subcommittee

working
on
our
movement
to
respond
to
the
California
Voting
Rights
Act,
and
to
make
the
move
towards
districts.
We
have
been
truly
impressed
and
gratified,
by
the
extent
of
involvement
in
people
by
people
in
our
community,
we
like
to
brag
that
we
have
a
community
that
gets
more
involved
than
any
other
city
and
I.
Think
we've
been
demonstrating
with
this
effort
that
that
is
absolutely
true.

This
evening
is
very
informal.
The
purpose
of
it
is
just
begin
working
within
the
community
to
get
responses
to
the
five
finalists
Maps,
so
I'm
going
to
first
start
by
asking
our
city
clerk
Anthony
Mejia
to
just
you,
have
a
quick
review
of
steps
that
we
have
taken
to
get
to
today
and
steps
that
we
have
to
go
in
the
future.
Then
we're
going
to
move
to
a
session
where
we're
going
to
open
the
floor
up
for
questions
and
I
will
ask
that
you
form
questions.

we're
going
to
get
to
those
to
you,
we'll
give
you
more
than
one
opportunity

speak
tonight,
but
in
that
first
round
we
want
to
let
everyone
who
has
a
question.
Ask
those

greater
understanding
of
the
issues
once
we
finished
with
every
question
that
anyone
has
we'll
move
in
to
asking
for
your
comments,
and
we
will
stay
here
as
long
as
it
takes

get
all
of
the
comments

this
is
informal.
There's
no
two
or
three
minute
limit
on
your.

You
like
about
that
map
and
if
you
have
any
changes
that
you
want
to
make
to
that
this
map,
you
can
address
that

if
you
don't

they're

So
I
want
to
just
say
that
we,
this
was
in
response
to
a
allegation
that
we
received
from
the
Southwest
voter
registration
education
project
back
in
March.

They
alleged
that
we
had
violated
the
California
Voting
Rights
Act
and
in
response
the
City
Council
evaluated
that
and
determined
that
this
was
an
opportunity
to
enhance
some
of
the
issues
from
the
past
and
to
strengthen
minority
voting
power
for
the
future,
and
so
this
is
not
just
in
response
to
threatened
litigation.
The
council
actually
saw
this
as
an
opportunity
to
improve
improve
the
future,
so
on
April
19th,
it
adopted
its
resolution
and
intention
to
transition
to
district
based
elections
and
then
by
May
they
had
the
subcommittee.

The
council
subcommittee
had
selected
some
members
from
the
community
to
serve
on
a
community
working
group
to
provide
independent
recommendations
regarding
the
districting
process
on
a
variety
of
topics
and
those
members
are
off
table.

garner

miller,
stephen
moses,
alexis
ortega,
kathy
wormack
and
Tobias
Wolff.

the
statement
of
principles
that
I'll
quickly
review,
which
is
to
maximize
the
goals
of
the
CVRA,
the
California
Voting
Rights
Act,
which
includes
civil
rights,
equality
and
inclusion
prior
prioritizing
the
creation
of
a
majority-minority
district
to
the
extent
practical,
keeping
organized
neighborhoods
intact,
and
to
maintain
the
principle
that
the
best
interest
of
the
city
as
a
whole
remains
the
first
responsibility
of
all
elected
officials
from
there.
The
city
then
gave
us
our
marching
orders
and
we
held
a
variety
of
community
forums
throughout
the
month
of
July.

These
maps
to
the
community
get
feedback
on
what
the
preferred
maps
are
and
if
there's
any
modifications
that
are
needed
when
you're
looking
at
these
maps,
it's
important
to
remember
when
you're,
looking
at
potential
modifications
that
the
maps
are
required
to
be
population
balanced,
and
so,
when
you're
taking
a
line
and
dropping
it
somewhere
else,
you
have
to
count
that
population
and
and
move
it
back
into
that
district.
In
another
place.

There
is
allowed
to
be
a
deviation
of
up
to
10%
in
totality,
so
it's
not
always
necessary
that
you
make
that
modification
to
counterbalance.
But
if
you
are
moving
a
significant
amount
of
population
you
might
need
to.
We
have
a
number
of
community
organisms
scheduled
for
the
next
month.
This
is
being
the
first
one
and
then
on
October
29th.
We
have
the
I'm
sorry
on
October
27th.
There
will
be
another
meeting
here
in
the
DeMuth
Center
for
not
just
the
Filipino
or
community,
but
the
Filipino
community,
its
allies
and
anybody
else.
Who's
interested
in
attending.

