Description
Burnt Store Isles Canal Advisory Committee 03-08-2022
D
E
C
G
All
righty
meeting
call
to
order
first
thing:
I
would
ask
everybody
to
turn
off
their
cell
phones
or
vibrate
them.
F
F
E
G
Yeah
anyway,
welcome
mike
norm,
served
long
and-
and
we
appreciate
his
his
service
anyway.
That's
what
I
have
is
there
other
announcements
to
be
made.
C
For
the
next
schedule
meeting
is
april,
12
2022
right
everyone's
okay
with
that
and
then
I
have
election
of
chair
and
vice
chair
right
away.
I
can
do
so.
G
C
C
C
D
C
C
And
while
I'm
down
here,
if
you
don't
mind,
I
will
just
swear
people
in
for
the
quasi-judicial
public
hearing,
so
anyone
intending
to
offer
testimony
in
today's
proceedings
please
stand
and
raise
your
right
hand,
do
you
solemnly
swear
or
affirm
to
tell
the
truth
and
the
whole
truth
and
nothing
but
the
truth
in
today's
proceedings,
all
right
when
you
are
ready
to
speak,
please
step
to
the
podium
state,
your
name
and
indicate
you've
been
sworn.
Thank
you.
Thank
you
guys.
G
Okay,
do
you
need
to
get
time
to
get
back
or
she's
leaving
next
on?
The
list
is
approval
of
the
minutes.
Has
everybody
read
over
the
minutes
from
last
time?
Any
comments
yeah.
G
A
A
So,
as
you
can
see,
we
still
have
some
projects
that
are
under
construction.
We
consider
these
projects
under
construction
until
the
sod
has
been
placed
when
we
had
the
freeze
and
the
wind,
we
lost
a
lot
of
sod
at
the
sod
farm,
so
saad
has
been
pretty
tough
to
get
it's
the
only
thing,
that's
keeping
these
projects
open
right
now.
A
Okay,
it
looks
like
in
the
month
of
february,
we
had
15
new
permits,
and
in
the
month
and
as
of
march
3rd,
we
had
eight
new
permits.
Any
questions
on
the
permits
that
were
recently
issued.
Okay,.
H
For
the
record,
gary
disher
engineering
you've
got
same
thing
couple
months
worth
of
capital
improvement
program
reports.
Do
you
all
have
any
questions
on
those.
H
Sounds
good
and
then
we'll
jump
on
down
to
the
master,
permitting
agreement.
H
G
I
guess
we're
up
to
the
berkstor
isle
seawall
assessment.
Analyst.
A
So
if
you
remember,
last
year,
we
presented
the
sea
wall,
maintenance,
alternative
study,
and
there
were
several
things
that
the
study
recommended
that
we
adopted.
First
of
all,
they
referenced
how
we
should
inspect
sea
walls.
They
referred
us
to
this
manual
here,
which
we
have
read,
and
mr
disher
has
made
a
lot
of
changes
to
our
assessment
software
to
include
different
conditions.
A
It's
it's
more
factual
instead
of
opinionated
now
so
now,
now
we're
actually
tracking
things
like
delamination,
which
is
the
removal
of
the
concrete
surface
through
tidal
action
which
we
never
did
before
water
line.
Cracking
is
now
a
more
serious
condition.
We
consider
that
a
more
serious
condition
than
any
other
condition
on
our
sea
walls.
G
When
you
say
water
line,
cracking
you're
talking
about
there
at
the
not
the
mussels,
but
the
oyster
line
is
that
gary.
A
A
That
would
be
water
line,
cracking
anywhere
in
that
zone
and
then
the
zone
above
that
water
line
to
the
cap
is
called
under
cap
cracking
okay.
Okay,
so
I
actually
did
the
assessment
this
year
learned
a
lot
about
burnt,
store
aisles.
We
found
a
lot
of
water
line
cracking
out
there
and
we
labeled
those
as
serious
conditions.
A
F
A
So
this
was
recommended
to
us
by
the
engineers
with
taylor
wilson.
This
is
what
their
inspectors
use.
This
is
kind
of
like
the
bible
to
inspecting
infrastructures
on
the
water
it
it
describes
different
kind
of
elements,
different
degrees
of
damage,
four
different
situations,
it's
just
not
for
sea
walls,.
