Description
Burnt Store Isles Canal Advisory Committee 9-14-2021
A
Did
you
get
my
photos.
B
Me
no
sir,
I
did
not,
did
you
send
them
today.
C
B
D
D
E
E
E
E
E
So
we're
good
to
go,
sir,
all
right,
gold
order.
I
guess
the
first
thing
is
roll
call
please
and
then
the
pledge
after
that.
C
E
B
Be
I
apologize,
we
have
a
new
agenda
format,
it's
a
new
whole
new
software,
we're
still
working
out
some
kinks
in
it,
and
I
apologize
for
not
having
that
on
there.
The
12th.
E
A
We
do
have
a
few
ccsps
on
the
agenda.
Correct.
E
B
E
B
Again,
you
have
a
couple
meeting.
You
have
a
couple
reports
of
the
budget
utilization.
I
want
you
to
note
that
the
the
budget
for
the
seawall
replacement
in
last
month's
meeting-
I
was
not
here,
and
I
know
it
was
asked.
What
is
the
difference
between
annual
scheduled
work
and
amended
scheduled
work?
It's
when
we
have
to
do
a
budget
transfer
to
cover
costs
that
weren't
in
the
initial
estimate?
That's
what
your
new
money
is
so
like,
for
instance,
the
seawall
replacement.
B
Our
initial
budget
was
250
000
for
the
year,
but
because
we
had
a
seawall
failure
out
at
valletta,
I
had
to
find
money
and
transfer
it
into
that
account
line,
making
it
287
thousand
okay.
So
that's
why
those
numbers
fluctuate
it
and
you
can
pretty
much
you
can
follow
it.
I
took
some
of
the
money
out
of
inlet
dredging
to
pay
for
the
mayor
cut
pilings.
B
So
that's
it
kind
of
shows
you
where
I'm
taking
money
from
I'm
just
moving
money
around
to
pay
for
different
things
that
weren't
planned
all
right.
Does
that
answer
your
questions?
Okay.
I
also
want
to
mention
that
our
new
budget
figure
for
sea
wall
replacements
will
be
three
hundred
and
eighty
six
thousand
one
hundred
and
ninety
dollars
due
to
a
contract
increase
this
year.
We
should
be
we're
estimating
an
additional
250
lineal
feet
of
sea
wall.
B
Well,
you
know
there's
a
lot
that
there's
a
lot
of
cost
variables
involved
with
that
if
we
have
pipe
if
we
have
dead
men,
if
you
know
if
we
have
davit
bases,
we
have
to
remove
there's
a
lot
of
different
variables
and
and
I'll
be
honest
with
you.
I
did
not
come
prepared
for
that
that
rate,
but
I
can
bring
it
next
month
if
you'd
like.
F
I'm
just
curious:
are
we
seeing
increases
in
the
cost
for
doing
this
significant
increases,
or
is
it
something
that
you
know
is
a
couple
percent
above.
B
D
B
B
Yep
and
it's
just
not
canal
maintenance
that
reviews
it.
The
finance
director
reviews
it
public
works
director
reviews
it,
the
city
manager,
reviews
it
so
there's
quite
a
process.
It
goes
through.
It's
just
not
me
that
reviews
all
that
stuff
so.
A
B
I
can
get
you
a
packet.
B
B
Okay,
so
you
can
see
in
the
month
of
august
for
the
intent
of
the
audience
here.
Seawall
replacement
was
at
250
000..
We
ran
a
little
bit
over
our
budget
this
year,
so
I
had
to
take
money
from
another
account.
It
was
at
262
and
then
we
had
the
seawall
failure
out
at
valletta
and
I
had
to
find
borrow
more
money
from
another
account
line
and
it
brought
that
seawall
replacement
fund
to
287
000..
B
See
well
status,
yep,
okay,
there's
august
report
you
can
see
valletta
was
added
to
the
the
letter
was
our
seawall
failure
and
that
was
added
to
our
list
of
seahawks
in
august.
B
B
I've
also
included
in
your
packets
next
year's
sea
wall
list,
as
well
as
the
schedule.
Just
in
case.
You
have
questions
from
anyone
that
asks
you
questions
always
remember.
Schedules
are
made
to
be
broken,
things
happen,
so
if
you
ever
get
questioned
about
a
project
or
whatever,
please
have
them
call
me
I'll,
be
more
than
happy
to
you
know,
answer
any
of
their
questions.
