Special City Council Meeting 9-30-2020

C
Okay,
as
we
have
been
doing
in
our
previous
meetings
since
we've
been
kind
of
in
a
restriction,
we've
started
off
with
the
city
manager,
reading
the
public
comments,
and
then
we
will
have
public
comment
afterwards.
I
Thank
you.
I
have
several
emails
here
to
read,
so
please
bear
with
me
and
if
any
see
there
are
three
minutes
you
can,
let
me
know
I'm
sure.
C
Yes,
I
will
time
them
and
yes-
and
you
said
you
had
about
50.
so.
C
I
First
pk
lord,
I
was
never
so
pleased
to
see
you
now
to
sleep,
pass
the
mask
mandate
for
puna
gorda
on
july
8th.
I
believe
it
has
gone
a
long
way
in
keeping
our
residents
safe.
Now
is
not
the
time
to
question
that
decision.
I
believe
governor
desantis
has
pulled
the
trigger
too
soon
with
phase
three.
The
mandatory
mass
coordinates
will
help
keep
our
case
numbers
low
and
our
residents
that
you
represent
safe,
remember
the
snowbirds
come
from
states
that
have
mask
mandates.
I
Thank
you
for
considering
my
input,
susan
brown.
It
is
my
firm
belief
that
the
masked
mandate
should
remain
in
place
if
wearing
a
mask
and
socially
distancing
will
help
to
eliminate
the
virus.
Then
it
is
our
responsibility
to
do
whatever
it
takes
for
this
to
occur.
The
statistics
haven't
improved
enough
for
any
of
us
to
become
lackadaisical.
I
I
Ralph
cornell!
Please
leave
the
mask
rule
in
place.
Jeff
sweetland!
This
is
a
bad
decision.
Why
an
emergency
meeting
to
repeal
what
has
obviously
worked
the
governor
is
making
uneducated
risky
and
arrogant
decisions.
Your
wise
decision
is
shame
that
masks
work
do
not
fall
prey
to
pressure;
it
will
backfire.
I
Jamie
mckenna
enough
with
the
mask
this
virus
kills
less
than
.01
percent
less
than
the
flu
stopped
the
mandates
and
stopped
the
mask
gary
skillicorn,
I'm
very
supportive
of
the
continuation
of
the
mask
ordinance
with
the
100
opening.
We
need
every
tool
available
to
avoid
becoming
a
verbal
statistic.
Beyond
health
concerns.
I
know
I
will
have
increased
reluctance
to
eat
out
and
shop
in
our
community.
I
Please
do
the
right
thing:
mass
work,
dave,
klingerman
relating
to
agenda
citizens
comment
new
business
consideration
of
the
city's
options
relating
to
declared
state
of
emergency
as
a
result
of
florida
executive
order.
Twenty
two
four
four.
It
says
based
on
governor
of
the
state
of
florida's
executive
order.
I
It
is
clear
that
the
governor
wants
to
restore
economic
recovery
for
the
state
of
florida
and
for
every
citizen,
section
4
of
this
executive
order,
states,
suspension
of
covet
19
related
individual
fines
and
penalties,
suspends
the
collection
of
fines
and
penalties
associated
with
government,
19
and
forced
upon
individuals.
Therefore,
no
further
collection
of
fines
and
no
penalties
associated
with
covet
19
and
forced
upon
individuals,
therefore
the
wearing
or
not
wearing
a
face
mask,
will
not
be
a
covet
19
punishable
offense
to
an
individual.
I
If
you
want
to
wear
a
mask
that
is
up
to
the
individual,
if
you
feel
you're
at
risk
or
you
are
sick
cover,
your
own
mouth
wear
a
mask,
but
don't
mandate
that
well,
people
do
the
same
within
the
last
seven
months.
The
percentage
of
people
in
florida
or
the
united
states
or
other
countries
who
have
died
exclusively
due
to
covet
19
without
underlying
medical
conditions
is
probably
not
recorded
anywhere,
perhaps
covet.
19
death
numbers
are
skewed
because
too
many
other
medical
factors
were
not
recorded
or
allowed
to
be
recorded.
For
many
reasons.
I
Perhaps
the
flu,
a
cold
bronchitis,
upper
respiratory
disease
or
pneumonia
created
a
weakened
immune
system
that
led
to
death
and
may
have
been
recorded
as
a
kiva
19
death
annually.
Unfortunately,
serious
medical
conditions
affect
many
citizens
and
left
untreated
can
be
life
threatening
many
viruses,
none
of
which
require
a
mask
exist
in
our
world
today
and
may
never
be
totally
eliminated,
and
it
may
be
the
same
with
19.
It's
high
time,
people
who
took
responsibility
for
their
own
health
and
risk
to
their
health.
Seven
months
ago.
I
Nobody
cared
who
had
what
we
had
viruses
just
like
any
seasonal
year.
We
shopped
without
mask
and
assumed
all
risk
for
who
what
germs
we
came
in
contact
with.
We
didn't
need
to
be
told
to
adhere
to
basic
I-teams
time
for
the
city
to
encourage
personal
responsibility,
instead
of
caving
down
scientific
pressure
to
rob
citizens
of
their
rights
to
choose
what's
best
for
them.
In
other
words,
it's
time
to
allow
people
to
be
adults
in
the
room.
I
In
light
of
our
governor's
recent
order,
eliminating
the
fines
for
non-compliance,
it's
absolutely
silly
to
keep
this
mandate
in
place.
What
good
is
a
law
or
a
mandate
without
corresponding
punishment,
I.e
the
fine,
and
then
he
asked
to
direct
your
attention
to
the
proposed
resolution.
Section
four.
I
I
don't
think
the
city
wants
statement
in
the
resolution
that
the
wording
are
encouraged
in
a
sentence
would
give
the
meeting
that
leaving
it
as
an
option
that
all
persons
do
not
need
to
respect
the
choice
made
by
any
individual
who
was
leaving
it
as
an
option
or
for
any
reason
not
to
wear
face
coverings.
In
my
opinion,
this
ambiguity
could
result
in
confrontations.
The
city
should
strive
to
avoid
it
all
opportunity
for
confrontation.
I
Carol
nasby:
please
keep
the
mask
requirement
as
long
as
the
pandemic
lasts
dora
tompkins
as
a
citizen
of
punta
gorda
since
2008
and
there
for
have
joined
the
senior
population.
I
am
worried
about
the
possibility
of
people
not
wearing
masks
at
this
time
of
the
year.
We
are
expecting
our
snowbirds
to
return
from
all
over
the
country,
along
with
their
various
exposures
to
government
19..
I
think
it
is
absolutely
necessary
to
continue
the
mandate
for
wearing
masks
in
all
of
punta
gorda.
I
Daniel
kane,
I
believe
punta
gorda
populus,
is
best
served
by
keeping
the
masked
mandate
in
place
in
punta
gorda
until
further
demonstration
that
the
virus
is
under
abatement.
I
suspect
early
spring
is
our
best
opportunity
to
relax
the
mandate
respectfully
cindy
morrell.
Please
keep
the
mask
ordinance
that
hurts
no
one,
but
could
save
many
cheryl
and
paul
montao.
Please
continue
the
mask
mandate.
This
has
made
us
comfortable
with
interacting
with
businesses
in
the
community.
Without
it
we
will
not
be
able
to
patronize
businesses
that
do
not
follow
this
courtesy.
I
It's
just
too
risky
masks
are
good
for
business,
carla
walsh.
I'm
writing
in
support
of
honoring
the
governor's
order
to
lift
the
mask
mandate
for
puna
gordo.
We
should
all
be
free
to
make
our
own
decisions
and
do
what
is
comfortable
for
us
and
our
health,
as
well
as
the
health
of
others.
Thank
you
for
your
kind
consideration,
faith,
ferris
understanding.
I
It
is
my
understanding
that,
due
to
the
governor
desantis
executive
order
issued
on
9
25,
the
puna
gorda
city
council
will
convene
a
special
meeting
on
wednesday
september
30
to
discuss
the
implications
on
all
previous
decisions.
I
request
the
city
established
the
strongest
requirement
for
mass
wearing
to
reduce
the
spread
of
code
at
19
as
legally
possible
rationale.
The
cdc
is
conveyed
that
covid19
can
be
spread
by
people
who
do
not
have
symptoms
and
do
not
know
they
are
infected.
I
That's
why
it's
important
for
everyone
to
wear,
masks
in
public
settings
and
practice
sexual
distancing
staying
at
least
six
feet
away
from
other
people.
The
state
of
florida
has
drastically
reduced
its
positive
cases
and
deaths
of
covet
19,
since
numerous
local
jurisdictions
mandated
wearing
a
mask
to
me.
This
shades
mask
are
working
requests.
The
city
of
punta
gorda
established
the
strongest
requirement
for
mask
wearing
to
reduce
the
spread
of
favorite
19
as
legally
possible.
I
Laurel
o'brien
mask
should
never
been
put
upon
the
people
we
know
through
the
many
medical
doctors
who
have
come
forward
in
scientific
journals.
The
masks
do
nothing
but
to
mean
the
terrified
public
into
submission
submission
being
the
operative
word.
I
am
a
retired
operating
room
nurse.
What
I
know
for
certain
about
the
paper
mask
cotton
mask
commonly
worn.
Is
they
do
nothing
in
the
operating
room?
I
A
cotton
mask
will
prevent
sweat
and
spittle
from
inadvertently
landing
in
an
open
wound
period
who
suffers
from
these
mandates
the
elderly,
who
may
have
breathing
issues
in
children
whose
breathing
is
encumbered
as
they
breathe
in
and
out
they're
in
waste.
It's
time
to
end
this
charade,
leaving
the
masked
mandate,
harriet
haslet,
no
more

judy
scott.
I'm
writing
to
ask
that
you
end
the
mask
mandate.
The
largest
group
of
people
gather
in
restaurants,
where
people
do
not

wearing
them

make
zero
sense.

