agenda
and
it's

approval
of
the
minutes

The
next
item
is
a
public
public
hearing
item
it's
continuous
destination,
remote
llc
for
congestional
use,
permit
and
major
architectural
application
for
the
redevelopment
of
the
pad
site
d
to
include
the
demolition
of
an
existing
building
for
the
construction
of
two
quick
service:
restaurants
with
drive-through
locations
at
5601,
east
rimone
road.
As
we
get
into
this,
I've
asked
for
a
short
staff
report
to
update
the
commission
on
the
results
of
the
meeting
between
the
subcommittee
and
the
applicants
and
the
aac
and
I'm
going
to
hold
questions
of
staff
until
we've
closed
the
public
hearing.

as
you
mentioned,
the
planning
commission
reviewed
this
project
on
september,
23rd
2020
and
at
the
time
you
recommended
that
the
project
be
continued
until
a
subcommittee
could
review
the
project
and
have
some
sketches
that
were
done.
That
could
be
produced
by
the
applicant
for
the
raising
cane's
portion
of
the
project.
So
when
the
planning
commission
reviewed.

The
subcommittee
met
on
october
6th.
They
looked
at
several
two
sketches
that
were
produced
by
the
applicant
and
the
subcommittee
wanted
to
eliminate
the
downspouts
on
the
north
side,
eliminate
three
parking
spaces
on
the
south
side,
eliminate
one
space
at
the
south.
Driveway
entrance
extend
the
canopy
over
the
drive-through
windows
and
the
pedestrian
connection
to
the
street,
so
the
next
two
slides
are
the
sketches
that
the
subcommittee
review
just
for
the
other
members
of
the
committee,
I'm
sorry
the
planning
commission,
so
this
version
was
shifted,
the
building
to
the
west.

pretty
much
left
the
circulation
around
the
building.
As
you
enter
from
the
walmart
parking
lot.
This
was
not
the
the
sketch
that
the
subcommittee
chose.
It
was
this
one
called
parallel
to
ramon
where
the
building
was
rotated
and
the
drive-throughs
now
face
ramon
road.
It
manages
to
save
the
land,
the
mature
landscaping,
I'm
pointing
it
out
here.

on
to
the
formal
site
plan,
which
is
in
your
packet,
this
is
the
final
design
showing
the
double
drive-thru.
You
come
in
off
of
the
parking
lot
from
walmart
and
go
directly
into
the
drive-through.
The
double
queuing
order
pick
up
your
food
and
you
exit
out
and
we
have
a
sketch
showing
the
circulation,
so
the
red
arrow
arrows
are
for
raising
cane
and
the
green
areas
are
for
the
starbucks.

So
when
the
applicant
reviewed
the
circulation
within
the
parking
lot,
they
determined
that
they
did
need
to
move
one
of
the
drive
aisles,
I'm
sorry,
the
driveway
entrances
this
one
here
so
now,
there's
a
clean
shot
right
into
the
the
the
queueing
area
for
the
drive-through.
So
currently,
this
driveway
is
a
little
bit
more
to
the
left.
I'm
sorry
the
right,
so
they're
shifting
it
to
the
left
for
easy
in
and
out
and
then
on
starbucks.

The
exit
of
the
starbucks
drive-thru
now
has
a
little
kink
in
it
here
that
will
direct
traffic
to
exit
to
the
left
so
that
there's
not
cross
traffic
in
this
area
here
and
then
for
starbucks.
They
have
added
a
new
driveway
entrance.
So
there's
a
clean
shot
into
the
queuing
area
for
the
starbucks,
so
those
are
the
different
changes
that
have
happened
since
the
subcommittee
has
reviewed
the
project.
So
this
is
a
landscape
plan
showing
the
full
landscape
with
mature
trees
that
are
being
saved
along
ramon
road
here
on
the
corner.

was
also
some
conversation.
Let
me
go
back
for
one
second
about
this
area
that
I'm
pointing
at
right
now
in
the
plan
that
the
subcommittee
looked
at,
there
was
additional
parking,
those
parking
spaces
have
been
several
have
been
eliminated
and
the
handicap
has
been
shifted
over
allowing
for
a
larger
planter
area
and
outdoor
seating.

commission
may
want
to
discuss
this.
I
we
feel
that
this
is
a
reflection
of
what
this
subcommittee
asked,
but
the
subcommittee
may
weigh
in
as
this
if
this
is
the
final
version
with
these
two
canopies
over
top
of
the
pickup
and
the
and
the
pay
window.

this
is
a
public
hearing.
It
was
noticed
we
have
not
received
any
additional
correspondence
from
anyone
other
than
the
applicants
that
are
going
to
speak.
There's
a
resolution
and
the
findings
that
the
planning
commission
needs
to
make
to
approve
the
cup
for
both
raising
canes
and
starbucks,
because
there
have
been
revisions
to
the
site
plan.

will
approve
both
restaurants
parcel
d.

planning
commission
will
see
in
the
future
the
sign
program
which
has
been
asked
to
go
back
to
aac
for
the
sign
program,
and
then
the
planning
commission
will
have
to
review
the
sign
program
to
approve
it.
Also
at
the
next
meeting
in
november,
the
planning
commission
will
review
the
parcel
map
waiver
to
subdivide
the
lot
into
two
two
lots.

project
not
go
back
to

review
and

agreed
to

sent
you
today
an
action
summary
of
recent
city
council
meetings,
and
so
I
can
just
briefly
touch
on
those
on
october,
8th
of
so
last
earlier
this
month
the
city
council
adopted
a
resolution
denying
the
appeal
filed
for
the
convenience
store
at
2444
north
palm
canyon
drive
that
was
proposed
to
be
the
7-eleven,
and
so
they
did
uphold
your
decision
to
deny
the
project.

Also,
on
october
8th,
the
council
received
and
reviewed
the
up
limited
update
to
the
vision
and
priorities
for
the
general
plan.
They
did
give
us
a
number
of
items
and
direction
for
us
to
to
do
and
to
continue
work
on
that,
so
that
will
be
something
that
will
go
back
to
council
at
a
later
time.
After
we
address
those
items
on
october
22nd,
there
were
two
items
that
the
commission
had
heard
recently.

One
of
those
was
the
vip
motor
cars
on
matthew
drive,
so
the
city
council
did
overturn
the
commission's
decision
and
approved
the
conditional
use
permit
subject
to
conditions
the
afghan
is
to
address
some
pedestrian
safety
measures
and
traffic
calming
measures,
and
they
also
had
required
that
a
12-month
review
occur
on
the
conditional
use
permit
and
then.
Secondly,
on
october
22nd
there
was
the
tower
market
specific
plan
amendment
and
conditional
use
permit.

that's
all
I
have
for
city
council
decisions
just
wanted
to
also
mention
that
our
next
meeting
we
in
november,
we
do
only
have
one
meeting
and
that's
on
november
18th.

the
commission
is
okay
starting

at

items
that
was
raised
that
I
thought
was
interesting
and
you

that
the
property
was
zoned
r2
only
because
the
owners
of
that
lot
had
requested
it
because
they
had
intended
to
expand
and

some
residential

that
plan
was
stopped
when
the
adjacent
parcel,
which
I
think
they
had
owned,
became
a
watershed
and
was
acquired
by
coachella
valley.
One
of
the
coachella
valley
authorities,
so
that
there
was
there
would
never
be
have
been
any
possibility
of
the
r2
being
built
out.

brings
us

citizens

first
city

california

achieve
50
percent
of
our
residents

voted