E
So
kind
of
the
origin
of
the
book-
I
guess
who's,
the
one
that
actually
put
this
out
was
it
a
government
agency
was
private
contractors,
I'm
just
trying
to
get
a
feel
for.
E
Is
this
a
state
government
private.
E
A
A
E
H
Yeah
american
society
of
civil
engineers
is,
you
know,
on
the
cover
as
well.
I'm
not
sure
what
copri
coast
oceans,
ports,
rivers
institute.
It
was
yeah
taylor
when
they
provided
this
information
to
use
this
book.
They
do
a
lot
of
work
for
coast,
guard
and
navy
on
their
porch
and
stuff,
and
this
is
what
they
are
all
their
structures
so
works.
For
me,
it
was
an
eye
opener.
H
When
we
got
the
book
yeah
and
started
reading
through
it,
because
I
mean
we,
we
thought
we
were
doing
pretty
dang
good,
which
we
were
and
but
we
were
able
to
add
other
elements
to
the
software
to
start.
Looking
for.
E
G
Know
me
being
a
civil
by
by
schooling.
I
would
be
interested
in
you
know
looking
at
that,
it's
very
interesting
I'll
give
you
a
call
kathy.
A
No
problem
so
because
we
knew
that
we
were
going
to
start
collecting
a
lot
more
data.
Taking
a
lot
more
time.
Looking
at
the
sea
walls
and
stuff,
we
decided
that
we
were
going
to
break
the
district
punta.
Cord
isles
was
broken
half,
as
you
can
see
here.
One
year
we
do
the
north
half
and
then
the
second
year
we
do
the
south
half
of
pgi
and
bsi.
So
bsi
is
only
going
to
be
assessed
every
other
year.
A
A
So
everything
in
the
book
is
rated
or
everything
and
the
assessment
is
rated
from
zero
to
five
zero
being
excellent,
no
cracks
brand
new
cap
or
wall,
one
being
good,
just
replaced
a
couple
years
ago,
two
being
like
some
minor
repairs,
minor
cracking
minor
delamination
three
is
moderate.
Where
there
is
some
cracking,
there
is
some
delamination,
maybe
a
couple
small,
smaller
spalls
four
is
serious.
A
E
E
H
Well,
we
didn't
get
the
fours
and
fives
from
them.
What
the
the
rating
class
has
been,
what
we've
used
since
day
one.
So
we
were
able
to
take
information
from
the
book
and
then
put
that
into
our
software
and
say:
okay.
If
and
then
we
sat
down
with
the
engineer's
stuff
and
just
determined
on
this
particular
item
if
it's
a
water
line
crack
historical
knowledge
of
what
we
see
when
when
that
starts
to
happen,
what
you
know
water
getting
into
the
rebar
rusting
it
out
things
of
that
nature.
H
H
A
So
I
just
wanted
to
give
you
an
example.
This
is
the
some
mapping
so
when
we're
out
on
the
boat,
these
are
the
points
that
we
drop.
Everything
is
color-coded,
so
you
can
see
here.
This
is
blue
and
blue.
That
means
that
there's
mangroves
that
live
there.
We
have
to
document
this
for
permitting
purposes.
G
A
I
took
photos
there.
I
have
some
notes
that
indicates
that
I
took
some
notes
and
I
took
some
photos
there.
Okay,
we
have
a
serious
wall
condition
at
this
particular
location.
Okay.
Actually,
this
is
a
failure.
The
mangroves.
A
A
There
are
different
rules
and
regulations
for
a
private
property
owner
than
there
are
for
government
so
government.
All
we
do
is
we
maintain
the
common
areas
like
the
perimeter
canal,
if
there's
a
park
or
say
we
own
a
staging
site
like
candia,
okay,
so
for
but
for
private
property
owners.
I
don't
know
what
those
rules
and
regulations
are.
I
don't
know
if
you're
required
to
pay
mitigation.
A
E
A
E
A
So
after
the
assessment
is
completed,
mr
disher
creates
this
post
processing
report,
and
this
gives
me
this
is
an
older
report.
As
you
can
see,
this
is
from
2019
20.,
but
this
gives
me
a
priority
of
which
walls
to
replace
first,
based
on
that
rating
that
we
just
talked
about
okay,
so
you
can
see
here
out
at
st
jiren's
court.
The
wall
was
rated
a
four
which
is
a
serious
condition.
