park,
currently
on
the
other
screen
is
a
picture
of
an
aerial
showing
the
location
of
the
the
site
of
where
the
two
cell
towers
were
are
proposed.

Council
approved
the
project
in
October,
14,
October,
14th
of
2014
and
since
then
a
time
extension
of
one
year
time
extension
was
granted
by
the
Planning
Commission
last
year
and
is
about
to
expire.
So
the
applicant
is
seeking
one
year
time
extension
onto
the
original
entitlements
in
your
staff
report.
There
are
a
series
of
guidelines
and
criteria
that
you
use
to
determine
if
another
time
extension
is
appropriate
and
those
are
listed

the
staff
report
for
your
review.

resolution
of
approval
and
staff
is
recommending
approval.

site
located

feet,

attorney,

road,

a
request
to
construct
and
operate
a
16-room
hotel
within
four
buildings.
The
site
includes
the
site
is
a
approximately
2/3
of
an
acre
in
size
and,
as
you

here

it
is
a
vacant
parcel
that
had
some
had
been
partially
developed
in
the
past,
but
is
essentially
vacant.
At
this
point,
the
site.

this
shows
is
the
four
buildings,
essentially
the
same
floor
plan

each
building.
Each
building
has
four
bedrooms
and
a
communal
kitchen
room
as
a
part
of
it.
Each
of
the
four
buildings
does
have

dipping
pool
it's
a
small
pool,
as
well
as
the
site.
There's
a
communal
spa
at
the
rear
of
the
property.

be
as
a
part
of
the
project
the
construction

twelve
off-street
parking
spaces,

well
as
eight
on
street
parking
spaces,
so
those
are
babe
arcing
spaces
that
are
in
the
right-of-way.

project
complies

all

development
standards

necessary
by
the
section
fourteen
specific
plan.
As
you
see
on
page
five
of
your
staff
report-
and
this
item
was
reviewed
by
the
architectural
advisory
committee.

the
elevations,
you
can
see
either
various
roof
shapes
and
orms
really
play
into
the
interesting
architecture
for
the
project
and
in
the
plans,
the
renderings
that
you
have
here
that
you
see
that
none
of

rooftop
mechanical
is
on
the
plans
because
it
has
been
removed
since
the
AAC
meeting.
So
what
you
see
are
essentially
the
basic
reforms
and
simple
lines
and
the
roof.

details

far

the
fire
pit,
which
was
provided
after
the
first
AAC
meeting
and
the
fencing
the
screening,

steel
fence,
black
steel
fence
item
on
the
bottom
right
is
what
would

the
ground
and
then
the
dark
bronze.
There
will
be
dark,
bronze,
anodized
windows

guarantee
security
for

residents

does
the
city
make
more
money
on

or
do
we
make
more
money
on
vacation
rentals
in
terms
of
how
we
characterize
this?

of
the
definition
of
a
hotel,
our
definition
and
the
zoning
code
is
very
generalized.
Essentially,
it
requires
that
the
facility
have
six
or
more
guest
rooms
which
this
does
and
it
provides
overnight
compensation
overnight,
accommodations
for
guests
for
compensation,
and
so
that's
about
the
limitation
in
terms
of
our
definition
of
a
hotel.
So
we
do
not
require
them
to
have
a
front
desk,
for
example,
or
provide
maid
service
necessarily.

issue
of
security,

ask
is
that
the
applicant
address
the
security
plan
for
the
facility
and
then
on
your
third
question
relative
to
the

ot

and
not
looking
at
the

House
hotels,
he's
currently
developing
three

these.
This
will
be
the
first
actually
built
Palm
Springs,
the
Quinta
in
Costa
Rica,
and

concept
came
around
by
seeing

overall
demand
and
desire
for
Airbnb
and
VRBO
vacation
rental
housing,
but
also
seeing
how
the
cities
were
dealing
with
the
fact
of
having
single
overnight
guests
inside
residential
communities
so
to
satisfy
that
need
all
those
properties
are
in
commercially
zoned
properties
for
hotels,
but
it's
operated
as
a
or
like
Airbnb
VRBO,
so
you're
connected
via
text.

