council
members
requested

ordinance

the
mask
ordinance
will
be

away

the
men

women
whose
diligence

professionalism
make
volunteers
and
policing
possible
passions
will
be
adopted
in
regular
session

I
did
want
to
thank
the
council
for
doing
the
proclamation
this
morning
for
our
volunteer
program.
As
you
know,
it's
been
a
very
difficult
year
this
last
year
and
our
volunteer
program
was
impacted
by
the
pandemic
as
much
as
any
other
program
here
in
the
the
city,
and
we
wanted
to
make
sure
we
did
something
a
little
bit
above
and
beyond.
This
is
the
first
time
we've
actually
ever
done
a
proclamation
for
our
volunteer
program.

So
as
councilmember
cummings
has
mentioned,
we
do
have
three
volunteer
programs
here,
but
we're
focusing
on
our
vip
program.
It's
remiss
if
we
don't
mention,
we
don't
actually
have
a
volunteer
chaplain
program,
that's
very
active
in
our
community,
as
well
as
a
volunteer
reserve
police
officer
program.
As
you
guys
know,
our
volunteer
and
policing
program
started
in
1997..
H
It's
got
a
very
significant
number
of
members
who
we
have
here
in
the
organization.
The
chaplain
program
is
doing
spiritual
support
for
our
agency.
They
handle
some
death
notifications
for
us
and
help
doing
family
support,
which
is
very
important
for
us.
Some
facts
about
our
volunteers.
On
patrol
last
year,
they
did
799
directed
patrols.
H
I
said
schools
parks,
things
of
that
nature,
our
marine
patrol
volunteered
doing
waterway
patrols
where
they
did
285
directive
patrols
and
our
record
staff
members
contributed
about
1100
hours
into
that
area
and
our
newly
formed
bicycle
patrol,
which
has
been
come
about
two
years
now.
Very
very
popular
program,
did
762
hours,
patrolling
pathways
and
parks
and
roadways
and
of
course,
remember.
This
is
all
during
the
year
of
the
pandemic.
So
our
number
and
we'd
like
to
see
our
video
a
little
bit
higher.

Otherwise,
but
outside
of
that,
we
want
to
make
sure
that
we
recognize
our
volunteer
coordinator
bill.
I'm
sorry,
our
chaplain
coordinator
bill,
klostner
who's,
a
senior
chaplain
he's
assisted
by
chaplain,
jim
mcconnell
and
our
volunteer
administrator
identity,
chrisman
who's,
assisted
by
about
nine
other
coordinators,
who
all
volunteer
their
time
to
lead
the
volunteer
and
policing
program.
So
and
again,
this
is
just
one
volunteer
program
at
the
city.

volunteers
that
are
a
very
significant
part
of
our
city
structure
and
without
them
we
would
have
a
lot
higher
payroll
and
we
wouldn't
nearly
get
the
amount
done

they're
extremely
critical
to
the
infrastructure
of
our
city.

profession

this

the
proclamation
from
the
city
of
punta
gorda
florida,
whereas
the
city
of
punta
gorda
has
proclaimed
itself
to
be
hibiscus
city
since
1926,
when
plantings
were
provided
throughout
the
city
and
whereas
the
city
adopted
resolution
2177-00
on
march,
1,
2000
reaffirming
that
designation
and
declaring
itself
to
be
the
city
of
hibiscus
and
whereas
harry
goulding
made
punta
gorda
his
home
and
devoted
his
talents
to
growing
and
producing
hybrid
hibiscus
plants
throughout
his
life.

