mayor

county

cases
per
day
per
100
000
residents,
that's
the
lowest
that
it's
been
in
about
eight
weeks.

came
out
of
triple
digits
last
week
and
we
were
over
110

weeks
ago.
So
it's
pretty
good
improvement.
Also,
the
county
actually
has
icu
capacity
again
we're
fluctuating
between
10
and
20
percent.
Icu
capacity
daily.
The
county
only
has
240
icu
beds,
so
it's
actually
very
easy
for
that
number
to
fluctuate.
But
right
now,
as
of
today,
we
had
23
bed
spaces
available
in
the
icu.

One
update
on
the
purple
tier
most
people
know
that
the
supreme
court
ruled
that
churches
can
reopen.
Every
church
is
gonna
have
their
own
internal
restrictions.
The
modification
that
the
state
has
is
25
capacity,
but
your
individual
church
might
have
tighter
restrictions,
but
you
can
go
back
to
inside
worship.

week
there
was

800
cases

to
this

monday,
we've
only

000,
so
we're
actually
on
track

improved

making
sure
that
we
had
a
site
here
in
palm
springs
and
in
the
western
coachella
valley.

update
is
that
the
hours
of
operation
will
be
from
8
am
to
5
pm
monday.
Through
friday,
appointments
are
necessary,
so
you
need
to
make
an
appointment.
Online
appointments
will
be
offered
to
people
in
phase
1a
and
phase
1b
tier
1..
So
that's
residents
who
are
65
and
older
and
a
lot
of
essential
workers,
and
you
can
find
that
graph
online
registration
is
required,
eliminate
a
limited
amount
of
vaccinations
are
available
tomorrow
on
friday,
and
then
full
operations
will
begin
on
monday.

appointments
should
be
online
pretty
shortly.
The
capacity
is
up
to
500
vaccinations
per
day,
and
we
have
a
commitment
from
them
to
do
that
for
the
next.

couple

months
and
it
also
because
our
convention
center

possibility
of
expansion
based
on
vaccine
availability.

residents

fight

pandemic
in
our
city

saving

working

make

It's
truly
appreciated

on
tuesday,
mayor
hostage
mayor
pro
tem
middleton
and
I
as
well
as
others,
went
out
to
what
will
be
a
new
windmill
farm,
just
south
of
the
amtrak
station
on
a
cloudy
and
windy
day
by
the
windmills,
and
this
was
a
major
step
forward
for
desert
community
energy
and
palm
springs
in
our
joint
efforts
to
address
climate
change
and
save
ratepayers
money.
As
desert
and
community
energy
signed
three
15-year
power
purchase
agreements
with
terrigen
from
100,
renewable
and
carbon
free
power
produced
right
here
in
palm
springs.

I
know
a
lot
of
folks,
especially
people
who
come
visit,
think
that
all
the
power
from
the
windmills
comes
to
us,
but
it
goes
whoever
signs
contracts
all
around
the
country,
but
these
contracts
will
result
in
a
hundred
percent
of
the
power
from
these
three
new
wind
farms
for
15
years,
going
to
our
customers
and
as
a
result
of
that,
and
that's
one
of
the
benefits
that
dce
as
a
nonprofit
with
local
control
has.

are
creating
180
new
construction
jobs
right
here
in
palm
springs
and
five
to
six
permanent
green
energy
jobs
to
maintain
these
windmills.
So
it
was
a
really
nice
ceremony
with
perigen,
and
it's
really
exciting
that
we
can
now
share
that
the
energy
coming
from
those
windmills
is
coming
to.
You
know:
customers,
the
businesses
and
residents
right
here
in
palm
springs
and
over
time,
we'll
save
considerable
money
for
them
as
well.

our
december
10th
meeting.
It
says
that
I
wanted
basketball
hoops
taken
down,

wanted

basketball
hoops
put
back
up

all

our
parks.
So
that's
pretty
important
for
me
if
it
can
be
fixed.

received
a

from

bankruptcy
trustee.

relates
to
the
tova
hotel
project.

believe
it's
called

project
is
currently

bankruptcy
proceedings.

bid
and
then
be
able
to
eventually
demolish
the
structure.
The
bankruptcy
court
has
prohibited
us
from
doing
that
at
this
point,
they're
of
the
opinion
that
the
property
is
more
valuable
with
the
structure
on
it,
and
so
they
have
directed
us
to
not
proceed
with
the
demolition
at
this
time.

