A
Okay,
this
time
is
set
aside
for
public
comment
for
the
public
to
address
the
Planning
Commission
on
the
consent,
calendar
and
the
non
public
hearing
items.
Let
me
be
very
clear
that
every
item
on
today's
agenda
is
a
non
public
hearing
item.
So,
even
if
you
are
an
applicant
on
any
of
the
items
on
one
or
three,
this
will
be
the
time
for
you
to
come
forward
to
address
the
Commission,
because
you
won't
have
an
automatic
time
to
address
the
Commission
when
that
item
is
called.
A
G
Okay,
my
name
is
Nancy
Speer
and
I'm.
The
homeowners
association
manager
for
st.
Bristo,
condo
owners
association
I've
noticed
a
real
change
in
the
demographic
of
Palm
Springs,
especially
over
the
last
10
years.
I
think
your
general
plan
needs
to
reflect
that
I
ran
some
statistics
last
night
on
crime
reports.com
and
just
since
July
1st
of
this
year,
through
the
25th
and
using
st.
G
Bristo
as
the
central
address,
there
have
been
a
hundred
eighty-seven
incidents
of
crime,
37,
violent
126,
property,
quality
of
life
and
22,
9-1-1
or
other
ranging
from
burglary
in
the
first
and
second
degree:
vehicle
burglary
battery
robbery,
grand
theft,
petty
theft,
attempted
murder,
carjacking
and
rape.
The
kind
of
crime
that
we've
been
seeing
at
st.
Marie
Stowe
has
is
a
direct
reflection
of
the
same
kind
of
statistics
that
crime
reports
is
presenting.
Living
in
a
downtown
area
comes
with
a
price,
and
we
have
to
be
able
to
protect
our
residents
and
our
property.
G
We've
had
to
try
to
what
I
call
elevate
our
security
measures
light
it
up.
Lock
it
up
look
at
it
with
cameras
and
security
patrols,
and
now
we
need
to
limit
access
if
they
have
to
take
a
couple
of
minutes
to
ponder
how
to
get
into
the
community.
They'll,
probably
change
their
mind.
We've
added
lighting
all
over
the
property.
G
You
know
to
the
extent
where
they
go
upstairs
into
our
Cabana
and
they
unscrew
the
light
bulbs
to
make
it
be
dark
and
our
security
company
goes
upstairs
and
has
to
turn
the
light
bulbs
back
on
by
screwing
them
back
into
the
socket
we've
hired
the
patrols.
We're
now
increasing
the
patrols
to
eight
times
an
hour
eight
times
per
night.
G
So
one
per
hour
from
the
time
of
10:00
to
6:00
o'clock
in
the
morning,
we've
had
to
lock
up
the
utility
room
doors
on
the
buildings
because
they
were
using
them
for
storage
lockers
and
we
actually
found
a
bag
of
knives
and
weapons
and
tools
in
one
of
those
storage
lockers.
We
have
had
to
replace
the
pool
gates
repeatedly
because
they
break
them
off
and
even
the
spears
at
the
top
of
the
fencing
they
try
to
hoist
themselves
up
and
break
the
spears.
G
Often
I've
had
to
help
them
weld
it
back
on
we've
added
all
kinds
of
signage:
we've
added
six
cameras
to
the
property
to
deter
them
doesn't
seem
to
matter
just
the
other
day
we
had
four
chaise
lounges
chaise
cushions
removed
from
the
property
and
a
few
days
later,
to
toss
pillows,
one
of
which
was
destroyed
at
the
pool
area
along
with
cigarette
butts
and
trash
and
cans
in
the
pool
and
those
cushions
are
custom
made
for
the
high-end
community
of
st.
Marie
Stowe.
G
So
that's
$1,000
worth
of
loss
to
us
right
there,
the
pillars
being
$40
a
piece
on
top
of
that
we
have
found
bikes
on
the
property
that
were
stolen
and
we
have
lost
bikes
from
the
property
from
homeowners.
We've
had
cars
getting
broken
into
with
windows,
smashed
and
people
sleeping
in
the
courtyards.
We
found
our
fireplaces
left
on,
so
we've
had
to
take
the
keys
out
of
the
fireplaces,
because
they've
left
them
on.
G
They
actually
figured
out
where
the
breaker
system
is
to
turn
off
the
breakers,
just
shut
off
all
the
pool
equipment
and
the
lights
and
the
community
I
think
I'll
on
and
on,
and
on
I
mean
we
have
like
I
said.
Our
approach
is
to
elevate
security,
light
it
up,
lock
it
up
look
around
and
now
we
need
to
limit
access.
So
we
please
request
that
you
make
an
exception
to
the
general
plan
and
allow
us
to
put
in
the
gates.
G
We
realize
that
we
are,
you
know,
going
out
onto
two
streets,
which
is
why
we
used
the
Lugo
entry
to
be
the
entrance
and
the
Cahuilla
to
be
the
exit,
because
Lugo
is
not
a
busy
street
in
Korea
is
busier
Street,
so
we
go
in
Lugo
and
out
Kuya,
and
that
way,
we
at
least
you
know
limit
the
traffic
we
limit.
The
access
I
saw
just
two
nights
ago.
A
van
pulled
in
a
whole
van
pulled
in
a
park
walked
over
the
pool
gate.
G
A
H
Good
afternoon
my
name
is
Steve
Huffman
I'm.
Actually,
the
president
of
st.
barista
I
live
at
st.
Maurice
stone.
You
may
recognize
me
as
doing
the
remodel
of
latitude
33
in
Palm
Springs
I'm
here
to
plead
with
you
as
a
Planning
Commission,
to
allow
our
gates
to
go
in
I
realize
that
is
against
the
city
intent
of
trying
to
have
non
gated
communities
throughout
our
community.
However,
as
Nancy
just
expressed,
we
have
had
an
amazing
amount
of
crime.
This
month
alone,
our
security
kicked
out
eight
people
at
one
time
bathing
and
partying
at
2:00
a.m.
H
in
our
pool.
We've
already
drained
our
spa
one
time
twice
this
month,
because
we
go
out
in
the
morning
and
there's
brown
foam.
We've
done
everything
we
can.
We
are
spending
thousands
and
thousands
of
dollars.
Now,
if
you
have
been
to
st.
Maurice
tow
directly
across
the
street
as
the
orchid
tree
and
behind
us
is
korekiyo
every
weekend
we
have
not
every
weekend.
I
want
to
exaggerate
many
weekends
because
of
our
hotel
district.
We
have
weddings
parties,
caterers
and
people
using
our
community
as
a
turn
around
on
a
regular
basis.
H
People
are
coming
through
our
private
driveways
and
we
cannot
control
it
where
we've
lost
complete
control.
As
you
know,
when
you
look
at
your
photos,
our
community
has
a
very
unique
street
exposure
on
Cahuilla
and
on
that,
if
you
were
to
drive
down
all
of
the
parking
spaces
on
the
west
side
of
Cahuilla,
that
abut
our
community
are
not
owned
by
our
community.
They
are
owned
by
the
orchid
tree
across
the
street.
Our
biggest
concern
is
when
the
orchid
tree
starts
next
year
in
their
redevelopment
is
as
they
park
all
of
those
parking
spaces.
