Description
10-25-2021 Utility Advisory Board
A
A
A
With
that
we
have
the
approval
of
the
minutes.
Has
everyone
reviewed
the
minutes?
Some
questions
move
to
approve.
Second,
all
in
favor,
aye
aye
all
opposed.
A
Carries
next
we
go
into
the
reports.
A
Well,
I
would
like
I
guess
we
could
should,
because
we
did.
I
skipped
over
the
next
meeting
my
mistake:
we
have
the
next
meeting
on
november
22nd.
A
I
was
looking
to
raise
was
among
the
the
members,
the
board
members
are
there
and
is
there
anyone
who
would
be
unable
at
this
point
in
time
to
not
be
able
to
attend?
D
A
D
A
We
may
want
to
wait
till
the
end
of
the
meeting.
We
still
have
quite
a
few
things
to
go
over,
but
we
are
then
coming
up
on
christmas
and
do
we
have.
B
A
date
that's
anticipated.
A
For
christmas
or
for
december
25th
every
year,
it's
the
25th
20th
changes
the
27th
well
at
27th.
I
know
I
won't
be
able
to
make,
and
I
don't
know
how
many
people
will
be
able
to.
B
Which
that
apparently
is
incorrect,
it's
going
to
be
the
23rd
we're
closed.
I
have
to
have
the
23rd
and
24th
that
we're
going
to
be
on
and
the
23rd
yeah.
Okay,
so
we'll
be
open
that
day.
But
if
you
know,
if
that
doesn't
work.
A
I
would
think,
if
there's
a
motion
to
that,
we.
A
F
There
you
go
good
morning,
chuck
palace
utility
director.
First
up
is
the
operational
data.
The
chart
that
we
usually
give
is
nothing
the
norm
for
that,
but
I
do
want
to
mention
to
you
that
early
last
week
we
did
get
a
call
from
the
water
authority
and,
as
you
may
know,
remember
we
have
two
interconnects
with
them.
F
We
kind
of
got
a
surprising
call
from
them
saying
they
had
an
issue
and
they
needed
water.
I
just
and
steve
can
help
me,
but
the
the
plants
in
sarasota
county
were
down.
North
port
plant
was
down,
manatee
county
about
half
of
their
capacity
was
in
rehab
and
peace.
River
had
a
plant.
I
believe
now.
F
So
they
were
running
pretty
much
right
at
max
and
they
were
looking
for
anybody
that
could
provide
them
water.
So
we
were
able
to
provide
them
some
water,
and
then
we
were
able
to
in
a
couple
days
build
it
back
up.
We
got
all
our
storage
up
and
we're
providing
them
about
3
million
gallons.
I
think
it
is
a
day.
F
A
Well,
first
off,
my
wife
thought
that
it
was
punta
gorda
that
was
down
because
of
that
nice
sign
outside
of
the
the
plant
there,
but
they
mentioned
that
there
was
some
material
that
they
couldn't
get.
G
Adams,
utility
engineering,
we
talked
with
the
authority
staff
wednesday.
They
described
a
lot
where
you
just
heard
chuck
express.
G
Carlton
had
some
mechanical
failures
with
some
piping,
I
believe
so
they
basically
took
had
to
shut
their
plant
off.
Carlton
makes
12
million,
so
that's
a
very
significant
supply
for
the
region
and
for
sarasota
county
and,
I
believe,
they're
having
trouble
with
getting
materials
to
make
those
repairs.
I
don't
know
the
details,
that's
what
we
heard.
G
G
No
it's
it's
kind
of
very
surprising.
We
always
thought
the
authority
had
almost
you
know
so
much
capacity
that
we
would
never
be
having
this
conversation
again,
and
so
my
understanding
is
the
authorities
they
make
45
million.
If
they're,
all
all
units
are
on
they've
scheduled
to
do
a
filter
rehabilitation
in
their
cip
and
they're
doing
it
so
six
million
of
that's
offline
for
that
filter,
so
they
can
only
make
about
40.
G
and
that's
their
peak.
Unfortunately,
that
was
their
peak
hour
on
friday
they
had
40
going
out
the
door,
so
they
were
concerned
and
that's
when
they
made
the
phone
call.
Normally
they
could.
You
know,
get
more
water
from
antique
county.
That
manatee
county
is
also
doing
a
big
scheduled
rehab
and
I
don't
know
how
much
of
their
facility
is
affected.
But
I
know
it's
it's
under
filter
rehabilitation,
so
some
of
their
facility
is
limited,
so
they
weren't
really
ready
to
help
out.