I
currently

everything
in

of

shopping,
restaurants,
physical
therapy,
etc.
If
the
mask
ordinance
is
removed
or
even
lessened,
I
will
have
to
take
my

elsewhere,
not
a

to

please
keep
the
mass

in
place
at
the

for
another

I
We
are
writing
to
urge
you
to.
Please
continue
the
mask
mandate
in
pune
gorda.
It
is
a
responsible
thing
to
do
on
behalf
of
our
citizens,
who
look
to
you
to
keep
our
community
safe.
Wearing
a
mask
is
a
small
inconvenience,
it
saves
lives.
We
are
frightened
to
think
of
what
will
happen
to
our
vulnerable
elderly
population
if
they
are
no
longer
able
to
go
grocery
shopping
to
the
pharmacy,
et
cetera,
because
people
are
no
longer
required
to
wear
a
mask
job
oils.
I
Libby
shafer,
I
am
writing
in
hopes
that
our
city
council
will
keep
the
current
mass
mandate
in
place.
Just
today,
florida
experienced
a
big
jump
in
cases
and
it
is
certainly
that
cases
will
continue
to
escalate
if
masks
are
no
longer
required.
I,
like
everyone,
would
like
to
have
our
businesses
open,
but
I
also
want
people
to
remain
healthy.
I
I
know
of
too
many
cases
where
people
did
not
wear
a
mask
for
a
short
time
and
ended
up
with
covet
staying
a
kind
of
lego
on
the
society
board
decided
to
go
with
his
cousin
to
your
local
group
outside

of
our
local
restaurants
and
bars

took
their

while
having
a
drink.
Both
got
covered
and

the
ultimate
price.
He

health.
Another
friend
is
active
in
volunteering
and
she
too
contracted
kobud.
I
She
survived,
but
now
deals
with
long-haul
syndrome,
as
many
survivors
are
my
husband
and
I
would
like
to
travel.
Sadly,
my
sister
passed
away
today
in
pennsylvania
and
with
their
rigid
mandate
regarding
mask
and
requiring
florida
residents
to
quarantine
for
14
days.
Upon
arrival,
we
could
not
go
florida.
I
Is
the
constant
news
story
nationally,
as
experts
repeatedly
have
said
what
a
foolish
mistake
it
has
been
for
the
governor
to
open
up
the
entire
state
as
a
local
author,
I'd
like
to
be
able
to
speak
to
groups
again
on
my
books,
but
that
will
not
be
possible
with
punta
gorda
false
prey
to
please
for
no