A
It
had
100
percent
water
line
cracking
and
it
was
leaning,
so
we
knew
that
that
wall
had
been
moving
and
it
was
in
serious
shape.
So
that
was
like
first
on
the
list
to
be
replaced
that,
following
fiscal
year.
A
Oh
it
is,
it
is,
has
that
been
replaced
yet
no
well,
then
it'll
probably
be
replaced.
This
is
just
a
presentation.
It's
not
in
your
agenda.
This
is
just
I
just
thought.
I'd
bring
you
guys
some
information,
especially
for
the
new
members,
to
kind
of
see
the
information
that
we
collected
and
now
remember.
This
was
based
on
our
old,
the
old
way
that
we
assessed
the
property.
I
can
let
you
know
when
I
get
back
to
the
office,
what
the
new
assessment
was.
A
D
D
Here
the
total
cap
and
wall,
the
fourth
and
the
fives
amount
to
6869
feet
is
that
right.
H
Yeah,
that
is
correct.
We've
got
that
much
wall.
What
would
there
be
yeah
the
5245
feet
of
the
there's,
a
four
and
then
the
16
24
of
a
five
and
that's
when
we
aggregate
the
cap
and
the
wall
together?
That's
why
the
numbers
aren't
the
same
as
the
cap
and
wall
above
yeah,
so
we've
taken
them
and
then
combined
them,
because
the
wall
and
cap
act
as
a
system.
So
just
because
we
have
a
bad
cap,
it
may
be
doing.
You
know
the
wall
may
not
give
us
a
red
flag.
H
H
So
before
we
were
using
like
kathy
was
saying
it
was
more
of
our
opinion.
It
was
more
opinion
based
now
when
we
run
this
cell.
The
data
through
the
software,
the
software
sets
the
fours
and
fives.
So
it
kind
of
took
the
took
the
reviewers
you
know.
Is
it
I
think
that
one's
going
to
be
a
four
and
what
it
is.
Is
you
just
tell
us
how
wide
the
cat
or
the
crack
is
and
then
the
percentage
of
it
and
then
the
software
chews
on
it
and
says?
H
Okay,
now
this
one
becomes
a
four.
This
one
becomes
a
five
or
a
two
or
a
three,
but
the
jinx
breaks
it's
an
optimization
method,
and
so
the
number
of
fours
and
fives
or
what's
classified
as
a
fours
or
fives.
It
depends
on
how
the
data
runs.
So
it
basically
I've
got
this
here.
It
was
a
lot
to
read
there
for
you.
If
you'd
want
to
run
through
it,
it
just
takes
the
best
arrangement
of
the
values
in
the
different
classes
and
it
clusters
them
together.
So
you
don't
have
any.
H
What
would
you
call
it
like
when
you're
running
a
an
averaging
on
something
and
you
have
one
or
two
flyers
and
it
can
skew
the
whole
data
set
this
limits
that
and
it'll
it
just
aggregates
them
into
their
different
classes,
and
we've
got
obviously
the
five
classes
that
we
break
them
into
so
that
generates
the
list.
I've
got
a
linear
one
that
I
run
and
then
I
take
that
put
it
through
esri
and
then
run
jynx
and
esri
to
come
up
with
the
jinx
break
values
and
that's
what
these
are
generated
on.
H
So
it
was
a
more
fair
spread
of
where
the
fours
or
fives
are
so
as
we
chip
away
at
the
fours
or
fives.
Our
clustering
is
gonna
change.
Obviously,
so
we're
still
gonna
have
fours
and
fives,
because
they're
still
walls
that
are
in
the
system,
they're
gonna.
That
number
should
come
down
regarding
like
the
the
overall
severity
of
them.
So
so
my.
D
And
my
follow-on
question
to
that
is
as
a
result
of
this
is:
is
there
a
map,
and
would
it
be
wise
to
communicate
that
map
to
individuals
to
say,
hey,
you
know
sean
harrigan
at
543,
madrid,
boulevard,
your
sea
wall
and
cap
are
fine,
but
your
next
door,
neighbor
dante,
not
so
much.
D
H
And
that,
basically,
that
exact
thing
tailors
into
the
taylor
study,
their
recommendation
was
basically
two
and
a
half
times
or
three
times
the.