G
G
Yeah,
so
we
got
through
the
week,
and
you
know
now
that
it's
raining,
I
think
you
know
it's
going
to
even
be
easier
this
week
because
hopefully
it'll
be
a
little
less
irrigation,
which
is
really
what
drives
peak
hour
so
crossing
our
fingers.
At
the
same
time,
it's
a
wake-up
call
for
us,
so
we're
going
to
go
ahead
and
get
our
facility
up
and
running
both
seus
running
we're
gonna.
Do
some
internal
staff
work
on
the
second
filter,
and
you
know
we're
gonna
be
prepared
from
here
on
out.
D
I
just
got
word
from
one
of
my
city,
clients
that
they
they
had
over
inventory
of
a
lot
of
equipment,
and
I
believe,
when
I
was
looking
at
the
list,
they
have
a
whole
extra
ro
skid
brand
new
just
sitting
around,
so
that
you
know
I'll
I'll
talk
to
you
guys
afterwards.
If
that's
something
you
need
because
they
don't
need
it.
I
know
that.
G
G
Charlotte
county
did
put
a
notice
on
their
website,
which
was
public
information
noticing,
and
that's
probably,
what
the
media
picked
up
is
that
they
were.
You
know
asking
for
conservation
to
help
out
with
higher
water
demand.
They
didn't
get
into
any
detail
on
the
press
release.
It
was
pretty
limited.
H
David,
that's
exactly
my
comment,
my
wife.
Okay,
please,
no
political
affiliation
discussion,
but
my
wife
got
a
facebook
post
from
charlotte
county
democratic
club,
whatever
I
would
never
receive
that,
but
it
was
just
that
the
task
all
of
charlotte
county
is
asking
all
customers
to
conserve
and
they
said
due
to
ongoing
maintenance
and
repair.
G
It
was
really
several
facilities
where
had
reduced
capacity,
manatee
was
reduced,
northport
was
offline
and
carlton
was
offline,
that's
and
then
peace
river
had
six
million
offline.
So
there
was
several
things
that
happened
all
at
once.
Timing
yeah
sounds
like
a
lot.
One
is
really.
C
Bad
luck.
This
brings
up
the
obvious
thing.
I
think
you've
kind
of
touched
on
a
little
bit,
but
are
we
are
we
I
mean
this
is
not
an
unusual
thing.
Potential
is
not
unusual,
because
this
is
when
the
snowbirds
come
back.
Sarasota
county
has
a
lot
come
back
just
like
we
do
do
in
in
your
long-term
planning
our
long-term
planning.
Now,
let's
focus
on
us
and
make
sure
we
don't
set
ourselves
up
for
something
like
this
in
the
future.
C
Do
we
look
very
carefully
at
these
things,
which
are
going
to
take
a
lot
of
capacity
potentially
offline
as
we're
scheduling
our
our
big,
changeouts
and
and
and
fixes,
and
so
on
and
so
forth,
so
that
when
people
come
back,
the
irrigation
season
starts.
It's
all
at
about
the
same
time
within
six
weeks
here.
C
Do
we
do
we
make
sure
we
don't
have
any
big
down
time
actually
scheduled?
We
do
that
during
the
summer
or
something
what
do
we
do
about
that?
So
we
don't
have.
We
don't
have
oh
everybody's
irrigating,
now
suddenly
there's
a
big
demand
for
water,
so
we're
going
to
have
to
up
things.
We
have
plenty
of
chemicals,
no,
we've
got
two
tanks
down
and
we've
got
the
treatment
basin,
that's
in
the
filter's,
not
working,
and
we
do
all
of
that
in
november.
C
G
I
think
we're
in
excellent
shape
with
maintaining
our
facilities
and
understanding
our
demand,
and
they
really
haven't
had
any
emergencies
like
this
in
punta
gorda.
Now,
normally,
we
would
do
our
rehab
in
the
summer
during
low
demand,
but
the
next
rehab
we
do
is
going
to
take
more
than
just
a
month,
so
we
are
going
to
have
to
schedule.
You
know
some
contractors
come
in
and
do
some
work
on
our
filters
and
that's
going
to
take
every
bit
of
a
year
so
we'll
have
to
find
out.
G
You
know
how
to
do
that
and
stay
in
operation
and
make
sure
that
we
have
a
plan
with
peace
river
on
how
to
you
know,
meet
our
demand
scenario,
but
right
now
thanks.
You
know,
because
we
have
this
great
ro
plant.