I've
been
a
resident
of
the
el
mirador
community
for
over
10
years.
I'll
begin
by
stating
that
I
joined
the
vast
majority
of
residents
of
el
mirador
and
strongly
opposing
any
changes
to
the
architectural
integrity
of
the
cul-de-sacs
at
the
end
of
our
streets.

Several
months
ago,
the
council
began
this
began
this
action
by
initially
suggesting
that
the
cul-de-sacs
were
a
symbol
of
the
city's
history
of
racism.
Then
later
made
an
argument
about
ease
of
access
to
different
services
within
our
community.

I
fully
acknowledge
that
palm
springs
has
a
history
of
racial
injustice.
That
needs
address
no
question
but,
as
has
already
been
presented
to
this
council,
these
specific
cul-de-sacs
were
constructed
over
30
years
ago
at
the
direct
response
to
the
unresolved
vandalism,
vagrancy
and
crime
that
was
occurring
in
the
neighborhood.

It
has
sort
of
seemed
to
me
that
the
palm
springs
city
council
has
more
or
less
swooped
down
into
our
security
out
of
nowhere
and
pardon
my
hyperbole,
seemingly
on
this
desperate
mission
to
change
the
integrity
of
our
streets
and
our
neighborhood
with
little
or
no
input
from
us
and
to
say
the
least,
I
have
found
this
a
little
unsettling
and
I
would
be
most
interested
in
understanding
better
from
where
this
motivation
comes.
I

of
north
pakera
road
in
palm
springs,
an
immigrant
from
the
philippines
born
and
raised
by
low-income
parents
who
died.
When
I
was
13
years
old,
I'm
a
registered
nurse
council
members,
I'm
talking
to
you
to
state
my
strong
objection
to
any
action
toward
modifications
of
the
gates
that
created
successful
police
apps
out
at
the
north
aquarium,
rodeo
fiesta
and
opontia
roads
after
lnt
palm
springs
search.

My
partner
for
18
years
has
limited
mobility
due
to
chronic
cervical
and
lumbar
medical
issues
and
vagiero's
limited
food
and
vehicular
traffic
is
essential
to
his
physical
safety
and
personal
security,
opening
up
north
dakota
bicycle
and
pedestrian
traffic
with
no
sidewalks,
not
to
mention
the
implied
future
plans
stated
by
council
member
course
of
removing
the
gates
completely
would
defeat
the
purpose
for
which
we
move
here.
In
closing,
I
will
make
a
simple
summary
point:
we
elected
you
to
serve
us
to
guide
us
to
achieve
progress
and
prosperity
and
not
to
divide
us.

After
the
past
four
years
of
national
division,
yet
our
neighborhood
has
received
inadequate
advance
notice
of
less
than
five
days
before
today's
action
and
some
residents
were
not
notified
at
all.
As
you
can
see
from
my
story
via
a
diverse
neighborhood,
and
any
discussion
of
this
proposal
should
have
been
conducted
with
the
residents
involved.

has
not
been
done.
Instead,
divisive
rhetoric
of
racism
and
discrimination
was
used
by
council
members.
Therefore,
my
partner,
I
do
not
support
any
temporary
or
permanent
modifications
to
petition
or
vehicular
access
to
our
gold
disaster
without
prior
democratic
consultation
and
request
a
new
vote
on
this
consent.

neighborhood
of
el
mirador
in
2018.

purchased
my
home
on
north
rodeo
road,
specifically
because
it
is
on
a
cul-de-sac
with
pedestrian
and
vehicular
traffic
limited
to
residents
on
the
block.
The
sense
of
safety
and
serenity
is
very
important
to
me
is
why
we
love
palm
springs.
The
city
staff
report
has
no
evidence
of
a
neighborhood
request
or
support
of
this
initiative.
However,
there
is
vague
reference
to
the
gates
being
a
form
of
discrimination
against
lower
income
residents
in
the
original
1990
neighborhood
documentation
for
the
cul-de-sac
gates.