a
mask.
Is
a
small
price
to
pay
for
keeping
our
residents
safe,
mary
hines
vote
no
to
the
mass
ordinance.
Why
would
you
even
think
about
overriding
governor
desantis,
who
has
already
mandated
it
will
not
be
enforced?
I
This
is
mary
taglieri,
please
repeal
the
masked
mandate.
It
is
time
paris
boyd.
I
am
totally
against
wearing
masks,
except
in
hospitals
and
nursing
homes.
There's
a
danger,
even
in
most,
even
in
it,
as
most
people
constantly
touch
them,
where
many
times
and
breathe
in
carbon
dioxide
every
node
to
the
mass
community.
Thank
you,
joyce
laubeck
and
david.
I
Please
nate
that
I
am
strongly
in
favor
of
the
mass
mandate
being
extended.
The
evidence
I've
seen
suggests
that
there
is
a
lot
of
defiance
bubbling
up.
I
believe
that
the
mandate
is
now
designed,
as
now
designed,
sends
an
important
message
that
ongoing
restrictions
are
important
and
needed
same
people
linda
mitchell.
I
I
I
I
I
would
like
to
share
that.
I
appreciate
the
council
trying
to
continue
to
keep
the
community
safe,
but
death
is
a
death,
regardless
of
the
percent
affected
may
be
whether
they
died
directly
or
coveted
or
died
of
the
complications
due
to
covet.
They
still
died
as
a
community.
We
should
care
that
our
neighbor
is
dead
now,
at
the
end
of
the
day,
city
council
should
fight
to
keep
the
community
safe
and
remind
its
residents
that
if
a
private
business
requires
a
mast,
they
need
to
respect
that
or
they
can
stay
home.
I
If
a
business
wants
to
not
require
a
mask,
then
that's
great
for
them,
but
I
for
one,
will
choose
not
to
frequent
their
establishment.
Additionally,
just
because
we
are
reopened
in
that
capacity
does
not
mean
people
will
go
out,
so
we
will
need
to
continue
to
find
ways
to
support
our
businesses,
as
businesses
aren't
returning
back
to
normal,
and
these
small
businesses
are
still
struggling.
Thank
you
for
trying
city
council,
and
that
is
a
yes.
E
I
Russian
doors
blair
dr
fauci,
just
expressed
his
concerns
about
the
state
of
florida,
opening
up
with
the
population
testing
at
10,
positivity
recommended
target
numbers
for
the
population
to
be
testing
at
5
or
less.
We
are
requesting
the
council
to
keep
the
mass
mandate
as
previously
passed
if
the
governor
isn't
going
to
keep
us
safe,
it's
up
to
the
rest
of
us
to
try
and
follow
the
cdc
guidelines.
I
Laura
laurie
gadawi,
I
would
like
to
see
the
mass
coordinates
stay
in
place
without
finesse,
mary
yeomans.
I
would
like
you
to
consider
extending
the
mass
mandate
for
the
city
of
punta
gorda,
although
this
is
a
topic
of
controversy
in
many
areas,
I
believe
it
is
an
intelligent
way
to
attempt
to
slow
the
spread
of
this
insidious
virus
if
wearing
a
mask
when
indoors
or
in
close
proximity
to
others,
can
save
one
person
from
suffering
from
the
disease.
I
believe
all
residents
should
abide
by
this
policy.
I
I
Carlton
julie,
parsons
dears.
You
are
considering
extending
the
covet
19
mask
and
we
are
very
concerned
at
this
time.
You
will
be
relaxing
the
rules.
Please
be
advised
that
we
strongly
recommend
that
mass
continue
to
be
required
within
the
city
of
punta
gorda.
This
is
not
the
time
for
relaxing
those
rules.
This
should
be
established
as
an
ordinance.
Not
a
resolution.
Do
the
right
thing.
I
Thank
you
for
your
courage
in
mandating
mask
wearing
in
the
city
of
punta
gorda
in
july
of
this
year
and
for
recently
extending
it
through
november
6th.
I
am
writing
to
ask
you
to
continue
the
mandate
until
we
have
safe
and
effective
vaccine
available
in
charlotte
county
last
week's
executive
order
from
governor
desantis
was
a
dangerous
decision.
His
position
is
clear
citizens.
The
virus
is
not
under
control,
but
we're
going
to
open
up
businesses
anyway,
take
care
of
yourselves
any
way
you
say
choose
and
whoever
gets
ill
or
dies.
I
Well,
it
is
what
it
is,
but
your
city
mandates
it's
something
different.
The
virus
is
not
under
control,
but
until
it
is,
we
will
require
our
citizens
to
take
simple
precautions
to
protect
all
of
us
from
spreading
infection
I
cross
into
charlotte
county,
often
for
shopping
and
other
services
that
I
can't
access
in
puna
gorda.
The
county's
mass
population
position
is,
as
I
know,
you
are
aware,
an
ordinance,
a
suggestion
and
encouragement,
a
nudge,
and
you
know
what
mask
wearing
is
consistently
inconsistent.
It
is
much
more
consistent
in
our
city
as
it
should
be.
I
Masked
mandates
and
reduced.
Personal
interaction
are
the
reasons
that
florida's
numbers
have
begun
to
show
promise
without
the
mandates
and
restrictions.
I
believe
our
numbers
will
go
right
back
up,
as
we
have
seen
already
twice
this
year.
There
is
no
point
in
letting
up
on
precautions
until
we
have
scientific
prevention
or
cure
for
covet
19..
We
just
have
to
keep
on
protecting
ourselves
from
each
other
council
members.
I
I
ask
you
not
to
give
in
to
aligning
ourselves
more
closely
with
charlotte
county's
position,
but
to
continue
to
take
a
stand
and
be
part
of
the
solution
to
this
global
pandemic.
Thank
you
all
for
your
service
to
the
community,
dorothy
paterson,
carol
and
garrett
geiger.
Please
keep
the
current
mask
mandate
until
at
least
the
end
of
2020.
We
feel
that,
with
the
influx
of
seasonal
residents
and
visitors
from
all
over
the
country,
our
number
of
cases
will
climb.
We
feel
safer
going
to
restaurants,
grocery
stores
and
shops
with
everyone
wearing
masks.
I
Morgan
dale
mailhorn,
mask
wearing,
has
positively
impacted
our
community's
health
status
and
directed
us
towards
the
decline
in
the
number
of
covet
19
cases
and
other
communicable
diseases.
My
husband
has
survived
colon
cancer
treatments
by
this
treatment,
because
this
treatment
compromises
the
body's
immune
system.
He
must
take
every
precaution
to
be
well
and
I
too
must
practice
healthy
choices
that
might
impact
his
condition.
I
also
wish
for
our
neighbors
and
friends
to
be
well.
I
We
urge
you
to
please
vote
to
make
mask
wearing
a
mandate
in
our
district
and
still
a
safe
vaccine
is
widely
distributed.
We
will
continue
to
wear
our
mask,
stay
away
from
crowds
and
practice
sexual
distancing
and
wash
our
hands
to
keep
you
and
your
family
and
friends,
safe,
louise
and
peter
plague.
I
I
I
Florida,
karen
steinfeld,
this
has
been
a
very
trying
seven
months
for
everyone
in
the
world.
Things
are
starting
to
get
a
little
better
for
the
state
of
florida.
We
are
so
grateful.
Our
population
has
been
adhering
to
all
the
cdc
and
wha
guidelines.
Sexual
distancing
and
mask
wearing
look
at
our
number
today
and
tell
me
that
wearing
a
mask
doesn't
help.
I
love
our
city
of
punta
gorda.
I
would
hate
to
see
our
numbers
go
up
because
of
a
reversal
of
our
masked
mandate.
I
We
have
to
keep
things
in
place,
at
least
until
november
eighth
date.
All
our
wonderful
snowbirds
are
arriving
here
within
the
next
six
weeks
and
they
come
from
all
over
the
world.
We
have
to
continue
sexual
distancing
and
mask
wearing
to
keep
our
beautiful
town
safe.
I
advocate
to
keep
the
mandate
until
the
end
until
the
1st
of
january
2021,
governor
desantis,
is
trying
to
open
up
our
state
way
to
prematurely.
Please
don't
follow
him.
It's
been
up
to
the
cities
to
adopt
their
own
mass
rules.
All
along.
Please
keep
ours
in
place.
I
John
welsh,
the
city
of
punta
gorda,
needs
to
maintain
the
mask
mandate.
Now
is
not
the
time
to
lower
our
guard.
Covet
19
is
rising
throughout
the
country.
I
believe
the
only
reason
florida
has
been
able
to
lower
the
infection
rate
is
due
to
cities,
enacting
mass
mandate
and
because
many
cities
in
the
state
did
not
enact
the
mass
mandate,
retail
establishments
had
to
step
in
and
enact
their
own
mass
mandate.
Cities
and
retailers
are
the
reason
we
have
a
lower
infection
rate.
Do
not
reverse
this
mandate.
Do
not
allow
the
infection
rate
to
rise.
I
Steve
steinfeld,
president
of
final
gorgeous
since
2006..
Please
do
not
follow
the
governor's
phase.
3
new
mask
opening.
Thank
you
for
extending
the
masked
mandate
until
november
6,
but
it
is
not
enough
if
you
decide
on
a
resolution
similar
to
the
charlotte
county
resolution,
which
is
nothing
more
than
a
suggestion
to
where
face
covering
punta
gorda
will
experience
the
same
results.
The
county
has
an
increase
in
infections
and
deaths.
The
florida
surgeon
general
said
that
all
individuals
in
florida
should
wear
face
coverings
when
social
distancing
isn't
possible.
I
Cdc
director
redfield
said
that
mask
may
be
more
effective
than
a
vaccine.
We
all
know
dr
fauci's
position
on
face
mask
since
the
sciences.
Clearly
support
face
coverings
to
save
human
lives.
Why
should
the
council
passed
a
suggestion
to
his
attempt
to
save
lives?
Why
should
you
encourage
individuals
who
choose
to
avoid
the
mask
inconvenience
to
risk
the
lives
of
others,
particularly
in
a
community
compromised
of
those
of
us
that
have
the
greatest
chance
to
die
from
catching
covet?
I
As
of
the
end
of
july,
83
of
the
deaths
in
florida
and
80
in
the
u.s
for
individuals,
65
and
older,
my
wife
and
I
are
in
that
age
group,
like
so
many
others
in
pune,
gordo
and
we'd
like
to
stay
alive,
even
if
it
isn't
comfortable
to
do
so.
Please
extend
the
mask
ordinance
number
1944
