Welcome
everyone
to
the
historic
preservation
advisory
board
meeting
of
march
25th
2021
at
9
00
a.m;
I'm
brad
gamblin
chairman
and
welcome
everyone
here.
As
I
said,
we
will
begin
with
roll
call.
G
Okay,
adrienne
andre
here
kelly
frolic
here
brad
gamblin
here
peterman
here,
julie,
price,
valerie,
colbert,.
B
B
If
it
is
appropriate,
I
would
like
you
on
my
behalf
to
tell
the
hpa
board
how
very
much
I
have
enjoyed
my
three-year
stint
with
the
board
and
how
much
I
have
learned
from
our
lovely,
unique
city.
I
have
worked
with
some
of
the
board
members
on
other
boards
and
committees,
so
I
know
we
will
meet
again
when
things
get
back
to
our
new
normal.
We,
as
residents
of
the
city,
are
truly
are
a
truly
are
a
wonderful
mosaic
of
ideas,
talents
and
commitments,
all
stitched
together
to
make
up
this
lovely
quilt.
B
B
B
All
in
favor
minutes
are
approved,
and
now
anyone
who
would
like
to
make
comments
on
items
on
the
agenda
please
step
forward
to
the
podium
over
here.
You
have
three.
K
K
We
have
signs
that
direct
our
visitors
to
our
historic
district
towns
that
have
historic
areas,
I
believe,
should
celebrate
what
makes
them
unique
from
any
other
place.
They
all
have
different
stories
to
tell
in
his
retirement
us
cleveland,
honored
punta
gorda
by
taking
time
to
document
and
archive
our
history,
so
that
those
of
us
living
here
today
would
know
about
who
built
this
wonderful
town
that
we
live
in
now.
K
I
think
we
can
be
certain
that
u.s
cleveland
lived
in
the
home
at
509
gil
street
as
a
child
in
his
formative
years,
because
his
parents
owned
it
during
the
time
that
he
would
be
young
u.s,
cleveland's
books
are
fascinating
past
and
the
archives
make
cornucortis
history
come
alive.
My
personal
wish
is
that
his
archives
might
be
shared
with
all
in
his
family
home,
but
not
on
your
agenda.
K
I
urge
you
to
recommend
saving
the
structure
at
509
gil
street
in
honor
of
the
man
who
worked
very
hard
to
preserve
our
history
and
for
whom
this
particular
structure
was
meaningful.
Thank
you.
Thank
you.
B
L
From
the
bernie
say,
russell
community
development
corporation
and
the
blanford
house
museum-
and
I
am
here
to
also
recommend
that
the
home
at
509
gill
street
be
safe
and
be
relocated.
I
have
several
reasons
for
that.
First
of
all,
the
benefits
we
are
asking
that
the
home
be
relocated
at
415,
east,
virginia
avenue,
the
historic
home.
If
it
is
located,
there
will
be
preserved,
it
will
be
preserved
and
saved.
It
will
remain
in
the
historic
district.
L
L
The
president
of
the
cdc
has
already
met
with
the
developers
they
looked
at
the
site
and
steps
are
being
made
because
it
will
be
for
an
historic
center
grants
are
available
to
restore
the
house,
and
I
guess
finally,
moving
the
house
to
415
east
virginia
is
a
step
to
restore
the
historical
integrity
of
that
community
and
neighborhood
decisions
made
by
the
city
one.
The
imposition
of
public
housing
right
there
in
the
center
community
destroyed
much
of
the
historical
integrity.
L
L
What
was
the
uptown
neighborhood
right
near
bethel,
ama
church
there
was
a
whole
neighborhood
there.
The
cigar
cottage
was
saved
and
taken
to
the
history
park,
historical
homes,
a
whole
historical
neighborhood
because
of
zoning
was
destroyed,
so
we're
asking
for
the
historical
integrity
of
ponta
gorda
to
place
that
home
at
415
east
virginia
to
restore
historical
integrity
to
the
city
of
pontogorda.
Thank
you.
Thank
you.
H
Good
morning
my
name
is
john
chalifoux,
I'm
a
former
board
member
of
the
historic
preservation,
advisory
board
and
also
former
chairman
of
the
same
board.
I
just
wanted
to
come
in
this
morning
because
my
wife
and
I
back
in
2007
partnered
with
the
city
of
pontegorda,
to
move
the
old
addison
house.
