years
ago,
on
september,
11
2001
america
was
suddenly
and
brutally
attacked
by
terrorists
and
thousands
of
innocent
americans
were
killed
and
injured
as
a
result
of
these
attacks,
including
the
passengers
and
crew
of
four
aircraft
workers
in
the
world
trade
center
and
in
the
pentagon,
rescue
workers
and
bystanders,
and
whereas
in
the
spirit
that
moved
rescue
workers
and
firefighters,
to
charge
into
darkness
and
danger.
That
september
morning,
our
nation
was
united
to
stand
strong
and
show
its
resilience
in
the
face
of
tragedy.

department

Whenever
we
lose
someone
in
the
line
of
duty
today,
he
will
ring
the
bell
three
times
for
the
three
thousand
americans
that
passed
away
due
to
9
11
and

countless
others
that
have
died
from
cancer,
lung
disease
and
other
illnesses
attributed
to
9
11.

customers
thanking

dedicated

bob

right
away-
maintenance
supervisor-
oh
god
been
in
here
forever
and
he
handled
all
the
right-of-way
crew
there
for
all
those
years,
linda
fabian
was

administrative
and
when
you
picked
up
the
phone
and
you
called
regarding
any
sanitation
or
public
works
issues,
you
probably
got
linda
all
those
years.
She
handled
a
great
job
in
funneling
out
to
get
all
the
work
done
to
the
right
person.

Tom
jackson,
the
ro
plant
tom
menaro
tominaro
spent
days
working
on
that
project
and
it
came
to
fruition
and
becky
reid
becky,
actually
started
in
police
and
came
over
to
billing
and
collections
and
another
one,
those
persons
who
handled
a
lot
of
the
customer
inquiries
as
they
came
in.
So
thank
you
all
for
all
those
years
of
service,
and
you
know
we
couldn't
do
it
in
here,
but
at
least
you
were
recognized
in
your
particular
departments
and
divisions.

up

someone
on
the

regarding
permits
that
you
have
later
on
the
agenda

craft

understand
that
we
cannot
receive
the
permission
to
have
a
craft
show
in
november
and
january
we're
at
the
marketplace
where
we
have
lots
of
room

separate

set

have
tents
to
protect
the
vendors,
we
have
mask
and
hand
sanitizers
separations
can
be
set
up
for
customers.
Farmers
markets
are
going
on
in
flea
markets
as
well.

vendors
need

work
also

have
no
opportunity
to
do
so.
They
are
prepared
all
summer
without
income
and
for
many
of
the
of
them
it
is
their
livelihood
markets
have
none
of
the
protection
we
have,
and
I
doubt
there

lots
of
people
coming
to
any
event.
Anyway,
people
in
general
are
too
scared,
but
maybe
a
few
will
come.
They
are
also
wearing
their
mask
going
to
the
stores.

is
the

do

markets

flea
markets.

sure
how
this
works

every

eating

a
three

limit
I'll,
say

all
my
wonderful
neighbors
who
were
able
to
attend

person
thank
the
council
and
city
staff
for
their
efforts
day
in
and
day
out
and
launch
directly
into
my
comments.
We
purchased
our
home
at
124
berry
street
in
2004.

We
moved
into
a
house
that
is
now
approaching
100
years
old
and
part
of
the
hook
that
sold
us
was
the
seller's
photo
of
historic,
puna
gorda,
which
very
much
revolved
around
the
harbor.
It
was
a
water
town.
Originally
it
was
a
water
town
when
we
bought
in,
and
I
think
it
will
always
be
a
place
that
is
designed
around
and
focused
on
the
water.
So
to
me,
the
idea
that
we
would
even
consider
removing
the
visual
elements
of
boots
is
just
a
hard
thing
to
understand.

love
the
boots
and
I
think
they
add
greatly
to
the
character
of
punta
gorda.
Aside
from
the
intangibles
of
character
and
history,
I
find
it
somewhat
of
a
raw
deal
that
property
rights
can
be
taken
away.
Even
the
contemplation
of
the
removal
of
a
right
that
exists
and
has
existed
forever
seems
very
challenging
to
my
mindset.

went
looking
for
a
waterfront
home
expressly
for
boating,
fell
in
love
with
one
not
on
the
water
and
made
a
decision
to
buy
it
because
I
reasoned
I
can
just
pull
the
boat
to
the
ramp
in
five
minutes.
No
big
deal
to
suggest
that
I
have
to
now
rent
storage
at
my
expense,
where
the
boat
will
be
far
less
secure
and
add
the
extra
step
of
driving
there
and
getting
the
boat
before
I
can
go
to
the
ramp
is
a
fairly
significant
change
in
my
lifestyle,
not
a
change.
I
welcome.

