and
conventions
to
Palm
Springs
and
together
we're
reaching
new
heights.
It's
a
very
exciting
time.
S
Since
2009
transient
occupancy
tax
collections
in
the
city
have
more
than
doubled.
As
you
can
see
on
the
chart,
we
went
from
12
point
8
million
in
2009
to
over
29
million
in
2017.
This
is
an
incredible
amount
of
growth
by
any
measure
and
incredible
for
a
city
of
our
size.
This
growth
has
come
across
all
lodging
sectors
but
as
also
benefited
from
the
growth
in
vacate
the
vacation
rental
industry,
which
now
accounts
for
over
seven
million
dollars
annually
in
T
ot.
The
T
ot
also
makes
up
a
significant
part
of
the
city's
overall
budget.
S
The
Inc
the
increases
in
visitors
staying
in
our
hotels
and
vacation
homes
are
also
driving
the
economy.
Sales
tax
collections,
including
measure
J,
have
grown
to
nearly
twenty
six
million
dollars.
If
you
think
about
it,
this
represents
nearly
one
point:
four
billion
dollars
in
taxable
retail
sales
in
the
city
of
Palm
Springs,
which
is
incredible
for
a
city
of
our
size.
S
S
As
David
mentioned,
we're
SMG,
we
manage
the
Convention,
Center
and
Bureau
of
tourism
under
contract
with
the
city
of
Palm
Springs.
Our
mission
is
to
attract
convention
and
leisure
visitors
to
the
city
through
convention
sales
and
by
reaching
leisure
or
individual
customers
to
come
and
play
in
Palm
Springs
once
they
arrive.
We
oversee
the
operation
of
both
the
Convention
Center
and
the
two
Visitor
Information
centers.
To
make
sure
these
visitors
are
taken
care
of
during
their
stay.
N
Good
evening,
council
staff,
the
Palm
Springs
Bureau
of
tourism,
is
the
city's
official
destination
marketing
organization
or
DMO.
In
order
to
promote
our
city
around
the
world,
we
need
a
face
and
a
personality
that
we
show
to
potential
visitors
ie
our
brand.
Then
we
use
that
brand
voice
to
create
marketing
and
public
relations
program
that
create
out
of
market
awareness
of
our
city
and
our
tourism
partners.
We
concentrate
primarily
on
the
drive
and
the
nonstop
flight
markets,
as
well
as
the
international
audiences
that
visit
in
the
summer
as
Jamie
mentioned.
N
Let's
start
with
the
visitor
brand,
we
began
by
identifying
facets
of
the
city's
growing
reputation
and
personality
as
a
fun,
bright,
creative
and
cool
place
to
visit.
We
talked
about
attractions,
small
hotels,
the
great
vibe
and,
of
course,
our
mid-century
modern
architecture
and
design
like
no
place
else
was
born
from
visitor
research.
When
our
visitor
surveys
contained
responses
such
as
I've,
never
seen
a
place
like
this
Palm
Springs
is
so
different
from
anywhere
I've
ever
visited
and
the
sunshine
mountains.
The
walking
boulevard,
the
fun
and
friendly
attitude
are
very
unique.
N
N
N
Now
we
don't
just
create
images.
The
point
is
to
promote
the
brand.
We
use
print
digital
radio
and
television
advertising
to
create
curiosity
to
look
further
each
year.
We
look
for
new
opportunities
to
further
our
reach.
In
this
case,
we've
shown
an
increased
1.5
billion
to
3.7
billion
ad
media
impressions
over
the
past
three
years.
Each
of
the
upcoming
tourism
slides
that
you'll
see
also
gives
a
glimpse
of
the
past
three
years
from
2015
to
2017.
N
Through
our
public
relations,
efforts
were
able
to
garner
maximum
exposure
for
our
dollars
spent.
We
work
with
writers
to
help
facilitate
curated
content
in
a
wide
variety
of
publications
and
social
media
outlets.
The
content
we
create
includes
not
only
our
stories
but
photos
and
video
that
we
then
share
with
our
partners
in
the
city.
N
Ban
subscribed
to
our
monthly
e-newsletters
through
the
website.
We
collect
opt-in,
emails
at
consumer
trade
shows
and
we
use
opt-in
travel
websites
to
help
build
our
database.
We've
grown
from
a
hundred
thousand
to
three
hundred
and
eighteen
thousand
current
subscribers.
