Description
Burnt Store Isles Canal Advisory Committee 11-08-2022
A
B
It's
green
is
that
what
you
need?
Okay,
I
guess
it's
in
session
I
would
ask
everybody
silence
their
phone.
Please
we're
gonna,
have
roll
call
Mike.
B
C
It's
been
a
while
okay
and
I'm
just
going
to
remind
everyone
to
ensure
the
light
on
the
microphone's
on
speak
directly
into
the
microphone
approximately
six
inches
from
it
lean
forward
toward
the
microphone
when
speaking
face
the
microphone,
even
when
addressing
fellow
board
members
or
referencing
material
displayed
by
the
projector
side
by
side.
Oh,
my
gosh
sidebarred
conversations
are
prohibited
as
they
are
Sunshine
Law
violation
and
can
muddle
the
auto
recording.
Thank
you.
B
Congratulations
to
the
flag
of
the
United
States
of
America
and
to
the
Republic
for
which
it
stands.
One
nation,
under
the
indivisible,
with
liberty,
redeemed
justice
for
all
right
all
right.
B
Moving
right
along
next
meeting
is
scheduled
for
December
13th.
Does
anybody
have
a
problem
with
that
I.
E
B
Okay,
anybody
else
have
a
problem,
I
believe
the
three
then
still
should
be
enough
for
quorum.
B
Yes,
it
is
yes,
it
is
okay
and
we're
got
a
vacant
spot
for
a
fifth
person.
I
guess,
correct,
okay,
so
I
guess
we're
processing
through
that
right
now,
yes,
okay,
I'm
supposed
to
announce
the
public
comment.
Anyone
wishing
to
address
The,
Burnt,
Store,
Isle
Canal
advisory
committee
on
any
subject,
may
do
so
at
the
appropriate
time.
During
the
meeting,
those
who
choose
to
speak
must
State
their
name
for
the
record.
Each
person
will
be
allowed
to
speak
up
to
a
maximum
of
three
minutes.
B
D
Good
afternoon
gentlemen,
Kathy
Miller
Canal
maintenance
and
your
package,
you
have
the
financial
reports
for
October
the
start
of
our
new
fiscal
year.
The
financial
reports
do
look
a
little
different,
only
because
we're
processing
our
year-end
stuff
and
all
that
other
stuff.
So
they
look
a
little
strange,
but
the
information
is
still
the
same.
Okay.
D
B
D
Budget
utilization
reports-
this
is
our
new
budget
for
those
items
that
we
monitor
all
the
time.
You
will
notice
that
c-ball
replacement
is
now
556
605
dollars
this
year
we
had
an
increase,
and
so
that's
what
our
budget
is
for
this
year.
G
Not
saying
page
17.
D
B
D
At
some
point
in
time,
we
need
to
have
conversation
about
what
we
want
to
do
with
the
inlet
widening
project.
I
would
like
to
have
that
conversation
after
we
talk
about
hurricane
Ian.
D
G
E
D
D
A
Yeah
all
right
good
afternoon
for
the
record
Gary
disher
on
our
Capital
Improvement
status
report,
I,
guess
for
the
official
side
of
talking
about
the
inlet
widening.
If
it
needed
to
be
on
an
agenda
item,
it
is
on
the
CIP
report,
so
we'll
Circle
back
to
the
CIP
report
later,
okay,
good,
that
will
that
well,
that
covers
us
legally
and
now
on
to
the
master
permit
agreement
status
report.
We
were
we're
still
waiting
on
our
Seawall
permit
and
rip
rap
permit.
Obviously,
since
the
hurricane
hit,
we
haven't
heard
word
from
anybody.
A
Yet
on
that
one
for
our
dredging
permit,
the
consultant
was:
we
were
down
to
the
camera
staff,
the
dep
camera
staff.
They
were
going
to
go
out
and
swim,
the
inlets
to
look
for
seagrasses.
Unfortunately,
that
was
scheduled
to
happen
on
the
28th
and
29th
of
September,
so
didn't
happen.