wish
I
could
be
at
the
meeting
at

00
a.m
on
a
work
day,
because
I'm
sure
that
other
property
owners
will
present
an
argument
for
a
position
different
than
my
own
and
I'd
love.
To
hear
that
argument,

not
sure
where

problem
exists.

don't
see
a
fleet
of
derelict
boats
in
people's
yards
all
over
town
is
that
there
and
I'm
just
missing
it.
Is
there
an
actual
problem
with
the
boats
that
I
haven't
seen
in
16
years?
Maybe
it
is
because
I
love
the
boats.

if
I
dislike
the
sight
of
dogs,
I'd
have
a
problem
when
people
walk
their
pets,
but
I
love
dogs
too.

don't
have
much
comment
regarding
the
rvs,
except

thought
they
already
had
to

backyard.

they're
in
the
backyard,
I'm
not
sure
to
see
the
problem
either,

we
should
require
a
visual
buffer,

privacy

long-term
resident
and
business
owner
in
punta
gorda.
Our
residence
is
at
211
harvey
street
puna
gorda
florida
and
our
business
is
keau
coast.
Dental
incorporated
located
at
316,
west
helen
avenue,
pontegorta
florida.
Our
family
is
heavily
involved
in
the
community
and
we
are
a
boating
and
fishing
family.

This
was
extremely
important
since
was
it
the
best
outdoor
opportunity
for
our
children
due
to
the
lack
of
a
beach
and
affordable
public
docking,
we
chose
to
live
in
the
historic
district
for
a
large
part
due
to
regulations
which
allowed
us
to
keep
our
boat
slash
trailer
safely
stored
on
our
property.
This
allowed
us
to
have
access
to
the
boat
launches
which
our
property
taxes
have
subsidized.
Without
any
user
fees.
We
have
kept
my
boot
slash,
trailer
in
our
driveway
for
18
years,
without
any
issues
or
incidents.

We
have
a
reasonable
expectation
to
continue
to
do
so
without
interference.
This
has
been
a
tradition
and
right
in
our
neighborhood
since
the
inception
of
the
city
in
1887.,
punta
gorda
is
a
boating
and
fishing
community.
As
at
its
core,
the
history
of
punta
gorda
and
its
connection
to
charlotte
harbor
and
peace.
River
estuary
are
intertwined.

In
order
for
this
tradition
to
continue
for
all
the
residents,
it
is
essential
that
there
be
a
harbor
for
all
residents,
including
the
residents
that
do
not
have
docks
and
boat
lifts
in
their
backyard,
as
in
burn,
store,
aisles
and
punta
gorda
aisles.
Many
of
the
residents
of
the
city
have
near
the
financial
means,
or
the
ability
to
have
this
type
of
access
to
charlotte
harbor
for
many
families
with
younger
children.
This
may
be
their
only
recreational
and
outdoor
outlet.

Changing
this
regulation
would
likely
cause
a
lack
of
access
for
younger
working
families
and
individuals
to
have
access
to
the
harbor.
The
importance
of
this
access
was
highlighted
during
the
pandemic.
When
boating
was
one
of
the
few
social
distancing
activities
available
within
the
city.
With
that
young
younger
generation
involved
in
the
process,
it
will
be
very
difficult
to
continue
the
tradition
of
access
and
preserve
preservation
of
charlotte
harbor
estuary.

The
city
council
has
taken
a
tract
of
allowing
other
activities
within
the
downtown
district,
which
has
caused
more
disturbance
and
may
have
contributed
to
addition
boat
trailer
activity
with
the
downtown
district.
The
city
council's
hands-off
approach
to
airbnb
type
properties
has
likely
led
to
a
rise
in
trailer
numbers
within
the
city.
Many
of
these
are
obviously
not
city
residents.
Additionally,
the
hands-off
approach
to
regulating
boat,
launch
usage,
no
boot
launch
fees
for
non-resident
trailers
has
led
to
a
large
number
of
out-of-town
boater
parking
trailers
within
city
limits
limits.

The
city
has
also
allowed
local
restaurants
and
bars
to
self-regulate
noise,
which
has,
as
many
levels
been
objectionable
to
ourselves
and
our
immediate
neighbors.
A
trailer
is
obviously
much
less
intrusive
than
a
band
playing
music
at
1
am
while,
as
a
business
owner.
I
do
not
totally
object
to
the
approach.
I
do
strongly
object
to
a
hands-off
approach
on
all
of
these
items,
while
attempting
to
regulate
tax
paying
residents
with
additional
downtown
boot
trailer
regulations.

Actually,
the
first
is
from
bonnie
shalvo
at
325
furby
street,
my
husband
and
I
have
lived
in
various
areas
of
charlotte
county
since
1996..

