lashley
Park
Pavilion
in
Punta
Gorda
to
raise
donations
to
help
the
for
Charlotte
County
conferences
provide
for
the
needs
of
qualified
families,
individuals
and
whereas,
over
the
past
year,
the
conferences
and
their
combined
volunteer
workforce
of
more
than
500
have
helped
thousands
of
men,
women
and
children
in
Charlotte
County,
who
received
goods
in
financial
aid,
totaling
1.9
million
dollars.
And
now,
therefore,
the
city
of
Council
of
city
of
final
Gorda
is
does
hereby
proclaim.

and
they

had

bid
opening

construction

quick

vendors

the
bid
will
get

the
beginning
of

hopefully

the
discussion
here
is
about
the
Lashley
Park
playground.
The
playground
was
originally
installed
in
2009
and
recently
we
had
to
close
the
playground
due
to
maintenance
issues
so
cost-wise
the
initial
project
we've
spent
about
$45,000
on
it
in
2012,
we
spent
another
twenty
three
thousand
dollars
changing
the
play
surface,
because
we
had
some
issues
with
the
initial
play
surface
that
was
installed
in
terms
of
temperature
issues.

A
ten
year
period
due
to
those
issues
and
costs
have
been
in
excess
of
$10,000,
and
these
are
really
low,
because
some
of
the
initial
work
that
was
done
in
the
initial
maintenance
repairs
were
actually
covered
under
walls,
so
that
that
is
initially
mitigated.
Some
of
those
recurring
maintenance
costs.
So
we
we
knew
that
there
was
a
problem.
We
had
a
capital
improvement
program
to
project
to
replace
the
playground.
It
was
initially
funded
for
$50,000.

Also,
there
were
limitations
regarding
the
proposed
surface
materials
that
they
were
that
they
were
considering,
and
they
specifically,
we
did
the
warranty
if
they
were
exposed
to
chlorinated
water,
so
definitely
a
huge
issue
given
the
location
of
the
playground.
So,
based
on
that,
we
we
rejected
that
proposal
and
we're
coming
back
to
you
with
three
potential
options.
We
have
to
either
replace
the
playground
at
surfacing,
which
will
require
increasing
budget
for
that
we
can
convert
the
playground
space
into
a
covered
picnic
pavilion
or
expand.

Potentially,
the
splash
pad
area
with
additional
water
features
right
through
those
options
real
quickly,
so
in
option
one.
We
proposed
that
the
budget
be
expanded
to
up
to
$100,000.
In
addition
to
that,
we
propose
that
we
account
for
the
capital
maintenance,
with
an
annual
budget
of
approximately
two
thousand
dollars
and
plan
on
a
life
cycle
for
this
equipment
of
ten
years,
so
10-year
replacement
cycle
for
any
playground
and
surface
equipment
and,
of
course,
the
playground.

would
focus
on
finding
items
that
are
corrosion,
resistant,
age-appropriate
and
ata
accessible
and
we're
looking
for
durability
and
fall
zone
performance
and
those
play
surfaces
option
two
would
be
to
produce
covered
picnic
pavilion
in
the
area.
We
have
picnic
tables
in
that
location
and
we
have
covered
seating,
but
bringing
the
two
together
has
been
a
request
by
many
of
the
park
users
over
the
years.

There
would
be
an
minimal
annual
maintenance
involved
in
that
proposal.
The
proposed
budget,
the
existing
budget
of
$50,000
for
the
playground,
could
potentially
cover
the
cost
of
this
project.
We
would
have
a
lifecycle
of
approximately
25
years,
with
the
actual
pavilion
and
15
years,
or
so
with
actual
tables
that
may
be
shorter
due
to
the
exposure
to
chlorinated
water,
most
of
our
picnic
tables
and
other
equipment
or
steel.

a
funding
standpoint,
there's
currently
some
general
funds
of
$50,000
option,
one
playground
surfacing
either
CRA
or
general
funds
up
to
$50,000
additional
option
to
the
cover
picnic
pavilion
with
no
additional
funds
anticipated
option

pad
would
be
up
to
$25,000
for
the
for
the
new
play
area
and
in
addition
to
the
existing
$50,000
and
then,
of
course,
the
pump
and
filter
replacement
is
again.
Those
are
CRA
funds
that

already

fifty
thousand
dollars
for
that.

