Description
Historic Preservation Advisory Board Meeting 05-26-2022
B
A
B
F
Yes,
that's,
okay!
I
I
think
I'm
okay
with
everything.
C
F
E
A
E
E
C
E
Which
it
one
nation,
under
god,
indivisible
with
liberty
and
justice
for
all
all
right.
Thank
you.
I
believe
there
are
any
announcements.
Our
next
meeting
will
be
june,
23rd
so
again,
last
thursday
in
the
month
now
this
is
the
public
comment
portion
of
the
meeting.
Anyone
wishing
to
address
our
board
on
any
subject
may
do
so
at
this
time.
Please
approach
the
guest
podium.
You
have
three
minutes
state,
your
name
for
the
record.
Please,
sir
charlie,
noble.
D
Briefly,
my
parents,
drugged
me
down
to
a
pony
gordon,
when
I
was
a
little
kid
from
indiana
and
in
1974
my
mom
drugged
me
to
see
peter
toth
carving
the
the
statue
of
the
the
actually.
D
Okay,
I
will
do
that
and
I
came
back
to
pontigor
a
year
or
so
ago,
and
I
ran
a
couple
other
people
who
knew
peter
toth
and
thought
he
was
a
wonderful
guy.
D
I
made
it
a
point
to
see
peter
went
to
visit
him
and
we
talked
about
he
said
40th
anniversary
celebration
of
the
statue
would
be
great
and
I
said
well
peter
it
was
1974
that
ship
has
sailed,
but
a
50th
is
coming
up.
So
I'm
trying
to
get
a
50th
celebration
of
peter
toss.
Statue
in
that
is
right
in
front
of
the
ac
freeman
house.
D
I
think
there
should
be
some
coordination
there
and
that's
my
intention
to
establish
a
date
to
celebrate
the
50th
50th
anniversary,
also
restoring
the
statue,
as
well
as
having
a
plan
for
its
continued
preservation,
and
I
wanted
to
introduce
myself.
That's
all.
I
have
to
say
all.
E
Right,
thank
you.
Okay.
Anyone
else
wishing
to
address
the
historic
preservation
advisory
board.
If
so,
please
come
to
the
guest
podium.
You
have
three
minutes
last
call.
If
there's
anyone
else
here
who
wants
to
address
us
on
any
topic,
okay,
see
none!
Let's
move
to
the
approval
of
the
april
28th
minutes
any
comments
or
corrections.
E
Okay,
all
in
favor
all
right
motion
carries
unanimously
on
to
the
certificates
of
appropriateness
turn
it
over
to
the
staff.
G
Beaumont
haner
urban
design.
Let
me
go
ahead
and
I'll
give
you
the
brief
here
on
the
certificates
of
appropriateness.
Just
give
me
a
moment
here
to
get
this
going
all
right.
Our
first
one
is
ca062022308
sullivan
street.
This
one
is
two
signs
they're
proposing
to
put
up
one
in
the
window.
One
up
on
the
facade.
G
C
E
G
I'll
move
on
okay,
so
ca072022,
it's
103,
west
marion.
This
is
three
signs
for
the
building.
G
Staff
recommends
approval
of
the
ca
again
the
signs
they
have
no
adverse
impact
in
the
architectural
historical
character
and
they
meet
all
requirements
of
code.
We'll
need
a
vote
on
that
as
well.
D
A
D
G
G
Did
you
guys
need
to
vote
on
that?
No
okay?
Okay,
I
apologize
all
right
ca,
12,
2022,
626
avenue
this
one
is
a
roof.
They're
going
to
replace
with
like
same
staff,
recommends
approval,
there's
no
conflict
in
the
code,
and
this
will
not
have
real
any
real
impact
in
the
historical
character
of
the
neighborhood
and
that's
it.
G
All
right
and
this
one
is
ca112022502
west
marion
avenue.
This
one
is
going
to
be
a
slab
and
back
porch
project
here
it
is,
it
meets
in
terms
of
certificate
of
appropriateness.
We
find
no
conflict
there.