B
E
B
Again,
we're
still
having
an
issue
with
printing
the
permits
from
the
building
department.
It's
a
whole
software
pro
thing
that
they're
trying
to
work
the
kinks
out
on.
So
I
apologize
if
there's
a
particular
permit
that
you
guys
are
interested
in
or
you
see
someone
getting
a
doc
put
in
that
you
have
questions
about.
Please
give
me
a
call
email
me
and
I
will
do
whatever
I
can
to
get
you
those
answers:
okay,
okay,.
C
Way
down
to
capital
improvement,
then
all
right
good
afternoon
for
the
record,
gary
disher
capital
improvement
project
for
august
august,
didn't
change
anything
on
the
program
there
and
september.
Just
the
same,
we've
received
our
army
corps
permit.
We
have
all
permits
in
hand
so
coming
up
next
year
next
fiscal
year,
which
obviously
is
next
month,
we'll
be
able
to
get
the
bsi
inlet
widening
rolling.
E
C
B
Oh,
I
don't
know,
I
know
that
we
moved
all
the
money
for
construction
up
to
this
fiscal
year.
This
coming
up
fiscal
year,
so
we'll
be
ready
to
go.
What
happens?
What
you
can
expect
to
happen
is,
I
will
submit
my
request
to
the
procurement
department
and
then
they
will
advertise
it,
but
they
have
to
do
their
thing
to
it.
They
have
to
add
their
front-end
documents
to
the
specifications
and
do
all
that
stuff,
so
it
might
take
them
a
month
before
they
actually
get
it
out
on
the
streets.
B
But
that's
what
I'll
do
is
I'll.
After
october
1st,
you
can
only
imagine
that
procurement's
rather
busy
with
everybody
putting
in
all
their
new
purchase,
orders
and
stuff
like
that
for
the
fiscal
year,
and
then
after
that,
they'll
start
working
on
projects
so
terrific.
So
I
expect
around
mid-october
I'll,
send
it
up
there
and
it'll
probably
be
about
a
month
before
they
start
advertising
it.
But
I'll
keep
you
guys
posted.
A
C
We
have
both
august
and
september's
in
here,
and
the
we
had
a
site
visit
with
a
consultant
in
army
corps
to
review.
Our
permit
army
corps
still
has
our
overall
sea
wall
and
riprap
permitting
tied
up.
We
haven't
been
submitted
off
to
national
marine
fisheries,
yet
for
consultation,
so
they
gave
us
a
whole
new
item
or
a
list
of
items
to
go
through
before
they
submit
that
on
up
to
national
fisheries
service.
C
C
Any
questions
on
the
agreement
there
nope
we
did
have-
or
we
do
have
the
dep
permit-
issued
kathy
submitted
in
the
the
the
documentation
we're
bound
by
the
dep
permit.
As
long
as
it
doesn't
step
on
the
toes
of
the
current
army
corps.
Permit
so
we're
we're
working
forward
with
the
arm
or
the
dep
items,
but
not
the
army
corps.
Yet.
C
So
what
we've
got
or
what,
based
on
the
the
meeting
last
month,
I
watched
the
video
to
find
out
what
everybody's
you
know,
questions
and
concerns,
and
things
of
that
nature
were
so.
I
did
some
some
digging
and
trying
to
find
out
how
best
to
answer
those
questions,
and
so
what
we've
come
up
with
is
a
gis
map
that
shows
us
our
our
canal
system
and
we've
got
historical
imagery
and,
unfortunately,
the
imagery
service
that
I
was
hitting
decided
not
to
work
about
15
minutes
before
I
started
driving
over
here.
C
So
we're
going
to
try
to
get
through
this
as
best
I
can.
If
it's,
if
it
it's
not
going
to
answer
y'all's
questions
and
what
we
can
do
is
I
can
bring
this
back
up
next
month,
because
the
mapping
is
all
built
for
us,
but
I'll,
try
to
get
in
here
and
describe
what
we're
looking
for.
I
guess
before
we
step
into
that
a
little
bit
of
brief
history
back
in
91.
I
guess
the
question
was:
when
would
when
did
the
system
go
from
50
foot
navigable
channel
down
to
40.?
