I'm
bradford
gamblin
vice
chair
of
the
historic
planning,
preservation
and
advisory
board
and
standing
in
today
for
downer
donna
peterman
chair
who
is
not
available.
I
want
to
welcome
everyone,
and
could
we
have
roll
call.

the
way
of
announcements,
one,
this
is
a
special
meeting,
as
we
know,
that's
been
called
and
we'll
be
getting
into
the
details
of
that
next
meeting
is
august,
25th
2022
and
because
this
is
a
special
meeting
we'll
be
reading
the
previous
meetings
june
23
minutes
will
be
provided
at
the
next
scheduled
meeting,
which
will
be
the
meeting
of
august
25th
public
comments.
Anyone
wishing
to
address
the
historic
preservation
advisory
board
on
any
subject
may
do
so
at
the
appropriate
time.

My
name
is
bob
seifert,
I'm
with
the
historic
pontago
civic
association
and
I'd
like
to
read
into
the
record
the
parking
waiver
ordinance
that
you're
that
is
under
consideration.
Today,
we've
we,
as
a
group,
found
that
it
was
being
ignored
by
the
city
since
2005,
so
we're
very
pleased
to
see
that
you're
following
the
ordinance.

The
city
council
may
authorize
a
lesser
number
of
off-street
parking
spaces,
provided
the
council
finds
after
a
public
hearing
that
the
lesser
number
of
off-street
parking
spaces
will
not
create
problems
due
to
increased
on-street
parking
and
will
not
constitute
a
threat
to
public
safety.
That's
what
your
ordinance
reads
now
end
quote.

As
I
said,
we
are
very
pleased.
First
of
all
that
you're
following
this
ordinance.
Secondly,
of
course,
we
would
prefer
to
see
two
on-site
parking
spaces
per
dwelling
unit,
as
required
by
our
city,
ordinances,
on
this
site
and
all
future
construction
sites.
We
have
spoken
with
the
representative,
the
contractor
and
looked
at
the
location.

are
concerned
that
this
will
set
a
precedence
of
waiving
the
off
street
parking
requirements
for
future.
Applications
on
city
streets
that
are
already
built
out
with
curbing
and
sidewalks
would
be
almost
impossible
to
carve
out
from
city
right-of-way
for
parallel
parking
parking
is
already
a
challenge
and
waving
on-site
parking
just
makes
it
worse.

We
appreciate
that
each
future
request
for
on-site
parking
waiver
will
be
considered
on
a
case-by-case
basis
and
will
require
a
public
hearing
prior
to
the
city
council
approving
a
waiver.
I
also
like
to
make
a
couple
comments
about
the
existing
structure.
That's
there
and
I
know
it's
already
permitted
it
doesn't
it's
out
of
purview,
but
for
future
thought.

find
that
this

their
site
plan
is
incongruous.
Well,
if
they
never
propose
parking
on
site.
How
can
you
find
it
incongruous?
So
I
think
that's
something
to
consider
in
the
future.
The
other
thing,
if
you
look
at
fitzhugh
and
the
parking
cars
that
are
parking
in
front
of
fits,
you
are
going
to
block
the
sidewalk
that
and
that's
against
our
ordinances
too.
So
I
think
these
are
two
considerations
that
future
applications
should
be
brought
in.

applicant

letter
requesting
consideration
of
a
parking
waiver
under
chapters
26,
section
3.14
g
of
the
city

puna
quarter,
code
of
ordinances.

The
applicant
proposes
that
the
on-site
parking
requirements
be
waived
in
order
to
construct
duplexes
on
several
lots
on
block
n.
This
is
block
in
of
the
tribute
second
edition
to
our
of
the
woods
second
edition
to
the
tribute
platt.
This
block
is
bounded
by
east
virginia
booth,
fitzhugh
and
mary
streets.

The
applicant
proposes
to
provide
14
parking
spaces
on
street.
These
14
parking
spaces
on
street
would
be
the
equivalent
to
the
parking
requirement
of
seven
dwelling
units
the
applicant
has
provided.

this
proposed
plan
of
the
block
illustrating
three
duplexes,
that
they
have
already
constructed.
Three
that
are
under
construction
and
two
that
are
proposed.

So
the
the
proposed
on-street
parking
is
in
an
area
where,
currently,
there
is
no
provision
for
on-street
parking,
the
applicant
does
propose
to
construct
said
parking
and
city
staff
does
recommend
that
the
historic
preservation
advisory
board
recommend
that
city
council
approve
the
parking
rather
request,
as
the
applicant
proposes,
to
construct
set
on
street
parking
along
these
residential
streets
where
no
on-street
parking
currently
exists,
and
that
such
parking
is
consistent
with
the
character
of
the
historic
neighborhoods
of
puna
gorda,
where
on-street
parking
in
residential
areas
is
normative.

I
just
have
one
question:
this
was
back
in
march,
we
received
a
handout
from
a
citizen
worried
about
whether
or
not
first
responders
could
get
down
the
streets.
Because
of
the
concern
that
people
are
parking,
of
course,
on
both
sides
of
the
street.
You
can
barely
fit
anything
through
a
car,
never
mind
a
fire
truck
or
things
of
that
nature.