We
let
them
know
about
upcoming
events,
new
business
openings
and
give
them
travel
ideas
to
inspire
their
visits.
N
We
distribute
the
Convention
Center
calendar
and
newsletter
to
stakeholders
and
meeting
planners
to
keep
them
up
to
date
on
events
and
conventions
visit
Palm,
Springs

gay
Palm,
Springs,

and
Palm
Springs
CC
comm
are
designed
to
provide
information
through
stories
in
the
forms
of
articles
and
blogs.
The
sites
provide
background
and
history
of
all
things.
Palm
Springs
such
as
our
tribal
heritage,
our
celebrity
history,
our
design,
sensibility
and
more
the
event,
calendar
links
directly
to
each
event
website
and
each
of
our
over
700
tourism.
N
N
Travel
industry
sales
is
a
large
part
of
the
industry
landscape.
This
is
the
space
that
travel
buyers
occupy
the
destination
management
organization.
Industry
has
international
national,
regional
and
local
efforts
all
working
to
promote
what's
within
their
scope.
In
our
case,
we
work
closely
with
visit
California
and
the
greater
Palm
Springs
CVB
to
identify
opportunities
to
build
true
to
bring
travel
buyers
to
Palm
Springs.
These
partners
work
at
the
five
and
ten
thousand
foot
levels
while
were
the
boots
on
the
ground,
is
Palm
Springs
destination
professionals.
N
We
work
primarily
with
tour
operators
and
travel
agencies
who
are
interested
in
sending
visitors
to
Palm
Springs
by
educating
these
staffs
and
placing
our
city
in
their
programs.
In
addition,
we've
built
a
database
of
over
5,000
travel
professionals
that
we
reach
out
to
through
newsletters
to
let
them
know
what's
new
and
what's
coming
to
Palm
Springs,
but
we
don't
work
in
a
vacuum.
Quite
the
contrary.
The
PB&J
or
the
planning
budget
and
joint
task
advisory
committee
was
set
up
to
ensure
that
tourism
partners
in
Palm
Springs
are
involved
in
all
aspects
of
what
we
do.
N
We
plan
and
execute
the
annual
best
of
the
best
event
honoring
front
and
back
of
the
house
hospitality
employees
in
Palm
Springs.
We
develop
print
ads
for
the
various
events
and
organizations
of
the
city.
Sponsors
we've
assisted
the
airport,
with
their
local
outreach
to
increase
the
increase
awareness
to
Coachella
Valley
residents
to
use
our
fabulous
Airport
and
we
assist
the
city
with
photo
and
video
needs
that
arise
throughout
the
year.
So
here's
a
quick
video.
N
With
our
cities
growing
reputation
as
the
capital
of
cool,
we
continue
to
keep
our
brand
up-to-date
and
reaching
audiences
that
we
can
turn
into
visitors.
So
you
can
see
some
of
the
things
that
we're
working
on
now
to
incorporate
the
new
city
additions
into
the
Palm
Spring
story.
Continue
our
ad
migration
from
print
over
to
digital
and
mobile
continue
to
build
an
additional
photo
and
video
library
and
complete
development
and
rollout
of
our
enhanced,
visitor,
app
and
website.
So,
as
most
of
you
know,
many
of
those
visitors
will
hopefully
then
become
residents.
S
We've
got
even
more
videos,
so
I'll.
Thank
you.
John
Michael
I
can't
push
buttons
and
talk
and
read
at
the
same
time.
You
know
it's
true.
We've
talked
about
it,
there's
an
incredible
amount
of
positive
momentum
in
Palm
Springs
right
now.
That's
also
happening
at
the
convention
center.
As
a
matter
of
fact
for
those
of
you
that
have
been
around
town
for
the
last
few
days,
you've
seen
a
lot
of
folks
walking
around
with
badges
on.
S
We
have
our
largest
annual
citywide
convention
in
town
right
now,
which
is
Ezra
as
rings
over
3,000
attendees
to
the
city,
generates
over
8,000
room
nights
just
at
the
convention
center
alone.
In
the
eight
days
that
they're
here
about
a
million
and
a
half
dollars
in
revenue
for
the
Convention
Center,
an
extremely
important
event
for
the
city,
they're
extremely
excited
I
meet
with
them
every
day.
As
you
can
imagine,
they're
extremely
excited
about.
