agenda
items
and
items
of
general
interest
within

subject
matter:
jurisdiction

Commission.
Although
the
measure
Jay
Commission
values
your
comments,
persuade
in
to
the
Brown
Act,
it
generally
cannot
take
any
action
on
items
not
listed
on
the
posted
agenda.

just
wanted
to
address
something
really
quickly
that
came
up
this
week.
You
probably
got
an
email
from
Arianna,
and
it's
in
regards
to
today
was
going
to
be
our
last
meeting
for
commissioners
going
out
and
there
has
been
some
delay
with
interviews
from
the
council,
and
so
we
would
ask
if
commissioners
could
stay
on
board
through
January,
so
I
will
open
that
up
for
discussion.

know
that
involves
Commissioner,
Marshall,
Hammond
and
Williams
who's.

just
reiterate,
we
can
state
that
we've
got
Marshall

Hammond
staying
on
for
the
one
more
month,
maybe

then

that
we
had
to
see
him
again
in
January,
exactly

moving
on
city
manager's
report
and
is

are
working
to
bring
to
fruition
review
by
the
City
Council
subcommittee,
the
measure
J
on
really
capital
projects
not
specific
to
measure
J,
but
projects
that
can
be
funded
through
measure,
J
and
other
fund
sources.
I'm
gonna
pass
this
out.
This
is
a
memo
brief
description,
I,
don't
know
if
that's
enough
that
I've
we've
prepared
that
kind
of
just
gives
lytx
that
you've
seen
listed
before
that
you've
reviewed
so
I
just
wanted
you
to
be
able
to
see
that
that's
part
of
the
when
I
presented
this
in
October
the
questions
from
Council
was
well.

don't
understand
what
these
projects
are,
which
was
a
legitimate
issue,
so
this
was
intended
to
provide
some
explanation
and
description
on
the
subsequent
pages
of
what
each
of
those
projects
are
and,
of
course,
it's
a
living
document
because
we
could
list
thousands
of
projects.
You
know
pickleball
is
a
big
issue,
so
that's
not
listed,
but
they've
talked
about
wanting
to
do
pickleball
courts
now.
So
so
so
that's
the
thing
that
the
list
can
never
be
totally
inclusive
because
it
projects
come
and
go
all
the
time
so
can.

a
great
idea

the
city
has
evaluated

hired
a
contractor
to
come
in

evaluate

master
plan
essentially
of
what
kind
of
maintenance
or
replacement
repair
needs
to
happen
to
those
buildings.

if
there's
a
hundred
and
fifteen
thousand
dollars
left
over
from
that
consulting
endeavor

needs

come
back
to
measure

and
I'm
and
with
the
library
I'm
curious
again.

they

two
separate
items,

specifically

asked
in
my
correspondence
to
discuss
these
two
line
items
and

where
they
are,
since
these
line
M's
have
come
up
and

know
it's
on
some
sheet.
The
Fray
building
has

an
issue
and
that's
like
a
hundred
another
hundred
thousand
dollars.

it
may
be
that
the
Board
of
Trustees
wishes
to
transfer
some
of
these
funds
to
a
different
project,
but
I
don't
think
we
should

we
should
do
anything
with
this
six
hundred
thousand-plus
until
we
meet
with
the
board
next
month.

would
agree
with
that
and
I
and
Christy
Halstead
also
responded
that
she
would
be
at
that
meeting.

it

appropriate,
then,
since
you
were
about
the
city,
was
evaluating
all
city
of
facilities
with
a
consultant
that
there
is
a
line
item
there
for
library
structures
that
so
that
has
there
has
been
some
evaluation
done
on
what

library
is
in
its
current
situation
needs
and
what
that
dollar
amount
might
be,
and
I
would
probably
then
suggest
that
the
hundred
and
fifteen
thousand
go
directly
into
the
library,
planning
and
infrastructure,
as
opposed
to
going
right
back
into
measure
J.

the
library
trustees
did
do
an
evaluation
separate
from
measure
J
funds
and
separate
from
any
city
situations,
so
this
city
is
well
aware
of
what
that's
going
to
cost.

yes,
they
don't
need
money
to
do
another
infrastructure
assessment,

for
perhaps
the
Frey
building.

that
needs
to
be
assessed,

funds

I'm
reading
from

point
of
view
of
voters,
I'm
reading,
what's
happening
at
the
relatively
new
Animal
Shelter
and
anyone
who's
ever
had
a
cat
or
a
dog
knows
you
don't

carpeting
down
so
now.
All
of
that
has
to
come
out
and
be
redone.
It's
just
like
a
phenomenal
waste,
and
the
last
thing
is
I
want
to
go
on
record.

favor
of
the
two
ways

Indian
Canyon
and
anyone
who
wants
to
fund
it
can
find
the
money
somewhere
else.