in
its
present
form.
If
you
don't,
I
believe
the
business
community
will
suffer
to
a
much
greater
extent
when
the
increase
in
infections
and
deaths
will
necessitate
shutting
everything
down
for
a
lot
longer
period
of
time.
I
I
I
urge
you
to
continue
the
emergency
ordinance
for
ordinance
regarding
the
use
of
face
coverings,
there's
little
scientific
debate
about
the
efficacy
of
face
coverings
and
social
distancing
and
reducing
the
number
of
cases
and
resulting
deaths
from
covet
19.
Those
who
question
the
necessity
of
these
practices
simply
have
not
done
scientific
research
because
of
the
face
mask
mandate.
I
recently
dined
out.
This
was
my
first
outing
since
march
9th.
I
continue
to
have
all
groceries
and
other
items
delivered
practice
social
distancing
and
make
my
contact
with
the
public
very
limited.
I
The
masked
mandate,
particularly
requiring
anyone
who
served
or
prepared
food
to
wear
one,
was
the
sole
reason.
I
felt
somewhat
reassured
that
limited,
dining
and
outdoor
settings
was
safe.
Flipping.
The
mask
mandate
will
once
again
require
me
to
basically
shelter
in
place
at
a
very
minimum.
I
urge
you
to
pass
a
resolution
recommending
the
use
of
face
coverings
and
immediately
begin
an
education
program
to
inform
citizens
of
the
importance
of
such
a
practice.
These
are
extraordinary
times
and
require
extraordinary
leadership,
even
in
the
face
of
opposition.
I
I
C
Public
comment:
okay,
so
we
will
begin
the
public
testimony
here
in
the
room
and
you
can
come
to
the
podium
introduce
yourself.
You
have
three
minutes,
we
ask
that
you
be
respectful
in
your
conduct
and
that
I
want
to
remind
everyone
here
that
we
respect
everyone's
opinion
and
we
want
everyone
to
feel
that
they
can
come
in
and
share
their
comments.
So
there
will
be
no
applause
after
each
person
and
you
would
direct
your
comments
to
the
the
council
in
general
and
not
to
specific
people
in
the
council.
E
Good
morning,
jesse
bennett,
I
live
in
the
ranchettes
good
morning.
Everybody
I
want
to
thank
you
guys
for
for
doing
this
again.
I'm
sure
you
recognize
me.
I've
been
here
for
all
of
these,
and
I
want
to
thank
you
guys
for
for
wanting
to
do
something
different
and
knowing
that
something
different
needs
to
be
done,
and
I
I
listen
to
the
public
emails
that
come
in
every
time
and
this
I've
been
specifically
taking
notes
and
there's
some
points
I
want
to
hit
on.
E
The
very
first
thing
I
want
to
say
is
my
children
wear
masks.
I
have.
I
have
three
children
that
are
in
public
schools
here
in
charlotte
county
one
has
one
could
very
well
have
an
exemption.
He
doesn't
want
to
get
the
exemption
because
he
feels
that
it
would
be
unfair
because
there
are
so
many
other
kids
that
are
getting
turned
down
by
physicians,
because
physicians
in
charlotte
county
are
just
flat
out
saying
that
they
they
cannot
go
against
the
county's
recommendations
of
masks.
Yes,
that's
that's
going
on.
E
Physicians
are
not
going
patient
by
patient
for
mask
exemption
recommendations.
They
are
just
flat
out
saying
they
cannot
go
against
the
county's
recommendations.
So
that's
that's
going
on
and
that's
completely
not
fair,
and
so
my
son
says
he's
going
to
deal
with
it
as
long
as
he
can,
but
they
wear
a
mask
a
different
mask
every
day
and
I
don't
wash
them
in
the
washing
machine.
Don't
wash
them
with
detergent,
don't
use
fabric
softener.
So
I
took
these
masks
and
the
three
of
them
wearing
a
different
one.
E
Every
day
I
took
boiling
water
off
the
stove,
and
I
have
is
soap.
It's
it's
a
goat,
milk,
goat,
milk,
soap.
It's
almost
like
baking
soda.
I
put
those
masks
in
there
and
I'm
going
to
tell
you.
I
have
very
strong
stomach.
I
I
guess
I'm
considered
what
people
around
puna
gorda
would
be
considered
a
redneck.
I
I
got
hogs.
I
got
deer,
I
kill
snakes.
E
I
almost
lost
it
when
I
looked
at
this
water
one
time
wearing
it
one
time
to
school,
a
piece
and
the
water
I
wish
I
would
have
brought
in
a
picture
of
the
water.
It
was
disgusting
and
I
did
start
crying
just
knowing
that
this
is
what
the
kids
are
wearing
and
breathing
in
every
day
that
that's,
it
was
like
changing
your
air
filter
on
your
air
conditioning
every
30
days.
E
Imagine
putting
that
in
water
and
looking
at
the
water.
It
was
disgusting
but
ron
desantis
with
his
six
scientists
and
physicians
asymptomatic
people
are
proven
that
they
are
not
very
big
spreaders
and
if
they
never
had
a
fever,
just
like
the
flu
you're,
not
symptomatic,
you're,
not
spreading
it.
If
you
don't
have
a
fever,
if
you're
asymptomatic,
you
didn't
have
symptoms,
you're
not
spreading
it,
and
I
know
I'm
running
out
of
time.
E
I'm
not
going
to
be
able
to
hit
on
all
these
pointers,
but
I
will
tell
you
that
I
have
a
big
platform
and
I
have
been
educating
people
on
what
the
governor
actually
did.
So
they
know
I
have
been
telling
them.
He
did
not
say
you
don't
have
to
wear
a
mask.
I
have
been
educating
them
on
what
he
actually
did
so,
but
thank
you
guys
for
considering
the
resolution.
Thank.
J
Okay,
there
we
go.
It's
been
reset:
okay,
the
fear-mongering,
the
emboldenly
george,
by
the
way,
thank
you,
the
fearmongering
the
emboldened
virtue,
signaling
mass
squares,
harassing
those
who
cannot
and
those
who
choose
not
to
wear
the
mask.
Most
people
are
wearing
these
masks
due
to
peer
pressure
and
not
peer-reviewed
science,
there's
absolutely
no
science
backing
masks
and
that
they
are
affected
with
the
virus
happy
six-month
anniversary
to
the
15
days
to
slow
the
spread.
J
If
you
think
your
cloth
mask
is
going
to
protect
you
from
a
virus
by
all
means
continue
to
wear
one,
but
a
mandate
that
requires
people
against
their
better
judgment
should
not
be
forced
upon
the
people.
How
many
times
have
you
seen
someone's
face,
mask
hanging
from
their
rear
view,
mirror
in
their
car
and
they're
driving
down?
And
you
know
hey
if
you're
exposed
and
that
virus
is
on
your
mask?
Guess
what
it's
in
your
car?
It's
everywhere!
I
saw
you
pick
up
your
mask.
J
You
know,
I
see
everybody
picking
up
their
masks,
putting
it
here,
putting
it
there,
okay
and
as
medical
professionals.
We
have
evaluations
on
the
proper
donning
and
doffing
of
ppe.
Okay,
everybody
touches
their
mask,
they
put
in
their
pocket,
they
put
it
by
their
phone,
they
put
it
on
their
keys,
they
put
it
on
the
counter
everything
you
touch.
I
think
we're
focusing
on
the
wrong
thing
here.
We
should
be
focusing
on
educating
the
public
about
hand
washing
okay
hand.
Washing
is
the
most
effective
thing.
I
can't
take
a
step
back.
Look
at
our
society.
J
People
are
getting
harassed
for
not
wearing
masks.
It's
absolutely
ridiculous.
I
do
not
wear
a
mask.
I
have
not
worn
a
mask.
I
will
not
wear
a
mask
unless
I'm
at
work
in
the
hospital.
Okay,
when
I'm
taking
care
of
covid
patients.
Okay,
I
specialize
in
respiratory
illness.
This
is
what
I
do.
This
is
absolute
madness.
I
can't
believe
that
we
have
to
force
people
to
wear
masks
that
are
completely
useless,
completely
use
completely
useless.
J
I
mean
even
a
9
n95,
okay
90
95
percent,
effective
with
particles,
okay,
there's
something
called
the
brownian
movement
of
you
know
what
the
n95s
do
they,
the
motion
of
a
virus?
Okay,
it's
supposed
to
attract,
attract
these
virus
particles
and
then
you're
supposed
to
dispose
of
it
because
it
reaches
a
capacity
okay.
So
these
masks
are
completely
useless
against
this
virus.
It's
absolutely
maddening
that
we
have
to
sit
here
and
be
subjected
to
this.
I
literally
can't
believe
this
is
what's
going
on.
I
mean
they're
completely
useless.
Okay,
even
fauci
said
in
march.
J
Here
you
go,
you
want
to
talk
about
fauci
and
what
he
says.
There's
no
reason
people
should
be
walking
around
the
mask.
It
might
make
people
feel
a
little
bit
better.
That's
all
that
is
it's!
It's
peer
pressure
like
we're
in
high
school
again,
everybody
you're
not
wearing
a
mask
you're,
not
wearing
a
mask.
I
mean
that's.
I've
had
so
many
people
say
how
do
you
get
away
with
not
wearing
one?
I
just
don't
do
it
because
you
know
I've
researched
this.
I
know
the
science.
I
can't
believe
this
is
this.
J
J
J
C
I
Yes,
if
I
may
just
give
a
brief
introductory
agenda
for
this
discussion,
of
course,
we
have
our
attorney
here,
who
is
well
versed
on
the
governor's
executive
order.
So
what
we
would
like
to
do,
or
for
him
to
do
more
aptly
put,
is
to
brief
you
on
the
executive
order,
go
over
the
different
sections,
so
we're
clear
on
what
the
executive
order
says
and
then
address
the
current
city
of
puna
gorda
ordinance
and
where
it
may
conflict
with
the
executive
order
and
then
post
discussion
on
that
address.
I
What
options
you
may
have
everything
from
the
ordinance
and
resolution
that
are
before
you
that
could
be
modified,
acted
on
or
direction
given
to
staff
to
what
you
can
and
can't
do
on
city
property
with
your
own
property
versus
the
public
property
that
the
governor's
executive
order
addresses.
So
with
that
david.
If
you
would.
K
K
I
subscribe
to
a
a
service
that
puts
me
in
touch
with
many
of
the
city
attorneys
around
the
state
and
we
email
each
other
when
stuff
like
this
comes
about
or
have
questions
that
maybe
other