That
meeting
will
be
doing
similar
to
this
asking
people
for
their
feedback
on
the
maps
and
then
on.
October
29th
we'll
be
at
the
Richard
Center
at
the
high
school
and
then
on
November
5th
will
be
at
the
James,
a
Jessie
Unity
Center.
All
of
those
meetings
are
at
6:30,
then
on
November
15th.
The
council
will
need
to
make
a
decision
and
narrow
its
finalists
down
to
atop
one
to
two
maps
and
then
give
direction
to
the
demographer
on
any
of
the
modifications
that
it
wants
to
see
on
November
29th.

council
will
then
need
to
select
a
final
map,
make
any
last
minor
modifications
so
that
they
can
adopt
their
map
on
December
5th
and
then
introduce
the
ordinance
and
then
on
December
19th.
They
will
adopt
the
ordinance
and
in
November
2000
19
will
be
the
first
election
which
we
will
be
by
district.
You
can
anticipate
seeing
three
districts
being
up
at
that
election
and
then
the
following
two
districts
being
up
for
election
in
2021.

However,
I'll
say
that
the
council
is
exploring
the
requirement
that
we
need
to
move
our
election
year
to
coincide
with
statewide
elections,
so
those
dates
could
change
depending
on
which
direction
they
decide
to
go
in.
But
ultimately,
as
the
transitions
happening,
the
three
council
members
will
be
by
district
and
the
two
remaining
council
members,
which
will
be
councilmember,
Middleton
and
holstege,
would
remain
at-large
until
the
full
transition
is
completed.

expansions
are
planned,
meaning

organized
neighborhoods
and
any
plans
for
there?
Some
of
the
existing
neighborhoods
to
expand
and
new
neighborhoods
to
form

be
helpful.
It's
we
already
have
a
struggle,
making
sure
that
we
can
get
45
neighborhoods
correctly
identified
in
and
not
split,
which
we're
still
striving
to
to
make
that
happen.
One
of
the
things
in
talking
to

demographers
and
in
to
Anthony-
and
please
correct
me
if
I
get
this
wrong
the
once
we
draw
our
boundaries
as
City
Council
boundaries
in.

2020,
when
the
census
is
redrawn,
they
will
be
looking
at
our
boundaries
that
we
have
for
city
council
boundaries
to
form
some
of
these
census
tracts.
There
could
be
some
advantage
for
1ps
in
terms
of
finalizing
any
work
that
you
might
do
on
your
pro
forma
to
have
anything
you're
doing
as
a
draft
until
the
boundaries
are
completed
for
the
city
council
districts.
But
that's
your
call
yeah.

So
I'll,
just
in
a
little
bit
is
so
we
anticipate
census
data,
it's
typically
released
in
March
of
2021
and
so
provided
that
it's
released
on
schedule.
The
city
will
need
to
rebalance
the
district
maps
to
account
for
shifts
in
population
and
again
at
that
time.
If
there
are
new
neighborhood
organizations,
the
council
could
direct
that
those
be
those
lines
be
shifted
again
to
account
for
those
new
districts
or
organizations.

questions
come

Yeah
so
hi
Bob
map
had
made
took
the
smoked
tree
map
and
made
one
modification
so
that
the
Upper
West
Side
would
not
be
split,
and
then
so
that
was
merged
with
the
smoked
tree
map
and
then
Miller
one
had
made
a
modifications
to
the
district
one
so
that
it
would
dip
down
into
the
lawrence
krauss
lis
neighborhood.
And
so
when
the
council
received
those
maps
on
October
7
18th,
they
directed
the
demographer
to
merge
those
three
maps
into
smoke
tree
modified.

When
we
are
making
each
district
we're
bound
by
by
the
law
to
keep
the
total
population
within
10
percent
of
any
other
districts,
so
between
the
high
and
low
we
make
the
five
districts.
We
then
apply
the
dilution
factor
which
takes
us
down
to
citizens
of
voting
age,
because
that
is
truly
the
best
way.
I
can
explain
it
to
you.
I'll
give
you
an
example
in
1845
when
Texas
joined
the
Union
the
at
that
point
in
time,
slaves
were
in
the
total
population,
but
they
were
not
in
franchised
to
vote.