What
we're
replacing
now
needs
to
be
replaced
to
make
sure
all
the
walls
out
of
the
way
before
it
reaches
its
end
of
life.
So
that's
in
essence.
What
what
this
you
know,
the
new
and
improved
version
yet
again
is
getting
us
closer
to.
G
Well
see
that
was
one
of
the
things
I
disagreed
with
in
their
study
is
they
were
doing
it
or
it
seemed
to
me
like
they
were
talking
about
replacing
walls
that
had
reached
the
age
limits
that
were
still
good
walls,
which
I
don't
think
we
need
to
do
and
if
you've
got
empirical
data
that
you've
actually
gone
out
and
and
put
some
classifications,
then
I'd
say
that
gives
me
some
justification
to
say.
Yes,
we
need
to
be
replacing
those
walls
right.
G
D
So
is,
is
that
map
available,
and
is
it
wise
that
we
communicate
that.
H
I
was
I
got
this
table
out
before
I
got
the
map
ready
for
the
agenda
deadline,
but
I
do
have
mapping
built
for
it.
I
don't
have
it,
I
guess
prettied
up
for
public
presentation,
but
yeah
we've
got
maps
and
they
can
be
generated.
A
So
the
purpose
of
this
presentation
number
one
is
let
you
know,
obviously
the
status
of
your
sea
walls,
but
in
our
next
meeting
in
april
meeting
we're
going
to
talk
about
budget
goals.
Okay,
so
that's
why
we
wanted
to
talk
about
this
answer.
All
your
questions,
let
you
guys
digest
it
a
little
bit
prior
to
you
starting
to
make
your
budget
goals.
A
Okay,
we
may
have
a
sea
wall
that
only
has
10
feet
of
a
failed
cap,
but
the
rest
of
the
wall
is
great,
so
it
might
you
know,
gray
out
that
sea
wall,
as
being
you
know,
this
is
questionable
just
because
of
that
10
feet
of
cap
with
no
face
all
right
does
that
constitute
a
replacement
according
to
the
guy,
that's
got
75
water
line,
cracking
he's
going
to
get
his
wall
replaced
first,
and
that's
why
I
wanted
to
show
you
that
table
that
helps
us
prioritize,
which
walls
get
replaced.
First,
is
by
severity.
A
It's
amazing,
mr
harrington,
mr
disher's
done
an
amazing
job
with
it
yeah
it's
been
a
couple
years
with
design
and
redesign
and
stuff,
but
I
think
we
got
a
pretty
good,
pretty
good
tool
so.
G
Obviously,
you
know
the
big
question,
you
know
the
elephant
in
the
room.
Is
you
know?
How
much
is
that
going
to
affect
assessments
and
I'm
sure
that's
what
we're
going
to
be
talking
about
at
the
next
meeting?
And
you
know
on
down
the
road
and
what
can
we
expect
and
we
want
to
make
sure
that
we're
communicating
that
to
the
community
as
best
we
can
and
preparing
them
for
the
good,
the
bad,
the
ugly
sort
of
things
we'll.
A
Talk
about
that
later
perfect!
Yes,
if
you
guys
have
any
questions
over
any
of
the
stuff
that
I'm
presenting
to
you
you're
allowed
to
email
me
directly.
Okay,
you
can't
email
each
other
because
then
you're
violating
the
sunshine
law.
But
if
you
email
me
directly
and
you
ask
me
your
questions,
I
can
get
them
answered
for
you.
Okay,
if
you
start
digesting
this
and
you
have
other
concerns
or
whatever.
A
D
H
D
H
Haven't
digested
that,
like
I
said
I
was
on
a
race
to
get
this
ready
for
you
guys
and
now,
I'm
on
the
pgi
race
trying
to
go
through
its
data,
and
so
I
haven't
had
a
time
to
get
back
in
and
start
running
those
different
reports
on
I
mean
you
can
see,
I've
got
it
broke
down
for
the
different.
H
You
know
the
different
data,
so
the
data
lives
in
there.
It's
just
just
a
matter
of
yeah
and
I
may
have
tabs
that
have
already
done
that.
If
those
questions
came
up
last
year,
I'll
usually
build
a
new
tab,
and
so
everything
is
is
automated
at
that
point.
Okay,
so
once
I
drop
that
data
into
the
data
tab
coming
out
of
esri,
then
it
kind
of
everything
gets
populated
out
from
there.
