Thank you, uh so uh I'm chris mulligan from bozeman associates.

uh Here in portsmouth next to me is eric sorry from altus engineering, um also in portsmouth.

I believe uh on zoom we have john simonis who's, the applicant for the principal of the applicant.

B

And um first I'd like to thank you all for getting us on your agenda. I understand this one's a little.

B

Unorthodox, the way this came to you procedurally, but um you may recall that we were here for a work.

B

Session about a month ago, february, 8th, I believe it was in which, at which time we discussed.

B

A similar plan, although one that was um different in the sense that it had.

B

A different parking configuration than what we were prepared to go forward with since that time.

B

We obtained necessary variances from the board of adjustment in february to establish that the.

B

Use is permitted and a substandard travel lane would be permitted, so we, our next step, is to move.

B

Forward to obtain the conditional use permit for parking relief where we have proposed five spaces.

B

And 11 are required under the origins, so that's basically the overview. The latest plan you have.

B

February 28th, which shows our current proposed.

B

You're all set first yeah.

The former connector to the boating property is being.

B

Extinguished because there's not an access season being provided right.

B

uh That's correct and we so many words we had a driveway through there. The last time we saw this.

What is the applicant proposing to do to either permanently or seven eight semi-permanently.

B

Lock that, uh through way from those two parking spaces that now reside at least space number three.

B

Resides where the former driveway connector was, it seems to me like if this is not intended to be.

B

Something people cross and re-cross that there would be some landscaping, fencing, maybe all or.

B

Something to demarcate the difference between the size of the property.

B

Well, you know, I guess I would say we're open to suggestions for um how to accomplish that.

B

One of the limiting factors we have is we have to maintain an easement for a parking space between.

B

The two properties- and I think we discussed this so you're, leaving them you're, granting the butter.

B

An easement on your property in order to park the car where that pavement is to the right, yeah right.

Here, yeah so you're providing an easement to them, but them not to you. That's correct.

So the the only real way to do that effectively is with events. The events would be.

B

You know that that's a much wider space than it needs to be on the two properties that that.

B

Fence doesn't have to be right up against the nose of the 19 foot stall, but a foot or two back.

B

Still provides the ability for that that easement area of work looks like it's probably.

B

14, why you're talking about between the yeah buildings yeah the share yeah? So I think where.

You've got your little arrow you, you could put a fence down there down below right down. There.

Yeah somewhere in that gap that still makes that parking space work in order to provide the.

Screen and to prevent conflicts, so that was one comment I had food for thought. The second one was.

It seems to be like unless there's a problem, you could take those two parking spaces. You've got.

12 and three-quarter feet for the space closest to mark street to the south. Is it possible that you.

Could shift those two spaces away from the back of the building and put some pavers on the back.

Of the building that are mountable, just like the other pavers, so those spaces are not that.

Space number three is not right up against the building. Oh, what I'm saying you've got nine.

B

It's like nine feet and 12.75, so you have three almost four feet of surplus space between the back.

Of the building and the property line, so I'm just suggesting, maybe you move the three and four there.

To the south and create use that three and three quarter foot space for some favors so.

Satisfied the accessible parking plans, particularly the band, and you see that space.

Number one you have an april live space, but the end requirement would require 96 inch wide space.

Adjacent to the primary that's the space in the shapers, it doesn't have to be the same circles.

What about accessible entry to the building itself is that alphabetically that.

Is uh we're still pursuing that we need to have.

Yeah, maybe just bring your papers out to the edge and not go green, just no papers, no.

Do do your landscaping where you have the gap right now, you have a gap between the.

End of the landscaping at the end of your papers for your handicaps, john.

And I see why you did it that way, but maybe it would make sense here.

I started the landscaping yeah, so I'm not discouraging you, you could either extend.

The landscaping, but it seemed to make more sense to me that you just bring the papers.

Over so if you're walking down the sidewalk, the swing left yeah whatever it's a minor point.

Looking through the annual actually says, repeat weekdays, I looked at that and I figured horsepower.

Is more of a weekend destination, so I figured the turnover was going to be on saturday sunday.

That was my rationale behind it. Either way we still we're still a little bit short.

So it doesn't really kind of splitting here it's there, but that was why it did.

It shows that you should probably have lose parking space for each. That would be nice.

The variance that you got was the 16.2, but I.

I actually think it was, the variance was less than existing.

Check-In type system, so we anticipate that we'll have the ability to.

Coordinate as best we can with people coming and going and shuffling the parking needs, as as.

What we hope to do is- and I think we discussed this at the last work session- is use the.

Accessible space as a hybrid, accessible loading space, which I understand something that I learned.

Is permissible in certain circumstances, so we're hopeful that we can use that for most of.

The transient in and out as people are voting on before they find their final parking destination.