They
gave
the
total
population
to
the
south,
but
they
were
the.
It
was
not
the
total
population
that
got
to
vote
in
the
election
and
it
shifted
the
balance.
Therefore,
the
courts
say
look
at
citizens
of
voting
age,
because
if
that
dilution
factor
when
it
applies,
is
truly
the
people
that
are
enfranchised
in
our
government
to
actually
go
out
and
cast
a
vote
and.

that
just
a
bit
and
in
very
simple
terms,
the
non-hispanic
white
population
in
Palm,
Springs,
is
disproportionately
older.
The
Latino
population
in
comparison
to
most
cities
is
disproportionately
younger.
The
African,
American
and
Filipino
communities
are
a
little
bit
closer
to
the
norms
that
you
would
see
in
most
cities.
What
that
certainly
means
when
it
comes
to
trying
to
balance
districts
is
when
you
have
more
Latinos
in
a
district.

Gets
a
little
complicated,
but
one
is
a
mandate
we
have
to
balance
by
total
population,
but
we're
not
prevented
from
trying
to
also
create
responsible
balances
in
terms
of
number
of
people
who
are
voting
age
population,
one
of
the
numbers
that
I
clearly
was
looking
at-at
with
every
one
of
the
maps.
Not
only
was
citizens
of
voting
age
population,
but
what
was
the
turnout
in
the
last
elections?.

Voting
age,
if
you
actually
go
into
the
numbers,
if
anybody's
a
math
junkie,
you
will
find
that
in
some
times
when
you're
looking
at
the
citizens
of
voting
age,
there
are
more
people
than
there
are
in
the
total
population.
That's
because
the
number
is
more
current
because
of
the
American
voting
survey
that
gets
sent
around
mid
decade.
The
total
population,
though,
is
the
2010
numbers.

Just
want
to
like
I
mentioned
the
council,
it's
most
likely
going
to
be
required
to
change
its
election
year,
and
so
when
we're
looking
at
these
voter
turnout
numbers
I
want
to
be
mindful
of
the
fact
that
that's
gonna
be
drastically
different
because
we're
looking
at
voter
turnout
at
a
municipal
election,
that's
got
really
no
other
races
going
on.
So
it's
really
only
people
who
are
interested
in
only
local
politics
voting
in
that
election.

However,
when
the
council
makes
its
transition
to
statewide
elections,
our
voter
turnout
in
the
city
hits
90
percent
in
presidential
years
and
65
to
75
percent
on
gubernatorial
elections,
and
so
voter
turnouts
going
to
drastically
increase.
Yes,
you
may
have
some
voter
drop-off
be
from
fatigue,
because
the
ballots
are
so
long,
but
I
think
you'll
see
numbers
increase.

Councilmember
Roberts
was
elected
by
about
76
votes
and
in
previous
elections.
We've
had
a
long
history
in
Palm
Springs
of
elections
that
have
turned
on
less
than
a
hundred
votes.
So
will
that
happen
in
the
future?
I
have
no
doubt
that
it's
likely
to
happen,
and
it
is
another
argument
that
every
candidate
is
going
to
make
to
their
constituency's
please
get
out,
and
your
vote
will
make
a
difference.

So
this
is
a
tough
one
like
to
hear
your
thoughts
on
thinking
about
whether
to
try
to
get
districts
to
have
a
lot
of
multiple
districts
have
representation
in
the
commercial
areas
like
downtown
or
dominate
a
district,
that's
dominated
by
one
socio-economic
group
or
another.
What
are
your
thoughts
about
that?
That's
kind
of
a
tough
thing
to
figure
out.

One
of
the
things,
though,
that
I
think
City
Council
noticed
in
their
selection
of
the
five
finalists
maps
is
we
have
some
alternative
maps
here.
We've
got
a
couple
that
really
two
members
of
City
Council
would
dominate
the
downtown.
We've
got
a
couple
of
other
maps
where
you've
got
three
districts
that
come
very
close
to
downtown
and
one
that
even
has
four
at
the
touching
downtown.
Depending
on
how
broadly
you
want
to
define
downtown
in
the
business
community,.