goes
there.
I
need
to
gives
you
the
code
to
the
door
to
get
in,
and
then
you
do
have
daily
housekeeping
services.
So
it's
run
just
like
Airbnb,
somewhat
similar
to
how
my
hotel
works
without

desk

design
was
intended
to
be
architectural,
interesting

but
more
than
single-family
home
hotel.

for
basically
1,650

villas,
there's
a
community

room
in
each

can
rent
it

as
a
4-bedroom
house,

can

it

shared
amenities,

the
mountains

built

it'll

the

believe
it
shouldn't
be

problem.

proposed
in
terms
of
changes
to
cannabis
regulations
with
the
adoption
of
the
new
state
law
allowing
adult
use
cannabis.
We
need
to
now
amend
our
zoning
code
to
allow
adult
use
facilities
within
the
city
of
Palm
Springs.
As
part
of
this
ordinance,
we
are
proposing
minor
changes
to
our
existing
regulations
for
medical
use
cannabis.
Let
me
start
off
we'll
be
adding
adult
uses
to
our
zoning
code.

One
of
the
things
that
has
been
proposed
is
to
allow
dispensaries
in
the
central
business
district
and
c1
zoning
districts.
We
also
have,
as
a
discussion
item
the
idea
of
limiting
the
number
of
dispensaries
overall
by
census
tract
similar.
It's
the
way
that
alcohol
is
regulated
in
the
state
of
California.
We
are
also
proposing
to
acquire
architectural
review
for
the
exterior
of
dispensary
facilities,
we're
proposing
to
require
a
conditional
use
permit
for
cultivation,
manufacturing
and
testing
facilities,
and
then,
finally,
we
will
discuss
briefly
dispensary
as
an
accessory
use.

addition,
I
had
mentioned
that
we
are
proposing
to
modify
the
process
for
cultivation,
manufacturing
and
testing
to
require
a
conditional
use
permit
and
then,
finally,
to
add
the
transportation
and
distribution
facilities.
We
would
propose
to
allow
those
only
in
our
industrial
zoning
districts,
as
you
can
see,
from
the
table
in
terms
of
dispensaries,
as
I've
mentioned.
The
proposal
is
to
allow
dispensaries
in
the
central
business
district
MC
1
by
conditional
use
approval
if
we
do
that,
what
we
would
propose
is
to
eliminate
the
separation
distance
from
Palm
Canyon
Drive.

It's
also
been
requested
that
we
limit
the
square
footage
of
those
in
the
central
business
district
much
the
way
we
do
office
uses.
In
addition,
we
have
been
requested
to
look
at
how
we
prevent
saturation
of
dispensaries
in
the
city
of
Palm
Springs.
We
would
continue
to
require
the
500-foot
separation
distance
between
dispensaries.

So
essentially,
you
would
not
see
more
than
one
dispensary
on
a
block
that
would
be
a
minimum
of
500
feet
apart
and
then.
Secondly,
what
we
are
proposing
to
you
is
to
limit
them
by
census,
tracts
based
on
the
model
used
for
alcohol.
The
proposed
that
would
be
one
dispensary
allowed
for
2,500
inhabitants
in
a
census
tract
this
map
here
shows
the
locations
of
the
census
tracts
within
the
city
of
Palm
Springs
again
based
on
the
population.
We
would
limit
the
dispensaries
frogs
now.

of
the
things
we
looked
at
if
there
are
a
number
of
other
commercial
districts
where
we
haven't
allowed
dispensaries
previously
and
the
question
to
the
Planning
Commission
is:
should
we
allow
those
now
those
include
the

professional
office
district,

CDN

Community,
Design
neighbourhood
shopping
center,
the
CSC
or
the
community
shopping
center
district
and
then
the
c1
a
a
large-scale
commercial
district?

have
shown
you
in
our
study
session
this
morning,
where
those
zoning
districts
like
looking
at

corner
of
Vista,
Chino
and
North
sunrise
way:

are
to
allow
dispensaries
in
the
c1
or
CBD
zoning
district,
we
would
need
to
eliminate
the
separation
distance
from
Palm
Canyon
Drive,
and
so

would
be
one
of
the
changes

separation,
distance

new
category
of
transportation
and
distribution
facilities.
We
are
proposing
that
only
the
separation
from
protected
uses
be
required,
so
from
Palm
Canyon
dive
from
residential
zoning
districts
and
then
from
protected
uses.
They
would
not
be
required
to
have
a
separation,
distance
from
cultivation,
manufacturing,
testing
or
other
cannabis
users.

