the
fight
and
I'm
here
as
the

chairperson
of
the
seabag
homelessness
committee
and
as
you
know,
that
is
a
battle
that
every
city
in
this
Coachella
Valley
fights
and
has
fought
for
quite
a
number
of
years.
The
city
of
Palm
Springs
has
been
a
leader
in
an
incident.
Inspiration
in
that
fight
against
homelessness
and
I
want
to
thank
you
for
that
and
the
shout-out
to
Jimmy
folks
who
was
there
from
the
very
beginning
with
Royce
Desert
Resource,
Center
Royce,
as.

The
opportunity
was,
you
know
what
let's
go
to
plan
B,
let's
look
at
what
would
be
most
effective
and
what
our
homelessness
committee
through
C
dad
came
up
with
is
what
we
really
need
is
a
regional,
coordinated
approach
and
when
we
first
introduced
that
concept
we
expected
funding
of
about
eight
hundred
sixty
five
thousand
dollars
enter
the
desert
healthcare
district.
That
said,
you
know
what
we're
in
on
this
fight.
We're
gonna
try
to
help
make
a
difference,
so
we'll
take
a
seat
at
the
table
and
we'll
contribute
our
100,000.

The
best
part
for
me
personally
is
that
now,
instead
of
addressing
just
the
West
End
cities
because
of
the
scaling
up
of
this
contract,
we're
able
to
now.
In
fact,
we
call
it
now-
the
t'challa
Valley
housing
first
program,
because
we're
able
to
expand
the
path
of
life
ministry
services
to
other
valley
cities
and
truly
undertake
a
wholistic
regional
approach.
So
thank
you
to
the
city
of
Palm
Springs
for
years,
taking
a
leadership
position
in
this
fight
against
homelessness.

So
it
is
one
of
our
big
initiatives
and
we
decided

we
wanted

get
the
city's
sort
of
kickstart.
The
cities
into
doing
this,
so
one
of
the
things
I'm
going
to
be
sent
today
is
a
103
thousand
dollar
check
for
your
matching
funds
or
the
valley
wide
initiative
and
I
understand.

there
thank

all
you've
done
for
the
Seebeck
homelessness
committee
cuz,
you
certainly
have
turned
that
around
and
I
also
want
to
give
a
shout-out

fellow
council

Our
deaf
course
who
actually
started
the
conversation
with
the
desert
healthcare
district
and
asked
them
and
understood
how
important
that
that
homelessness
was
to
health
and
well
being.

Thank

First
of
all,
I
really
appreciate
you
having
us
here
today,
so
that
we
can
give
you
an
update,
and
this
is
the
most
West
Nile
virus
we've
had
in
the
Coachella
Valley
this
year
on
record,
and
so
this
is
something
that
we're
concerned
about.
We
have
had
a
recent
West
Nile
virus
mosquito
sample
turn
up
just
on
Monday
in
Palm
Springs.
A
A
It
is
a
mosquito
that
can
transmit
serious
viruses
like
chikungunya
dengue,
the
Zika
virus.
They
do
not
locally
transmitted
right
now
in
the
valley
or
in
California,
but
if
we
start
to
have
established
populations
of
these,
mosquitoes
will
start
to
see
local
transmission
eventually.
So
why
we're
working
so
hard
to
get
rid
of
it?
What
we've
been
doing?
Our
response
is
door-to-door
campaign.
A
It's
been
quite
successful
in
some
other
areas
where
we
go
into
every
single
yard
and
talk
to
people
buck
how
to
get
rid
of
this
stuff
in
their
backyard
that
attracts
these
mosquitoes
things
like
small
little
bottle
caps
full
of
water.
These
mosquitoes
can
breed
in
we've
done
3400
inspections
in
Palm,
Springs
alone
this
year,
so
far,
I'm
looking
for
those
mosquitoes
where
we've
had
212
properties
have
been
positive
for
those
mosquitoes,
so
still
work
to
be
done.

