Description
Historic Preservation Advisory Board 09-23-2021
A
Clock
said
it
wasn't
so
I'll
wait
for
that
one!
Okay,
there
we
go,
I'm
gonna
call
to
order
the
september
23rd
meeting
of
the
historic
preservation
advisory
board.
It
looks
like
we
don't
have
any
comments
at
the
top
right.
B
A
B
A
Passes
unanimously
so
before
we
get
into
the
regular
agenda,
we
have
a
presentation
and
the
presenter
needs
to
be
somewhere
for
a
delivery
shortly,
so
we
decided
we
would
move
her
to
the
top
of
the
agenda,
so
kelly
gaylord,
please,
oh.
B
E
You
for
your
accommodation,
so
I'm
here
on
behalf
of
the
charlotte
county,
historical
society,
it
used
to
be
called
the
charlotte
county,
historical
center
society.
It's
been
around
for
a
long
time.
Teresa
couldn't
make
it
today,
but
she
is
also
on
this
project
with
me.
So
we
switched
the
next.
Thank
you
a
little
bit
of
history.
We
were
started.
It
is
a
non-profit
started
back
in
1969
as
the
youth
museum
of
charlotte
county.
Eventually,
the
county
took
over
the
museum
and
the
non-profit
became
a
way
to
raise
funds
for
the
museum.
E
The
museum
went
away
in
2015.,
we've
been
encouraging
the
county
to
bring
it
back,
but
that's
not
going
to
happen.
So
we
are
taking
on
a
new
mission.
We've
always
promoted
and
supported
local
history.
We've
done
it
through
the
county,
so
now
we're
expanding
to
do
it
throughout
the
county
through
the
county
staff.
I
should
say,
and
now
we're
expanding
to
do
it
throughout
the
county
proper.
So
do
various
things.
Support
other
nonprofits,
do
various
history,
programs
and
things
and
support
those
things.
E
E
So
we
moved
to
what
the
marker
is
so
the
fertilizer
plant,
provided
you
some
pictures.
Could
we
move
forward?
Oh
yes,
thank
you.
So
it
was
built
in
conjunction
with
the
consolidated
ice
manufacturing,
refrigerated
and
fish
company,
which
was
on
berry
street
and
it
was
constructed
in
1903.
It
never
went
into
service
the
building,
which
happened
to
be
yellow
by
the
way,
remained
for
a
long
time
until
it
was
demolished,
and
what
was
left
was
the
foundation
blocks
if
you've
ever
walked
down
by
the
boat
club.
E
You've
seen
these
very
large
blocks,
similar
to
the
one
you
moved
to
linear
park
from
the
ice
factory
and
what
has
happened
over
the
years
when
the
boat
club
went
to
be
built,
they
actually
used
the
blocks
to
for
sea
wall.
They
moved
them
around
and
became
part
of
their
sea
wall.
E
So
over
the
over
the
years,
people
wander
back
there.
They
wonder
what
they're
for
they're
constantly
asking
the
book
club.
What
are
these
from?
There's
a
lot
of
questions
about
it,
so
we
thought
it
would
be
appropriate
to
put
a
marker
there.
We
want
to
move
to
the
next
one,
I'm
moving
through
here
quickly
to
keep
you
on
on
the
agenda.
So
what
are
they
all
for?
And
the
thought
was
that
the
marker
would
answer
that
question
and
provide
this
little
slice
of
history.
E
It
would
be
an
informative
marker,
so
it
would
contain
photos
and
text
similar
to
the
other
two
that
are
along
the
harbor
walk
here
in
gilchrest
45
degree
angle,
plaque,
and
it
would
go
to
the
next
page
easily
seen
the
thought
would
be.
It
would
be
right
in
front
of
the
boat
club
right
along
the
harbor
walk
consistent
again
with
the
other
ones.
It
that
way.
It's
not
on
the
property,
that's
leased
by
the
boat
club
and
it's
on
a
piece
of
property,
that's
easily
maintained
by
the
city.
E
It
would
contain,
hopefully,
some
pictures
of
the
built
the
fertilizer
plant.
What
few
we
have
why
it
was
left
abandoned
the
fact
that
the
boat
club
did
use
them
as
part
of
their
sea
wall
we'll
include
a
photo.
It
was
also
suggested
by
urban
design
that
we
actually
move
one
of
the
blocks
to
be
next
to
the
marker,
which
was
interesting.
That
would
encourage
people
not
to
wander
back
there.
It's
pretty
treacherous
trail
along
the
edge
to
get
back
there,
so
we
wanted
to
kind
of
discourage
people
to
go
back
there.
