Have requested to postpone, I won't read them into the record, but 375 banfield road and to.

Russell street have both requested to postpone so we'll carry those over to the august meeting.

And so the first item under new business.

Will read both a and b into the record, the request of tuck realty corporation owner and applicant for.

A

Properties located at 212, 214 and 216 woodbury avenue, requesting preliminary and final.

A

Subdivision approval for a lot line. Relocation to create the following lots propose lot, one to be.

A

Sixty thousand twenty five square feet of lot area, where twenty six thousand twelve square feet are.

A

Existing proposed lot, two to be twelve thousand four hundred and seventy seven square feet of lot.

A

Area where twenty nine thousand five hundred and seventy one square feet are existing and proposed.

A

Lot: three: to be seven thousand nine hundred and seventeen square feet of lot area where 24.

A

836 square feet are existing. No changes in street frontage are proposed, said properties are located.

A

On assessor map, 175 lots, 1, 2 and 3 and live within the general residence. A district.

A

And b, the request of tuck realty corporation owner and applicant for properties located at.

A

212 woodbury avenue requesting site plan approval for the construction of an eight unit condominium.

A

Development consisting of four single-family unit structures and two two-unit structures, 18 parking.

Spaces where 13 are required and associated storm water, utility and site improvements with access to.

The development from boyd street said properties are located on assessor map 175 lot one and live.

Within the general residence, a district who's here to present this uh thanks peter my name.

Is joe cornady with jones beach engineers with me, I have mike garpi from tuck realty.

This property, uh it's actually three parcels that are before you is map 175 slots, one two and three.

B

um The the plan of uh this development is to do a couple lot line. Adjustments to make the lot areas.

B

Smaller for lots, two and three uh basically to then absorb their backland from those two parcels.

B

In with lot one, which is a 212, woodbury ave and and then we would do an eight unit.

B

Condominium development in the enlarged parcel in the now larger 212 woodbury ave parcel.

B

The design incorporates having a driveway off of boyd road.

B

To not have any new curb cuts or even use the existing curb cut.

B

On woodbury, so we'd only have one driveway off of boyd road, which would line up with manor drive.

B

It's a short short driveway to provide access to these eight units. The um the unit make.

B

Up here is two two uh duplexes and four single families: the parcel generally slopes towards the.

B

um The rear or the north northwest corner is the low point on the land. That's where we have our our.

B

Buyer retention, drainage system and um we would also be then using the existing sewer on boyd.

B

To connect these units into sewer and we would be tapping the water main on woodbury ave.

B

We've already looked at, we went to a.

B

A preliminary meeting with the planning board and the discussion at that meeting.

B

Included extending the sidewalk on woodbury ave, so we've incorporated that into this design. There's a.

B

There's already a sidewalk on the other side of woodbury ave, but there's none on our side. So the.

B

Sidewalk you're, looking at on the site plan that peter has up right now, is all proposed. Sidewalk.

B

There's as I as as was mentioned, there's no change to the curb cuts.

B

To lots two and three those houses would remain. Driveways would remain.

B

And then the um we would be tapping into the water main on woodbury ave, which is on our side.

B

We did provide lighting and landscaping plans. Architectural plans by art forms wendy welton.

B

Did those designs- and I think that's pretty much it for an overview- we've submitted a drainage.

B

Report we have received comments, preliminary comments or comments for the uh for this hearing.

B

I'll be happy to go through those if you want it'll be great at this time,.

B

The first one talks about providing pervious driveway materials uh for each of the units. We.

B

We don't necessarily need to do that for drainage. We have enough space on the property for a um for.

B

The for the storm water, so we had not intended to do porous driveways. We can, I guess, talk about that.

B

Further, um the bioretention pond is basically a rain garden. There's kind of a synonymous names.

B

So we are providing lid components to this site. We do have stormwater infiltration from some roofs.

B

We have the fire retention pond. We have some swales to direct water. All to that.

B

Corner so I think we are including them. You know adequate lid, drainage.