H
G
G
B
B
The
applicant
is
proposing
to
construct
a
dock,
a
four
piling
boat,
lift
and
a
walkway
extension
in
the
canal.
The
reason
for
the
special
permit
application
is
due
to
three
of
the
pilings,
a
portion
of
the
walkway
and
a
portion
of
the
boat
lift
being
outside
the
structure
limitation
lines
per
the
submitted
drawings.
This
property
has
40
feet
of
sea
wall
and
the
canal
is
approximately.
B
B
B
Due
to
this
being
an
end
of
canal
in
the
canal
width,
the
birthing
line
or
vessel
limitation
line
should
have
been
clipped
at.
Like
that
point,
there
35
feet
out
the
lines
currently
converge,
but
still
the
the
boat
isn't
going
to.
Even
on
the
on
the
left,
it's
not
going
to
extend
that
far
I'll
I'll
verify
that.
B
Let
me
verify
that
canal
width.
I
have
the
wrong
number
on
my
sheet.
B
It
okay,
that's
a
I'll!
Let
mike
discuss
that
it's
kind
of
an
exhibit
that
he
puts
together.
I
Yes,
sir,
okay,
good
afternoon,
mike
parr
from
part
marine
construction,
I
have
been
sworn
the
boat's
game
plan
is
pulling
straight
max,
would
be
25
feet
long
before
you
hit
the
sea
wall
and
then
there's
always
a
lot
more
bow
hanging
out
than
the
stern
so
the
it
I
always
bring
it
out
to
either
30
or
35
feet.
I
I'm
currently
searching
for
an
engineer
firm
that
would
like
to
do
special
exceptions.
I've
turned
down
probably
15
of
them
in
in
the
last
month,
just
to
ju
trying
to
get
all
of
it
organized
to
where
we
can
get
everything
turned
in
and
as
with
the
drawings
that
I'm
looking
for,
and
so
we're
working
on
that.
I
I
I
G
I've
looked
at
both
sides,
the
neighbors
it
looks
like
their
boats
come
in
from
the
opposite
side,
so
this
does
not
interfere
at
all.
I
And
that's
that's
kind
of
what
we're
trying
to
do
and
then,
even
if
they
ended
up
changing
something
or
angling,
something
in
the
project
that
we're
working
on
is
never
trapped
because
we're
running
into
a
lot
of
here's.
The
problem
is:
if
the
special
exception
process
is
tough
enough
to
get
in
front
of
everyone,
you
end
up
having
the
people
that
will
do
them
not
do
them,
and
then
everyone
is
out
there
putting
them
in
inside
the
45
degree
and
blocking
each
other
like
that's
why
we
have
this
whole
process
correct.
I
D
Mike,
let
me
test
this.
You
said
that
it
appears
that
you're
not
blocking
anybody
in
the
house
on
monaco,
which
is
next
to
this
gentleman
here
and
you've,
got
that
oh
here.
We
can
do
it
from
this
right
here.
If
you
zoom
in
he's
not
just
doesn't
block
this
gentleman's
access
into
the
left,
correct.
I
I
And
then
you
get
into
the
argument
we
have
been
having
in
the
pgi
meeting
of
well.
If
it's
birthing,
right
and
you're
allowed
to
park
a
boat
there,
you
can't
really,
even
if
they
were
coming
around
the
other
way,
yeah
it
doesn't
make
any
sense
to
have
it
set
up
that
way.
You
can't
really
go
through
someone's
water.
I
You
know
what
is
their
inabitable
water
to
park
at
and
then
say
you're
getting
in
my
way,
if
you
put
something
in
there,
you
know
you
have
to
cha,
and
this
is
where
it
goes
from
neighbor
to
neighbor
and
everybody
has
to
get
along
and
try
to
come
up
with
a
good
idea,
but
instead,
like
I
don't
know,
I
don't
know
how
else
to
explain
it.
You
I
I
go
around.
I
G
That's
why
we're
here
as
much?
Yes,
sir,
did
you
look
at
it
and
I
did
not
see
you
you've
got
when
you're
actually
facing
the
water
from
that
lot.
You've
got
the
boat
angled
from.
G
I
I
The
only
way
to
do
that
is
to
bring
it
all
in
closer
to
the
sea
wall,
and
then
you
can't
get
it
dredged,
and
in
the
winter
time
you
can't
get
your
boat
off
and
that's
what
started
this
whole
process
but
yeah.