So
at
that
point
we
would
recommend
that
this
certificate
of
appropriateness
is
approved
or
we
recommend
approval.
E
C
G
Okay,
that's
correct!
That's
what
I've
said!
The
hard
muddling
through!
I
gotta
go
through
here
all
right-
and
this
was
already
discussed
here
so
I'll
go
ahead
and
bring
that
down.
H
Oh
yeah,
on
the
the
peter
wolf
or
the
toth
statue
as
the
the
gentleman
just
spoke,
he
was
interested
in
in
pursuing
a
celebration
for
the
50th
anniversary
of
that
statue,
and
you
know,
as
far
as
staff
is
concerned,
we
don't
do
events,
so
that
would
be
up
to
a
group
of
concerned
citizens,
501
c
3
nonprofits
somebody
else
to
pursue
that.
As
far
as
you
know,
it
is
on
the
city
property.
I
don't
know,
I've
looked
into
the
into
the
history
of
it.
H
We
sort
of
accepted
this
sculpture,
but
there
was
no
provision
for
routine
maintenance
or
care.
We
did
have
the
sculptor
come
in
and
do
some
some
touch-up
in.
I
believe
it
was
the
year
after
it
was
relocated,
but
there
was
no
sort
of
formal
agreement
or
set
up,
I'm
not
quite
sure,
there's
no
records
of
how
it
so.
E
H
A
H
Save
it
because
it,
you
know,
obviously
there
for
quite
a
while
and
and
it
was
a
bit
of
a
touchstone,
but
they
when
they
relocated
it
they.
Actually
there
was,
it
was
odd.
They
they
had,
it
turned
one
way
and
then
they
actually
did
it
again
and
turned
it
around
another
way
like
six
months
later,
and
then
the
artist
came
down
and
did
some
work
on
it
and
cleaned
it
up
and
it
it
was
a
very
odd.
You
know
remember:
this
is
post
hurricane
charlie.
H
It
was
not
the
highest
priority
thing
in
the
world,
but
it
was.
It
was
very
odd
that
how
it
came
about,
but
but
there
it
sits
and
it
it's
definitely
a
wooden
sculpture.
This
is
a
harsh
environment
for
wood.
It
should
have
some
some
sort
of
routine
care
and
maintenance,
but
we
we
as
a
city,
we
don't
know
how
to
take
care
of
it.
So
we.
E
Okay,
all
right.
H
E
This
body
knows
we
are
trying
to
put
together
a
meeting
which
will
be
chaired
by
team
ponta,
gorda
and
the
charlotte
community
foundation
of
all
of
the
historic
organizations
in
the
city
to
talk
about.
What
can
we
do
to
help
the
city
preserve
the
ac
freeman
house,
so
it's
tentatively
called
friends
of
freeman
right
now,
and
so
after
some
delay.
E
My
suggestion
would
be
that
this
topic
be
included
in
that
endeavor,
because
it's
on
the
property,
adjacent
property
and
that
way,
if
we
have
an
initiative
or
the
groups,
have
an
initiative,
they
can
put
that
as
part
of
it,
rather
than
try
to
do
a
one-off
in
terms
of
fundraising
or
whatever's
going
to
happen.
So
that
would
be
my
recommendation
of
what
we
would.
C
A
And
we
would
come
out
and
that
statue
would
be
there.
So
that's
why
I
was
like
take
it
down,
but
now
I
think
most
people
associate
it
with
the
ac
freeman
house.
So
why
not?
That
makes
perfect
sense.
E
Well
again,
since
the
group
is
already
going
to
get
together,
nancy
johnson
thought
it
was
a
great
idea.
I
believe
nancy
and
the
gentleman
are
meeting
with
the
chamber
today
after
this
meeting
so
she's
fully
aware
of
what
I
was
going
to
recommend
in
terms
of
how
we
would
proceed
because
again,
we
can't.
A
Yeah,
I
think
it's
too
much,
I
mean
even
with
the
sunshine
laws
like
even
if
we
said
we're
going
to
take
on
this
step.
