Description
Punta Gorda Isles Canal Advisory Committee 1-19-2021
A
C
D
A
F
D
Good
to
go
we'll
call
the
january
19th
2021
meeting
of
the
punta
gorda
isles
canal
advisory
committee
to
order
please
and
if
you
would
join
me
in
the
pledge
of
allegiance,
I
pledge
allegiance
of
america
and
to
the
republic
for
which
it
stands.
One
nation,
under
god,
indivisible
with
liberty
and
justice
for
all.
A
Right
for
the
record,
gary
disher
goes
for
the
role
here:
fred
court
here,
jake
dye
here,
fred
hannon,.
D
E
E
D
Just
to
remind
everybody,
we,
we
moved
the
date
of
the
next
meeting
to
tuesday
february
16th
because
of
the
president's
holiday
on
that
monday.
Everyone
going
to
make
that
meeting.
E
D
The
same
time,
1
30
to
3.,
now
we'll
ask
for
citizen
comments
on
agenda
items
only
and
I
I
know
we
have
a
citizen
comment,
but
we
will
do
that
at
the
second
call
for
citizen
comments.
If
that's
okay
with
everybody
and
now
we'll
go
to
reports.
A
All
right,
as
you
can
see,
kathy
miller's
abs
today,
so
I'm
going
to
be
filling
in
so
we'll
go
through
the
finance
reports
once
again
for
the
record,
gary
disher
finance
reports
for
december
2020.
Any
questions
on
those
yeah.
D
Let
me
interrupt
you,
I
forgot
one
thing:
we
should
do
the
approval
of
minutes
before
you
start
so
the
minutes
of
december
14th.
What
is
your
pleasure.
D
A
A
problem
so
for
our
finance
reports
for
december.
Do
we
have
any
questions
on
those
those
documents,
but
it
may
be
tough
to
give
you
an
answer,
but
I'll
at
least
bring
it
back
to
kathy.
So.
C
D
A
C
A
D
Any
other
questions
on
the
finance
reports.
I
do
have
one
gary.
This
is
the
fiscal
year
2020.
So
this
is
a
kind
of
a
recap:
it's
not
current
the
current
fiscal
year
and
we
are,
if
you
were
a
business
you'd,
be
a
million
dollars
ahead
of
things
on
on
your
expenses,
almost
a
million
dollars-
and
I
didn't
look
at
how
that
balances
out,
because
I
know
you're
slightly
behind
on
revenue.
But
what
happens
to
a
surplus?
A
Just
go
to
surplus,
it
always
rolls
forward.
If
there's
a
surplus.
Well,
we've
got,
what's,
you
know,
considered
rollovers.
So
if
there's
at
the
end
of
the
fiscal
year,
if
there's
money
left
over
in
accounts,
say
we
didn't
spend
all
of
our
seawall
materials
account
that
money,
the
pos
get
rolled
forward
and
or
the
funds
get
rolled
forward
into
the
next
fiscal
year.
D
So
we
we
need
to
clarify,
because
you're
you've
got
a
shortfall
of
18
million
dollars
on
the
year,
completed
in
terms
of
revenues
and
you're
ahead
about
a
million
dollars
on
the
expenses,
which
is
good.
But
I
need
to
understand
what
the
reconciliation
of
that
is.
C
A
And
it
looks
like
we're:
we've
got
four
jobs
up
there
under
construction
at
this
point,
five
via
bianca
as
well.
So
we've
got
several
underway.
A
D
And
I
assume
that
there's
no
further
movement
on
the
fonts.
G
G
A
A
D
H
All
right,
so
anyone
intending
to
offer
testimonies
in
today's
proceedings
please
stand
and
raise
your
right
hand
all
right
and
if
there's
an
applicant
here,
I
ask
that
you
stand
and
raise
your
right
hand.
Just
in
case
you
might
be
speaking
all
right.
Oh
anyone
in
do
you
sell
my
swear
or
affirm
to
tell
the
truth,
the
whole
truth
and
nothing
but
the
truth.
In
today's
proceedings,
when
you're
ready
to
speak,
please
come
to
the
podium
state,
your
name
and
indicate
you've
been
sworn,
and
if
anyone
does
wish
to
speak
out.
D
We'll
call
you
yes,
thanks,
leah
all
right,
we'll
begin
a
special
permit,
ccsp.
D
A
F
F
The
request.
That's
before
you
is
to
install
a
third
boat,
lift
on
a
on
a
property
that
this
property
does
have
97
feet
of
sea
wall
per
plat.
Currently,
the
the
lot
is
vacant.