A
So
the
process
is,
we
have
a
donation
review
committee
meeting
after
this
meeting,
where
we
will
consider
whether
we
want
to
accept
it
and
well
consider
recommending
the
acceptance
by
city
council
so
we'll
have
that
discussion,
but
there's
an
opportunity.
If
anybody
has
questions
for
kelly,
what
timing.

the

A
Yes,
please
all
right
so
before
we
and
maybe
you're
going
to
talk
about
this.
But
I'd
be
interested
in
the
genesis
for
the
update,
because
it
looks
like
the
city's
updating
all
bylaws
and
who
who
actually
made
the
input
into
the
changes.
And
can
you
call
out
where
the
significant
differences
are
between
the
two
documents.
F
F
F
As
to
the
specific
details
of
what
was
changed,
I
would
have
to
defer
to
the
clerk's
office
for
that.
I'm
not.
A
A
Okay,
so
I'll
just
dive
in
what
I
noticed-
okay,
so
we
have
under
duties.
So
in
the
original
version
I
believe
it's
the
original
one.
We
call
out
under
section
j,
the
5j.
You
know
these
are
the
duties
of
the
historic.
You
know
the
board,
so
there's
one
work
in
concert
with
the
ponte
gorda
historical
society
toward
compilation
of
oral
and
pictorial
historical
archive,
historical
society
doesn't
do
that,
so
that
should-
and
it
goes
to
the
next
document-
it
still
says
that
okay,
it
should
be
the
history
center.
A
Okay,
and
I
guess
one
of
my
concerns
is:
do
we
want
to
call
out
one
historical
organization,
because
we
have
several-
I
mean
if
it
were
me,
I
would
like
to
note
that
our
role
is
interface
with
all
of
the
historical,
so
there's
the
pontegorda
historical
society.
It
could
be
the
group
that
kelly
just
mentioned
if.
A
To
be
doing
county-wide
promotion
there's
the
mural
society
in
one
version
it
says
we
approve
murals
and
the
next
version.
It
says
we
don't.
A
A
A
I
think
that's
a
worthy
goal.
I
don't
think
we
can
do
that
since
we
can't
talk
outside
of
this
body
so
who
gets
assigned
the
grant
writer
office.
So
I
don't
know,
I
don't
know
if
this
was
in
response
to
the
discussion
that
was
had
over
that
gill
street
property
and
I
think
at
the
time
it
was
we
needed
some
sort
of
a
process
we
needed.
You
know
consideration.
D
I'm
sorry
there's
a
delay
between
the
feed
where
we
were
and
where
you
were
actually
in
the
meeting.
So
I
missed
a
little
bit
of
the
conversation
that
was
going
on
so
real,
quick
to
note
the
duties
and
the
proposed
bylaws.
They
are
either
what
was
included
in
the
existing
or
they
were
pulled
from
chapter
26.
D
That's
part
of
what
we
wanted
input
on
from
the
board.
Sometimes
you
know
chapter
26
parts
of
it
are
outdated
and
we
might
need
to
remove
some
of
the
duties
that
were
listed
in
chapter
26.
We're
trying
to
make
sure
that
we
are
going
to
reflect
what
you
are
actually
working
on.
What
you
are
trying
to
work
toward.
A
A
A
A
D
Yeah,
so
we
will
definitely
we
were
going
to
present
the
proposed
bylaws
to
counsel
with
your
comments,
any
recommendations
you
had
okay,
so
we
will
definitely
pass
that
on.
Were
there
any
other
portions
of
the
duties
that
you
felt
needed
to
be
updated.
A
A
D
A
B
I
have
a
question
in
the
past,
we've
talked
a
little
bit
about
the
role
of
fundraising
and
we're
improving
things
that
require
funds.
Is
there
a
place?
We've
talked
about
talking
about
that
further
when.
A
Well,
I
the
in
my
view
the
difficulty
with
fundraising
with
a
sunshine
group.
Is
you
can't
do
anything
out
of
out
of
this
area
out
of
this
room?
So
we
took
a
running
stab
at
doing
something
for
the
county
centennial
and
we
wanted.
You
know
we
wanted
to
establish
working
groups,
the
only
you
know,
so
we
tried
to
do
that.
Of
course
we
were
derailed
by
covid,
but
it's
it's
really
hard
to
do
that
I
mean
it's.
D
A
The
other
the
other
comment
you
know
and
sarah-
I
don't
know
if
you
heard
this,
but
we
talk
about
the
mural
society,
we're
going
to
fix
this
to
reflect
what
the
history
center
really
does.
That's,
not
the
historical
society
yeah,
because
that's
just
not
correct.
Maybe
they
did
it
years
ago
when
these
were
first,
you
know
created,
but
that's
not
what's
happening
now,
since
the
history.