municipal
municipalities
have
handled
and-
and
we
see
guidance
as
to
how
things
have
been
done
around
the
state,
and
I
can
tell
you
that
my
emails
were
blowing
up
since
the
executive
order
was
issued
with
city
attorneys
around
the
state
trying
to
understand
what
it
is
that
the
governor
is
saying
in
this
emergency
order:
executive
order,
for
example,
in
section
3
of
the
executive
order,
talks
about
restaurants
and
and
limitations
on
what
what
limitations
are
can
be
put
on
restaurants
and
then,
of
course,
in
section
four,
the
governor's
is
suspending
the
collection
of
fines
and
penalties
associated
with
covet
19
enforced
upon
individuals.
K
If
you
read
section
4
and
section
three
together,
what
essentially
that
means
is
that
the
only
operative
provision
in
section
three
is
the
potential
for
enforcing
the
the
provisions
of
that
section
three
against
non-individuals.
K
What
does
that
mean?
I
suppose
that
means
that
you
can't
you
can't
cite
a
an
individual
owner
for
violating
the
provisions
of
section
3,
but
you
can
perhaps
find
a
the
corporate
entity.
It
makes
no
sense
whatsoever,
so
we
know
that
the
executive
orders
that
the
governor
has
issued
have
been
modified.
K
K
So
it's
hopeful
that
the
governor
will
understand
that
this
executive
order
that
he
issued
the
other
day
24
244,
may
have
so
much
ambiguity
in
it
that
it's
going
to
require
some
sort
of
follow-up
executive
order.
But
until
that
happens,
we're
stuck
with
something.
That's
not
all
that
clear
and
I've
also.
K
The
city
of
punta
gorda,
as
well
as
as
every
other
municipality
in
the
state
of
florida,
is
it
is
given
constitutional
authority
to
adopt
regulations
under
the
home
rule
powers
provided
for
in
the
constitution.
K
But
it
is
abundantly
unclear
as
to
whether
or
not
the
governor
has
such
authority,
and
so
there's
a
question
as
to
whether
or
not
the
provisions
in
section
four
of
the
executive
order
actually
apply
to
municipalities
or
only
applies
to
statutes
that
may
impose
that
may
impose
penalties
relating
to
covet
matters.
The
truth
matter
is,
I
don't.
I
don't
expect
that's
what
the
governor
was
intending
to
do.
K
I
say
that
again
from
an
academic
perspective,
to
put
all
of
your
options
on
the
table
that
there
is
some
answer,
some
uncertainty
into
unless
or
until
a
court
determines
otherwise
as
to
whether
or
not
section
4
of
the
of
the
governor's
executive
order,
244
is
even
enforceable
against
the
city
that,
having
been
said,
I
would
like
to
go
ahead
and,
and
talk
about,
I've
got
one
two,
three
four
five:
six
options
that
I
would
present
for
your
consideration.
K
I
K
Well,
executive
order:
20-139
was,
I
believe,
the
last
executive
order
with
respect
to
minimizing
the
size
of
crowds
and
that
limited
that
limited
crowds
to
a
maximum
of
50
people,
and
this
this
executive
order,
20-244
repealed
or
superseded
the
executive
order
2139.
K
So
essentially,
there
is
no
longer
any
executive
order
limiting
the
size
of
of
crowds
based
on
the
action
taken
by
the
governor.
Most
recently.
K
Means
everywhere,
okay,
everywhere
and
so
the
first
option,
and
and
bear
in
mind
I'm
giving
you
a
list
of
options
that
go
in
a
spectrum
from
from
a
you
know,
from
a
to
z.
Essentially,
so
the
first
option
would
be
to
do
nothing
our
executive,
our
emergency
order,
1944-2020,
will
expire
on
november
6th.
K
So
if
we
do
nothing,
we
would
maintain
that
ordinance
in
effect
until
it
expires,
but
we
don't
enforce
the
order
consistent
with
what
the
governor
would
have
said
in
section
four
of
his
executive
order,
because,
theoretically,
the
only
way
that
we
can
enforce
our
emergency
ordinance,
that's
presently
in
effect,
is
by
means
of
the
threat
of
fines
or
penalties,
as
provided
for
in
that
ordinance.
K
So
we
can
keep
the
ordinance
in
effect,
do
nothing,
but
but
not
enforce
it,
to
be
consistent
with
the
governor's
order,
or
we
can
enforce
the
existing
ordinance
and
run
the
risk
of
a
legal
challenge
for
potentially
violating
the
terms
of
the
executive
order.
K
K
Immediately,
we
can
adopt
a
resolution
making
masks
optional
and
there's
a
there's,
a
draft
of
a
resolution
making
mass
optional.
That
was
consistent
with
with
some
of
the
discussion
that
we
had
at
the
last
city
council
meeting.
K
We
can
adopt
a
resolution
that
was
that
is
similar
to
the
counties
where
the
language
is
mandatory,
but
there's
no
enforcement
provisions.
You
know
what
it's
been
a
while,
since
I
looked
at
the
county's
ordinance
assuming
resolution-
and
there
was
this-
there
was
discussion
at
the
last
city
council
meeting
that
we
should.
We
should
do
what
the
county
has
done,
and
I
was
surprised
to
see
that
basically,
they
have
an
ordinance
that
is
mandatory,
a
resolution
that
is
mandatory
in
its
terms,
but
it
has
no
enforcement
provisions.
K
Well,
by
its
terms,
it's
mandatory
there's
just
no
enforcement
provisions,
so
we
can
adopt
a
resolution,
that's
similar
to
the
language
that
is
previously
adopted
by
the
county
commission,
making
masked
wearing
mandatory,
but
no
ability
to
enforce
it.
So.
K
Four
was
adopted
was
adopting
the
the
ordinance
adopting
the
resolution.
That's
in
your
packet
that
would
make
masks
optional,
okay,
okay,.
K
And
then
the
sixth
option
would
be
after
we
adopted.
Well,
whatever
you
decide
to
do
with
respect
to
one
through
five.
K
The
sixth
option
would
be
that
the
city
does
have
the
authority
to
limit
capacity
within
city,
owned
property,
and
the
city
can
establish
its
own
policy
with
response
to
the
use
of
public
parks
and
other
public
facilities,
including
capacity
and
as
well
as
the
wearing
of
mass.
So
we
have
the
authority
to
control
what
happens
on
our
own
property.
K
I
don't
know
that
we
can
necessarily
enforce
the
mask
provisions
by
way
of
of
penalties
or
fines
if
we
wanted
to
be
consistent
with
the
executive
order,
but
we
could
make
the
wearing
of
masks
a
condition
to
entry
into
public
city,
city-controlled,
city-owned
property,
and
if
someone
refuses
to
wear
a
mask
upon
request
and
without
having
a
legitimate
exemption
or
exception
that
we've
previously
recognized,
we
could
ask
that
person
to
leave
and
if
they
fail
to
leave,
then
we
can.
K
K
Let
me
go
through
them
again:
okay,
so
the
first.
The
first
option
would
be
do
nothing
just
let
our
existing
ordinance
remain
in
effect
and
it
will
expire
on
its
own
terms,
as
you
extended
it
until
november.
Sixth,
now
with
that,
if
we
do
nothing,
then
there's
two
kind
of
sub
options.
K
Third
is
adopt
the
emergency
ordinance,
that's
before
you
repealing
1944-2020
immediately,
so
that
we
would
have
no
ordinance
in
effect,
mandating
the
wearing
of
mass
and
indoor
places
and
and
the
ability
to
enforce
the
the
violation
of
that
emergency
ordinance.
Number
three
assuming
number
four
is
to
adopt
a
resolution.
That's
also
in
your
agenda
packet,
which,
which
simply
makes
the
wearing
of
face
coverings
optional.
I
K
K
Should
we
want
it?
Should
we
want
to
adopt
in
a
language
that
is
enforceable,
I'm
not
recommending
that,
because
more
than
likely,
it's
going
to
result
in
some
form
of
litigation,
and
unfortunately
there
isn't
a
clear
precedent
in
a
setting
like
what
we
have
now,
which
is
highly
unusual.
C
I
I
feel
like
what
the
governor
has
done
is
akin
to
saying
we
can
no
longer
cite
people
for
speeding,
and
so
you
know
just
go
ahead
and
drive
at
whatever
speed
you
want,
because
nobody
can
tell
me,
I
can't
you
know
kind
of
thing.
So,
council
members
who
would
like
to
kick
off
this
conversation.
G
G
Yeah,
but
the
point
question
is:
is
there
something
in
the
governor's
order
that,
as
we've
done
in
other
governor's
orders
said
okay,
the
city
will
adopt
that
part
of
it
and
that
may
clear
up
some
of
the
stuff
like
what
do
we
do
for
50
people
limit?
Are
we
going
to
change
that
as
a
result
of
this,
or
do
we
want
to
discuss
that
too?.
C
Well,
I
understand,
but
let's
let's,
let's:
okay,
let's
talk
about
the
masks
because
that's
that's
the
big
one
on
the
on
the
table
and
then
we
can
get
to
the
the
number
of
people
at
an
event.
So
the
governor
has
said
I
mean
the
governor
david
has
given
us
options.
One
is
do
nothing.
H
G
Another
comment
on
that
subject,
I
think,
was
the
mayor
of
miami
said
this
morning
that
first
of
all,
they
have
a
mask
mandate.
G
C
F
I
think
we
should
adopt
the
resolution
and
be
concurrent
with
the
county
and,
as
we
know,
numbers
wise,
that
there
is
no
statistical
difference
between
the
city
and
the
county.
The
numbers
are
the
same.
All
you
do
is
divide
the
county
numbers
by
10
and
you
have
our
numbers.
So
there
there
is
no
difference
between
the
two.
I
think
concurrence
with
the
county
gives
our
people
a
sense
of
security
and
also
the
businesses.
F
As
you
can
see,
they
do
now
know
that
they
have
our
support
in
in
doing
what
they
need
to
do
to
protect
their
workers.
But
I
just
think
the
simplest
thing
to
be
in
compliance
with
the
governor's
order
is
to
simply
apply
this
strongly
worded
resolution
that
we
have
in
front
of
us.
K
F
K
K
So
if
you
wanted
to
adopt
something
that
was
like
what
what
the
county
has
in
in
essence,
quite
frankly,
you
should
just