As
you
know,
we
also
carried
out
that
larval
control
by
helicopter
eight
applications
from
July
until
September
30th,
what's
great
about
what
we
can
tell
you
about.
That
is
since
last
application
we
did
September
30th
for
measuring
how
many
mosquitoes
for
trapping
that
number
has
dropped
60%
from
the
peak,
so
we
see
that
his
band
mom
somewhat
said
successful,
as
we
can
see
so
far,
but
where
we,
we
will
be
doing
more
assessment
on
that
to
see
how
we've
done
you
can
see
here
on
what
I've
put
there
with
the
yellow
border.

That
right
now
is
what
you're
seeing
on
that
map
is
where
the
80s
are
being
found
in
in
that
area
of
Palm
Springs,
and
you
can't
see
it
well,
it's
Ramon
on
the
top
from
sunrise
way
about
just
below
Sierra
way
and
then
against
the
mountain.
So
our
next
steps
is
to
assess
the
impact
of
that
in
the
aerial
control.
Continue
those
inspections
keep
educating
the
public,
and
that
brings
us
to
you

them
as
the
mosquito.
It's
other
things,
but
in
Palm,
Springs
I
asked
our
technicians
and
we're
looking
at
the
data.
It's
saucers
under
potted
plants
with
water
and
people
are
trying
to
protect
their
patios
and
catch
that
water
and
it's
breeding
those
mosquitoes.
So
again,
please
heard
your
residents
to
get
rid
of
those
things
and
as
far
as
the
West
Nile
virus,
please
remind
your
citizens
that
it's
not
over
on
West
Nile
virus
season.

source
for

lava
is
is
happening
in
these
plants

there
non-toxic
ways
people
can
deal
with

water

can't
pull
the
plants
off
them
and
dump
the
water,
and
that
water
is
probably
reapplying
every
week
when
their
water
is
there,
something
that
they
can
add
to
that
saucer
that
could
inhibit
that
growth
without
having
to
turn
those
saucers
over
or
drain
them.

think

just
take
a
hose
and
spray
that
water
out

there

get

water

been
sitting
in

kill
any
eggs
that
are
in
there.

water

with
a

clean

it

rider

triumph

she

Springs

first
time
around
1907.
She
later
said
she
saw
she
came,

saw
and
she
was
conquered
something
that

lot
of
us
have
felt.

Desert
Inn
was
known
around
the
world
and
was
the
example
for
all
the
desert
results
resorts
of
Apollo
and
that
the
Desert
Inn
she
introduced
nearly
everything
for
which
Palm
Springs
with
ultimately
be
known.
There
didn't
have
a
purse
swimming
pools,
tennis
court
and
the
first
golf
course
beloved
by
all
who
met
her
for
over
40
years.
She
presided
over
Palm,
Springs
society
and
politics.

and
the
tribe
are
one
Palm
Springs
family
from
generation
to
generation.
The
tribe
has
handed
bound
desirable
cultural
knowledge
and
rich
traditions,
but
has
helped
enriched
and
strengthened
and
unified
disability.
They
have
been

partner
in
shaping
this
community's
future.
They
added
to
their
cultural
heritage.
They
have
demonstrated
courage
in
the
face
of
adversity.
While
we
cannot
undo

past,
you

the
tribe
are

community

to

their

opened

of
a

her

being

founder

the
tourism
industry
in
Palm
Springs
and
the
Historical
Society
would
appreciate

she

people
stay
and

wrote
that
resolution
and

submitted
to
the
council
and
it

the
pride
and
what
I
felt
like
was
my
white
voice
was
removed
from
input
for
this

They're
rocking
across
America
I've
been
given
the
name
to
eat,
to
greeted
by
the
native
Paiute
of
Nevada,
which
moves
in
the
sky
bright.

indigenous
peoples,

this
land

we
need

provided
some
general
comments,

Additionally,
this
time

on
important
items
initiated
by
staff
or
previously
requested

the
city
council,

some
good
news,
Standard
and
Poor's-
has
upgraded
our
bond
ratings.
We
just
went
out
to
the
market
to
do
refinance
lower
it,
but
a
couple
things
they
didn't
want
to
just
let
you
know
sure
right
here
that
our
long-term
rating
is
up
to
a
double
leg:
upgraded
the
unenhanced
was
upgraded
to
double-a,
and
this
was
the
reason
at
the
same
time,
standard
and
force
global
rating
raised
its
long-term
rating
from
8a
to
double-a
from
an
A+.
So
so
that
is
an
increase
insurance
or
or
our
bonding,
which
is
a
good
thing.