We
finally
settled
in
downtown
for
many
reasons,
downtown
as
vibrant,
friendly,
safe,
aesthetic,
desirable,
less
restrictive,
charlotte
county
is
two
lakhs
with
property
restrictions.
The
other
areas
of
punta
gorda
are
too
restrictive.
After
living
in
a
port
charlotte
waterfront
home
with
immediate
harbor
access
for
13
years,
we
moved
to
live
downtown.
We
knew
it
would
be
an
inconvenience
to
now
have
a
trailer
and
boat
versus
dock
with
the
lift,
but
we
felt
the
city
a
better
choice.

For
above
mentioned
reasons,
we
recently
attended
a
historic
district
homeowners
association
meeting,
in
which
lynn
matthews
spoke
of
a
discussion
of
imposing
similar
blue
trailer
restrictions
as
other
area
in
pontegorda.
Many
of
us
are
upset
by
this.
This
changes
our
means
of
recreation.
We
are
asking
that
you
please
leave
our
ordinance
as
it
is.
Is
that
has
been
this
way
and
has
worked
for
many
years
to
change.

This
would
pretty
much
be
taking
away
our
means
for
boat
ownership
having
to
store
a
boot
off-site
is
very
expensive
and
adds
another
level
of
inconvenience
retrieval
from
storage
before
heading
to
the
crowded
ramp
that
many
non-residence
boaters
and
visitors
use.
If
someone
is
not
happy
with
the
presence
or
allowance
of
boats
trailers,
they
should
have
research
before
owning
property.
Here
they
have
other
choices
with
those
restrictions,
as
that
is
what
they
desire.
We
are
a
booting
community
and
our
access
to
booting
is
by
trailering
only
pgi
keep
their
boot
on
lifts.

Ours
are
on
trailers
either
way
they
are
kept
on
the
and
maintain
the
vehicles
with
respect
to
current
ordinances,
I.e
new
street
parking.
I
personally
have
not
seen
any
uncamped
air
like
boats,
slice,
trailers
on
properties
in
our
neighborhood
having
the
boots
or
trailers
ordinance
is
passed.
We
will
have
to
sell
our
boat
or
sell
our
home.

of

a
violation
of

confirming

thoughts.

on
the

changes
should

made

this
ordinance.

area

as

different

keeping

all
appreciate
the
security

convenience

having

maintain

well

prepare
for

cleaning
up
after
boating
at

been

fishing

boating
community

long

sro
was
developed.
Many
of
us
remember
a
bait
shop

northbound

taylor
and
the
heart
of
our
business
district.

parking
on
residential
lots
and
the
historic
district
is
scheduled
for
discussion
as
a
lifelong
resident.

far
folks
choose
to
live
in
different
areas
of

city.

reason,

pgi
developed
areas
enjoy
the
water
and
relatively
restrictive
parking
requirements
which
they
requested,
those
that
don't
enjoy
less
stringent
regulations
and
not
asking
for
them
to
be
changed.
Of
course,
those
that
continually
violate
any
ordinance
should
be
dealt
with.

we
have
a
general
comment,
not
about
a
specific
agenda
item,
but
from

comment
on
downtown
development,
how
fortunate
we
are
as
residents
and
businesses
located
in
our
downtown
puna
gorda,
that
the
group,
conscious

city
council,
did
not
go
first
in
the
race
for
development.
Instead,
our
leaders
took
us
down
a
long
process
of
choice
and
evaluating
opportunities,
studying
what
can
be
our
future
for
our
city.
There's
been
no
waste
of
time
or
money
to
do
it.

staff

taking
this
project
through
highly
frustrating,
though
highly
frustrating
it
can
be
at
times.
We
as
a
community
need
to
be
honest
with
ourselves

our
vision
of
our
punta
gorda,

process

forced

deal

reality
with
this
opportunity
makes
my
head
spin
to
think
what
happened
just
across
the
bridge
with
sun
seeker.

also
happened

our
downtown
exclusive
support
beams
in
a
wait
and
see
attitude
from
a
developer
as
they
adapt
with
their
own
vision,
it
will
be
very
interesting,
as
residents
of
both
puna
gorda
and
charlotte
county,

see
the
outcome
for
sun
seeker.
We
here
on
this
side
of
the
bridge,
can
learn
a
lot
about
developers
how
they
position
themselves
for
business
ventures
and
an
eye
always
on
profits
in
our
area.
It
is
not
that
far
down
the
road.

is
prudent
to
listen

read
the
transcripts
for
their
earnings,
calls
that
allegiant
allegiant
travel
gives
analysts
of
major
investment
firms
at
the
end
of
each
quarter.
A
legion
has
to
keep
them
up

date

information

strategy,
as
it
adapts
with
sunseeker's
feature.
Each
of
these
analysts
needs
to
give
accurate
sound
advice
to
company
investors
to
earn
their
own
paychecks.