I don't know if john's got anything else he wants to add to that. No, uh can you hear me.

The only anticipatory deliveries we have scheduled are linen services. Everything else would be.

um Either you know trash barrels brought out to the sidewalk on on trash pickup play.

Or or trash pickup, if we have a private service, but those are the only two.

Prospective delivery vehicles, we anticipate in the property there's no.

A

You know restaurant per se there's no there's no real other deliveries that we have.

I think the question was probably more related to your guests.

And deliveries, but I I have a potential solution back to what I presented to you.

Earlier, if there was any issue with uh using the handicapped space for deliveries, as I can imagine,.

Some people would have issues with that in terms of complex availability.

If you slid this down to 3.75 feet introduced, this could actually be a designated walkway.

Move those two parking spaces away from the back of the building the 3.75 feet. They have to spare.

Put in favors flush and that would serve as a loading space with that nearly four foot walkway.

Next to the parking space to get out of the car go in the back door. You know yeah parking space needs.

To be wider, anyways being next to a building yeah, exactly yeah, we can definitely move the.

The line of division between space, three and four uh rearward to accommodate a buffer zone.

Up against the building, and then that would accommodate nick's uh prospective delivery area.

So I think that really becomes the drop-off space.

Going to the garage.

I have 405 south street for some division.

John jackman from handmade engineering with me from the sa builders, I'm representing.

The subdivision of 405 south street, the subdivision plan is shown on the screen.

B

So it's a long uh sort of narrow, uh rectangular body coming off south.

B

So the plan is to divide the lot into two conforming lots uh with the.

B

They're pretty much equal area, you can see a darker line that is behind the existing.

B

Shed and garage and then the vacant lot 2 is proposed to be built upon next slide.

B

This is the existing conditions plan, so there's photography slopes from.

B

Going a little bit uh higher off south street high point about at the back of the house in the.

B

Existing garage and then it slows down a pretty consistent grade that.

B

B

So we wanted to be included in the submarine package, a potential house to.

B

Put everything in context and that house was designed by the builder.

B

Originally they had a desire to put the house on the north end of the lot and orient is like the.

B

Two hounds on the down court immediately to the west, so the bar is possible from the existing.

B

Home and garage, but um the way that the typography is in the neighborhood typography.

B

That section of the law is kind of a low point neighborhood. So in order to.

B

Address concerns about putting the house in that location and potentially displacing that.

B

Area for the water to work very hard to redesign a house that would fit into the hill and be up.

B

B

Plan does require a setback, variance if you look at the existing.

B

Structure, I'm sorry. The garage portion of that is pushed back to the east.

B

And so it requires your setback, variance, but the reason that we did, that was to provide.

B

Space for potentially working with the public works department and he's been for some thoughts.

B

About snowplowing, currently there's a chain-link fence that runs along westerly boundary on the 405.

B

Street south street parcel and the snow plowing upon mcnabb court kind of comes.

B

Up too and pushes snow straight ahead, but is limited by that fence. Subsequently, there is.

B

During heavier storms, there's going to be a snow pile that would kind of come out in the street and.

B

Really sort of block access to the right side, so the thought is that maybe.

B

It could be a way for plowing to sort of continue and have the snow get pushed.

B

But we're here to talk about how that might work.

B

It's a grading plan so that just shows proposed grading. The.

B

Shows how the house fits into the slope. It doesn't require a whole lot of rearranging grades and then.

B

The driveway is elevated a little bit above the existing ground, so it preserves that low spot.

B

The next plan is the utility plant. Currently there are public utilities.

B

In the magnetic court that come off of lincoln in the sewer mantle.

B

The water line and the hydrant will tie into and there is a spaghetti syndrome of the low-grade.

B

Electric wires that we're working with eversource to try to come up with a good solution to.

B

Figure out how to service this with power, this plan uh was created before we were able.

B

To get information from the city's database but fairly, I think it's really representative some.

B

Slight tweaks to that in general, it actually shows the location of the utilities approach.

From as required for some position, applications feedback.

Attorney durbin reached out to mr stith, and I think that.

It was determined that, based on this configuration, the west elite line would constitute a front gap.

You know how long the camcorder is.

Towards the end.

I'm showing the six inch sword.

This whole arrow has to be six inches and match grounds inside.

That, besides the I guess, the snow blowing is.

More or less forced into that, but the uh drainage for the lot.

You don't need to need to drain the roof area, at least.

So I think you're going to need to extend that drain line from that cord up to fill it.

That'll, give you a place to tie a sump pump into as well.

A little test pit in there see what the soil was yeah. They didn't make it on.

So, john, if you could uh show that electrical shoulder drainage connections that success, lateral.

Then I understand what you're doing with leaving the low spot, which I think is.

Fine for whatever part of the driveway that you can't capture.