rating
action
reflects
our
view
of
the
good
growth
in
assessed
value.
I
would
note
that
what
the
bond
underwriters
were
talking
about
is
the
assessed
value
and
the
things
that
they
saw
in
terms
of
the
hotels
and
the
activity
that's

believe
that's
raised
in
the
assessed
value
for
the
entire
city.
We
consider
a
Palm,
Springs
economy
very
strong,
and
we
consider
to
be
broad
and
diverse.
So
those
were
a
couple
of
highlights
from
the
underwriters
reports
that
I
thought.

Additional
final
good
news,
mayor
and
council,
the
Southern
California
Association
of
Governments
has
just
announced
that
they're
going
to
be
giving
us
a
$200,000
grant
to
do
a
citywide,
walkability
plan
with
that,
and
then
also
I
would
just
like
to
point
out
on
your
items
to
Eve,
which
is
a
grant
you're
going
to
be
approving
from
the
Riverside
County
Transportation
for
bicycle
and
pedestrian
facilities.
And
then.
Finally,
your
item
2k,
which.

couple
items
the
homeless
task
force
met
last
week
and
separate
from
the
grant
which
we'll
be
talking
about
as
an
agenda
item.
We
did
get
our
first
report
from
the
new
rapid
rehousing
program
that
see
bag
is
one
day
with
our
support
and
in
the
first
three
months,
ten
families
were
paused
rapidly
rehoused
and
have
leases
in
their
own
names
through
that
funding.
So
that's
a
great
start
there.

in
the
first
two
months,
two
family,
three
families
were
put
in
emergency
housing,
including
an
elderly
couple,
and
the
father
would
too
adolescent
kids
in
our
schools
who
are
living
in
a
car.
So
so
far
we're
really
getting
to
see
one
I
think
the
face
of
who
the
homeless
are
with
elderly
couples
for
your
families,
but
also
that
this
new,
rapid
rehousing
program
is
having
great
success
early
on
so
I
thought.
That
was
really
good
news.

Palm
Springs
hospitality,
Association
board
meeting
few
things
that
were
discussed
when
there
was
a
slight
decrease
in
co2
in
August
I
think
under
$200,000,
no
one's
concerned
about
it,

they
just
want
us
to
be
aware
of
it.
So
just
we
don't
have
September
numbers
yet,
but
once
we
do,
we
should
probably
report
back
on
that.

The
Palm
Springs
Tourism
Board
and
the
Convention
Center
folks
I've
been
working
with
them
on
doing
some
promotion
for
Palm
Springs
during
the
Gay
Games,
which
are
in
Paris
in
December
of
2015,
and
we're
working
on
doing
promotion
for
tourism
in
Palm
Springs.
At
that
event,
there'll
be
15,000
people
there
who
travel
like
this.
We've
done
that
in
past
events,
a
number
of
folks
from
the
city
offer
folks
who
are
interested
about
Consuela's
Sunday
November
19th
at
2
p.m.

whether
as
a
spectator
or
participant,
but
there
will
be
a
whole
ton
of
information
for
anyone
who's
interested
in
that
tour.
The
quick
things
one
the
first
learning
day
that
we're
doing
in
partnership
with
thrive
and
the
school
district
is
set

November
18th
at
Palm,
Springs,
High
School,
and
will
be
information
our
website.

problem

see

a

is
that
the
stakeholders
will
not
have
a
lot
of
time
to
give
their

we've
done
a
lot

listening

a
very
transparent
process

finalize
the
concept
design

seen
it
just
a
quick
synopsis.

about
six
months
ago,
we
presented
three
distinct
plans
for
the
park.
Each
one
really
looked
at
different
ways
for
protein.