C
C
C
C
The
city
engineer
had
issued
a
memorandum
to
kim
regarding
the
study
that
went
out
to
all
the
interested
parties
and
they
would
destroy
the
study
itself
recommended
reducing
the
navigable
channel
from
50
to
40
feet
so
that
came
out
of
their
the
kimberley
horn
study.
C
Bsi
had
met
on
an
o4
to
discuss
that
item,
including
all
the
work
to
be
done
for
the
mangrove
trimming
and
the
dredging
project.
That
was
in
july
and
august.
The
bsi
cac
your
predecessors
discussed
the
actual
ordinance
change
and
they
verified
the
canal,
with
revision
to
40
feet.
City
council
adopted
that
in
october
of
04
for
first
reading
and
then
october
20th
for
the
second
reading.
So
that's
when
that's
when
the
channel
was
changed
from
50
to
40
feet.
C
C
C
The
red
on
this
is
going
to
be
the
mangrove
line,
so
everything
I've
got
traced
in
red
is
going
to
be
mangrove.
Okay,
we've
got
structures,
meaning
seawall
and
docks
or
lifts.
I
just
kind
of
grab
some
of
the
outer
extents
and
I'll
turn
on
an
aerial
here
in
a
minute
to
show
you,
rock
shelves
are
depicted
in
here
as
well
as
the
rip-rap,
so
the
rip-rap
is
going
to
be
in
yellow
or
this
orange
color
here.
C
So,
as
you
can
see
along
the
that,
I
guesstimated,
where
those
lift
beams
would
be
on
some
of
these
items,
but
it's
pretty
close,
and
this
is
all
based
on
aerial
digitization.
You
know
where
the
rip-rap
or
the
mangrove
limits
are.
Where
rip-rap
is,
I
kind
of
took
it
just
out
into
the
mouth
a
little
bit
just
to
show
us
some
of
that,
but
you
can
see
where,
where
those
limits
are
on
the
shoreline
I'll
turn
on
our
offsets.
C
Now
our
offsets
10
feet
from
the
seawall.
That's
what
that
line.
Is
here's
a
40
foot
from
seawall
and
then
a
50
foot.
So
right
now
we
have
a
10
foot
from
seawall
and
then
40
feet
out
is
our
navigable
channel
so
that
50
foot
perimeter
line
here
is
what
currently
exists.
You
know
if
you
put
a
10-foot
dock
in
and
then
the
50-foot
navigable
channel,
you
can
see
back
in
the
day
when
that
was
when
that
was
shown.
As
another
10
feet
out,
the
channel
would
be
out
in
the
mangroves.
C
And
I
can
show
you,
let's
see
if
I
can,
I'm
going
to
turn
off
that
structure
offset
real
quick,
and
so
we
can
see
where
the
you
can
see
how
the
aerial,
how
I've
got
the
it's
going
to
swipe
that
red
line
off
of
the
imagery
and
I'm
going
to
see
which
one
of
these
aerials
will
work.
I'm
hoping
this
one
does
that.
C
C
So,
as
you
can
see
that
that
red
line
stays
on
that
20
20
limit
and
then
as
we
swipe
this
back
up
and
forth,
you
can
see
how
the
the
difference,
in
the
actual
you
know
where
the
mangroves
were
so
we'll.
I
guess
we
can
go
up
here.
I
know
one
of
the
pinch
points
that
we've
talked
about
or
a
narrow
area.
C
D
D
A
line
on
the
outside
that,
I
think,
was
blue.
That
I
guess,
is
the
boundary
of
the
development.
C
So
they
never
dredged
that
originally.
So
when
we,
when
our
that
last
big
dredge
project,
we
did
when
we
dredged
when
we
found
rock,
we
couldn't
remove
the
rock,
because
it
was
obviously
never
originally
dredged
out
of
there.
The
rock
didn't
grow
there.
You
know
so
they
they
cut
that
channel
only
to
that
width,
so
we
had
to
dig
up
to
the
rock
and
then
leave
the
rock
alone,
and
that's
where
those
those
spots
are
as
identified
during
that
project.
C
C
C
They
don't
they
don't
much
like
fiori
to
actually
dig
that
out,
because
it's
got
different
benthic
resources,
it's
different.
You
know
substrate
things
of
that
nature,
so
they
they
don't.
