Description
2.13.2023 City Council Work Session
B
All
right
welcome
everyone
to
tonight's
work
session
on
community
power
for
monday
february.
B
13Th,
I
don't
have
much
to
do
to
pass
it
over
to
henry
herdon.
The
community
power
coalition.
B
To
hear
the
latest
in
advance
of
some
upcoming
dates
that
are
going
to
be
important,
henry.
C
Yes,
thank
you,
mr
mayor,
thank
you
portsmouth
city
council,
for
inviting
me
out
I'm
pleased
to
join.
C
How
that
applies
to
the
city
of
portsmouth
and
how
the
city
and
its
residents
might
in
the
very.
C
Was
created
by
new
hampshire
cities,
towns
and
counties
where
it
is
at
what
its
status
is.
C
C
C
C
C
Have
that
team
and
part
of
what
this
coalition
does
is
build
relationships
and
bring
together.
C
That
sort
of
community
level
leadership
in
a
statewide
fashion
not
just
to
to
procure
power
and.
C
C
Really,
what
this
is
about
and
this
sort
of
this,
this
statewide
coalition
and
the
role
that.
C
I
think
are
sort
of
a
theme
we'll
talk
about
and,
and
part
of
that
is,
governance
is
giving.
C
Our
cities
and
towns
greater
governance
over
their
energy
decisions.
So
with
that,
I
will
move.
C
C
I'll
try
to
talk
through
them
as
well,
because
there's
there's
a
lot
of
there
are
a
lot
of.
C
C
C
A
cost
sharing
agreement,
which
is
the
overarching
contract
that
ensures
costs,
are
fairly
shared.
C
Electric
rates,
not
through
taxpayer
funds,
but
that's
something
that
is
on
the
horizon
in
the.
C
C
C
C
It's
over
a
hundred
thousand
hundred
and
twenty
five
thousand
customers
approximately.
C
C
But
there
is
revenue
that
flows
to
the
overhead
and
the
operating
costs,
as
well
as.
C
C
C
C
Happy
to
sort
of
have
this
be
conversational,
if
that's
the
pleasure
of
the
council,
when.
C
Yeah,
you
could
go,
you
could.
Potentially
you
have
the
opportunity
to
launch
a
program.
C
C
This
group
of
communities
across
the
state
has
vetted
industry
experts.
We
ran
a
competitive.
C
Solicitation
hired
some
of
the
best
talent
in
the
country
to
operate
power,
procurement
and
we'll.
C
Through
this
transparent,
you
know
publicly,
the
coalition
is
subjects
right
to
know
in
all
these.
C
Yeah,
there's
there's
a
lot
of
potential
for
for
innovating,
so
we
can
go
to
the
next
slide.
This.
C
Collectively,
over
100
public
meetings
of
the
board
and
six
committees
of
which
kevin
you
serve.
C
C
C
C
C
I
mentioned
the
the
policies-
energy
portfolio,
risk
management,
retail
rates.
C
C
Assessment
and
forecasted
the
financials
of
procurement
for
these
communities
around
100.
C
Simulations
and
really
stress,
test
stress
tested
what
this
will
look
like
as
we
go
live.
C
This
is
a
company
that
they
run
procurement
for
major
utilities
and
other
community
power.
C
That
is,
that
is
capital
to
purchase
power
to
essentially
we're
gonna
ai
electricity
in.
C
C
The
the
vendor
team
is
very
flexible
and
while
they
are
providing
credit
to
finance.
C
C
C
C
C
I
mentioned
governance,
this
is
just
a
list
of
the
board
directors
and
we
just
want
to
sort.
C
Meetings
this,
this
is
just
showing
part
of
what
the
coalition
does
is
we
streamline.
C
C
C
C
They
will
really
there's
a
lot
of
data
management
and
data
sharing
with
utility.
C
C
That's
escapes
me,
but
I
think
that
that
summarizes
roughly
calpine's
role,
clean
energy.
C
C
This
is
a
little
bit
busy,
but
just
trying
to
put
all
the
pieces
in
one
picture
on
the.
C
Etc
and
then
on
the
right,
you
have
the
the
legal,
the
consultants
and
then
the
service.
C
C
So
we're
going
to
get
a
little
bit
into
the
the
technical
assessment
conducted
by
sending
analytics.
C
That
blue
line
chart
that's
illustrating
sort
of
the
present
percentage
probability
of
benefit.
C
C
C
D
B
D
F
C
C
Also
lower
rates
over
time
and
there's
a
slide
coming
up
on
that.
So
just
one
quick
question.
B
Any
advantage
that
a
utility
company
would
say,
or
the
state
legislator
that
put
that
bill
forth.
C
What's
what's
been
shown,
is
it's
not
effective
there
isn't?