H
I
think
there's
17
are
for
the
orchid
tree
and
they're,
not
for
our
community
and
our
entrances
right
there,
every
Thursday.
We
have
kick
cars
out
of
our
car
ports
for
the
day
or
for
the
weekly
of
city,
fest,
so
I
hope
you'll
make
an
exception.
I
realize
it
is
against
policy.
Typically,
I
am
aware
of
a
number
of
other
projects
that
you've
made
an
exception
for
for
both
crime
and
for
other
reasons,
one
on
Arabi
and
we
have
duplicated
our
expansion
for
the
Arabi
for
the
turnaround
and
the
entrance.
D
B
H
B
And
Ramon
I
live
right
next
door
to
the
property
that
is
there.
Now
the
applicants
were
requesting
two
parking
spaces
in
I
knew
it
was
a
crack
house
and
a
meth
house.
It
was
really
very
bad
off
and
was
an
eyesore
for
the
entire
neighborhood.
Since
the
current
owners
have
taken
over
the
property,
they
have
established
very
good
relations
with
the
neighbors
that
the
apartments
across
the
street
with
the
apartment
I
live
in,
which
is
right
next
door,
546
South,
Camino
Real.
B
B
Good
afternoon,
commissioners,
my
name
is
Jerry
Keller
I
own,
a
Lulu
California
bistro
in
downtown
Palm
Springs.
My
request
is
a
lot
lighter
and
nicer
than
the
previous
ones.
I
wish
should
have
gone
first,
but
we
are
planning
and
hoping
to
be
able
to
put
up
a
beautiful
mural
on
arenas
on
the
blank
side
of
Lulu.
Right
now,
we've
been
to
the
art,
Council
and
they've
enthusiastically
endorsed
it.
We
head
back
to
the
architectural
Council
twice
and
the
second
time
we
complied
with
everything
they
needed
for
them
to
enthusiastically
endorsed
it.
B
I
Good
afternoon
my
name
is
Tim
spry.
This
is
my
wife
Jessica
spry,
and
we
want
to
very
briefly
give
you
an
overview
of
our
project,
which
is
agenda,
item
3c.
This
Friday
hotel
parking
lot.
Very
briefly.
We
purchased
526
South
Camino
rial
last
spring
2016,
with
the
goal
of
creating
a
small
six
unit,
boutique
hotel
specializing
in
groups
days
prior
to
our
purchase.
I
We
have
completed
a
parcel
merger
and
we
have
completed
a
major
ad,
a
build-out
at
the
building,
and
now
we
are
proposing
a
small,
environmentally
friendly
parking
lot
that,
as
Steve
mentioned,
will
accommodate
six
vehicles,
including
an
ad.
A
van
it'll
be
constructed
of
environmentally-friendly,
pavers,
h20
pavers,
which
lock
together
and
help
with
water,
runoff,
they're
gray
in
color
they'll
be
in
a
herringbone
pattern
very
attractive.
I
So
we
we
brought
our
proposal
in
front
of
the
AAC
last
week
and
received
a
conditional
acceptance
contingent
on
a
few
minor
revisions,
and
we
are
wholly
in
favor
of
the
recommendations
that
were
made
and
we
will
consult
with
our
engineer
and
our
designers
to
amend
our
proposal
for
final
approval.
So
just
to
sum
up,
we
think
that
our
parking
we'll
help
to
beautify
the
neighborhood
it'll
free
up
some
of
the
parking
for
residents
and
for
people
seated
at
the
bus
stop
along
Ramon.
I
J
Good
afternoon,
commissioners,
my
name
is
Robert
Bergman
and
you
may
know
me
from
other
times
that
I
stand
at
the
podium
I
own,
a
business,
downtown
called
cold
nose,
warm
heart
and
I'm,
not
here
to
actually
speak
about
something.
That's
on
today's
agenda.
What
I'd
like
to
do
is
I'd
like
to
urge
the
commissioners
to
reflect
on
something
that
happened
that
I
watched
from
home
one
of
your
previous
meetings,
which
was
the
whole
discussion
about
the
signage
program
for
Block
C
of
the
Downtown
Development,
and
the
absurd
discussion
around
the
H&M
logo.
J
You
may
not
know
this,
but
I
hold
a
degree
in
graphic
design
from
Boston
University
and
throughout
my
career
in
retailing,
and
visual
merchandising
and
store
design.
Logos
are
probably
the
single
most
important
element
of
a
retailer's
communication
with
their
audience
and
they
utilize
those
logos
on
their
bags
on
their
buildings
on
their
credit
cards
on
all
of
their
collateral,
to
communicate
an
idea
of
what
the
store
stands
for
and
I
was
a
little
bit,
appalled
by
the
punitive
and
arbitrary
and
frankly
petulant
tone
of
the
dialogue
around
that
logo
and
that
building.
J
First
of
all,
the
conditions
that
you
put
on
block
C
are
wildly
divergent
from
what
block
a
and
block
B
look
like
and
I
thought
we
were
going
for.
Consistency
in
city
codes
and
consistency
in
how
buildings
are
treated
so
I
know
that
it's
been
moved
to
the
council
agenda
for
this
evening
and
I'd,
like
all
of
you,
to
reflect
on
the
decision
that
was
made
and
perhaps
come
tonight
and
urge
the
council
to
overturn
that
decision.
J
The
idea
that
you
would
not
explore
why
doesn't
have
a
logo
in
that
format,
rather
than
just
arbitrarily
saying
we'll
get
used
to
it.
If
you
want
to
be
here
in
Palm
Springs
as
a
retailer,
downtown
I've
been
struggling
to
explain
why
we
have
a
dead
mall
in
the
middle
of
town.
For
ten
years,
I've
been
struggling
to
explain.
J
What's
coming,
people
come
in
my
shop
and
a
lot
of
them
vacation
here,
and
sometimes
they
feel
like
they
picked
the
wrong
place,
because
our
downtown
isn't
always
so
pleasant
and
it's
hard
to
make
them
smile
and
make
them
feel
like
they
made
the
right
choice
and
these
retailers.
These
national
retailers
are
going
to
bring
more
people
and
more
sales
tax
revenue
and
more
visitors,
and
why
not
welcome
them
with
open
arms?
J
K
B
Fred
Noble
we
take
energy
must
be
very
briefly
on
item
1
D
1
D
is
implementing
the
greenhouse
project.
You
approved
a
meeting
or
two
before
and
what
it
represents
is
the
beginning
of
a
significant
grow
opportunity
in
the
city
of
Palm
Springs,
which,
in
my
judgment,
as
it
evolves
over
the
next
few
years
and
not
many
years
ago,
will
replace
the
eight
million
dollars
in
property
taxes
that
the
city
is
short
right
now
for
for
its
pension
defaults,
not
default.
B
The
combination
of
the
tax
on
the
products
and
the
tax
on
the
property
leads
you
to
a
kickoff
of
a
very,
very,
very
large
and
profitable
enterprise
for
the
entire
city.
This
becomes
the
and
the
one
you
approved
is
the
prototype
I.
