I'm
just
updating
you
on
what
I
presented
to
city
council
at
the
last
meeting
regarding
the
overnight
parking
pass
program
and
how
we're
gonna
move
forward.
I
So,
as
you
may
know,
overnight,
on
street
parking
has
been
an
issue
due
to
it
being
currently
unregulated.
There
have
been
unknown
vehicles,
parking
in
front
of
different
properties
and
vehicles
stored
there
for
a
very
long
time,
so
we've
decided
to
develop
a
possible
policy
or
possible
policies
for
the
select
residential
area
and
the
parks
adjacent
to
the
residential
area.

Together
and
separately,
so
this
is
the
residential
parking
permit
zone,
so
it
includes
overnight
the
overnight
parking
area
where
the
city
parks
are
the
very
street
extension
where
on-street
parking
is
available
where
no
parking
struck
infrastructure
is
and
where
restrictions
aren't
recommended.
So
you
can
look
at
that.

Right
now
we
are
thinking
of
a
limit
of
three
passes
per
residential
unit,
so
that's
per
property,
and
this
this
will
all
be
fulfilled
by
the
clerk's
office,
and
we
will
also
offer
education
because
not
everyone
might
know
about
it,
so
we
will
be
providing
street
signs.
We
will
mail
the
information
out
to
all
the
residential
unit
owners
and
there's
a
possibility
of
having
supplemental
information
on
their
utility
bill
and
there
will
be
a
dedicated
web
page.

So
this
is
the
parking
permit
hand
tags.
This
is
just
a
sample.
This
is
not
the
final
look,
so
the
hang
tech
specifications
it'll
be
customizable,
it'll,
be
heavy
duty
and
reflective
and
the
estimated
quantity
and
costs.
So
we
need
approximately
a
thousand
two
hundred
fifty
tags.
If
all
properties
come
and
pick
them
up
with
two
dollars
per
thousand
tags
and
five
dollars
per
100
tags,
then
we
have
the
parking
permit
street
signs.
This
is
recommended
for
enforcement
and
education.

Now
we
have
the
parking
permit
announcement.
So
this
is
the
letter
that
we
staff
has
drafted
to
be
sent
out
to
all
the
properties
the
in
the
letter.
It
explains
the
parking
rules,
the
procedures
and
how
they
can
acquire
their
tags.
So
one
letter
per
property
about
410
letters,
so
costs
are
basically
just
stamps
and
staff
time.

we
have
a
parking
permit
web
page.
This
is
just
a
sample
of
what
may
be
included.
So
it's
for
educational
purposes.
They
can't
purchase
their
tags
through
here
so
or
not
purchase,
but
pick
them
up
or
if
they
have
to
replace
them,
but
it
will
include
program
overview
eligibility.
Obviously,
if
you're
not
in
this
district,
you
won't
need
one
or
require
one
permit
requirements.

regarding
those
tags,
then
we
will
include

ordinance
information,
so
a
copy

they

our
project

we
held
most

residence
meetings,
we
reviewed
the
code
of
ordinance
and
then
presented
to
you
all
in
july,
and
from
august
and
november,
we
presented

planning
commission
city
council
to
you
all
a
second
time
had
a
huge
stakeholder
meeting
to
discuss
the
physicalities.
All
of
those
things
like
what
will
the
parking
pass?

requirements?
What
are
the
procedures
spoke
with
pdit,
the
city
manager,
and
in
january
we
had
our
city
council
presentation
and
I'm
presenting
to
you
today.
So
after
city
council,
they
have
suggested
that
we
move
forward
and
right
now
we're
just
looking
at
costs
the
exact
costs
and
sending
that
over
to
finance
and
reviewing
the
code
of
ordinance
to
see
where
this
ordinance
would
best
fit.

so
this
is
the
six
month
process,
so
the
fi,
where
it'll
include
the
final
ordinance
drafting,
which
is
what
we're
doing
right
now,
then
the
ordinance
adoption
the
appropriations
of
funds.
So
it's

we're
still
figuring
that
out,
which
will
include
the
sign
and
tag
orders,
sign
installation
letters
to
all
the
properties.
So
that
is
it
any.

be
very
comprehensive
on
the
face
of
it,

there
is
obviously
a
lot
of
citizen
input,
I
mean
the
stakeholder
input
and
so
on.
I
would
be
interested
to
know
if
there
is
any
one
entity
that
looks
for
unintended
consequences
of
any
kind
of
sweeping
change.
That
was
all,
and
I
mean
nobody
would
have
done
that
yet
I'm
sure,
but
I
hope
somebody
does
look
out
for
those
unintended
consequences.

for
the
record

city
staff
has
has
in
through
the
process
of
researching
this.
To
this
point,
and
in
the
internal
discussions
with
the
various
departments
within
the
city,
we
have
been
looking
for
those
unintended
consequences.