There
is
an
investigation
that
the.
C
C
D
Back
in
2000
utilities
are
always
meant
to
be
the
provider
of
last
resort.
The
thought
was
the.
D
D
D
D
D
Process
as
as
there
was
in
this
past
year,
okay
and
then
I
guess
another
follow-up.
B
B
The
same
way,
so
it
doesn't
matter
if
we
have,
we
bring
a
800
person.
Town
up
in
you
know,
pittsburgh.
B
C
C
C
C
C
C
Utility
territories
at
launch,
and
then
one
of
the
questions
that
came
up
was
how
much
is
the.
C
Startup
cost
that
we're
paying
back,
and
that
comes
out
to
0.01
percent
of
revenues
over
five
years.
C
So
in
in
the
stack
right
now
we
have,
if
you
look
at
the
bar
chart
on
the
left.
C
C
F
F
F
C
A
little
bit
on
that,
I
agree
with
almost
everything
you
said
one
one
thing
I
I
would.
C
C
Because
the
bar
chart
goes
up
to
20
cents,
you
lock
in
at
16
cents,
you're
very
happy.
But
then,
if.
C
C
C
C
There
there
will
not
be
any
projects
developed
in
2023.
The
coalition
may
begin
to
entertain.
C
C
The
information
from
our
technical
assessment
indicates
that
the
extent
to
which
the
coalition.
C
C
C
C
C
C
Contracts
with
us
and
and
our
understanding
is
that
these
these
will
be
financially
advantageous.
C
Natural
gas
they're
in
the
process
of
building
a
turbine
to
generate
electricity
from
that.
C
Megawatts
what
would
it
look
like
if
we
lifted
the
caps
on
these
pilots,
and
you
know
part.
C
E
To
build
a
small
scale,
generators
like
that.
Am
I
correct
that
the
electricity
would
still.
E
C
No,
so
part
of
the
reason
these
projects
reduce
cost
is,
if
you
have
a
generator
in
new
hampshire.
C
C
C
C
E
E
C
C
Usage
away
from
peak
times-
and
they
should
be-
they
should
be
compensated
for
that
this.
We.
C
F
C
These
are
you
we
can
self-finance
through
revenue.
Bonding
yes,
and
then
I
mean
a
part
of
this.
This.
C
Technical
assessment
is:
when
does
the
coalition
get
a
credit
rating
so
and
another
yeah
a
lot.
D
C
Unless
I
don't
know
kevin,
you
should
use
anything.
You
want
to
call
attention.
C
The
next
steps
we'll
walk
through
here,
but
there
will
be
the
the
enabling
agreements,
those.
C
Are
the
policies
the
cost,
sharing
agreement,
member
services
contract,
the
public
utility
commission.
C
Will
have
to
approve
the
plan
and
then
we'll
move
into
really
the
procurement
and
rate
setting.
C
C
C
Fair
share
and
will
not
pay
for
costs
that
another
town
caused,
so
that
is,
that
is
a
contract
that.
C
Fully
understand
that
and
a
key
point
too
henry
is
the
startup
cost,
are
more
or
less
going
to
be.
D
C
And
how
we
go
into
the
market,
how
we
hedge
power
and
there
are
there-
are
parameters.
C
Electric
rates-
and
it
relates
to
the
financial
reserve
policy,
which
is
how
we
collect
financial.
C
C
C
C
C
For
our
own
discretionary
reserve
fund
to
say
we
want
to
have
a
special
programmer
project
to.
C
D
D
C
C
C
To
cover
those
costs,
similarly,
you
could
terminate
and
say:
okay,
we're
gonna,
lead
the
coalition
and.
C
24-Month
period,
but
whatever
portion
of
the
reserve
that
is
collected
on
behalf
of.
C
Detailing
how
are
we
barely
sharing
costs?
What
are
the
different
categories
of.
C
Cost,
what
is
it
general
and
administrative
cost
versus
actual
cost
of
procurement?.
C
That
what
to
councilor
denton's
question
each
community
and
each
rate.
C
And
then
in
the
red,
the
city
would
consider
review
and
adopt
the
agreements
we
just
showed.
C
Essentially,
cancel
to
back
out
up
until
the
point
we
execute
contracts,
the
power
contracts.
C
C
Of
a
korean
financial
reserves
and
giving
customers
discounts
on
electricity
and
again.
C
C
C
Does
this
look
like
for
the
customer,
they'll
have
a
menu
of
products,
they
can
have
that
the.
C
Cheapest
minimum
renewable
energy
granite
basic
product
and
that
that
could
be
portsmouth's.
C
C
Next
slide
the
there's:
this
is
just
summarizing
the
notification
and
enrollment
process
so.
C
After
the
the
proper
authorizations
are
made,
the
coalition
will
issue
a
mailed
notification
to.