Think
for
what
you
will
see
where
you
combine
the
empty
spaces
in
wind
farms
with
the
renewable
energy
as
it's
available
in
agriculture,
so
I
commend
the
staff
and
the
report
he.
This
is
a
project.
B
A
I
I
A
A
L
Thank
You
chair
this
is
an
application
for
a
mural
at
Lulu's
restaurant
on
the
corner
of
arena,
sand
South,
Palm,
Canyon
Drive.
For
some
background
information.
The
project
was
reviewed
by
the
architectural
visor
committee
on
May
1st.
They
had
some
recommendations
to
achieve
a
better
mural.
The
applicant
did
go
back
and
revise
from
the
May
1st
meeting
and
I'll
go
over
those
in
just
a
minute.
L
The
public
Arts
Commission
reviewed
the
application
on
May
11th
and
recommended
approval
to
the
City
Council
and
then,
as
I
mentioned
earlier
on,
July
17th,
the
AEC
reviewed
a
revised
mural
application,
which
is
here
before
you
today,
I'm
gonna
go
through
some
slides,
so
you
can
see
the
current
conditions
and
talk
from
them.
So
currently
the
space
is
the
North
elevation
of
the
building,
which
is
next
to
the
Lulu
sign
on
arenas
Road.
So
it
is
to
the
east
of
the
existing
Lulu
sign.
L
L
It's
called
an
alumina
l--,
which
is
two
thin
panels
of
aluminum,
with
foam
core
in
the
middle.
How
this
muir
will
be
applied
is
there
are
anchors
that
will
be
and
a
half
the
actual
screws
here
that
will
be
screwed
into
the
building
the
concrete
wall.
These
sections
are
five
feet
by
ten
feet
and
they
weigh
39
pounds
each
then
we're
mural
is
220
square
feet
total,
so
these
panels
will
be
affixed
to
the
building
and
then
the
screwed
into
the
building,
and
then
the
the
vinyl
image
will
be
applied.
L
On
top
of
that,
so
it'll
be
a
seamless
design.
The
proposal
is
to
add
lights
to
the
top
of
the
mural,
which
will
come
through
the
back
of
the
parapet
wall.
The
AC
had
some
recommendations
on
finding
an
appropriate
fixture,
the
one
that
is
before
you
and
your
packet
they
felt
was
not
in
keeping
with
the
design
of
the
building,
so
they
liked
another
design
to
come
back
either
to
staff
or
back
to
AC.
L
So
this
picture
is
it's
kind
of
hard
to
see
it's
looking
down
from
the
parapet,
the
cars
of
the
street,
and
then
this
is
the
backside
of
the
parapet.
There
already
is
an
existing
conduit
that
runs
along
the
back,
so
lighting
can
be
so.
That
concludes
my
report,
chair
and
I'm
here
and
as
the
applicant
talked
briefly
earlier,
they're
here
also
I'm.
A
E
L
It's
on
the
north
facing
wall,
so
it
will
not
receive
direct
sunlight.
You
know
in
the
evening
or
the
afternoons
they
do
have
a
maintenance
plan
that
was
included
your
packet,
which
discusses,
if
there's
fading
or
if
they
have
to
wash
it
or
clean
it,
they're
more
than
willing
to
do
that,
plus
they
will
have
to
do
a
covenant.
The
code
requires
that
they
have
a
maintenance
covenant,
saying
that
if
something
happens
over
the
years
graffiti
or
whatever,
the
city
has
ability
to
go
back
in
and
make
them
comply.
I.
E
Just
a
question
and
I,
don't
have
a
firm
opinion
on
this
or
anything
was
I
noticed
that
we
would
be
putting
that
on
the
second
panel,
where
the
Loulou
is
on
the
first.
No,
we
can't
see
it
on
a
slide.
There
there's
actually
four
panels.
Was
there
some
consideration
ever
given
to
putting
it
in
the
third
plan?
Also,
that
would
be
kind
of
balanced
around
rather
than
having
all
of
the
artwork
and
signage
at
the
west
end
of
the
building.
B
L
L
F
A
F
Think
we
have
a
project
here.
We've
had
issues
with
murals
and
in
this
case
we
have
an
applicant
who
went
through
the
public.
Arts
Commission
got
their
approvals
in
a
fashion
that
they
are
supposed
to
do
so
before
they
before
they
put
them
up
before
they
put
it
up
and
we
have
as
I
understand
it
a
unanimous
view
from
the
public
Arts
Commission
that
this
should
go
forward.
The
AEC
is
really
I
think
this
is
project
that
should
go
forward.
A
D
Right
yeah,
I,
I,
agree,
Lulu's
is
a
great
asset
to
the
community
and
and
and
it
was
a
forward-thinking
enterprise
in
that
it
went
in
when
you
know,
we
were
really
hurting
down
there
and
I
applaud
that
I
voted
against
the
Wells
Fargo
installation,
because
I
personally
didn't
consider
it
a
mural.
It
was
on
a
I
believe
it
was
a
plasticize
piece
of
canvas
or
some
other
material
and
and
to
me
it
doesn't
reach
the
it
didn't
reach
the
depth.
D
For
me,
the
definition
of
what
a
mural
is
and
I
I'm
gonna
respectfully
disagree
on
this
one
as
well.
I'm
I
think
putting
a
panel
up
on
a
building,
regardless
of
how
it's
fastened
to
the
building
does
not
constitute
a
mural.
To
me,
a
mural
is
an
original
piece
of
artwork,
that's
painted
on
a
building
and
and
unless
I
see
something
like
that,
I
wouldn't
vote
for
it,
but
I'm
respectfully
disagreeing
I
I
liked
the
applicant
a
lot
I
like
I
go
to
his
restaurant.

Chairman,
yes,
motion
carries
okay,
there
are
no
public
hearings,
so
we
are
at
new
business.
We
are
at
item
3a,
Tim
and
Jessica
spry
for
a
minor
architectural
application
to
construct
a
six
space
parking
lot
on
a
vacant
launch
a
service,
an
adjacent
hotel
located
at
five
to
six
South
Camino
Real
staff
report.
Please.
L
All
right,
Thank,
You
chair
this
is
an
application
to
construct
a
six
space
parking
lot
as
a
part
of
the
Spry
Hotel
located
at
526
South
Camino
rial.
So
the
property
is
located
at
the
corner
of
Ramon,
East,
Ramon,
Road
and
south
community
al.
The
property
consists
of
a
six
unit,
hotel,
a
swimming
pool
and
a
vacant
lot
due
to
a
code
enforcement
action.
The
lot
the
when
they
converted
the
hotel,
I'm
sorry
apartments
to
Hotel
in
2015-2016.
L
They
needed
to
bring
it
up
to
code
for
use
as
a
hotel
and
that
sort
of
spurred
all
the
discussion
about
providing
off
street
parking,
which
is
a
requirement,
the
zoning
code
and
in
doing
so,
the
three
Lots
that
were
there
previously
had
to
be
merged
into
one
lot.
So
the
applicant
completed
the
merger
of
all
the
Lots
into
one
lot
earlier
this
year,
and
that
has
allowed
us
to
bring
this
case
before
you
today.
L
L
The
lot
currently
is
seven
thousand
eight
hundred
and
forty-one
square
feet.
