A
So
staff
is
in
receipt
of
this
subdivision
application.
It's
in
the
jones
loop
area,
the
property
was
recently
rezoned
to
a
planned
development
neighborhood.
The
applicant
is
proposing
to
subdivide
the
property
into
224
single-family
residential
lots
that
conform
to
the
lot
size
requirements,
as
outlined
in
chapter
26.
Article
5,
along
with
the
required
infrastructure
improvements,
approval
of
the
preliminary
plant,
will
allow
the
applicant
to
submit
construction
plans
for
review
and
approval
for
the
required
infrastructure
improvements.
A
The
final
plaque
will
be
brought
back
for
additional
review,
so
urban
design
comments
are
on
the
face
of
the
platte.
Please
correct
county
engineer
to
say
city
engineer:
please
verify
that
all
lots
on
a
radius
have
an
average
lot
width
of
50
feet
and
a
minimum
lot
area
5000
square
feet,
as
is
required
by
chapter
26,
section
5.4
lot
size
after
the
preliminary
plat
approval.
All
infrastructure
improvements
will
require
the
submittal
of
construction
documents
for
review
prior
to
commencement
of
any
construction.

The

and

and

as

shall
be

Please

number

any

Please
designate

number

site
data,
including
number
of
residential
lots,
lot
typical
lot
size
and
acres
and
parks,
etc.
Please
include
all
required
site
data
on
preliminary
plats.
D
So,
let's
start
with
number
one,
this,
the
the
delineation
of
the
the
floodplains.
Typically,
we
don't
put
those
on
a
plat,
it's
not
required
by
chapter
177.
We
could
provide
an
exhibit.
The
only
reason.
One
of
the
main
reasons
is
because
firm
maps
are
fluid
and
the
plat
is
permanent
and
if
we
were
to
include
it
on
the
plat
and
it
changed,
the
firm
maps
adjusted
or
the
flood
waves
were
modified.
D
B
D
So
that
was
going
to
be
another
question
I
had.
How
would
you
like
us
to
address
these
comments?
Do
you
want
us
to
submit
what
we
have
after
the
meeting,
or
would
you
like
us
to
do
a
comment
response.
A
You
could
do
a
comment
response
and
that
can
be
just
in
a
letter.
Yes
ma'am
from
from
banks
on
your
letterhead,
and
you
can
email
it
to.
You
can
email
it
to
my
attention
and
I
will
make
sure.
F
A
Departments
get
that
perfect.
Okay,.
D
E
A
So
building
didn't
have
any
comments
on
on
the
staff
report.
Fire
fire
has
no
issues.
C
A
B
E
A
Since
it's
a
preliminary
plot,
this
is
moving
forward
to
the
planning
commission.
That'll
be
the
next
step,
we'll
get
the
response
letter
and
we'll
make
sure
all
departments
are.
A
G
D
A
Okay,
next
order
of
businesses,
sc
01
2022,
a
request
by
carlos
gargilo
authorized
agent
for
first
baptist
church
of
penal
gorda,
incorporated
property
owner
for
special
exception
pursuant
to
chapter
26,
section
16.8
penalty
code
to
allow
a
school
grades,
kindergarten
through
12,
which
is
permitted
by
special
exception
pursuant
to
chapter
26,
section
3.7,
parent,

