Just
a
reminder:
George:
can
you
put
the
microphone
right
in
front
of
you?
Thank
you.
E
C
That's
better
okay
and
when
Cafaro,
if
you
speak,
just
make
sure
you
move
that
microphone
right
in
front
of
you.
Thank
you.
E
Try
not
to
buy
whispering,
we
start
off
please
with
the
roll
call
George.
C
B
C
E
E
E
E
Hearing
none
by
them
approved
the
next
reports
utilities
operational
data.
We
need
a
motion
to
approve
them.
F
Good
morning,
gentlemen,
Neil
Peters
utilities
director
I'm,
going
to
go
over
the
numbers
for
July.
F
F
D
F
C
F
For
the
July
13th
meeting,
we
had
an
agreement
award
to
Poole
and
Kent
company
of
Miami
for
construction
improvements
for
the
shell,
Creek
filter
media
replacement
and
also
the
2023-2027
utilities.
Capital
Improvement
program,
plus
the
fiscal
year.
2023
utilities
operation
budget
status,
update
I'd
like
to
thank
Kristen
for
putting
all
that
together
for
us.
D
Karen
and
I
have
a
couple
of
questions,
especially
let's
see
Award
of
agreement
for
this
filter
press.
G
Yes,
on
both
for
the
record
Steve
Leonard
included
with
your
packet,
Steve
Adams
has
a
synopsis
of
the
projects
and
the
cost
was
in
there.
Both
were
in
line
with
budgetary
estimate
and
Engineers
opinion
of
cost.
Both
both
were
filled
out
and
the
press
is
about
six
months
out.
You
know
they
gave
us
a
timeline
of
when
they
thought
they'd.
C
G
That's
a
purchase
of
a
piece
of
equipment
both
were
done
as
a
low
bid.
The
filter
media
replacement
only
had
one
responsive
bid,
so
they
negotiated
the
price
down.
Five
percent
procurement
did
and
it
was
underneath
the
engine
of
opinion
of
cost.
They
plan
to
take
about
three
months
to
finish.
The
project
they've
already
removed
all
the
sand
and
cleaned
all
the
nozzles.
E
Stephen
one
additional
question:
we
had
discussed
at
the
last
meeting
about
a
pipe
being
purchased
by
the
the
city
in
order
to
take
advantage
of
both
taxes
and
confirm
the
the
deliveries.
Do
we
consider
any
other
large
items
for
direct
purchase.
G
Procurement's
policy
is
anything
over.
Ten
thousand
dollars
gets
considered,
that's
anything
under
ten
thousand.
They
will
not
consider
it's
not
worth
the
paperwork,
but
once
you
cross
that
ten
thousand
dollar
threshold
procure
it's
more
of
a
procurement
function
than
it
is
utilities,
but
utilities
improvement,
work
hand
in
hand
with
any
large
items
like
that.
There's
a
list
of
them
we're
going
to
do
at
the
Wastewater
Plant
as
Owner
Direct
purchases,
just
as
we
did
on
the
RO
plant.
C
E
B
B
E
H
H
But
okay,
so
we'll
probably
go
over
just
July.
Unless
you
have
questions
on
June,
I
did
get
them
out
on
Friday,
but
we
are
83.3
through
the
year
charges
for
services
we're
at
105.3
overall
for
Revenue
Revenue
291.7.
H
H
D
H
Or-
and
we
didn't
start
the
construction
yet
so
we
don't
even
need
to
start
putting
our
one-year
Reserve
aside
yet
so
next
year,
August
31st
is
when
the
our
reflown
is
scheduled
to
be
heard
at
the
meeting
and
we
get
on
the
priority
list.
Yes,.
H
August
31st,
if
we
get
approved
on
the
priority
list,
then
we
have
to
complete
a
full-on
application,
so
they
they
have
a
lot
of
material
from
us
already,
but
then
there's
still
some
extra
View.