S
What's
happened
in
the
city,
the
new
downtown,
the
new
hotel
properties,
they're
excited
to
get
the
dream,
hotel
built
and
opened,
and
the
same
with
the
Andaz,
so
they're
looking
to
continue
to
grow
with
Palm
Springs.
So
that's
an
exciting
event
for
us
on
to
some
of
our
results
at
the
convention
center.
You
should
probably
go
back
one
there
you
go.
Thank
you.
The
convention
center
team,
working
with
our
hotel
partners
and
our
CVB
have
seen
record-setting
results
in
2017.
S
We
contracted
groups
for
future
years
representing
over
83,000
room
nights
in
the
city,
which
is
a
new
record.
2018
is
on
pace.
To
beat
that
record.
We
could
well,
I'm
shouldn't,
say
it,
but
we
could
make
90,000
room
nights
this
year.
As
a
matter
of
fact,
we've
averaged
over
75,000
annual
room
nights
booked
over
the
last
five
years,
which
is
a
50%
increase
over
what
we
were
able
to
do.
The
previous
five
years,
we've
also
seen
record
increases
in
the
actual
room
nights
at
the
convention
center.
S
This
is
the
natural
occurrence
that
ties
in
with
our
booking
success.
The
convention
center
generated
over
75,000
drew
nights
into
Sept
2017,
which
is
also
a
record
which
we're
very
excited
about.
Over
the
last
five
years,
events
at
the
center
have
generated
an
average
of
over
62,000
room
nights
annually,
which
again
is
a
28%
increase
over
what
we
were
able
to
do
the
previous
five
years.
So
we're
seeing
those
trends
continue
and
continue
to
be.
Very
positive.
S
Customer
service
is
one
of
our
most
important
products.
It's
what
keeps
them
coming
back
year
after
year
and
it's
the
key
to
maintaining
an
excellent
reputation
with
meeting
planners.
Our
award-winning
customer
service
continues
to
set
us
above
our
competition.
Our
customer
service
scores
have
averaged
ninety
seven
point:
six
percent
over
the
last
five
years
with
our
year-to-date
score
this
year
of
ninety
eight
point:
two
that's
on
a
100
percent
scale,
so
that
means
of
all
the
questions
we're
getting
fives,
which
are
excellence.
S
On
ninety
eight
point,
two
percent
of
the
responses,
which
is
incredible,
a
beautiful,
well-maintained
facility,
is
also
an
important
component
for
our
competitive
advantage.
Our
team
administers
number
of
capital
improvements
and
maintenance
projects
annually.
In
addition,
as
part
of
smg's
last
contract,
renewal,
SMG
provided
$500,000
in
capital
funding
for
much-needed
aesthetic
and
infrastructure
projects
at
the
center,
including
Lobby
and
corridor.
S
The
future
looks
bright
at
the
Convention
Center
and
the
convention
industry
is
very
strong
in
the
city.
The
booking
successes
we've
had
have
prepared
us
well
for
the
future.
We
currently
have
over
190,000
definite
contracted
room
nights
on
the
books
for
future
years,
some
booked
out
as
far
as
2026,
so
these
folks
are
contracted
they've
paid
deposits
and
they've
committed
to
come
to
Palm
Springs.
We've
also
got
an
additional
two
hundred.
S
I've
been
talking
a
lot
about
partnerships
and,
and
that's
obviously,
a
very
important
part
of
everything
we
do
here.
These
are
just
a
few
of
the
great
organizations
that
work
together
to
help
Palm
Springs
grow
together.
We've
learned
that
we
can
do
great
things
and
have
great
successes
now,
I'd
like
us
to
switch
over
to
video
again
and
we'll
run
one
of
the
television
ads
that
our
Bureau
of
tourism
has
promoted
or
has
produced
to
highlight
the
great
things
that
folks
can
experience
in
Palm,
Springs,
so
roll
the
video.
G
S
M
N
O
S
S
This
is
a
video
that
that
played
multiple
times
and
also
during
the
red
carpet
broadcast
of
the
Academy
Awards,
so
everyone
that
tuned
in
to
the
Oscars
got
to
see
not
only
Palm
Springs
featured,
but
they
got
to
see
one
of
our
highest
profile.
Events
in
the
city
and
that's
the
Palm
Springs
International
Film
Festival,
which,
as
you
know,
is
one
of
the
key
events.