say
this,
because
so
many
families
use
this
now.
This
is
like
part
of
their
life
and
and
just
from
one
of
my
roles
is
that
I'm
deal
with
recruiting
healthcare
professionals.
One
of
the
big
problems
we
have
with
recruiting,
especially
doctors,
nurses,
etc,
is
the
lack
of
amenities
for
families
and
I?
Think
that
we
shouldn't
think
of
degrading
this
at
all,
I
mean
already
too
many
of
our
families
have
to
go
to
Fort
Myers
in
Sarasota,
for
for
their
families.

the
chairman
of
the
parks

recs
board
for
the
county,
and
we
have
dug
you
into
this
pretty
heavy
and
the
county
side,
and
if
you
haven't
been
to
McGuire
Park
to
see
that
interactive
fountain
up

it's
packed
every
day
with
a
lot
of
kids
and
also
the
playground
equipment,
so
I
think
we're
on
the
right
track.

think
it'd
be
ashamed
to
do
away
with
the
playground.

think
we
every
time
we
have
something
for
our
kids.

it
away,
if
you
either
get
your
tracks
in
our
city,

we
need
to
have
more
for
the
kids
to
do
when
you
go
over
to
to
last
a
park

festival

only
time

things
going
on.

the
kids
in
the
splash
pad

playground

perplexed

there's
a
concern
with
being
chlorine
tolerant,
there
has
to
be
thousands
of
installations

this
country
that

proximity

chlorine
elements

just
very
polar
perplexing
that
we
can't
get
can't
get
a
item
or
a
product
that
you
know
isn't
filled
with
a
lot
of
butts.

use
it
in
this
situation,
but
again
whatever
it
takes
to
go
ahead
with
the
proposal.

along
and

those
funds,

setting
aside

when
we
brought

reappropriation

reappropriation

Lashley

Maintenance
amenities

don't
know
what
year

these
big
items
would

with
facilities

today's
presentation
on
our
pilot
Corridor
vision
plan
for
u.s.
41
in
Charlotte,
County
I'm
gonna
cover
three
items.
The
first
is
going
to
be
a
background
as
to
why
we
even
embarked
on
this
corridor
vision
plan.

So
starting
off
with
the
background
at
the
district
staff
has
been
discussing
for
a
while
that
the
land
development
patterns
and
our
transportation
projects
aren't
always
supportive
of
each
other.
They
don't
always
work
together.
For
example,
let's
say
we
have
a
large
development
coming
alone,
a
state
roadway,
a
development,
that's
probably
designed
with
the
car
in
mind.
We
know
it's
going
to
have
impacts
on
the
state
roadway
and
already
early
on,
there's
whisperings.
Now
the
widening
is
needed
to
accommodate
that
new
growth
possible
cogent
congestion,
either
now
or
in
the
future.

However,
we
have
seen
that
widening
a
roadway.
Sometimes
it
changes
a
community's
dynamics.
Widening
a
roadway
could
also
unintentionally
increase
the
driving
speeds
of
motorists
traveling
through
that
corridor,
and
then
we've
also
come
into
situations
where
it's
just
maybe
not
feasible,
to
widen
a
roadway
either
because
of
cost
or
because
of
right
away
impact.

So
in
all
these
situations
you
know
what
do
we
do
at
district
1
we've
been
thinking
about
how
we
can
be
proactive,
how
we
can
partner
better
with
our
communities,
so
our
transportation
projects
are
supportive
of
your
goals
in
your
tradition
and
part
of
our
new
approach
is
focusing
on
what
we
can
do
in
the
planning
space
part
of
our
district
Secretary's
initiative.
Secretary

mandolin

to
be
proactive
and
to
work
on
building
relationships
with
the
planners.

our
partnering
agencies
to
address
this,
we
did
a
bit
of
reorganization
at
the
district
and
we
have
a
new
unit
called
planning
studio
which
I'm
a
part
of,
in
addition
to
building
these
relationships
and
engaging
local
planners,
often
in
the
process,
we
are
also
charged
with
helping
to
bridge
that
land
use
and
transportation
connection
for
the
district
and
building
on
the
first
two
initiatives.
We've
also
been
tasked
with
documenting
a
vision
for
every
state
roadway
in
the
district.
Now
we
have
a
large
district,
it's
12
counties.

to
kick
off
this
new
essentially
program
for
plans.
We
decided
to
do
a
pilot
study,
so
today,
I'm
here
to
talk
about
our
28
mile
pilot
study
through
Charlotte
County.
We
felt
very
fortunate
about
the
timing
of
our
initiative.
There
were
plans
being
worked
on
or
in
the
process
of
starting
their
updates,
such
as
the
county's
comprehensive
plan.
Of
course,
the
city
was
working
on
their
citywide
master
plan.
The
MPO
was
starting
discussions
on
how
they
were
going
to
update
their
long-range
transportation
plan.