Earning
many
awards,
such
as
the
national
american
hibiscus
society's
norman
brubaker
trophy
for
the
judge's
favorite
bloom
of
1987
with
harvest
moon,
which
he
hybrid
is.
I
criticize
is

efforts

highlight
the
city's
designation,
the
hibiscus
festival
will
be
held
in
gilchrist
park
from

through

the

of

minimum
weight

wake
is
confined
to
areas
like
ponce
inlet,
there's,
a
huge
difference
between

wakes
created
by
different
types
of
boats.
A
sailboat
typically
would
create
practically
no
wake
at
five
miles.
An
hour.
40-Foot
powerbait
could
create
a
significant
wake.

the
city's
masked
mandate
is
due
to
expire.
I
believe
that
it
would
be
wise
to
continue
it
until

end
of
summer.
Cdc
is
recommending
massively
worn
in
public
and
to
still
avoid
large
groups.
It
appears
that
we
will
still
be
the
safest
in
smaller
groups
of
people
we
know
and
who
are
fully
vaccinated.

cdc

gives
specific
guidance
for
a
fully
vaccinated
environment.
Evidently,
there's
still
a
lot
to
learn
about
the
effectiveness
of
the
vaccines,
with
the
various
variants
with
reinfections
and
with
spreading
the
virus
to
those
who
are
not
yet
vaccinated.
I'm
a
member
of
the
seagrave
gallery
in
downtown
pontogorda.
Many
of
our
recent
customers
have
been
travelers
from
other
states
as
influx
of
tourist
reinforces
the
cities
need
to
continue
our
mass
command
date.
The
city's
mask
mandate
also
provides
support
to
our
local
businesses
to
continue
their
mass
mandates.

recognize
that
it
is
time
to
celebrate
our
coveted
progress,
but
we
need
to
maintain
wearing
masks
in
public,
watching
our
distance
from
others
and
avoiding
large
crowd
to
continue
our
progress
to
full
freedom
from
heather,
graham
punta
gorda
city
council
members.

writing.
As
a
concerned,
mother,
mother
and
citizen
of
punta
gorda,
I'm
asking
you
to
extend
the
mass
mandate.
Puna
gorda
cases
in
florida,
continuing
to
rise
and
vaccines
are
not
available
to
children
under
the
age
of
16..
I
Since
statistics
show
that
a
younger
population
are
the
ones
increasingly
infected
and
cases
are
rising
in
children,
it
is
important
to
continue
to
stay
the
course
and
continue
to
protect
all
of
punta
gorda's
population.
Please
add
the
mask
mandate
to
an
agenda,
invite
to
keep
it
in
place
for
a
few
more
months.

become
the
laughing
stock
of
southwest
florida
and
rightfully
so
you're
the
last
holdouts
to
have

unenforceable
mass
command.

dividing
our
community
and
you're
costing
businesses
revenue.

personally
will
drive
to
lee
county

charlotte
or
mask,

not
the
norm.

let
this
insanity
expire

same
opinion

will
be

masked
mandate

a
law,
therefore

enforceable

extending
this
mandate,
you

accomplishing.

accomplishing

false
narrative

perpetuate
fear
among
our
residents.

urge

the
mayor
and
council

not
extend
this
mass
mandate
when
it
expires

follow

lead
of

governor

authorize

amendment
of
that
certain
non-revolving
line

credit
agreement.

agreement
between
the
city
and
region's
capital
advantage
inc
dated,
may
9
2018
to
extend
the
date
of
the
to
extend
the
date
to
make
drawings
there
under
through
and
including
june
30
2023,
and
an
amendment
to
the
city
of
punta
gorda.

maturity

to

authorizing
the
execution

delivery

to

funds

for

going

of
credit

not
do
that.

permitting

get

riprap
portion
complete

eight
million
dollars.

was
late,
but
nonetheless
you
were
notified.

actually
taken
almost
verbatim

the
agreement

my
predecessor

15
years

think

intent
was

intent

that
the
city
manager
be
notified
so
that
the
city
manager
can
put

on
the

dates

it

term

be

of

council

future
decides
that
every
two
years,
they

don't
want
to
renew
it
in
the
future
that
may
be
up
to
them

that,

just
to
make
it

more
current
contract.

so
I
think
it
just
might
be
time
to
just
update
the
contract
as
a
whole
to
approve
it

go
forward
yeah
I

I

actually
going

pull
it
too,
because

I

make
sure
that
we
we
had
all

correct
information
in
it,
and
also
it
does
say
that
the
attorney
is
supposed
to
notify
the
city
in
march

it

up
for
renewal
and
we
did
not
get

letter

april.