B

Number three is recommended, the property owner include pervious materials and their.

B

Pedestrian paths and lid techniques to better manage the storm water runoff.

B

And maybe it would be helpful if we just outline what our lid techniques are, that we are providing.

B

um To kind of address these items, as I said, I feel like we are already providing those.

B

The number four applicant needs to include a nine foot wide landscape.

B

Buffer between the proposed public sidewalks on woodbury and the property we can.

B

We can do that. I assume that nine feet is on our property. Is that how that.

B

The sidewalk is pretty much on the edge of the right-of-way line, so I guess it would have to be.

B

But we have room along woodbury to plant our buildings set back a little ways. We were.

B

We situated that duplex so that we could reuse the kind of the existing driveway.

B

The pedestals on the stone walls uh that are out there on woodbury, we could reuse those.

B

As our kind of our walking entrance towards that duplex, but there's space.

B

All along woodbury for for additional landscaping, if needed,.

B

Irrigation planning, those are certainly notes. We can add to the plans.

B

Number six uh discusses a wetland. There is a wetland shown on the city, gis mapping, so.

B

When we saw that at the initial stages we had a brendan walden from gov environmental go out.

B

And look at the site and we have a letter from him um which we can hand out if.

B

Copies all right, that's right! All right! You already saw it.

Mikey mailed it over today and uh yeah. I think we got it ready for the record.

The um so we did look at that because we saw that as well and wanted to confirm.

B

What we had out there and.

B

Number seven confirmed solid waste disposal plan. I guess that's a.

B

Question I'll bring up now, typically with these condominium developments.

B

You know the residents keep the trash in their garages, they have a private hauler, pick them up.

B

But I'm not sure if that's how the city has always handled these smaller condominium projects or if.

B

You would do trash pickup on a private drive like this. I don't know.

B

That's something the city does on other developments.

B

Anyone can answer that, for me is: is it typical that you'd pick up trash on a private.

B

I don't think so. If I ever bring it to the curb or do they always have private haulers to pick.

B

Them up internally, not an economy anymore. I think not like not something like this.

All right, they had frontage on the road in their individual houses,.

D

I think it's like one or two units. I don't think it goes beyond that all right. The.

B

Yeah, so we can add a note to the plan that uh that references you know trash will be stored.

B

In the garages and picked up with a private hauler and that could be made part of the.

B

Condominium documents.

B

The number eight talks about confirming the right to flow stormwater onto adjacent land.

B

And obviously, all properties flow basically onto adjacent parcels. The regulations require.

B

That we, you know we're allowed to continue that flow. We're just not allowed to increase it. So.

B

That's what our drainage study shows is that we have no increase in storm water rate or volume.

B

Onto the abutting property, so that we do not need an easement from the neighbor.

B

As long as we do not increase that and that's the goal of your stormwater regulations,.

B

The number nine dpw is significant safety concerns with stormwater attention area.

B

Elevation of stormwater detention area is significantly higher than the.

B

Area behind the retaining wall on adjacent property.

B

And that area was is modified in order to create separation.

B

Of water table and storm water treatment within that rain garden, so we can look at.

B

Maybe some of the concerns as moving it away, we did keep the we are trying to keep.

B

Approximately a 10 foot buffer along the uh that property line because there are some significant.

B

Existing trees that we want to maintain in there.

B

So we try to continue all of our grading, except for maybe the exactly where the outfall is.

B

Keep that grading away from the property line, so we could keep those trees because they're.

B

They are significant and create a good buffer to the hotels that are behind us.

B

So I can take a look at that. If I have any questions, maybe I can just contact you dave and.

B

If, if that was your concern- and we can look at that specifically.

Yeah, I think, we're principally concerned about the sheet flow across the parking lot, primarily.

D

But also just the loading on that retaining wall as well retain wall on the north side.

B

This retaining wall up on this corner, we tie into that retaining wall for our storm water.

B

And bring that back to get the grades to drop.

B

Let me lead into one of the other comments related to sight, walk so.