So
on
this
slide,
I
have
some
major
milestones
for
the
project
over
pretty
much
most
of
last
year.
We
did
our
research
and
we
engaged.
First,
we
engage
with
your
winter
staff
on
these
slides
they're
mentioned
as
stakeholders,
but
the
stakeholder
group
was
not
only
staff
from
your
planning
departments
from
your
public
works
departments.

So,
before
I
get
more
detail
about
what
we
did
in
this
process,
the
questions
we
asked
the
input
we
got
I
want
to
briefly
go
over
the
framework
we
use
to
to
draw
the
vision.
So
the
Department
of
Transportation
over
the
past
few
years
has
been
working
on
context,
sensitive
solutions,
Complete,
Streets
and
integrating
those
policies
into
our
process,
because
we
are
focused
on
doing
a
better
job
of
putting
the
right
Road
in
the
right
place.

So
I
would
just
kind
of
like
to
to
add
that
this
context,
classification
system
is
tied
to
some
design
opportunities
listed
out
in
the
Florida
design
manual.
So,
for
example,
if
you
are
classified
as
a
c4
or
you
want
to
be
a
c4,
your
range
is
4
sidewalks
4
lane
whips
are
different
than
if
you
were
in
a
in
the
rural
context.

would
say
that
the
more
urban
you
get
the
more
options
you
have
to
put
in
wider
sidewalks
for
certain
types
of
bike
lanes
and
in
our
process
we
learned
that
the
city
is
kind
of
going
towards
a
direction
of
being
urban,
maybe
a
little
bit
more
and
intensity,
while
still
keeping
that
small
time
small-town
feel
okay.
So,
with
this
as
the
tool
we
use
to
get
an
idea
of
the
context
and
start
to
get
an
idea
of
what
an
appropriate
corridor
a
corridor
that
supports
that
context
would
look
like.

actually
draw
the
vision
from
input.
We
cultivate
that
from
stakeholders
in
the
public,
and
once
we
have
an
idea,
what
that
vision
is
using
this
tool.
It
helps
us
start
to
sort
through
what
are
the
gaps?
What
are
the
strategies
that
we
should
pursue
the
district
or
planning
partners
such
as
the
city
and
the
county
to
reach
that
vision,
vision.

with
that
I'll
start
off
with
our
stakeholder
meetings,
we
had
a
variety
of
meetings
from
about
June
to
August,
and
these
meetings
were
more
like
discussions.
We
had
quite
a
few
questions
and
we
wanted
to
get
a
better
sense
of
what
is
the
context
of
the
communities
along
this
corridor
and
what
are
the
needs?
Some
of
the
questions
we
asked
were
our
land
use.
Our
land
development
patterns.
Gonna
stay
the
same
20
years
out
or
are
they
expected
to
change?
Where
are
they
expected
to
change?

got
a
lot
of
input.
This
is
just
some
highlights
of
of
what
we
heard,
but
I
would
like
to
point
out.
There
was
a
quite
a
bit
of
discussion
about
wayfinding
the
need
set
to
look
into
that
along
the
corridor.
There
also
was
quite
a
bit
of
discussion
around
speed
mitigation
at
Peace,
River
Bridge,
especially
on
the
approaches.

so
with
all
this
input
from
the
stakeholders,
we
took
some
time
to
digest
that
and
we
used
it
to
prepare
for
the
public
meetings
that
we
had
in
October.
We
had
two
public
meetings
along
the
corridor
and
these
meetings
were
more
of
interactive
workshops.
We
wanted
to
make
sure
that
they
were
engaging.

definitely
put
a
lot
of
attention
to
getting
the
word
out
there
that
we
were
having
these.
We
thought
we
had
a
pretty
good
turnout,
some
of
the
activities
we
have
for
participants.
We
had
plenty
of
staff
there
in
a
sense
manning
booths
to
answer
questions
and
to
take
input.
We
had
role
plots
for
people
to
mark
on.
We
had
sticky
notes
as
well
for
some
of
the
larger
comments.

also
had
some
draft
concepts
that
were
based
on
the
input
that
we
heard
at
the
stakeholder
meetings
and
we
took
those
draft
content
concepts
out
to
the
public,
because
we
wanted
to
hear
what
they
thought
about
them.
If
we
were
missing
anything
if
we
were
missing
another
area,
we
also
had
a
live
pulling
exercise.
During
these
meetings,
we
asked
questions
to
get
a
better
sense
of
who
is
at
the
meeting.
We
also
asked
quite
a
few
questions
to
get
a
sense
of
what
participants
thought.
The
vision
for
us
41
should
be.