puna

code
for
a
property

at

neighborhood
residential
single
family
10

acre
in
our

of
florida.
A
So
this
is
for
technical
review
and
comment
and
we're
changing
urban
design
staff
is
actually
changing.
Our
recommendation.
A
We've
got
some
additional
comments
that
have
come
in
after
resubmittal
regarding
traffic
impact
statement,
while
the
data
table
appears
to
be
in
order
without
a
narrative
describing
the
existing
conditions,
roadway
networks,
streets
and
connections
and
impact
of
the
additional
298
trips
will
have
on
the
level
of
service.
The
data
table
is
meaningless,
resubmitted
drawings.
There
should
be
a
specific
traffic
circulation
plan
for
parent
drop-off
pickup.
The
secondary
parent
parking
should
be
shown
on
a
separate
diagram
or
illustrated
differently
to
clearly
identify
it
as
not
associated
with
the
primary
drop-off
pickup
circulation.
A
Diagram
inaccurately
shows
stacking
spaces
beyond
the
proposed
drop-off
pickup
point.
Student
parking
needs
to
illustrate
traffic
circulation
to
ensure
that
this
traffic
is
not
mixed
with
parent
pickup
drop
off
and
the
site
plan
and
floor
plans
are
fairly
informative
as
the
site
use
is
concerned.
So
it
is
an
existing
site,
they're
not
planning
any
new
buildings.
A
Staff
is
also
recommending
additional
landscape,
buffering
or
fencing
around
all
the
outside
recreational
areas
to
help
with
limiting
noise
at
the
subject
property,
and
we
also
recommend
limiting
the
hours
of
operation
of
all
outdoor
recreational
areas
to
8
a.m,
to
8
p.m.
Seven
days
a
week
all
these
have
been
sent
to
the
applicant
and
their
engineer.
All
these
comments
so
I'll
start
with
public
works.
E
I
have
to
be
honest
here.
I
haven't
seen
the
comments
from
engineering
on
this
one
if
brian
submitted
them
separately.
I.
C
Fire
has
no
issues
with
a
special
exception
request
to
operate
the
school
at
this
facility,
and
fire
is
working
independently
with
the
applicant's
engineer
and
the
applicant
obviously
to
comply
with
fire
code
and
life
safety
systems
required
for
the
school.
A
B
F
Thank
you,
chairperson,
good
morning,
everybody
for
the
record,
I'm
james,
w
hurston,
I'm
president
of
hurston
engineering
services,
and
I'm
here
today,
representing
first
baptist
church
of
pontegorda.
I've
brought
with
me
pastor,
bill,
frank
is
which
I'm
sure
everybody
knows
and
carlos
gargiula
he
is.
He
is
actually
the
as
I
look
at
it.
He
was
the
authorized
agent.
He
is
president
of
the
the
not
the
board
of
directors,
but
the
steering
committee,
but
I'm
kind
of
johnny
come
lately
to
this.
I
believe.
From
now
on,
I
know.
F
Wyler
engineering
had
made
some
submissions
and
some
documents.
I
was
the
original
engineer
of
record
for
that
facility.
I
have
record
drawings
of
all
the
that
was
constructed,
so
I
do
have
everything
digitally,
and
so
I
will
it's
my
understanding
that
we've
we've
received
your
comments
and
we
will
just.
I
just
have
one
question
now:
are
we
moving
forward
to
the
planning
and
zoning
board.
F
A
F
Okay,
so
you've
changed
staff
from
not
approval
or
to
from
approval
to
not
approval.
A
But
until
we
get
all
these
traffic
comments
addressed.
A
E
F
A
A
Commission
is
2
p.m.
On
monday,
2.
F
F
E
New
city
engineer,
slash
acting
public
works
director.
F
F
C
G
B
G
A
G
If
I
can
just
make
a
real
quick
comment
about,
why
are
we
doing
this?
It's
not
for
financial
gain.
We
are
addressing
the
security
issues
at
the
buildings
because
we
know
with
what's
going
on
across
the
nation.
We
need
to
be
attentive
to
that.
G
Did
that
need,
but
I
moved
here
in
1970
and
got
involved
in
in
another
religious
school
in
port
charlotte
and
have
given
38
years
of
my
life
to
see
in
that
school
being
productive
as
of
right
now,
today
I
moved
to
punta
gorda,
five
and
a
half
years
ago
been
in
charlotte
county
since
then,
but
five
and
a
half
years
ago
I
started
going
over
charlotte
high.
I
go
over
there
and
spend
about
three
and
a
half
to
four
hours
every
single
week
over
there
investing
my
life
into
the
life
of
students.
G
A
I
don't
think
it
will
trigger
the
scale
for
drc,
because
it's
interior,
since
we're
not
adding
any
or
changing
any
footprint
to
it.
If
you
would
like,
we
can
do
a
courtesy
drc
for
it,
but
if
they,
if
they
go
directly
through
each
department,
because
when
they
submit
they're
gonna
have
to
have
fire
they're
gonna
have
no
building.
Okay.
A
C
B
A
So,
okay,
so
this
is
just
for
the
request
to
run
the
school.
The
special
exception
is
for
the
use
of
the
school
on
this
existing
property.
We've
got
some
outstanding
comments
regarding
the
traffic
circulation
and
engineering
would
like
to
take
a
look
at
that
as
well.
Once
we
get
those
comments
addressed
I'll
send
linda,
I
will
send
you
and
brian
the
comments
that
I've
sent
to
the
engineer
based
on
all
the
submittals.