Let
you
to
touch
the
rock
at
all.
C
All
right,
so
I'm
going
to
show
you
here
and
and
part
of
that
kimberly
horn
study
that
I
mentioned
earlier.
Let
me
turn
off
the
flatted
limit
part
of
that
kimley
horn
study.
They
went
in
and
actually
you
know,
went
in
and
widened
out
some
areas,
so
you
can
see
that
we're
actually
wider
than
we
were.
I
know
there's
been
always
the
talk
of
you
know.
Mangroves
growing
in
you
know
significantly.
C
This
was
all
the
way
back
from
o3.
I
went
all
the
way
back
to
the
94s.
They
looked
great
same
way.
You
know
where
we
were
holding
the
line,
if
not
actually
with
that
permit
actually
doing
the
opposite.
Where
we
push
that
line
back,
you
know
go
back
down
to
the
other
spot
of
the
subdivision
here
or
another
pinch
point.
I
guess
we
could
look
at.
C
C
C
Right
where
those
like
right
here,
where
the
double
arrow
is
right,
where
the
the
mangrove
limits
were,
they
knocked
the
tops
off,
but
the
rock
shelf
was
still
underneath.
C
So
you
can
see
that
you
know
just
because
the
the
top
of
the
green
mangroves
was
removed,
all
that
rock
substrate
was
left
underneath
and
if
you
can't
dredge
it.
I
mean
in
the
permitting
of
of
items
that
measure
across
the
canal
we're
measuring
to
the
green
on
the
mangrove.
But
in
fact
you
know,
there's
navigable
water
there
that
there's
a
rock
shelf
there
that
we
can't
dredge
at
any
further.
C
Contour
grouping
this
is
based
on
our
as
built
from
our
bathmetrics
survey
from
our
as
built,
so
that
last
big
dredge
project
we
have,
and
so
we've
got
the
bottom
of
negative
seven
is
what
we
were
to
dig
to,
and
you
can
see
that
you
know
right
where
that
lift
is.
Let
me
turn
off
that
right.
Where
that
lift
beam
is
you
know?
That's
the
edge
of
the
channel
is
right
where
that
is.
C
Well
in
this
case,
if
you
were
to
push
that
40
feet
out
here,
grab
a
quick
measurement
so
from
here
to
where
the
negative
7
is
there's
only
what
26
feet
you
can
see
right
up
in
the
right
in
this
box
for
the
length,
so
that
channel
is
only
26
feet
there
38
to
the
mangrove,
but
you
only
really
have
26
feet
of
good
water
from
where
that
lift
is.
C
C
Here's
another
instance
where
we
have
a
rock
across
and
we've
got
a
lift.
That's
sticking
out.
You
can
see
where
the
dredge
project
we
were
able
to
dredge
up
to
this,
but
we
had
to
go
around
the
lift
and
so
in
doing
so,
we've
got
about
21
feet
of
good
water
22
feet
and
then
not
too
much
further
over
27
feet.
We
got
a
rock
shelf,
but
you
can
measure
on
out
to
the
mangroves
and
you're
at
40..
C
These
numbers
were
based
on
mean
low
water
or
navd
yeah
navd
88
datum,
so
the
negative
seven
gets
us
to
negative
six
mean
low
water.
I
know
it's
a
little
confusing,
but
it's
it's
based
on
a
real
real
datum
where
our
negative
our
mean
low
water
in
this
area
is
negative.
One
nabd
88
datum
negative
1.04
or
negative
1.05
somewhere
in
there.
So
the
negative
seven
is
our
golden
number.
Where
that
gets
us
six
feet
below
mean
low
water.
C
Yes,
sir,
and
those
weren't
you
know
surveyed
in
and
those
were
us
going
out,
we
were,
it
was
basically
beating
them
up
on
hey
you
didn't
we
didn't
get
the
full
dredge
profile,
so
we
went
along
and
they
went
along
with
the
you
know:
you're
you're,
going
along
sounding
the
bottom
and
it's
like
hey.
We
couldn't
get
the
width
on
the
cross-sectional
area
there
because
we're
in
rock.
C
C
All
right,
you
can
see
from
o3
turn
this
way
back
on.
C
C
And
let's
see
here
another
interesting
thing,
this
shallow
basin.
Here
you
would
think
if
we
had
any
mangrove
encroachment.
