the
city

Springs.

project
was
approved
by
the
Planning
Commission
back
in
2016.
At
that
time
it
was
for
in
give
me
one
second
I'll
pull
up
some
slides,
an
eight
unit,
condominium
complex
located
at
San,
Rafael
and
north
ending
Canon
Drive.
So
the
the
proposal
was
to
take
a
fifty
three
thousand
two
hundred
square
foot
parcel
and
divide
subdivided
into
eight
units.
So
over
the
past
several
years
the
applicant
has
submitted
plans
for
building
permit
plan
check.

It
went
through
the
process
and
was
about
to
receive
a
building
permit
in
2017
when
there
was
some
issues
with
a
DA
access,
so
the
applicant
had
to
go
back
and
revise
some
of
the
plans
to
to
obtain
the
final
permitting.
There
were
some
additional
work
that
needs
to
be
done
with
the
engineering
department
as
far
as
a
community
facilities,
development,
district
and
a
final
track
map,
but
the
the
applicant
has
stayed
that
he's
willing
to
move
advance
the
project
forward,
so
the
Planning
Commission
can
grant
an
extension
of
time.

applicant
is
requesting
a
one-year
extension
of
time
and
I'd
like
to
explain
some
of
the
the
timeframes,
so
the
entitlement
was
first
approved
in
November
of
16
of
2016,
obviously
that's
more
than
two
years
since,
but
they

asked

submitted
a
letter
to
the
city
back
in
February
of
2019
to
add
a
year's
extension.
So
if
the
Planning
Commission
agrees
that
they
would
want
to
extend
one
year,
it
actually
would
only
be
until
November
16
of
2019.

violations
for

This
is
a
status
report
on
compliance
with
conditions
of
approval
for
the
extension
of
time
granted,
December
5th
2018
to
new
church,
to
LLC,
to
renovate
the
existing
historic
Community
Church
an
orchid
tree
in
for
the
adaptive
reuse,
and
to
demolish
portions
of
the
site
for
the
conversion
and
operation
of
a
hotel.
With
an
accessory
spa,
restaurant
and
meeting
space
on
a
3.1
acre
site,
the
site
is
located
at
to-to-to
South
Cahuilla
Road.
Do
we
have
a
staff
report
on
this.
I
I
The
City
Council
called
the
item
up
and
the
council
reviewed
that
at
their
December
5th
2018
meeting
and
approved
the
one-year
extension
subject
to
eight
conditions,
but
before
I
get
into
some
of
those
details.
I
wanted
to
just
give
a
little
bit
of
a
background
of
the
project
for
the
benefit
of
the
public
or
anyone
else
who
was
not
aware
of
it
back
in
the
end
of
last
year.
So
what
it
is
is
it
encompasses
two
historic
class
one
designated
sites.
I
Those
are
located
on
the
bottom
portion
of
what's
around
the
bold
area
in
the
photo
here
on
the
site
plan
and
also
includes
demolition
of
structures
to
the
north
of
those
historic
sites
which
are
not
designated
as
class
one
historic
and
would
be
construction
or
new
construction
in
that
area
for
hotel
rooms
and
outdoor
hotel
space.
So
this
plan
shows
the
project
site
with
the
church
at
the
top
left
of
the
screen
and
the
bungalows
at
the
bottom
left.
I
Those
are
the
historic
properties
to
the
right
are
the
buildings
that
are
shown
in
red
those
would
be
demolished
and
the
new
buildings
are
shown
in
green,
which
are
kind
of
hard
to
see,
but
in
any
case
those
were
going
to
be.
The
proposed
new
structures,
what's
in
purple,
were
buildings
that
had
previously
once
existed,
that
are
now
gone.
I
So
this
is
just
an
elevation
of
the
proposed
renovation
of
the
church
or
rehab,
a
rehabilitation
of
the
structure.
The
roof
would
be
repaired
and
some
other
minor
changes
to
adaptively
reuse,
the
site
as
the
main
lobby
for
the
hotel,
restaurant
and
spa
again,
some
additional
elevations
of
that
church
building
and
then
they've.
They
also
have
some
renderings
that
were
provided
when
the
project
was
approved,
that
showed
the
the
new
buildings
to
the
north
of
the
historic
properties.
And
so
that's
what
you
see
here
on
the
screen.