We
would
it's
too
much
because
it's
going
to
take
money
and
stuff
we've
already
figured
out
that
that
that's
not
our
forte.
So
I
think
that's
that's
perfect.
I
think
that's
great
yeah.
E
So
so
that's
what
you
know
I
will
convey
to
them
that
we
would
like
to
see
happen.
If
that's
agreeable
with
you,
because
that
way,
I
think
she's
also
going
to
talk
about
inviting
the
chamber
to
participate.
So
that'll
give
you
the
broadest
group,
who
would
have
an
interest
in
this
initiative
yeah
exactly.
E
Well,
I
mean
she
can
invite
whoever
she
wants.
I
mean
we
asked
her
to
convene
a
meeting
of
all
the
parties
that
we
thought
would
be
interested
in
this
type
of
project
and
try
to
get
it
as
broad-based
as
possible,
but
at
the
same
time
I
think
it
has
to
align
with
the
group's
interests.
So,
for
example,
I'm
going
to
also
suggest
that
a
member
of
our
historic
ponta
gorda
civic
association,
also
attend
because
since
we
live
in
the
historic
district,
I
think
our
members
would
have
an
interest
in
a
project
like
this.
H
Just
to
add
briefly
about
the
the
ac
freeman
house,
we're
still
waiting,
of
course,
for
the
for
the
information
from
the
state
on
the
grant
and
we're
still
working
through
with
the
consultant's
change
order
to
one
or
the
other
of
the
two
consulting
contracts
for
a
storm
water
permitting.
H
There
will
need
to
be
some
modifications
to
the
existing
storm
water
management
system,
so
the
actual
redesign
project
for
our
rehabilitation
design
project
for
the
ac
freeman
house
is
completely
on
hold
right
now,
until
those
two
things
are
sorted
out,
so
we're
still
several
months
out
from
even
restarting
the
design
process
and
based
on
recommendations
from
the
the
project.
Architect,
we're
probably
going
to
be
pursuing
construction
on
this
project
if
it
proceeds
as
anticipated
through
a
construction
manager
at
risk
and
typically
construction
managers
at
risk
are
engaged
during
the
design
process.
H
H
That
application
we
just
got
the
submittal
from
the
from
the
project.
Architects
back
yesterday,
I
believe,
which
is
why
it's
not
on
your
agenda,
but
that
complete
application
we're
reviewing
that
real
quickly.
It
will
be
submitted
to
the
state.
I
believe
the
deadline
is
june
4th
and
then
that
will
be
at
their
review
meeting
in
august.
I
believe
so.
H
They
worked
with
the
consulting
team,
worked
with
the
county
historian,
jennifer
zoblin
and
the
punawarda
archive
folk
history
center
folks,
theresa
martha
on
getting
additional
biographical
information
about
the
life
of
ac
freeman
at
the
recommendation
of
the
state's
historic
office
staff.
So
that
application,
which
I
read
through
briefly
yesterday
afternoon,
is
much
more
substantial
than
it
was
previously.
It
is
it
is,
it
is
hefty.
I
learned.
E
E
What
you
might
do
for
our
next
meeting
is
just
attach
the
application
to
the
agenda,
so
I
think
it
would
be
interesting
for
us
all
to
see
that
as
background.
Yes,
I
would
also
think
it
would
be
useful
to
get
that
to
nancy
or
justin
for.
C
H
As
well
as
myself,
please-
oh
yes,
certainly,
certainly
I
I
will
get.
I
will
make
sure
that
it's
on
there
published
on
the
next
agenda
and
we
can
definitely
send
it
out
to
team
punta
gorda
and
the
board
members
here.
Okay,
that'd,
be
great.
E
E
E
H
So,
as
staff
comment
wise,
just
the
the
city
staff
made
the
last
presentation
of
three
on
the
ldrs
to
city
council
at
their
last
meeting,
based
on
the
discussion
there
we're
going
to
follow
up
with
the
consultant
to
see
about
what
changes
we
need
to
do
for
the
second
draft
of
that
additionally,
city
council
directed
staff
to
look
into
doing
a
parking
study.