B

And the number 10 stormwater plan is approvable does not believe the stormwater.

B

Plan is approvable is designed due to the discharge sheet flow across the parking lot.

B

And I think that's where we do have a decrease. We're not expecting a increase.

B

Obviously, in any flow to the neighbors or across the parking lot, there is a catch basin.

B

Within their parking lot, where a lot of the storm water ends up uh currently, and that's why our.

B

Detention pond is so large is to make sure we have a decrease for that pond in storm water.

B

And this also, then relates to number 11, which is a request for third-party drainage review.

B

Which I assume you will attack committee will coordinate with a third-party engineer.

B

The next item is the mailboxes moving towards the bike rack area, which I think we can do.

B

And the last item is: um is scheduling a site walk, I'm not sure if that's a site walk with.

B

This whole attack committee- I put that in there and I tried to go out to the site and look at.

It I couldn't figure out how to get in there. They're surrounded by you know existing homes.

C

I didn't want to disparage their start walking through their backyards. Whoever wants to go can.

C

Go but if you could schedule it and tell us you know when we could come, that someone will be.

C

There that can let us on, because I didn't even know who to ask out there um just to.

C

Get a walk on the site: it's really hard to get a sense of the site without that. For me,.

C

Yeah, would you want us to set it up and invite yeah that'd be great, but everybody here they.

C

Don't have to come, but the ones that want to right sure I know dave and zach have seen it.

And I don't know if you'd want to resee it, but maybe you would for that drainage concern, dave.

But we can certainly set that up. Well, yeah we're just not going to be satisfied. I guess.

With the sheet flow across the parking lot, we're going to need to come up with a better solution.

You mean the driveway. What parking lot do you mean the parking lot of the.

The butter around the boat- oh the hotel back. I guess we'll- need to figure that out because.

I think that's what currently happens now. Dave is sheeple right, but you're kind of concentrating it.

All in one spot, which I know it kind of funnels down to one spot now, but right right now, it's.

Kind of getting filtered through vegetation and and then so now it's gonna be a direct discharge.

Just it's not I'm not going to approve that.

Take a look, and we can look at just spreading that out again too um no we're going to look at piping.

Physical connection.

B

None of that storm water in those parking lots is city owned, though right that must all be private right here.

Either some sort of infiltration system where it's all getting infiltrated and there's no.

Discharge one or the other, we could certainly.

Look at ways to increase it. I don't know if we could do 100 on the site, but we could.

B

Based on adding, if we had, if we added pervious driveways in here and.

B

Maybe look at some of the other green spaces to adding uh well I'll leave it to you.

To you to come up with ideas, but right, this is this. This is not going to probe.

By dbw, at least.

And that's all I have so yeah all right. Are there any other comments or questions from tech members.

So I assume these are sprinklered, looks like you get a fire service.

We weren't we're not intending to sprinkle the buildings. Now we do have.

You show sprinkler rooms on the duplexes for some reason or there's.

There's fire mains coming off the water main and then they're going into.

What appears to be exterior rooms, but the single families weren't? That was nice.

We do show those um is that something.

Yeah, some maybe our bad. We were not intending to sprinkler the uh right now. It's not.

The duplexes and I think because they have mechanical rooms- maybe that's where we gotta.

B

So I notice there's a third floor where the bedrooms are located on the duplex.

It appears the sill is over 20 feet to grade.

So you need, if I believe, you're going to need a sprinkler anyway, because it's a private road but.

That'll be fire department, but if you didn't, then your windowsill, you got to have a rescue balcony.

Or a sprinkler, because you're over 20 feet to grade for those bedrooms for the bedrooms from.

The third floor of the duplexes right, but because of the private road yeah, so I saw.

The turnaround that you guys have proposed um it's not really something we normally do in the middle.

Of the and I realize you have that large retention pond there, so um if you were to sprinkle them, then.

The turnaround wouldn't be an issue, and now that would be either I'm not telling you you have to.

But um I don't I couldn't approve this because that turn around the middle is unacceptable.