In
fact,
in
your
agenda
items
that
it
lists
our
house
with
the
inappropriate
address
of
401.
It
should
be
403.
H
I
wanted
to
come
in
this
morning.
I
can,
I
can
sit
here
and
and
talk
for
hours
about
the
move
and
and
how
we
restored
the
home
back
to
its
original
condition
and
and
why
we
did
that
we
just
felt
that
too
many
homes
were
being
removed
after
hurricane
charley.
H
But
actually
I
came
in
this
morning
because
if
you
need
any
any
basically
expert
testimony
or
or
advice
on,
moving
a
home
or
or
how
that
how
that
occurred,
you
know
I'd
be
happy
to
share
that
with
you,
but
also
the
city
didn't
give
us
a
loan.
We
actually
signed
a
letter
of
intent
with
the
city
the
city
had
they
had
through.
Dennis
murphy
went
ahead
and
put
the
home
out
for
bid
to
have
it
moved
and,
and
he
worked
up
all
the
costs
and
they
they
had
located
a
lot.
H
That
was
in
our
approval
and
at
that
time,
through
mutual
attorneys,
we
went
ahead
and
signed
a
letter
of
intent
which,
which
basically
stated
that,
once
the
home
was
moved
and
secured
down
to
a
new
foundation
that
we
would
go
ahead
and
reimburse
the
city
100
of
its
cost,
which
we
did
so
again.
If
you
need
any
any
questions
answered
and
and
reference
to
that,
I
think
we're
kind
of
experts
in
that
field
so
feel
free
to
rely
on
me.
Thank
you.
Thank.
B
Under
new
business,
we've
approved
the
minutes
so
we're
moving
on
to
new
business.
The
first
item
is.
C
Also
here
with
us,
is
her
fiance
garrett
kaiser,
who
is
the
president
of
charlotte
harbor
construction
and
who
would
be
who
would
have
done
renovations
to
the
home
if
that
was
feasible
for
their
development
plans.
I
want
to
be
very
clear
about
one
thing,
because
I
think
there
were
some
misconceptions
about
the
owners
intentions
with
regard
to
this
property
and
their
preference
is
to
preserve
this
historic
home.
C
That
is
what
they
want
to
accomplish,
but
we're
going
to
need
participation
from
the
city
and
the
community
at
large
to
accomplish
that.
I've
represented
mr
schalifo
and
his
wife
when
they
successfully
relocated
the
house,
with
the
cooperation
of
the
city
back
in
2007
and
mr
chalifoux
as
the
receiving
party
of
the
home,
basically
reimbursed
most
or
all
of
the
city's
costs
in
that
in
that
endeavor.
C
It
would
cost
a
certain
amount
of
money
to
demolition
or
demolish
the
home,
they're
more
than
willing
to
contribute
those
funds
towards
the
cost
of
relocation,
the
minis
russell
foundation
or
community
development
corporation
as
the
recipient
entity,
I
think,
is
a
partner
in
this
endeavor
to
relocate
the
home,
keep
it
in
the
historic
district
and
preserve
a
part
of
puttagore's
history.
C
I
think
there
was
some
confusion
and
concern
because
they
also
filed
a
certificate
of
appropriateness
for
demolition
of
the
structure.
That
is
just
a
matter
of
practicality.
C
If,
if
relocation
becomes
infeasible
due
to
logistics
or
cost,
the
fact
is,
they
have
to
have
an
alternative
plan
in
place.
If
that's
not,
you
know
going
to
happen,
so
we
want
to
be
very
clear
both
to
the
community,
this
board
and
the
city
that
miss
gundersen
and
everyone.
I
think
in
this
room
would
like
to
see
this
home
preserved.
It's
absolutely
a
part
of
history.
C
Ulysses
cleveland
certainly
is
a
a
legend
in
this
in
this
area,
and
you
know
we
would
hate
to
see
this
piece
of
puna
gorda's
history
lost.
So
with
that.
I
want
to
turn
it
over
to
mr
kaiser,
who
has
you
know
presentation
of
some
of
the
things
he's
done
here
locally
with
regard
to
restoration
of
historic
homes,
construction
of
homes,
to
like
comport
with
the
architectural.
C
G
Thank
you,
mr
mr
gambling
chair.
It's
kind
of
normal
practice
to
have
staff,
give
their
report
and
then
give
the
applicant
time
to
do
their
presentation.