That's
a
lead
in
event
to
the
Oscars,
and
if
we
can
roll
that
video
wait
till
you
see
what
the
Stars
have
to
say
about
it.
S
S
S
C
E
You
can
do
them
from
here
right,
you
have
them
up
so
Erin's,
looking
yeah,
we
have
those
and
thank
you
both
in
your
teams
for
such
great
work
and
that's
the
majority
of
our
to
is
our
work.
But
there
are
some
other
things
that
are
happening,
that
outside
of
that
that
we
just
wanted
to
share
with
the
council
and
with
the
public.
E
I
want
to
just
mention:
one
is
PS
resorts,
which
is
the
next
slide
and
PS
resorts
is
funded
through
a
share
of
T
ot
on
resort
fees
at
major
hotels,
and
this
split
between
the
city
and
PS
resorts
and
they've
spent
over
three
million
dollars
promoting
tourism
and
the
ESRI
conference,
which,
as
we
heard,
is
bringing
so
much
revenue.
The
city
was
going
to
leave
Palm
Springs
because
they
wanted
to
grow
and
30,000
a
year
from
PS
resorts
is
what
kept
them
here.
E
Just
let
folks
know
we're
starting
through
the
CVB
I
requested
that
they
look
into
this
and
they
will
be
launching
hopefully,
the
summer
or
certified.
Tour
is
ambassador
training
for
frontline
hospitality
and
other
employees
to
learn
about
our
brand,
been
very
successful
in
other
cities,
so
that'll
be
a
new
program
that
will
be
coming
through.
The
CVB
next
slide
are
a
couple
things.
E
E
E
The
one
thing
there's
not
a
slide
is
just
the
city
through
our
grand
program,
it's
also
funded
the
Film
Festival
modernism
week,
pride
and
tour
to
Palm
Springs,
some
of
the
biggest
economic
drivers
for
the
city
and
those
are
all
parts
of
the
pieces,
but
most
of
the
work
goes
through
the
convention
center,
the
Palm
Springs
Bureau
of
tourism,
who
does
such
an
amazing
job.
So
thank
you
so
much
for
all
you
and
your
team's
do.
F
But
that's
given
me
a
chance
to
really
see
the
kind
of
cooperation
that
it
takes
to
land,
a
convention
and
the
kind
of
cooperation
that
we
get
from
the
folks
at
the
Palm
Springs
Convention
Center
and
the
Bureau
tourism.
So
I
want
to
I've
now
seen
it
at
a
very
tactile
level
and
I'm
impressed
and
I'm
appreciative
and
last
thing.
Just
generally,
it
is
so
neat
to
live
in
a
town
that
draws
this
kind
of
attention
and
these
number
of
visitors
and
I'm
constantly
asked
what
are
we
doing
for
residents?
Well.
F
Some
of
this
that
we
get
through
tourism
makes
the
quality
of
life
that
we
enjoy
in
this
community,
so
much
greater
than
a
sleepy
little
village
of
45,000
people
who
do
nothing
but
turn
on
the
television
every
night
could
ever
have.
We
are
privileged
to
live
here
and
to
be
able
to
share
it
with
so
many
other
people,
I.
A
Just
like
to
comment
on
you
know
a
lot
of
these
videos.
We're
talking
about
the
tourist
and
tourism,
but
what's
really
great,
is,
should
go
downtown
and
in
downtown
is
packed
and
everywhere
you
look.
You
see,
friends
and
neighbors
who
live
in
Palm
Springs,
who
are
in
these
new
venues.
These
new
shops,
these
new
restaurants,
people
who
live
here
are
enjoying
it
and
I
I
love
it.
When
people
say:
oh,
you
live
in
Palm,
Springs,
you're,
so
lucky
I
always
say
no
I'm
not
lucky
to
be
living
in
Palm
Springs.
A
For
the
past
17
years,
I'm
smart
I
made
the
decision
to
live
here
so
I
think
we
should
all
feel
ourselves
very
smart
to
have
made
the
choice
to
live
here.
I'm
really
proud
to
watch
these
these
presentations
and
see.
What's
going
on
and
Jeff
I'm
surprised,
you
didn't
mention
the
Convention
Center
has
all
those
new
solar
panels.