However,
a
house
that
that
formerly
was
there
was
recently
demolished
the
overhead
on
the
overhead
on.
F
Previously,
the
existing
lifts
lift
equipment
was
removed,
the
pilings
remain
so
one
lift
was
kind
of
on
the
northern
third
of
the
property.
One
was
on
the
southern
third
of
the
property.
The
request
that's
before
us
today
is
to
install
a
20
000
pound
boat,
lift
essentially
in
between
where
the
two
lifts
formerly
were,
and
then
a
personal
watercraft
lift
at
either
end
of
the
proposed
dock.
F
And
again
this
dock
is
not
yet
in
place
either
would
be
75
feet
long
by
10
feet
wide.
F
The
personal
watercraft
lifts
would
be
the
rotating
style,
so
when
the
personal
watercraft
is
not
used,
it
would
be
rotated
or
lifted
out
of
the
water
rotated,
and
the
pwc
then
would
be
sitting
on
the
dock
we
did
or
this
this
was
advertised
in
the
newspaper
and
per
the
the
new
code
requirements.
People
that
live
within
200
feet
on
that
same
waterway
were
notified.
F
Additionally,
we
we
now
post
properties
with
a
message
sign
similar
to
what's
done
with
variances
through
the
the
board
of
zoning
appeals
and,
and
that
sort
of
thing,
so
we
do
put
a
a
physical
sign
out
on
the
property
as
well
to
to
date.
I've
I've
received
just
one
question
regarding
the
permit
application.
F
Just
had
some
questions
about.
You
know
what
the
third
lift
would
look
like
and
and
sent
the
plans
forward
to
them.
F
I'm
not
sure
if
they're
in
the
audience
today
or
not,
but
staff
has
reviewed
this
and
and
believe
that,
based
on
the
configuration
of
the
existing
canal,
because
again
it's
kind
of
at
an
intersection
of
of
two
waterways,
the
water's
fairly
wide
at
this
location.
F
D
All
right
a
second
time,
anyone
wishing
to
speak
on
special
permit,
ccsp01,
2021
and
a
third
time
on
ccsp01
2021.,
seeing
no
one
we'll
entertain
a
motion
to
close
the
public
public
here,
mr
karsky
moves
and
mr
nabi
seconds.
So
all
those
in
favor
of
closing
the
public
hearing,
please
say
aye
all
right.
Any
opposed
motion
carries
unanimously.
D
We
should
note
that
mr
dai
did
not
vote
on
that
motion.
So
now
we
need
a
motion
to
take
action
on
ccsp
01
2021..
D
Mr
hannon
moves.
Do
we
have
a
second,
mr,
mr
navi
seconds,
all
those
in
favor,
please
say:
aye.
G
D
And
he
opposed
no
one
was
opposed
and
also
let
the
record
show
that
mr
died
did
not
vote
on
the
motion,
so
the
motion
carries
unanimously.
Thank
you.
Okay.
D
D
B
I
have
a
tip
lot
and
the
cap
on
my
sea
wall
has
been
repaired
many
many
times
and
it
is
a
quilt
work
of
different
types
of
concrete,
and
the
reason
I'm
here
today
is
to.
I
know
that
it's
not
you're
not
able
to
paint
your
cap,
and
I
could
understand
all
the
reasons
why.
B
B
B
So
your
guys
come
out
every
time
a
big
chunk
drops
off
into
the
canal
from
rusty,
rebar
expansion.
They
come
out
and
they
they
put
you
know
patch
on
there
and
those
guys
do
a
great
job.
But
you
know
it's
not
their
fault.
That
a
thing
looks
like
a
a
camouflage.
D
Net
questions
from
mr
davies:
yes,
please
I
I
have
a
question
generally,
do
we
know
where
this
particular
sea
wall
is
in
the
assessment
of
sea
wall
replacement
and
age
and
stage.
A
For
the
record
gear
district,
no,
I
I
could
look
that
information
up
for
you,
but
I
I
didn't
have
it
at
hand
right
now,.
B
B
D
B
C
A
C
So
I
don't
want
to
open
up
a
bucket
of
worms
for
the
property
owner,
but
I'm
looking
at
the
dock
and
the
distance
between
the
cap
and
the
dock,
and
it
doesn't
look
like
there's
that
15
inches
from
the
top
and
I'm
wondering
how
what
happens
when
you
do
have
to
get
do
have
to
replace
the
seawall.
Does
that
hinder
you
in
some
way.
A
It
would
now
I
know
that
I've
seen
in
some
cases
where
the
docks
were
too
tall
they,
basically
you
will
use
the
dock
as
the
form
board.
