Development Review Committee 01-22-2021
B
A
A
E
C
Okay
good
morning,
we'll
call
friday
january
22nd
already
drc
meeting
to
order
first
order.
Business
is
approval
of
the
minutes.
I'm
sorry!
Our
next
schedule
meeting
is
friday
february
12th
citizen
comments
on
agenda
items
next,
we'll
entertain
a
motion.
Approval
of
the
minutes
for
the
january,
8th.
C
We
have
a
motion
in
a
second
and
if
we
could
state
our
name
for
leah
on
the
motions
in
the
seconds
that
way
she
can
hear
fire.
C
We
do
have
a
representative
here,
it's
going
to
be
at
lashley
park,
5
30
to
10
a.m,
including
set
up
and
clean
up
no
tensor
food
or
alcohol
off-premises
sign
proposed
at
one
point:
they
were
requesting
one
lane
of
west
marion
avenue.
The
route
map
has
changed,
they've
been
working
with
david
myers
regarding
the
maintenance
of
traffic.
C
One
thing:
we
need
to
keep
into
consideration
for
most
likely
the
december
event,
I'm
not
sure
if
it's
going
to
affect
the
may
event,
but
lashley
park,
playground,
interactive,
fountain
area
could
possibly
be
under
construction.
Okay,
so
there
might
have
to
be
some
tweaks
in
it
for
the
second
event,
but
I
I
just
want
to
put
that
on
record,
not
real
sure
what
our
schedule
is
yet.
F
I
spoke
to
dave
myers.
We
will
be
I'm
sorry,
we'll
be
required
to
have
one
officer
for
the
boat
ramp.
There's
a
two
hour
minimum.
I
don't
think
they're
gonna
be
running
for
two
hours.
Are
they?
I.
F
So
when
what
time
is
the
actual
step
off.
F
And
then
are
you
going
to
have
someone
at
the
end
of
the
run
to
know
that
all
your
runners
are
yes,
okay?
Well,
someone
could
just
notify
that
officer
that
way
I'll
schedule
him
till
9
30,
because
that's
when
the
events
go
home
but
I'll.
F
D
F
D
E
A
motion
fire
marshal
makes
motion
to
approve
it.
Permit
20-161-541.
D
C
Next
item
of
business
is
temporary,
use,
permit
01,
2021,
1000
west
marion
avenue,
so
staff
is
in
her
receipt
of
a
request
from
fisherman's
village
and
the
military
heritage
museum
to
utilize,
the
property
at
1000
west
marion
avenue
as
informal
overflow
parking
for
approximately
18
months.
C
C
There's
approximately
terry.
Could
you
go
to
the
aerial
please
so
there's
approximately
345
linear
feet
between
the
entrance
of
military
heritage,
museum
and
the
property
on
the
west,
marion
avenue
entrance
and
approximately
235
linear
feet
between
the
entrance
on
west
reda
and
two
fisherman's
village
across
the
tidal
creek
bridge
fisherman
village.
Fisherman's
village
currently
utilizes
golf
cart
service
along
west
reda,
so
staff.
C
After
doing
some
research
looking
at
the
storm
water
retention
pond
and
the
fencing
around
that
we
have
some
conditions
of
approval,
this
will
go
to
city
council.
It
is
scheduled
for
the
february
third
city
council
for
final
approval.
Wheel
stops
will
need
to
be
installed
along
the
side
property
where
the
fence
abuts
the
storm
water.
Pond
retro-reflective
markers
must
be
installed
along
the
fence
which
abuts
the
stormwater
pond.
C
Additional
fencing
with
retroreflective
markers
must
be
installed
along
the
open
area
of
the
stormwater
pond,
which
faces
west
red
esplanade.
No
shell,
gravel
or
rock
is
permitted
to
be
placed
on
the
site
as
a
parking
surface.
So
I
know
we
have
the
applicant
here
if
she
would
like
to
state
her
name
for
the
record
and
if
any
questions-
and
I
can
get
you
all
these
comments-
miss
patty
before
in
writing-
so
you'll
have
those.