Yeah, so the other option would be to move that to the end of the road, like I can't say yes or.

No I'd have to see it in a drawing, but that does sound like something we could look at.

And these are all on gray, there's no basement with any of these.

I think there would be basements okay, I didn't see it in the floor plan. I didn't indicate.

Sarah's going down these wouldn't have basements. No basements was your intention. Well, that's that's.

The end these are more of a townhouse sort of design where this first level garage right.

On the duplexes on the dupe on the singles they would, there would be basements proposed.

That's all that I have here did you have yeah? I had a couple. I didn't seem to make.

It in the comments um is it possible to provide a sidewalk between the driveway and woodbury avenue.

Along boyd road along boyd, yeah, um yeah, there's definitely a room. Okay,.

And the other comment I had was on the siteline plan that was provided. It sort of it combines.

Two different types of sight lines: it really should be either one of the other.

H

Should have a stopping sight, distance diagram and an intersections like distance diagram here.

I don't know that's something: it should have a two-foot object height in the middle of the road.

Boyd wrote out the driveway for vehicles coming up the hill on boyd road.

Two foot from the driver's eye to the yeah two foot object and at the intersection of.

The driveway all right all right and uh the three and a half driver's eye height is correct. It's.

Just that you should have a two foot object at the driveway all right. I see what you mean coming up.

The road towards uh towards our intersection, you know, as far as the sidewalk goes we're proposing.

To build sidewalk along that entirety of woodbury yep, I see that that's good, which we were happy to.

Provide but you know I guess: we've got to sort of figure out how much sidewalk we're building that.

For this project I mean these: these two existing houses aren't really even part of our site plan.

Application we're proposing to tie in the existing sidewalk along woodbury. So I guess the question is.

I guess the question would be what what do you want us to build? Because I don't.

Think it would be fair reasonable for us to build all of it. Certainly, the sidewalk along.

Woodbury is desirable because that's you get more traffic out there. That's what we assumed as well.

But you know, but it really doesn't tie into the whole site that driveway that.

Walk away off of woodbury just comes into that one duplex right right! That's what I.

Think I guess that's a question for you. Folks to sort of figure out is what's.

What's our we're asking for both yeah, it's only a hundred feet to get from that driveway.

Out to woodbury right again, I'm guessing, I guess I'm asking sort of a few folks to think about.

What's our reasonable fair share of contribution to sidewalk, I think that's only fair to ask back.

We don't have to answer that question today, but I think it's reasonable to ask.

Well, you want to get your people to a safe, sidewalk sure, absolutely.

Would would that be um something you'd see on you know within the boyd road right away as a.

City owned, I actually think a better spot would be from the where that turnaround is right out to.

Woodbury avenue that way, it's closer to where all the units are in the back just inside the duplex.

Along the property line between the next house over that they're truncating in the backyard.

Yeah, the bike rack: is it I'm not looking at that? Those are part. It's the two parking spots, they're.

Not lined on that one, but oh that's! Okay, not the turnover! Gotcha! Sorry that you totally think.

Because we could run it, we'd do some large trees on our property, but we could run it.

You know, through the green space on our land or put it in their space or put it in the city.

Right away, yeah, I was going to say I'd rather not lose.

More trees, or as many as they're already losing it's nice that you're trying to keep the ones.

Along the property line- and I was going to ask for more street trees too- on the boyd.

Side, maybe the wood gray side too. I mean a lot of trees out there now nice to have those replaced.

All right, we can look at that. There are a couple utility poles that are problematic along right at that intersection of boyd and woodbury.

Oh, maybe we can snake it kind of between them or yeah.

Or an easement on the quality, you'll figure it out, go to the back side of them on our land, yeah.

Any other comments at this time from tech, peter pfeiffer. um We may need a I'm, not clear on this.

But you may need to put a fire hydrant somewhere in there uh and also if this is going to be.

A a woodbury ave address we're going to need some signage, so just make a note that you'll need to.