There
is
some
Street
dedication
that
is
required
if
Ramon
Road
has
ever
widened
and
the
site
plan
that
we're
going
to
going
to
get
to
will
reflect
that
Street
widening.
This
is
a
photograph
of
the
current
gate
that
is,
to
the
pool
area
and
hotel.
L
L
This
is
an
aerial
photograph.
This
previously
showed
the
three
Lots
the
hotel,
the
pool
and
the
vacant
lot.
They've
all
been
merged.
Now
into
one
one
parcel
in
your
packet.
There
is
a
parcel
map,
a
grading,
sort
of
design.
That's
before
you
I'd
like
to
point
out
in
the
bottom
right
corner.
There's
a
detail
of
the
parking
lot,
which
includes
stone,
blocks
and
I
have
an
example.
Let
me
bring
it
up
to
you.
L
The
parking
lot
will
be
constructed
of
these
permeable
pavers
in
a
herringbone
design,
so
that
water
will
percolate
down
through
the
earth
and
it
will
not
require
them
to
build
a
water
retention
basin
which
they
normally
would
have
to
do.
So.
This
is
approval
approved
by
the
city
engineering
department.
Also,
there's
a
paint
chip
that
is
attached
to
that
block.
The
zoning
code
requires
that
they
have
to
build
at
least
a
four
and
a
half
foot
tall
wall
to
separate
or
to
buffer
and
sort
of
hide
the
parking
lot
from
the
street.
L
L
They
also
are
proposing
a
lansky
plan
and
at
the
AAC
there
were
some
changes,
request,
request
'add
for
this
project
and
I'll
go
over
those
currently,
so
the
AEC
wanted
to
have
a
streetscape
presented
to
them
along
the
East
Ramon
Road,
showing
the
proposed
wall
in
the
landscaping
currently
in
the
landscape
planets
before
you.
It
shows
some
plantings
along
the
street,
a
row
of
of
desert
plants
and
then
behind
the
wall
is
a
row
of
ficus.
L
The
AEC
also
requested
that
the
parking
lot
be
shifted
to
the
south
as
much
as
possible
to
increase
the
area
between
the
parking
lot
screen
wall
and
the
sidewalk
along
East
Ramon
row
Road.
In
discussing
this
requirement
with
our
engineering
department,
they,
the
engineering
department,
is
satisfied
with
the
location
of
the
parking
lot.
It's
something
that
we'll
have
to
work
with
their
engineer
to
see
if
the.
L
L
There
is
a
plant
that
they
felt
could
be
fine,
an
alternative
to
the
foothill
sage
and
then
plant
the
ficus
head
on
the
outside
of
the
parking
lot
wall
and
include
the
minimum
palm
tree
Heights
on
the
legend,
which
is
not
there
correctly,
they
were
the
AC
was
also
concerned
with
the
the
site
plan,
which
was
previously
up
does
not
show
the
relationship
between
the
existing
pool
area
cabanas.
That
I
mentioned
the
handicap
space
that
they're
using
now
and
this
parking
lot.
L
The
other
item
that
came
up
for
discussion
was
the
lighting
of
the
parking
lot
and
let
me
get
to
the
parking
lot
lighting
in
your
packet.
There
is
a
photometric
plan
and
they're
proposing
to
add
three
light:
poles
at
18
feet
tall
they're,
a
shoe
box
design
that
focuses
the
light
downward
in
the
AAC
presentation.
L
Staff
felt
that
this
may
not
be
an
appropriate
height
of
a
pole,
because
it's
a
residential
neighborhood
that
maybe
the
pole
could
be
lowered
and
less
lights
at
a
lower
lumens
who
but
still
meet
the
requirement
of
the
photometric
plan,
they're
showing
a
point
to
I
think
and
they
can
go
down
to
a
point
one.
So
it
is
a
little
bit
over
lighted
and
that's
something.
The
AC
would
also
like
to
to
view
in
the
next
round.
L
So
before
you
today,
I
know
one
more
thing:
there
was
a
question
from
one
of
the
the
commissioners
about
adding
a
sidewalk.
The
condition
of
approval
along
South
Committee
Riau
does
include
a
sidewalk
from
the
corner
of
Ramon
Road
and
it
does
extend
the
whole
way
down
the
Camino,
Real
frontage,
so
I
think
planning
engineering
condition,
number
eight
listed
under
community
al
and
says
the
frontage
and
I
had
to
clarify
that
with
them.
That
is
the
entire
frontage
of
this
lot.
L
So
they're
in
before
you
today
is
some
additional
information
that
was
provided
by
neighbors
of
the
the
neighborhood
adding
their
support
to
the
project.
So
those
are
before
you
to
read:
there's
some
emails
that
came
in
today.
So
that
concludes
my
report.
Staff
feels
that
you
can
make
the
findings
to
approve
the
the
parking
lot
and
that
concludes
my
report.
L
A/C
approved
or
recommending
approval
with
a
subcommittee
focusing
on
these
five
items
and
I
understand
a
little
unusual,
but
being
that
we
want
to
move
the
project
forward
and
we're
not
meeting
in
August,
we
were
hoping
the
Planning
Commission
could
grant
approval,
with
condition
that
these
five
items
being
addressed
at
an
AAC
subcommittee.
Okay,.
D
I
was
at
that
meeting,
but
can
you
tell
me
who
the
AAC
subcommittee
members
are
because
I
know
the
landscape?
Architects
are
leaving
today
consent
to
come
back
for
that
one.
Second,
let
me
look
it
up.
B
L
A
This
is
an
apartment
conversion
into
a
hotel
and
I
know
that
we
have
a
new
statute.
That
requires
an
explanation
of
the
people
who
are
in
tenancy
and
whether
or
not
there's
any
any
renumeration
required.
If
they're
going
to
leave
the
staff
report
didn't
include
any
explanations
of
that
for
the
city
attorney.
Can
you
explain
to
me
why
this
the
new
statute
doesn't
apply
to
this.
L
Chair
if
I
could
respond,
this
was
the
business
license
for
the
the
operation
of
the
hotel
was
in
early
2016,
which
was
before
the
adoption
of
the
new
ordinance
relative
to
conversions
of
apartments
to
hotel.
So
was,
it
happened
occur
before
any
of
this,
so
they
would
not
be
required
to
meet
those
standards.
Obviously
there's
no
one
there.
Now
it's
been
operating
for
almost
a
year
as
a
hotel,
so
the
other
thing
is:
the
r2
zone
allows
conversions
of
apartments
to
hotels
by
right.
L
A
You
a
couple
of
questions
about
the
conditions:
I
walked
through
the
property.
The
applicants
were
kind
enough
to
show
me.
The
entire
property
yesterday
and
I
wanted
to
make
sure
that,
as
they
push
back
the
parking
lot
that
in
part,
because
this
got
approved
without
complete
requirements
and
they're
being
notified
of
complete
requirements,
I
would
not
like
them
to
be
required
to
take
up
the
the
concrete
that
they
put
down
or
the
cabanas
that
they
put
in
place
so
is.
Can
we
make?
A
L
That-
and
that
is
some
of
the
constraints
of
where,
if
the
parking
lot
could
actually
move
or
not,
the
AC
didn't
have
a
full
site
plan
showing
where
everything
is
relative
to
each
other.