D
G
I
I'm
here
to
answer
your
questions,
and
just
so
you
know
this
is
primarily
going
to
be
used
for
employee
parking,
because
it
is
a
little
bit
difficult
for
customers
to
navigate
around.
G
C
Okay,
that
that's
very
that's
good
and
it's
understood,
however,
as
you
know,
when
people
see
people
parking,
if
they
can't
go
anywhere
else,
they're
going
to
park
wherever
they
can
park,
so
our
biggest
concern
is
the
safety.
The
fence
along
the
storm
water
pond
is
black
and
would
be
tough
to
see
for
an
evening
which
there's
not
a
lot
of
evening.
Events
right
now,
I'm
getting
light,
staying
lighter
longer
and
then
the
open
space
there's
not
a
lot
of
a
ditch
area
from
rata
onto
the
property,
even
though
it
has
an
ingress
egress.
C
C
Where
would
they
be
well,
you
would
be
along
certain
sections
of
the
fence.
It
could
be
attached
to
the
fence
like
red,
reflective,
stripes,
they're
called
retroreflective
because
it
bounces
the
light
off.
It's
what's
used
on
street
signs.
Now,
okay,
I've
been
told:
okay,
like
a
tape
of
some
sort
of
tape.
Okay,
more
than
likely
yes,
ma'am.
G
C
C
Those
that's
what's
out
there.
I've
got
pictures,
I
didn't
put
them
in
this
presentation,
but
in
in
the
other
presentation
we've
got
pictures.
They
look
like
some
sort
of
ballards,
but
I
guess
they're
black
power
stations
out
there,
they're.
G
They're
not
light
they're,
not
lights
and
I'm
not
sure
that
they
are
all
active.
But
when
we
looked
at
this,
what
I
would
that
was
my
concern
as
well.
So
we
will
make
sure
that
the
cars
are
parked
with
a
parking
stop
in
front
of
those
enough
that
it
wouldn't
impede
or
knock
them
over,
but
I'm
not
even
sure
that
they're
all
live.
D
G
So
to
for
your
concern
about
that,
we
would
be
happy
to
put
those
in
okay,
very
good.
E
All
right,
thank
you
and,
and
that
would
just
be
a
request
for
fire
as
well,
if
there's
any
above
ground
electrical
equipment
that
it
be
protected
with
traffic
bollards,
not
just
the
wheel,
stops
that
traffic
bollards
be
placed
around
that
equipment
if
it's
visible
or
present
on
the
property.
G
I
guess
my
intent
right
now
is
to
get
the
employees
to
park
in
this
lot
because
it's
easy
for
them.
They
know
they're
not
going
anywhere
open
up
the
five-star
lot
and
now
we're
talking.
This
is
a
problem
until
april.
So
really
it's
a
three-month
problem
that
I
have
so
then
opening
up
the
five-star
lot.
If
I
move
the
employees
from
the
five-star
lot
over
to
this
slot,
then
I
have
no
employees
parking
in
fisherman's.
G
G
G
B
B
G
G
B
B
G
C
C
C
E
C
G
Yes,
sir,
we
would
we
would
perhaps,
ideally
this
is
really
not
other
than
perhaps
occasionally
we
would
use
it
for
a
big
event
as
overflow
parking,
but,
yes,
they
would
be
able
to
answer
your
question
and
forgive
me
I
I
didn't
understand
that
that
was
going
to
be
a
topic.
Otherwise
I
would
be
better
prepared
to
talk
about
it,
but
the
reddit
esplanade.
G
We
would
be
able
to
pick
up
people
if
someone
were
to
call-
and
we've
got
a
very
good
system
right
now
with
anybody
who's
on
our
property.
If
they
need
a
ride,
maybe
be
from
the
military,
museum
or
fisherman's
village.
We
have
cards,
they
call
security
and
we
can
come
there's
this
kind
of
little
roadway
and
pull
it
back
out
terry
and
then
we
would
be
able
to
come
and
pick
somebody
up.
Take
them
back
through
that
way,
because
we're
not
allowed
to
go
down.
C
C
B
G
My
hope
is
that
the
18
months
is
not
is
going
to
be
another
development
in
that
area,
which
will
we
will
come
back
obviously
to
everybody
in
a
pd
combining
all
the
properties.