H
E
So
do
you
realistically
think
this
will
be
approved
before
the
election?
This
year's
election.
H
Nice
qualifier-
I
I
very
seriously
doubt
it
at
this
point,
given
the
correction
that
we
just
got.
City
staff
is
still
constrained
in
terms
of
the
number
of
staff
people
we're
actually
down
two
positions
now
in
urban
design.
H
So
it's
going
to
be
tough
for
us
to
do
anything
in
a
quick
manner
and
the
consultant
still
has
a
lot
of
work
to
do
just
to
get
us
to
the
second
draft.
So
I'm
thinking
that
we're
easily
into
august
september
october
just
to
review
the
second
draft.
Much
less
to
have
council
take
action,
which
is
a
whole
public
hearing
process
which
typically
takes
three
to
six
months
anyway,
so
we
could
be
close
to
a
year
from
this
point.
Unfortunately,.
E
B
This
is
just
a
quick
update
on
our
proposed
history:
walk
for
the
ponce
de
leon
park.
We
met
on
april
28th
kent
kressler
who's.
Here
from
the
conquistadors
myself,
we
met
with
teresa
merther,
you
all
know,
as
the
managing
director
of
the
punta
gorda
history
center.
B
In
that
meeting,
she
expressed
a
lot
of
positive
support
for
the
idea
of
a
history
walk
at
the
park
in
advance
of
the
meeting
that
we
had
with
her,
which
was
in
person.
We
sent
her
a
draft
slide
presentation
and
an
executive
summary
on
the
proposed
walk,
and
she
felt
that
the
historical
errors
that
we
highlighted
in
those
materials
were
a
good
start
for
the
interpretive
walk,
and
she
gave
us
some
other
insights
and
possible
contacts
on
the
proposal,
but
there
were
two
key
takeaways
that
are
probably
worth
for
us
to
discuss.
B
B
The
road
five
years
down
the
road
10
years
down
the
road
she
said,
without
that
it
would
be
very
difficult
for
us
to
move
forward
and
find
support
from
groups
to
to
seek
any
kind
of
pledges
or
to
even
apply
for
private
funding
that
we
need
a
definitive
timeline,
because
without
that
most
people
are
going
to
say
when's
the
project
going
to
begin
when's
the
project
going
to
end.
How
much
is
it
going
to
cost?
These
are
things
we
can't
answer.
B
Unless
we
know,
are
we
talking
two
years
five
years,
ten
years
down
the
road
on
the
completion
either
of
the
planned
park,
improvements
or
where
the
history
work
would
fit
into
that
timeline?
So
that's
one
of
the
takeaways,
the
other
was,
and
this
sort
of
goes
perhaps,
to
our
earlier
discussion
of
the
ac
freeman
house,
she
recommended
that
once
we
have
a
timeline,
then
kent
and
I
have
kind
of
been
doing
this
on
our
own
and
we've
met
with
her
we've
been
trying
to
meet
with
others
at
historical
organizations.
B
She
recommended
that
we
broaden
the
working
group
or
the
committee
for
the
proposed
history
walk
because,
of
course,
with
greater
collaboration
between
the
various
historical
organizations,
we're
going
to
get
conceptual
support
and
financial
support
for
the
proposed
walk.
So
I
think
probably
a
barrier
to
kent
and
I
moving
forward
is
the
timeline
issue
and
then
once
we
get
some
clarification
on
that,
then
we
can
look
at
the
idea
of
broadening
to
a
greater
working
group
once
we
have
some
kind
of
framework
to
work
with
them.
So
let's
just
start
up.
H
If
I
may
again
mitchell
austin
for
the
record
the
poncillion
park
project
as
it
is
currently
in
the
city's
capital
improvement
project
capital
improvement
program.
Excuse
me:
there's
approximately
300
and
some
odd
thousand
dollars
left
from
the
750
thousand
dollars
that
we
were
required
by
the
tribute
settlement
to
dedicate
towards
the
park
of
that.
We
are
currently
pursuing
the
the
boardwalk
replacement
and
fishing
pier
restoration
project.
