Description
Utility Advisory Board 7-26-2021
B
B
Mr
chairman,
I
have
a
question
off
the
record
that
I
would
gladly
go
on
the
record
during
the
meeting,
if
necessary,
I'm
just
looking
for
direction
how
the
city
does
advisory
boards.
I
was
recently
appointed
to
the
charlotte
harbor
environmental
center
board
of
directors
and
since
the
city
donates
money
to
that
that
I
felt
I
should
let
you
know
we're
board
members
and
staff.
Oh
yeah,.
D
C
F
D
C
Folks,
it's
nine
o'clock
and
I
declare
this
meeting
to
order.
D
C
Here,
mike
dougherty
did
send
notification
that
he
would
be
missing
today
he
was
busy.
C
Hearing
none
we'll
move
on
next
approval
of
the
minutes.
Do
we
have
any
comments
on
the
minutes.
D
There's
some
misspellings,
some
have
been
pointed
out.
My
my
first
name
is
misspelled.
Mike
dougherty's
name
was
spelled
two
or
three
different
ways,
but
I
think
I
think
maybe,
if
you're
listening
out
there,
secretaries,
I
think
maybe
that's
been
recorded
and
you'll
you'll
spell
them
correctly
going
forward.
Yeah.
Thank
you.
H
B
H
Was
misspelled.
C
As
well
and
ms
pews
has
been
made
aware
of
it
as
corrected,
thank
you.
B
C
G
Chuck
cables
utilities
director,
thank
you
just
as
you
know,
on
reports.
Finance
director
is
on
on
leave
this
week,
so
she
will
not
be
making
the
financial
report.
She
said
she'll
catch
up
next
month
and
do
both
to
bring
us
up
to
date.
Thank
you.
In
your
packet,
you've
got
the
operational
data
with
a
peak
flow
water
to
town
a
7.5
million
gallons
per
day.
Also
any
questions
on
the
data.
G
Tds,
you
can
see
the
ro
water
that
we're
well
under
the
the
500
limit,
so
the
blending
is
doing
what
it
was
planned
to
do.
C
I
assume
that's
the
the
cause
of
all
the
rain
we've
had
that.
That's
why
you
see
the
drop
on
the
red.
I
That's
all
I
got
is
there
any?
I
didn't.
I
didn't
I'm
sorry,
mr
chairman
might
have
a
question
I
I
didn't.
I
didn't
follow
any
of
the
council
budget
meetings,
but
I
did
see
through
next
door
that
there
was
excited
commotion
about
the
the
millage
changes
has
is
there?
Is
there?
G
If
you
remember,
the
finance
director
recommended
a
increase
correct
and
they
wouldn't
survey
but
less
than
what
the
consultant
had
recommended
and
as
I
think
the
board
had
recommended
last
year
that
we
would
look
at
it
every
year
and
not
lock
in
a
five-year.
So
that's
what
the
finance
director
did
and
then
was
comfortable
with.
I
think
she
said
a
two
and
a
half,
maybe.
C
Do
we
have
any
other
comments
on
the
operational
data?
Can
we
move
on.
C
If
I
could,
just
before
you
begin
then
steve,
I
had
asked
mr
pavlos
for
some
information
on
the
cips.
What
is
going
on
with
the
engineering
firms
and
that's
what
I
believe
mr
adams
will
be
addressing.
B
F
So
we're
going
to
bring
you
an
update
on
most
of
our
cip
projects
this
morning,
our
first
project,
we're
going
to
be
looking
at,
would
be
our
wastewater.
F
Program
which
I
think
we
all
remember,
so
we
completed
an
analysis
in
december
of
19
and
we've
currently
engaged
our
consultant
cdm
to
begin
the
design
of
the
construction
drawings
and
it's
a
12-month
contract
and
orange
figures
are
going
to
be
the
new
components
under
this
project,
so
we'll
be
replacing
these
aeration
basins
and
we'll
be
building
new
clarifiers.