I
understand
that
it
was
late,
but
that
is
part
of
the
contractual
obligations,
and
I
you
know
I

just
I
think
you

We've
talked
a
couple
of
different
times
since
I've
been
on
council
about
the
possibility
of
looking
at
what
what
the
difference
would
be
to
hire
a
full-time
legal
counsel
to
have
on
staff,
and
I
think
at
some
point
with
our
legal
expenses
continue
to
rise
the
way
they
have
over
the
past
few
years.

may
get
to
a
point
where
it's
going
to
it
may
be
feasible
to
do
that.
I'm
very
concerned
with
the
amount
of
legal
fees
we've
had
to
pay.
I
know
we
have
a
lot
of
pending
things
out
there,
but
there's

lot
of
money
being
spent
on
legal
expenses
right
now.
So
I'm
I'm
hoping
that
with
the
addition
of
a
new
paralegal
that
maybe
we
can
curb
that
just
a
little
bit
and
and
knock
those
numbers
down
a
little
bit.

and
as
I
reflected
on
all
this,
I
think
we've
had
some
an
increase
in
the
number
of
legal
cases
that
david
has
had
to
work,
so
that
has
certainly
had
an
impact
on
the
amount
we've
had
to
pay,
as
well
as
as
you
mentioned
that,
as
as
greg
has
mentioned
in
our
previous
council
meetings,
the
fact
that
we
have
had
a
paralegal
who
has
split
duties
and
now
we're
going
to
only
have
a
paralegal
that
may
may
be
able
to
do
some
other
things,
but
their
primary
focus
is
to
be
a
paralegal.

realized
that
we're
probably
not
close
to
discussing
this
yet,
but
I
think
before
we
decide
to
have
our
own
council
that
is
just
dedicated
to
the
city.
We
need
to
consider
the
fact
that
david
has
a
firm
behind
him
and
many
times.
Some
of
our
litigation
goes
to
his
his
partners
in
the
firm,
and
without
that
invaluable
backup
we
would
be
paying
much
higher
fees,
I'm
really
afraid
we
would
especially
the
litigations
that
we've
been
involved
in
just
since
I've
been
on
council
and
the
other
lawyers
that
have
come
in.

that's
why

stayed

way
it

we
talked

this

it

for
renewal

and
his

his
firm
representing
the
city,
and
I
think
you
know
they
they
do
us.

agree

they
do

the

differences
from

to
time,

consensus

this
point

renewal

that's

we
are

willing
to
give
us
indemnification,

that
their
insurance
company
is
not
willing
to,

it

really
struck
me
because
I'm
a
part

other

we

to
indemnify
and
our
insurance.

Yes,
I
do
have
a
couple
things.
Actually,
the
first
was
our
economic
development
team.
Since
we've
been
looking
at
various
opportunities
we
have
when
we
talk
to
businesses
and
we
look
at
annexation,
potentials
and
different
things,
and
we
realize
we
don't
have
an
official
designation
as
a
economic
development
team
and,
of
course,
with
the
assistant
city
manager
being
able
to
spearhead
some
things.
We'd
like
to
have
the
council
designate
an
official
economic
development
team
within
the
municipality.

The
state
statute,
chapter
228
identifies
an
economic
development
agency
as
as
an
agency
of
a
county
or
municipality,
or
if
the
county
municipality
in
this
case
does
not
have
an
agency,
the
officers
or
employees
assigned
the
duty
to
promote
the
general
business
interest
or
industrial
interest
of
that
municipality
and
the
responsibilities
related
there
too.
So,
given
that
we
have
an
executive
team
here,
that
is
mainly
our
staff.

just
like
the
council
to
acknowledge
an
official
economic
development
team
that,
under
the
statute,
then
allows
certain
things
to
maintain
confidentiality
of
information
concerning
plans,
intentions,
interests,
private
corporations
or
partnerships
to
relocate,
expand
any
of
its
business
activities
in
the
state
and
that
allows
it
to
be
exempt
from
certain
things
and
confidential
for
a
period
of
at
least
12
months,
which
could
be
extended
another
12
months.
So.
I
Designation
internally
we'd
just
like
the
council
to
specifically
recognize
and
designate
that
economic
development
team
under
the
assistant
city
manager.
That
would
include,
of
course,
myself
and
appropriate
department
heads
and
their
designees
we'd,
also
like
an
elected
official,
to
be
a
liaison
on
that,
because
when
people
were
talking
about
annexations
or
development
et
cetera,
they
typically
want
to
speak
with
an
elected
official,
also,
which
typically
is
the
mayor
in
this
case.