So
when
they,
when
we
produce
a
site
plan,
the
AC
may
not
need
to
implement
that
request.
So
we
can
add
that
as
a
condition
that
those
remain
in
place
so.
A
D
M
D
Maybe
I
can
just
suggest
why
they
were
making
that
recommendation.
It
wasn't
some.
It
wasn't
arbitrary
they're
showing
a
ficus
hedge
along
the
wall
that
they're
proposing
on
Ramone
and
the
comment
from
the
landscape.
Architects
was
there
wasn't
enough
room
for
that
ficus
hedge?
They
didn't
allow
enough
room
for
it.
It's
only
like
a
foot
in
scale,
and
so
there
they
wanted
the
ficus
I,
don't
know
that
they
wanted
the
ficus.
D
But
if,
if
they
applicant
one
of
the
ficus
to
allow
enough
room
for
it,
they
were
suggesting
shifting
the
parking
lot
to
the
south
to
allow
enough
room
for
it
that
it
wasn't
some
arbitrary
like.
Let's
just
move
the
parking
lot.
I
know
I
would
be
for
not
allowing
not
requiring
the
removal
of
the
cabanas,
but
if,
if
they
do
want
to,
there
should
be
room
for
the
ficus
and
I
would
defer
to
the
experts,
the
landscape,
architects,
to
make
sure
that
that
was
happening.
D
D
D
A
M
L
L
F
B
B
F
A
B
A
A
A
I'm
gonna
call
the
meeting
back
to
order
we're
at
item
3b,
which
is
the
st.
barista
HOA
for
a
minor
architectural
application
to
install
one
set
of
access
control
gates
to
the
existing
st.
barista
condominium
complex
located
at
the
northeast
corner
of
barista
and
Lugo
roads
with
a
master
address
of
284
West
cahier
Road
staff
report.
Please
Thank.
L
You
chair
this
application
is
by
saint
barista
HOA
st.
burrito
is
a
condominium
complex
at
the
corner
of
Lugo
barista
and
Cahuilla
roads.
So
it
has
three
frontages.
It
consists
of
38
units
was
approved
as
a
planned
development
district
in
2003,
and
at
that
time
and
looking
through
the
conditions
of
approval
for
the
project,
there
was
no
mentions
of
adding
gates
or
prohibiting
gates
from
being
added
to
this
project.
It
was
never
discussed
so
they're
here
for
tear
before
you
today
to
add
gates
as
a
part
of
the
project.
L
So
what
they're
proposing,
if
I,
could
direct
you
to
the
slide?
That's
in
front
of
you.
It's
an
aerial
photograph
showing
on
the
left
side
is
Lugo
Road,
with
the
kuraki
a--
hotel
across
the
street,
and
the
vacant
lot
of
a
portion
of
the
undeveloped
saint-maurice
toll
road
to
the
north
they're
private
streets.
That
kind
of
do
an
S
throughout
the
project
and
exit
on
to
quia
Road.
So
a
long
queal
road
there
is
a
series
of
of
bay
parking
spaces
which
mr.
L
L
So
to
describe
the
project
off
of
Lugo
Road,
the
street
width
is
24
feet
wide,
which
is
wide
enough
for
a
two-way
entrance
and
exit
into
the
property
they're
proposing
to
add
one
gate
and
make
this
a
one-way
into
the
project,
so
would
be
a
I
think.
It's
a
20
foot
wide
gate
with
a
pedestrian
gate
to
get
in
and
out
of
the
complex.
L
When
this
was
first
presented
to
the
engineering
department
of
the
the
you'll
see
like
a
little
bulb
out.
They
are
required
to
add
this
bulb
out
to
allow
a
car
to
do
a
three-point
turn.
So
if
you
pull
into
the
entrance-
and
you
can't
get
in
to
help
prohibit
from
backing
out
onto
lugo
road,
you
could
successfully
do
a
three-point
turn
and
I
did
take
the
ARB
planning
vehicle
out
there
and
could
maneuver
it
within
the
24
foot.
But
by
widening
it
out
so
30,
which
they're
agreed
to
do.
It
makes
it
more
maneuverable.
L
L
These
are
some
photographs
of
the
current
conditions.
It
is.
This
is
the
Bay
parking
across
the
street
from
the
orchid
tree
along
kuya?
This
is
the
exit
onto
kuya.
You
can
see
that
it's
fairly
constrained
with
two
buildings
on
both
sides,
so
there's
not
much
room
to
add
any
kind
of
additional
width.
L
L
So
that
is
the
reason
why
its
staff
is
recommending
denial
is
that
the
project
is
in
conflict
with
this
general
plan
goals
and
policies.
I
would
mention
that
the
Planning
Commission
has
approved
gates
at
other
communities
most
recently
64th.
The
RHIB
was
a
community,
a
condominium
community
that
the
Planning
Commission
approved
gates.
L
Obviously,
this
is
a
smaller
community
in
a
different
neighborhood
and
the
Planning
Commission
would
need
to
determine
if
the
denial
is
in
line
with
your
views.
So,
as
I
mentioned,
there's
no
resolution
before
you
other
than
a
denial
resolution,
there's
no
conditions
of
approval
because
we
recommend
denial.
If
the
Planning
Commission
were
to
not
uphold
that
recommendation,
the
project
will
come
back
with
a
different
recommendation
and
a
resolution
to
reflect
your
your
direction.
So
that
concludes
my
report
and
the
applicant
is
here
questions.
E
Linn,
can
you
explain
to
me
how
this
three-point
turn
would
work?
Do
you
have
to
back
up
first
or
you
go
forward
and
then
then
turn
around
as
I
can't
wait
to
do
drawings
of
how
it
would
actually
be
implemented,
and
do
we
would
you
be
if
there
was
a
car
behind
you
waiting
to
get
in?
Would
that
be
blocked
until
you
could
back
up
and
do
this
turn.
A
L
E
L
Right,
it's
a
one-way
entrance
in
it's
wide
enough
for
two-way,
but
you'd
be
backing
turning
around
in
a
one-way
entrance,
you're
correct
and
if
somebody
will
be
behind
you,
you
know,
as
they
mentioned
in
their
presentation
earlier.
Lougle
road
is
a
not
as
busy
of
a
road
as
Cahuilla.
So
that's
why
they've
picked
this
entrance.
E
L
L
B
A
K
Approval
before
yes,
when
this
project
was
originally
approved,
I'm
sure
it
was
approved
with
the
understanding
because
I
drove
through
it.
Then,
when
you
get
into
the
project,
the
roads
seem
awfully
narrow
to
me,
I
assumed
there's
enough
room
for
emergency
vehicles
to
move
through
the
project
and
also
to
make
turns,
if
necessary,
when.
L
L
D
H
Thank
you.
Thank
you.
Our
streets
are
currently
pavers.
The
concrete
pavers
and
on
each
side,
is
a
curb
that
just
is
a
ramped
up
curve
and
so
we're
planning
to
actually
dig
in.
We
have
about
a
four
feet,
probably
five
feet
on
each
side,
which
is
just
plants.
We
were
going
to
widen
that
and
dig
into
the
planter.