S
As
a
matter
of
fact,
thank
you
for
reminding
me
of
that,
while
we're
doing
our
largest
citywide
convention
of
the
year,
we're
also
in
the
process
of
project
that
that
the
city
put
together
installing
well
over
2,000
solar
panels
on
the
roof
of
the
Convention
Center,
which
will
obviously
make
a
lot
of
power
and
save
a
substantial
amount
of
energy
for
the
city.
So
that's
very
exciting
as
well.
So.
R
D
It
made
me
sad
that
I'm
sitting
in
this
room
and
enjoying
all
that
our
city
has
to
offer
I
agree
with
my
fellow
council
comments.
Thank
you
so
much
for
your
work.
It's
really
really
important
work.
You
know
the
benefits
we
get
as
residents
that
you
bring
in
are
just
it's
hard
to
quantify
that
it's
really.
We
have
world-class
amenities
here
for
residents
and
tourists
alike
and
we're
lucky
to
live
where
lots
of
people
come
to
vacation.
D
A
Okay,
are
we
ready
to
go
to
the
next
item?
Okay,
thank
you,
Jamie.
Thank
you.
Mary
Jo,
get
there
appreciate
it
now.
I.
Thank
you
for
the
presentation,
but
thank
you
for
all
your
many
years
of
hard
work
to
take
Palm
Springs
to
where
we
are
today.
Next
item
is
public
comment
on
non-agenda
items.
This
time
has
been
set
aside
for
members
of
the
public
to
address
the
City
Council
on
items
of
general
interest
within
the
subject
matter:
jurisdiction
in
the
city.
A
Although
the
City
Council
values
your
comments
pursuant
to
the
Brown
Act,
it
generally
cannot
take
any
action
on
items
not
listed
on
the
posted
agenda.
Two
minutes
will
be
assigned
of
each
speaker.
We
have
five
people
who
have
requested
to
speak.
The
first
one
is
Lexi
Marton,
followed
by
Allen
worthy
then
Daryl,
Tyrell.
R
R
That
said,
you
know
you're
speeding
at
55
miles
an
hour
on
the
on
the
Camino
rial,
but
in
fact,
as
soon
as
the
signs
gone
they're
going
much
faster
than
that,
so
we
were
asking
as
a
neighborhood.
If
you
couldn't
put
some
speed
bumps
there
or
something
I,
don't
know
I
just
asking
you
that
that
was
what
I
came
here
for,
however,
listening
to
what
they
were
just
saying,
there's
another
reason:
I
came
to
ask
you
but
I
think
it's
to
them.
I
need
to
ask.
R
Instead
of
to
the
City
Council
I
wanted
I
spoke
to
the
state
of
California,
because
there's
something
that
does
not
exist
in
California
that
exists
in
Europe
and
that
is
a
guide
license.
An
official
guide
licensed
in
the
city.
A
qualified
guide
and
I
wanted
to
create
it
here
in
Palm
Springs,
starting
as
the
first
city
in
the
United
States
to
have
official
guides
like
we
have
in
Europe
in
every
city
in
Europe,
every
country
you
have
an
official
guide
license
and
I
just
thought.
R
That
would
be
a
great
idea
and
I
was
going
to
go
through
that
they
told
me
to
go
through
you,
but
in
fact
maybe
it
was
better
to
go
through
who
was
just
speaking
no
I.
Think,
anyway,
I
love
this
town,
I've
lived
in
France
and
I
want
to
come
back
to
Palm
Springs,
because
it's
just
so
much
better
here.
Look
at
the
weather
snowing
in
Paris
today.
T
T
Until
this
situation
is
resolved
with
me,
they're
lawyers
they're
made
the
same
mistake
that
your
prior
lawyers
made.
They
just
created
a
conundrum
that
no
one
could
get
out
of
okay.
So
if
I
lose
a
motion,
that
doesn't
mean
I
lost
the
lawsuit
and
so
the
city
of
Rancho
Mirage
is
living
up
to
their
ethics
and
their
standards
and
no
hypocrisy
over
there.
So
you
might
want
to
take
note
now
all
of
this
pontificating
and
glory
and
celebrating
that
we
just
saw
from
the
tourists
on
the
convention
center
and
whatnot.
T
You
know
we
all
feel
that
way
about
the
city
and
the
desert
at
large.
But
the
one
thing
that's
never
mentioned:
that's
been
off
the
chart
per
capita
for
years,
and
certainly
since
the
first
of
the
year
is
crime,
a
record
number
of
murders,
burglaries,
armed
robbery
are
robbed
at
gunpoint.