way
puppets
can
gather
in
the
park
the
identity
of
Park,
the
emotions
experience
how
the
park
may
be
laid
out.
We
went
through
a
series
of
really
important
public
discussions
that
people
were
able
to
give
us
their
input.
Then
we
said
about
what
priorities
things
they
thought
were
good
matters
and
through
that
we
were
able
to
evolve.
The
condensed
design
form
I
have
to
say
after
doing
this
for
many
years
and
been
really
lucky
to
help
a
lot
of
cities.

is
probably
the
most
inclusive
process
we've
been
a
part
of,
but
we've
had
overall
1,400
recipients,
I'm
from
the
city
participate
and
get
their
comments.
We
have
a
function
under
a
half
of
them.
700
people
actually
wrote
detailed
information
and
comments,
and
so
it's
really
a
testament
to
everybody
here
and
that
this
is
something
that's
really
important
to
them
and
I
think
we've
valued
all
those
comments
and
tried
to
incorporate
the
best
of
them.

points

really
stood
out
in

last
six
months
we're
talking
about
the
park
really
as
a
healing
oasis
that
captures
the
spirit
of
the
desert
that
it's
a
time-
and
this
is
a
place
for
some
of

natural
aspects

polish

landscape.

brought
downtown.
We've
also
heard
how
important
it
is
to
have
this
park
be
a
place
that
builds
communities.
How
could
I
be
there's
a
common
ground
for
community
building
our
final
design?

work
I'm
going
to
present
tonight
basically
draws
from
all
that
input
and
draws
I
think
from
the
important
qualities
of
the
oasis
of
Palm,
Springs,
a
place
of
health,
nature
and
pleasure,
and
certainly
tonight
the
Noah
Kaufman's
been
referenced.
The
founder
of
the
Desert
Inn
and
her
sort
of
guiding
words
of
space,
stillness,
solitude
and
simplicity
have
certainly
been
important
in
generating
the
overall
park
design.

have
boards
for
the
park
that
are
here
in
the
room.
Everybody
can
look
at
a
little
more
detail
and
this
is
a
plan
up
on
the
screen
down
of
the
final
concept
design,
and
there
are
a
couple
really
important
things
about
this
design.

I

emphasize
that
this
is
really
a
series
of
parks
within
a
park.

It
hangs
together
as
one
important
urban
place,
but
it
has
a
whole
different
series
of
places
with
different
personalities,
provide
different
types
of
program,
opportunities,
different
types
of
experiences,

so
it
ends
up
being
a
very
rich
place
and
it's
rich
in
experience.

people
will
come
back
to
over
and
over
again
and
there
will
always
be
something
new
to
discover,
and
so
our
designers
made
up
to
the
series
of
five
or
six
different
places
in
the
park.

growth,
the
cloud
canopy
the
spring,
the
outcropping,
the
view
terrace
the
theatre
and
the
arts
park,
and
we
believed
all
of
those
are
important
to
make
a
really
important
place
for
the
city.

I'd

a

an
idea
of
what
those
different
places
in
the
park
are
about

section
is
there
at
the
Grove
really
inspired

it
happens
that
well
and
that
quickly.

wondering

with
the
help
of
the
you

we

community

the
timing
process

everybody's

they're

a
realistic
timeline
from
today

very
helpful.

state
of

city

a
Chamber
of
Commerce
event
and
always
has
been
since
it
was
begun
a
number

years

four
mayor
did
it
every
year.
During
these
two
terms,
and
this
event

Chamber's
largest
fundraiser
for
funding
the
great
work
they
do
in
supporting
our
business
community,
particularly
our
small
businesses
and
I,
believe
they
have
a
thousand
members
in
the
audience.

Chamber
of
Commerce
schedules,
the
state
of
the
state
of
the
city.

get

our
membership.
The
reason
for
this
year's
event
being
held
Palm
Springs
Art
Museum,
was
fault.
That
was
a
celebrate.
The
nearing
completion
of
the
downtown
to
turn
around
all
the
negativity
about
the
downtown
to
celebrate
the
Palm,
Springs,
Art,
Museum
being
visible
from
Palm,
Canyon
and
part
of
the
downtown's.
But
the
first
time
since
was
built
in
1967.
The
location
was
recommended
by
the
chamber
of
commerce.
The
location
and
details
have
been
known
for
months
and
I
discussed
them.