F
F
So
we've
already
had
our
first
kickoff
meeting
and
the
consultant
is
getting
started
on
putting
each
project
putting
these
plans
together
so
everything's
on
schedule
for
moving
ahead
with
this.
The
next
step
will
be
we'll
be
advertising
in
procurement
for
what
we
call
the
cm
cm
cmar.
F
A
Somewhere
around,
I
don't
know
where
it
would
be
somewhere
between
50
and
70
percent.
Is
there
any
plan
to
do
a
I'm
sorry
I
for
the
like
of
me.
I
can't
remember
the
term,
but
where
you
bring
in
another
engineering
firm
to
review
and
see
if
there's
any
way
that
you
could
have
some
efficiencies
on
the
initial
design.
What
is
that
called.
E
For
the
record,
steve
leonard
project
manager,
we
are
not
bringing
in
an
additional
engineering
firm
what
we
are
going
to
do.
It's
called
value
engineering,
yeah.
E
We
are
going
to
have
our
cmar
on
board
by
60.
Our
cmar
is
going
to
review
the
plans
and
specs
and
value
assist
the
city
with
value
engineering.
Instead
of
bringing
a
second
consultant
on
board
we're
going
to
have
our
contractor
on
board-
and
you
know
when
they
bid
the
subs,
the
subs
will
tell
them
hey.
If
they
change
this,
it
would
knock
some
off
the
price.
A
I
I
would
just
add
one
other
thing.
Yes,
sir,
and
I've
reviewed
this
in
the
initial
documents
that
were
prepared
a
few
years
ago.
The
evaluation
it
just
I
have
to
say
this.
It
just
seems
to
me
that
for
36
is
that
the
price
that
we're
looking
at
36
million
dollars?
Yes,
that
we
can't
squeeze
out
one
or
two
mgd
in
additional
capacity.
A
It
seems
like
a
tremendous
amount
of
money
to
spend
in
upgrading
the
existing
facilities
and
not
getting
any
additional
capacity.
Yes,
I
know.
Yes,
it's
been
told
to
me
that
you
can't
quite
achieve
four
and
that's
what
this
is
going
to
do
regardless
you
have
for
mgd
capacity
in
your
permit
and
to
me,
it
just
seems
like
a
wonderful
opportunity
for
a
very
small,
even
if
it's
additional
marginal
cost
to
get
additional
capacity.
A
No
telling
where
you
know
it's,
it's
like
a
20-year
thing
is
the
way
I
would
look
at
it
and
there's
no
telling
where
the
city's
going
to
go
and
where
things
that
may
be
added
and
growth
more
in
the
commercial
area,
maybe
around
the
airport
and
as
an
ex-wastewater
director.
A
E
Staff
does
not
disagree
with
you.
We've
had
this
discussion
with
the
engineering
firms
they're
looking
at
any
way,
they
can
do
it.
The
limiting
factor
right
now
is
the
existing
infrastructure.
We
plan
on
reusing,
so
we
don't
turn
this
36
million
dollars
into
a
100
million
dollar
project
and
that's
an
exaggeration,
but
right
now
it's
got
to
do
with
the
peak
hour
flows
and
you
can't
permit
the
plant
will
treat
this
plant
will
treat
12
million
gallons
a
day
for
a
short
burst.
E
It's
not
anywhere
close
to
our
existing
plant
would
be
rated
about
1.5
if
they
use
this
criteria
that
they're
using
on
the
new
plant,
they
actually
did
us
a
memo.
I've
had
the
same
discussions
with
our
consultants.
The
problem
is,
we
can't
permit
something
unless
we
can
flow
through
three
times
the
flow,
a
peaking
factor
of
three
for
peak
hour.
E
F
Okay,
so
we
have
had
a
considerable
discussion
with
cdm,
our
consultant
and
they've
convinced
me,
and
we
can
certainly
arrange
for
you
to
discuss
all
of
your
concerns
directly
with
our
consultant
as
steve
was
mentioning.
We
do
design
for
average
day
of
four
peak
hour
of
12.
