residents

spirit

drop

inspired

garner

suburb

democracy.

first
steps

a
journey
to
give
the
residents
in
the
first
District
a
reason

hope

same
spirit

saw

those
folks
faces
that
I
spoke
to
about
your
hopeful
message
and

reminded

that

Every
time
when
I
look
at
that
symbol
up
there
and
I
see
the
image
of
the
Sun,
and
it's
reminded
me
of
a
story
about
two
centuries
ago.

As
the
frameless
were
crafting,
our
constitution,
Benjamin
Franklin
was
often
seen
in
Independence
Hall,
looking
at
a
pennants
on
the
back
of
George
Washington's
chair
when
at
long
last
the
cuts
tuition
was
finally
was
signed.
Mr.
Franklin
said
these
very
words:
I
have
often
wondered
whether
the
Sun
was
rising
or
setting.
Today,
I
have
the
happiness
to
know
it's
a
Rising
Sun.
Well,
two
centuries
later,
we
know
the
Sun
will
always
rise
on
this
community.

city
council
district

live

part

workgroup

cannabis,

couple

issues
on
the
agenda
tonight
under
the
consent.
Calendar
I
wanted
to
thank
jr.
and
Jeff
for
meeting
with
us
a
number
of
different
times
and
to
Veronica
for
supplying
this
information
to
questions.

know
that
the
zoning
ordinance
will
be
up
on
December
the
18th,
and
that
has
the
guts
of
what
we
talked
with
you
about
I'd
still
unclear
to
us
whether
the
an
industrial
zone
is
going
to
be
covered
by
these
and
that
there
will
be
some
separation
distance
within
that.
So,
as
you
look
at
going
forward
on
the
18th,
if
you
would
take
a
look
at
the
industrial
zoning,
second,
it's
come
to
our
attention
that
grace

cannabis
regulations,
thank

for
welcoming
the
cannabis
businesses
into
Palm
Springs
and
investing
the
time

working
to
design
regulations
that
are
good
for
both

residents

business
owners.

odor
consultant
in
the
last
City
Council
meeting
that,
with
these
new
changes,
palm
springs
will
have
one
of
the
toughest
odor
control
regulations
in
the
country.
These
changes
to
the
odor
control
regulations
will
create
more
challenges
for
current
and
future
cannabis.
Businesses
in
Palm,
Springs
and
some
might
be
discouraged
to
come
to
Palm
Springs.

strict
regulations
will
affect
cannabis.
Regulation
efforts

other
jurisdictions
in
the
valley,
such
as
India,

looking

here

the
theater

doing
well

irons
in
the
fire.

just
come
back

gearing
up

excited

committed

the
project

beauty

only

Nancy
Sinatra's
coming,

viability
of
the
theater
to
help
us
fundraise.

is
going

very
important
and
moving
forward.

know
there.

are
many
people
in

life

looked
at
me
cross-eyed
when
I
said
I
was
going
to
commit
as
a
hobby
to
raising
10
or
12
million
dollars
for
for
restoring
an
old
theatre
and
reminded
me
that
we're
not
trying
to
cure
brain
cancer
here
and
that
it
was
going
to
be
hard
to
raise
those
kind
of
dollars.

like
another
service
that
the
city
would
provide
in
that
it's
real
job
is
to
provide
a
service

the
citizens,
breakeven
and
hopefully
make
enough
money

endowment

its
future,

long
as
we
work
on
it
are.

two
goals
is
to
raise
the
money
for

restoration
we'll
stay

subcommittee

oversee

and

yucca
valley
council

running

state
assembly,

amazing
to
see
democracy.

work

reason
why
I'm
here
tonight

I
wanted

recognize
your
service,

and
also
councilmember
Roberts
for
the
time

energy
that
you've
put
in

still
remember
my
first
year
on

council,
I

25
years
old
and

Remember
a
county
official
came
down
to
meet
with
me
and

said
to
me.