I
guess
we'll
have
to
reschedule
that,
unfortunately,
because
the
seagrass
growing
season
stopped
in
September
30th,
we
can't
start
that
again
until
June
1st
of
next
year.
A
B
Was
going
to
say,
we
don't
have
any
public
hearings
that
were
judicial.
No,
so.
B
D
So
I
don't
know
how
many
of
you
are
around
for
Hurricane
Irma,
but
we're
basing
a
lot
of
our
expectations.
From
that
experience
we
did
have
staff
that
went
out
and
did
the
the
first
disaster
assessment.
What
we
did
was
we
located
properties
that
had
damage
and
we
actually
all
had
handheld.
We
used
our
phones,
GPS
and
located
those.
We
do
not
at
this
time
have
a
lineal
footage.
We
what
we
did
was
we
took
those
sites
that
we
identified
Seawall
damage
with,
and
we
just
assumed
that
they
had
80
feet
of
damage.
D
D
D
Structures
are
not
in
danger
of
being
in
Conflict,
okay,
and
then
we
have
147
Seawall,
see
what
properties
with
sea
walls
that
are
still
functional,
meaning
that
the
sea
wall
is
up.
It's
still
functioning,
it
may
have
kicked
out
on
the
bottom,
or
the
top
might
be
leaning
out
a
little
bit
there.
There's
like
no
erosion.
You
might
have
like
a
little
bit
of
a
depression
in
the
backyard
okay,
so
we
have
147
of
those.
D
Our
next
step
is
to
set
to
send
the
estimator
out
the
estimator,
actually
he's
the
guy,
with
the
experience
he's
the
guy
that
goes
out
there
and
says
Yep.
This
qualifies
for
FEMA
reimbursement,
okay,
the
easy
job
is
the
severe
ones,
a
high
priority
yeah,
that's
that
you
know
the
the
tough
ones
to
call
or
the
ones
that
are
still
functioning
okay,
projects
that
we
had
identified
in
our
work
program,
and
there
were
a
total
of
four
of
them.
D
H
H
D
Okay,
I'm,
hoping
by
our
next
meeting
that
we'll
be
able
to
provide
you
with
harder
numbers.
This
is
the
actual
lineal
footage,
and
then
we
can
talk
about
financing
and
stuff
like
that.
We
have
not
met
with
FEMA,
yet
the
information
has
been
submitted
to
FEMA
and
I.
Don't
know
where
we're
at
with
that.
We
have
a
meeting
next
week
with
the
finance
department
to
talk
about
what
the
next
steps
are.
D
D
Stabilization
is
the
property
owner's
responsibility.
We
have
provided
a
lot
of
residents
with
a
step-by-step
process
on
how
to
stabilize
your
erosion,
we're
instructing
them
to
take.
There's
a
four
inch
tube.
You
can
and
it's
very
inexpensive,
a
four
inch
tube.
You
can
buy
at
Home
Depot
and
attach
it
to
your
downspout
and
just
run
that
tube
right
down
to
the
canal
and
over
the
sea
wall
and
into
the
canal.
D
You
can
dump
directly
into
the
canal,
and
then
you
can
lay
plastic
down
where
the
erosion
is
just
make
sure
that
that
plastic
goes
behind
the
damaged
sea
wall,
so
you're
dumping
behind
the
sea
wall
not
trying
to
dump
it
over
the
damaged
seal
because
you'll
create
you
know,
it'll
just
hold
water
and
then
they
can
anchor
it
down
with
either
like
sandbags
or
roof
tiles
or
soil
bags,
or
whatever.
Okay.
So
so,
we've
but
stabilizing
the
backyard
as
a
property
owner's
responsibility.
So.
D
Well,
I,
guess
that's
a
good
thing,
because
structures
or
irrigation-
or
you
know
doc
posts
or
anything
like
that
in
Conflict.
So
our
next
step
is
is
once
we
do
meet
with
FEMA
FEMA
will
come
out
and
they
will
want.