negative
evaluation

these
watchdogs
would
be

big
problem

allegiant

parking

overlay
district,

I
read
this
correctly,
this
would
be
extending
that
sro
to
every
residential
neighborhood
in
the
city
of
punta
gorda,
not
just
the
historic
district
but
the
but
the
not
neighborhood,
residential,

and
pd
neighborhood
residential.

question
that
I'm
a
little
confused
about
is
the
fact
that
we
are
in
the
middle
of
an
of
a
of
a
pandemic.
There's
lots
of
things
going
on
not
only
in
florida
but
in
the
world,
I'm
just
confused
about
why
we're
not
addressing

efforts
of
health,
safety
and

we

harbor
walk,

complete

getting
a

little

we
did
have
a
delay
in
the
electrical
for
some
of
the
lighting
and
such
because
the
contractor
had
a
delay
in

supplier
providing
the
material.

they
asked
for
a
30-day
extension
until
they
could
get
the
actual
material

complete
the
project.

expected
by
october
30th
some
of
the
remaining
improvements,
the
councils
to
begin
the
discussions

some

of
the
resurfacing
parking

and
on
street

of
the

security
taxes
for
payroll
dates
between
september
1

december
31st
2020.

employers

elect

defer

withholding

collect
those
amounts
deferred

that
time
period
from
the
employee

january

to
their

we

gilchrist
landing

boat,
ramp,
some
seawall

harbor
walk
moving
forward
in
time.

did
some
rehabilitation
work
to
the
fishing
pier,
replaced
the
aging
seawall
and
then
completed
the
playground,
which
we
have
to
thank
the
the
friends
of
the
gilchrist
park,
playground
for
donating
a
substantial
sum
to
the
the
completion
of
that
project
and
the
restroom
pavilion.

So
lots
of
improvements
have
been
made
to
go
across
the
park
over
the
last
decade
currently
ongoing.
We
have
the
phase
a
of
the
area,
two
improvements
which
is
herbal,
lock,
landscaping
and
lighting,
and
addition,
some
sidewalk
connections
to
the
font,
statue,
playground,
restroom
and,
of
course,
the
ubiquitous
storm
water
management
of
note.

The
improvements
are
parking,
walkway
connections
and
landscaping
again
and
and
associated
with
parking,
comes
landscaping
and
site
lighting.
So
there's
not
improvements
beyond
just
the
hardscape.

So
from
a
funding
picture
for
for
area
2,
we
originally
had
a
budget
projected
budget
of
2.6
million
dollars
for
phase
a
and
b
of
in
breaking
the
project
into
two
phases.

A
construction
was
approximately
two
1.2
million
dollars
and
we
have
a
total
engineering
design
cost
of
about
132
000.

So
to
date,
once
project
once
the
phase,
a
construction
is
complete.
We
will
have
expended
just
over
1.3
million
dollars,
leaving
us
with

balance
of
approximately
one

quarter
million
dollars.

order

construct

need
to
do
some
engineering
modification
work

we're
projecting
as
staff
will
cost

based
on
the
previous
work
that
was

design
plans

construction
of
phase

The
estimates
that
are
provided
here
are
based
on
2018
numbers
when
we
had
the
engineer's
opinion

cost,

well
as
a
bid
estimate
for
the
entire
construction
project,
so
that
phase
b
we're
estimating
at
approximately
2.2
million
dollars.

the
remaining
funds
of
one
and
a
quarter
million
dollars,
we
have
an
unfunded
amount

approximately

These
are
all
based
on
2018
cost
estimates
in
terms
of
potential
funding
sources.
To
look

gap

some
funds
and
undesignated
sales
tax,
some
general
funds
and
some
park
impact
fees
or
some
combination
thereof,

the
parking
along
reda
esplanade

was
some
discussion
about
eliminating
the
intersection
treatments

looking
at
what
those
intersection

lion's
share
of
the
cost
is
actually
ada
compliance
and
drainage
correction.

eliminate
all
the
parking,
the
the
cost
that's
reduced
from
the
the
engineer's
estimate
is
just
over
700
thousand
dollars.

some
redesign
costs
and
some
we
think
minor
grading

sod

incur
from
that
project,
so
we're
projecting.
That
would
be
approximately
15
of
the
total
for
any
of
these.

looking

hundred
thousand
dollars
worth
of
costs,
that
could
not
be
avoided,

you
eliminate
those

those
parking
improvements,
leaving
you
a
net
potential
savings
of
about

thousand

red
esplanade

the
parking
lots
that

park

trend