Half
of
our
demand
can
come
from
the
ro
facility,
which
is
tremendously
you
know
helpful
with
reliability,
so
we've
moved
steadily
forward
in
increasing
our
reliability
with
you
know
the
ro
and
the
interconnect
well,
there's
two
big
improvements
in
my
time
period.
You
know
I
mean
when
I
started
here.
G
G
I
mean
that
thing
had
to
work
every
day,
all
the
time,
no
matter
what,
and
if
some
tiny
little
mechanical
thing
happened,
you
had
to
solve
it
in
a
hurry.
It's
so
much
better.
Now
that
we
have
an
interconnect,
so
we
have
an
unexpected
activity
or
event.
We
can
call
up
there
and
say
hey
we're
having
a
situation
we'd
like
your
help
and
all
the
way
up
until
last
wednesday.
We
thought
that
was
a
pretty
sure
thing
and
I
think
it
will
be
once
manatees
done
with
air
filter
rehab.
They
have
a
huge
facility.
G
A
E
Excuse
me,
hey
steve,
I
have
a
question
for
you.
Could
you
give
the
board
an
idea
just
rough
guidelines
on
how
much
water
storage
we
have?
I
know
a
lot
of
it's
pumped
and
not
gravity,
but
do
we
have
one
day's
one
day's
worth
of
storage
two
days.
G
Well,
we
could
clearly
make
it
through
one
and
maybe
more
than
one
but
the
whole
idea
of
storage
is
we
make
water
24
hours
a
day
and
then
that
storage
floats
with
how
much
water
is
being
going
out
the
door
by
the
hour.
So
it's
kind
of
a
floating
thing
and
you
know
we
have
strategy
of
getting
everything
filled
up
early
in
the
morning
and
then
we
can,
you
know,
float
on
that
and
then
fill
her
back
up.
So
we
have
two
million
at
bell:
harbor.
G
E
G
At
the
most
plus,
the
interconnection
storage
storage
is
not
a
panacea
of
supply.
It
certainly
helps
you
know
ultimate
deal
with
different
rates.
You
know
we
can
make
water
at
a
much
different
rate
than
after
our
customers
are
demanding
so
sure
we
might
want
to
run
the
plan
at
one
steady
rate
like
a
solid
four,
but
we
might
have
six
and
a
half
going
out
the
door
at
peak
hour,
but
we
don't
have
to
run
in
and
tweak
the
plant
up
and
just
leave
it
at
four.
G
In
other
days,
we
can
fill
everything
up
and
just
turn
it
off
do
that
too,
but
I
I
let
brian
he
has
astonishing
knowledge
base
on.
You
know
what
happens
at
the
plant
and
strategies
on
what
to
run
and
how
much
to
run.
Of
course
they
have
a
great
computer
that
helps
with
all
this
analysis.
So
that's
worked
for
us,
but
yeah
storage
helps,
but
it's
really
not
a
same
thing
as
a
supply.
F
The
next
item
is
items
that
were
on
the
council
agenda.
At
the
last
meeting,
we
discussed
minimum
flows
for
shell
creek
with
the
the
water
management
district,
came
and
made
a
presentation
to
the
council
and
then
the
same
presentation
you
saw
from
corolla
laura
made
the
president
followed
up
the
presentation
about
the
impact
of
the
proposed
minimum
flows.
F
F
The
other
topic
they
discussed
was
an
update
on
the
septic
to
sewer.
We
gave
him
an
update
on
the
preliminary
engineering
report.
That
report
recommended
it
evaluated
vacuum
versus
gravity
and
pretty
much
in
fact,
recommending
a
vacuum
system
with
some
gravity
to
the
adjacent.
A
couple
adjacent
areas
that
could
just
tie
in,
I
think,
council
and
maybe
christian
helmet
council's
direction-
was
really
to
just
keep
moving
forward.
F
So
that's
where
that
stands,
nicknex's,
financials
and
then
later
on,
we're
gonna
have
steve's
gonna,
give
you
a
project
update.
Yes,
thank
you.
I
Good
morning
chris
and
simeone
for
the
finance
director
for
the
record,
so
we
have
our
preliminary
september
30th
report
again.
This
compares
budget
to
actuals.
I
I
So
you
can
see
that
for
the
year
our
year-to-date
actual
came
in
for
revenues
of
20.,
almost
8
million
and
our
year-to-date
expenditure.
So
far
we
are
still
receiving
some
invoices
and
things
like
that
of
25.5
million.