know

If
you
ever
need
somebody
to
lean
on
here's,

phone

call.
No
one
will
ever
understand.

a
few

us

elected
office
ever
understand
the
pressures

the
stresses

come

running

being
elected

Annapolis

never

my
denied

decided
to
step
down

the
council.

cried
like

was
interesting

because
the
only
time

grandfather's
funeral

realized

amount

sweat

tears
and
energy
that
goes
in

caring

community.

comes
with
a
tremendous
amount
of
emotion

whether
you
shed
tears
tonight

later
on
this
evening,
while
you're
here
in
public
or
later
on
this
evening,
we
will.
We
will
all
understand
mr.

mayor
I've,
got
some
resolutions
here
with
some
we're
asses
of
all
the
great
things
that
you
that
you've
done,
but
I
just
wanted

say
that
you
came
here
during
a
tumultuous
time
in
the
city's
history
and
for
somebody
who
was
watching
from
afar.

was
concerned
that
there
would
be
this
corruption,
a
brand
that
would
lay
over
Palm
Springs
for
years
to
come
and
actually,
quite
frankly,
it
went
away
very
very
quickly
and
it
was
realized.

wasn't
the
tight
entire
organization,
but
it
was
just
just
a
few
people
and
four
a
lot
of
reasons
your
but
to
be
commended
for
that
to
show
the
strength
and
courage
to
be
able
to
lead
lead,
lead
this
organization,

I
want

our

be
able
to
help
the
city
of
Palm
Springs.
It
all
began
from
from
that
conversation
and
and
finally
Ted
since
I'm
here

mayor
with
the
rest
of
the
council,
them
you
guys
and
me
come
from
two
different
parties,
but
I
have
enjoyed
our
relationship
together.

In
fact,
I
feel,
like
our
relationship,
is
probably
stronger
than
many
of
the
other
cities
in
the
district
and
for
that
I'm
I'm,
very,
very
grateful
and
then,
finally,
to
the
new
council
members
that
are
coming
in
Denis
and
grace.
This
is
a
tremendous
opportunity
to
be
able
to
give
to
the
community
that
you
love
and-
and
you
need
to
cherish
every
single
moment
that
you
are
to
be
able
to
make
these
decisions
it's
not
to
be
taken
lightly.
So
with

mayor
and
councilmember
Roberts
I,
you
guys
want
to
come
down.

for,
though
I
remember
when
I
was
first
elected.
Like
the
first
week,
I
was
in
office.
He
actually
came
to
talk
to

city
hall
and
came
to
my
office
and
introduced
himself,
and
we
had
a
great
chat
and
every
time
we're
in
Sacramento.
He
has
takes
the
time
and
I
know
he's
busy
to
have
lunch
with
us
or
dinner
with
us
or
and
anything
he
always
makes
himself
available.
So
thank
you
very

leaving
the
council
is
emotional
for
a
number
of
reasons,
but
most
of
all
it
is
because
I
love
my
job
and
I
love,
my
city
and
I
and
I
love.
My
colleagues
I
will
miss
them
every
day,
I

much
love

staff
of
the
city
and
my
daily
interactions
with
them.
My
colleagues
and
the
staff
of
this
city
inspired
me
challenged
me
educated
me
and
were
true
friends.

But
more
importantly,
we
were
losing
the
trust
of
our
community.
We
lost
the
trust
of
our
community
and
that's
sad
because
there's
always
going
to
be
cynics
and
there's
always
going
to
be
people
who
distrust
their
government
and
I
guess
they
should

Guess
that's
healthy
and
good,
but
in
this
case
the
cynics
were
right,
and
that
was
a
big
loss.
That
was
a
big
loss
for
me.