That's
what
they're
proposing
is
is
to
add
on
street
parking
to
the
existing
width
of
the
pavement
within
the
city's
right-of-way.

So
technically
that
would
be
two
vehicular
travel
lanes
and
one
parking
lane,
but
because
the
city
doesn't
has
not
consistently
had
parking
regulations
for
on-street
parking
in
this
area,
people
have
traditionally
parked
on
you
know
in
front
of
their
house
on
either
side
of
the
street,
which
is
where
you
get
the
choke
points
and
the
current
configuration
which
those
could
be
easily
eliminated
by
ordinance
to
restrict
parking
to
one
side
of
the
street
or
the
other.
But
that's
another
another
question
entirely
beyond
the
scope
of
this.

Also,
I
would
note
that
the
configuration
and
construction
details
of
the
on-street
parking
would
be
subject
to
approval
by
the
public
works.

There
are
more
steps
in
this
to
get
to
a
finished
product
if
the
waiver
were
to
be
approved
by
city
council,
so
there's
other
technically.

actually
the
owner
of
don

construction,
and
since
this
has
come
up,
we
are
as
a
construction
company
and
the
the
owner
we're
not
looking
to
take
away
what
this
city
has
to
offer
from
anybody
by
building.
You
know
the
city
of
pontogorda.
I've
been
here
for
about
eight
years
now.
My
home
is
here
not
in
the
city
of
panagorda,
but
I'm
in
ponte
vorta
limits,
and
you
know
you.

It
could
use
some
uplift
if
you
will
so
we
decided
to
come
in
and
we
designed
these
duplexes
because
they
are
multi-family
area
and
if
you've,
driven
by
and
seen
it,
it's
definitely
uplifting
the
community
around
there
we're
not
looking
to
come
in
and
deter
what
the
city
has
to.
You
know
whether
it's
preservation,
we're
not
we're
not
here
to
take
away
that
we're
here
to
try
to
get
a
solution
to
the
problem.
You
know
of
the
parking
you
know
it
was
kind
of
a
a
back
door
like
we
weren't.

didn't
know
that
this
was
going
to
happen.
If
we
did,
then
you
know,
maybe
we
would
have
this
conversation
you
know
months
ago,
and
the
parking
could
have
changed
then,
but
now
we're
you
know
trying
to
extend.
I
also
own
the
other
two
lots
at
the
corner,
we're
in
the
middle
of
working
with
the
with
the
lady
that
owns
the
other
four
lots
and
so
we're
trying
to
take
that
area
as
contractors
and
we're
trying
to
beautify
it.

on

The
this
area
does
have
many
vacant
lots
that
have
been
vacant
for
a
long
time.
They
vacant
lots
in
this
area
a
significant
number
of
them
pre-date
hurricane
charlie,
they've
been
undeveloped
for
decades.

So
you
know
having
somebody
anybody
with
interest.
Any
property
owner
with
interest
in
building
in
this
area
is
has
been
a
struggle.
Many
of
the
newer
buildings
in
this
part
of
town
were
actually
constructed
with
with
recovery
dollars
of
one
shape,
form
or
another
after
hurricane
charlie
or
our
housing
funds
from
the
state
or
federal
sources.
So
private
investment
in
this
area
has
been,
unfortunately,
vanishingly
rare
over
the
past
15
well
17,
plus
years
that
I've
been
with
the
city
so.

I
don't
know
how
many
of
you
all
contacts
have
had
an
opportunity
to
drive
out
there,
but
I
have-
and
I
generally
agree
with
what
the
staff
has
said
and
the
one
of
the
big
problems
our
area
is
experiencing
and
going
to
only
get
worse.
Is
housing,
affordable
housing?
We
hear
that
now.
This
is
much
more
affordable
than
most
housing,
that's
being
built
in
the
area
right
now,
and
so
maybe
you're
showing
a
little
bit
of
a
way
of
how
it
could
be
done.

Oh
one
other
thing
that
was
not
brought
forward.
The
proposal
that
they
have
for
the
on-street
parking
would
include
the
construction
of
sidewalks
fitzhugh.
Currently,
is
the
only
street
in
this
in
this
on
this
block
street
front
on
this
block
that
has
sidewalks
existing,
so
it
would
be
an
expansion
of
the
existing
city
sidewalk
network.

This
area
is
also
it's
a
historic
infrastructure
survey
report
that
that
staff
did
a
few
years
ago
for
this
area
identifies
gaps
and
needs
in
terms
of
street
lighting
and
drainage
and
sidewalks.
So
this
project
would
actually
further
our
goals
in
regards
to
those
planning
efforts
and
infrastructure
improvement
efforts
within
this
neighborhood,
so
there
there
are
technical
plus
sides.
Obviously
the
parking
waiver
request
is
is
entirely
at
the
discretion
of
city
council
from
a
technical
perspective,
which
is
all
the
city
staff
can
speak
to,
it
seems
to
have
merit
on
all
of
those
points.

yes,
you,
you
have
to
make
a
recommendation
to
city
council.
You
can
recommend
approval
approval
with
conditions
or
denial
at
your
discretion
again.
That
is
solely
a
recommendation.