I
The
divisions
you
can
see
also
are,
you
know,
stayed
within
the
guidelines
and
are
basically
almost
anywhere
from
eight
to
ten
percent
under
their
budget,
so
we're
doing
pretty
good
there.
A
couple
departments
are
a
little
closer
to
the
hundred,
but
you
know
they
still
stayed
within
guidelines.
I
So
again,
year-to-date
we're
very
close
to
what
we,
when
we
did,
our
annual
projections,
mid-year,
adding
in
the
rate
increase
that
happened
in
january,
we
came
in
very
close
for
revenues
for
expenditures
we're
still
under
you
can
see.
We
still
had
approximately
270
000
in
encumbrances,
so
those
are
commitments
that
we're
required
to
to
keep
so
those
usually
will
carry
over
into
the
next
year.
So
we're
still
working
on
that
making
sure
we
have
all
our
invoices
before
we
carry
those
over.
I
Year-To-Date
revenue
for
water
billings
was
approximately
145
146
000
over
last
year's
revenue.
So
that's
all
year.
Basically,
so
we
just
did
a
little
bit
better
and
again,
that's
probably
the
rate
increase
for
operating
expenses
overall,
we're
at
87.3
percent.
I
We
have
our
graph
and
again
it
just
kind
of
shows
where
you
see
the
months
that
have
planned
extra
expenditures
and
then
land
extra
revenues,
and
when
we
look
at
it
compared
to
last
year,
where
we
ended
up
and
again
last
year,
was
kind
of
an
anomaly,
because
we
were
paying
back
the
revenue
that
we
were
receiving
on
the
ro
plan.
I
I
This
is
the
water
revenues,
but
you
can
see
the
the
dotted
blue
line
was
our
projection.
So
for
september
we
were
a
little
over
and
we
were
just
a
tad
over
as
compared
to
last
year.
I
This
is
total
revenues
and
again
the
it
follows
our
water
and
sewer
revenues,
because
basically
those
are
main
sources
of
revenue,
so
you
can
again
see
year-to-date
actual
19.8
thousand
eight
19.8
million
as
compared.
This
was
excluding
the
impact
fee
transfer.
So
that's
why
it's
a
little
bit
different
from
earlier.
A
Nothing
nothing
on
this,
but
one
question
that
I
had
you.
It
was
mentioned
by
chuck
that
you
were
looking
into
finances
for
the
sewer
deceptic.
I
So,
every
year,
yes,
so
every
year
we
have,
we
look
at
all
of
our
capital
projects.
The
utilities
will
say:
okay,
we
had
a
five-year
plan
last
year,
but
looking
at
this
we
need
to
add
something-
or
this
is
a
higher
priority-
we're
going
to
do
this
project.
So
it
depends
on
what
the
projects
are.
But
yes,
they
generally
or
sometimes
they'll-
have
a
project
and
it'll
be
say
a
two
million
dollar
project.
I
But
then,
when
they
start
going
to
do
the
design,
they
find
there's
something
else
and
they
might
have
to
increase
that
we'll
take
that
into
consideration
as
we
build
the
budget,
so
they
do
have
a
pretty
hefty
five-year
cip.
I
don't
know
if
you
all
recall,
but
you
got
the
wastewater
plant-
that's
going
to
be
coming
on.
You
know
so
we'll
be
hiring
a
contract
manager
at
risk
for
that
project.
But
that
was
a
big
project.
That's
starting!
I
We
have
some
water
lines,
so
there
was
the
taylor
road
and
then
what
was
the
other
one
there's
another
one.
I.
I
Is-
and
I
think
there
was
one
more
I
just
can't
remember-.
I
I
That's
what
we
have
in
our
plan,
but
for
septic
to
sewer.
Not
only
are
we
looking
at
financing,
but
we're
also
looking
at
grant
opportunities,
so
some
of
the
american
recovery
plan
act
money
might
be
targeted
or
used.
You
know,
depending
on
council's
direction,
as
well
as
looking
to
the
state
for
help
with
some
of
those
things
to
try
and
bring
down
that
annual
the
assessment.
I
That
would
be
then
annualized
over
20
years
for
the
property
owners,
and
I
think
they
want
us
to
also
start
looking
at
once
we
find
the
or
once
we
get
a
good
financial
plan
together,
then
we
have
to
start
going
out
to
the
community
and
making
sure
they're
gonna
support
it
as
well
sure
one.
A
I
F
A
It's
making
everybody
rather
nervous,
so.
D
Well,
I
would
you
know,
I
might
say
that
we
have.