C
C
If
you
want
to
pick
clean,
clean,
50
or
clean
100.,
and
the
customer
can
make
that
decision
and.
C
Then,
if
you're
on
competitive
supply,
if
you
shop
on
the
market
yourself,
you'll
get
that.
C
And
and
then
the
program
will
commence
and
at
any
point
in
time
there
after
a
customer,
could
she.
C
C
Electronic
copy
so
they're
available
for
review
by
the
city
and
again,
there's
there's
nine
cities.
C
At
an
april
launch-
and
I
yeah
I'm
happy
to
have
any
other
discussion
or
questions
from
the
council.
B
And
then
do
we
know
how
many
people,
as
a
percentage,
have
opted
out
of.
G
G
G
So
when
we
asked,
who
is
your
electricity
supplier,
the
farm
majority
said
eversource.
G
G
To
be
about
20
percent
of
the
people
as
well
other
people
that
that
answered
this
question.
G
D
D
000
and
that's
about
a
163
000
megawatt
hours,
and
we
have
about
2600
that
are
on
competitive.
D
All
right,
so
I'm
just
going
to
quickly
go
over
the
schedule
that
would
support
a
june
launch.
D
And
go
to
the
next
slide,
so
just
I'll
go
through
this
pretty
pretty
quickly.
The
the.
D
Survey
was
launched
back
in
january.
Thank
you
to
allison
and
to
stephanie
in
the
in
the.
D
Our
experience,
I
think
it's
one
of
the
probably
the
most
use
survey
in
the
state
in
terms.
D
D
Helpful
we
had
our
two
public
hearings
back
on
the
second
and
ninth
last
friday.
The
the
energy.
D
D
D
D
B
A
quick
follow-up:
if
there
is
a
a
question,
does
that
restart
the
clock?
Yes,
if
we,
if
we.
F
C
D
But
we've
had
henry
review
our
plan,
so
we're
pretty
confident
so
so
then
we're
on
on
the.
D
Schedule
for
the
21st
for
approval
of
the
plan
to
be
considered
by
the
council
and
then
we've.
D
Also
targeted
march
20th
for
those
key
governance
documents
that
henry
mentioned,
that
those
would.
D
D
The
original
target
date
for
wave
one
if
you
went
back
many
months
was
april
may
and.
D
D
D
D
As
possible,
but
we're
not
part
of
that
if
you
went
out
60
days
from
last
friday,
that's
april.
D
11Th,
so
we're
just
assuming
for
the
purposes
of
our
schedule
and
the
next
day
the
risk
committee.
D
D
D
D
D
D
D
D
D
D
That
did
not
opt
out
and
and
just
as
a
a
data
point
in
a
sense,
technical
analysis
and
kind
of.
D
What
happens
in
community
power
aggregations?
You
might
expect
maybe
five
to
six
percent
of.
D
D
D
Excuse
me,
in
august
of
of
2023
and
there's
a
strong
expectation.
We
would
still
continue
to.
D
D
H
Energy,
yes,
does
it
go
smoothly
from
there
too,
or
is
there
different
rules
for
different.
H
Companies
yeah,
so
you
would,
you
know
we
would
encourage
any
any
resident
any
customer
to
check.
D
Fort
smith,
community
power
program,
but
they
can
opt
in
to
the
program.
The
way
it
works
is
on.
D
D
What
your
your
media
reading
cycle
is:
yeah
yeah
go
ahead.
Cancer
done
kevin
actually
just.
D
Yep
and
one
thing
there
was
questions
the
other
night
I
just
wanted
to
mention.
D
The
the
community
power
programs-
it's
not,
that
the
we're
going
to
get
heavily
into
some.
D
D
D
D
F
F
Or
as
kevin
says,
we
could
tap
the
brakes
go
for
next
spring.
I
think
we
had
a
lot.
F
Of
discussion
about
this
as
a
committee
and
because
it
it
is
an
aggressive
schedule,.
F
F
Of
dollars
of
savings
for
our
residents,
why
not
start
that
sooner
rather
than
later,.
F
And
number
three:
you
know:
if
we
waited
until
spring
of
next
year,
we
had
all
we'd.
F
D
D
D
D
Without
any
markup,
these
are
these
programs
are
a
great
way
to
provide
another
option
for
our.
D
D
Much
more
sophisticated
than
what
massachusetts
is
doing
in
terms
of
the
portfolio
model
and.
D
D
B
Councilman,
you
talked
a
little
bit
about
the
upfront
financing
that
you're
going
to
need
and.
C
Yeah
it's
within
three
to
five
time
year,
three,
three
to
five
year
time
frame.
C
C
B
E
E
E
Actually
here
and
possibly
be
implemented
by
the
city,
and
it's
been
four
years
coming
so.