last
thing
that
we
have
been
requested
to
present
to
you
for
consideration
is
whether
or
not
cannabis
project
products
should
be
allowed
for
accessory
use
so
for
edible
products
and
restaurants
for
menu
items.
What
we
would
proposed
to
do
is
regulate
it,
similar
to
alcohol,
requiring
an
age
limit
to
minimum
eliminated,
to
certain
zoning
districts
requiring
a
conditional
use
permit
and
then
instituting
separation
distance
requirements
for
that
the
benefit
of
the
public.
There
was
a
study
session
held
with
the
Planning
Commission.
This
morning,
the
Planning
Commission
took
no
action
on
this
item.

So,
based
on
the
discussion
this
morning,
there
was
concern
on
the
part
of
the
Planning
Commission
relative
to
allowing
dispensaries
in
the
central
business
district
and
see
one
zoning
districts
from
your
comments.
It
appeared
that
there
might
be
a
time
in
the
future
where
that
may
be
appropriate,
but
with
the
adult
yeast
dispensaries
being
a
new
use,
it
was
recommended
that
perhaps
we
only
allow
them
in
the
districts
where
they're
currently
allowed
those
being
the
c2h
CCM
and
industrial
zoning
districts.

the
conditional
use
permit
review.
We
would
review
the
security
plan.
We
also
discussed
the
topic
of
limiting
dispensaries
by
census
tracts.
It
was
felt
that
census
tracts
did
not
properly
align
with
the
areas
where

uses

permitted

perhaps
did
not
adequately
reflect
the
need
for
dispensaries
based
on
population.
What
was
discussed
by
the
Planning
Commission
is,
rather
than
limiting
by
census,
tracts
that
perhaps
we
do
this
as
an
overall
limitation
of
no
more
than
one
dispensary
for
every
10,000
residents.

that
set
there
would
not
be
a
separation,
distance
requirement

cultivation
to
other
cannabis
related

discussed
the
idea

the

permit

that

as
part
of
the
environmental

heard
from

Planning
Commission

marijuana,
he
served
on
the
Palm
Springs
Medical
Marijuana
task
force,
helping
prepare
the
final
ordinance
and
has
remained
involved
in
its
implementation
ever
since,
with
the
passage
of
proposition
60
for
the
California
electorate,
recognized
that
cannabis
has
additional
value
to
its
use
as
a
medicine
and
legalized
it
for
any
adult
use,
which
is
often
referred
to
as
recreational
as
a
registered
nurse.
Mr.
Swerdlow
considers
its
recreational
use
to
be
its
most
valuable
attribute.

It
was
the
first
one
in
the
United
States.
It
was
originally
only
for
medical
use,
but
it
provided
a
community
center.
If
you
will
for
people
who
were
using
cannabis,
medicinally
I
went
there
because
there
was
a
music
jam
and
I'm
an
entertainer
and
I
looked
around
and
I
saw
I
was
so
inspired.
I
saw
so
many
people
who
otherwise
perhaps
would
not
have
come
out
to
see
live.
Music
engaged
in
a
safe
and
legal
activity
for
them,
and
I
can
say
that
the
atmosphere
really
felt
like
a
coffeehouse.

use
in
public
instead
furtively
at
home.
So
so
that's
my
commentary.
In
my
experience
it
just
it
was
just
very
inspiring
to
look
around
and
see
people
enjoying
themselves
while
being
able
to
medicate
and
that
particular
facility.
They
had
live
music.
They
had
bingo
night,
they
had
yoga
Tuesday's,
they
had.
You
know
it
really
was
more
of
a
community
center
kind
of
like
a
coffeehouse.
So.

today,
wearing
two
hats:
I'm
gonna
study
session,
but
first
of
all,
though
I
do
want
to
say,
I
am
extremely
impressed
with
your
thoughtful
and
well-thought-out
discussion
at
the
study
session
this
morning.
I
think
that
we've
come
a
very
long
way
from
where
that
meeting
started
to
where
you
are
today
and
I'm
extremely
grateful
that
you
allowed
Jim
camper
forum,
organic
solutions
tonight
to
speak,
to
just
bring
up
some
of
the
things
that
could
be
an
issue.