We
have
interconnects
for
a
reason
emergency.
You
know,
cooperation
or
locals.
Maybe
there's
a
purchasing
in
our
local
agreement
through
the
league
or
something
like
that
where
we
can
get
emergency
supplies
from
others.
If
we
need
it,
you
know
we
hate
to
get
to
the
point
where
we
can't
get
something
at
the
market,
but
maybe
have
to
ask
another
government
for
correct.
A
Okay,
thank
you
steve
up,
for
is
that.
F
F
E
G
Okay,
so,
except
this
year,
kristen
just
kind
of
summarized,
we
had
a
brief
discussion
that
last
wednesday's
council
meeting.
Basically
this
is
a
summary
of
project
activities.
We
started
it
in
2018.
We
did
a
master
plan
right
after
that
we
had
a
financial
plan
prepared.
G
G
G
Here's
the
next
slide
was
our
schedule.
So
at
this
point
the
60
plans
have
been
completed
and
we've
already
issued
our
comment
directions
and
the
next
step
will
be
getting
90
with
a
engineer's
cost
estimate.
So
we
should
be
building
probably
early
next
year.
G
E
Do
we
provide
water
service
to
those
new
condo
garages
that
are
going
in
off
taylor?
We
have
that
whole
their.
E
D
G
G
D
D
G
We
are
looking
very
carefully
at
how
to
design
this
for
the
future.
Yes,
so
things
that
we
can
do
right
now,
that
makes
sense
we
are
doing
in
this
project,
so
I
think
you
know
we've
had
very
close
eyes
on
it.
Our
water
supervisor,
neil
and
our
project
manager,
robert,
has
worked
very
very
closely
with
johnson
engineering.
G
D
I
just
want
to
make
sure,
because
it's
because
taylor
road,
the
project's
going,
you
know,
and
it's
servicing
areas
outside
the
city
and
whether
at
the
last
meeting
I
know
that
I
mentioned
that
the
the
long-range
transportation
plan
shows
that
road
getting
widened
before
lanes
by
the
county.
So
I
want
to
make
sure
the
county
is
telling
you
everything.
You
need
to
know
in
your
planning
process,
because
if.
G
They
don't
then
yeah.
Well,
they
don't,
but
it's
rare
for
us
to
need
to
go
over
12,
and
we
would
look
at
that
in
each
individual
case
like
when
we
did
piper
and
north
piper,
that's
all
12
and
that
that's
actually
pretty
up
you
know
high
density
or
industrial
style,
so
12
seems
to
work
in
most
scenarios
for
high
density
industrial
corridor,
it's
rare
for
us
to
go
over
12.
and
then
with
multiple
flow
paths.
You
know
you're
not
really
limited
to
that
anyway.
G
G
A
Sticking
just
for
a
minute
to
taylor
road.
At
the
last
meeting
there
was
some
question
whether
or
not
we
were
getting
the
the
plans
that
were
at
least
the
preliminary
for
the
expansion
of
the
the
road
that
they're
looking
to
widen
it
apparently,
and
also
whether
we
were
getting
the
multi-use
recreational
trail
information.
A
G
Have
johnson
engineering
tasked
with
the
interfacing
with
the
dot
planning
people?
So
I
don't
have
a
comprehensive
understanding,
but
I
know
that
that
was
very
specific
and
our
tasking
was
to
make
sure
they're
in
constant
communication
with
dot
planning
on
this
multi-use
trail
before
landing
going
into
the
long-range
plan
is
brand
new
news
to
me,
and
I
haven't
seen
anything
on
that.
Yet
they.
D
A
Close,
do
you
normally
have
for
something
like
that?
A
pre-bid
meeting,
oh
yeah,.
G
A
Well,
at
the
last
meeting
we
were
talking
about
having
a
a
member
of
the
the
board
at
those
pre-bid
and
pre-proposal
meetings,
and
I
was
wondering
I
know
there's
several
people
who
seem
to
be
very
interested
in
taylor
road.
If
anyone
would
like
to
volunteer
for
that.
D
G
Welcome
so
we'll
make
sure
that
you
get
an
email
and
we'll
certainly
bring
to
you
at
future
meetings
when
the
procurement
process
is
going
to
begin,
but
it
looks
like
it'd
be
hopefully
between
now
and
march,.
G
G
G
D
G
A
You
thank
you.
A
G
Yes,
okay,
so
here
we
are
with
tea
in
green
team,
green,
we're
just
going
to
add
some
water
mains
to
some
streets
that
got
left
out
in
tea
and
green.