leave
the
ordinance
we
haven't
in
effect,
which
is
mandatory
and
just
not
enforce
it.
A
F
D
To
be
facing-
and
I
I'm
I'm-
I
was
just
inconsolable
when
the
governor
did
this,
because
it
just
kicked
our
kicked
our
feet
out
from
under
us.
I
felt,
but
you
know
if
we
take
into
account
the
fact
that
we're
looking
at
groups
of
five
thousand
people
and
if
we
don't
make
a
strong
enough
statement
that
we
firmly
believe
masks
are
important.
D
I
am
really
concerned
because
I've
already
lost
three
friends
to
covet
and
they
were
people
who
wore
their
masks
except
for
that
one
time-
and
I
I
you
know,
the
county
doesn't
have
to
face
these
same
numbers
of
things
that
we
do
and
they
are
not
the
oldest
population
we
are,
and
I
don't
want
us
to
abrogate
our
responsibilities,
to
the
people
of
puna
gorda.
Who
put
us
here.
H
H
I've
talked
to
dozens
of
residents
over
the
past
three
days,
dozens
of
residents
who
all
want
the
the
mandate
to
stay
in
place
without
enforcement,
and
I
just
I
just
think
that
it's
it's
our
it's
our
duty
to
keep
people
safe,
and
I
agree
with
debbie.
H
We
just
came
out
last
week
in
the
national
news
that
we
are
the
second
oldest
demographic
in
the
united
states
and
if
we
don't
protect
the
people
who
live
here,
we
are
not
doing
our
job
and
I'm
sorry
if
there
are
people
that
don't
agree
with
me
on
this,
but
I
I
feel
very
strongly
that
we
need
to
do
what
we
can
to
keep
people
safe.
This
is
just
not
going
to
go
away
today
or
tomorrow.
It's
just
not
john.
G
Okay,
going
back
to
david's
comments
really
accepting
the
resolution
from
the
county
is
the
same
as
our
current
regulation
resolution
or
ordinance
less
enforcement
is
that
correct.
K
K
It's
a
it's
a
mandatory
regulation
with
respect
to
indoor
places,
okay,.
E
G
If
we,
if
we
take
we'll,
even
keep
our
current
ordinance
and
not
enforce
it,
we're
really
continuing
to
do
what
we've
already
been
doing.
K
Correct
the
only
question
only
question
would
be
that
by
by
people
knowing
that
we're
not
enforcing,
that
ordinance
will
that
non-compliance.
K
Mean
I'm
suggesting
that
there's
a
strong
possibility
that
if
we
enforce
it,
someone
may
challenge
the
enforcement
in,
in
light
of
the
governor's
executive
order,.
C
Well
and
and
the
pushback
that
I've
received
from
some
residents
that
prefer
charlotte
county's
ordinance
over
hours
is
it's
the
perception,
because
ours
has
the
the
enforcement
aspect
in
it?
Is
they
want
to
be
able
to
make
their
own
decision
and
they
feel
like
by
not
have
the
county
not
having
an
enforcement
aspect.
C
It
gives
them
more
latitude,
as
perhaps
as
a
business
to
do
what
they
feel
that
they
want,
even
though
it
is
defined
that
gives
them
more
more
options
and
and
more
freedom,
and
so
I
that's
been
very
clearly
driven
by
some
people
to
me.
But
I
don't
disagree
with
what
you
know.
You've
said
debbie
or
lynn,
so.
F
As
it's
it's,
yes,
I'm
in
the
county,
all
the
time.
C
G
But
it
sounds
like
david's
saying
that
it
really
is
a
mandate
now.
K
G
K
D
I
never
I
I
never
saw
us
as
a
mask
police
community,
and
I
you
know
most
of
I
will
say
this
most
of
the
people
who
wrote
letters
today
have
also
expressed
those
concerns
to
me
previously.
D
You
know,
I
don't
think
I
don't
think
our
desire
to
keep
people
safe,
isn't
necessarily
fed
by
punitive
actions.
You
know
it's
not
like
we
weren't
out
to
get
the
most
dollars
from
fines.
We
we
were
just
trying
to
keep
people
safe
and
I'm
I'm
just
really
afraid
that
if
we
make
it
a
yeah,
you
can,
if
you
want
to,
but
you
don't
have
to
kind
of
thing
we're
going
to
see
our
numbers
go
up
and
it's
not
even
going
to
take
a
month
for
that
to
happen.
F
F
I'm
just
going
to
say
I
mean
we.
We
are
we're
second
holders
on
two
levels:
our
county's,
the
second
oldest
in
the
country
in
our
city,
is
the
second
oldest
city.
I
think
our
people
are
responsible,
mature
enough
people,
especially
knowing
what
the
risks
that
are
involved,
that
they
can
make
decisions
to
protect
their
health.
I
think
that
we've
been
in
this
long
enough.
D
I'm
not
thinking
of
it
in
terms
of
of
personal
decisions.
I
guess
I'm
thinking
of
all
the
people
who
feel
safer
because
they
know
what
to
expect
when
they
get
there
kind
of
thing.
You
know
they.
They
know
that
that
they're
going
to
be
people
wearing
masks
because
we've
told
them
to
and
so
they're
they're.
You
know,
like,
like
sherry,
said
she's
going
out
again
now
and
because
people
feel
safe.
D
C
But
that's
happening
in
our
city
anyway,
that
is
happening
in
our
city
yesterday.
There
are
restaurants
in
our
city,
despite
our
ordinance,
where
nothing
is
being
done
and
and
people
know
what
establishments
those
are
yes
and
you
choose
to
to
patronize
those
or
you
don't
and-
and
I
will
tell
you-
I
have
gone
into
many
places
in
in
charlotte
county,
not
in
in
our
city
limits,
and
I
have
noticed
people
going
in
with
masks
wearing
masks.
C
I
really
have
not
felt
that
much
difference
in
in
whether
I
was
going
into
you
know
some
establish
sam's
club
or
whatever
versus
going
into
publix
here.
D
C
You
know
and
those
establish
I
realize
that
that
there
are
people
in
those
that
may
not
be
wearing
masks,
but
I've
noticed
it
around
the
county.
I
think
that
you
know
we
really,
I
think,
have
as
collectively
done
been
educating
people
you
go
to
murdoch,
go
to
a
meeting
in
murdoch
at
the
county.
I
mean
it's
it's
just
like
coming
into
city
hall
here,
so
there's
no,
there's
no
difference
in
how
the
masks
are
treated.
I
mean
we
all
went
to
the
meeting
at
at
last
week
for
the
county
commission.
D
C
H
H
You
got
to
remember
that
when
you
go
into
a
restaurant
or
you
leave
a
restaurant,
that's
the
only
time
you're
wearing
the
mask
or,
if
you're
going
to
the
restroom,
that's
the
only
time,
you're
wearing
a
mask.
It's
not
like
we're
asking
people
to
cut
their
right
arm
off
we're
asking
people
to
wear
a
mask
for
three
minutes.
While
you
walk
through
a
restaurant
to
be
seated,
you
take
it
off.
H
When
you
get
seated
and
you
can,
you
can
eat
your
food,
you
can
drink
your
drinks
and
then
you
put
your
mask
back
on
to
walk
back
out.
That's
the
first
thing
I
would
like
to
say
all
the
national
box
stores
are
having
national
mandates
in
place
for
mass
to
be
worn.
Every
single
one
of
them.
Every
single
major
national
chain
in
the
united
states
right
now
is
has
a
national
mass
mandate.
So
this
is
not
something
that
is
just
the
city
of
punta
gorda.
H
Having
to
deal
with
this
is
something
that
is
being
done
on
a
national
level.
I
don't
think
we're
out
of
line
and
keeping
our
mandate
in
place
and
just
not
have
enforceability.
I
just
don't.
I
think
this
is
the
right
thing
to
do
for
right
now
and
we
can
talk
about
events
in
a
different
subject,
but
but
I
honestly,
I
think
this.
What
we're
talking
about
right
now
is
masks
for
the
local
businesses,
as
you
patronize
businesses,
and
what
keeps
people
safe,
and
that's
really
my
biggest
concern
right
now.
C
Well,
I
would
say
that
if,
if
that
was
what
we
were
choosing
to
do,
then
we
could
recommend
elimination
of
section
six
out
of
our
existing
ordinance,
which
is
the
enforcement
section.
Yeah.
C
D
K
At
that
point
in
time,
then
you
already
have
your
ordinance
in
place
and
you
can
you
can
lift
by
by
just
a
voice
vote.
The
moratorium
that
you
may
impose
may
impose
today
on
the
enforcement
of
our
existing
ordinance.
Another
hypothetical
suppose
that
in
the
next
month,
or
so,
there's
a
a
spike,
a
spike
in
the
number
of
cases
spiking,
the
number
of
deaths
and
whether
the
governor
modifies
the
executive
order
or
not.
You
may
feel
that
it's
in
the
best
interest
of
the
citizens
of
the
city
of
punta
gorda
to
begin
enforcement.
K
If
the
education
provisions
aren't
taken
taken
heed
again,
you
have
the
mechanism
already
in
place
to
deal
with
that.
So
you
know
there's.
There
are
a
number
of
options
that
present
it
to
you,
but
keeping
the
ordnance
existing
ordinance
in
place.
If
you
wanted
something
mandatory,
as
opposed
to
the
permissive
non-mandatory
resolution
that
I
drafted
for
your
consideration,
keeping
the
existing
ordinance
in
place
seems
to
make
the
most
sense
if
that.
I
C
I
I'm
sorry
if
I
could
just
add
when
you
talked
about
walking
in
the
county
building
you'll
notice
a
sign
on
their
door.
That
says
mass
required
right.
That's
consistent
with
their
resolution,
there's
likewise
no
enforcement
penalty
and
if
you
walk
in
many
of
the
restaurants
here
in
punta
corda,
where
they
have
a
sign
on
the
door
that
says
mass
required
consistent
with
puna
gorda
ordinance
such
and
such
that.
J
I
Still
be
appropriate
for
them
to
have
that
sign
on
the
door,
because
you
still
have
that
ordinance
in
place
and,
of
course,
there's
no
enforcement
provision.
But
we've
been
using
education,
not
enforcement
anyway,
and
of
course
the
flexibility
is
then
there
to
lift
the
moratorium
at
the
moratorium.
But
you
still
have
that
mandatory
requirement
and
then,
after
that,
bear
in
mind
that
your
current
ordinance
still
expires
november
5th.
C
C
What
I'm
hearing
is
that,
and
I
think
it
really
kind
of
goes
along
with
what
you're
suggesting
jihad
is
that
if
we