So
if
we
were
to
decide
to
upgrade
the
facility
beyond
four
it'd
be
a
huge
increase
to
the
project
to
increase
our
peak
flow
capacity,
we
were
lucky
that
the
headworks
and
most
of
the
effluent
pump
station
and
other
top
parts
of
our
facility
already
meet
the
12
standard.
F
Our
current
plant
does
not
do
that
so
well,
we
have
a
flow
and
load
memo
that
clearly
shows
what
our
20-year
planning
needs
are,
and
this
meets
them
now
10
years
out
and
we
do
a
new
flowing
loads
and
it
indicates
okay,
the
finish
line
is
moving.
Then
we
we
would
have
time
to
come
in
and
take
a
second
look
at
that
and
they've
even
looked
at
you
know,
the
opportunity
to
you
know
increase
this.
F
This
facility
is
being
designed
so
that
we
can
add
a
fourth
unit
and
the
clarifiers
are
designed,
so
they
can
add
a
fourth
unit.
So
we
have
the
ability
to
add
capacity
when
needed
into
this
footprint,
but
there
didn't
appear
to
be
any
beneficial
result
of
increasing
capacity
above
four
with
this
project,
but
we'd
be
glad
to
you
know,
let
you
communicate
directly
with
these
people
that
are
helping
us
because
they're
extremely
knowledgeable
and
have
a
lot
of
experience
here
in
florida.
F
F
Us
this
is
the
right
project
for
punta
gorda
and
I'm
pretty
sure,
they're
right.
We
don't
want
to
lead
you
down
the
path
of
you
know
or
you're,
not
sure
this
is
doing
we're
doing
the
right
project.
If,
if
we
need
to
revisit
that,
we
can
as
much
as
as
much
as
necessary,
and
it
may
be
helpful
for
you
to
talk
directly
to
them.
So
you
know
you
have
a
lot
of
experience
and
knowledge
I'll.
Consider
it.
B
Mr
chairman
david,
thank
you
simple
question.
I
was
just
curious.
Thank
you
for
presenting
the
the
map
that
was
provided.
So
I'm
familiarizing
myself
with
where
each
facility
is
my
simple
question,
is:
when
construction
on
this
occurs,
who's
the
lead.
Does
the
county
take
the
lead,
because
it's
not
in
within
the
city
limits
or
do
you
partner
with
it?
How
does
that
work,
and
I
I
apologize?
I
was
just
curious.
I'm
trying
to
get
my
head
around.
B
B
B
B
E
No
again,
steve
leonard
for
the
record,
we
struggle
getting
permits
from
the
county,
but
typically
after
we
get
a
permit
because
we
have
a
cei,
we
have
an
engineering
rep
on
site.
We
have
myself
on
site
when
the
county
shows
up.
E
It's
always
been
a
breeze
to
get
our
inspections
passed
because
we
insist
on
them
having
the
rebar
done
before.
They
call
for
the
form
inspection
stuff,
like
that.
We've
struggled
sometimes
with
fire,
but
I
think
everybody
in
the
world
does
that
what
you
know
whatever
they
demand,
they
don't
seem
to
review
plans,
but
at
the
end
they
they
certainly
come
back
and
tell
you
to
change
everything
you've
done
but
county.
We
try
to
keep
a
really
good
relationship
with.
Thank
you,
sir.
F
C
I
have
one
question
steve:
the
the
seymar
have
we
done
seymour
before.
F
Yes,
we
used
seymour
at
the
water
treatment
plant
ro
project
very
successfully,
we're
very
happy
with
that.
F
F
Okay,
we
have
also
at
the
wastewater
treatment
plant
on
a
parallel
process,
the
city
or
the
wastewater
team
implant
staff
actually
is
rebuilding
a
a
belt
press,
so
we're
gonna
we're
gonna
augment
our
sludge
handling.
Currently,
we
distribute
the
wastewater.
F
On
the
field,
which
is
really
just
a
two
percent
solid,
so
mostly
a
liquid
component,
that's
distributed
onto
the
field.