Then
if
they
get
that
approved,
then
we'll
start
building
our
Reserve
as
our
construction
goes
forward.
We
are
still
exploring
some
other
options
like
the
wifia
program
and
then
they
are
still
getting
us
some
information
about.
If
we
didn't
do
srf
how
much
savings
would
there
be.
H
D
Just
one
other
question:
Neil
has
the
Department
reviewed
the
facility
plan
that
CDM
completed?
Have
they
reviewed
that
and
given
comments
back
to
the
city.
I
Morning,
Steve
Adams,
Utilities,
Department,
okay,
so
in
summary
we
started
the
design
contract
in
July
of
21..
Our
overall
projected
beating
is
really
November
of
this
year
so
and
said
we
don't
have
any
construction
expenses
this
year.
As
far
as
the
facility
plan,
that
was
a
requirement
for.
F
D
I
I
C
I
I
E
You
mentioned
SRS,
and
you
also
said
we're
looking
at
some
other
Financial.
What
are
the
others
that
were
investigating.
H
The
wifia
program
we're
looking
at
because
that
one
would
allow
us
to
extend
the
loan
30-year
loan
instead
of
20
years
and
we're
only
going
to
try
and
do
the
parts
that
we
think
would
last
30
years.
We
wouldn't
want
to
have
a
30-year
loan
on
equipment
that
might.
H
I
our
Consultants
are
supposed
to
be
looking
for
that
and
helping
there
is
funding
out
there.
It
seems
it's
just
finding
out.
H
B
B
B
B
And
is
there,
you
know,
I
know
that
it's
very
competitive,
Grant
and
there's
a
lot
of
people
going
for
it.
Do
we
have
any,
and
this
may
be
yes,
Steve
Adams
questions
and
orders
in
place
or
anything
like
that
puts
us
in
a
higher
priority.
Are
we
just
kind
of
in
the
general
pool
on
this
one.
B
B
These
days
so
now
you
might
have
to
rebit
them,
okay,
they're
in
in
the
past,
for
for
public
institutions,
there
used
to
be
there's
more
of
a
change
in
the
fiduciary
rules,
so
you
used
to
be
able
to
have
a
financial
advisor.
B
B
H
Financial
advisor
and
bond
counsel,
we
talked
about
maybe
doing
bonds,
but
the
cost
of
doing
bonds
also
can
be
significant.
So
we're
really
trying
to
find
other
alternatives.
H
So
the
next
page
just
shows
our
annual
and
where
we
are
at
year-to-date
so
for
water
Billings
we're
at
85.6
percent
sewer,
Billings,
84.2
percent,
so
that's
within
our
83.3,
but
again
that
fluctuates
during
the
year
as
there's
some
months
that
are
a
lot
lower
and
some
months
that
are
higher
and
we
budget
based
on
that
all
the
revenues.
94.1
percent
and
that's
based
on
our
projections,
not
original
like
the
original.
The
first
one
was
showing
you
departmental
operating
expenses.
H
Debt
Service,
like
100
in
our
transfer,
is
100
percent.
When
we
compared
to
last
year,
our
water
Billings
are
approximately
750
000
more
than
they
were
fiscal
year
to
date
and
July
of
2021.
We
would
expect
that
we
did
have
a
rate
increase
as
well.
There's
been
construction
and
things
like
that
so
doing
good
there.
B
H
So
we
did
get
our
2020
census
and
it
was
lower
than
the
Bieber
projections,
so
we
had
to
adjust
our
population
down.
The
only
Bieber
population
that
was
updated
was
the
21
number.
So
we
took
that
number
and
then
used
working
with
Urban
Design.
They
had
a
0.18
estimated
increase.
So
then
we
did
that
for
2022
and
2023.
I
think
for
2022.
We
also
did
add.
We
did
have
an
annexation
and
we
knew
how
many
units
it
was.
So
we
did
add
that
in
as
well,
it's.
