Planning
Commission,
so
on
July
11
2008,
this
item
was
presented
to
the
Planning
Commission
for
a
conditional
use
permit
and
at
a
meeting
the
Planning
Commission
agreed
with
staffs
recommendation
that
the
proposed
location
of
the
antennas
on
the
rooftop
cinchy
be
obtrusive
and
would
be
too
visible
from
the
public
right-of-way.
So
after
a
lengthy
discussion
and
a
presentation
by
the
applicants
engineer,
the
Planning
Commission
gave
me
a
recommendation
that
the
applicant
or
to
restore
the
locations
of
the
antennas
and
bring
back
the
item
to
today's
hearing.
I
So
several
comments
were
made
by
the
Planning
Commission
and
giving
different
options
to
the
applicants
to
consider.
The
applicants
have
returned
with
a
revised
plan
and
that's
what's
before
you
today.
So
part
of
the
the
comments
made
by
the
Planning
Commission
were
to
consider
different
locations
on
on
the
rooftop.
There
will
be
less
obtrusive,
so
the
applicant
presented
this
option
to
us
and
upon
review
by
staff,
I
was
determined
that
this
would
be
more
in
conformance
with
the
directions
given
by
the
Planning
Commission.

So
this
is
the
this
decide.
The
new
proposal
that
has
four
of
each
of
the
twelve
proposed
antennas
on
the
on
the
rooftop,
so
you
have
them
on
the
north
and
the
side
and
on
the
easterly
portion
of
the
rooftop.
This
is
the
floor
plan
there,
and
this
shows
a
much
more
closed
up.
Viewing
of
the
antennas,
and
here
are
the
elevations
of
the
screening.

been
proposed
for
the
antenna,
so
the
s-1,
the
one
to
the
south
is
the
the
top
on
the
top
portion
as
they
wanted
the
south
and
the
second
one
is
the
one
to
the
east
and
the
third
one
is
want
to
de
north,

they're
having
photo
seems
that
were
provided
by
the
applicant.
You
simulate
how
they
will
look
like
from
the
public
view.

But
before
I
conclude,
I
just
want
to
address
two
issues
that
were
also
raised
and
that
the
Planning
Commission
had
brought
up
in
the
last
meeting
number
one
was
regarding
the
screening
the
Commission
has
suggested
or
recommended
to
the
applicant
to
consider
our
to
bring
forward
a
no
screening
option.
We'll
look
at
that.
But
there
is
a
particular
section
of
the
code
that
prohibits
that,
meaning
that
and
that's
how
to
do
because
of
the
height
of
the
antenna.

So
it
has
to
be
screened
according
to
the
requirement
of
the
code,
so
that
became
a
no
option.
The
second
issue
was
relative
to
landscape,
so
we
went
back
and
try
to
review
the
original
approval
of
this
site
way
back
in
1989,
and
so,
as
a
result,
staff
be
proposing.
A
condition
of
approval.
I
will
require
the
applicant
that,
prior
to
the
issuance
of
building
permits,
the
applicant
shall
submit
planning
a
landscape
plant
that
there
are
in
conformance,
would
previously
approve
project
to
the
planning
department.

So,
based
on
that
staff
is
recommending
that
the
Planning
Commission
make
a
recommendation
to
the
City
Council.

because
this
is
a

a

cultivation

make
a

clarification
in

report

noted
that

be
dispensary
at
this
location
as

that
is
not
subject
to
a
condition

but
to
make
sure
that
the
use
is
operated
in
a
safe
manner.

still

environment
is
comparable

have
been
vetted
by

larger
projects.

third
cannabis-related
business
adjacent

residents.

fact,
this
new
one

you're
looking
at
today
is
only
six
hundred
feet
away
from
the
childcare
at
the
rosa
parks,
housing
development.

odor,
it's
more
than
just
odor,
because
there's
also
chemicals
involved.
This
industry
really
is
a
new
and
rapidly
evolving
experiment,
and
there
is
so
much
to
be
understood
and
learned
about
this
and
where
things

going,

can't
really
be
even
remotely
adequately
addressed
in
a
few
minutes
or
three
sentences
or
less
a
dialogue
is
needed.

Currently,
there's
a
vacant
pad
site

O'reilly
Auto
Parts
and
the
Auto
Zone
Auto
Parts.
So
adding
a
car
wash
keeps
the
theme
going
on
on
car
oriented
uses
in
that
along
that
Street.
So
when
you
look
at
the
the
plan,
let
me
go
to
the
landscape.

there's
a
double
24
foot
wide
drive
viola
comes
in
off
of
the
internal
drive
way
that
will
circulate
around
to
two
queueing
lanes
where
two
employees
will
be
stationed
to
take
money
when
folks
come
in
to
go
through
the
carwash
they'll
circulate
around
and
go
through
the
wash
tunnel
and
come
out
again
and
then
circulate
back
over
to
the
vacuum
areas
which
are
to
the
bottom
of
the
slide.

are
eight
spots
for
folks
to
go
in
and
vacuum
their
cars.

in
this
plan
the
their
Vista
Chino
was
on
the
right-hand
side,
and
the
zoning
code
requires
that
when
a
parking
area
or
a
drive-through
lane
is
adjacent
to
a
street,
they
must
provide
a
four
foot
tall
wall,
and
this
plan
shows
a
wall
that
will
run
from
up
the
AutoZone
down
towards
the
O'reilly's.
So
this
is
similar
to
conditions
that
are
at
the
Del
Taco,
which
is
farther
up
the
street
and
McDonald's
all
both
of
those
drive-through
facilities
have
the
same
screen.
Walls
to
screen
the
view
from
Vista
Chino,
which
is
a
major
thoroughfare.

So
if
we
can
go
to
some
elevations
of
the
building,

have
some

renderings,
so
the
building
is
basically
the
height
of
the
building
is
24
feet,
8
inches
tall.
When
the
project
went
before
the
AC,
the
AC
felt
that
the
building
was
too
tall.
Since
the
AC
reviewed
the
project,
they
have
reduced
the
height
of
the
building,
as
I
mentioned
a
24-point
eight
feet.
This
is
actually
similar
or
consistent
with
the
buildings
The
O'reilly
and
the
AutoZone
as
far
as
heights.

in
this
drawing
you'll
see
that
the
wash
tunnel
is
in
the
middle
of
the
the
taller
portion,
the
white
portion
will
contain
a
sign.
The
signs
are
not
before
you
today,
they
are,
will
have
to
adhere

sign
proposed
most
of
those
uses
along
the
street
have

they

of