We
want
the
opportunity
to
dry
some
of
this
and
haul
it
off-site.
So
the
conventional
process
is
a
bell
press
and
our
wastewater
staff
is
implementing
building
this
new
belt
press
at
this
time.
F
F
Process
that
most
plants
have
that
we're
going
to
be
adding
to
the
wastewater
facility
currently
also
underway.
We
have
a
computer
system
upgrades
called
scada,
which
is
supervisory
control
and
data
acquisition,
I'm
looking
and
steve's
our
expert
of
course,
so
our
existing
scada
system
is
quite
old
and
it's
time
for
a
refresh,
so
we've
already
issued
that
contract
and
we
have
a
specialized
skated
contractor
on
board
to
install
this
for
us.
So
what
we
have
here
is
just
a
great
generic
picture
here.
What
a
skate
screen
looks
like
normally
on
the
right.
F
There
you'll
see
an
image
of
your
process
in
this
case
it's
the
eurasian
basins
and
there's
controls
for
monitoring
and
operating,
and
then
the
left,
although
you
can't
see
it
is
kind
of
a
big
d,
the
librarian
screen
it
just
kind
of
shows
you
an
overview
of
a
lot
of
the
stat
statistics
that
are
happening
at
the
plant
and
these
are
primary
tools
for
operators
to
monitor
and
operate
the
wastewater
facility.
So
it's
a
very
common
practice
now
to
put
everything
on
scada
at
the
wastewater
plant.
B
At
the
water
facility,
the
ro
or.
F
F
Okay
next
slide
looks
like
okay,
so
at
the
wastewater
plant
we
also
just
recently
completed
this
image.
Here
is
a
cover
over
the
filter,
clear.
Well,
so
after
we
filtered
the
water
and
you
have
the
filtered
water,
we
had
an
open
basin.
We
were
having
trouble
with
algae,
so
the
solution
was
to
bring
in
a
covering
system.
So
we
just
recently
completed
this
so
filter.
Clear
well,
is
done.
G
F
Also
related
to
the
wastewater
treatment
plant
is
the
mpf
station,
which
is
at
900
henry
street,
which
is
also
right
next
to
the
dog
park,
and
we
have
two
tanks
there.
We
have
a
tree
there,
but
believe
it
or
not
right
next
to
that
building,
there's
two
ground
storage
tanks
and
periodically
we
bring
in
a
specialized
contractor
to
come
in
and
clean
the
all
the
interior
and
apply
a
new
protective
coating,
so
that
project
is
currently
underway.
F
Specialized
work,
it's
dangerous
too,
really
we're
very
fortunate
that
we
have
crime
doing
it,
because
crime
actually
built
the
tank,
so
they
have
some
highly
trained.
You
know
qualified
people,
so
we're
gonna,
get
both
tanks,
cleaned
and
coated
between
now
and
december,
hopefully
sooner
but
usually
takes
a
couple
months.
F
Currently
in
this
year's
budget,
we
have
funds
to
start
the
design
and
engineering
of
improvements,
really
really
rehabilitation
of
what's
called
the
scu
basins,
which
I'll
show
you
with
this
little
arrow.
This
is
a
typical
seu
basin,
and
this
is
its
twin
and
also
to
rehabilitate.
F
A
F
Treatment
and
then
the
building
on
the
right
is
our
filter
building.
So
we're
going
to
be
improving
our
rehabilitating
these
facilities,
they've
been
in
service
for
a
long
long
long
time,
and
it
makes
good
sense
to
go
in
there
and
do
some
improvements
and
we're
also
going
to
improve
the
filter
building
on
the
right.
So
we
have
a
design
report,
that's
currently
underway
and
as
soon
as
that's
done,
we're
going
to
move
forward
with
a
construction
schedule
to
try
to
update
these
facilities.
F
Okay,
we
also
have
a
project
with
our
consultant
at
the
ro
facility.