So
as
the
president
of
Main
Street,
though,
in
in
this
discussion
about
downtown,
there
were
some
issues
that
I
brought
up.
That
I'd
like
to
reiterate,
and
one
of
them
is
just
what
would
happen
to
the
rents
in
downtown
Palm
Springs,
and
you
know,
the
problems
in
the
industrial
areas
now
is
like,
if
you're
a
welder
mechanic
and
you're
looking
for
a
space
right
now,
you
literally
cannot
find
one
because
any
of
those
spaces
are
being
taken
over
by
businesses
which.

Rents
are
extreme
and
I
would
really
be
concerned
for
the
merchants
down
town
and
if
they
could
ever
afford
rent
again
the
things
that
you
really
changed
since
this
morning
and
I'm
very
relieved
because
I
didn't
know
how
this
was
going
to
go.
For
example,
when
you
were
discussing
it
going
by
the
census
tract,
it
would
have
made,
it
would
have
met.
Maybe
20
or
more
new
dispensaries
would
come
into
town
based
on
the
original
numbers
that
you
were
looking
at
and
that
would
be
extreme
and
I
think
that
it
would
become
so
overly
competitive.

I'm
a
little
bit
concerned
that
we
had
the
study
session
this
morning,
this
Planning
Commission,
and
then
it's
already
on
the
council
agenda
for
next
Wednesday
and
I'm
concerned
about
that,
because
I
could
tell
you
that
the
merchants
know
nothing
of
this
discussion,
except
for
an
email
that
I
sent
out
very
quickly
and
even
just
six
dispensary
owners
have
not
had
the
opportunity
to
discuss
this
with
the
city.
Nor
were
we
invited
to
do
so
other
than
these
public
hearings
here.

So
I
would
just
really
appreciate
it
if
there
could
be
more
input
from
those
of
us
that
are
actually
involved
in
it,
but
the
way
that
you
made
many
of
these
changes
today
I'm
very
impressed
and
how
thoughtful
you
were
about
them
and
how
understanding
you
were
about
what
some
of
the
problems
would
be
and
I'm
very
grateful
for
that
I
would
love.
There
could
be
some
unsightly
consumption
somewhere,
I
personally,
don't
drink
and
little
too
old
to
be
dancing
on
tables
anymore.

be
an
appropriate
thing
for
those
Springs
but,
as
we
said
earlier
approach
this
right
now
take
it
in
steps
incremental

since
we're
dealing
with
something
relatively
new
to
our
community,
so
I
would

suggest

perhaps
we
put
that
on.
These
are
only
recommendations
to
council
anyway,
but
for
further
consideration
down
the
line.

the
experienced

ordinance
and
implementation
consideration
might
be
given
to
those
sorts
of
businesses
being
established,
for
they
don't
take
initially,
as
we
roll
this
out
on
January
1.
If
that
should
be
in
the
mix.

and
perhaps
we
could
recommend
a
recommendation,
we
could
just
say
that
we
think
that
the
issue
of
on-site
consumption
needs
further
study
before
I'd,
also
like

respect

c1
zone.
Maybe
a
recommendation
would
be
not
to
allow
the
use
for
the
next
24
months
and
then
the
issue.

issue
of
the
number
of
dispensaries
I
would
rather
keep
the
macro
number
like
we
have
it
now.
The
council
sets
as
to
whatever
the
appropriate
number
is
rather
than
trying
to
do
it
by
census,
tract
or
other
means,
I
think
just
to
have
a
macro
number.
Those
total
permits
is
probably
the
simplest
way
to
do
it.
It
would
be
painful,
no
matter
how
we
do
it,
but
the
CBD,
the
doing
a
bunch
of
census
tracts,
didn't
seem
to.

make
a
comment
on
that
I
think
when
we
had
discussed
it.
We
said
one
per
eight
thousand,
potentially
going
down
to
one
per
five
thousand
of
population,
as
we
sort
of
saw
how
it
developed

do
think
we
should,

advice,
such
a
console

comments
to
console
say
that
instead
of
the
auxilary
use
that
they
were
talking
about
incorporating
cannabis
into
restaurants
and
bars
that
instead
they
look
at
a
use.
That's
a
micro
license
for
cannabis.