The drains all the way around the boat should be okay, so just one of those.

Well, the if you, if you go further down uh here, there are some see the.

The area there that's uh going north south on that about there's architectural plans, I think for them.

Keep going down d2 so it shows stone drip paper, yeah.

So we want to pick up as much of that roofing area as we possibly can.

Yeah, so the to keep going, there's that's a lot of addition on that side.

uh So on the top left.

So I guess I could put a drip paper under it.

But I couldn't put a gutter, that's what I was trying. No, you don't need a cutter.

Okay, we're not capturing ground water, but we're.

Not flooding downstream properly dude yeah put the collection point of the clay layer.

Okay, I've just got two quick comments. Is this joe, your brothers? No, no! No! No! No.

Okay: okay, the only question I have related to the subdivision planet or the site plan here.

Is one uh it seems to me to make some sense uh just at the end of mcnab court, where you.

B

Go from 22 feet to 20 feet, 14 and a half feet to get into the site, and you take that residual.

B

Space that goes to the stairs at the bottom of the porch and do a paving new papers out.

B

Into mcnancor, this is the most paved little street. I've ever seen with papers in portsmouth.

B

Everybody's got some taping either on the patios or the driveways on mcnab court. It would make.

B

Sense to me to have something like that that you could mount, which would widen that for people.

B

So you can walk downtown without necessarily needing to go out in the driveway from the end.

B

Of your stairs, okay, I don't know, does that leave enough space for a vehicular access yeah. It could.

B

Be found it's more like a textural channel yeah I'll show that it's pedestrian yeah, that's great.

Yeah, that's what he did yeah right now. It's the end of the road.

You coming back in a few years and saying: well, we need to do strict parking on the street.

Like you said, it should be able to put out video with the parking.

All right next up, we have 437 lafayette.

Good afternoon, chairman smith and members of the committee, my name is justin masick.

I'm an inherited brand, I'm joined here today by joe calderola of springfield construction.

A

uh The project that we're presenting is a proposed three lot subdivision located at 437 lafayette, road contact, cement, 229, one.

A

The lawn is bordered by andrew jarvis drive to the north and hartwell have to the south.

A

A partial plan set, including six sheets, was included with our application for this work.

A

Session uh included in this plant set was a cover sheet existing features and a test fit log plan.

A

A site preparation plan, site layout plan, upgrading drainage, plane and utility plan.

A

I'll start off on, what's shown on the board now, which is our existing conditional plan sheet s1.

A

The existing lot is a 1.5 acre lot that contains a one-story home in the center of the property.

A

A detached garage and an existing driveway that connects andrew jarvis drive to our goal.

A

I'm going to head to the second layout plan.

A

Co3, uh the intent of this project is to subdivide the existing lot in the three watts protecting the.

A

Existing home on lot, two located in the center, while constructing tuning homes on proposed lots.

A

Number one three, the existing driveway and the detached garage would both be removed.

A

And a portion of the existing art lab would be.

A

Narrowed the minimum road width would be shrunk down to 27 feet uh at the.

A

Most narrow section, which is actually at a proposed bump out at the.

A

East end of harvard lav shown.

A

And a favorite patio in the backyard a lot of three a one-story 4 249 square foot house.

A

Is being proposed with an accessory dwelling unit attached on the east end of the building.

A

Second driveway for parking is also being proposed towards the east end of our outlook. Other.

A

Improvements depicted on this plan included a new walkway for the existing house on lawn number. Two.

A

A four foot tall fence lot number one bordering lafayette road at enter: jarvis drive, landscaping.

A

Areas and sidewalk improvements on andrew jarvis, where the existing driveway is being cleared.

A

Moving on to sheet co5 utility plan um currently show a conceptual layout for the proposed utility.

A

Services to homes on box number one and three up to this point: we've been in touch with.

A

Unitil and eversource regarding the proposed gas and electric services and we've received.

A

Well-Served letters from both of these providers on the utility plan, we showed two gas service.

A

Along your connections, drive running through the backyards proposed lots 103 for electrical.

A

Ever sources provided design input that we've reflected on our plan. They've requested that.

A

We have two new riser poles installed, one on the west side of walk by that across the intersection.

A

During our preliminary coordination with our resource, we had the intent of trying to tie in.

A

To the existing utility pole along andrew jarvis and they opted for the new utility poses.

A

They really didn't want us running through the backyards by those service connections.

A

For electric, I'm sure, if you have any, I debated with casey, I have nausea and uh because it's.

A

Ridiculous we've got polls already on andrew jarvis. We're gonna do is go down the sidelines.

A

So it wasn't in front of that building. We did this at the section, so.

A

Okay, it's good to know.

A

So, moving ahead to the proposed gap, excuse me sewer and water services. We've had preliminary.