That
project
is
basically
100
design
and
inline
and
procurement
for
bidding.
So
I
don't
have
an
exact
schedule
when
we're
going
to
bid,
but
we
are
going
to
bid
as
soon
as
possible,
so
we're
100
percent
on
on
the
plans.
G
Okay,
so
at
the
water
plant
we
are
going
to
program
some
improvements.
The
water
plants
basically
been
in
continuous
surfaces
just
cranking
out
water
because
it
had
to,
but
now
that
we
have
the
ro
plant
and
because
of
the
age
of
some
of
these
facilities,
we're
going
to
look
at
how
to
do
some
rehabilitation
at
the
water
plant
and
so
staff
and
the
city
manager's
office
will
be
talking
and
really
identifying
the
goal
line.
G
What
we're
going
to
do,
but
number
one
thing
we're
going
to
do-
is
we're
going
to
rehabilitate
our
filter,
and
so
this
is
just
a
picture.
We
got
off
the
internet
of
what
our
filter
looks
like.
We
have
two
of
these
units,
so
there's
eight
cells
total
and
they
have
sand
and
atherocyte,
which
is
the
conventional
filtering
for
water
and
there's
a
lot
of
pumping
and
piping
and
all
that
mechanical
stuff
is
probably
going
to
need
to
be
rehabbed
also
because
of
its
age,
we're
going
to
have
to
change
out
all
the
electrical
switch
gear.
G
G
G
Fortunately,
we
completed
the
ro
project,
which
now
gives
us
an
opportunity
to
take
a
look
at
doing
these
necessary
rehabilitation
projects.
So
that's
all
we
have
on
the
filter.
I
threw
this
extra
slide
in
here,
because
really
the
filter
thing
has
kind
of
been
moving
in
parallel
with
mfl,
but
now
that
we
have
mfl
behind
us,
the
filter
will
now
you
know,
stand
on
its
own
and
we'll
be
moving
that
ahead.
G
So
here's
just
a
brief
picture
of
what
the
new
mfl
program
looks
like
during
they've
divided
the
allow
water
allocation
into
what
they
call
blocks.
Three
blocks
block
one
block,
two
block:
three:
the
only
thing
affects
us
is
block,
one
which
would
be
the
low
rainfall
periods
would
be
november
and
april,
primarily
and,
as
you
can
see,
they
limited
our
water
use
in
in
in
these
block
one
months,
but
other
than
that
we
can
still
take
our
full
11.3
or
11.73
in
block
two
and
block
three.
So
we're
ready
to
give
this
a
try.
G
We,
we
have
an
excellent
report
prepared
by
corolla
engineering,
looking
at
a
20-year
planning
horizon
as
well
as
we
did
a
look
back
where
we
took
our
actual
water
use
for
the
last
five
years
and
applied
it
to
this
formula,
and
we
feel
pretty
confident
that
we're
okay
with
these
new
operational
protocols
and,
of
course
in
the
future,
we'll
have
the
ability
to
transfer
water
from
the
authority.
G
B
G
G
D
A
Who
is
the
the
engineer
that
is,
we
have
cdm
helping.
G
With
this
and
it's
been
a
very
productive
process,
they
have
some
really
knowledgeable
experts
and
we
do
meet
with
them
a
lot
on
zoom
or
microsoft
team.
I
guess
it
is,
and
we
have
our
on
staff
expert,
mr
leonard
who's,
astonishingly
knowledgeable
as
well
as
dave
our
supervisor
and
his
plant
maintenance
chief
scott.
So
we
have
a
lot
of
input
and
then
they
have
the
technical
expertise
to
shape
that
into
the
best
project.
For
us.
A
Will
they
be
taking
it
to
the
100
design.
G
G
Ways
to
you
know
reduce
cost.
Possibly
you
know
do
things
that
the
contractor
can
give
input
to
and
say
hey
this
works
better
for
me
value
engineering
yeah.
They
they
step
in
and
they
come
up
with
ideas
on
how
to
do
things
faster
and,
hopefully,
better
so
the
cmart
process
really
works
good
on
plant
work,
where
it's
big,
complicated
work
and
you
have
a
lot
of
trades
involved,
see
mars,
are
excellent
and
helping
knit
that
all
together,
so
we're
gonna
have
our
seymar
selected
between
now
and
february.
A
Now
can
the
seymour
also
do
some
of
the
work?
Is
that
an
option
for.