That's
perfect
water
for
mangroves
to
encroach
no
boat
traffic,
no
deep
water,
all
of
those
items,
but
you
can
see
that
that
those
mangroves
haven't
haven't
really
moved
in
since
0203.
C
C
C
You
know
the
eleverts
work
well
in
staying
within.
You
know.
These
are
all
the
existing
eleverts.
They
stay
good.
We've
also
got
them
outside
of
our
outside
of
our
our
so-called
good
water
or
good
water
isn't
near
as
wide.
Obviously,
as
you
know,
some
of
the
other
subdivisions,
but
it's
what
we
were
kind
of
granted
or
gifted
by
pgi
when
the
subdivision
became
became
ours.
There.
C
Hopefully
that
answers
your
questions
that
you
all
had
last
month.
I
don't
know
any
questions
for
me
since
we
just
ran
through
that
sorry,
it
didn't
work
as
well
as
I'd
like
it
to
with
some
of
the
other
aerials,
but
that's,
I
think
it
tells
enough
of
the
story
that
you'll
get
an
idea
as
to
what
you.
E
Know
gary
you
know
this
is
very
interesting
and
I
think
if
we
could
see
this
map
every
time,
there's
a
special
permit
request
for
the
perimeter.
C
F
And
and
rick,
I
think
this
would
be
a
perfect
tool
to
put
in
those
notes
that
you're
writing
to
the
bsi
to
dispel
the
motion
that
right.
I've
already.
A
F
C
C
D
C
Yeah,
if
they're
loaded
they're,
I
know
we
actually
stuck
the
dredge
barge
on
the
bottom
down
on
trieste.
They
were
trying
to
go
around
some
of
the
lifts
on
trieste
and
actually
ran
the
dredge
barge
around
a
ground,
and
they
had
that
was
during
that
big
project.
We
had
to
wait
for
the
tide
to
come
back
up,
so
they
could
get
the
dredge
barge
off
the
bottom
to
keep
moving
because
they
were
trying
to
shimmy
around
a
lift.
That
was,
you
know,
trista
super
narrow
down
in
there
anyways.
E
B
Yep
well,
I
do
want
to
add
a
little
bit
of
information
to
let
you
know
we're
going
to
handle
the
mangrove
trimming
a
little
bit
differently
this
year,
we're
going
out
for
a
contract.
B
C
B
Way,
it's
not
a
lingering
thing
that
lasts
all
year
round.
I
still
will
have
a
contract
in
place
if
I
have
any
kind
of
emergency
mangroves
that
need
to
be
trimmed
or
something
like
that,
but
we're
just
going
to
have
like
a
one-time
mangrove
trimming
permit
and
just
get
it
all
done
and
be
done
and
over
with.
E
D
B
D
B
One
trip
out
there
and
I
you
know
when
I
get
the
invoice,
that's
when
I
make
my
trip
out
there
to
go,
do
the
mangrove
inspection
once
I
get
the
invoice,
that's
how
I've
been
managing
the
contract
for
now.
If
I
tell
them,
oh,
let's
meet
and
talk
about,
you
know
what
needs
to
be
trimmed
then.
Well
then,
there's
negotiation
whatever
I'm
counting
on
them,
100
to
get
it
done
and
then,
when
I'll
go
back
and
do
the
inspection
to
pay
before
I
pay
the
invoice.
B
Yes,
we
can
have
that.
I
just
wanted
to
give
you
guys
a
hard
copy
of
that.
That's
what's
been
posted
on
our
website
and
in
our
weekly
highlights.
That
is
the
link
in
our
weekly
highlights
that
says.
If
you
want
to
know
when
your
c
wall
is
going
to
be
replaced,
or
you
want
to
know
if
you're
on
the
list-
that's
the
document,
it
takes
you
to
okay,
I
just
wanted
you
guys
have
a
copy
of
that.
So
if
someone
asks
you
questions
even
about
pgi,
at
least
you
have
that
information
as
well.
B
E
D
Vast
majority,
so,
instead
of
having
to
spend
all
that
extra
money
both
on
the
homeowners
part
city,
and
what
have
you?
Why
don't
we
consider
saying
if
you're
gonna
put
a
lift
on
the
rim
canal,
if
you
put
an
elevator
lift
it's
a
done
deal,
you
don't
have
to
come
here
to
get
a
special
permit.