They
will
want
to
do
their
own
inspection
and
take
their
own
quantities.
So
it's
kind
of
like
a
negotiation
out
there
in.
D
Okay,
it's
going
to
take
a
couple
months
for
all
this
FEMA
stuff
to
happen
before
we
even
get
barges
in
the
water
after
EMA
it
will,
after
Irma
it
wasn't
until
March
before
contractors
actually
started
work
and
what
we
will
do
is
we
will
require
them
to
start
with
the
high
priority,
severe
sea
walls.
First
they'll
submit
a
schedule
to
us
which
we
will
advertise
on
our
website.
Property
Owners
will
receive
letters,
indicate
getting
that
you
know
hey.
D
This
is
the
week
that
your
Seawall
is
scheduled
to
be
replaced,
so
we'll
have
a
little
bit
more
Outreach.
I
know
right
now
our
communication
with
the
public
is
we
don't
really
have
a
lot
to
say
so,
we're
just
trying
to
muddle
through
the
FEMA
process.
Right
now,.
B
If
I
could
maybe
reword
what
Sean
is
asking,
if
I'm
understanding
you
correctly,
is,
if
there's
a
vacant
lot,
the
sea
wall
has
collapsed
and
their
soil
erosion
happening
behind
the
collapsed
sea
wall
and
there's
no
homeowner
there
to
mitigate
that
continuing
erosion.
F
Might
understand
you
correctly
yeah
yeah
I'm
to
me
this
looks
like
it
was
a
big
one.
You
know
it
really
came
down
hard
and
you
know
all
the
wall
is
underwater.
At
least
half
of
the
title
flow.
So
from
you
know,
you
see
it
at
low
tide.
You
see
inches
of
it.
Sometimes
I'm
I'm,
just
curious
as
to
you
know,
what's
going
to
happen.
H
D
Once
again
we're
you
know,
there's
a
fine
line
between
the
city
dealing
with
private
property.
So
so
we're
not
going
to
do
that.
Can
I
reach
out
to
the
property
owners,
that's
very
difficult
to
do
because
typically
vacant
lot,
Property
Owners,
we
don't
have
any
information
on
them,
except
for
a
mailing
address.
We
could
send
them
out
a
letter.
Certainly
I
didn't
even
think
about
that.
But
that
is
a
good
point.
We
can
do
that
and
let
them
know
pretty
much.
Everybody
has
called
in
anyways
and
you
know
said:
I
can
look
up.
D
Okay
and
and
check
and
see,
but
we
don't
have
any
like
phone
numbers
for
them
because
they
don't
have
a
utility
bill
here.
You
know
so
it's
very
difficult
to
reach
out
to
the
property
owners
of
vacant
Lots.
H
H
D
Anything
else
no
I
do
want
to
let
you
know
that
the
voters
Alliance
has
started
the
doc
sharing
program
again.
So
if
someone
had
a
damaged,
lift
or
a
dock
and
they
needed
to
find
another
place
to
put
their
boat,
they
could
go
on
the
boaters
Alliance
website
and
there's
a
list
of
people
that
have
available
docs
and
they
just
reach
out
to
them
directly.
D
D
I
was
you
know
we
were
gonna,
that's
when
we
were
gonna
move
forward
with
that,
okay
correct.
So
how
do
you
guys
feel
about
that?
Do
you
want
to
move
forward
with
that
program?
It's
in
our
budget,
okay,
the
money
stays
within
your
District.
It's
not
going
to
go
anywhere.
We
still
have
a
couple
years
left
on
our
permit.
I,
don't
know
if
you
guys
want
to
advertise
the
widening
of
the
inlet
now
or
you
want
to
readdress
it
at
a
later
time.
D
E
What
are
you
suggesting
Kathy
that
we
hold
off
on
doing
the
canal,
widening
the
lock
until
such
time
as
we
know
how
much
fixing
the
sea
walls
is
going
to
cost
us.
G
Yeah
I
would
agree
with
that,
so
I
I
think
in
light
of
everything.