During
my
comment,
sections
in
prior
council
meetings
and
the
Board
of
Directors
of
the
chamber
were
the
final
decision-makers
on
all
of
the
details
of
the
event
and
councilmember
Coors
is
our
representative
to
the
Council
on
that
board
of
the
Chamber
of
Commerce,
some
notes
about
this
year's
Chamber
of
Commerce
event.
The
event
was
sold
out
and
was
attended
by
many
business
community
late
leaders.
The
event
was
70
dollars
at
which
the
chamber
decided
on
and
that's
what
they
charged
the
same
as
every
year.

only
difference
was
that
this
year
people
had
a
nice
cocktail
party
rather
than
a
standard
catered
lunch.
Free
seating
was
available
both
in
the
Annenberg
and
in
the
upstairs
lecture
hall,
complete
with
excellent,
sound

a
25-foot
hi-def
screen
for
any
city
employees
who
wish
to
attend
and
remembers
the
general
public
who
did
not
wish
to
purchase
a
ticket
to
the
Chamber's
reception
altogether.

was
room
for
a
hundred
and
four
free
seats,
although
one
past
year,
no
more
than
twenty
ever
showed
up
and
asked
for
seats
of
the
presentation.

is
not

city
event.
We
don't
put
a
penny
of
it
into
it,

think

Reddy

tell

one
else
on
city
staff

helped

quite

few
of
them
all
the
rest
of
them.

concept

state

city

with
what
this
council
did

last
year

we
need
to
present
to
the
citizens
of
this
city,

to
people
who
can
afford

valley
and
beyond.

detest
there

what
an
incredible
facility.

how
wonderful
it
is

have
a
no-kill
shelter
with

touch

where

only
municipal
no
kill
shelter
around
it's
so
important
to
those

the

have
to
be
doing

facility

I
see
a
lot
of
changes
in
this
valley.

a
proponent
of
measure

over
the
last
25
years
and
prior
to
my
employment,
with
the
shelter

now,
when
Friends
of
the
Palm
Springs
Animal
Shelter
began
running
the
shelter
in
2012,
animals
are
now
treated
with
respect,
love
and
care.
Living
conditions
are
immensely
improved,
medical
treatment
is
provided
protocols,
procedures
and
programs
have
been
established
and
continually
reviewed
to
ensure
that
we
are
doing.
What
we
are
doing
is
the
best
that
we
can
do
for
the
animals
that
are
in
our
care.

our
city
would
be
next
to
impossible,
without
the
amazing
support
that
we
have
received
from
our
city
residents
and
from
our
city
government.
Funding
cuts
would
ultimately
make
it
next
to
impossible
to
continue
to
provide
the
level
of
that
our
animals
deserved,
and
our
city
expects
from
his
shelter.

we
had
never
eliminated

the

not

of

and

and

adult
dogs

shelter

were

running

Palisades
tract
and
I've
done
that,

I'm
a
little
bit
disturbed
that
there
was
a
split
decision
by
the
Planning
Commission
to
have
with
a

art
piece
disassembled
and
removed
prior
to

it
was
going
to
be
removed,
which
I
think
is
March
of
here.

verbal
approval
from
the
from
the
tram
to
now
access
this
piece
from
Cromley
Road,
which
would
take
away
all
aspects
of
whatever
it
was,

specifically
what
disturbed
the
rocketclub,
neighborhood

so
I

back

an
appeal,
because
the
artist

like
the
piece
to
be
kept
there
and
for
me
personally,
I'm
grateful
that
we've
become

arts

cultural

away

pieces

art
by
celebrated

spoke

I've

try
to
keep
it
very
brief.
The
staff
the
staff
report
is
hopefully
clear
and,
as
I
indicated,
the
council
wanted
to
consider
some
of
its
remedies
for
the
public
watching.
This
is
a
very,
very
long
time
project
here
in
the
city
of
Palm
Springs,
that's
been
through
various
iterations.
There
have
been
a
prior
seven
amendments
to
the
purchase
and
sale
agreement
on
this
transaction.
In
fact,
the
transaction
closed
escrow
and
the
developer
took
title
not
terribly
long
ago.