It
is
very
apparent
that
the
streets
were
reconfigured
for
safety,
because
the
neighborhood
was
riddled
with
break-ins,
petty
theft
and
quality
of
life.
Crime
40
property
owners
were
assessed
almost
five
thousand
dollars
each
to
legally
create
the
cul-de-sac
in
full
collaboration
and
agreement
with
the
city,
city,
engineers
and
planners
ensured.

The
cul-de-sacs
were
constructed
to
be
in
full
compliance
of
state
and
local
codes
existing
at
the
time
after
30
years,
our
quiet
streets
have
had
a
positive
impact
on
the
entire
neighborhood
as
a
person
of
color
who
has
been
subjected
to
various
levels
of
discrimination,
my
entire
life.
I
do
not
find
these
structures
on
our
cul-de-sac's
offensive
or
symbol
racism.
Rather,
they
provide
significant
peace
of
mind.
That
activity
is
calm
on
our
street.

city
is
literally
filled
with
gated
communities
for
safety
and
traffic
reasons.
Are
you
proposing
they
all
be
removed
elsewhere,
since
moving
in
I've
had
random
intruders
on

property

mail
and

thefts.

gated
communities

springs

Quite
frankly,
the
city's
proposal
to
permit
pedestrian
traffic
on
the
four
corner
stocks
is
ludicrous
and
serves
no
purpose.
The
only
benefit
it
would
provide
to
residents
of
chagawala
is
that
it
would
enable
them
to
walk
one
block
to
chia,
then
having
to
divert
to
either
mialis
or
caballeros.
Let
me
reiterate:
one
block
as
chia
blocks
any
further
straight
advancements.
I
Furthermore,
currently
the
children
in
chakawala
enjoy
the
cul-de-sac
as
their
playground.
Even
basketball
nets
are
set
up
in
their
parents,
enjoy
the
safety
by
creating
pedestrian
access.
It
no
longer
provides
parents
with
the
oversight
nor
safety
of
their
children
right
now,
with
covert
and
any
other
priorities.

think
that
the
city
would
have
other
means
of
not
wasting
money
on
pedestrian
gates,
which
no
one
on
either
side
of
the
gates
has
ever
disputed.

built
legally
and
paid
for
by
the
residents
in
1990
to
address
crime

safety,

in
place
for

years
without
issue.

cul-de-sacs

breach

The
city
made
with
the
residents
altering
the
cul-de-sac
gates
with
pedestrian
access
would
change
the

streets
and
the
value
of
our
homes.

are

neighborhood

topic

with

residents
impacted.

has
not
happened
in
the

One

main
reasons
for
choosing
my
home
here
on
rodeo
road
was
the
fact
that
it
was
on
this
beautiful
quiet
cul-de-sac
street
with
limited
access.
I
knew
this
would
make
living
here
much
safer
and
quieter.
Safety
was
very
important
to
me
in
making
this
decision.
I
would
not
have
boxed
my
home
if
this
was
not
a
closed
cul-de-sac.
I
have
also
paid
a
premium
for
this
kind
of
living
and
my
home
is
at
the
very
end
of
the
street.
Next
to
the
gates.

If
there
were
any
kind
of
openings
of
any
kind,
it
would
have
given
this
kind
of
crime
and
easier
access
to
our
neighborhood.
This
is
why
the
city
approved
the
gates
and
the
homeowners
paid
for
the
gates
to
be
installed
over
30
plus
years
ago.
Given
this
kind
of
opening
to
the
gates
does
not
make
sense,
our
streets
are
not
a
shortcut
to
any
park
or
any
easy
way
out
of
the
neighborhood.

one
has
had
a
problem
with
this
these
gates
and
in
fact
it
has
made
both
sides
better
way
of
living
for
safer
for
children
and
other
activities.

ask

to
take

off
the
agenda
and
leave

gates
as
they
are
and
have
been
for
over

years,
and

seemingly

deflect

gates

placed

limit
an
escape
route
for
vandals.
That's
the
primary
reason:
the
cul-de-sacs
limit,

pedestrian
access,
but
they
don't
prevent
it
and
vehicular
traffic
is
also
limited
and
has
been
very
effective
in
minimizing
vandalism.