H
The
the
final
plans
for
that
project
have
been
submitted
by
the
engineer
and
we're.
We
should
be
going
out
to
bid
soon
once
we
have
that
we
will
have
real
numbers
as
to
how
much
that
project
is
going
to
cost,
and
we
will
know
how
much
money
or
how,
how
much
more
money,
I
think,
is
going
to
be
needed
to
complete
that
one
project
which
the
city
has
to
to
do
for
the
sake
of
maintenance
and
continued
safety
and
utilization
of
the
park.
H
So
the
rest
of
the
park
project
is
currently
listed
as
unfunded.
So
all
the
other
things
that
we
know
we
need
to
do.
We
as
staff,
are
aware
of
significant
maintenance
issues
and
ongoing
costs
associated
with
that
park,
and
you
know,
failures
and
breakdowns
and
things
that
are
causing
the
park
to
not
be
utilized.
I
mean
it's
a
beautiful
setting
and
it's
just
a
shame.
The
condition
that
it's
in
unfortunately,
but
it's
a
question
of
prioritization.
H
So
as
far
as
timing
for
all
of
those
other
improvements
that
we
know
are
needed
and
desired
by
the
community,
it's
really
incumbent
upon
the
community
to
push
for
those,
because
city
council
obviously
has
a
lot
of
a
lot
of
things
on
their
plate,
a
lot
of
priorities
and
it's
just
a
question
of
what
rises
to
the
top.
H
At
this
point,
so
I
would,
I
would
definitely
as
far
as
timeline
goes
keep
an
eye
on
the
budget
process.
It
seems
like
a
long
way
away,
but
we're
actually.
The
next
meeting
is
the
beginning
of
of
major
budget
season
for
the
city,
our
our
new
fiscal
year
begins
october
1.,
so.
H
Ponce
park
improvements,
I
believe,
are
on
the
one
percent
sales
tax
list,
because
initially,
if
you
go
all
the
way
back
to
that
to
the
marketing
and
the
list
project
list
for
that
vote,
peace,
river
wildlife
center
was
still
going
to
that
location.
It's
just
since
that
time.
They've.
Obviously
you
know
things
have
changed
they're
going
to
the
henry
street
site,
so
the
prioritization
has
changed,
but
that
project
is
a
listed
project
on
the
oneself
sales
tax.
It's
just
unfunded,
so
it
it
could
very
easily
move
around.
H
H
E
I
would
think
you
it
would
behoove
your
little
group
to
meet
with
the
council
person
so
that
he's
aware
of
the
interest
I
mean,
I
think
projects
like
this
need
sponsors
and
it
would
be
good
to
have
at
least
your
councilman
for
that
area
I
mean,
I
know
they
are
all
for
everybody,
but
it's
in
his
district.
Yes,
so
I
think
that
would
be
an
important
step.
E
E
C
F
I'm
also
a
member
of
the
historical
advisory
committee
of
charlotte
county
and
they
had
expressed
some
concerns
about
the
condition
of
the
statue
and
the
fact
that
it
was
completely
obliterated
from
view
by
the
road
by
the
trees
and
that
kind
of
thing,
and
they
were
curious
to
know
who
was
taking
care
of
it.
So
that
is
you
I.
I
would.
D
D
He
makes
smaller
carvings
that
he
sells
to
support
himself,
but
he
has
placed
one
of
these
statues
in
every
state
in
the
country
he
has
a
total
of
70.
florida's
got
two
or
three,
and
he
does
it
to
honor
the
indigenous
people
and
this
statue
honors
the
the
caloosa
indians.
D
It
is
the
of
the
50s
carved.
It
is
the
only
statue,
that's
two-faced,
so
ours
is
unique.
I
like
that
and
some
of
his
statues
have
been
appraised
in
the
millions.
So
there's
there's
significant
value
to
this
peter
toth
74
years
old.
Now
I
wasn't
quite
sure
who
I
would
meet
when
I
went
to
meet
him.
He's
a
spry
old
fella
he's
funny
he
his
history
was
he
he
was
born
in
hungary
in
47.
