Development Review Committee 08-13-2021
A
So
do
we
have
any
citizen
comments
on
agenda
items?
If
you
are
on
the
agenda,
you
can
wait
till
your
item
is
called,
but
do
we
have
any
citizen
comments
on
any
agenda
items?
Okay,
next
order?
Business
is
approval
of
the
minutes
from
the
july
23rd
meeting.
A
Second,
we
have
a
motion
and
second
any
discussion,
if
not
all
is
in
favor
aye
opposed
motion
carries
first
order
of
business
is
event:
permit
21165119
boys
and
girls,
club
of
charlotte
county
farm
to
table
fundraiser
lashley
park
february
26
2022,
the
applicant
called
me
yesterday
they
are
were
unable
to
come
to
the
meeting
today
they
are
in
quarantine,
so
it
is
at
the
pleasure
of
the
board.
If
you
just
want
to
go
through.
I
do
have
some
comments.
A
A
Okay,
so
comments
from
zoning.
We
need
the
certificate
of
insurance,
naming
city
of
punta
gorda's
additional
insured.
We
need
a
copy
of
the
alcoholic
beverage
permit,
temp
permits
are
required,
police
will
be
required
due
to
the
alcohol
sales
and
service,
and
we
are
missing
the
ada
and
special
event
checklist
from
the
application
submittals,
and
they
have
been
informed
of
these,
but
we
will
just
put
it
on
the
record
so
we'll
go
through.
C
Public
works
providing
the
providing
the
recommend
recommended
documents
that
you
have
requested
and
the
comments
be
addressed.
I
have
no
objections
with
moving
forward
building.
B
Just
as
stated
a
10
permit
would
be
required
for
the
70
by
100,
tent
and
a
fire
department.
Standby
would
not
be
required
for
this
event.
Okay,.
A
A
Okay,
if
not
we'll
entertain
any
from
the
audience.
Okay,
if
not
we'll,
entertain
a
motion.
B
F
A
A
A
This
will
need
council
approval
due
to
the
times
proposed.
So
flashlight
park
has
a
10
p.m
in
time
for
any
event,
so
their
event
schedule
is
december.
30Th
7
a.m
to
2
a.m,
which
will
include
setup
and
clean
up
december.
31St
4
am
to
9
pm,
including
setup
and
clean
up
and
january
2nd
2022
4
a.m
to
10
p.m,
including
set
up
and
clean
up.
A
G
A
A
This
will
require
council
approval
due
to
the
schedule
of
event
times
it's
been
placed
on
the
august
25th
council
agenda.
You
will
receive
additional
notification
and
we
still
need
the
facilities
contract
signed,
so
we'll
go
through
the
board
and
let
them
make
all
their
additional
comments.
Public
works.
B
Fire,
as
stated
a
tent
permit,
is
required.
Anything
over
10
by
10
on
a
canopy
is
required
to
have
a
fire
permit,
and
so
you'll
need
to
secure
that
through
the
fire
department
at
least
two
weeks
in
advance
of
the
event,
no
other
fire
department
standby
would
be
required.
For
this
event,
okay,.
E
A
E
E
B
Motion
to
move
forward
recommendation
of
approval
to
the
august
25th
council
agenda.
C
I
E
A
So
if
you're
going
to
have
any
tents,
temp
permits
are
required
and
the
insurance
certificate
needs
to
be
updated
because
the
dates
expire
prior
to
the
event,
I
think
we
have
a
representative
here.
You
can
come
and
state
your
name
for
the
record.
Please.
A
D
F
B
B
I
A
Okay,
next
permit
event
permit
2-1-165-093
rescue,
22
foundation,
fundraiser
september
18th
at
the
celtic
ray,
so
we've
received
all
the
additional
applications
that
have
been
signed.
The
only
thing
we
need
right
now.
This
is
just
going
to
be
right.
Now
the
site
plan
shows
in
the
parking
lot
adjacent,
which
is
owned
by
the
celtic
gray
but
adjacent
to
the
celtic
ray.
We
just
need
a
copy
of
the
extension
of
premise,
alcoholic
beverage
license
for
the
sales
and
service
over
there,
because
that
extends
past
what
is
approved
by
abt
at
this
time.
C
Okay,
other
than
that,
I
have
no
questions.
Okay,
building,
no
comments.
B
A
D
E
H
B
A
A
So
everything
is
on
your
property.
The
city
will
be
hearing
our
event
permit.
Next
for
closing
of
marion
avenue
and
the
side
streets
we
will
be
including
the
mcgregor
closure
request,
with
the
city's
closure
of
marion
avenue.
Mcgregor
will
have
to
remain
one
lane
for
half
of
it
from
olympia
to
tribute
in
order
to
accommodate
the
residents
on
tribute
avenue,
we've
been
working
with
david
myers
on
the
maintenance
of
traffic
for
that.
A
C
As
you
mentioned,
you're
working
with
david
myers,
providing
that
I
have
no
issues
building.