were
to
have
a
moratorium
on
section
6
enforcement,
but
we
keep
our
current
ordinance
in
place,
that
it
really
is
similar
to
what
the
county
has.
So
it
makes
it
very
similar
to
the
county
and
it
provides
you
know
we
can
encourage
education.
H
I
H
C
D
Nancy,
I
think
we
also
need
to
educate
people
into
what
the
state
is
still
requiring
versus
what
our
ordinance
did,
because
you
know
I
had
a.
We
all
got
an
email
from
a
salon
owner
who
was
very
upset
that
we
had
done
this,
but
they're
required
by
the
board
of
cosmetology
to
wear
masks
that
had
nothing
to
do
with
the
city
of
puna
gorda.
Yes,.
B
D
C
G
K
With
respect
to
enforcement,
if
you're
not
enforcing
the
ordinance,
then
it
really
isn't
any
stronger
than
legally
stronger
than
the
resolution.
But
but,
as
I
was
saying
a
moment
ago,
if
you
take,
if
you
put
a
moratorium
on
the
enforcement
provisions
of
our
ordinance,
it's
still
an
ordinance.
It's
still
the
law.
We
just
choose
not
to
enforce
it.
You
can
change
your
mind
and
enforce
it
if
it's
necessary
to
do
so
without
having
to
go
through
the
process
of
adopting
a
new
ordinance.
K
H
You
want
emotion,
yes,
I
would
like
to
make
a
motion
that
we
keep
the
emergency
ordinance.
K
C
C
Me
1944-2020
and
not
enforce
section
four
enforcement,
yeah
enforcement,
all
in
favor,
please
signify
by
saying
aye
aye.
Those
opposed
emotion
carries
unanimously.
Okay,.
G
G
C
C
C
Issue:
okay,
any
more
comment
on
on
the
mask.
So
now
let's
go
to
the
next
topic
and
that's
that's
events
and
lisa
has
given
us
a
list,
an
updated
list.
I'm
sorry
that
those
of
you
who
are
watching
don't
have
access
to
this
list,
but
it's
just
a
list
of
all
of
the
the
events
that
are
proposed
to
be
held
somewhere
here,
where
there
has
been
an
event,
application
and
so
lisa
I'll
turn
this
over
to
you.
C
B
You
lisa
hannan's
owning
official.
I
apologize
that
I
had
to
give
you
an
updated
list
at
the
last
moment,
but
when
the
agenda
went
out,
we
had
a
couple
they're
in
the
blue,
the
light
blue
that
we
received
applications
for
yesterday.
B
B
We've
got
the
first
baptist
church
wanting
to
do
a
drive-through
trunk
or
treat
I'm
not
sure
how
many
people
we
did
get
an
email
from
the
vietnam
veterans,
parade
withdrawing
that
application
and
also
we'll
go
to
the
second
page,
had
a
phone
call
and
emails
from
the
downtown
farmers
market,
as
well
as
the
history
park,
farmer's
market
and
the
women's
club
regarding
events,
women's
club
events,
but
the
farmers
market
are
wanting
to
know
if
they
can
open
up
in
full
based
on
the
governor's
orders.
B
So
we
have
a.
We
do
have
a
lot
of
events
that
are
pending.
We
had
some
new
ones
from
the
last
discussion
on
september,
9th
smugglers
would
like
to
do
holiday,
drive-in
movies,
they're,
going
to
do
advanced
ticket
sales
only
but
they're.
Looking
about
200
people,
100
cars
and
then
like
cubicles
for
families,
which
would
be
separated,
they'll
have
food,
but
no
alcohol
again.
Those
are
pending
going
to
drc
processing
them
through.
I've
got
them
on
my
desk
waiting.
B
We
did
issue
the
permit
for
the
crossroads,
hope,
academy,
drive-in
movie
and
the
historic
walk.
Those
have
been.
Those
have
been
issued,
the
large
wedding
that
was
supposed
to
be
over
new
year's
eve.
They
have
agreed
to
postpone
their
event
until
next
year.
B
So
I
get
emails
from
some
of
the
craft,
vendors
for
the
arts
and
crafts
festivals,
festival.
Specifically
my
promotions.
B
She
wants
to
change
the
setup
for
more
social
distancing
but
she's
pretty
adamant,
since
some
of
the
vendors
are
still
at
the
farmer's
markets,
why
they
can't
have
a
craft
fair,
so
she
she
emails.
Her
calls
usually
a
couple
times
a
week,
just
to
plead
the
case
on
bringing
it
back
so
we're
staff
just
looking
for
directions
on
on
direction
on
how
we
want
to
proceed
with
events.
Now,
with
the
governor's
orders,
opening
up
to
no
guidelines
on
the
on
the
crowd
size.
B
We
the
event
the
event
manual
application.
We
asked
for
between
90
and
60
days
in
advance,
depending
on
the
complexity
of
the
event,
and
if
it
requires
police
or
fire
standby,
they
like
to
have
it
well
in
advance.
Things
are
a
little
different
and
we
have
allowed
in
the
past.
I
know
it's
a
policy,
but
we've
worked
with
event
organizers
to
bring
in
the
application.
If
it's
very
last
minute,
we
will
submit
it
through
to
our
drc
committee
via
email.
B
I
get
all
the
comments
back,
the
email
they
go
in
the
file,
the
event
electronic
file
and
with
any
comments
those
are
addressed
before
we
were,
were
to
issue
a
permit,
but
a
lot
of
it.
If,
if
it's
like
200
people
or
less,
we
will
send
it
through
drc
via
email,
otherwise,
we'll
take
it
to
the
drc
meeting.
K
It
may
help
for
me
to
frame
the
issues
from
a
legal
perspective-
okay-
I
I
mentioned
this
earlier,
but
I'll.
It
bears
repeating
the
governor's
executive
order,
2244
in
sub
in
paragraph
or
section
one
expressly
supersedes
and
eliminates
any
and
all
restrictions
of
several
executive
orders,
one
of
which
was
20-139.
K
So
at
the
moment
we
have,
we
have
no
law
regulating
crowd
size.
We
do
have
the
capability
of
imposing
by
policy
limitations
on
crowd
sizes,
with
respect
to
the
pot
to
the
the
property
that
we
regulate.
We
control,
rather
both
indoor
and
outdoor
public
facilities
that
we
own
or
control
it
more
than
likely
would
require
some
form
of.
H
K
Yes,
yes,
but
a
private
facility,
or
maybe
even
the
event
center,
which
is
not
owned
or
controlled
by
the
city.
We
would
not
be
able
to
impose
a
limitation
on
on
the
indoor
crowds.
B
B
Mr
aikens
took
over.
They
were
doing
sort
of
a
combined
event
from
what
I
understand
as
far
as
the
parade
this
year.
So
now
that
has
been
withdrawn.
Homecoming
should
have,
let's
see
what
we're
september.
Usually
the
homecoming
parade
is
in
october
of
received
no
application
or
no
indication
from
the
high
school.
B
H
C
And
with
with
addition
same
conversation-
and
they
suggested
with
additional
spacing
so
that
that
the
vendor
booths
were
further
apart,
yep
similar
like
at
the
farmers
market,
which
we
could
do
with
the
craft
fair
as
well,
just
make
sure
that
things
are
because
I
think
before,
where
the
the
booths
are
literally,
you
know
right
next
to
each
other
right
next
to
each
other.
It
does
make
for
a
more
crowded
condition.
C
B
Did
send
me,
john
wright
from
the
chamber,
sent
me
this
list
of
rules
that
american
craft
endeavors,
who
does
the
sultan
street
arts
and
craft
show?
These
are
some
of
the
basic
rules
that
they
wanted
to
impose
if
allowed
to
have
the
event.
B
Vendors,
I
don't
think
it's
something
the
city
can
enforce.
I
think
that
would
be
self-enforcing
with
within
their
organization,
but
to
show
to
show
a
little
bit
of
you
know:
security
measures
as
far
as
right,
health,
safety.
G
John
john
wright
and
the
farmers
market
have
now
requested
to
open
up
100
percent.
Does
that
negate
these
kinds
of
rules
or
do
we
know.
G
It
sounds
like
it's
not
a
hundred
percent
kind
of
situation.
B
It
would
be
it
that
is
just
a
suggestion
of
what
they
were
willing
to
do,
yeah
willing
to
impose,
but
it
has
nothing
it's
it's
not
something
that
we
can
enforce.
K
Well,
I
think
the
street
can
be
considered
as
a
city-controlled
property
and
that's
the
reason
why
we
have
the
ability
to
issue
permits
it's
it's
to
protect
the
public
health
and
safety,
and
I
suspect
that
if
you
were
so
inclined
to
issue
a
permit,
we
would
have
the
ability
to
impose
restrictions
in
order
to
protect
the
public,
health
and
safety
same
way
as
we
have
other
conditions.
K
C
Right
when
it
comes
to
these
events
like
this,
where
there
are
booths,
I'm
I'm
supportive
of
having
the
events
as
long
as
they
are
socially.
Those
the
vendor
booths
are
not
right.
Next
to
each
other,
but
they're
more
spread
out
spread
out.
We
can
control
that.
I
mean
that
is
something
we
can
request.
C
And
so
what
I'm
saying
is,
and
usually
in
the
farmer's
market,
for
instance,
they're
right
next
to
each
other,
one
that
you
know
one
vendor
booth
was
typically
right
that
button,
the
the
canopies
up
against
each
other
and
what
in
the
socially
distanced
one
that
I
don't
know
what
the
distance
is
between
each
one.
But
do
you
lisa?
Do
you
know?
I
But
I'll
mention
something
that
it
also
says
in
the
governor's
executive
order
and
that
maybe
we
can
ask
david
also
when.
B
I
A
Actually
kathy
it,
you
know
it
has
been
a
very,
very
weighted
decision
on
my
part,
because
you
know
obviously,
businesses
have
suffered
and
that
evening
provides
just
a
tremendous
amount
of
joy
for
the
community
as
well
as
it's
a
nice
economic
boom
for
our
tenants,
and
so
I've
been
waiting.
We've
been
waiting
for
the
last
minute
and
weighing
everything
we
have
decided,
and
I
know
we've
submitted
a
application,
not
knowing
what
was
going
on.
A
We
just
want
to
kind
of
keep
all
our
irons
in
the
fire,
but
after
conversation
with
my
marketing
director
kathy
burnham
this
morning
we
are
going
to
cancel
the
ceremony.
A
So
that's
the
official
lighting
of
it,
but
we'll
have
the
lights
on
in
fact,
they're
putting
up
lights
right
now,
and
so
the
the
lighting,
the
festival
of
lights,
will
continue,