A

Coordination with the water department and currently we're showing a six inch gravity line.

A

We didn't want one coming into a sewer manhole at the intersection of lafayette in our lab for lots.

A

Number two and three we're proposing two forest main lines with exterior e1 pump systems that.

A

Would tie into a proposed force paint that runs parallel to our goal off the shoulder of the road.

A

There weren't any major concerns raised in preliminary discussion with gentao. He.

A

Wants to go into a little bit more detail at a following meeting just to look at.

A

How we connect into that existing manual with those sewer service connections and for the.

A

Proposed water, we're showing lines for lots, one and three running through the backyard.

A

And tying into an existing 12-inch water line on the underground drive.

A

Showing attention to the wrong one to the south a lot one.

A

So yeah, both of the service lines were connected at southerly.

A

Line, that's located on undergraduates show sidewalk repairs for both those different houses.

A

Yeah and the long one would be actually.

A

But you're showing the water line going into the back of the garage.

A

Yeah, these are shipped over about five feet, just a little bit.

A

The other thing I kind of noticed was.

A

A

Yeah we would end up providing movement there.

A

Yeah, the initial thought was to try to provide a buffer from the existing wall.

A

There's only about a three or four foot offset from the edge of that wall. If you were to try to squeeze in that one system along the property line.

A

There's a nice retaining wall there. Now it's been there for a long time.

A

Yeah, you don't want to disturb it right now what the sewer runs underneath it and out.

A

That way, the way it's shuttled, so I don't see how we without undermining that wall.

A

I don't see how we hammer it to the ledge just be right. Next to the wall, we're gonna be right.

Do you plan to bring that outside yeah the plans have actually had a couple minor changes.

A

Since we made this middle, but after talking with the water department, they requested.

A

They'll be located on the exterior, so we'll be showing it a four or five foot offset from that.

A

Oh no one else has any comments.

A

30 foot minimum distance from lafayette road.

A

If we're going to hold our driveway, definitely this doesn't apply because it's a private road.

A

When the 30 foot is shown at the set the same as a setback, so we've got about 35.

A

So, for one thing, you're showing a full baser on three: yes, the water table is at 24 inches down.

A

Yeah, I know we're good with that very important. Now. We've got about 18 inches between.

A

We're below the estimated.

A

Acceleration is only six inches lower than the end of the street, so it sits up here.

A

How are you gonna secure all that.

A

There are basically two cables that face forward and run all the way to the back of the building.

A

And they can be guttered, so we can get about three quarters of the water off the roof.

A

To the back yard and test spin 10 was pretty good in terms of everything which is the one.

A

About that 3131, an elevation low point swale there yeah. So the idea is to get most of the roof.

A

Training to that old white swale and retain it and treat it, but you'd actually put it on.

A

Yeah we can burn it up. You know towards the end and.

A

As you come back around the right side of the building create a six inch high stand. There.

A

A

So again, the idea is to raise the yard so that.

A

We're infiltrating at the high end of the lot at that 36 elevation, so we'd be proposing kind.

A

Of a similar layout to a lot three just using infiltration, swales or rain gardens that are.

A

Impervious is almost exactly the same in pre-imposed, so there's really not a huge.

A

Increase at all um breaking the model, one mod three is obviously where we're.

A

You know adding additional impervious, so we haven't really gotten too far along the charts.

A

Yeah the front the front half of lot one would drain just untreated to the street.

A

All right, so we need some fun details.

A

Yeah, that's correct. It's it's! Currently, a wooden fence and we'd be replacing it with a four foot.

A

Tall fence and then adding landscaping, so there's setbacks for fences. That's.

A

Awareness tall okay, so I have to set it back how to change the corner on the corner.

A

So that people can see and lose some space.

A

A

There's an existing hiring at the intersection on the south corner of our role in lafayette.

A

And that's roughly 270 feet from the edge of the building on lot. Three.

A

So so it's the length of the fighter, private access.

A

Yeah I mean where they're running the river water, so you still want, because you want pretty much.

Suggestions, oh yeah yeah. I know you wouldn't count as driving. Oh god, it's too far too far back right.

You know, I think I vaguely remember we did a turnaround once that was an.

A

Easement on the driveway, that was that's a long driveway, so.

A

It could be an eastman on the park. That's not required to park cars.

A

Garage because.

A

A

Accent egress and there's access eastman.

A

I don't know how, if anyone else is accessing it, I'd say on the south of the side. I can't.

Tell what the east bar it's the two houses across the street? Do they access your market.

Does that ease them, including them? Yes, those two houses for those two houses? Okay, so.

Has um to that and I'm presuming that once that it would require a new placement, because.

Partially well, it's confusing artwell is actually an easement on the existing.

Coverage needs to, I guess, reflect also.