As
a
man
and
as
a
citizen-
and
it
was
one
of
the
things
that
inspired
me
to
run
for
my
seat,
I
will
tell
you
that
another
thing
that
inspired
me
to
run
for
for
my
seat-
I-
don't
I,
don't
have
political
ambition.
I
ran
for
this
job
to
do
this
job
with
no
political
aspirations
whatsoever,
and
it
was
out
of
pure
love
of
community
and
frustration
and
anger.

By
what
I
saw
we
were
about
to
lose,
but
I
have
to
admit
that
I
have
always
in
the
entire
time
I've
been
in
the
city
of
Palm
Springs,
been
an
enormous
fan
of
dr.
David
ready
and
he
I
have
watched
his
leadership.
I
have
watched
him,
lead,
I,
have
watched
him,
get
us
through,
and
many
City
Council's
before
me.
Some
rough
times,
I've
also
seen
him
do
extraordinary
things
with
budgets
with
staff
but,
more
importantly,
doing
his
job
serving
his
community
and
David.

You
know
when
you
get
ready
to
leave
at
ISU.
You
can't
help
but
think
back
on
the
things
that
occurred.
While
you
were
there
and
wonder
what
you
accomplished,
while
you
were
there,
and
hopefully
you
fulfilled
the
promises
you
made
to
get
elected,
and
hopefully
you
were
an
asset
to
your
community.
Hopefully
you
were
somebody
that
your
colleagues
could
respect,
and
hopefully
you
were
you
could
be
there
for
them
as
much
as
they
were
me
and.

About
a
year
or
two
ago,
Jeff,
Kors
and
I
sat
down
and
we
were
kind
of
doing
our
own
strategic
planning
for
the
coming
two
years
and
we
made
a
list
of
all
the
things
that
occurred
prior
to
that.
The
things
that
we
had
worked
on
and
the
things
the
city
had
accomplished,
and
it
was
a
very
long
list
and
I.

The
thing
I
think
that
blew
me
away
more
than
anything
of
all
along
the
way
was
the
way
this
community
stands
up
for
the
things
they
care
about,
and
not
only
in
talking,
but
in
action.
I
never
saw
stronger
community
support,
stronger
activism,
stronger
volunteerism
I
never
saw
in
my
entire
life.
A
joint
positive
attitude
to
getting
things
done.

But
what
I
really
wanted
to
talk
about
was
community
and
certain
moments
popped
back
into
my
head,
one
in
particular,
when
we
were
dealing
with
probably
one
of
the
most
difficult
policy
issues
that
I
think
I've
ever
seen.
I
feel
safe
and
saying:
councilman
Coors
has
ever
seen,
and
certainly
our
community
has
ever

hostility

anger

together

a
council
as
a
staff
and
as
a
community,
and
we
solved
that
we
are
now
a
model
for
hundreds
of
other
cities
on
how
to
handle
vacation
rentals
and
it's
working
quite
well
here
in
our
city
now.
But
the
thing
that
stood
out
the
most
and
I
know
this
will
resonate
with
Jeff
as
well.

Is
that
there
were
people
in
those
rooms
with
us
who
went
to
the
twenty-one
meetings
that
Jeff
and
I
held
and
with
the
council
to
solve
it,
and
they
had
nothing
to
do
with
it.
People
like
Jerry
Keller,
who
worked
back
and
forth
between
those
who
opposed
it
and
those
who
who
wanted
it
and
the
City
Council,
and
when
Jeff
and
I
were
at
the
end
of
our
rope
having
been
screamed
out
and
having
been,
you
know,
just
bombarded
by
an
angry
community
and
an
angry
vacation
rental
industry.

Another
thing
that
I
will
never
forget
in
my
entire
life
is
Chad
Mays,
so
Chad
Mays
is
a
is
a
Republican
with
true
Republican
values,
and
he
is
a
man
that
I
completely
support,
hugely
respect
and
who
taught
me
about
well
taught
me
that
in
a
time
when
we
are
completely
polarized
as
a
country,
there
are
still
people
that
are
willing
to
take
risks
cross
aisles
at
their
own
peril
and
Chad
Mays.
Does
that
on
a
regular
basis.