and
so
people
can
come
and
enjoy
the
lights,
but
there
won't
be
the
official
ribbon
cutting.
A
A
Okay,
I
was,
I
think,
that's
the
safest
and
it's
the
most
logical
thing
to
do
for
our
community
and
for
our
customers
that
come.
C
I
was
thinking
the
same
thing
for
the
tree
lighting
here
that
we
could
let
people
know
that
the
tree
is
going
to
be
lit
at
a
certain
time
on
a
certain
day,
but
no
pomp
and
circumstance.
You
know
surrounding
it.
Just
because
that
you
know
if
people
want
to
come
and
see
the
tree
you
know
become
eliminated,
they
can,
but
for
us
to
hold
an
event
and
if.
A
If
I
may
mayor,
we
again
kathy-
and
I
discuss
that-
and
if
I
put
a
date
out
there
right
now
and
say
they're
good-
that
the
lights
will
be
on
on
this
date,
I'm
going
to
have
a
tremendous
amount
of
people
coming
to
see
those
lights
going
on.
So
kathy
has
a
great
strategy
for
our
marketing
to
make
sure
that
the
community
knows
that
the
festival
of
lights
will
be
going
on.
A
We've
got
them
all
as
much
as
we
did
even
more
than
last
year
come
and
enjoy
them,
but
no
no
official
lighting
and
all
that
stuff.
It
is
just
too
many
people,
so.
C
E
A
You
know
I've
not
even
told
my
merchants
this
I
had
a
conversation
with
my
corporate
office
yesterday
and
as
we
were
talking
through
everything,
these
are
tough
decisions
and
I
applaud
you
all.
These
are
tough
decisions
to
make,
because
our
business
community
certainly
has
suffered
and
continues
to
suffer,
but
we
will
do
everything
in
our
power
to
continue
with
the
holiday
spirit,
and
you
know
thank
you
for
your
efforts
and
all
that
you
all
are
doing
and
if
I
can
be
of
any
help,
please
let
me
know
thank
you.
C
Other
thoughts
and
comments
I
mean
I
look
at
this
and
I
see
that
if
there's
a
there
is
a
the
restaurant
hurricane
charlie's
has
a
huge
room
that
they
can
accommodate
a
couple
of
hundred
people,
and
so,
if
you
can
accommodate
a
couple
of
hundred
people
in
a
room
and
be
at
100
capacity,
what
do
we
do
when
an
event
wants
to
be
held
at
lashley
park?
What
do
we
do
when
those
kinds
of
things
so.
H
H
K
H
B
Was
one
of
the
arts
and
crafts
shows
that's
going
to
be
at
marketplace?
Well
what
they
proposed
to
have
at
marketplace.
She
was
looking
at
a
little
different
layout
to
help
with
the
social
distancing.
That
was
one
of
her
suggestions.
B
H
I
think
that
would
make
the
most
sense
to
do
all
of
these,
because
I
mean
I
hate
to
see
people
not
have
to
have
a
wedding,
but
you
know
if
they
didn't
have
a
plan
in
place
on
how
they
were
going
to
keep
their
their
participants
safe,
that
it
makes
sense
for
them
to
postpone
it.
But
some
of
these
other
events-
I
mean
you
know
it
says
500
people
total
or
whatever,
but
they're
not
going
to
be
500
people
at
one
time
there
either
it's
going
to
be
most
likely
a
flow
of
traffic
ongoing.
H
So
I
mean
I,
I
just
think
if
some
of
these
larger
events
that
have
fairly
hefty
quantities
of
people
can
provide
some
sort
of
an
idea
to
the
city
of
how
they
plan
to
keep
people
safe.
That
would
be
very
helpful.
Okay
and
otherwise.
I
would
say
we
should
start
moving
forward
with
issuing
permits.
That
would
be
great
sorry
parades
too
yeah,
as
long
as
they
can
come
up
with
some
kind
of
a
plan
to
how
they're
going
to
social
distance
people.
H
You
know
the
vietnam
veterans
parade
is
a
moot
point,
because
they've
already
rescheduled
their
parade
and
they're
going
to
be
going
from
the
sports
park
down
to
the
gaines
park.
Now
that's
their
route
that
was
announced
this
week,
so
that
one
is
not
a
question
anymore.
H
B
D
H
K
Mean
I
don't
think
we
have
to
let
me
clarify
my
my
response
to
your
your
question.
Section
two
of
the
ordinance
of
the
governor's
executive
order
says
no
coven
19
emergency
ordinance
may
prevent
an
individual
from
working
or
from
operating
a
business.
K
So
I
don't
think
I
don't
think
the
exec,
the
governor's
executive
order,
preempts
your
ability
to
protect
the
public
health
safety
and
welfare
with
respect
to
gatherings,
to
the
extent
that
you
have
the
authority
to
control
the
size
of
of
gatherings,
be
it
in
public
space
or
or
publicly
controlled
space.
K
K
We
we
routinely
require
if
this
size
is
big
enough
provision
of
of
a
restroom
facility,
portable
restroom
facilities,
we
we
require
crowd
control.
I
don't
think
it's.
It
would
be
beyond
the
realm
of
our
legal
authority
in
issuing
a
permit
to
require
how
is
the
permittee
going
to
address
our
concerns
regarding
social
distancing?
K
H
B
I
do
have
a
question
for
our
city
attorney,
mr
levin.
Is
that
just
on
publicly
publicly
controlled
property,
because
the
majority
of
the
event
permits
that
we
have
are
on
private
property
right
now,
all
the
applications,
the
majority
except
for
the
sullivan
street
arts
and
crafts
show
and
the
parade
the
rest
of
them
are
on
private
property.
B
K
I
would
agree
with
that.
Clearly,
our
argument
is
stronger
with
respect
to
the
properties
that
we
control,
but
since
we
do
have
in
place
already
provisions
for
regulating
the
crowds
on
private
property,
this
is
not
an
unreasonable
extension
of
that
authority.
Okay,.
H
All
right,
I
would
like
to
make
a
motion
that
we
commence
the
process
of
issuing
event
permits,
with
the
stipulation
that
the
event
planners
must
work
with
the
city
staff
to
ensure
there
is
a
safety
plan
in
place
for
public
safety
and
health
regulations.
G
C
There's
been
a
motion
in
a
second
to
commence
with
the
event
permits
with
the
provision
of
public
safety,
as
it
was
expressed
all
in
favor,
please
signify
by
saying
aye
aye
those
opposed
the
motion
carries
unanimously.
K
G
C
B
Madam
mayor,
if
I
may
does
that
include
opening
up
the
downtown
and
history
park,
farmers
markets
in
full.
H
G
B
Yeah,
it's
just
a
regular
park
rental
and
we've
limited
it
based
on
the
previous
governor's
orders
we
and
cdc
guidelines.
We
had
limited
them
to
50
people
or
less,
but
now
with
that
lifting
all
of
our
park,
rentals
would
have
no
attendance
restrictions
yeah,
so
we'll
remove
that
from
our
standard
email
that's
been
going
out
for
park,
rentals,
okay,.
I
And
there
may
be
a
couple
other
ramifications,
for
example,
even
in
a
meeting
room
like
this,
we
want
to
maintain
asexual
distancing,
but
it
may
be
that
we
can
remove
a
couple
of
the
placards
and
open
it
up
a
little
more
than
17
people,
since
the
orders
and
the
permits
and
everything
else
is
opening
up
somewhat
still.
Mass
is
required
by
our
ordinance
by
law
and
we
have
to
have
a
plan
for
social
distancing.
I
You
know
likewise,
if
there's
more
people
that
are
able
to
come
in
if
they
so
choose
and
prevent
present
public
comment,
it
may
be
that
at
some
point
the
reading
of
emails
is
no
longer
necessary
or
appropriate
because
as
pre-covet
they
can
come
in
and
address
you
directly
and
send
emails
to
you
directly
if
they
so
choose.
Also.
C
B
C
I
Normally,
there's
not
many
right,
it's
not
an
issue
one
way
or
another.
It's
just.
I
want
people
to
be
aware
that
they
can
come
and
also
speak
to
you.
C
C
K
Well,
the
next
resolution
that
you
consider
at
the
next
at
the
city
council
meeting
prior
to
november
6th
you
can,
you
can
make
it
every
30
days
every
60
days,
every
90
days,
however,
that
you
wish
to
extend
it.
It's
we're
not
limited
in
any
fashion,
to
a
number
other
than
the
fact
that,
as
an
emergency
ordinance,
it
can't
be
extended
indefinitely.
K
I
I
I
F
C
Right
correct,
so
are
there
any
other
on
our
agenda
council
member
comments?
Any
other
comments,
john
lynn,.
H
D
D
G
C
G
Media
is
a
different
story.
I
agree
with
those
comments
and
thank
the
staff
for
all
the
hard
work
they've
done
too.
C
Yes,
well,
as
you
can
see
forward
this,
it's
almost
11
o'clock
and
we've
really
deliberated
over
this
for
two
hours
and
I
would
never
have
thought
we
would
have
been
here
based
on
this.
What
is
a
short
agenda,
but
we
do,
as
has
been
said,
we
we
take
this
very
seriously
and
we
welcome
everyone's
input
on
this
for
the
better
good
of
our
community.
So
thank
you
all
for
the
input
anything
more
david
or.
C
A
It's
just
patty
allen,
general
manager,
fisherman's
village.
The
city
was
kind
enough
to
provide
businesses
with
the
ordinance.
We
got
an
ordinance.
Didn't
we
from
the
city
of
punta
gorda
stating
the
rules.
Will
that
be
provided
again
with
the
number
six
eliminated,
or
should
we
just
block
because
at
the
village
we
have
it
posted
in
three
sections?
K
C
K
The
only
way
I
mean,
if
we're,
if
we're
accurately,
representing
what
the
ordinance
says
it
includes
section
six
and
and
not
to
prolong
the
meeting
at
all.
But
you
know
the
governor's
order
does
say
that
that
he's
suspending
the
collection
which
suggests
that
at
some
point
in
time
that
suspension
might
be
lifted,
which
adds,
I
think,
credibility
and
credence
to
the
action
that
you
took
by
essentially
suspending
the
enforcement
of
of
section
six.
So
we
leave
it
as
as.
I
C
K
No,
I
know
I
think
something
may
be
in
the
nature
of
the
the
information
that
the
city
routinely
sends
out.
C
H
F
C
I
really
appreciate
everyone's
comments
and
participation
and
and
civility
today
and
have
a
great
weekend
we'll
see
each
other
next
week
again.