So
if
you
I
mean,
if
you
would
like
the
presentation
to
go,
we
can
move
forward
with
that
or
if
you
would
like
staff
to
give
their
report.
I
All
right,
fabiana
solano,
urban
design,
planner,
so
the
summary
for
the
certificate
of
appropriateness
is
the
applicant
proposes
to
relocate
the
structure
at
509
gill
street
to
415
east
virginia
avenue,
a
property
owned
by
the
bernese,
a
russell
center
for
the
placement
of
the
home.
This
site
is
composed
of
four
original
platted
lots
in
the
woods.
Second,
addition
to
tribute
division,
the
blanchard
house
museum
is
currently
located
on
the
front
half
of
the
site
facing
dr
martin
luther
king
jr
boulevard,
509
gill
street
is
listed
on
the
florida
master
site
file.
I
This
structure
was
constructed,
constructed
in
a
bungalow
craftsman,
architectural
style
in
circa
1925
as
a
single
family
residence.
The
structure
is
also
associated
with
the
cleveland
family.
Family
member
us
cleveland
was
noted
as
a
student
of
local
history
and
accumulated
quite
a
collection
of
documents
and
artifacts
related
to
the
history.
I
The
letter
attached
from
the
proposed
receiving
site
property
owner
bernice
a
russell
community
development
corporation
states
that
they
understand
that
the
city
of
puna
gorda
will
relocate
the
home,
implying
that
city
funding
would
be
available
for
the
proposed
relocation
over
the
past
20
plus
years.
The
city
has
paid
for
some
historic
structure
relocations.
However,
there
is
no
specific
program
or
funding.
I
M
I
All
right
funding
in
the
city's
adopted
budget
for
such
projects.
In
the
past,
the
city
or
city
of
pentagorda
community
redevelopment
agency
has
paid
for
the
expenses
associated
with
the
relocation
of
certain
historic
structures.
These
relocation
followed
with
three
paths
listed
below
from
private
parcel
to
a
city-owned
parcel
like
the
ac
freeman
house,
from
a
private
parcel
to
a
history
park.
So
the
history
park,
a
city-owned
land
operated
under
a
long-term
lease
agreement
by
the
pg
historical
society
or
from
a
city
park,
a
private
parcel
to
another
private
parcel
via
short-term
short-term.
E
N
N
N
Then
there's
another
comment:
builder
is
going
to
indiscriminately
tear
the
house
down
again,
never
said
not
the
case.
This
went
on
for
30
minutes
and
I
received
four
phone
calls
following
that
meeting,
saying
that
I
needed
to
watch
the
video
from
that
meeting,
and
I
can't
tell
you
how
angry
I
was
to
be
put
in
that
category
as
a
builder,
that's
going
to
tear
a
historical
structure
down
as
far
as
our
involvement
in
the
community
ian
gunderson's
been
a
resident
for
40
plus
years
raised.
N
Two
great
boys
in
the
community
who
are
now
off
to
college
in
tallahassee
has
numerous
family
members
who
grew
up
here,
including
her
father
on
the
shores
of
charlotte
harbor
graduated
from
charlotte
high
and
still
resides
here
today.
Her
stepfather
played
as
a
kid
in
the
yard
at
509.
Gill
street
has
stories
you
wouldn't
believe
about
life
growing
up
here,
also
graduated
from
charlotte
high.
He
and
geon's
mom,
who
was
here
with
us
today,
still
reside
in
the
community
myself
owner
of
charlotte
harbor
construction.
N
I
grew
up
just
outside
orlando
learning
about
the
how
to
appreciate
historical
structures
in
the
downtown
orlando
winter
park
in
mount
dora
communities.
N
My
office
is
also
located
in
a
historical
structure
in
the
city
limits
at
512
east
marion.
So
my
goal
here
is
to
clarify
the
statements
that
were
made
that
day,
that,
basically
being
grouped
in
as
a
builder
who's
indiscriminately
going
to
tear
down
a
house
which
is
not
the
case.
It's
not
our
goal.
Our
goal
is
to
save
it,
get
it
relocated
and
make
it
something
the
community
is
proud
of,
and
that
this
community
foundation
can
restore
and
allow
the
community
to
be
a
part
of
that.
Thank.
B
B
G
Lisa
hannah
zoning
official,
so
yes,
now
would
be.