sidewalks
again.
That
would
probably
be
something
that
we
would
want
to
keep
right
now,
because
obviously
we're
just
waiting
on
the
grant
approvals
and
that
they
don't
get
it
if
we
don't
get
the
grant
and
obviously
we're
gonna
need
those
funds
that
one's
probably
an
obvious
one
for
you
Michael.
So.

bids
came
in
last
week
two
weeks
ago
and
came
in
on
estimate,
which
was
a
miracle
4.2
million
and
change,
and
this
is
to
do
Palm
Canyon
all
the
way
down
through
the
curve
in
East
Palm
Canyon.
So
it
would
address
the
fatalities
we've
had
where
it's
dark
over
by
Steinmart
includes
all
new
street
lighting
around
the
curve
new
for
for
new
flashing
beacon,
crosswalk
crossings
and
then,
as
we've
done
on
Indian
Canyon,
also
the
pedestrian
enhancements
and
intersection
improvements
on
Palm
Canyon
from
Alejo
all
the
way
through.
So
a
lot
of
safety
improvements.

we
are
kind
of
under
the
gun.
Cuz
see
well
in
our
agreement
of
sivak
we're
required
to
be
in
construction
in
December.
They
understand
we
had
a
lot
of
work
to
get
to
this
point
and
we
would
like
to
bring
this
forward
to
Council
for
a
ward
on
the
19th,
but
we
need
to
find
the
money
to
match
so
the
sieve
AG
grants.
We
still
have
to
do
the
numbers,
because
the
sieve,
a
grants
were
a
percentage
based
on
the
estimate.

show
Council

19th,

that
two
million
is
coming
from
so
I
had
suggested
in
October
when
I
went
to
council
how
to
basically
strategize
use
of
the
funds
we
have
and
on
the
basis
of
successfully
getting

ATP
grant
for
the
community,
sidewalks
I
was
suggesting
using
that
money
to
award
this
contract,
so
it's
all
kind
of
still
being
used
for
community
hotspots
missing,
link
sidewalks.
We
actually
included
in
this
project.

we
actually
would
like
your
consideration
of
of
programming
those
community
enhancements
in
community
sidewalks,
the
two
million
they're
to
be
used
to
award
this
contract
and
would,
if
you
so
chose,
would
report
your
recommendation
to
Council
in
the
staff
report.

that
it's
a
risk
because
of
the
ATP
grant
doesn't
materialize,
and
when
do
we
find
out
next.

you
award
a
contract,
we
have
to
then
issue
a
purchase
order
and
we
have
to
have
a
hundred
percent
of
those
funds
encumbered
in
the
system,
and
so,
even

funds

this
fiscal
year.

essentially
have
to
encumber
all
those
funds
upfront,

it

suggest
that

sense.

Johnson
has
asked
us

him

direction

up

projects
have
been

not

completed

long
time.

been
waiting
for
money

complete
them
for
several
years
now,

if
those
projects
were
to
wait
another
year
or
two
until

money

available

be
completed.
So
it's
really
just
moving
money
around
for
what
is
another
really
serious
public
safety
issue,
the
worst
traffic
corridor
in
our
city
and
improving
the
safety
for
pedestrians
and
bicyclists
and
vehicles
there.

it
seems
to
me
that
knowing
how
progress
goes,
I
would
agree
with
Christine
that
we
should
just
shuffle
this
money,
knowing
that
it's
kind
of
said
to
me
better
to
not
segregate
that
money
and
just
let
it
sit
unused
when
we
always
make
short
progress
and
knowing
what
we're
gonna
have
in
the
coming
year.

we

be
sending
the
request

demand
for
the
balance
by
the
end

March,
because
we
intend
to
use
it
to
pay
this
obligation
free
up
this
two
million

other
projects.

Council
in
October,
I'm,
anticipating
needing
more
money
for
the
downtown
park
as
we're
finalizing
in
the
plans
for
that
and
getting
that
out
to
bid
and
I
had
suggested
repurposing
that
the
2
million.
For
that
it's
a
it
would
be
worthwhile
to
have
you
consider.

of
course
that's
what
that
whole
list
of
projects-
and
you
know
this-
two
million-
can
go
to
anything,
and
certainly
the
council
is
going
to
have
an
interest
in
in
where
that
two
million
goes.
But
we're
gonna
have
a
real
need
to
figure
out
where
the
eight
or
nine
million
or
whatever
we
need
for
the
downtown
park,
maybe
I'm
wrong.

the
Commission

three
big-ticket
items
that
are
coming
forward.

the
downtown

3.75
million

library

to

up
with
some
funds
forward,
even
if
we
have
to
do
it
incrementally

not

was

things

consideration
before

take
this
money

just
move
it
back

approved.

know
what

approved

money

rather
see
it
be
redirected
like
for
the
parks,
just
an
example,
rather
than
go
back
into
the
general
fund

message
a
fund.

looking

got

hundred
thousand
from
Quimby-

that

the

he

us

million.

that

whole
restructuring

Canyon
being
right
off

Indian
Canyon,

seems
like
it
would
be
a
good
time
to
incorporate
that

lower
cost.

up

something