G
B
Fire,
okay,
so
the
trunk
retreat
is
going
to
bring
in
an
excess
of
2
000
to
that
area.
So
we
will
have
a
dedicated
standby
on
the
property
for
that
amount
of
people
and
tents
was
just
a
it
didn't
say
what
size
or
how
many,
obviously
anything
over
a
single
10
by
10
needs
a
permit
from
the
fire
department
in
advance
and
we'll
work
with
you
on
that,
because
it's
kind
of
in
conjunction
with
the
downtown
event
happening
street
closures
as
well,
so
10
permits
and
fire
department
standby
required.
D
We
will
be
involved
in
the
event,
obviously
in
the
surrounding
areas,
so
we're
not
having
a
dedicated
one
there,
but
we'll
have
officers
present.
Thank
you.
Okay,
all.
B
I
A
The
next
permit
is
two
one,
one:
six,
five,
two
two,
oh
halloween,
even
in
the
city
of
punta
gorda,
west
marion
avenue
to
shreve
street
closure
so
david,
would
you
pull
the
powerpoint
up?
We
put
your
powerpoint
up
for
police.
This
we've
been
working
with
david
myers
doing
this.
So
I'm
going
to
let
turn
this
over
to
justin
devault
to
explain
and
david
can
run
through
the
powerpoint
for
you,
okay,.
D
Lieutenant
justin
dewalt
for
the
police
department.
Last
I'm
sorry.
Two
years
ago
in
2019
we
had
closed
marion
and
the
side
streets
down
up
to
mcgregor,
to
be
able
to
ensure
some
safety
for
pedestrians
in
such
a
congested
area.
This
year,
we're
proposing
to
shut
down
marion
all
the
way
up
to
shreve
street
to
include
all
the
side
streets
between
marion
and
west
redda.
D
West
retta
will
remain
open,
westbound
to
allow
traffic
into
pgi
and
then
to
leave
pgi
area
would
be
west
olympia,
avenue
so
west
marion
avenue.
If
you
can
switch
over
I'm
sorry,
I'm
sorry,
you
can
go
back
west,
marion
avenue,
eastbound
loretta
and
then
all
the
side
streets
to
include
harvey
street
durance,
gill,
gilchrist
mcgregor,
chasteen,
dali,
barry
and
sarah
in
between
redda
and
marion.
D
D
That
you
had
up,
there
indicated
that
I've
been
working
with
dave
myers
as
well
as
far
as
the
road
closure
signs
and
staffing.
Just
to
to
note,
we,
the
plan
is
to
keep
reda,
eastbound
and
westbound
open
from
harvey
to
cross
street
to
allow
traffic
in
and
out
of
the
city
parking
lot
here,
as
well
as
the
hotel
and
the
restaurant,
so
it
doesn't
hinder
any
business.
A
Okay,
so
I
think
police
and
fire
are
going
to
have
tents
set
up.
Your
displays
are
going
to
be
set
up
on
harvey.
D
Correct
the
street
this
slide
here,
basically,
is
what
I
explained
before
in
2019
how
we
had
closures,
road
closures
up
to
mcgregor.
The
issue
with
that
in
2019
was
the
people
that
were
on
marion.
It
was
all
wide
open.
There
was
no
vehicle
traffic,
they
continued
past
mcgregor,
even
west
signs,
and
then
the
side
streets
vehicles
were
coming
out
on
the
marion
pass
west
of
mcgregor,
which
was
creating
a
safety
hazard.
So
again,
our
proposal
is
to
bring
it
all
the
way
down
to
shreve
street
this
year.
Okay,.
A
So
this
will
also
go.
This
is
on
the
august
25th
council
agenda.
So
I'll
we'll
have
you
there
we'll
present
the
same
thing.
So
I'm
going
to
start
with
public
works.
C
You
are
already
working
with
david
myers,
so
once
all
of
that
gets
resolved,
I
have
no
objections.
Okay,
building,
no.
B
Fire
is
involved
in
assisting
pd
and
lot
and
mobile
teams
throughout
the
event
on
the
church,
property
and
the
downtown
streets
areas.
So
we're
we're
aware
of
that
and
we'll
be
present
and
active
and
assisting
in
any
way.
We
can.
Okay,
any.
J
A
D
Was
actually
going
to
add
that
it'll
be
out
on
our
social
media
heavily
and
mac,
even
back
in
2019,
we
had
contacted
media
outlets
and
we
did
a
new
story
on
that
as
well
to
well
educate
everybody.
D
We'll
also
have
a
message
board
on
cross
street
southbound
into
the
into
the
city
coming
over
the
bridge
directing
people.
So,
okay.
G
I
just
want
to
know
if
we
can
modify
our
application
to
say
six
to
nine
instead
of
five
to
eight.
A
D
Yeah
our
plan
is
to
start
to
close
roads
at
five
and
then
event
kick
off
at
six
okay.
So
it
gives
some
time
for
setup
to
clear
vehicles
and
then
end
at
nine
and
have
roads
open
by
ten
okay.
A
A
A
I'll
get
the
christmas
tree
lighting.