Now,
if
you
want
to
put
in
a
piling,
lift
then
have
them
do
that,
but
it
seems
like
everything
that's
being
approved,
is
an
elevator
lift.
So
why
don't
we
just
save
time,
hassling
money
and
say
if
you
own
a.
D
D
D
H
D
H
G
But
then
you
say
that
I've
objected
before
about
making
a
new
homeowner
come
in
for
a
special
permit,
and
you
said
that
that
was
just
to
cover
costs
that
you
incurred
to
make
sure
that
the
elevator
lift
that
we
ultimately
did
approve
was
okay.
H
And
that's
possible:
I
would
have
to
have
staff
look
at
the
water
leg,
the
waterway
and
look
at
the
choke
points
to
make
sure
there
weren't
some
areas
that
just
won't
take
a
lift.
I'm
not
saying
there
is
or
not.
I
don't
know
that.
E
E
You
know
where,
if
we've
been
positioned,
20
feet
or
30,
feet
farther
to
the
south
or
east
would
have
been
a
lot
better
than
position
right
on
that
term.
So
we,
I
think
we
would
still
have
to
have
some
in
clarification
for
those
specific
issues.
B
I
just
wanted
to
make
a
comment:
kathy
miller,
canal
maintenance.
You
guys
are
only
looking
at
permits
that
are
being
proposed
that
are
outside
of
the
structure
limitation
line.
If
they're
putting
in
an
elevert,
that's
within
the
ten
foot
or
the
seven
foot
their
permit
is
approved,
you
don't
even
see
it
you're
only
seeing
those
permits
that
are
outside
of
the
structure
limitation
line
that
need
that
you
know
that
needs
your
approval,
your
review
for
it.
C
A
H
I
I
believe
it's
important
you,
you
see
those
where
it's
close
gives
you
opportunity
to
to
comment
pretty
much,
not
a
new
board,
but
a
lot
of
you.
Some
of
you
folks,
are
new
here.
You
know.
Throughout
the
years
staff's
been,
you
know,
asked
to
keep
the
perimeter
canal
by
past
committee.
Members,
that's
almost
sacred,
you
know
on
the
outside,
because
so
many
people
have
put
docks
in
that
have
really
caused.
H
We've
had
this
room
full
before
because
of
the
perimeter
canal,
just
the
different
things
that
we've
went
through
staff's
tried
to
accommodate
that,
and
I
know
it's
a
new
board
and
and
just
like
today's
magnificent,
I
can't
say
enough
about
gary
every
time
I
see
one
of
his
presentations.
It
just
amazes
me
where
he
can
do
all
that
stuff,
but
all
this
information
has
been
provided
and
we've
went
through
a
lot
of
things
with
other
committees
and
we
gladly
do
it
with
you.
H
But
we've
really
tried
hard
to
protect
the
perimeter
canal,
because
we've
been
asked
to
do
that
by
this
board,
not
necessarily
you
folks,
but
the
passports
the
citizens
who've
been
to
the
meetings.
So
I
just
think
when
there's
a
special
permit,
it's
tight.
It
gives
you
a
chance
to
look
at
it,
like
one
of
you
just
said
where
you
can
shift
it
to
the
on
the
property
line.
H
H
And
as
I
mentioned
last
time,
if,
if
you
want
to
look
at
the
navigable
channel
being
not
40
feet
but
less
35
or
something
that's
something,
we
can
always
provide
you
information
with
and
look
at
because
I
know
that
was
a
comment.
I
think
you
had
mr
perkins
last
meeting
so
we'll
work
with
you
on
whatever
you'd
like
to
see.
A
G
You
and
I
are
on
the
same
page
there,
because
I
mean
to
a
certain
extent.
I
think
everybody
wants
to
accomplish
the
same
thing
and
all
we're
trying
to
do
is
let
that
guy,
who
just
bought
the
lot
and
wants
to
put
in
a
lift,
do
it
without
having
to
pay
a
special
permit
thing
and
so
forth
and
so
on.
If
there's
a
way
to
for
him
to
put
in
that
elevate
without
having
to
go
through
all
the
that's,
that's
what
we
we're
looking
for.
D
But
it's
trying
to
make
it
user
friendly
for
the
new
people.
