with

governor's
staff
to
discuss

canyon
and
our
great
need.

with

among

valley

for
getting
our
our
bridge
project
completed,.
We
have
been
talking
as

mayor,
we
were
up
in
sacramento..
We
met
with
cal
oes
representatives
from
the
governor's
office
just
last
week,
and
we've
been
the
staff,.
We've
been
engaging
more
with
cal
oes
throughout
this
past
week.
they're
becoming
more
familiar
with
the
situation.

did
did
want

mention
one
and
thought
I
would
show
to
the
community.

desert
regional

where
they're
trying
to
rebuild
some
of
that

roadway.

thought
that
it
was
going
to
be
two
months

longer

we
were

able

get
that
reopened.

but
we're
making
some
great
progress.

hoping

be
able
to

industry

a
brief
overview
of
the
state
of
current
businesses,
applicants,
taxes,,
some
challeng
facing

industry,,
as
well
as
some
successes
that
we
have
seen..
This
slide

provides
a
brief
regulatory
history
of
cannabis
in
palm
springs..
Cannabis
has
been
permitted
in
the
city
since
2014.
at
that
time,.
It
was
strictly
for
medical,
collective
co-opera
natives..
We
have
since.

overview
of
some
of
our
core
requirements
of
cannabis
for
palm
springs..
All
applicants
are
required
to
obtain
a
local
permit
prior
to
obtaining
a
state
permit,.
So
before
you
can
open
shop,,
you
do
need
to
have
a
clearance
by
the
local
city.,
and
then
we
communicate
that
to
the
state,
and
you
can
then
ocee.

We
also
have
a
cannabis
tax
structure
that
must
be
followed..
It
has
a
local
tax
that
is,
in
addition
to
the
state
tax
county
tax
as
well
applies
to
those
sales..
There
are
also
zoning
restrictions
that
were
adopted
to
protect
certain
uses,,
such
as
schools,
playgrounds,
daycare,
centers.,
there's
also
separation,
buffers
between
businesses.,
and
these
are
all
to
help
the
industry
as
well.
and
protect
the
public.

because
they
are
largely
cash
sales
and
cash
transactions..

suspended
their
operations
while
their
rebranding
or
attempting
to
transfer.

our
dispensaries
operate
strictly

businesses
with
two
that
have
suspended
operations

and
then
we
have
our
five
cultivation
sites
out.
There
has
been
a
number.

challenges
facing
the
cannabis
industry.,
the
most
challenging,
would
be
the
federal
status
of
cannabis.s
still
federally
illegal,,
which
causes
some
issues
for
the
industry,,
primarily
with
the
lack
of
access
to
banking
and
capital..
We
also
have
a
set
of
very
complex
legal
rules
and
regulations..
We
have
state
and
local
rules
and
local
rules
can
be
stricter
as
many
of
ours
are,
and
the
rules
often
change
at
the
ste.

seen
a
number
of
changes
in
the
last
five
years,
which
have
been
very
confusing
for
many
operators..

in
the
coachella

seen
a
high
amount
of
market
saturation..
The
overall
trend
of
reduced
traffic
and
sales
is
just
due
to
the
number
of
businesses..
If
you
drive
up
and
down
palm
canyon,
you'll
see
that
there's
several
dispensaries
and
lounges
in
that
vicinity.

probably
the
most.
Concerning

cannabis
operators
is
the
taxes
..
We
have
a
very
high
level
of
taxes,,
both
at
the
state
level
and
local
level,,
and
additional
taxes
such
as
an
excise
tax,,

been
a
lot
of
taxes.

reputable
cannabis
publication
in
it
did
state
that
we
are
nearly
twice
the
amount
of
capita
with
the
number
of
dispensaries
that
we
have.

the

we
do
have
a
couple

department

been

successful
in
applying

cannabis
equity
funds
from
the
initial
year
that
they
were
available
to
the
city..

have
secured
over
$2
million
for
our
cannabis
businesses
in
the
city
and
are
proud
to
say
that
we
have
three
businesses
that
are
permitted.,
100%,
equity,
owned
and
operate.,
and
the

the

successful
in
applying
our
application,
actually
ranked
condn
the
state,
securing
a
$1
million
grant.

applied
for
the
next
round
and
were
successful
in
obtaining
$3
million
in
2023..
Those
funds
were
used
to
open

cannabis
education
center,
where
kids
can
learn
about
the
cannabis
prevention
alternative.,
and
it's
just
a
place
where
they
can
learn
about
health
and
wellness
as
well.,
so
they
have
successfully
opened
their
doors
and
that's
a

of
the

unpermitted

the

think,
we're
not
supposed

illicit
the

market,

we've
heard
again

again
that

cannabis
operators
with
permits
that
they
can't
compete
with
illicit
people
on
the
illicit
market
who
don't
have
the
same
costs
and
don't
have
to
follow
the
same
laws.
And
so
I've
been
asking
since
2017
about
our
enforcement
against
the
illicit
market,
and
so
we
can
ensure
everyone
has
fair
competition
and
we're,.
You
know,
making
sure
our
businesses
who
are
going
through
the
legal
press
e
beg
used
by
our
consumers..

against
enforcement
of
the
illicit
market?,
so
we
do
currently
do
have
dedicated
code
compliance
to
assist
with
complaints
that
are
received.

we
often
do
receive
tips
for
illegal
cultivation..
We
have
not
received
a
lot
of
tips
with
regard
to
illicit
retailers.,
so
that
is
one
area
that
we
have
not
seen
a
lot
of
complaints..

do
respond
and
we
have
our
local
police
department
assist
when
we
do
identify
those
locations,.

cannabis

they
do
assist
the
cities.,
so
we
had
an
officer
on
that
task
force
and
I'm
hoping
we
can
soon
again

one,
because
it
would
create
more
ability
for
them
to
help
the
city.

enforcement

collected

the
last
two
years
from
locations
across
new
york
state

the
ai
determined
that
zayas
car
was
on
a
journey
typical
of
drug
trafficker
car..

department
of
justice
prosecutor
filing,,
it
made
nine
trips
from
msachetts
to
different
parts
of
new
york
between
october
2020
and
august
20th,
21,,
following
routes
known
to
be
used
by
narcotics,
pushers,

even

conspicuously
short
stays..
So
on
march
10th
last
year,
westchester
pd
pulled
him
over
and
searched
his
car,
finding
112g
of
crack
cocaine
on
a
semi-auto
automatic
pistol
and
34,000in
cash
inside.

somebody

was
driving
his
car
and
he
wasn't
even
speeding.,
but
the

the
cameras
found
that
he
was
doing
something
that
might
be
of

prove

that

ensure
we're
creating
a
plan
that

the
needs

our

all

must
include

inventory

land
and
sites
for
new
housing,
with
proper

sites

avoid
the
high
bar
for
this
analysis..

items

greater
emphasis
on
removing
not

mitigating
potential
constraints,

the
past.

being
reconsidered.