G
Them
so
when
procurement
bids
the
cmar,
I
think
she'll
say
in
there,
that
we
have
a
preference
or
maybe
even
a
minimum
amount
of
work.
The
seamer
could
self-report
perform,
but
he
has
to
compete
to
get
it
so
a
lot
of
times.
The
seymour
will
have
like
two
different
divisions:
they'll
have
their
project
management
division
and
then
they'll
have
a
construction
division,
even
though
it's
all
one
company
there
there's
kind
of
a
firewall
in
there.
So
the
construction
group
has
to
actually
bid
the
work
like
they
say.
I
want
to
stand
up
all
the
buildings.
G
A
Puts
them
in
a
certainly
a
position
of
strength
and
to
be
able
to
pick
up
what
they,
what
they're
looking
to
pick
up.
H
I'm
sorry
steve,
I
was
just
curious.
I
apologize
I,
I
don't
really
know
the
contractors
that
were
in
this
side
of
the
state
and
I
had
to
use
the
word
preferred,
but
are
there
who
would
you
expect
to
bid
on
something
like
that?
Are
you
I'm
sure
you
have
a
group
that
you're
familiar
with
or
contractors
that
do
the
kind
of
work
over
here?
I
was
just
curious.
G
G
A
G
A
Yeah
in
in
going
after
the
seymour,
do
you
also
put
that
out
with
a
pre-proposal
meeting.
A
G
D
Yeah,
the
the
the
purpose
of
it
is
that
they'll
put
together.
Procurement
will
take
steve's
work,
put
together
a
I
won't
say
generic,
but
as
specific
as
possible,
and
a
request
for
production.
They'll
put
it
out
in
the
proposals,
they'll
put
it
out
in
the
street,
but
then
hopefully
the
pre-bid
pre-proposal
meeting
is
early
enough.
That
if
you
get
a
bunch
of
cmars
to
come
up
and
say
you
know,
this
would
be
better.
D
If
you
did
this
this
and
this
and
those
can
be
incorporated
to
get
a
wider,
that's
true,
because
sometimes
what
people
come
in,
they
get
the
scope
and
you
miss
something
big
and
now
you're
locked
into
it
or
you.
You
prevented
yourself
from
getting
two
or
three
other
interested
parties,
because
they
looked
at
the
scopes
that
there's
something
off
here.
So
those
yeah
those
pre
the
free
proposal.
A
Meetings
are
very
helpful,
explains
exactly
what
the
the
owner
is
after
and
where
they
are
at
that
stage.
So
that's.
G
A
A
We
will
be
notified
with
the
pre-proposal
meeting.
A
Comes
out
I
understand,
and
unless
anyone
has
prefers,
I
figured
I'd
sitting
on
that.
G
One,
okay
and
again,
I
think
you
can
watch
it
on
your
computer
live
okay,
so
this
year
in
the
budget,
we've
had
this
new
project,
which
would
be
rehabilitation
of
henry
steed
force
maine.
This
is
really
an
increment
two
of
this
project
and
many
years
ago
we
did
increment
one
which
was
west
of
this,
of
the
bass
inlet
bridge,
and
this
is
the
next
logical
step
in
that
process.
B
A
How
old
the
line
is
it
when
was
it
first
installed?
Do
you
know.
G
My
time
yeah,
interestingly
enough,
the
flow
used
to
come
from
downtown
and
it
was
14,
and
then
we
moved
out
to
900
henry
street
and
it's
14.,
so
yeah
there's
two
14s
that
are
both
coming
to
the
booster
facility,
which
is
those
tanks
in
the
middle.
G
You'll
see,
there's
two
big
ground
tanks.
Oh
I'm
sorry,
we
call
this
the
master,
so
we
call
it
the
master
pumping
facility.
So
all
the
water
from
the
western
part
of
our
system
goes
here
and
then
through
a
pumping
station
and
then
out
the
14,
which
would
be
the
section
going
towards
the
east
and
these
flows
over
here
on
from
the
bass
end
that
are
all
coming
over
from
the
pgi
area.
G
G
So
henry
street
actually
goes
away.
That
is
henry
street.
That's
4300
henry
street,
when
you
get
to
golf
course,
boulevard,
that's
actually
the
same
alignment,
so
this
goes
straight
to
the
booster
and
at
the
booster
we
actually
have
the
luxury
of
having
two
force
mains.
So
we
have
two
flow
paths
now
out
to
the
head
works,
which
is
a
wonderful
thing.
G
So
let's
see
this
project
actually
began
in
the
current
year
and
it's
moving
forward
right
now,
we've
completed
coding.