B
Council
cook,
thank
you.
I
just
wanted
to
say,
as
somebody
who
joined
the
energy
advisory.
J
J
F
So
if
we,
if
we
can
get
this
going,
it's
going
to
be
because
of
those
folks
and
their.
B
The
next
the
next
council
meeting,
the
21st
22nd
21st.
B
And
then,
which
is
a
tuesday,
then
we
we
can
approve
it.
It
goes
to
the
puc
and
is
stated.
B
Multiple
times
tonight,
that's
not
that
doesn't
mean
that
that's
the
the
final
go
or
no-go,
but.
B
That
means
they
approve
the
plan.
We
can
then
still
decide
whether
or
not
to
adopt
the
plan.
B
D
In
parallel
between
now
and
june,
leveraging
about
a
lot
of
the
work
that
henry's
henry's.
D
D
With
the
communities
and
we'll
we
will
not
be
bashful
about
stealing
all
the
good
communication.
D
Work
that
they've
done
with
other
communities
to
bring
it
bring
them
through
launch.
C
Did
handouts
materials,
posters,
all
sorts
of
things
yeah,
and
this
is
all
ports
and.
G
B
So
we'll
we'll
have
a
discussion
after
this,
but
that's
let's
appreciate
the
question.
Roy
okay.
K
For
all
this
work,
I
had
time
elizabeth
blasel,
I'm
a
portsmouth
homeowner.
I
had
to
move
away
to.
K
K
K
You
know
it's
spread
in
a
very
good
way,
so,
basically,
like
all
around
la
it
all
started
in.
K
K
The
default
being
to
a
higher
percentage,
renewable
energy,
because
it's
incredible
the
effects
it.
K
K
K
K
L
L
L
L
L
I
know
I
do
happen
to
be
quite
familiar,
owning
some
land
in
western
new
york
with.
L
Solar
farms
and
I'm
really
worried
about
infrastructure.
I
have
heard
all
the
research.
L
L
L
L
L
L
But
I
do
worry
about
some
of
the
information
that
I've
been
hearing
like
now
in
new
jersey,
where.
L
The
wind
power
out
in
the
ocean,
it's
too
costly
and
there's
even
been
some
talk
from
what
I've.
L
Heard
this
is
gossip
on
the
street
that
some
of
the
businesses
are
even
trying
to
pull
out
of.
L
L
L
But
what
kind
of
resources?
No
one
has
explained,
what
kind
of
resources
we
have
that
are
more
green.
L
L
L
Get
ahead
of
time-
and
I
hope
that
it
gets
put
up
on
the
city
website
and
I
hope
that
the
night.
L
B
Thank
you
esther
for
those
watching
at
home.
The
presentation
is
up
on
the
city
website.
M
Okay
good
evening,
peter
huda,
280
south
street
first
I'd
like
to
thank
the
committee
for.
M
I
too
was
looking
for
the
answers
in
a
presentation
and
it
would
have
been.
M
Nice,
if
that
was
up
there,
I
went
into
a
lot
of
the
details,
detailed
questions.
M
Last
week-
and
I
was
hoping
that
some
of
the
questions
would
be
answered
there.
M
And
I
I
would
hope
that
you
have
done
your
homework
at
the
point.
That
point
in
time.
M
The
the
numbers
from
your
surveys
are
419
out
of
2000
or
22
206
people
don't
know.
What's.
M
Going
on
here
so
I
would
really
hope
that
you
would
do
a
notification
and
discuss
this.
M
In
public
and
kind
of
follow
the
rsas
on
that,
I
would
also
like
for
henry
or.
M
Thursday
and
that
was
answered
tonight,
thank
you
very
much.
My
question
is
since
this
is.
M
M
The
raw
material
or
the
raw
cost
and
the
and
the
overhead
so
portsmouth.
M
And
and
getting
on
the
getting
on
the
bandwagon
with
this,
so
I
I
really
kind
of
wanted.
M
Answered
thank
you
very
much.
I
also
noted
in
the
rsa
that
it
it
says
specifically
that.
M
M
M
The
people
who
are
not
involved
in
this
will
not
be
paying
any
charges
well.
I
said
this
on.
M
M
The
questions
for
net
metering
were
answered
last
last
thursday
ma'am.
If
you
would
care
to.
M
Watch
the
video
it
that
was
a
very
interesting
discussion
and
I
would
urge
the
council
to.
M
B
Seeing
none
thank
you
again,
everyone
for
for
coming
out.
I
think
that
it
is
a
unique
time
where.
B
Of
portsmouth
to
fix
their
their
electrical
lines,
fear
not
eversource
is
still
going
to.
B
B
B
Like
decisions
that
that
should
be
made
for
portsmouth,
and
I
look
forward
to
this
conversation.