Well,
we
have
water
either
way
I
mean
most
more
times
than
not,
especially
for
a
25-foot
boat.
E
F
E
F
G
B
F
F
G
G
H
G
G
G
All
right,
so
it
is
closed
now
all
we
have
to
do.
I
guess
is
keep
me
straight,
but
I
think
we,
just
as
the
committee
have
to
vote,
to
approve
or
disapprove.
G
J
J
All
right
so
the
city
clerk's
good
afternoon,
sarah
welch
deputy
clerk
for
the
record,
the
city
clerk's
office,
is
currently
in
the
process
of
reviewing
the
bylaws
for
the
city's
boards
and
committees.
J
Yes,
I'm
sorry,
that's
okay!
Thank
you.
We're
in
the
process
of
reviewing
all
the
bylaws
and
we
are
ready
now
to
share
the
changes
we
would
propose
with
the
burn
store
isles
canal
advisory
committee.
This
is
just
a
brief
overview
of
your
board.
You
should
all
already
be
familiar
with
this
being
on
the
board.
J
Here
is
the
meat
and
potatoes
of
what's
happened.
We've
done
a
lot
of
reorganization.
We've
cleaned
up
language
related
to
terms
to
make
it
consistent
between
all
the
city's
boards
and
committees.
We've
included
language
regarding
member
education
and
training,
and
we
have
also
changed
the
terminology
for
officers
to
chair
and
vice
chair.
J
We've
also
made
some
revisions
to
the
duties
to
align
with
chapter
six.
The
bylaws
still
had
that
you
are
providing
recommendations
on
ccsps
instead
of
deciding
so
we've
got
that
adjusted.
We've
also
added
duty
a5,
which
regards
requests
to
include
land
within
the
canal,
maintenance
assessment,
district
and
duty
a6,
which
says
that
you
provide
recommendations
on
variances
that
are
going
to
be
for
a
structure
within
six
feet
of
the
seawall
we've
fleshed
out
the
meeting
procedure
in
the
bylaws
in
alignment
with
the
board
member
handbook.
J
G
J
So
our
next
steps
are
going
to
be
for
you
to
provide
a
recommendation
for
city
council
on
the
amendments
by
motion.
We
will
present
the
revisions
and
if
you
have
any
recommendations
to
add
to
city
council
at
a
meeting
and
then
following
their
approval,
we
will
draft
a
resolution
to
adopt
the
amended
bylaws.
G
G
J
F
F
D
Very
yeah.
G
E
Yeah,
probably
doesn't
matter,
it
says
they
shall
be
residents
or
burnt
store
else,
which
makes
sense.
E
J
G
E
E
G
J
If
you
want
to
provide
a
recommendation
that
we
could
share
with
council,
it'd
be
up
to
the
board,
how
that
was.
E
That
would
just
because
legal,
the
way
it's
written,
unless
I'm
mistaken,
guys
tell
me
if
I'm
wrong,
you
do
not
have
to
be
a
legal
resident
of
florida,
but
you're
setting
governments.
You
know
you're
you're
doing
things
to
me.
That
said,
you
should
be
a
resident,
a
voting
resident
of
this
state
and
not
a
voting
voting
resident
of
michigan
that
owns
a
house
in
the
state
conservative.
E
I'm
not
saying
they're,
not
a
resident.
I'm
saying
this
is
a
florida
city,
government
type
thing
going
on
right
and
they're,
not
a
legal
voting
resident
of
the
state
of
florida.
So
why
should
they
have,
in
my
opinion,
a
say
unit
period?
They
shouldn't
be
considered
for
this
position
because
you're
not
a
legal
voting
resident
of
this
state.
Well,.
G
E
Have
a
right
to
say
something,
but
I
don't
think
in
my
opinion
they
necessarily
have
a
right
to
serve
on
the
border
because
they're
not
a
resident,
a
legal
voting
resident
of
this
state.
That's
all
I'm
saying
and
that
I'm
not
saying
they
can't
come
in
and
have
a
voice
absolutely,
but
I
don't
think
they
should
be
making
policies
of
procedures
for
this
city
when
they're
really
a
voting
resident
in
michigan.
That's
all
I'm
saying
to
me:
that's
a
conflict
of
interest
of
some
type.