A
D
D
So
we
could
have
that
you
would
work
collaboratively
with
all
three
of
them
listed
and
we
could
maybe
have
a
more
general
note
about
and
any
others
that
should
develop.
A
B
B
A
But
I
think
we
would
like
to
encourage
those
groups
to
collaborate
with
us
when
they're
thinking
about
initiatives
that
affect
the
preservation
of
our
history.
I
mean
that's
really
what
I'm
thinking
about,
but
I
just
I
just
don't
want
to
go
down
the
slope
if
we
named
two
and
we
didn't
name
the
third,
that's
obvious.
A
D
One
moment
it
looks
like
the
copy
and
the
agenda
might
be
slightly
outdated.
We
have
following
that,
there's
language
that
was
developed.
D
A
A
F
So
that's
the
sections
of
the
code
that
pertain
to
those
restrictions
are
definitely
part
of
the
document.
The
the
current
land
development
regulations
that
are
being
reviewed
for
changes,
so
that
is
all.
F
F
So
the
intent,
if
you
go
in
the
way
back
machine
when
we
were
looking
at
establishing
a
local
register
of
historic
properties
and
protecting
those
individual
properties
that
we
thought
had
historic
significance,
we
were
looking
to
change
it
so
that
that
eight
maximum
delay
accrued
only
to
those
properties.
Right
now,
you
could
end
up
in
a
situation
where,
within
the
confines
of
the
national
register,
historic
district,
somebody
wants
to
tear
down
house.
F
Maybe
that's
not
the
best
thing
in
the
world
and
you
could
also
have
the
counter
argument
where
you
have
a
very
significant
structure
that
this
board
could
only
delay
for
45
days
because
it
doesn't
occur
inside
of
a
designated
historic
district.
So
both
of
those
are
misses,
and
we
want
to
find
the
best
possible
way
to
rectify
that
within
the
code.
As
being
that
will
be
the
proposal
that
we
as
staff
would
move
forward.
F
F
City
council
specifically
mentioned
three
of
building
height
architectural
provisions,
architectural
styles
and
the
proposed
community
benefit
program.
So
those
three
things
until
we
get
a
handle
on
those
and
understand
what
the
community
comfort
level
is
with
those
and
what
the
the
council
is
willing
to
move
forward
on
until
we
get
some
direction
on
that.
A
Okay,
the
reason
why
I
did
bring
up
those
time
frames,
so
if
you
get
back
to
grant
writing
so,
let's
say
45
days
is
not
enough
time
to
help
anybody
get
anything
done.
Yeah
and
18
months
might
not
be
enough
time
to
by
the
time
you
apply
and
all
of
that
stuff.
So
I
guess
I'm
just
trying
to
say
if
we
can
get
these.
You
know
sort
of
in
sync,
because
it's
not
just
not
realistic,
correct.
F
So
a
lot
of
that
is
actually
baked
into
the
proposed
comprehensive
plan
update,
so
the
historic
element
of
the
comprehensive
plan.
The
current
draft
of
that
includes
references
to
mapping,
et
cetera
from
that
local
register
update
and
then
also
the
land
development
regulations
are
intended
to
also
provide
that
information.
So,
yes,
it
is
still
moving
forward
in
those
processes
and
then
it's
just
a
question
of
of
what
happens
with
those.
A
Okay,
because
you
know
we've
run
into
this
before
old-
is
not
historic,
necessarily
correct,
and
so
what
we
tried
to
do
in
that
process
was
really
identify.
What
we
wanted
to
say
were
historic
and
for
what
reason
you
know
for
the
most
part,
architecturally
significant
was,
I
think,
the
main
criteria.
Okay.
Well,
that's
good,
and
I
don't
want
to
dominate
this
conversation,
but
does
anybody
else
have
any
input
into
these
bylaws
or
anything?
You
want
sarah
to
reflect
when
it
goes
to
council.
D
I
did
want
to
point
out.
I
found
the
spot
in
the
proposed
bylaws
that
reflects
that
members
will
adhere
to
city
council's
rules
of
conduct.
It
mentions
that
members
will
agree
to
attend
any
mandatory
training
sessions
and
that
members
will
review
the
board
member
handbook
and
become
familiar
with
it.
Okay,
there
is
another
slight
change
that
I
would
like
to
point
out.
D
More
or
less
most
boards
do
have
a
term
limit
where
you
can
serve
three
terms.
The
specific
wording,
though,
has
varied
between
the
different
boards,
so
we're
trying
to
clean
it
up
and
bring
it
in
line
so
that
some
boards
don't
have
loopholes
where
they
might
be
able
to
get
an
extra
term,
but
others
don't
so.
What
we
have
rephrased
it
to
is
that
appointments
shall
be
made
for
a
term
of
three
years.