F
This
is
a
necessary
regulatory
practice
and
I
just
threw
one
slide
up
here
as
an
example,
but
what
they
do
is
they
do
a
comprehensive
monitoring
of
all
our
water
quality
of
the
raw
water
wells
and
the
treatment
and
distribution
and
all
that,
and
that
has
to
be
reported
to
swift
mud
on
an
annual
basis.
So
we
have
a
current
project
underway.
F
E
The
the
geologists
that
got
us
our
permitting
used
data
from
when
the
wells
were
drilled,
and
it's
now
becoming
clear
that,
even
when
we
drilled
those
wells
that
far
away
they
were
under
some
of
the
influence
of
the
asr
wells,
they
had
some
freshening
because
if
we
go
back
to
when
they
drilled
the
first
asr
well,
our
water
quality
is
starting
to
pair
with
that.
So
a
quick
look
of
a
layman
looking
at
this
data
would
say:
you're
you're
having
saltwater
uprising,
but
really
right
now.
F
F
This
contract's
already
been
issued
so
they'll
be
doing
this
work,
probably
any
time
now,
because
it's
supposed
to
oh
monday,
because
it's
supposed
to
be
done
in
august,
so
we're
going
to
be
starting
real
soon
on
this
and
it's
a
routine
thing,
you
have
to
do
every
five
years,
it's
part
of
the
regulatory
process
to
inspect
the
well.
A
Yeah,
mr
sparrow,
it
says
r-o-m-I-t
what
what
is
that.
F
Okay,
so
we
have
at
the
water
plant,
we
have
reverse
osmosis,
is
our
treatment
process
and
when
you
back
wash
those
filters,
it
has
high
brine
concentration,
and
the
disposal
method
is
to
inject
it
into
a
deep
well
which,
when
you
have
a
deep
well,
you
have
to
every
five
years
do
what
they
call
an
mit
test.
A
E
Yesterday
I
couldn't
spell
geologists:
mit
is
mechanical
integrity
test.
They
run
a
pressure
test,
they
run
a
video.
They
run
a
full
suite
of
logs
to
include
temperature
logs
radioactive
logs.
They
go
do
what's
called
a
radioactive
tracer
study
where
they
send
a
tool
down
and
inject
a
radioactive
isotope.
They
flush
with
fresh
water
and
they
recheck
the
casing
to
make
sure
that
water
isn't
coming
up
around
the
casing.
It's
a
whole
list
of
our
whole
suite
of
logs.
F
F
Also,
it's
the
same
picture,
but
it
looks
like
we're:
gonna
be
replacing
the
belt
press
at
the
water
treatment
plant,
which
has
been
in
service
now
for
approximately
20
years.
So
that's
coming
up
in
the
next
year's
budget.
F
G
F
That,
okay,
so
moving
on
to
water
distribution,
what
we're
showing
you
now
is
a
taylor
road,
water,
main
replacement.
F
We
currently
have
under
design
with
our
consultant
we're
going
to
be
replacing
the
water
main
on
taylor
between
airport
road,
which
is
hard
to
see
possibly,
but
in
the
lower
left
of
this
picture
would
be
alligator
creek
and
there
at
taylor
road
a
little
bit
north
of
there
is
the
walmart.
F
F
I
Mr
chairman,
steve,
you
have
have
at
90
plans-
and
probably
it's
too
late
to
mention
this,
but
I
saw
that
the
county
and
their
long-range
transportation
plan
is.
It
is
planning
to
widen
taylor.
I
F
Sure
so
we've
had
our
consultant
in
this
scope,
communicate
frequently
with
charlotte
county's
transportation.
Folks
and
we've
decided
to
go
exactly
in
the
same
trench,
we're
in
or
almost
exactly
which
we
anticipate
will
be
clear,
but
at
the
time
that
we've
met
with
them,
they
haven't
really
indicated
they're
going
to
widen
the
road.
This
would
be
brand
new
news
to
me.
It
must
be
like
in
a
20-year
plan.