Just
in
the
first
blush
of
looking
at
the
parking
ordinances,
we
found
various
issues
and
items
that
needed
to
be
updated
within
those
to
make
sure
that
we
had
something
that
had
a
logical
method
for
enforcing
these
rules.
Should
we
adopt
them?
So
you
know
that's.
One
of
those
unintended
consequences
is
within
the
existing
code
of
ordinances.

memory
we
used
to
have
parking
meters
in
downtown,
but
that
was
in
the
60s
that
they
went
away
70s.
So
we
anticipate
that
there
will
be
some
some
growing
pains
with
this
potentially
and
that's
one
of
the
reasons
that
this
program
has
been
simplified
from
its
initial
concept.
Is
we
want
to
start
simple,
and
if
we
run
into
unanticipated
problems,
then
we
can.
We
can
modify
more
easily
because
we
haven't
spent
a
lot
of
money.

haven't
developed
some
complex
program.

build

this

something
more
complicated
if
it
needs
to
be.

we
run
into
those
problems
where
it's
like.

believe
we
did
this
and
it
caused
these

program
out
there

soon

issue

we're

pilot
to
see
how
it

issues

possible
issues
with
both
city
council
internally
and
the
residents.

the

city
council
did
give
staff
direction
to
move
forward,

updating

the
contract
to
update
the
land
development
regulations.

looking

of
current
situation
at
that
being
primarily
a
virtual
meeting
with
a
hybrid
component,
so
a
potential
in-person
component
for
those
parties
or
persons
that
are
either
unable

uncomfortable

that
virtual
environment,
so
that
that
in-person
component
is
not
intended
to
be
the
primary
means
that
the
public
interacts
with
this.
So
we're
working
to
develop
a
education
strategy
between
now
and
then
to
ensure
the
maximum
virtual
participation
into
this
program.

and

gorda
to
get
a

critically
important

remember

changes

are
being
contemplated

directed

city

encourage
all

individually

individuals
to
participate
in
this
process
and
any
organizations
or
groups
of
individuals
who
you
come

contact

they're
concerned
about
the
integrity
of
this
history
of
downtown
palm
board

traditional
neighborhoods
to
participate
as
well,
so
that
they're
informed
and
can
have
their
input
and
voices
heard
so
that
that
goes
both
for
the
the
residential
and
the
business
community.
Within
these
areas,.

of
the
primary
recommendations
from
the

citywide
master
plan
and
was
baked
into
the
draft
comprehensive
plan
changes
is
specific
recommendations
to
create
a
local
register
of
historic
places
once
those
that
local
register
is
created
and
adopted
to
provide
the
highest
level
of
protection
to
those
structures
available
under
loss.

that
is
like
one
of
those
pieces
of
the
puzzle
that
is
missing
now
because,
as
we
as
we
know
currently
under
the
current
regulations,
every
building
that's
listed
on
the
florida
master
site
file
has
some
minimal
level
of
protection,
but
only
those
structures
that
are
within
the
national
register
district
have
the
maximum
protection.
So
you
know,
protections
from
demolitions
primarily
is
is
the
the
big
tool
that
is
needed
for
those
other
important
structures,
because
there's
really
no
penalty.

participated
in
a
process

going

entire
list
of
currently
listed
structures
on
the
florida
master
site
file,
as
well
as
the
staff
produced
historic
resources
survey
that
was
conducted

middle

so
that
that
process
with
the
board
developed
a
draft
list
for
consideration
as
the
local
register.

that
will
need

be
given
time
that's
passed
since
that

some
legal
processes
associated
to
ensure
that
we
can

the
board
certification,
the
house
that
they're
referring
to
is
403
west
olympia
avenue,
which
was
relocated
from
cross
street,
where
it
was
under
threat
of
demolition.

had
been
used
as
a
boarding
house
and
after
charlie,
it
was
was
deemed
uninhabitable
at
some
point
after
charlie
and
then
the
the
property
owner
filed
for
demolition
permit,
a
white
knight,
john
chalfo,
came
in
and
said
they
wanted
to
save
the
structure.
They
were.
He
requested
from
city
council
a
loan
to
relocate
the
structure
because
you,
you
need
cash
to
relocate
a
structure
because
you
can't
get
a
bank
to
to
write
you
a
loan
on
something
that
may
be
damaged
or
destroyed
during
the
process
of
relocating
it.

it
was
a
loan,

paid
back

relocating
a
structure

not
an
inexpensive
activity.
If
memory
serves
it
was
in
the
neighborhood
of
a
hundred
thousand
dollars
to
relocate

structure
moved

the

the
past,

from
the
original
formation
of
history
park

least
that
point
and
again,
I'm
unsure
as

who
paid
for
what,
with
goldstein
with

goldstein
street
house,

those
structures
were
moved

cost

donated
to
the
the
historical
society
who
then
was
responsible
for
the
care
and
maintenance
of
those
structures.

park
itself,
of
course,
is
a
city
property
that
is
leased
to
the
historical
society.

run

operate
that
piece
of
ground,
but
it
is
city
land.

if
at
any
point
in
the
future,
they

to
exist
as

organization

have
the
capacity

that
property

structures

the

a

between
properties

moved

and

being

a
private

it's

we
make
the
space

we
pay
tribute

these

village

just

key
place
here
in
this
city

like
the
fishing,

shrimp
boats,
the
fishing
boats
and
we
sent
fish
off

coast.

small
thing
in
terms
of
the
fishing
industry,
so
that's
why
this
fishing
industry
plaque
has
got
to
tell
our
true
story.
We
weren't
small
players.
We
were
big
players
and
so
I
think,
that's
kind
of
forgotten
who
we
were.

we
were
these
little
people,
we
weren't
those
little
people.

the
history
of
the
state

in

million
people,

or
three
million
people
in
metro
orlando.

petersburg

governor
elected
to
the
state
of
florida
was
gilchrist
from
here.
You
know
that
this
is
not
an
unimportant
place
in
the
political
and
social
context
of
the
entire
state
until
we
get
into
the
1920s
where
the
land
boom
changed

dynamics.
So
the
our
importance
in
history
is
actually
much
greater
within
the
context
of
the
state
of
florida
than
it
is
today.

was
way
back
then
and
guess
what
it's
still

moving

florida,

that's
where
so
much
of
our
growth
has
come
from
and
so
important
that
we
preserve
what
our
history,
just
like
you

saying,
and
it
that
is
just
vitally
important
to
get
perspective
on
what
florida
really
is.