If
you
have
any
questions
for
staff
or
the
applicant,
you
can
do
so
and
then
yes
with
since
action
is
required,
a
motion
would
be
appropriate.
G
Move
it
forward
or
to
prove
it
with
the
conditions
and
in
the
staff
report
and
if
they
wish
to
move
forward,
requesting
assistance
with
funding.
E
N
N
We've
also
got
a
a
resident
of
downtown
who
is
offered
two
thousand
dollars.
In
addition,
so
you
know
we're
up
over
ten
thousand
dollars
at
this
point.
A
L
We
will
be
applying
april
1st
the
state
of
florida.
There
are
several
grants
for
institutions
for
the
kind
of
pro.
What
we
want
to
do
with
that
property
should
have
no
problem
being
able
to
get
that
funding
and
be
able
to
provide
some
of
it
back
to
the
city.
However,
the
city
has
provided
has
given
money
before
for
historic
structures,
and
you
know
it,
I
think,
was
voluntary,
that
they
paid
them
back
or
whatever
we.
This
is
not
we're
not
going
to
make
money
on
it.
This
is
for
the
public
good.
L
This
is
to
enhance
the
history
of
pontogorda.
I
would
think
that
the
city
would
be
interested,
especially
in
the
decisions
that
they
made
in
enhancing
the
history
and
the
historical
integrity
integrity
of
plantagorda.
This
is
about
our
history,
making
sure
that
the
history
is
told
the
city
did
help
move
the
blanchard
house.
They
did
pay
for
the
movement
of
the
blanchard
house,
twenty
five
thousand
dollars
they
paid.
We
did
not
have
to
pay
that
money
back.
They
did
it
because
of
the
historical
significance
to
the
city.
L
D
No,
no
I'd
like
to
propose
a
motion
to
approve
with
the
staff
recommended
conditions
and
also
in
good
faith.
The
owners
and
the
foundation's
contributions
also
recommending
that
the
city
contribute,
as
they
have
in
the
past
as
appropriate.
If
all
if
everything
else
happens
in
good
faith
by
those
who've
spoken
here
today,.
A
Yeah
I
mean
I
would
agree
and
support
that
my
only
concern
is,
as
the
staff
pointed
out
at
the
top,
the
city
has
no
policy,
so
perhaps
this
discussion
can
prompt
a
move
to
having
some
sort
of
policy
or
program
so
that
these
are
not
one-off
events.
I
mean,
obviously
it's
our
mission
to
help
preserve
the
history
and
I
think
we're
all
concerned
about
the
fact
that
we've
lost
a
number
of
structures.
I
would
just
say
my
caveat
would
be.
I
would
hope
the
city
would
use
this
as
an
opportunity
to
think
about
it.
O
Excuse
me
everybody:
if
you're
going
up
to
the
podium
to
speak,
would
you
please
state
your
name
clearly
for
the
record
before
speaking?
Okay.
Thank
you.
Sorry.
L
I
think
because
of
what
you
said,
that
the
advisory
board
actually
should,
if
you
come
up
with
a
policy,
should
be
more
expansive
in
the
way
that
you
look
at
historic
homes
depending
upon
where
they're
located
some
homes
are
just
old
and
are
able
to
be
demolished,
but
they
have
historical
values.
So
I
would
suggest
that
you
expand
your
vision
and
your
as
you
look
at
what
is
significant
in
historically
significant
in
the
town
of

I
All
right,
so
the
applicant
proposes
to
demolish
the
structure
at
five
one
on
gill
street.
As
stated
earlier,
five
and
on
gill
street
is
listed
on
the
floor
to
master
site
file.
This
structure
was
constructed
in
a
bungalow
craftsman,
architectural
style
in
circa
1925
as
a
single-family
residence.
The
structure
is
also
associated
with
the
cleveland
family
family
member
u.s
cleveland
was
noted
as
a
student
of
local
history
and
accumulated
quite
a
collection
of
documents
and
artifacts
related
to
the
history
of
the
city.
I
Applicant
has
provided
a
single
page
structural
report
from
the
wolf
and
associations,
noting
basic
structural
repair
issues.
No
photos
of
other
documentation
was
provided.
The
recommended
action
is
city.
Staff,
recommends
denial
of
the
certificate
of
appropriateness
for
the
proposed
demolition
of
the
single-family
house
structure
at
509
gill
street.