But
more
importantly,
we
have
a
community
that
our
that
is
our
ally
and
if
I
want
to
remember
one
thing
or
the
most
important
thing
that
we
did,
it
was
that
we
won
the
trust
back
of
our
community.

our
community
back

brink

this
city
fell
into
scandal
and
I
will
never
forget
that
it
humbled
me
forever.

what

It
has

honor
of
a
lifetime.
These
past
four
years
have
seen
an
extraordinary
Renaissance
of
the
city
of
Palm
Springs.
Quite
unlike
anything
in
our
story.
A
Eighty-One
year
history,
four
years
ago,
when
I
came
into
office,
what
kept
me
up
at
night,
more
than
anything
else,
was
the
partially
completed
Downtown
Development
project,
my
deepest
fear,
was
without
aggressive
action
by
the
council.
We
as
a
city
would
be
looking
at
the
bare
skeleton
of
the
Kempton
hotel
and
the
surrounding
acres
of
ugly
excavations
for
the
next
decade,
while
attorneys
battled
away.
That
would
have
been
a
disaster
for
for
our
city.
A
However,
our
council
took
aggressive
and
daring
action
and
worked
literally
side
by
side
with
the
architectural
Advisory
Commission
and
the
Planning
Commission
and
our
city
manager
and
his
staff
to
address
the
daunting
challenge.
Together,
we
were
able
to
quickly
craft
and
approve
a
new
downtown
development
plan
that
was
half
the
size
and
density
of
the
original
plan.
This
not
only
made
the
project
better,
it
made
it
economically
feasible.
Today.
As
a
result,
we
see
our
first
phase
of
the
new
downtown
completed
and
our
city
thriving.
A
Today
we
see
the
fantastic
capture
center
alive
and
vibrant
that
architectural
treasure
came
within
a
hair's
breadth
of
being
demolished
to
make
way
for
a
residential
development
that
that
traffic
electronics,
that
would
most
likely
have
not
been
built
and
would
have
resulted
in
acres
of
unsightly
bare
dirt
and
excavations
for
a
year
to
count
years
to
come.
Today
we
see
the
Town
&
Country
Center,
moving
towards
a
total
restoration
that
will
create
a
beautiful,
vibrant
and
historically
unique
addition
to
the
heart
of
our
downtown.
A
That
property
had
been
slated
in
the
original
downtown
plan
to
be
bulldozed
and
60
foot
tall
office
buildings
constructed
in
his
place.
Recently,
we
settle
with
grit
construction
and
Michael
Braun
and
make
it
possible
for
not
only
the
Town
&
Country
Center
to
be
restored,
but
for
the
remaining
phases
the
Downtown
Development
to
be
completed,
we
renovated
and
updated
our
huge
downtown
underground
parking
garage.
We
broke
ground
on
a
new
downtown
park.
A
But
we
I
mean
our
hard-working
city
staff.
Under
the
extraordinary
leadership
of
dr.
David
Reddy
by
we
I
mean
our
residents
who
voted
for
measure
J,
which
thus
far
has
made
it
possible
for
the
city
to
invest
some
ninety
five
million
dollars
in
infrastructure
improvements
over
the
past
eight
years,
our
new
council
being
seated
tonight,
inherits
some
exciting
projects
currently
underway
in
our
city,
which
we
can
all
look
forward
to
seeing
completed
in
the
very
near
future.