Appointees
shall
serve
at
the
pleasure
of
city
council
and
may
be
appointed
to
a
maximum
of
three
terms.
D
If
appointment
is
made
to
an
expired
term,
that
appointment
shall
be
for
the
remainder
of
the
unexpired
term
of
office.
So
that's
our
cleaned
up
language
and
we're
going
to
be
including
that
and
all
of
the
proposed
bylaws
for
all
of
our
boards
and
committees
that
we're
reviewing.
Okay.
A
D
D
A
D
If
members
would
like
to
recommend
a
different
number
of
terms
to
counsel
or
have
any
opinions
you
would
like
shared
with
council,
we
would
be
happy
to
take
that.
B
D
B
D
B
B
Although
some
of
the
I
have
experienced
where
some
of
the
most
effective
people
were
the
people
that
were
basically
devoted
to
her
life
to
the
history
of
a
particular
area,
I
have
personal
knowledge
of
that
in
another
city.
Another
life
of
mine,
not
me,
but
there
was
one
person
there
that
for
45
years
had
made
a
huge
difference
in
a
city
because
of
the
knowledge
of
the
well,
we
used
so
many
historical
groups.
I
mean
you
could,
after
nine
years
you
could
go
to
a
group
go
to
different
groups.
A
B
B
B
D
Other
than
that
largely
what
we've
done
with
the
bylaws,
I'm
sorry,
the
computer
is
acting
up
there
we
go
it's
a
new
one.
Still
having
the
kinks
worked
out,
we
have
reorganized
the
section
on
meeting
procedures
somewhat
to
try
to
make
it
read
better,
to
make
it
more
easy
to
find
which
section
of
information
you
are
looking
for.
D
It's
still
the
same
information.
We
have
added
a
little
bit
into
the
section
on
a
meeting
procedure
to
call
out
issues
about
just
conducting
the
meeting.
Well,
that
hasn't
really
been
an
issue
for
this
board,
but
when
you
get
new
members,
it's
always
nice
when
we
provide
the
eye
laws
to
give
them
something
easy
to
start
building
their
knowledge
from
before
they
start
on
the
larger
handbook.
D
D
It's
the
third,
that's
been
a
council
policy
that
was
incorporated
into
the
bylaws
for
multiple
boards.
I
think
every
board
actually
years
ago-
and
it
is
three
after
you've-
had
three
in
a
12
month
period.
Then
you
are
forfeit
from
your
seat.
However,
you
do
have
the
option
of
appealing,
so
it's
not
necessarily
the
end
of
the
road.
You
could
be
returned
to
your
seat.
B
D
A
A
A
Okay,
I
think
that
is
the
oh
one
thing
before
we,
you
know
call
for
member.
You
know
comments
mitchell
or
fabiano.
Where
are
we
with
the
fisherman's
village
plaques
and
the
trebu
plaques
like?
Are
they
being
fabricated
or.
F
So
I
have
not
heard
any
updates
from
them
about
where
they
are
in
their
process.
As
far
as
the
the
tribute
plaques
for
part
of
the
fisherman's
village
settlement,
so
the
two
historic
markers
staff
is
in
the
process
of
identifying.
F
We
have
to
go
back
through
the
procurement
process
to
find
a
vendor,
and
so
we're
we're
grinding
through
that
paperwork
to
get
a
an
initial
cost
so
that
we
can
go
to
council
and
let
them
know
exactly
what
funds
will
be
needed
from
the
special
purpose.
We
think
the
special
purpose
fund
is
the
appropriate
source
for
the
funding
those
signs,
but
we
have
to.
We
have
to
get
a
number
before
we
can
ask
for
that
number.
F
The
bridge
plaque
is
a
separate
matter
because
we
don't
haven't
identified
a
suitable
source
so
that
one
may
not
occur
in
as
timely
a
manner
it's
not
in
the
same
process.
But
once
we
identify
a
vendor
that
we
can
talk
to
for
those
types
of
signs,
then
we
will
at
least
be
one
step
further
along
in
that
process.
But
we
don't
have
an
identified
funding
source
in
in
staff's
mind.
So.
F
For
the
bridge
signs
for
the
bridge
sign
yes
for
the
tribute
plaques,
it's
definitely
our
goal
to
get
it
done
this
year,
but
given
the
calendar,
I
honestly
don't
think
it's
going
to
happen.
Unfortunately,.
F
A
Okay,
all
right,
if
there
is
no
further
business,
I
want
to
ask
if
we
have
any
oh
citizen
comments.
A
A
I
have
a
motion
to
adjourn
so
moved.
A
Okay,
okay,
then,
I
think
we
can
move
into
donation.