Muggings
in
the
street
decline
is
off
the
chart
and
let
me
tell
you
who's
upset
about
it
because
by
and
large
nobody
in
their
town
has
ever
been
upset
or
concerned
about
what
happened
to
me
and
my
family
I've
said
that
before.
T
But
let
me
tell
you
about
one
of
the
saddest
moments
I
had
this
week.
Mr.
mayor
at
Goody's,
cafe
were
the
guy
who
was
on
break
with
desert.
Water
was
quite
down
and
depressed.
He
and
his
wife
live
over
into
mood
Park
and
he
was
he
brought
it
up
very
upset
about
the
amount
of
crime
in
the
city
and
too
little
is
done
about
it.
So,
let's
stop
being
1929
all
the
time
and
let's
do
something
about
crime.
You
know
it's
ruined
my
life.
Okay,
I
love
the
Vanna
White
music.
We
know
I'm
really
done.
T
A
I
Hi,
my
name
is
Darrell
Thoreau
I'm
from
Reno
Valley.
Last
week,
students,
teachers
and
staff
returned
to
Stormin
Douglass
High
School
after
a
heartbreaking
tragedy
in
the
mists
of
indescribable
violence
in
the
face
of
uncomfortable
evil.
We
saw
hope
in
this
in
those
kids,
it
moved
these
those
kids
to
see
like
when
they
tempted
only
to
see
darkness.
It
transformed
their
fear
into
courage,
it
energized
those
students
and
starting
a
ripple
of
Hope
that
is
sweeping
this
country.
What
a
reminder?
I
What
Robert
Kennedy
once
said
about
how
small
actions
can
be
like
pebbles
being
thrown
into
a
still
lake
and
ripples
of
Hope
cascade
outwards
and
changed
the
world?
These
kids
reminds
us
that
hope
is
real
and
change
is
possible.
Think
of
how
many
times
ordinary
people,
united
as
one
push
against
those
walls
of
oppression
and
resistance.
Think
of
how
many
ripples
of
Hope
it
took
to
build
a
mighty
wave
to
bring
down
the
walls
of
segregation
or
bring
human
rights
to
this
whole
country.
I
I
It's
going
to
take
a
mightier
way
for
pastors
law
enforcement,
school
district,
mental
health
professionals
and
yes,
it's
going
to
take
gun
owners
standing
up
on
behalf
of
our
kids
to
make
their
school
safe
when
people
of
every
color
and
every
religion
in
every
faith
and
every
station
stand
together
and
find
it
in
their
hearts
to
do
the
extraordinary
things
then,
in
the
face
of
impossible
odds,
people
could
change
it.
Thank
you.
A
H
E
E
Want
to
say,
you
know:
I
I
joke
a
lot
with
the
friends
back
in
the
newsroom
I
call
myself
the
LeBron
James
and
municipal
meetings
and
the
only
way
I'm
able
to
call
myself.
That
is
because
the
marathon's
that
you
people
put
me
through
every
other
week
why
you
have
to
start
at
6:00
I'll,
never
know
you
could
start
at
4:00.
Other
cities
do
you
guys
could
be
done
by
now?
Wouldn't
it
be
nice
to
be
home.
H
H
A
Q
We,
by
way
of
traffic
calmness
procedures,
submitted
a
community
action
request
form
to
have
the
incredible
amount
of
traffic
generated
by
the
north
lykan
trailhead
parking
lot
to
have
some
action
done
to
mitigate
the
increase
in
value,
a
volume
of
traffic
in
that
area,
crime,
homelessness
and
invasion
of
our
privacy.
We
were
simply
I've
submitted
the
form
we
formed.
A
committee
submitted
the
form
and,
as
yet
I've
never
brought
not
received
a
formal
reply
of
written
reply
from
the
city.
Q
I'll
only
see
the
verbal
reply
from
Tom
Garcia
city
traffic
manager,
saying
simply
that
no
action
will
be
taken
on
your
recommendation,
because
the
council
has
no
appetite
to
restrict
trailhead
access.
Let
me
state
again:
our
committee
was
formed
to
relocate
the
trailhead
parking,
not
restrict
trailhead
access.
We
are
hikers.
We
love
that
trail
as
much
as
everyone
else.
We
appreciate
the
value
it
brings
to
our
city
for
tourism.
However,
that
trailhead
is
parking.