This
this
new
council
will
oversee
the
next
phases
of
the
Downtown
Development
project,
as
well
as
the
restoration
of
the
plaza
theater
and
the
Town
&
Country
Center,
that's
the
fun
stuff.
However,
they
will
also
face
the
many
daunting
challenges
that
every
city
in
California
currently
faces
rapidly
increased,
increasing
personnel,
health
care
and
retirement
benefit
costs,
homelessness
and
the
challenge.

expensive
task
of
maintaining
the
city's
extensive
public
infrastructure
I
have
every
confidence.
Our
new
council
will
tackle
these
problems
and
many
more
with
competence,
commitment
and
integrity
and
its
really
US
Navy
parting.

election

learned

almost
forgot

four
years
ago,
just

people
you
talk

their
doors

phones
at

house
parties.

really
get
a
sense
of
the
issues

impacting
people
day
to
day
and
it
really
does
impact
our
work
and
so
I
really
want
to
thank
everyone
who
opened
their
doors
for
me.

their
phones,
which
I
don't
always
do
and
I
get
calls
from
numbers.

don't
know
and
came
to
events
to
really
share
their
views
in
the
town
halls,
because
it's
such
an
important
piece
of
the
work
we
do.
This
was
our
first
district
election
and
when
we're
moving
to
districts,
there's

lot
of
concern
that
people
get
elected
with
a
few
votes.
We
wouldn't
have
qualified
people
running
people
wouldn't
want
to
serve
from
a
district
and
was
the
exact
opposite.
We
have
two
amazingly
qualified
candidates
sitting
up
here
who
are
now
council
members
I
couldn't.

Both
of
them
with
three
in
one
district
for
and
the
other
were
at
around
or
over
50%
of
the
vote,
so
strong
support
from
their
communities
and
they
both
had
significant
city
experience,
and
that
was
a
message
that
I
really
took
from
this
election,
which
was
so
different
than
four
years
ago
and
I
think
jr.
mentioned
it.
People
are
really
happy
with
the
direction
of
the
city.
There
are
things
they
want
us
to
do
things.

We
can
improve
things,
we
can
change,
but
overall
people
are
happy
with
government
and
they
supported
people
who
are
involved
in
their
government.
They
wanted
to
see
people
step
up
and
see
that
experience
and
to
have
two
people
who
are
on
the
Planning
Commission
is
gonna,
be
so
valuable
for
us
and
have
councilmember
garner
who
works
so
hard
on
the
districting
plan
and
districting
also
worked
for
the
other
purpose
right.
These
elections
were
a
lot
less
expensive
than
Elections.
Two
and
four
years
ago.

And
we
engage
people
who
hadn't
been
engaged
before
in
the
process
and
that's
the
most
important
part
of
our
jobs.
So
as
we
move
forward
and
for
me
the
most
important
thing
is
hearing
from
you
hearing
from
our
constituency,
Erin
from
our
businesses
and
knowing
what
matters
to
you.
Knowing
what
you
care
about.
You
know
when
I
worked
in
City
Hall
in
San
Francisco.

Quite
some
time
ago
there
were
less
people
in
public
comment
that
we
get
in
Palm
Springs
and
there
are
800,000
people
because
we
have
an
engaged
community,
but
we
need
it
to
be
engaged
from
every
corner
of
our
community
and
we
all
did
a
better
job
in
the
last
year
of
doing
that.
And
we
need
to
continue
that
effort.

need
to
build
upon
the
whole
goal
of
district
elections
by
doing
the
kind
of
outreach
to
get
more
people
with
different
life,
experiences
and
backgrounds
onto
our
boards
and
commissions,
because
that
often
is
the
way
that
people
get
onto
counsel,
but
ports
and
commissions
are
such
a
great
role
and
just
to
make
sure
that
everyone
is
hearing
us
and
that
includes
bilingual
notices.
And
you
know
I
appreciate
your

bilingual,
because
that's
a
big
part
of
our
community
and
that
outreach
is
so
key,
so
I'm
really

story
as
I
thought.
I'll
begin
with,
so
my
name
is
Tina.
Burr
and
I
moved
to
Coachella
Valley
from
the
East
Bay
with
my
family
in
July
of
2000.
We
arrived
at
9
p.m.
and
it
was
one
of
the
those
summers
where
it
never
got:
cooler
than
90
degrees.
At
night
and
I
thought
to
myself.
What
have
we
done?