Have some kind of appropriate signage to get us to the correct driveway yeah? I guess that's a.

Good question: I mean a good comment in the sense, I would think we would have our own road name.

Private drive name and then we'd be off a boyd and not have try to use woodbury.

Addresses which would be confusing? No, I know I just don't know how to get to them really. Some.

Kind of signage will be required regardless because if it's private road just wanted.

To make a note that we'll need something, so it's easily discoverable for emergency access.

And we'll come up with a street name, we're going to show a street sign.

I think we're having trouble finding the detail or much detail on that infiltration. Pretty big basin.

And I think there was a little detail, but I think it said the whole plan d7 out of detail wasn't.

So maybe a little more detail on the ring, rain garden or fire retention area.

D4 I thought there was supposed to be another detail referred to on the plan. I don't know.

If that's the one that's in place, that's that's our typical one with all the elevations and the.

Filter media and the stone and the overflow, but if the plan is referencing another sheet.

Number we can look at that. I think it is just coming up here now. That's our typical.

Detail and then same with the house, roof infiltration detail is on that plane as well.

Yeah, it says d3, it's d4, I guess, but um I guess I'd like to see more details specifically in that by.

Retention, it's pretty big. What are you planting? Are you just planting lawn really just lawn? Yes,.

How the water goes in and the elevations it leaves from, I guess, are here, but are these typical or are.

They what's the elevation in the field for these the well, the grading is all shown on.

On c3 for the swales leading in and the slopes inside of it and the whole middle is flat.

And we have the all the numbers kind of outlined um elevation b is top of filter course.

So the others spelled out on that table as well as in the c3 grading plan.

And they are level.

And then the limit of the buyer retention, 46 elevation, 46.

Yes, so then there's you, you got to go from the the detail to the the outlet.

Structure which is right next to it, um and then that has different orifices.

At different elevations in the outfall, the pipe out is elevation. 46.4.

That's the invert out of the discharge outlet structure.

And then the outlet end of it towards the hotel side is 46.

That's weird yeah, so that's where you got saw that peter.

Good afternoon mark ayotte, I live with my fan, my wife and family on nine garden street.

So um our backyard about the senior center, the old global armory.

A couple of questions- I don't know if it's possible, if the trees that are going to be cut.

K

Could be ribboned so we could identify the ones that will not. If I could ask that as a request.

K

Without going into a long dissertation on constraints related to west end yards.

K

I'm gonna go: ask uh having lived. You know my entire life here. uh If we.

K

Would consider uh parking restrictions on each side of boyd road leading to woodbury avenue.

K

I think uh I've been turning out of that street forever and uh gets a little there's.

K

Quite a bit of an obstacle on the corner right now with uh bushing the rock that's there, but.

K

uh The concern is in the future, you know, people are sometimes the housing authority.

K

Needs to put trucks, sometimes the city's got to go into the housing development there and.

K

There's people parked on both sides of the streets make it very difficult for people coming off of.

K

Woodbury, it's just more of a safety thing other than that. That's all that I had to recommend.

Thank you. Thank you for uh parking restrictions like that that would be taken up through the.

Parking and traffic safety committee yeah is that? How does that adjudicate in the process? Is that.

Where it goes next, no, they they don't have uh jurisdiction over development projects like this.

But that would be a separate issue that you could bring to that committee and have have.

It raised and they meet regularly yeah, it's posted on the yes, okay. Thank you.

Phyllis randall 99 boyd road. I have a couple had a couple of concerns coming into.

L

This meeting, one being the number of trees that might be taken down and they act as a.

L

You know storm water, buffer and also a noise buffer for the homes on boyd, road and so we'd.

L

Like to see as many trees saved as possible, and the other thing is on storm water, the idea of.

L

Having a permeable driveways is very appealing to me, there's a time from periodically.

L

The yard between my house and number 79, which is actually a paper street belonging to the.

L

City, it will flood and several years ago it flooded to such an extent that all four houses.

L

On that side of the road from from 79 down to number 123, all backyards were completely flooded.