That
would
be
part
of
that
team
and
just
designated
as
such,
so
that
we
have
that
officially
on
the
record
under
the
statute,
it
doesn't
specifically
say
it
needs
to
be.
But
personally,
I
think
it's
just
a
good
idea
to
recognize
those
duties
that
people
were
performing
and
specifically
identify
that
team.

second

approve
the
designation

lot
of
initiatives.

different
things,
we're

make
sure
we're

one
thing
I
also
wanted
to
mention
was:
I
knew
the
chiefs
out
here.
Fire
department
that
one
of
our
members,
lieutenant
jeff
wright
he
near
his
home,
while
he
was
off
duty-
was
in
the
middle
of
a
scene
where
a
suv
crashed
into
a
house
in
port
charlotte.
I
And
it
was
only
a
couple
houses
away
from
his
chief
briggs
was
talking
about
this,
the
other
day
and
staff
meeting,
and
he
and
some
of
his
members
family
members,
including
jenna
blackway,
which
is
also
a
city
of
punta
gorda
employee,
went
over
to
assist
and
they
found
the
suv
in
the
home
and,
of
course,
a
refrigerator
on
top
of
the
homeowner.
So,
while
bystanders
were
calling
emergency
services,
they
helped
lift
the
refrigerator
off
the
homeowner,
waited
for
fire
department
to
arrive
and
then
further
transport.

the
last
thing
I
wanted
to
mention
was,
of
course,
with
the
mikael.
This
will
be
her
last
official
meeting
here
with
the
council,
so
I
just
wanted
to
continue
to
thank
her
for
the
time
and
effort
that
she's
put

Bringing
someone
like
me,
along
with
a
new
position,
she's
put
a
lot
of
work
in
a
lot
of
years,

I
know
she
doesn't
have
anything
specific
to

even
want

easy

talk
about
leaving
ever,
but
she
has
certainly
put
a
lot
of
time
in
with
the
city
and
we're
looking
forward

someone
else
trained

cancer

sarcoma.

unless

it
last
month
it
forced

through
a
major
surgery
which
have
impacted
my

stomach
area

caused
my
part
of
my
stomach
to
be
cut
out
and
a
little
bit
of
my
stomach
in
a
little
bit
of
my
intestines
and
I'm
on
the
mend
of
that.
But
it.

Everything
is
looking
positive
right
now,
but
the
cancer
is
still
there
and
it
doesn't
go
away
that
easily.
So
I
need
to
start
to
rethink
just
what
I'm
doing
with
my
life
the
rest
of
my
life.
The
prognosis
is
not
clear
at
this
time.

isn't
necessarily
positive.
The
drugs
I'll
be
on
are
not
kind
to

and
so
I
just
don't
know
so
I

feel
I
have
at
this

make
some
new

resident

requiring

houses

construction

active
electric
on

property,

they're
building

house-

discussed
it
briefly
with
the
building
official,
but
right
now
the
way
the
way
it's
written
is
that
you
don't
have
to
have
electricity.

can
use
a
generator
while
the
house
is
being
constructed,
but
that
it
would
certainly
be
preferable
to
consider
requiring
all
builders
to
activate
the
electricity
as
soon
as
the
house
is
under
roof.
So
that
may
be
something
we
want
to
take
a
look
at
going
forward
because
it
would,
it
would
create
a
lot
less
noise
intensity
on
the
construction
sites,
with
the
generators
being
very,
very
loud
and
smelling
of
fuel,
and
all
of
that.

built

water
now

draining
off

built

homeowners
