think

could

canal
division

do

door

people

job

harbor
and

of
derelict

canals

haven't
had
a
boat

house
in
well
over

year
and

by

would
put
the
boat
on

vacant

and

would
sit

to
come
over
for
coffee
and
donuts
and

said,
come
over
and
hang
out

they
nailed
about
seven
or
eight
boats
in

matter

hour
and

what

people
slowed
down
for
a
while.

elementary
school
traffic
at
cooper
and
east
mackenzie
street.
Something
tells
me
we're
going
to
hear
from.

services
for
the
police
department.

We've
noticed
that
for
sally
jones,
drop-off
arrival
and
dismissal
traffic
for
parent
pickup
creates
somewhat
of
a
traffic
concern
for
the
most
of
the
time
on
cooper
street.
So
right
now
we
apologize
right.
Now
we
have
parents
that
go
southbound
on
cooper
street
and
they
are
supposed
to
turn
into
sally
jones
when
they're
doing
that.

They're
instructed
to
go
that
route,
but
we
have
a
lot
of
parents
that
come
northbound
on
cooper
street
when
that
happens,
the
traffic
that
the
direction
that
they're
supposed
to
be
going,
which
is
southbound
the
traffic,
builds
up,
and
then
it
wraps
all
the
way
around
sally
jones,
elementary
school
down,
allen
street
the
parents
that
are
not
abiding
by
going
southbound,
then
growing
northbound.
Now
both
directions
of
cooper
street
are
backed
up.

So
similar
issues
have
happened
like
this
in
port
charlotte
for
charlotte
county
schools,
and
they
have
similar
signs
to
the
one
that
we're
asking
that
we're
requesting
be
installed
for
us
they're.
Basically,
our
sign
would
indicate
no
left
turn
during
certain
time
of
the
day
monday
through
friday
in
the
morning,
and
then
in
the
afternoon.

So
I
know
this
is
a
little
hard
to
hear.
I
see
I
tried
to
create
a
little
bit
larger
one,
but
it
wasn't
much
better,
so
the
parents
are
in
instructed
to
go
south
on
cooper
street
and
then
make
a
right-hand
turn
into
the
school
to
drop
their
kids
off
in
the
morning
and
then
same
route
in
the
afternoon
to
pick
them
up.

However,
a
lot
of
parents,
like
I
said,
are
going
northbound
on
cooper
street
now,
causing
a
traffic
jam
both
north
and
southbound.

see
some

This
is
the
traffic.
In
the
afternoon,
we've
tried
different
scenarios
where
sally
jones
is
currently
has
one
school
resource
officer.
So
we
tried
things
such
as
putting
in
cones
down
the
center
line
to
stop
that
traffic
from
turning
left
into
sally
jones.
People
go
around
the
cones,
they
go
over
the
cones,
they
go
through
the
cones.

the
the
yellow
dot
represents
the
location

where
we
want
to

The
sign
the
blue
line
going
southbound
would
be
the
ideal
traffic
route
for
parents
for
sally
jones,

traffic,

is
indicated

the
red

this
first

jones
school

we
did
worried
about
this
issue.
Last
year
this
year,
it's
continuing
the
first
week
of
school.
We
got
a
lot
of
phone
calls

lot
of
complaints,
that's
kind
of
a
given
with
the
first
week
of
school.
The
first
week
of
school
is
kind
of
okay,
everybody's
kind
of
getting
back
in
the
routine.

them

This
problem,
almost
a
month
later,
is,
is
continuing
to
this
day
and
then
down
at
the
bottom
is
just
reference
chapter

traffic,
where
it's
advising
the
obedience
for
required
traffic

least

alternate
plan

some
parents
get

in
rush,

get

they
try
to
beat
the
system
and
go
northbound

cooper.

have
that
entire
line
of
people
that's
been
waiting
there
for
10,
15,
30
minutes
and
now
they're,
just
dipping
into
the
school
rather
than
following
it
following
the
route
that
they
should
be
taking
so
before
it
was
more
of
a
recommendation.

the
25
miles

hour
on
tripoli.

weeks

educational
enforcement
where
we're
educating

motoring
public
of
the

the

law,

ordinance

could
be
a

vehicles
in
that
route
rather
than
the
short
distance
from
cooper
on
mckenzie
to
the
entrance.
So
where
the
hopes
are,
we
can
get
a
longer
line
and
we
can
wrap
the
school
rather
than
having
two
lines
and
and
clogging
up
that
main
thoroughfare
on
cooper
street.
So.

charlotte
high
charlotte
has
already
in
school
at
that
point,
they
believe
they
start
at

charlotte
has
kind
of
done
and
taken
care
of.
However,
it

affect

morning
traffic
people

work
other
schools,
but
it
does
affect
that
traffic
as
well.

tried
with

an

had
cars,

to
get

enforcement

we're

easier
for
everybody.

I
do
have
a
couple
things

wanted

read
into
the
record
the
fema
notification
that
provided
the
results
of
the
national
flood
insurance
program,
community
rating
system
field,
verification
findings
based
on
the
three-year
cycle.

were
pleased
to
inform
us
that
the
department
of
homeland
security,
federal
emergency
management
agency
has
determined
the
city
of
punta
gorda
will
retain
its
current
class
5
rating
in
the
nfip
national
flood
insurance
program
for
a
25
discount
on
flood
insurance
premiums
for
nfip
policies
issued
or
renewed
in
the
special
flood
hazard
area
order.
After
october
1st
2020,
the
savings
is
a
tangible
result
of
the
flood
mitigation
activities.
The
community
implements
to
protect
lives
and
reduce
property,
of
course,
that
25
percent
doesn't
apply
to
every
zone.