So
there
is
no
sidewalk.
D
Has
to
do
with
the
adjacent
of
the
empty
parcel
I
recollect
that
several
years
ago,
at
AAC,
we
were
asked
to
review
a
new
development.
Does
the
and
I
think
it
was
approved?
I
don't
know
if
it
ever
went
to
planning
Commissioner
what
the
entitlements
currently
are,
but
does
the
what's
proposed
for
that
development
tie
in
to
the
road
system
here
and
then
it
would
be
part
of
the
this
gated
community
or
it
doesn't
have
a
separate
entrance.
No.
C
Right
there
are
some
issues
between
the
applicant
and
one
of
the
neighbors
at
the
time.
The
applicant
in
the
word
I'm,
sorry,
the
one
of
the
neighbors
and
then
the
applicant
has
some
unresolved
issues,
and
so-
and
there
was
some,
if
you
recall,
the
architecture
of
the
proposed
project
was
significantly
different
than
the
existing
and
he
at
the
time
wanted
some
consistency.
So,
in
the
end
the
applicant
decided
to
withdraw
the
application.
D
Okay,
so
the
reason
I'm
asking
is
planning
planner
Glenn
said
that
if
it
was
a
new
development,
there
would
be
a
more
generous
turnaround
space
at
Lugo
and
if
the
empty
lot
area
is
being
proposed
to
tie
in
the
road
system
and
use
this
gate
as
an
entrance
for
the
new
development
sometime
in
the
future,
would
we
be
able
to
condition
approval
if
we
so
approve
this
project
that
the
gated
entrance
be
looked
at
again
to
provide
a
more
open
configuration
there?
That
would
allow
a
u-turn
instead
of
a
backup
situation,
so.
C
Maybe
actually
provide
an
additional
background
that
that
undeveloped,
overpass
hole
is
actually
part
of
San
baristas,
so
the
plan
development
district
that
was
approved
at
that
time
included
that
parcel
and
it
was
built
in
phases,
but
the
application
that
was
brought
before
you
I
think
about
two
three
years
ago.
Reason
why
I
wasn't
more
forward
was
that
he
wanted
something
different
than
what
would
have
been
built
had
the
whole
development
taking
place,
so
that
would
be
contingent
on
two
issues
number
one
if
they
were
to
come
back
and
have
a
different
proposal.
C
C
D
M
C
F
E
L
Was
a
proposal
to
gate
one
entrance
exit
on
a
development?
I?
Don't
know
the
top,
the
name
of
it
all
the
top.
My
head,
it's
below
pantora
across
the
street,
from
luminaire
next
to
Copacabana
that
dave-o
gated
they
had
some
vagrant
issues
and
problems
and
trespassers
and
the
City
Engineer.
Let
them
gate
one
at
one
entrance
exit.
So.
E
A
I
E
A
L
The
planning
staff
contacted
the
officer
de
la
Rosa
who's,
a
criminal
analyst
with
the
police
department.
Normally
when
we
can
request
a
call
for
services
from
the
PD,
and
sometimes
it
comes
in
a
table.
Format.
I
received
the
email
this
morning
from
the
officer
and
describing
that
the
master
address
did
not
have
crime
events
associated
with
that
address.
L
However,
there's
30-some
different
units
and
as
in
their
email,
they
didn't
respond
specifically
on
those
38,
but
it's
it
looks
like
there
were
no
criminal
events
within
the
complex
now
discussing
it
earlier
with
the
applicant
I
asked
them.
How
could
that
be?
When
you
provide
us
with
information
and
their
security
staff
staff?
L
E
E
E
A
H
H
If
you
would
look
closely
at
the
photograph,
there
is
actually
a
road
that
is
in
that
dirt
lot
it's
hard
to
see,
but
the
road
and
the
curbs
are
already
installed
in
preparation
from
what
I
understand
the
developer
is
planning
to
start
construction
next
spring
is
in
January
or
February
to
complete
the
project
in
the
same
fashion
and
design
to
st.
Marie
Stowe
is
today
Spanish
and
from
what
we're
told
by
him
is
it's
already
grandfathered
in
because
it
was
already
an
approved
map
from
way
back?
H
G
H
So
the
discussion
about
a
turnaround
is
just
impossible
because
there's
buildings
on
the
other
side
as
well
that
they
would
run
into
and
you
have
to
have
so
much
space
I
mean
we're
at
downtown.
We're
not
a
huge
parcel.
So
I
don't
think
the
full
turnaround
with
a
circular
driveway
in
that
developer.
They're,
not
part
of
our
homeowners
association
as
of
this
time,
because
they
have
not
annexed
that
third
phase
because
it
hasn't
been
constructed,
but
they
have
the
right
in
our
CC
and
ours
to
annex
upon
completion.
Do.
H
H
We
as
homeowners
in
downtown,
are
constantly
experiencing
crime,
and
my
car
has
been
broken
into
bikes,
stolen
all
the
rest,
I,
don't
know
how
you
all
feel,
but
when
a
bike
is
stolen
and
calling
the
police
I
think
it's
a
waste
of
time
other
than
just
to
log
it
in
because
it's
gone
same
thing
with
my
car
broken
into
other
cars
broken
into.
We
don't
call
the
police
because
and
scurrying
away
the
homeless
out
of
your
pool
in
the
middle
of
night
at
two
o'clock.
H
B
H
A
I
Would
just
suggest
that,
if
that's
the
will,
the
Commissioner
asked
that
a
motion
be
made
to
direct
staff
to
read
notice
this
and
bring
it
back
to
the
Planning
Commission
as
a
modification
to
the
final
PDD,
based
on
the
nature
of
the
improvement
being
sought
that
would
be
processed
as
a
minor
amendment
to
the
PD
D,
which
means
the
Planning
Commission
would
be
the
final
decision-maker
on
that
application.
Nevertheless,
that
would
be
brought
back
as
a
public
hearing
item.
A
I'm
going
to
make
that
motion,
I
I
think
it
might
as
we're
dealing
with
this.
It
might
be
useful,
though,
to
people
to
comment
on
the
request
itself
so
that
the
applicants
can
get
a
Centon.
The
staff
can
get
a
sense
of
the
Commission
on
the
request
for
gates,
so
I'm
going
to
start
responses
with
Commissioner
Hudson
go
along
Thank.
M
K
Also
can
support
the
gates,
as
an
exception
to
our
rule.
I
know
this
area
quite
well:
I
used
to
have
a
condo,
apetencio
and
Bristow.
It
is
downtown.
It
is
extremely
active,
particularly
on
the
weekends
and
nights
and
I
can
only
imagine.
These
are
very
private,
somewhat
secluded
streets,
how
difficult
it
can
be,
and
also
we're
not
talking
about
cutting
off
streets
that
interconnect
with
the
rest
of
the
neighborhood.
These
are
private
streets.
So,
for
all
those
reasons,
I
I
could
support
the
gates.
I
am
a
little
concerned.
K
Missus
remark:
I
agree
with
you
that
probably
the
PDD
amendment
is
the
way
to
go.