H
D
Was
that
number.
H
H
If
we
Annex
additional
I
know,
there's
some
projects,
starting
that
have
that
are
multi-family
units,
so
that
would
also
help
but
they're,
just
starting
I,
don't
think
they're
fully
built
out
yet.
E
Okay,
I:
don't
wonder
how
they
can
differentiate
between
the
snowbirds
nowadays
than
the
full
population.
E
H
We
have
our
graph
we're
staying
just
ahead
of
projections
and
just
ahead
of
where
we
were
last
year,
so
sometimes
they're
like
almost
right
on
where
we
were
last
year
for
this
month,
but
you
can
see
our
actual
compared
to
year
to
date
we're
still
approximately
almost
900
000
to
the
good.
There.
H
Then
we
have
our
water
and
wastewater
by
category
inside
and
outside
City
Limits,
and
then
we
have
it
compared
original,
as
well
as
to
our
revised
projections.
So
again,
when
you
look
at
the
original
projections,
we
were
at
105
percent.
H
And
then
the
last
graph
is
the
graph
showing
total
revenues,
excluding
the
impact
fees.
So
again,
it's
mainly
driven
by
our
water
and
wastewater
Revenue.
So
it
kind
of
follows
the
same
trend
and
then
you
have
your
expenditures
by
division.
Just
you
can
see
where
they
were
all
at
there
year
to
date.
Any
questions.
C
I
We
have
a
summary
of
our
active
CIP
projects
for
you
this
morning,
we're
generally
going
to
give
you
a
brief
description
of
the
project,
a
brief
schedule
and
the
values
of
work.
Our
first
project
on
the
screen
this
morning
is
the
Henry
Street
Force
main
Improvement,
and
in
the
bottom
of
the
sheet
you'll
see.
I
I
In
addition,
we
detected
there
was
some
gravity
work
that
needed
to
be
done,
so
we've
added
that
to
the
project.
Right
now
we
have
60
plans
complete,
so
we
should
be
able
to
go
out
to
the
street
on
this
later
this
year,
early,
maybe
January,
but
maybe
we
might
beat
the
Christmas
season,
I'm,
not
sure,
okay.
So
now
we
need
to
scroll
down.
D
Right
now
on
that
Taylor
Road
Project,
is
there
any
sort
of
urgency?
Is
there
any
sort
of
development
or
some
sort
of
box
facility?
That's
going
in
that
needs
the
needs,
the
extra
water
that
the
12-inch
line
will
carry
for,
for
whatever
reason
is
there
any
real
urgency?
C
I
Yeah,
so
there
wasn't
an
urgency
when
we
programmed
it.
We
just
programmed
it
based
on
age
of
the
asset.
It's
quite
old
and
we've
had
difficulties
with
trying
to
repair
it
and
I'm
sure
Neil
can
help
out
with
details
if
he
has
anything
on
his
mind,.
F
Yes,
yeah,
it
was
originally
the
raw
water
line,
so
it
was
put
back.
It's
probably
60,
70
years
old
and
we've
had
some
breaks,
major
breaks
on
it
and
the
issue
with
it
is
that
the
valving
is
very
sporadic.
So
if
you
have
to
shut
off
a
certain
section,
you
have
to
go
all
the
way
to
the
Alligator
Creek
Dam,
all
the
way
back
to
yeah,
almost
to
Airport
Road,
to
be
able
to
shut
it
off.
F
D
D
F
I
I'll
be
happy
when
we
see
that
complete
being
green,
so
we're
building
some
water
in
Maine
not
into
eating
green
I'll.
Show
you
the
map,
really
quick.
Well,
the
map's,
not
that
great,
but
I
can
explain
it
to
you.
We've
had
several
streets
out
there
that
have
had
no
water.
Ever
since
I,
don't
know
early
70s
when
this
area
was
was
done
for
unknown
reasons.