We've
been
speaking
about
communities
of
interests
from
the
very
beginning
and
one
of
the
concepts
that's
been
tossed
around
throughout
this
conversation
and
has
been
brought
up
again.
Tonight
is
the
the
integrity
of
the
neighborhood
organizations
and
from
what
I
see
here,
I
guess.
The
question
is:
how
likely
is
it
that
each
of
these
neighborhoods
is
going
to
be
kept
as
a
unit
I.

Think
we're
gonna
do
pretty
good
all
of
them.
If
one
hundred
percent
is
this
is
the
standard
that's
going
to
be
a
struggle
to
get
to
100,
which
doesn't
mean
we
won't
necessarily
get
there.
One
of
the
things
that
Anthony
and
I
are
going
to
be
doing
is
sitting
down
with
each
neighborhood.
That
has
a
split,
and
some
of
those
splits
are
going
to
be
easier
to
remedy
than
others.

Some
involve
only
a
few,
a
hundred
people
or
less
or
200
people
or
less
those
kinds
of
cuts,
don't
tend
to
change
dramatically.
The
overall
population
numbers
in
a
district
when
you
start
getting
into
splits
that
involve
many
more
than
200

to
give
to

the
more

take

neighborhood,

more
we

to
find
some

place
to
balance

Upper
West
Side
neighborhood
organization,
it's
sizable
and
it
has
some
major
developments
coming
in
it.
We
have
a
lot
of
numbers,
so
Upper,
West
Side
gets
cut
in
half
right
down,
San
Rafael
personally
I'm,
not
speaking
for
the
neighborhood
I'm
speaking
for
myself.
I
think
that
that's
perfectly
fine,
in
fact
getting
to
for
one
I
think,
is
a
good
thing
so,
but
being
from
neighborhood
formation
support
smaller
neighborhoods.
That
might
be
a
problem
if
they
get
split.

advocating
that
the
neighborhood
that
the
districts
contained
similarity
and
housing
and
types
of
housing
with
apartments,
mobile
home
parks
and
smaller
and
older
condos,
basically,
what
I'm
calling
affordable,
housing
being

together
as
much
as
possible,
which
is
one
of
the
reasons
why
I
particularly
favor
the
Perl
map,
because
it
pulls
together
warm
sands,
the
apartments
that
are
in
Trino
and
the
mobile
home
park
south
of
there
are
in
are
in
districts
with
more
similar
other
housing
and
also
I'm
concerned
about
Duluth
Park
and
how
it
pulls
the
most
park.

drew
intentionally
created,

golf
course

groups

the

puts

a
community
of
interest
of
neighborhoods
and
and
that
also
lends
it
to
putting
little
beverly
hills
along
with
snore
sunrise

los
compadres,
because
they're
all
facing
the
bel-air
greens
area,
and
there
does
seem
to
be.

natural
coalition
of
folks
from
my
neighborhood
who
are
working
closely
with
the
Volks
and
snorrison
risin
and
los
compadres.
So
I've,
we've
already
seen
these
sort
of
natural
coalition's
form
as
communities

interest.

couple
of
others
like
folks
working
on
you
know,
airport
noise
and
and
and
that's
a
different
area,
but
the
maps
that
I
drew,
particularly
in
addition,
district
one
really
did
look
at
the
other
each
of
the
other
districts
and
came
up
with
communities
of
interest
and
I
would
suggest.

Hills,

follow

what

I
agree
with
some
of
these
community
interest
issues,
I
I
think
the
work
that
has
been
done
here
is
fantastic
and
it's
very
difficult
to
get
a
balance
and
move
through
things.
I'll
speak
from
the
Andrus
Hills
perspective.
In
that
we
live
in
a
dead
end
Canyon.
Our
common
interest
is
traveling
out
and
north.
We
have
much
more.
We
have
hillsides
that
have
open
space.

the
Perl
map
down
near
Lawrence
Crossley
in
district
1,
there's
also
a
likely
expansion,
possibly
to
the
south
for
communities
of
interest,
and
we
want
to
expand
their
neighborhood
and
if
that
were
to
happen-
and
we
stuck
with-
let's
see
the
mobile
home
areas
and
the
part
of
Westgate
PS
in
district
5.
That
would
split
that
neighborhood
and
Lawrence
Crossley
is
the
smallest
neighborhood
organization
in
the
city
and
that's
why
we
want
them
to
have
some
expansion
and
they're
interested
in
it
as
well.