I
just
want
to
make
sure
that
we
don't
put
our
applicants
through
a
more
bureaucratic
process,
but
even
more
importantly,
more
financial
cost,
because
they've
filed
and
paid
fees
for
one
sort
of
action
we're
now
changing
the
nature
of
that
action
and
a
question
for
staff
would
be
what
what
impact
would
this
have
on
the
applicants
financially
and
timewise.
So.
C
Timewise
well,
so,
if
your
direction
today
is
to
come
back
to
you
with
the
proper
filing,
we
will
walk
how
to
make
it
hard
to
bring
it
back
to
you.
The
first
meeting
of
September
as
number
one
number
two
I
will
meet
with
the
assistant
city
manager
to
discuss
the
matter
with
him
and
I
will
get
back
with
the
applicant
as
far
as
filing
fees
and
notification
of
these
are
concerned.
So
I'm
not
I'm,
not
at
a
pay
grade
to
make
that
decision
at
this
time.
C
C
K
F
This
is
a
struggle
on
this
one,
because
I
thoroughly
understand
what
the
applicant
is.
Applicants
are
going
through
and
the
difficulty
that's
disassociated.
We've
we've
said
nota
Gates
on
many
occasions.
Every
time
we
say
yes,
we
get
more
applications
come
in
that
that
frequently
don't
match
the
kind
of
conditions
that
that
we
did
use
to
approve,
but
I
think
both
the
Commissioner,
Hudson
and
Commissioner
donenfeld
make
a
very
good
argument
that
these
are
private
streets.
F
They
do
not
interact
with
the
balance
of
of
the
community
and
they
certainly
do
not
block
any
public
street
or
what
would
ever
be
any
public
streets,
so
I
am
open
to
an
exception
here.
What
I
will
say,
though,
is
the
impact
of
gates
on
these
kinds
of
issues
and
are
are
not
always
as
much
as
strong
as
many
people
believe
they
will
be
I.
Last
week
spent
a
day
on
homeless
patrol
with
Palm
Springs
Police
Department.
F
Our
first
stop
at
7:00
in
the
morning
was
in
a
variegated,
very
closed
community
where
the
swimming
pool
was
also
gated,
but
there
was
still
an
individual
who
was
transient,
who
no
legal
right
to
be
in
that.
For
that
facility
who
had
found
her
way
into
it
and
was
bathing
in
the
homeowners
swimming
pool,
so
I
hope
that,
in
carving
an
exception
that
we
are
able
to
reduce
the
incidence
of
issues
in
the
community
and
I
wish,
I
could
say:
I
thought
that
they
would
eliminate
them,
but
based
on
experience,
I
don't
have
that
confidence.
B
B
E
Yes,
I've
I
think
I
was
the
author
of
the
general
plan
steering
committee
of
the
language
which
helps
ban
gates.
That's
in
the
general
plan,
I
think
we
always
envisioned
and
somehow
it
fell
through
the
cracks
that
there
would
be
a
process
for
allowing
allowing
gates
and
special
conditions
where
they
were
merited
and
I.
Think
as
we
go
through
it.
E
If
we
had
a
documentation
of
it,
it's
a
little
confusing
at
the
moment.
We
could
also
accept
but
I
think
in
this
particular
case.
We
have
a
clearly
documented
parking
shortage
in
the
area
that
would
cause
members
of
the
public
to
drive
to
do
that
and
I'd
like
to
make
that
as
a
finding
in
whatever
ordinance
we
ultimately
pass
now
in
getting
to
the
question
of
what
type
should
we
refile?
E
E
E
It
may
be
maybe
raised
the
issue
of
the
general
plan
conflict
anymore,
because
we
have
to
make
an
explicit
finding
on
a
PD
amendment
that
is
consistent
with
the
German
plan,
so
I'm
a
little
concerned
there.
Where
is
it
just
an
application
for
a
gate
and
look?
We
have
to
go
through
all
that,
but
also
a
cleaner.
E
A
A
C
C
That
we
have
of
the
three-point
turn
exhibit
and
I
will
also
pose
this
question
to
the
Commission.
If
there
are
additional
exhibits,
for
instance,
if
you
need
more
additional
details
on
the
gate
that
you
might
need,
so
I
will
ask
of
those
from
the
applicant
other
than
that
I
think
we
can
proceed
with
what
we
have.
B
A
M
B
M
A
A
I
As
to
item
1
d,
I'd
had
I
had
opine
that
because
there's
a
matter
on
consent
calendar-
and
you
had
indicated
your
abstention
on
the
record-
that
you
need
not
step
away
from
the
Dyess
in
light
of
the
fact
that
had
caused
further
disruption
of
another
wise
and
simple
vote
and
consideration
of
those
consent.
Calendar
items.
However,
with
respect
to
this
particular
item,
I,
would
kindly
ask
that
you
step
away
from
the
diets.
A
C
You,
madam
chair
members
of
the
Planning
Commission,
so
the
location
will
be
at
2150
not
than
Harrow
Road.
It
is
zoned
r2
and
the
general
plan
designation
is
medium
density.
Oh
so
what
you
have
before
you
this
afternoon
is
the
major
architectural
application
and
it
is
for
the
development
of
a
17
unit
apartment
complex.
C
So,
looking
at
the
site
plan,
you
notice
that
there
are
three
distinct
buildings
that
will
consist
of
the
17
units,
so
those
three
structures
are
designated
as
the
S
building
the
end
building
s
sad
for
the
stands
for
the
southern
building
and
the
East
Building
and
the
northern
building.
So
each
of
those
buildings
will
consist
of
the
chilly
needs.
Two
bedrooms
and
three
bedrooms:
apartments
in
the
staff
report.
C
So
at
the
meeting
the
applicant
had
to
in
order
to
accommodate
all
those
changes
recommended
by
the
AAC,
the
applicant
also
had
to
acquire
additional
property
and
had
to
negotiate
with
DWA
so
that
the
property
to
the
west
of
the
site
could
be
added
to
this
undeveloped
parcel.
He
it
took
him
a
while,
but
he
succeeded
in
doing
that
and
hence
we
have
this
site
layer
today.
C
The
original
site
plan
called
for
main
access
through
Indian
Canyon,
and
that
was
a
significant
concern
to
start
noting
that
Indian
Canyon
is
a
major
thoroughfare,
but
what
you
had
before
you
today
is
a
significant
change,
which
is
consistent
with
what
staff
had
recommended.
So
the
the
main
entrance
into
the
development
will
now
be
off
of
zan
Harrow.
Currently,
zan
Harrow
is
not
developed.
C
It's
not
paved
the
we'll
be
undertaking
that
that
project
would
be
responsible
for
developing
that
portion
of
the
site,
and
you
also
have
a
two
main
access
into
the
property,
as
opposed
to
one
that
was
off
of
Indian,
and
so
you
have
two
driveways
parking
areas
in
front
of
the
site
and
also
I
want
to
add
that
one
of
the
main
concern
that
he
had
with
the
original
slightly
I
had
to
do
with
the
location
of
the
amenities
they
were
previously
located.
Adjacent
to
North,
Indian
Canyon.
C
For
this
for
reasons
of
security
and
noise,
AC
did
not
like
that.