trip
to
the
neighborhood,

neighborhood
and

just
don't
understand.

would
you
even

it
on
your

extra

when

benefit

sentences

small

mirador
neighborhood
organization,
the
secretary

the

The
organization
has
received
criticism
for
not
including
residences
adjacent
to
our
present
borders,
especially
those
immediately

the
north
of
us.
For
the
record,
I
would
like
to
provide
some
history
as
it
informs
the
question
of
the
gates.

The
neighborhood
was
originally
established
in
2001
as
the
belgieto
homeowners
association,
with
the
creation
of
the
office
of
neighborhood
involvement
in
in
2005.
The
association
was
converted
to
become
a
palm
springs,
neighborhood
organization
and
changed
the
name
to
el
mirador,
while
retaining
the
original
borders.
We
believe.
Actually,
we
were
the
first
to
be
established
and
also
the
first
to
have
played
science
recognizing
that
the
1ps
guidance
recommended
inclusion
of
similar
adjacent
properties.

Emno
has
attempted
on
several
occasions
to
gather
the
20
signatures
that
were
required
by
1ps
to
establish
or
in
our
case,
expand
the
inclusion
area.
However,
signatures
were
hard
to
come
by
and
those
efforts
were
not
successful,
with
the
recent
determination
by
1ps
to
include
every
city
resident
in
a
neighborhood
organization,
accompanied
by
a
change
in
the
requirement
of
signatures.

Emno
has
taken
steps
with
the
help
of
1ps
to
gather
the
names
and
addresses
of
residents
in
adjacent
areas.
So
one
of
the
first
priorities
for
the
new
board
that
was
just
elected
this
month
is
to
determine
what
boundary
extension
we
feel
we
can
manage
and
how
to
accomplish
it.
The
board
is
committed
to
the
expansion
of
the
el
mirador
neighborhood,
both
to
the
north
and
west.
That
will
definitely
include
residents
of
chuckwalla
and
cottonwood
roads.

house

2007

main
reason
was
because
it
was
a
cul-de-sac.

people

gated

stop
people
from
ringing.

as

notification,
I

the

council
to
check

why

notice

home
address
was
to
a
person
that
doesn't
live
here.

lived
here

paid
taxes
for

know
why
they
couldn't

my
name
or
my
partner's
name
on
the
envelope.

it's
not
a
person.
It
must
have
been
the
original
person.

lived

gates
were
put
in,

it
wasn't

think
if
the
city
council
wants
to
correct
past
misgivings

inclusiveness,
they
should
look
to
the
historic

properties

private
homes.

on
our
pre-closing
to
our
home
12
years
ago,
we
got
a
document
ccnr's
that
stated
that
we
could
not
resell
our
home
to
a
particular
racial
group,
and
I'm
not
going
to
say
that
over
this,
but
I
have

document
in
my
files.

if
the
city
wants
to
help
clean
up
past
misgivings,
I
think
that
would

a
good
start
to
anybody
buying
property
and
getting
those
types
of
documents
in
their
closing
packet
without

surprise,

know

another
one
that
I
wanted
even
mention

disheartening,

purchased

I
bought
in
2019,

I
specifically
chose
this
home
because
of

quiet,
neighborhood

quiet
streets.

are
many
neighborhoods
and
things
that
are
lovely,
but
this
was
one
that
drew
me
in,
because
it's
quiet
and
peaceful
because
of
the
gates.
I
propose
that
no
alterations
be
made
to
the
gates
fewer
pedestrians,
fewer
bicyclists,
make
it
more
peaceful.

neighbors

matter

cul-de-sac

opened

coming

actually
learning

hearing

other
neighbors
speak
about
this

all,
I'm

minority
myself,
a
minority
immigrant,
and
I
was
really
pleasantly
surprised
when
I
moved
into

neighborhood
that

neighborhood
was
so
diverse
in
this
issue,
even
being

matter

racial
equality
is
definitely
concerning
to
me,
because
I
don't
feel
that
it
would
help
that
case
at
all
and
then
also
like
the
issue
of
vandalism.