The
city
council
conditioned
the
project
on
eight
conditions.
The
first
condition
was
the
you
know.
These
conditions
were
limit
had
a
time-sensitive
requirement,
so
this
was
a
condition
actually
that
the
Planning
Commission
had
recommended
or
I
had
approved
as
a
part
of
the
project
or
the
time
extension,
and
that
was
you
know
within
90
days
the
African.
It
was
to
do
certain
things.
I
So
the
first
item
was
to
prepare
an
engineering
report
on
the
church
structure
and
just
to
ensure
that
there
was
this
structure
was
in
a
stable
condition
and
if
there
were
recommended
repairs
and
that
those
be
conducted,
so
the
Afghan
had
submitted
an
engineering
report.
The
building
official
did
review
that
he
had
one
comment
about
some
cracking
on
a
gable.
I
However,
the
African
has
not
responded
to
that.
So
that's
why
we
say
that
the
African
partially
complied
with
this
requirement.
Part
of
condition
one
is
that
he
was
to
implement
a
security
plan.
The
African
has
worked
with
the
police
department
on
preparing
a
security
plan
and
has
done
many
of
the
recommendations,
improvements
to
the
site
with
regards
to
the
fencing
security
cameras,
so
some
physical
improvements
to
the
property
to
secure
it
and
make
it
less
vulnerable
to
potential
vandalism
or
other
issues
that
may
occur
on
the
property.
I
So
he
has
some
many
of
those
things,
but
this
final
security
plan
has
not
been
implemented
or
signed
by
the
Afghan.
Nor
has
it
been
reviewed
by
a
member
of
the
Planning
Commission
and
the
member
of
the
Historic
Site
preservation
board.
So
currently
they
are
not
in
compliance
with
condition
1b.
They
have
completed
the
fencing
and
lighting
at
the
site
in
as
recommended
by
the
police
department,
so
that
has
been
done
and
they
have.
I
Instead
of
repairing
the
existing
fence,
they
installed
a
new
fence,
as
required
under
condition.
Number
five
condition:
number
six
was
that
they
were
to
install
security
signage,
so
they
have
done
some
signage
around
the
property
on
the
new
perimeter
fence,
notifying
that
the
property
is
being
recorded
and
no
trespassing
is
permitted,
finally,
condition
seven
and
eight.
They
were
to
provide
an
update
to
the
council
in
six
months.
I
So
that
is
scheduled
for
we
hadn't
indicated
in
our
staff
report,
June
5th,
but
we
anticipate
that
would
actually
go
forward
to
the
council
at
the
second
meeting
in
June,
so
that
would
be
June
17th
through
19th
and
then
last
say
again.
Updates
the
billing
official
on
the
on
the
roof
of
the
church
and
that
was
partially
complied
with
with
the
engineering
report
that
was
submitted
on
the
church
structure.
So
this
really
is
just
a
kind
of
a
summary
of
what
is
has
happened
based
on
the
conditions
that
were
imposed
on
the
project.