There
were
cockroaches
everywhere
we
were
being
attacked
by
wind,
scorpions
and
other
creepy
crawlies,
and
the
Salton
Sea
was
experiencing
one
of
its
blooms.
And
what
had
we
done?
Well,
what
we
did
was
we
moved
to
a
small
valley
made
up
of
little
towns
that
come
to
be
our
home.
My
son
had
just
turned
to
that
spring,
so
this
became
the
only
home
he
had
ever
known
and
ever
does
in
those
when
I
started
a
great
job,
teaching
science
and
math
for
deserts
and
Unified
School
District
I
made
fast
friends
with
neighbors.

We
built
a
life,
that's
what
we
did.
Sadly,
my
husband
died
last
Thanksgiving
to
liver
cancer
and,
after
his
passing
my
son
and
I,
sat
down
and
had
heart
heart
talks
and
I
wanted
to
know
what
he
wanted
to
do
and
he
said
passionately
that
he
wanted
to
stay.
I
thought
okay,
well,
we'll
do
that,
but
I'll
need
to
get
involved
to
make
sure
that
things
around
here
get
fixed
over
the
years.
In
our
classes,
we
studied
the
Salton
Sea
and
even
had
some
of
our
students
complete
science,
fair
projects
about
the
sea.

Over
the
years
we
have
watched
its
shrink
and
become
familiar
with
its
problems,
but
now
it
is
becoming
more
than
just
problems.
The
situation
is
dire
and
needs
to
be
addressed
quickly.
The
Salton
Sea
is
part
of
our
home,
and
it
is
need
of
our
help.
This
crisis,
if
not,
is
not
political,
its
environmental
but
more
important.
It's
about
our
families,
friends,
most
importantly
about
our
children
and
their
future.

to
support
the
recent
declarations

emergency
for

pollution

the
Salton
Sea
by
Imperial

Salton

Authority

19th
at

are
now
a
fully
licensed
and
certified
a
community-based
adult
service
provider,
which
means
that
in
citizens
of
Palm
Springs
and
the
local
area
we'll
be
able
to
get
adult
day
care
services
for
any
kind
of
chronic
illnesses
for
respite
for
people
with
with
dementia
Alzheimer's,
particularly
those
people
that
need
that
additional
help
in
our
in
our
community.
We
have
for
many
many
years,
of
course,
specialized
in
neurological
care,
and
we
feel
that
as
the
next
step,
what
I,
what
I
call
the
evolution
of
care
is.

Basically,
we
needed
to
start
looking
at
how
we
deal
with
our
communities.
Members
that
have
challenges
in
dementia,
Alzheimer's
stroke
related
AIDS
related
all
of
the
things
that
are
coming
down
the
pike
at
us
that
we
keep
hearing
about.
It's
such
an
important
thing
that
there
is
a
place
that
you
know
there
is
a
place
where
the
people
will
be
safe,
where
they're
treated
with
respect
with
dignity
and
that
hopefully,
we
can
help
them
to
grasp
and
be
able
to
hold
on
to
that
part
of
their
life.
That
gives
them
the
greatest
amount
of
pleasure.

emergency
stated

is
being
put
by
the
Imperial
County
and
we're
hoping
that
this
moves
forward

idea
of
importing
ocean
water,
because
it

us

approach

cover
the
dust
that
has
been.
There
has
100
over
a
hundred
years
of
pesticides
and
munitions
from
target
practicing
and
raw
sewage
that
has
escaped
into
the
Salton
Sea.

detoxifying
neutralizing
desalinating
this
water
and
I
just
want

compliment
the
board
of
trustees
at
college
of
the
desert
that
passed
the
solution
to
import
ocean
water
as
a
scientific
method
to
to
solve

they're
the
ones
that
are
going
to
build
our
future
by
educating
our
children
to
be
the
future
scientists
that
are
going
to
come
back
and
have
to
face
all
of
this
disaster,
and
we
have
to
support
them
as
much
as
we
can
as
adults.

is
the
fact
that
if
you
go
to
any
of
these
meetings
about
the
Salton
Sea,
what
strikes
you
immediately

how
slowly
everything
moves?
Nothing
happens.
They
can't
there's
so
many
laws
requiring
permitting
and
everything
else.