They
just
left
some
streets
out,
it's
better
for
our
customers
and
for
the
utility
to
go
ahead
and
close
those
missing
pieces.
I
So
we
have
a
contract
out
now
and
it's
with
Cobb
and
they're
right
now,
they're
receiving
material
and
stockpiling
it
on
site.
So
we
should
be
seeing
work
anytime
now,
probably
in
September,
and
if
everything
goes
right,
we
really
should
be
done
between
now
and
December.
It's
not
a
very
complicated
project,
but
it's
definitely
valuable.
I
I
So
we
did
have
a
failure
on
May
3rd
of
a
pipe
at
the
RO
facility.
We've
had
our
engineer,
help
us
evaluate
the
cause
and
to
prepare
specs
for
a
replacement
and
right
now
it
looks
like
the
pipe
material
has
already
been
bid
and
we
have
an
apparent
low
vendor.
So
we
should
be
awarding
that
and
then,
when
the
pipe
is
received,
our
own,
inter
our
own
maintenance,
Crews,
we'll
install
it.
I
I
Here
we
are
with
belt
filter
press,
which
we
briefly
heard
this
morning.
We
put
this
in
the
CIP.
We
had
a
belt
filter
press
at
the
water
plant,
it
was
I,
think
was
purchased
in
o1,
so
it
was
quite
old
and
we
deemed
it
was
beyond
any
kind
of
Maintenance.
So
we
went
ahead
and
programmed
a
replacement.
I
I
Excuse
me
here:
we
have
the
water
treatment,
filter,
media
replacement
project.
This
is
a
awkward
photograph,
but
we're
actually
filming
downward
from
the
above
catwalk
to
show
what
the
filter
looks
like
when
the
water's
removed
and
you'll
see
the
under
drain
and
wash
assemblies
there
we're
going
to
be
removing
the
sand
and
replacing
it
with
new
New
Media
I
actually
use
two
two
Medias,
so
they
call
it
a
dual
media
filter
and
we're
going
to
be
replacing
or
fixing
any
of
the
under
drain
system.
So
we're
doing
this
on
the
south
filter.
I
I
Our
treatment
for
I
mean
Water
Treatment
Plant.
Well,
four.
We
have
several
raw
water
Wells
at
the
water
treatment
plant
to
supply
raw
water
to
the
RO
facility.
One
of
these
Wells
has
started
to
Trend
in
upward
in
TDS,
so
we're
going
to
have
our
well
contract
come
out
and
do
an
investigation
and
try
to
describe
where
this
higher
TDS
water
is
originating
and
if
there's
any
way
to
remediate
the
well
to
reduce
these
values.
I
I
I
can't
remember
if
we
selected,
we
have
our
and
we
have
our
plans
out,
I.
Think
for
selecting
the
water
well
contractor.
D
D
G
For
the
record
Steve
Leonard
again
what
the
computer
does,
each
time
the
RO
plant
a
skid
or
the
entire
plant,
both
skids
is
shut
down
when
the
next
skid
is
called
to
run.
It
automatically
looks
at
the
previous
month's
flows
from
all
the
wells
and
chooses
the
wells
with
the
two
least
flows,
so
it
will
rotate
each
time
the
operators
don't
even
need
to
intervene.
They
can
just
leave
it
in
automatic,
terrific.
I
B
I
I
Thank
you,
a
squat
achievement
plan,
so
we've
already
talked
about
this
a
little
bit.
We
started
the
project
in
July
of
21
at
this
point,
we're
at
90
percent
plan
where
we're
trying
to
get
some
value
engineering
evaluated
with
our
contractor,
as
well
as
with
our
designer
and
as
well
finances
organizing
the
necessary
loan
package.
I
Well,
of
course,
we've
already
seen
this
picture.
It's
maybe
hard
to
see,
but
hopefully
everybody
remembers
the
great
presentation
that
we
got
from
CDM
explaining
what
the
scope
of
the
improvements
are
or
I
can
refresh
anybody's
memory.