That
recommendation
was
given
to
the
applicant
and
they
also
work
with
the
ASC
it
making
sure
that
the
amenities
and
a
recreational
areas
were
removed
from
that
area
and
relocated
to
the
central
portion
of
the
decide.
As
I
mentioned
earlier.
This
decide
is
zone
r2
and
the
general
plan
designation
is
medium
density,
residential.
So
in
terms
of
density,
it
is
consistent
with
the
general
plan
and
in
terms
of
development
standards
such
as
the
height
the
setbacks
and
the
separation
between
buildings.
C
This
this
proposal
is
consistent
with
all
those
zoning
regulations
and
zoning
requirement
and
development
standards,
also
the
when
we
went
back
to
the
ASC
the
last
time
around.
They
had
some
recommendations
and
additional
comments,
and,
according
to
the
chair,
those
comments
were
intended
to
improve
upon
a
project
that
the
thought
was
good,
but
one
of
those
one
of
those
recommendations
was
for
the
applicant
to
consider
having
individual
entries
into
those
into
the
East
Building.
That
is
the
building
that
is
adjacent
to
Indian
Kenya
to
have
individual
entrance.
C
The
applicant
has
done
that,
so
the
aside
from
that
is,
in
your
part,
maybe
slightly
different,
but
what
I'm,
showing
you
on
this
light
now
is
a
revised
plan
is
a
revised
up
cyclin
that
has
addressed
those
comments
from
the
AAC.
Also
they
have
some
questions
and
some
recommendations
and
comments
really
on
the
landscaping.
C
It
met
all
the
five
findings
and,
as
a
result,
staff
is
recommending
approval
of
this
project
and,
as
I
mentioned
earlier,
it
is
a
major
architectural
application.
It
is
not
a
public
hearing
item,
but
at
the
desire
be
the
Commissioner,
you
may
call
the
applicant
if
you
have
additional
questions,
but
other
than
that
staff
is
recommending
approval
for
this
project.
That
will
conclude
my
report.
I
am
available
for
your
questions.
D
K
Have
one
question
for
Edward
Edward
when
the
AEC
reviewed
this
and
obviously
they
did
a
very
thorough
review?
Was
there
any
thought
given
to
facilitating
or
in
some
way
accessorizing
the
window
so
that
we'd
have
more
shade
structures?
The
window
seem
awfully
exposed.
It
looks
like
there
may
be
a
shadow
treatment
around
the
window,
I'm
not
sure
that
from
the
drawing,
but
was
there
any
discussion
about
doing
something
more
for
shade.
C
E
C
A
E
E
C
C
D
It
seemed
to
me
that
they
were
hoping
that
there
was
a
more
a
less
used
way
to
accomplish
what
they
wanted
to
accomplish
other
than
ficus
I.
Think
the
thought
was
that
we
have
enough
ficus.
Is
there
something
else
we
can
do
I,
don't
necessarily
support
that,
but
I
just
tell
you
what
I
think
what
I
think
the
thought
process
was.
We.
A
E
E
A
E
Well,
if
we're
going
to
do
that,
I
think
that's
just
a
major
policy
item
be
cheap.
You
gotta
take
a
look
at
the
citywide
level
because,
if
we're
having
it
ficus
is
a
problem,
it's
everybody
I
know
was
where
we'll
have
that
problem.
First
thing
they
do
and
I
think
a
certain
planner
is
when
they
bought
their
house
a
few
years
ago.
First
thing
they
did
is
put
in
the
ficus.
N
N
N
As
developers,
you
start
looking
around
and
getting
an
itch,
and
we
really
thought
that
taking
a
look
at
North,
Palm,
Springs
and
how
its
developing
and
that
this
area
and
looking
at
the
land,
costs
and
construction
costs
from
some
of
our
previous
projects
here,
and
that
this
that
our
our
idea
of
affordable
market
rate
rental
housing
that
we've
had
a
lot
of
success
with
in
Chicago
could
work
here.
And
we
found
this
parcel
and
built
and
want
to
give
it
a
try
and
think
it
can
succeed.
A
N
K
K
N
A
E
I'd
like
to
actually
commend
the
developer
for
bringing
in
a
rental
housing
project
with
multifamily
rental
housing,
progress
check
that
with
several
units
that
are
more
than
two
bedrooms
that
are
good
for
families.
We
have
a
real
shortage
of
that
being
developed
in
this
town
and
I
am
really
you
know
not
withstanding
any
technical
issues
we
have
with
the
project.
I
think
that's
that's
to
be
commended,
and
and
just
it's
a
project
type
that
we
need
and
we're
not
saying
enough.
I.
D
N
Yeah,
there's
there's
one
access
into
the
into
the
residential
development
with
we
have
AG
a
time
where
we
don't
have
plans
right
now
to
lock
that
gate.
After
hearing
the
last
after
hearing
the
last
item
just
asking
I
know
and
knowing
and
knowing
the
and
knowing
the
you
know
that
the
north
side
of
Palm
Springs
is
developing,
but
we're
sort
of
on
the
edge
there
and
and.
B
A
A
N
Rent
the
rent
projections
are
for,
and
we
could
certainly
town
house-
or
you
know,
two
storey
to
storey.
Two-Bath
I
mean
two-story
two-bedroom
two-bath,
with
a
den
and
at
we
want
to
keep
it
just
under
two
thousand
a
month
trying
for
like
nineteen
ninety
month
and
that's
been
our
in
Chicago.
We
are
about
a
thousand
dollars
of
bedroom
as
a
typical.
N
A
N
N
N
A
A
A
N
A
N
N
A
D
B
A
A
A
C
Yes,
sir,
so
I
was
gonna,
bring
that
up
for
discussion
today.
So
we
have
two
items
of
a
subcommittee
review.
The
dream,
hotel
and
that's
the
same
so
I
was
wondering.
I
spoke
earlier
on
to
commissioner
Hodge.
Behind
I
was
gonna,
propose
Monday,
but
that
wouldn't
work
talk
to
the
chair
that
wouldn't
work
so
talking
about
thinking
about
tomorrow.
If
that
would
be
okay
and
that's
for
the
dream,
I
will
try
to
see
if
we
can
get
both
of
them
and.
A
C
C
C
Want
to
commend
the
chair
for
bringing
to
our
attention
the
the
issue
of
one
of
those
item
on
the
agenda
today,
which
should
have
been
brought
to
you
as
a
minor
amendment
to
a
previously
approved
plan
development
district.
So
we'll
go
back
and
correct.
That
and
I
listened
to
the
comments
from
Commissioner
donenfeld
I
will,
as
I
said
earlier,
on
meet
with
the
assistant
city
manager,
to
see
what
kind
of
relief
that
we
can
grant
the
applicant
and
that
will
be
brought
back
to
you
the
first
meeting
in
September.
Thank
you.
K
J
K
A
So
that
is
something
that
is
going
to
be
scheduled
and
the
other
thing
and
Flynn
will
get
back
to
us
will
be
scheduling
the
additional
two
interviews
or
additional
interviews
with
AAC
members
for
everyone's
information.
We
interviewed
two
members
made
one
appointment
of
a
LAN,
a
person
with
Landscape
Architecture
credentials,
and
we
are
waiting
for
two
more
people
to
interview
before
we
take
final.