It's
like
you've
entered
a
different
universe
of
time.
So
that's
why
we
think
this
declaration
of
emergency,
the
two
of
them
which
are
copies,
are
in
the
packet
by
Imperial.
County
is
a
key
part
of
the
solution,
because
if

governor
will
endorse
that,
then
it
will
allow
them
to
cut
through
and
expedite
those
processes
so
that
we
can
actually
get
some
projects
built
down
there
to
mitigate
the
dust
and
then
build
some
habitat
and
so
on.

Sea
authority

up

five
different
agencies
and
they're
going
to
be
meeting

this
question.
It
was
brought
up
at
their

they

County
Board
of
Supervisors
on
October
22nd,
issued
an
emergency
declaration
on
air
pollution
and
October
and
sorry
on
November
4th
a
second
emergency
declaration
on
the
pollution
of
the
New
River.
They
sent
a
letter
to
government
governor
Gavin
Newsom,
requesting
that
the
state
endorsed
the
emergency
declarations.

These
emergency
declarations
have
the
ability
of
making
available
emergency
funding
to
cut
through
all
of
the
bureaucratic,
permitting
requirements
that
have
been
typically
slowing
down
any
actual
construction
or
remedies
at
the
Salton
Sea
and
under
normal.
Well,
let
me
just
go
ahead.
The
Imperial
County
is
calling
for
an
epidemiological
health
study,
an
emissive
soil
analysis,
a
toxic
air
data
analysis
and
they're
also
calling
for
drilling
wells
for
water
to
plant
trees
near
the
affected
communities
for
dust
control.
Under
normal
circumstances.
C
We
would
ask
the
city
to
consider
a
resolution,
but
actually
there's,
unfortunately,
no
time
the
the
Salton
Sea
Authority
is
going
to
meet
on
December
19th
and
that
doesn't
leave
enough
room
to
create
a
resolution.
So
we've
taken
the
liberty
of
preparing
some
individual
letters,
I
think
that
may
be
either
in
front
of
yours
now
or
soon
for
you
to
consider
sending
letters
of
support
in
supporting
the
Imperial
County
measures.

meeting

I
want
to
talk
about
a
non-agenda
item,
so
I
figured
I
could
get
up
here
before
you
know,
I
had
a
state
till
midnight
to
make
a
comment.

I
Access
to
this
event
in
the
in
the
past
has
been
very
difficult.
It's
not
really
been
promoted
to
the
public.
It's
kind
of
you
have
to
be
in
the
know
to
know
that
there's
seats
that
are
accessible.
The
program
itself
was
lovely
this
year.
No
complaints
about
what
was
in
it,
but
what
was
not
in
it
I
have
one
example.
I
wish
I
had
a
list
of
three.
I
These
are
all
suppose
you're
supposed
to
have
threes
of
everything,
but
the
example
I
have
is
Parks
and
Rec,
something
that
was
striking
to
me,
given
the
number
of
constituencies
that
use
Parks
and
Rec
didn't
even
come
up
at
the
State
of
the
City
address.
I
think
the
folks
here
know
that
we
can
do
better
next
year
and
I
would
just
urge
you
to
do
so
and
get
started
on
it
now.

we
don't
have
one
of
these
things
like
well,
it
was
already
in
place,
so
it's
too
late.