There
are
certain
zones
that
are
only
ten
percent,
et
cetera,
but
that's
notable
in
that,
of
course,
that
was
copied
to
john
smith
who's.
Our
plans,
examiner
smitty,
is
he's
more
commonly
known
that
they've
done
a
good
job
working
to
ensure
that
we
have
that
class
five
rating
there
are
actually
ten
ratings.
We
were
at
one
point
to
class
six,
and
that
was
moved
up
to
class
five
class.

guess
less
mitigation
potential.
If
a
flood
comes,
it
destroys
less
because
you
have
you're
just
not
as
dense
of
population,
we'll
probably
never
get
there.
Class
5
is
probably
the
highest
we
get,
but
that's
certainly
notable

amount

work
that
they've
done,
and
the
fact
that
this
was
one
of
our
first
reviews.

have
a
lot
of
good
graphics
and
information

urban
design

worked
on,
we'll
be

out

still

that

have
plenty

howard

stepped

last
meeting

spent

month
working

closely
with
him

there's

occasions

a
transition
like
this,
it
could
be
awkward
or
information
that
you
need
isn't
readily
available,
but
certainly
howard,
as
city
manager
has
been
the
consummate
professional
he's.

the
information
available,
that's
needed
information,
that's
reviewed
that
points
you
into
the
direction
for
things
that
are
changing
or
projects
that
are
upcoming,
he's
helped
provide.
All
of
that.
We've
spent
a
lot
of
time
in
the
field
in
the
office
meeting
people
looking
at
issues
and
discussing
potential
solutions
to
some
of
the
issues
that
are
currently
being
addressed,
and
he
has
certainly
made
it
very
comfortable
and
very
efficient
for
the
transition
and
provided
the
information.

That's
allowed
me
to
move
forward
as
city
manager
as
he
I
don't
see,
move
backwards
as
city
manager.

And
I
step
in
so
I'd
like
to
thank
him
for
that
transition
process
and
commend
him
for
the
work
he's
done.
I
know,
as
I
looked
at
puna
gorda
during
an
application
process.
One
of
the
things
that
I
saw
was
how
well
managed
it
was
and
looking
at
the
information
available
online,
the
amount
that
had
been
accomplished
by
the
council
and
the
city
man
manager
had
driven.
That
was
something
that
was
very
lucrative
and
made
me
want
to
be
part
of
this
whole
process
as
we
move
forward.

So
thank

him
as
he
moves
into
retirement
and
I
guess
thank
you
for
moving
into
retirement,
so
it
opened
up
the
position.

I
look
forward
to,
of
course,
working
with
you

help
move
the
city
forward,

he's
done

great

transition

as

letter
that
we
anticipated

bank
was
never
forthcoming.

florida
bar
would
preclude
our
firm
from
continuing
to
represent
the
city
in
the
winter
park
dodge,
but
we
do
have
a
seamless,
ready-made
solution.
The
city
has
a
law
firm
that
is
on
retainer
with
the
city
that
that
handles
our
conflict
situation
already,
and
would
ask
your
authorization
to
forward
the
winning
park
dodge
case
to
them.

the
motion
would
be
to
authorize
the
the
the
law
firm
of
person,
cohen
and
and
mooney
to
be
assigned
the
pending
winter
park,
dodge
foreclosure
action.

support

points
that
were
made,
which
are
important
for
us
to
recognize.

is
important
for
us

look

we're

to
be
spending
a
lot
of
funds
on
this
and
and
then
this
is

kind
of
with
the
the
hope
that
the
county
is
going
to
levy
an
assessment
and
mind

county
is
going
to
have
to
face
the
public
in
lebanon's
assessment
and
so
whether
they
do
it
or
not,
it's
going
to
be
really
much
up
to
whether
they
decide
what
they
want
to
do,
and
so
with
that
said,
I
think
we're
we
missing
a
good
opportunity
for
annexation
of
charlotte
park,
which
is
probably
the
best
time
ever.

One
thing:
there
is
a
non-voluntary
annexation
planet
that
the
majority
say
they
want
to
do
it.
They
will
be
able
to
do
that.
We
can
do
this
ahead
of
the
assessment.

What
we
can
offer
them
are
reduced,
sewer
and
water
rates,
better
services,
a
special
overlay
for
for
their
district
and
local
control
over
any
special
assessments,
and
also
the
ability
for
the
city
to
be
able
to
possibly
access
other
funds,
because
it
would
be
a
city
project
at
that
time.
Maybe
even
do
something
seem
so
much
like
a
cra.
Secondly,
we
we
we
can't
take
for
granted
the
fact
that
we
are
in
a
covered
situation,
so
grant
money
is
not
what
it
was.

just
something
we're
just
thinking
about
this,
and
I
just
think
that
thinking
about
annexing
charlotte
park
and
looking
at
that
as
a
way
of
doing
this,
that
may
be
one
it's
a
good
time
this,
if
there's
anything
that
represents
an
enclave
charlotte
park,
is
probably
like
the
premier
example,
but
secondly,
I
think
if
we
can
make
a
case
to
them
that
it
would
actually
benefit
them
tangibly
to
join
the
city.

think
this

a
good
time
both
for
us
and
for
them.
So

just
wanted
to
share
that.

frame

moot
point
now,

think

could
come
up
with

always
felt

overlay

specific
to
that
area.

would
be
acceptable
both

city

them
that
the
area
is
a
part
of

whether
we
like
it

not,

city's
boundaries
start

stop

it
affects
us
and
we
might
as
well

part

always

felt

don't
know
that
it's
a
big
job
to
try
to
get
them
to
want
to

sell
them
on

savings,

part

our
presentation

cost
savings

the

alarm
tax,

the

savings
on
the

delta
on
the

would

longer

be
paying
the

surcharge
on
their
utilities,

have

tax,

would
be
a

savings