If
you
have
any
questions
in
addition
to
this
two
days
from
now,
I
believe
August
24th
see,
council
is
going
to
award
a
contract
with
our
okay
consultant
carollo
to
help
us
with
our
water
modeling
hydraulic
model
of
our
whole
water
distribution
system.
E
E
They
did
a
study
back
in
June
of
2020
about
what
the
Public's
perception
is
of
the
the
water
system,
and
then
they
did
it
again
in
June
21st
and
from
June
21st.
They
said
74
percent
viewed
their
water
as
safe
68
cents.
Rated
the
water
quality
is
excellent
to
good
71
percent
were
satisfied
with
their
water.
These
levels
were
a
marked
decline
from
the
2020
study.

71
percent
said
the
truck.
They
trust
their
water
utility,
a
new
measure,
but
78
percent
did
so
when
they
had
communication
with
their
utility.
When
there
was
some
method
for
getting
information
out
to
the
the
public,
a
full
58
said
they
were
even
unaware
that
the
utility
did
water
quality
testing
such
as
bacteriological
and
disinfectant
residual
testing,
and
the
article
recommended
a
consumer
confidence
report
be
employed
to
improve
customer
Communications.
G
For
the
record,
Steve
Leonard
I
was
unaware
that
other
states
weren't
required
to
we
as
part
of
our
dep
permit,
are
required
to
publish
and
distribute
a
consumer
confidence
report
annually
from
the
water
plant,
showing
the
tests
what
tests
were
run
and
the
results
of
the
tests.
It
also
has
other
requirements.
We
have
to
figure
out
a
monthly
bill
for
the
average
customer
and
that's
got
to
be
put
on
there
so
that
they
could.

A
Mr,
chair
I'm
sitting
on
a
another
citizens,
Advisory
board
with
Brandon
Moody,
and
he
happened
to
be
sitting
next
to
me
and
I
mentioned
that
it's
been
a
year,
so
we
Steve,
we
had
talked
started
to
put
you
on
the
spot
about
having
him
come,
do
a
presentation.
I
just
mentioned
it
to
him,
he's
still
wide
open.
A
For
that
he's
very
accommodating
and
I'm,
not
saying
you
know,
we
need
to
do
this
right
away,
but
just
keeping
that
door
a
little
open
he's
he's
got
a
lot
on
his
plate,
doing
water
quality
in
all
of
Charlotte
County,
so
just
tuck
that
away
at
some
point,
maybe
during
the
winter.
Whatever
he's
welcome
to
coming
and
he's
doing
a
presentation
for
us,
if
we
still
want
that,
he.
B
What
I
would
think
that
one
of
the
advantages
we'd
we're
talking
with
the
county,
obviously
is
Charlotte
Park
I'd
love
to
find
some
way
to
get
the
people
in
Charlotte
Park
engaged,
maybe
maybe
find
a
way
to
get
them
and
Mr
Moody
somehow
tied
in
so
they
understand
what
the
concept
is
and
that
also
to
build
on
the
support
we're
trying
to
get
from
the
from
the
county
to
support
that
project.
I
mean
that's,
that's
where
I
would
see
the
value
in
it,
I
mean
as
a
as
a
resident
of
Charlotte,
County
I.
B
A
The
way
Steve
the
city
manager
is
on
the
same
board.
So
there's
that
connection.
So
it's
a
brand
new
one
being
I,
guess
organized
by
PGI,
civic
association
and
different
entities
from
federal
all
the
way
down
to
I
was
there
as
a
board
member
of
the
Charlotte
Harbor
Environmental
Center,
but
the
city
manager
is
involved
in
that.
So
it
wouldn't
be
a
surprise
but
good
suggestion.
Dear.
E
Foreign,
thank
you.
Is
there
anything
else,
oh,
that
I
guess
this
meeting
is
adjourned
good.