didn't
even
know
that
we
had

problem
and
that's
why
the
keys
were
put
up

years
ago.

moved
here

months

main
reason

purchased

because

young
kids

played

issue

racism

smash

grab
type
crime

home
owner

values.

approved

unanimous
recommendation

revenue

taxation
policy
committee

change

policy

cal
cities

advocacy

Cal
city
supports
future
aid
being
allocated
to
cities
through
a
process
that
objectively
accounts
for
the
impacts
that
a
disaster
or
an
emergency
has
had
on
cities,
residents,
infrastructure,
economy
and
revenues.

the
event
that
aid
is
provided
solely
on
a
per
capita
basis,
cal
city
supports
that
it
be
done
equally
per
resident
without
regard
to
the
size
of
the
city,
and
that
was
approved
by
the
board.
Today,
that's
the
last
stack

cal
cities.

the
federal
funds,
we
hope
will
ultimately
come.
All
of
our
representatives
will
be
advocating
for
equal
access.

events

take
pride
in
each

human
rights
commission
awards
program,
and

part
of
our
commitment
as
a
city
to
be
a
fully
inclusive
city,
one
that
is
advocating
constantly

members

monthly
california
mayor's
coalition
meeting,

mayor
hostage

anthony
rendon
joined
us,
and
this
was

main
subject

conversation
with
him
as
well.

have
over
100
mayors
and
a
couple
former
mayors
who
are
now
part
of
the
coalition,
and
we
had
a
really
good
conversation
with
him
on
how
we
advocate
so
that
what
happened
with
the
last
round
of
distribution
of
cares
act,
funding
doesn't
happen
moving
forward
and
the
good
news
is
in
the
the
new
bill.
We
received
tonight
information
that
the
bill
that
came
out
of
the
first
committee
in
the
house
on
funding
related
to
covid.

has

provision
that
it's
only
for
cities,
50,
000
and
up
which
would
leave
us
a
couple
hundred
people
short,
probably,
but
it's
for
all
cities,
regardless

size
and
so
continuing

advocacy,

I

know

really
important
because
that's
what

allow
us

add
more
staff
to
provide
programs

our
businesses

our
residents,

badly

visitors,
bureau

work

that
they've

for
us.

convention
center
and

share

comes

number

seats,
not

people

flying

available
coming

palm
springs

december

compared
to
december

20

this

we're
down
about
14
percent
california's
down
over
50
percent
nationally
it's
under
it's
over

percent

that's
the
result
of
all
the
work
that
our
tourism
bureau
and
the
cbd
and
our
airport
did
together
to
bring
in
southwest
and
other
airlines
to
the
city.

in

really
good

we
hopefully
get

end

the
pandemic
and
the
risks
for
travel
to
be
able
to
welcome
a
lot
of
people
back
to
palm
springs.

southwest

jetblue

you

asked
for
an
update
on
the

lift

rise
contract
which
allows
us
to
have
some
housing
and
actually
jay.

do
have
an
update
because
they
just
approved
the
contract.

believe
today.

Yes,
the
lift
to
rise
board
has
approved
the
agreement
with
the
city,
and
so
we
are
moving
forward
with
them.
The
agreement
actually
utilizes
a
portion
of
the
funds
from
the
city's
administrative
dollars,
so
we
could
better
maximize
the
amount
that
the
council
approved
back
in
december.
So
we
are
using
more
of
the
program
dollars
to
meet
program
and
cutting
into
the
city's
admin
dollars
to
meet
the
management
fee
for
a
lift
to
rise.

They
have
indicated
they
will
be
prioritizing
working
on
palm
springs
applications,
they
have
about
200
of
them
and
they
are
very
intent
on
whittling
them
down.
In
addition
to
that,
the
county
has
recently
approved
accepting
57
million
dollars
from
the
federal
government,
so
these
dollars
can
also
be
used
in
the
city
of
palm
springs.
So,
even
though
we
may
go
through
the
palm
springs,
resources,
lift
horizon
will
be
in
a
position.