D
there
was
a
revolution
in
hungary.
In
56,
the
people
tried
of
hungary
tried
to
regain
control
of
their
their
country
from
the
russian
government
and
russia.
Government
quelched
him
his
family,
just
like
the
movie
sound
and
music.
His
family
had
run
out
of
hungary
and
austria
in
the
night
and
they
found
their
way
to
ohio
peter
identifies
with
the
native
americans
or
the
indigenous
people,
and
that
he
was
displaced
from
his
land.
His
tribe
so
to
speak,
was
displaced
by
russia
and
he
has
carved
one
of
these.
D
For
also
as
and
again
I
don't
want.
I
do.
I
want
to
keep
this
apolitical
as
possible,
but
the
injustices
to
the
native
people.
He
loves
america,
but
but
there
are
certain
injustices
that
occur
around
the
world
today.
As
we
know,
nothing's
changed,
unfortunately,
nothing's
changed
so
there's
a
huge
amount
of
significance
associated
with
the
statue.
E
D
D
H
City
has
the
city,
has
limited
staff
and
and
contractual
services
money
for
landscaping,
so
we
do
the
best
we
can
with
the
resources
that
we've
been
allocated.
H
But
yes,
the
the
landscaping
around
adjacent
to
the
statue
and
and
the
ac
freeman
house
itself
honestly
is-
can
always
use
help.
So
yeah.
D
I'm
hoping
to
get
peter
toth
down
here
to
assess
the
condition
of
the
statue
he's
the
expert.
I
wish
there
were
other
experts,
but
he
is
the
expert
and
come
up
with
a
plan
for
restoration
and
preservation,
and
I've
got
ideas
on
fundraising
to
pay.
For
this.
D
I
understand
there
might
be
funds
on
the
state
level
for
the
preservation
of
significant
art,
and
I
believe
this
is
significant
art.
C
F
E
So
mitchell
that
you
know,
since
this
obviously
preceded
the
donor
review
yes
process
which
would
have
been
good.
Yes,
so
obviously
it's
not
insured
either
right.
H
So
it
would
only
be
insured
at
whatever
our
you
know.
Regular
facility
liability
coverage
would
be
so
chances
are
pretty
good
that
it
would
just
be
covered,
as
as,
as
would
a
tree
be
if
it
fell
over,
we
might
get
the
cost
of
removal
out
of
it,
so
definitely
not
insured
as
a
piece
of
art.
No.
E
So
one
thing
you
might
consider
so
and
nancy
could
give
you
the
details.
The
ponte,
gordon
bloom
project
has
a
funder
that
has
put
a
certain
amount
of
money
on
deposit
with
the
community
foundation
for
the
the
continuation
of
the
plants.
You
know
changing
them
out,
maintaining
them,
which
runs
for
a
number
of
years.
It
would
seem
to
me
this
might
be
the
way
that
could
be
addressed.
The
maintenance
aspect
of
it
right
so.
E
Okay,
so
let
you
know
they
manage
the
money
and
then
perhaps
the
green
thumbs,
or
one
of
our
other
gardening
groups
could
be
engaged.
You
know
once
the
preservation
part's
addressed.
D
D
E
Again,
I
think,
being
part
of
this
group
will
be
a
good
thing
and
then,
if
you
want
to
keep
us
posted
about
your
plans
as
you
move
forward,
I.
D
A
A
E
A
C
A
E
C
F
And
if,
if
I
may
make
a
suggestion,
we
have
a
active
wood,
carving
group
in
pgi,
so
they
might
be
contacted
to
help
with
the
preservation.
I
think
that
they
would
be
knowledgeable.
D
F
D
Yeah,
I
think
the
presentation
of
the
statute
there's
room
for
improvement.
I
don't
want
to
this.
You
know
I
don't
want
to
show
any
disrespect
for
what's
already
been
done,
but
I
think
there's
definitely
room
for
improvement
in
terms
of
its
presentation.
The
palm
trees
are
blocking
it
and
and
of
course,
we
also
unfortunately
have
to
make
sure
that
it's
safeguarded
against
vandalism.