I'm
going

reword

that
we
relative
to
the
census,
tracts

not
going

dispensaries
and
Commissioner.
We're,
like
you,
said
at
this
point
in
time,
one
for
8,000
population
and
then
look
at
revising
that
number
at
some
point
in
the
future.
In
terms
we
would
institute
the
separation
distance
requirements
for
cultivation,
conditional
use,
permit
requirements
for
cultivation,
manufacturing
and
testing.

I
know
that
Commissioner
Hurst
Vanya
did
have
a
number
of
concerns
about
this
project,
which
we
stated
many
times
to
the
applicant
and
his
his
concerns.
I
can,
just
summarize,
for
him,
I
think,
is
the
after
mentioned
thinness
of
the
the
roof
structure
which
I
think
the
applicant
has
addressed
quite
successfully.

He
also
had
initial
concerns
about
the
geometry
of
the
original
roof,
the
higher
roofs
that
were
being
proposed
and
through
the
subcommittee
meetings
we
actually
met
twice
with
the
applicant
team.
I
think
the
roofs,
the
upper
roofs
and
especially
have
been
much
simplified.
Speaking
for
myself
now
I
think
it
was
a
great
process.
A
great
example
of
how
the
subcommittee
process
can
work
successfully.

applicant
was
cooperative,
both
the
developer
and
the
architect
listened
to
us
I
think,
and
there
was
some
lively
discussion
there
can
be
no
doubt
and
I've
been
on
the
other
side
as
an
architect
working
with
a
review
team
and
it's

tough
process
but
I
think
again.
Speaking
for
myself,
I
think
the
process
worked
well.
I
think
the
project
as
that
has
evolved
is
much
more
successful.
I
think
many
of
us
had
concerns
to
begin
with
that
this
project
didn't
seem
like
Palm
Springs.

Abstract
concept
but
I
think
to
me,
this
project
will
fit
in
very
successfully
I
think
with
the
existing
buildings,
which
was
a
concern
in
terms
of
height.
The
applicant
has
brought
down
the
actual
height
of
the
building
and
I
think
visually
because
of
its
simplification,
the
building
will
I
think
will
seem
much
more
compatible
and
much
more
harmonious
with
the
existing
buildings.
In
that
complex
developer
was
very
adamant
that
he
wants
this
building
and
I
agree.

This
building
needs
to
basically
announce
itself
along
chocolates
in
order
to
be
successful
as
a
viable
commercial
center
and
I.
Think
this
project
will
garner
a
lot
of
attention
and
and
bring
people
into
the
facility.
Specifically
on
addressing
your
your
questions,
madam
chair,
the
materials
I
think
now
are
much
more
simplified.

are
much
more
harmonious
with
the
existing
architecture
of
the
existing
buildings,
but
it's
more
importantly,
the
scale
of
some
of
the
detailing
is
simplified.
It's
much
speaking
as
an
architect.
I
think
the
building
now
is

much
more.

has
a
stronger,
simpler
concept.
I
think
it's
going
to
be
very,
very
successful.

The
addition
of
the
briefs-
all
a
component,
of
course,
that's
quite
a
quite
a
signature,
Palm
Springs
piece
of
architecture
or
architectural
language,
president
and
I-
think
that's
a
it's
a
beautiful
addition
that
the
applicant
has
made
the
strength
and
simplicity
of
the
architecture.
I
think
now
in
terms
of
scale
in
terms
of
the
interior
spaces
for
the
lessees
is
going
to
be
a
much
more
successful
project.