Please
note
that,
due
to
the
location
of
the
structure
outside
of
a
designated
historic
district,
the
maximum
effect
of
historic
preservation,
advisory
board
denial
would
be
a
45-day
delay
and
a
demolition
permit
being
released.
N
N
N
I
had
asked
on
three
occasions
to
come
and
talk
to
the
board
and
was
told
I
was
not
allowed
to
do
so
until
my
certificate
of
appropriateness
was
completely
filed
as
a
board.
I
think
I
would
approach
the
city
to
change
those
rules
and
let
folks
that
want
to
come
and
have
a
discussion
prior
to
a
certificate
of
appropriateness
having
to
be
filed.
N
I
think
that
that's
a
much
favor
but
much
more
favorable
way
for
people
that
want
to
do
the
right
thing
to
have
the
opportunity
to
do
so
again.
The
the
intention
is
not
to
tear
this
house
down,
but
once-
and
I
was
surprised
today
to
be
honest-
to
hear
that
the
staff
supports
the
relocation,
because
I
was
told
two
weeks
ago
that
it
was
going
to
be
denied.
N
D
I
have
I
have
a
comment,
I'd
questioning
in
terms
of
the
policy
the
citizens
comments
at
the
end.
Isn't
that
an
opportunity
to
speak
to
things
that
aren't
on
the
agenda
that
are
of
general
citizen
concern.
B
G
When
you're
making
a
decision
on
an
item
to
have
a
conversation
prior
to
the
board
prior
to
any
decision
making,
that
might
be
where
the
confusion
lies.
Any
citizen
can
make
comments
on
any
topic,
whether
it's
on
the
agenda
or
not.
You
can
always
have
citizen
comments
but
to
bring
up
or
make
any
type
of
presentation
on
something,
such
as
a
certificate
of
appropriateness
where
an
action
is
required.

I
P
Good
morning,
I'm
bill
monex
the
sign
contractor
for
these
signs.
So
if
there's
any
questions
regarding
regarding
this,
these
signs,
I
think
I
believe
they
already
have
signs
like
this,
we're
just
doing
it
for
the
new
name.
So
it's
nothing
new
to
the
building.

Okay
leah
said
she
did
not
hear
a
second
for
the
last
certificate
of
appropriateness.
Adrienne
said:
yes,
ma'am,
that's!
Okay!
Thank
you!
Ma'am,
okay.
Okay,
so
do
you
have
any
questions
for
the
staff
on
the
information?
I'm
like
I'll,
be
quite
honest,
lisa
hannah's
zoning
official.
It's
only
like
my
second
time.
I've
had
to
be
at
the
hpab
meeting.
Unfortunately,.
G
B
G
B
On
that
brings
us
to
unfinished
business
county
centennial.
Do
we
have
any
subcommittee
reports.
A
I
think
everyone
got
an
invitation
from
brian
gleason
about
some
event.
This
saturday.
B
B
I
Yes,
we
do
for
at
least
fisherman's
village
and
the
tribute
plaques
at
the
moment
we're
just
working
on
the
word
count.
We
have.
We
have
an
idea
of
what
each
plaque
will
include.
It's
just
that
the
providers
have
a
word
count
of
217
words,
so
we're
working
our
best
on
minimizing
a
lot
of
important
information
to
make
the
information
relevant
and
understood
by
everyone
to
217
words,
but
we're
moving
things
forward.
I
K
A
There
could
be
an
appropriate
public
event,
a
fisherman's
village
and,
at
the
same
time,
we
could
have
something
about
with
the
trebu
plaques,
as
well
as
the
baron
collier
plaque,
which
would
be
our
contribution
to
the
centennial,
wonderful
yeah.
Exactly.
A
Again,
as
fabiano
said,
they
are
editing
right
now,.

Certificate,
so
what
we'll
need
to
do
is
get
your
contact
information,
I'm
sorry,
lisa,
hannah's,
owning
official,
we'll
get
your
contact
information
at
the
end
of
the
meeting.
Okay.
After
the
meeting
I
will
have
mitchell
austin,
who
is
our
principal
planner
when
he's
able
to
return
to
the
office,
I
will
have
him
reach
out
to
you
or
fabiano
will
reach
out
to
you.
We
will
probably
have
to
set
up
a
staff
meeting
to
see
what
your
concerns
are
and
what
your
request
is
again,
as
you've
heard.