L

My neighbor rented a pump and we pumped 130 000 gallons out of that area over the course of 10.

L

Hours periodically, we do get water down there. That was the worst one ever that was back in.

L

I think 2006, but water comes streaming down boyd road and I have concerns that this new development.

L

Could add to that problem, so I would like that to be taken into consideration. I actually have a.

L

Picture if anyone is interested in what that flood looked like as far as that was concerned, so.

L

You want to, I don't know: if anyone wants to pass it around, you can see it's significant.

And where, where is that? Is that that's the void road? No, it's halfway down boyd.

L

Road on the left-hand side, there's an open area there and um you know I'll. Just would you mind.

Passing it around yeah dave, you guys came down and cleaned the drain up. There's a drain right by here.

Pretty much so that was our the side yard in our backyard and it was as they say it was.

Significant so you're on the you're down on this side um is this boyd road? This is good.

This is boyd, so we're I'm down here a little bit. Okay, got it down the hill, a little ways.

Our roadway also slopes away from boyd. We don't slope towards boyd at all. So all our.

B

Storm water, none of it heads towards boyd. It's a it's going downhill from from our entrance in.

There's some, I don't know if you were able to see on the plans, but so here's boyd road right.

So all these trees they're going to remain in their entirety and they're going to add three.

Green giant arbories here and then you get 23 trees planted all along here here and then.

What kind of trees are they talking about? It says emerald green arborvitaes yeah. Those only get to.

Those aren't all that tall, it takes them a while to get there. I understand that they do act as.

L

A buffer but um and these stay these all stay okay and then there's a norwich, bruce there's.

L

Some there's some pretty old trees on that uh on the back side there so they'll stay in place.

Hi, my name is john baldessari 121 boyd road, and I just have a question based on what I see today.

And it's regarding to the sidewalk I used to have a question since considering that the developer is.

F

Now providing a sidewalk, I believe, essentially from the holiday inn or thereabouts down to.

F

The corner of woodbury and boyd would the city consider extending that sidewalk along woodbury.

F

In front of the public housing, because right now, that's just grass and it's uneven.

F

And in the wintertime it's snow and ice, I think right now, with the new sidewalk they're, proposing.

F

You'll reach that corner and as a pedestrian you're going to cross over anyway, because to.

F

Go straight towards cottage street in front of the public. Housing is hazardous. At best I mean.

F

Unsightly it, you know at worst, it's um it might tie the whole thing down to cottage street.

F

It's my only comment.

H

I know that that has been a sidewalk that we've had in mind for several years, so I don't know.

H

What we have for in plans for the next year, but if you're gonna do that yep, it's a dead end. The way.

It is even with the new sidewalk they're providing yeah yeah um and we've seen the the worn path in.

H

The grass there it's obvious people are using it yeah and in the winter it's really rough. You.

Know the snow and ice just get kicked up off the road and uh it's virtually impassable most of the.

Winter yep, um it certainly would be it makes sense to fill in that missing, link. Okay, I just.

Don't know what the priorities when the schedule would get to it. Okay, that was my only question.

Feet of street frontage said: property is located on assessor map, 162 lot 16 and lives.

Within the general residence, a district who's here to present, uh thank you peter and members.

Mr collins is to my left: uh brenda kelbo from tfm moran is handing out an updated plan set.

So we were before the board of adjustment um last month to receive.

Variances to move this project forward, we got frontage variances and the plans that we submitted.

Right existing way down to 16 feet as proposed over a 30-foot stretch. If it's.

Possible we'd like to have a more pronounced curve again, so we can limit the amount of.

Impervious pavement that we're introducing to the vicinity beyond that, I think the comments from.

Tech are pretty self-explanatory. We do have one uh foot water services to both homes, brenda those are.

Shown yeah so the last time we were here, we were told that we need to connect the second house to.

Pine street and on this it says to extend the one and a half inch water line. Does that mean.

Three, no furncoat connections on the sewer, sole material coupling should be used to be approved.