This
is
the
master
station
on
the
island.
Henry
street
we've
completed
the
coding
on
one
tank,
the
first
tank.
Our
project
manager
is
here
today
for
some
testing
and
hopefully
it's
going
to
pass
we're
going
to
fill
it
up
and
then
we're
going
to
drain
the
second
tank
and
start
cleaning
and
coating
it.
G
So
what
we
got
to
do
is
we
have
to
protect
all
the
concrete,
the
interior
surfaces
from
the
wastewater.
So
we
do
that
with
a
special
coating.
So
that's
going
on
this
year
and
in
the
future
of
mpf.
Also
at
this
project
we're
going
to
be
changing
out
the
pumps
those
pumps
are
put
in
approximately
2001.
G
they're,
pretty
much
ready
to
be
changed
out
and
luckily,
the
the
new
stuff
we're
getting
is
so
much
better.
We
changed
out
the
pumps
at
the
booster
station,
which
is
a
twin
to
this
facility
and
wow
they're
really
doing
a
good
job
for
us,
so
we're
excited
about
getting
these
pumps
replaced.
So
this
is
a
bottleneck
for
us
during
a
wet
weather
event,
because
these
pumps
have
certain
hydraulic
limitations
and
we're
going
to
cure
that
when
we
replace
them
with
the
newer
models.
G
C
G
I'll
try
to
bring
something
back.
I
talked
to
the
engineering
business
max
engineer
and
they
said
they're
moving
ahead
with
the
design
they've
already
surveyed
the
alignment
I
haven't
seen.
You
know
any
work
product,
yet
no
preliminary
drawings
and
not
even
a
schedule,
but
if
I
get
some
we'll
bring
it
to
you.
Thank
you.
G
G
H
G
G
A
If
I
can
get
the
pieces
back
up
that
I
have
put
together,
I
think
we
were
up
to
the
general.
H
David,
yes,
I'm
sorry,
maybe
steve
through
chuck,
you
touched
on
it.
I
guess
mr
tucker
brought
it
up.
We've
got
a
lot
of
new
snowbirds
coming
in,
or
new
people
coming
in
and
and
one
of
the
worrisome
you
know
kind
of
like
a
shot
over
the
bow
is
irrigation.
You
said
that's
one
of
you
know
our
biggest
or
the
city's
biggest
use
components.
I
was
just
curious
and
again
I
apologize
for
my
non-familiarity
with
what
programs
are
out
there.
Is
there
some
kind
of
educational
outreach
program
that's
available
for
people?
H
F
H
You
know,
I
just
wonder:
is
there
you
know
like
an
outreach
program
that
if
there's
available
I
mean
I
can
help
get
into
pgi,
get
it
in
the
the
the
monthly
magazine
just
to
help
get
the
info
out
there.
I
was
just
curious.
G
So
that's
not
one
of
our
strengths
here,
internally
staff-wise,
but
actually
there's
swift
mud
staff
that
that's
pretty
one
of
their
major
activities,
so
I'll
try
to
get
a
contact
with
swiss
mud
and
see
how
we
can
facilitate
distributing
conservation
and
other
type
of
tools
to
the
public
as
well
as
organizations.
G
H
Just
you
know,
I'm
not
an
irrigation
expert,
anything
like
that,
but
I
could
sit
here
and
I
could
turn
on
every
head
in
our
development
by
this.
So
the
technology's
there
and
I
don't
think,
a
lot
of
people
even
lawn
services
that
may
be
managing
a
private.
You
know
an
individual
homeowner
or
association.
G
B
B
So,
and
I
know
that
the
water
district
would
love
to
do
that,
they
do
do
it
yeah
and
they
do
a
good
job.
They
have
a
team.
Yes,.
E
George,
I
had
a
follow-up
question
for
chuck
not
related
to
irrigation,
not
this.
Last
weekend,
but
the
weekend
before
I
had
a
customer
on
davinci
contact
me
about
questions
about
the
flushing
program,
the
quantity
that
we
do
and
the
frequency
and
you
guys
were
going
to
follow
up
on
that.
Do
you
ever
report
back.
E
Yeah,
it
was
on
da
vinci
court.
F
Okay,
I
may
have
sent
that
to
brian
to
contact
the
individuals.
A
Anyone
else
we
have,
I
think
the
staff
has
made
the
comments,
so
we
can
probably
pass
along
on
that
any
other
member
comments
with
that.
Do
I
hear
a
motion
for.