That's
you
know,
that's
happened.
That's
going
on
people.
You
know
a
priority
right
now
is
not
going
to
be
to
widen
a
lock
right
now
it's
to
get
the
properties
that
are
damaged,
fixed
first
and
so
I.
Think.
If
we
kind
of
wait
to
see
what
numbers
you
come
up
with,
then
I
think
we
reevaluate
it
at
a
later
date
and
time.
In
my
opinion,.
B
F
B
Yeah
I
guess
where
I'm
coming
from
is
I
I
hear
what
you're
saying,
but
to
me
it
seems
possible
to
to
move
forward
concurrently,
in
other
words,
we're
still
not
committing
to
to
actually
having
that
spending
that
money,
but
we
could
certainly
go
out
for
bids.
We
could
certainly
be
progressing
that
so
we're
not
losing
time
if
we
still
have
the
money.
If
we've
gone
through.
E
I'm
I'm
here
in
a
month
to
two
months
that
Kathy
would
have
figures
for
us
by
January
at
the
latest,
so
we're
postponing
it
by
two
months
and
possibly
give
us
an
opportunity
to
make
a
more
informed
decision.
I
like
the
idea
of
postponing
it.
F
D
A
One
thing
that
we
can
you
want
to
consider
on
our
estimated
totals:
we've
got
13
360
feet
right.
Typically,
we
run
just
over
a
thousand
feet
a
year.
If
FEMA
does
the
normal
75
match.
You
know
you
figure
our
our
existing
budget
and
I
do
assume
that
we're
going
to
be
cutting
down
some
of
those
non
or
the
still
functionals.
A
So
that
number
will
tighten
up
the
figure
for
Irma.
We
had
15
miles
of
wall.
We
came
in
at
10.,
here's
12.
Are
we
going
to
come
in
at
nine?
So
if
our
percentages
are
there,
our
current
budget
for
the
seawall
replacement
May
cover
our
match
in
essence,
and
that
ifema
did
what
they
did
at
Irma.
They
ran
that
match
from
the
75
up
to
the
90..
So,
instead
of
a
12
and
a
half
take
I
believe
we
were
only
at
five
right,
so
there's
chances
there
for
funding.
A
B
Yes,
yeah,
which
have
already
been
budget
and
everything
else
so
I
I
as
I
said,
I,
think
we're
reserving
the
right
to
make
a
decision
down
the
road
and
I
just
I
hate
to
lose
time.
You
know
if
it
turns
out
that
where,
as
Gary
says,
you
know
we're
going
to
be
able
to
find
you
know
the
money,
that's
going
to
be
needed
through
Fame
and
through
other
programs
out
there.
But
if
we
don't,
you
know
we
can.
F
D
E
B
Right
right,
but
I
I
still
say
I
think
we
can
go
out
for
bid.
You
know
and
still
look
at
that
two
months
down
the
road
before
you
know.
If
we
get
it
back,
we're
ready
to
move,
but
we
find
out,
you
know
the
end
damage
is,
we've
got
some
other
things
we
need
to
consider.
I
then
went
moving
that
direction
at
that
point
in
time.
F
I
guess
one
other
consideration
is
the
people
who
might
do
the
work
to
replace
the
or
to
open
up
the
lock
there.
I'm,
sorry,
I'm,
sorry
I
need
to
lean
forward
here
and
the
people
who
might
do
the
work
to
open
up
the
lock.
Are
they
the
same
people
who
would
be
charged
with
repairing
the
sea
walls?
Then
we
have
a
different
decision
to
make.
It's.
B
D
It's
difficult
for
procurement
to
put
out
a
contract
and
to
receive
bids
bids
are
exposed.
Contractors
names
are
exposed
and
then
all
of
a
sudden
the
committee
says
you
know
what
we
want
to
hold
off,
or
we
want
to
postpone
this
project
for
a
year
and
if
the,
if
the
contractor
can't
do
it
for
postponing
it,
you
know
it
it's.