The
bottom
board
so
they'll
put
in
a
like
that
black
expansion
contraction
felt
down
and
pour
right
down
to
the
top
of
that.
Sometimes
it
actually
steps
the
cap
to
be
a
little
thicker
and
then
sometimes
it
may
make
it
a
little
thinner
depending
on
where
that
dot
is
located.
A
B
B
A
Just
like
they've
done
now
is
bonds
all
go
in
wire
brush
it
bonds
all
it
and
you
know,
try
to
keep
that
steel
from
the
direct
element
exposure
as
long
as
you
can
and.
D
And,
and
do
we
have
any
experience
or
information
on
the
product
that
mr
davies
is
suggesting
that.
A
B
I
did
oh
okay,
she
just
said
she
said
here.
I
am
so
this
this
this
product
here
is
sakrete
and
it's
polymer
based,
and
it
says
that
it
would
help
waterproof
the
any
cracks
and
such
you
know,
my
my
thought
was
that
it
would
help
keep
the
rebar
from
further
degrading,
and
this
is
available
down
at
home
depot.
D
D
I
I
guess
where
I
would
be
on
this
is
no
expertise
on
whether
this
is
a
good
idea
or
not.
D
My
suggestion
would
be
that
you
provide
this
information
to
the
staff
to
to
the
folks
who
work
in
this
and
they
evaluate
the
pluses
and
minus
of
it
and
see
what
you
can
work
out.
D
I
don't
think
we
can
direct
the
direct
you
to
do
it
or
give
you
permission.
That's
not
within
our
scope.
I
don't
think,
but
it
sounds
like
something
that
is
worth
looking
at
at
the
very
least
and
evaluating.
B
D
B
D
Well,
I
don't
know
this
is
not
in
code.
As
far
as
I
know
it
would
be
public
works
too.
The
rule
is
you
can't
do
anything
to
the
sea
wall
or
the
sea
wall
cap.
It's
the
city's
responsibility
to
maintain
it
at
a
standard,
but
do
we
know
whether
this
kind
of
subject
has
ever
come
up
and
been
dealt
with
in
the
past.
E
For
the
record,
rick
keaney
director
of
public
works,
my
apologies.
I
know
nothing
of
this
particular
case
either
like
gary.
I
truly
apologize
kathy,
had
an
emergency
and
couldn't
be
here
today,
so
you're
catching
us
off
guard.
I
don't
know
the
answer,
but
our
code
does
not
allow
anything
to
be
applied
to
the
caps.
So
you
know
maybe
kathy
our
ordinance
doesn't
permit
it.
So
maybe
kathy
was
doing
it
for
informational
purposes.
E
You
know
it
may
be
no
we're
totally
against
this,
because
council
even
doesn't
move
on
anything
unless
you've
seen
it
so
at
least
you've
been
introduced
to
it
a
little
bit
and
again
my
apologies.
We
don't
know
anybody
here.
I
don't
believe
knows
so.
We'll
gather
more
information
and
we'll
have
kathy
report
next
month.
If
that's
okay,
I
just
apologize,
but
we
can't
allow
anybody
to
apply
anything
to
our
caps
at
this
point.
Our
code
does
not
allow
it.
E
I
E
D
I
I
guess
it's
really
what
rick
has
suggested
that
they
will
take
a
look
at
the
a
the
product
and
the
situation
and
come
up
with
a
plan
if
there
is
such
a
possibility
and
if
it
has
to
come
back
here,
we'll
we'll
get
it
when
that
plan
is
ready
to
be
talked
about.
E
So
so,
if
you'd
like
sir,
you
can
give
your
your
phone
number
if
you'd
like
to
gary
gary
can
get
with
kathy
when
she
gets
back.
I
don't
know
when
she's
exactly
going
to
be
back,
but
we'll
have
her
contact
you
and
we'll
do
a
little
bit
more
research.
It's
not
fair
to
the
committee,
because
staff,
usually
when
they
hear
stuff
like
this,
we're
prepared
to
give
them
backup
information,
and
apparently
we're
not
here
to
do
that
today,
because
we
gary
or
I
didn't
know
anything
about.
B
E
Right
now,
staff
usually
reviews
it
staff
usually
reviews
it.
It's
introduced
to
the
committee.
They
either
like
the
concept
and
want
to
hear
more
and
then
it's
actually
put
on
an
agenda
item
and
then
staff
and
you
give
them
all
the
information
they
need.
A
citizen's
comment.
It
was
more
of
an
introduction.
It
sounds
like
so
we'll
we'll
get
kathy
to
get
more
information
we'll
see.
If
the
committee
wants
to
hear
any
more
information
about
it.