F
So
we'll
have
to
wait
and
see,
but
we
did
spend
a
considerable
amount
of
time
looking
at
the
most
favorable
location
in
the
right
of
way
for
our
facility.
With
that
long-term
view
in
mind
and
we've
identified,
it
was
the
best
advantage
for
us
to
go
pretty
much
where
we
already
were
we're
gonna
go
slightly
offset.
I
F
F
G
F
I
A
I
F
F
So
underway
probably
be
going
to
construction
early
next,
you
know
after
january.
F
F
C
Is
two
things
have
you
experienced
difficulty
with
the
dr
lion
pipe
in
a
force
main.
F
On
this
one
but
yeah
every
now
and
then
there's
you
never
know
when
ductile's
gonna
have
an
issue
most
of
the
time
it
doesn't,
but
it's
an
unknown
with
wastewater.
It's
not
our
favorite.
You
know
we
would
never
design
brand
new
with
ductile
today,
but
you
know
50
years
ago
it
was
a
conventional
practice.
A
C
Of
it
is
this
the
last
of
the
ductal?
Oh,
no,
that's
what
I.
D
F
F
This
increment,
going
back
towards
the
bassinet,
will
be
a
little
bit
more
challenging,
but
yeah
we
probably
won't
be
doing
any
work
east
of
the
mpf
facility.
I
F
Okay,
next
project,
okay,
here
we
are
at
septic
to
sewer.
We
have
our
consultant
selected.
He
started
in
january
he's
produced
a
draft
report
which
you'll
be
seeing
soon.
F
This
is
just
an
overview
sketch
of
what
the
charlotte
park
community
would
look
like
in
a
proposed
layout
of
you
know
how
we'll
be
broken
into
different
collection
areas
to
help
with
this
preliminary
design
report.
So
it's
up
to
you,
sewers
in
progress
and
you'll,
be
seeing
a
design
report
later.
This.
I
These
are
all
the
projects
the
city's
working
on
just
so
that
it
stays
at
the
at
the
forefront
of
the
the
county
commissioner's
mind.
To
understand
that
you
know
you're,
not
just
at
some
point,
if
you're
coming
to
them,
saying
hey,
look!
This
is
not
in
the
city
we're
asking
for
some
contribution.
It's
it's
not
that
the
city
isn't
spending
money
on
other
things.
You
know
we
are
spending
money
on
other
things
and
we're
I,
I
think
that'd
be
helpful.
Yeah.
I
D
D
F
F
F
C
David,
would
you
like
to
make
mention
of
that
new
position
you're
in.
C
Might
be
good
chairman,
I
just
went.
B
Into
the
interest
of
transparency,
just
let
my
the
fellow
board,
members
and
staff
know
that
I
was
recently
appointed
the
board
of
directors
to
charlotte
harbor
environmental
center
check,
and
I
know
the
city
donates
to
them.
So
if
there's
crossover,
I
will
recluse
myself,
I
don't
anticipate
it,
but
in
the
entrance
of
transparency
I
just
wanted
to
let
you
know.
G
Chuck
palace,
you
have
requested
steve's
made
arrangements,
for
I
forget
the
man's
name.
You
wanna.
F
Sure
our
previous
meeting,
we
talked
about
bringing
brandon
moody
from
charlotte
county
staff
here
to
give
us
an
update
on
water
quality
initiatives.
So
I've
talked
to
brandon
and
he's
anxious
to
come
and
see
this
board
and
we're
tentatively
looking
at
the
next
meeting.
If
we
can
do
it
so
it'll,
hopefully
be
the
august
meeting
or
as
soon
as
possible.
After
that,.
G
I'll
send
you
that
notice
so
you'll
have
it
that's
great.
Thank
you.
Yeah
great
great
news
for
the
wastewater.
C
C
Moving
on
are
there
any
comments
from
the
board
on
any
committee
issue.
I
F
C
C
Moving
on
the
next
item
on
the
agenda
are
any
citizens
comments?
Do
we
have
any
comments
from
the
floor?