You
start
getting
into
a
lot
of
other
legal
issues.
H
D
Okay,
we
have
to
follow
through
I
mean
if,
if
say
the
bids
came
in
too
high
and
we
didn't
have
enough
money
budgeted
like
the
last
time,
we
bid
out
that's
a
legitimate
excuse
not
to
move
forward
with
the
project
until
we
had
proper
funding.
Okay,
but
if
we're
again
I
think
we're
opening
ourselves
up
for
some,
not
litigation,
but
just
some
contract
issues.
F
I,
just
don't
know
how
we
can
it
look
at
this
and
not
say
that
the
same
thing
might
happen
again
and
it's
all
the
work
that
people
want
to
do
right
now.
Why
do
they
want
to
muck
around
with
this
silly
short
or
not
very
wide,
lock,
to
get
barges
in
and
out
to
do
the
work,
I
I
think
it
would
be
an
advantage
to
be
able
to
go
home
and
say:
hey,
look
we're
going
to
open
this
thing
up.
D
D
F
B
D
D
H
D
H
D
G
D
I
do
have
one
thing:
I
want
to
bring
up.
We
have
received
a
lot
of
calls
for
Canal
debris.
I
just
want
to
let
you
know
that
we
are
collecting
that
information
and
we
are
in
the
process
with
hiring
a
contractor
to
clean
the
canals
okay.
So
so
anytime,
you
do
see
Canal
debris.
Please
encourage
your
residents
to
give
us
a
call,
we'll
put
it
on
the
list.
D
D
So
we
want
to
be
reimbursed
by
FEMA,
so
we
have
to
make
sure
that
we
follow
their
rules
and
regulations
in
order
to
be
reimbursed
by
FEMA,
so
I
think
we're
putting
that
together.
Okay,.
B
All
right,
I've
everybody's
asked
me
I've
encouraged
them
to
if
they
see
any
floating
debris
that
they
can
take
care
of
or
put
in
a
boat
or
collect,
go
ahead,
and
do
that
and
I.
B
A
Understandings
in
the
community
happens
to
notice.
Y'all
are
running,
probably
bottom
machines
or
whatever
you
know,
sonar
and
stuff.
If.
A
A
You
know
pick
off
one
more
piece
that
comes
there
and
if
it's
down
in
the
bottom
of
say
some
of
those
18
foot
deep
holes
and
it's
only
up
off
the
bottom
five
feet,
we
can
only
go
to
the
two
foot
below
the
bottom
of
the
deepest
vessel
that
typically
uses
that
water
weight.
So
we
maintained
a
six,
so
we
may
be
able
to
pull
stuff
out
if
it's
at
least
eight
feet
or.
F
Okay,
so
Kathy
I
want
to
come
back
to
my
comment
about
the
the
Marseille
court
right
there
there
are
people
traversing,
the
canal,
and
you
know
one
of
the
things
that
I've
noticed
is
I
believe
both
ends
of
of
this
on
either
side
of
of
this
wall.
That
failed
were
I,
think
you
identified
as
three
or
four
conditions
and
they're
still
standing,
but
again
when
people
go
through
from
mid
tide
to
to
high
tide.
You
know,
depending
on
where
The
Tide
Is
Right.
F
F
Is
it
worth
considering
putting
a
boom
one
of
the
plastic
curtains?
You
know
the
yellow
curtains
to
try
and
mitigate
this,
or
no
we're
just
kind
of
like
hands
off
with
well.
D
To
get
together
and
purchase
some
plastic
at
Home,
Depot
and
and
secure
that
that's
fine
or
if
you
know
who
owns
those
properties
and
if
I
know,
if
I
can't
get
it,
you
can't
get
information,
you
know
so,
but
right
now
we
just
don't
have
the
resources
we
spent
last
week,
demoing
our
pole,
barn
trying
to
get.
We
had
boats
that
were
thrown
up
on
piles
of
Seawall
panels,
we're
just
trying
to
get
re-established
ourselves.