I
think
it
was
2015
mid-year
and
the
long
and
the
short
of
what
we've
been
talking
about
and
what
we
are
doing
at
this
point
in
time.
If
the
City
Council
agrees
with
staffs
recommendation
is
we're
going
to
amend
the
purchase
and
sale
agreement
one
last
time
this
8th
amendment
to
the
purchase
and
sale
agreement
in
effect
is
occasioned
by
the
developers
desire
to
phase
the
construction
of
the
project
in
a
slightly
different
way
than
had
been
previously
contemplated
or
approved.

Now
her
title
to
this
property
itself
is
actually
limited
to
the
extent
that
there's
a
grant
deed
that
talks
about
both
the
services
agreement
and
the
purchase
and
sale
agreement.
So
anybody
who
is
on
notice
and
the
developer
certainly
well
understands
its
responsibilities,
but
the
phasing
does
change
things
a
little
bit
and
if
the
city
is
inclined
to
allow
that
phasing
of
construction,
the
city
wanted
to
insist
on
certain
rights
that
it
had
under
the
prior
documents
being
protected,
and
that
was
why
we
were
talking
about
certain
legal
issues
in
closed
session.

If
that
doesn't
in
fact
happen
for
some
reason,
I
was
speaking
with
the
developer
and
there's
going
to
be
one
final
change
for
the
redline
document
that
the
council
has,
and
that
is
available
to
the
public
at
this
time.
That
final
change
is
going
to
provide
that,
in
the
event
that
the
city
does
end
up
exercising
that
repurchase
option,
a
that.
Not
only
will
the
developer
be
obligated
to
return
the
project
site
to
effectively
zero,
which
is
to
say
a
parking
lot,
the
developers
cost.

only
will
the
developer
have
to
pay
the
city,
the
two
point:
six,
seven,
five
million
dollars
coming
to
the
city
under
this
agreement
and
have
those
monies
offset
whatever
price
the
city
has
to
pay
for
repurchase
of
the
property.
But
in
addition-
and
this
is
not
in
the
redline
document,
the
developer
will
cover
the
city's,
what
I'll
call
actual
costs,
which
would
include
legal
fees
which
would
include
staff
time,
whatever
the
city
in
effect
has
to
absorb
in
terms
of
the
expenses
associated
with
the
exercise
of
that
repurchase
option.

with
the
developer
after
we
concluded
our
closed
session,
where
I
got
that
direction.
The
developer
agreed
that
yes,
she's
amenable
to
that.
The
developers
representative
who's
here
I
know
she's
available.
If
the
council
has
questions

two
documents
being
amended:
there's
a
services
agreement
and
the
purchase
and
sale
agreement.
Hopefully
the
staff
report
is
is
abundantly
clear
to
anyone
willing
to
read
it
in
its
entirety
and
I'm

for
questions.

a
clause
where
it

require
the
developer
prior,

city

permit

construction,
foreign
channel
of
the
hotel
to
submit
evidence
to
the
city
of
the
availability
of
financing
to
complete
a
hotel
to
the
city's
reasonable
satisfactions.

standard
for
what
that
ability
is
and
what
we
require?
It
says
it
says
in
someone
answering
my
question.
It
says,
consisting
of
a
letter
from
the
developers,
private
lender,
confirming
approval
of
a
credit
facility
and
an
appropriate
amount
necessary
to
complete
the
hotel
estimated
the
time
to
be
an
additional
50
million
dollars.
So
the
city
is
essentially
accepting
a
letter
from
a
lender
saying
that
it
is
covering
50
million
dollars
and
alone.

just

letter
there's
actual
evidence
right
now,
as
we
sit
here
today,
evidence
on
the
title
to
the
property
itself
that
the
developer
has
already
drawn
down
4.4
million
dollars.
We
would
want
to
see
that
the
developer
had
drawn
down

full
20
million
from
the
lender,
and
we
would
want
to
see
that
the
you
know
the
title
was
appropriately
encumbered
in
the
lenders
benefit.
We
would
want
to
see
communications
from
that
private
lender,
consistent
with
the
construction
history
and
the
the
permit
history
that
we
had
and
perhaps
most
important.