request

it
is

the
upcoming
council
meeting
we
had
discussed
with
the
prior
council
between
December,
18th
and
December
19th,
but
I
know,
there's
an
important,
and
so
we
had
talked
about
doing
December
18th,
even
though
we
just
moved
to
Thursday
meetings,
there's
an
important
community
event
on
the
18th
and
I'm,
also
having
a
medical
procedure
and
probably
cannot
attend
on
the
18th.
So
I'm
asking
that
the
council
moved
to
the
19th
to
accommodate
that
schedule.

other
thing
I
just
want
to
clarify
is
someone
in
the
earlier
public
comment
mentioned
that
there's
cannabis
zoning
matter
on
on
the
18th
and
my
understanding
is.
We
voted
both
of
them
on
second
reading
already,

we
just
clarify
for
folks
that
there
may
be
some
other
kind
of
a
stuff
coming
forward
next
year,
at
that
point
we
can.
This
council
can
weigh
in
on
cannabis
related
issues
as
well.

we

of
meetings
regarding
the
library
and
one

next
steps

regarding
review
of
sunrise,
Park
and
the
potential,
but
I
don't
want
us
to
lose
the
momentum
that
we
have
already
gained
on
on
that
issue
and

like

see
that
coming
back
and

something
that
has
gotten
a
lot
of
discussion
is
the
noise
and
event
house
issues
and
council
member
or
excuse
me.

Pro,
Tem,
holstege
and
I
have
been
a
part
of
that
subcommittee,
regardless

that
subcommittee
ultimately
ends
up
being
after
in
January
we
go
through
and
do
reassignments
I
think
it's
very
important
that
we
get
in
as
soon
as
possible
after
the
first
of
the
year,
public
meetings
to
discuss
the
noise
and
event
house
ordinance
by
that
particular
subcommittee.

I

believe
that
it's
imperative
that
we
look
at
the
Planning
Commission
interviews
as
soon
as
possible,
we're
down
to
a
skeleton
staff
of
four.

means,
if
one
is
sick,

there

development

anything
we
can
do
and,
along
with
staff,
to
make
those
happen
would
be
appreciated.

we
put

boards
and
Commission
assignments
on
the
first
meeting
in
January,

we
can
get
those
done

there's
anything
happening

that
first

appointments
at
the
next
meeting.
If
we
also
can
get
scheduled
the
update
from
some
line
on
the
buzz
we're
well
over
a
year
into
it,

understanding
is,
they
still
haven't
started
the
count.

how

people
are
riding
and
at
each
stop
and
there's
just
a
lot.

just
I've
gotten
a
lot
from
the
tourism
industry
about
promotion
and
a
little
bit
be
good
for
us

update

people

riding
and
if
they
do
know
that
and
be
able
to
weigh
in
and
see
how
they're
doing
on
potential
grants
to
take
it
over
after
two
years
and
fund
it
themselves.

asked

our
next
meeting
to
bring
forward

don't
know
if
it's
an
ordinance
or
resolution
to
change
the
criteria
for
serving
on
boards
and
commissions
in
the
city,
and
currently
you
have
to
be
a
registered
voter,
which
means
one.
You
have
to
be
a
United
States
citizen
two.
You
have
to
be
at
least
18
years
of
age
and
three
people
who
work
in
Palm
Springs
but
don't
reside
in
Palm
Springs
ineligible.
So
I'd
like
to
see
that.
But
let's
do
that.

first
meeting
in
January
have
a
full
slate,
because
we
think
everyone
should
be
able
to
serve.
We
represent
everyone,
whether
they're,
the
United,
States,
citizen
or
not.
We
represent
everyone,
regardless
of
their
age,
and
if
there
are
high
school
students
who
want
to
serve
on
a
board
or
Commission,
they
should
be
able
to,
in
my
view,
but
obviously
we'll
deliberate,
that
when
it
comes
and
at
the
same
meeting
I'd
like
to
to
include
a
discussion,
but
that
we
could
vote
on
about
moving
all
board
and
Commission
meetings
to
5:30
p.m.
at
the
earliest.

participate

come

views

something

impacts
them
or
their
neighborhoods.