For
the
most
part,
a
lot
of
what
we
heard
was
similar
to
what
we
heard
at
the
stakeholder
meetings,
but
we
did
have
a
lot
more
comments
and
discussions
on
freight
movements
towards
the
southern
end
of
the
corridor.
Guess
the
concern
was
that
some
drivers
choose
to
bypass
the
weigh
station
on
I-75
and
they
use
us
41.
We
also
had
a
lot
of
discussions
about
multimodal
facilities,
bike
lanes,
sidewalks
and
where
they're
placed
along
the
corridor.

so
I
know
everyone
got
a
copy
of
the
brochure
and
now
I
want
to
just
provide
a
brief
overview.
So
the
beginning
of
the
brochure
goes
overs
in
more
detail
what
I've
been
discussing
about
what
we
heard,
what
our
research
showed
about
the
corridor
and
all
the
input,
but
the
second
half
of
the
brochure
has
four
concepts.
Those
are
the
concepts
that
we
presented
to
the
public
and
concepts
that
we
revised
based
off
of
that
input.

second
concept
that
is
probably
of
interest
to
you
is
the
Charlotte
Harbor
concept.
This
was
very
interesting
to
work
on
because,
as
the
city
was
working
through
its
master
plans,
there
was
a
lot
of
information
about
what

current
vision
on
the
pinna
gorgeous
side
of
the
bridge
might
be.
So
we
do
their
best
to
be
supportive
of
what
we
were
hearing.

another
item
to
highlight
on
this
concept:
it's
the
bridges
in
the
version
that
you
have
a
bar
brochure.
There
was
some
older
language
and
we
updated
that
to
just
clarify
that
when
the
bridge
is
when
there
is
an
opportunity
at
some
point
in
the
future
to
replace
the
bridge.
These
are
some
ideas
to
consider,
but
the
bridge
is.

other
two
concepts:
the
Parkside
CRA.
We
got
a
lot
of
comments
about
the
frontage
roads
on
u.s.
41,
so
this
was
our
concept
to
illustrate
some
of
the
ideas
that
we
should
consider
for
working
on
that.
Looking
to
what
that
could
be
in
the
future,
they're
also
Murdoch
Village
seems
to
be
an
upcoming
activity
center
in
the
county.

we
are
looking
for
today,
terms
of
next
steps.
This
is
an
introduction
to
the
draft
brochure
we
are
seeking
comments
from
from
you
and
your
staff
over
the
next
three
to
four
weeks
really
by
the
end
of
February.
We
have
already
shared
this
brochure
with
the
county
and
we're
also
awaiting
their
feedback
as
well.

the
florida

harbor
transportation,
intimal
assistance,
development,
the
cost
of
a
traffic
signal
varies
significantly
depending
on
the
typical
section
of
the
roadway
and
the
number
of
legs
of
the
intersection.

hundred
thousand
dollars
up
to
almost
a
half
a
million
depending
on
the
type
of
arms.
It
needs
a
number
of
heads
number
of
crossings,
so
you're
asking
a
very
specific
question
in
mind
and
I
have
no
details.
So
it's
very
broad.

asking
that,
because
there
has
been
preliminary
discussion
on
the
part
of
the
Harborside
Performing
Arts
Center,
that
they
would
be
interested
in

looking
at

opportunity

close

section

Retta
Esplanade

between
Taylor
Road
and
41
northbound.
And
that's
the
intersection
you're
showing
that
you
want
to
do
an
improvement
at
with
a
potential
traffic
signal
in
front
of
the
wyvern
Hotel.

city's

a

believe
we
asked
for
a
signal
warrant
study
at
the
two
crossings
at
red,
Esplanade
and

northbound
and

FDOT
undertook
at

result
of
that
request,
it
was
determined
that
a
signal
traffic
signal
was
warranted
at

intersection
just
take

cumbersome

Madrid
if
the
people
aren't
using
the
burnt
store
Road
as
a
solution
to
get
back
to
41,
it's
just
too
hard
to

basically

u-turn.

difficult

road

and
they're
very
very
concerned
about
that.

those
comments

spoke

some
members,

we

to
emphasize
that
this
is
a
concept
you
know
these
are
some
ideas.

thing

we've
considered

this
concept.

there
was

connection.

then,
you
also
have
to
start
thinking
about
traffic
calming
to
put
some
other
items
designed
for
other
items

help
people
sort

that's
a
road,
they

neighborhood.

meetings

going
on
at
the
meetings.

don't
see
the

meetings
on
the
same