One
thing
we
try
to
emphasize
and
work
with
the
applicant
on
and
they've
been
very,
very
cooperative
is
that
with
these
high
ceiling
spaces
on
the
retail
spaces,
the
restaurant
spaces
is
that
we
wanted
to
make
sure
that
there
was
as
much
of
sort
of
a
continuation
of
these
upper
roof
shape.
So
in
other
words,
there's
glass
high
sort
of
clerestory
windows
to
each
one
of
these
buildings.

that

now
that
the
newer
scheme
really
lets
the
upper
roof
sort
of
flowed
and
become
a
lot
more
dynamic.

know
again
I'll
just
I
myself,
I'm,
probably
just
going
over
the
same
things,

this
was
just
a
really
really
good
process.
The
applicant
was
very
cooperative
I
think
the
meetings
were
were
done
in
sort
of
the
the
best
sense
of
teamwork
and
camaraderie
and
I'm
quite
excited
to
be
able
to
really
support
this
project.

applicant
feels
quite
strongly
that
first
of
all,
it
was
prohibitively
expensive
and
he
doesn't
feel
it's
necessary.

the
length
of
a

got
to
be
lit

lighting
coming
through
the
glass
experience
of
the
buildings
and
he's
very
resistant
to
going
with
the
8,
as
opposed

the

necessary.

concern
was,
though
I
thought.

requirement
was
more

plan
requirement

think
that
might
be
something
that
the
applicant
will
have
to
deal
with,
planning
and
and
the
tribe
on
to
see
whether
there
can
be
a
waiver
under
the
section
14
specific
plan,
those.

I
appreciate
that
were
being
comprehensive,
but
I
would
like
to
point
out
is
number
one.
It
was
a
very
dynamic.
Creative
process
is
extremely
challenging.
I
think
because
this
is
an
entertainment
complex
on
a
street
that
is
a
very
significant
street
to
Palm
Springs,
it's
sort
of
our
gateway
street
and
sets
the
tone
for
a
visitor's
experience
in
Palm
Springs.
And
what
we
didn't
want
to
happen
is
it
being
overly
commercial,
overly
much
of
a
wow
factor?

thought
that
the
the
rooflines
has
originally
proposed
over
just
far
too
ostentatious
for
a
Palm
Springs,
aesthetic,
that's
not
to
say
that
we
don't
want
to
entertain
innovative
and
creative
new
designs
in
Palm
Springs.
That's
what
we're
all
about
as
a
city,
so
I
think
the
applicant
was
extremely
sensitive
to
our
concerns
and
brought
the
lines
of
the
roofs
to
a
point
where
we
can
say
they
look
Palm
Springs,
like
they
even
pay
homage
to
some
of
the
Palm
Springs
mid-century
architecture,
and
for
me
also
what
I
learned
from
Doug
and
Michael
was.

base
of
the
building
was
far
too
bulky,
as
opposed
to
the
lightness
of
the
the
graphs
of
the
roofline,
so
bringing
more
space
into
the
base
of
the
building
were
light
and
grass
into
the
building
less
of
the
sort
of
clunky
vertical
articulations
of
horizontal
articulations
that
we
saw
made
it
for
a
much
more
open
and
expansive.
Look
with
respect
to
shredding
was
warm
up.
I
know,
you're,
concerned
about
that.

the
seating
for
the
restaurant
on
a
long
talk
course
is
going
to
be
a
northern
exposure
and
we
felt
that
putting
umbrellas
over
the
tables
was
a
sufficient
shading
for
that
location,
since
it
is
very
unlikely
to
get
any
Sun
during
season.
So,
for
all
of
those
reasons,
I
think
we
ended
up
with
a
very
good
with
a
very
cooperative
applicant,
who
very
much
was
wedded
to
the
original
roof
line
that
was
willing
to
finally
come
to
a
point
where
we
can
all
agree
that
this
is
what
is
more
appropriate
for
Palm
Springs.

extended
the

the
only
place
you
can
really
see
it.
We've
extended

roof

center
unit
and
provided
some
screening,
and
we

looking
at
doing

a
cover

patio,

really
a
shade
cover,

it's
really
never
going
to
have
shade,

more
for
the

landscape

Council
meeting
on
November
the
15th.

quorum

Planning
Commission

the
topic
of
discussion
is
going
to
be
a
development
agreement

Hotel
as
part
of
the
downtown
project.
Development
agreements
require
approval
by
the
Planning
Commission.

approval

City

City
Council
has
requested

we
do

hearing.