Q
Lot
is,
for
you
know
the
trail
heads
for
hikers
not
for
cars,
the
city
to
action
into
and
February
of
2010
to
create
a
parking
lot
there.
What
used
to
be
an
equestrian?
Only
parking
lot
dusted
on
now
it
has
12
cars
to
the
12
car
parking.
We
have
recorded
with
video
surveillance
up
to
as
much
as
800
cars
per
day.
We
on
average
hit
Mort
are
more
car
traffic
than
the
parking
lot
does
at
the
tram
parking
lot.
We
are
not
a
tourist
attraction,
we
are
not
Disneyland.
Q
We
are
offering
to
work
with
the
city
to
be
heroes
in
solving
an
acute
problem
which
you
have
already
addressed
with
the
South
Lake
and
trial.
South
biking
trail
parking
relocating
that
parking
and
also
with
the
mirror
House
parking.
My
issue
is
just
to
raise
awareness
on
this
and
to
let
you
know
that
we
are
not
accepting.
The
council
doesn't
have
an
absent
appetite
to
restrict
trade
access.
Okay,.
A
F
F
Couple
items
that
and
one
following
up
on
mr.
Calderon
in
addition
to
the
lichen
trail,
I've,
also
been
receiving
telephone
calls
from
individuals
in
the
Arabic
Cove
neighborhood
regarding
trailhead
parking
for
folks
going
on
those
trail,
heads
and
I
think
it's
simply
a
reflection
that
we
have
so
many
more
people
visiting
our
city
and
visiting
for
the
purpose
of
going
on
hikes
on
our
wonderful
trails
that
we
do
have.
So.
F
I
would
like
to
ask
staff
to
take
a
look
at
all
of
the
trailhead
parking
that
we
have
in
Palm
Springs
and
come
back
and
give
a
report
to
us
as
to
any
recommendations.
They
would
have
to
improve
the
ability
of
individuals
to
park
at
those
trail
heads
without
disturbing
inordinately
the
neighbors
that
that
live
in
the
area.
F
Secondly,
we
have
a
couple
of
meetings
that
I
think
we
need
to
get
rescheduled.
That
I
would
like
to
see
us
identify.
Fourth
of
July
happens
to
fall
on
a
the
first
Wednesday
and
I'm
thinking.
We
want
to
watch
fireworks
instead
of
be
in
here,
although
I
know
at
times
the
fireworks
in
here
pretty
good.
F
So
if
we
could
get
a
reschedule
of
that
date
and
I
would
also
note
that
our
second
September
meeting
is
Yom,
Kippur
and
well
I'm,
not
Jewish
myself,
I'm
working
on
an
honorary
membership
and
I
know
there
are
an
awful
lot
of
folks
who
are
not
going
to
be
here
on
the
19th
and
I'd
like
to
get
that
rescheduled
and
I
believe.
Also,
if
we're
working
on
schedules,
we
should
look
at
the
January,
2nd
2019
meeting.
F
D
A
request
I'd
liked
us
to
a
point.
Mr.
mayor,
a
an
ad
hoc
committee
for
the
library,
Lisa
and
I
are
on
a
standing
committee
and
so
we're
not
able
to
meet
with
any
of
the
interested
parties
and
so
I'm
wondering
if,
like
we
did
for
homelessness,
we
could
appoint
an
ad
hoc
committee
just
to
meet
with
the
impacted
groups
to
hear
from
them.
I'm.
D
There's
a
number
of
them,
so
just
so,
we
can
do
that
together
and
supposed
to
only
being
able
to
talk
about
it
in
our
standing
committees
and
at
this
point,
we're
not
able
to
both
attend
the
board
meetings
unless
their
board
meetings
are
public.
So
that
way
well,
our
standing
committee
will
be
much
more
effective
if
the
city
attorney
agrees
that
we
can
do
that,
the.
A
A
A
O
A
C
A
Else
for
the
city
manager,
Mayor,
Pro
Tim,
you
get
your
button
pushed
to
do
it.
Okay.
Next
item
is
adjournment.
Are
we
ready?
Okay,
a
new
record?
The
City
Council
will
adjourn
to
the
next
regular
meeting.
Wednesday
March
21st
6
o'clock
p.m.
Council
Chambers
City
Hall,
preceded
by
a
closed
session,
but
we
are
adjourned
at
time.
8:40.