There
are
obviously
still
outstanding
items
in
regards
to
those
conditions.
They
still
need
to
address
the
comments
from
our
building
the
building
official
on
this
project.
They
do
need
to
execute
the
security
plan
that
would
still
be
reviewed
by
a
member
of
the
Planning
Commission
and
Historic
Site
Preservation
Board
and
finally,
the
City
Council
will
review
this
next
month.
So
there's
no
action
today
for
the
Planning
Commission
to
take
this
is
a
receiving
file
but
I'm
happy
to
answering
any
questions
you
may
have

with
the
applicant
this
morning.

caught

fire

they
got

entitlement

it

hotel,

boutique
hotel

process.

integrity

those
historic
structures

site

applicant

through
the

of

we

been
behind
and
supporting
the
surveillance
of
the
property
and
protecting
it
and
I
personally
have
reported
to
code
enforcement
before
the
chain-link
fence
went
up,
which
has
been
certainly
a
big
help.
It
is
definitely
a
draw
to
the
two
vagrants
and
it
just
seems
to
me
if
we
could.
This
is
an
opportunity
would
encourage
you
that
we
exercise
the
what's
already
in
place
that
mr.
M
mentioned,
so
that
we
can
pursue
in
that
direction
to
protect
this
property.
We've
all
seen
it
before
the
church
originally
burned.
It
was
like
I
think
it
1
o'clock.
In
the
morning
it
was
reported.
It
started
around
4
o'clock
because
there
was
no
mm-hmm
at
that
point.

course,
there
was
no
surveillance,
so
there
was
no
notification
that
automatically
went

the
fire
department,

the
things
I
just
wanted
to
call
to
your
attention
is
the
wind
turbine
ordinance
that
you
all
reviewed
back
in
March
is
making
its
way
very
slowly
through
City
Council.
There
have
been
some
comments
relative
to
the
changes
that
are
proposed,
oddly
enough
not
to
the
height
or
the
setbacks,
which
seem
to
be
the
bigger
things,
I
think
relative
to
the
ordinance,
but
we've
had
comments
from
both
wind
tech,
energy
and
then
also
from
the
Sierra
Club
and
the
Center
for
Biological
Diversity.

terms
of
those
comments,
I
believe
that
we
will
be
able
to
come
to
a
resolution
at
tonight's
City
Council
meeting.
The
primary
issue
between
the
two
groups
is
relative
to
the
repair
and
replacement
of
existing
wax
towers
or
wind
engine,
energy
conversion
system,
towers
and
I.
Think
again
that
we've
come
to
some
type
of
a
resolution
which
will
result
in
some
minor
changes
to
the
language
in
the
ordinance.

the
current
ordinance
under

current

if

are
making
repairs
to
a
wax
tower
that
you're
changing
out
the
blades
or
the
motor,
or
something
like
that,

can
do
that
under
a
land
use
permit

The
concern
is
that
when
you
replace
the
equipment
most
oftentimes,
it's
something
that's
going
to
probably
be
somewhat
larger,

so
that's

concern

believe
the
Sierra
Club

senator
before
Biological
Diversity
have
is
that
if
those
machines
are
repaired
with
larger
equipment
or
replaced
with
larger
equipment,
they
just
want
to
make
sure
that
adequate
environmental
review

done.

we've
come
up
full
with
as
a
resolution,
is
some
language
that
would
limit
the
types
of
repair
or
replacement
that
would
be
permissible
under
a
land
use
permit
to
those
facilities
that
are
less
than
300
feet
in
height,
where
the
blade
length
doesn't
increase
or
decrease
by
more
than
30%.

construction
documents

the
downtown
city
park

authorization

procurement
department

that
we
would
award
the
construction
contract
in
the
month
of
July
and
then
the
timeframe

construction
is
estimated

nine

update

qualifications

it

closed

there
were
only
two
firms
that
responded
to
that.
Our
next
step
is
to
put
together
an
evaluation
committee

forward.

one
of
the
applicants
is
selected,

that
forward
to
City
Council
with
the
idea
that
we
would
begin
the
process

a
general
plan
update
in
late
summer,

long

there
isn't
a
conflict
of
interest
on
the
part
of
our
Planning
Commission
members,

may
be
permissible
to
have
them

things

the
conflict
of
interest
issue
and
the
fact
that
they
would
not
have
any
direction
over
the
contract.