I
just
it
just.
D
E
They're
a
part-time
resident
here,
okay,
but
the
real
it's
just
the
voting
thing.
That's
what
really
hangs
me
up.
I
can't
go
up
to
michigan
and
vote
okay
and
election
up
there.
Anything
because
I'm
not
a
resident,
and
so
how
would
they
sit
on
a
governing
body
in
the
state
of
florida
when
they're
not
a
legal
voting
resident?
That's
just
my
that's
the.
D
Let's
attack
this
a
step
at
a
time,
so
they
are
resident
because
they
have
property,
they
are
paying
taxes
yeah
on
that
property
within
that.
So
the
issue
that
you
have
is
that
they
can
vote
in
another
state
and
not
necessarily
in
florida.
Right
and
generally,
these
votes
are
taking
place
on
things
like
political
generally
and
not
exclusively.
You
know
political
appointments.
F
G
E
J
G
So
here's
where
I
I
guess
if
if,
if
worse,
there's
some
concern
because
of
the
sunshine
laws,
obviously
we
can't
talk
amongst
ourselves
in
these
things,
but
what
I
would
suggest,
then,
is
we
table
this
until
next
month.
In
the
meantime,
those
of
us
that
have
questions
or
concerns
forward
that
to
to
you
and
then
you
can
publish
that
out
to
to
the
group
for
discussion.
Maybe
at
next
meeting
is
that
reasonable
guys.
J
E
J
E
Looking
at
because
if
this
is
going
to
become
law
or
whatever
you
want
to
say
it's
going
to
become
our
bylaws,
you
know
I
just
want
to
say:
hey:
do
we
want
to
go?
Do
we
have
to
re-address
this
a
year
or
two
years
down
the
road?
Because
of
that
wording?
And
if
there's
not
an
issue,
then
fine,
I
could
care
less.
F
Trying
to
formulate
that
in
my
mouth
so
can
we
approve
this
contingently
on.
F
And
I
move
that
the
the
committee
approve
the
change
in
the
bylaws
as
written
contingent
upon
the
city
attorney,
agreeing
with
the
wording
in
paragraph
one.
E
G
A
So
bids
were
open
on
I'm
sorry,
kathy
miller.
Now,
maintenance
bids
were
open
on
march
3rd.
We
only
had
two
bidders
and,
as
you
can
see,
the
you
have
been
given
a
narrative
of
what
those
bids
came
in
at
we
had
budgeted
500
000
for
the
project.
So
you
all
bids
were
denied
because
we
did
not
have
the
funds
to
support
the
project.
A
G
Anything
that
stood
out
in
these
bids,
you
were
saying
unit
rates
and
those
kinds
of
things
or
so.
A
D
Just
to
clarify
kathy
in
addition
to
that,
and
what
gary
had
mentioned
earlier
in
terms
of
timing
on
this,
this
is
looking
less
and
less
likely
to
be
a
current
fiscal
year.
Project
correct.
D
D
A
C
G
A
G
A
D
A
Our
mangrove
trimming
will
start
at
the
end
of
april,
okay,
okay,
a
lot
of
that
was
based
on
whether
or
not
this
project
was
going
to
get
started.
We
couldn't,
I
couldn't
really
approve
the
schedule,
so
I
was
trying
to
work
with
them
to
put
it
out
as
far
as
they
could
because
of
the
schedule,
the
the
lock
winding,
because
they
would
be
occupying
the
candy
a
lot.
There
would
be
a
lot
of
traffic
right
there.
Yeah.
A
A
No,
no
just
advertise
advertise.
Please
speak
with
everybody.
I
know
council.
When
we
went
to
increase
our
rates
last
year.
They
said
that
we
did
not
inform
our
cont
our
condition
our
constituents
enough
that
you
know
so
we
need
to
just
advertise
and
let
them
know
that
we're
talking
about
this
okay,
there's
anything.
I
can
do.
E
To
help,
let
me
know,
I
don't
recall
the
the
taxes
that
they
do.
We
do
the
assessments.
What
is
that
total
dollar
value
a
year
that
we
expect
to
bring
in
it's
in
the
budget.
E
E
A
A
A
E
E
A
G
I
saw
that
someplace
before
okay.
Thank
you
kathy,
no
problem.
Any
final
comments
before
we
close
motion.