If
we
can
I
and
and
again
I
apologize,
I
don't
mean
to
not
answer
your
questions,
but
I
I
just
wasn't
prepared
for
that
and.
B
With
that
assumption
going
forward,
you
put
a
pull
permit,
so
we
can
inspect
it
once
it's
restriked
and
the
signage
is
installed
and
we'll
approve
the
signage
with
the
application
of
the
permit.
Then
billy
wouldn't
have
anything
any
other
issues
at
this
time.
G
G
B
E
F
A
No
issues
public
works,
public
works
is
in
concurrence
with
the
ada
aspects
regarding
the
the
park,
ada
parking,
the
signage,
the
striping
and
the
access
lanes.
Okay,
and
no
other
issues.
G
A
G
That's
not
going
to
be
completed,
probably
for
another.
My
guess
would
be
another
six
to
eight
months.
That's
just
guessing,
so
I
could
use
those
spots
no.
B
G
You
all
you
always
do.
I
just
want
to
make
sure
that
I'm
doing
what
you
want
me
to
do,
and-
and
I
just
want
to
make
sure
that
if
I
can't
get
six
in
that
location,
that
where
does
the
other
one
or
two
have
to
come
from,
and
so
let
let
me
let
me
do
that.
Let
me
tell
you
what
I've
got
and
then
we
can
work
from
there.
D
B
C
So
any
other
comments
from
the
board
from
the
applicant
from
the
audience
again.
This
is
going
to.
We
just
need
a
motion
to
move
this
forward
to
city
council,
fire.
C
E
I
just
have
one
comment:
I'd
like
to
bring
up
to
the
board
to
for
discussion
our
weekend,
events
that
we
have
the
craft
fairs
and
the
farmer's
market.
In
recent
months,
we've
had
multiple
medical
responses
for
folks
that
have
tripped
over
the
legs
of
the
barricades,
the
road
closure
barricades
and
some
very
significant
injuries
compound
injuries
to
folks
locally.
E
So
my
request
would
be,
however,
we're
working
that
out,
and
maybe
this
is
something
dave
can
help
us
with
with
coordinating
with
the
event
organizers
is
to
not
put
those
barricades
in
the
walk
paths,
especially
in
the
middle
of
the
roadways,
because
there
there
have
been
some
very
significant
injuries,
just
in
recent
months
over
a
handful
of
them
in
the
downtown
area
tripping
over
the
barricade
legs.
E
Actually,
if
you
will
it's
not
the
barricade
itself,
it's
the
it's
the
legs,
the
support
legs
that
come
out
from
them,
because
they're
encroaching
into
the
walk
paths
as
they
close
the
roadways.
F
Just
let
you
know
that
when
I
worked
at
detail
years
ago,
he
had
he
had
the
same
situation
and
I
would
use
my
cones
issued
and
put
him
over
each
leg.
Do
we
supply
them
with
the
royal
clothes
signs?
Are
those
theirs?
No,
those
are.
H
Theirs,
david
meyer's
public
works.
Thank
you,
those
are
theirs.
I
would
suggest
exactly
what
you
said.
We
normally
and
they
shouldn't
be
in
the
walkway
at
all
right.
They
need
to.
Somebody
needs
to
enforce.
H
E
D
H
E
So
that
we're
all
aware
it's
just
something-
that's
actually
happened
quite
often
here
lately
and
I've
seen
more
injuries
now
than
I
have
in
a
couple
years.
I.
C
Seen
yeah
okay,
miss
jen.
Would
you
send
that
as
an
email
to
me,
and
then
we
can
forward
that
to
the
event
organizers
who
are
closing
the
streets,
so
we
can
make
sure
we
have
that
on
the
record
with
them
to
tell
them
that
they
need
to
be
more
diligent
in
their
road.
Closure
will
do.
F
What
is
the
can
we
add
to
that
email?
The
extra,
because
if
you
tell
me
what
a
fdot
approved
cone
is,
I'm
gonna
tell
you.
I
have
no
clue
so.
Can
we
just
give
them
at
least
a
because
what
they're
gonna
do
is
they're,
probably
gonna,
go
on
amazon
or
something
and
purchase.
