Burnt Store Isles Canal Advisory Committee 1-10-2023

All
righty
public
comment:
I
do
see
some
public
here,
so
I'll
go
through
this.
Anyone
wishing
to
address
the
Burnt
Store
Isle
Canal
advisor
committee
on
any
subject
may
do
so
at
the
appropriate
time,
but
during
the
meeting,
those
who
choose
to
speak
must
State
their
name
for
the
record.
Each
person
will
be
allowed
to
speak
up
to
a
maximum
of
three
minutes.
A
A
D
So
Kathy
I
do
have
a
question.
Is
it
on
the
detailed
budget
report
here
there's
just
a
new
line
item
that
I
had
not
seen
prior
to
this,
which
calls
Parks
and
Recreation
and
culture
and
recreation?
These
are
lines
572
and
57..
E
So
it
was
shortly
after
Hurricane
Irma
that
they
changed
our
budget
codes
for
to
a
Parks
and
Rec
code.
The
city
goes
through
an
audit
every
year
and
it
was
one
of
the
recommendations
that
they
made
as
they
made
us
a
Parks
and
Rec
code.
Okay,.
D
E
I
so
as
far
as
this
stuff
goes,
572
and
57
I
have
no
idea
what
those
annual
budgets
are
for.
Maybe
those
are
totals,
but
I
can
find
out
and
get
back.
I
can
email
each
of
you
guys
and
let
you
know
what
that
figure
is
I.
E
A
E
Seawall
status
update
in
your
packets,
we
have
separated
the
district
into
two
zones
like
we
did
with
hurricane
Irma.
You
have
a
North
Zone
and
a
South
Zone.
These
are
the
sea
walls
that
were
damaged
by
Hurricane
Ian,
okay,
if
it
is
highlighted
in
Orange.
That
is
a
high
priority.
That
is,
that
has
some
severe
erosion
that
will
be
like
one
of
the
first
projects
to
be
addressed
in
that
zone.
E
As
far
as
replacement
goes,
if
a
project
is
highlighted
in
yellow,
that
means
that
it
was
identified
in
our
work
program
and
FEMA
will
not
pay
for
that
Seawall
replacement
because
we
already
identified
it
as
damaged
okay.
So,
just
to
let
you
know,
these
are
the
overall.
This
is
the
overall
work
program
for
us.
Okay,
so
you
might
be
asking
ourselves:
where
are
we
at
with
the
sea
wall
replacement?
E
We
are
still
going
through
the
FEMA
process.
We
have
met
with
FEMA,
we
have
told
FEMA,
we
want
20
million
dollars,
we
have
seven
and
a
quarter
miles
of
damaged
sea
wall.
You
know
what
is
our
next
step.
Our
next
step
is
FEMA
comes
to
the
city
with
their
inspectors
and
they
visit
each
site
and
they
create
their
own
estimates.
All
right,
they're,
just
not
going
to
buy
what
what
estimates
and
quantities
that
we're
providing
them.
E
Okay,
so
they're
going
to
want
to
do
their
own
estimate,
so
I
am
waiting
for
them
to
bring
a
crew
on
to
do
the
inspection
process.
We
are
still
moving
forward
with
putting
contracts
together,
putting
them
on
the
street.
So
when
we
get
the
green
light
from
FEMA
we're
ready
to
go
okay,
but
right
now
we're
still
going
it's
it's
a
lengthy
FEMA
process.
I
think
we
all
know
that
hurricane
Ian
devastated
a
large
portion
of
Florida
FEMA
is
extremely
short
staffed.
E
They
are
spread,
really
thin
they're
waiting
to
hire
people
and
bring
more
people
on.
So
you
know
they're,
just
you
know,
muddling
through
what
their
priorities
are
and
stuff
like
that,
so
we're
hoping
to
bring
them
on
I
wrote
them
a
letter
asking
them
to
please.
You
know
make
this
a
priority.
Rainy
season
is
coming
upon
us.
We
would
like
to
get
these
high
priority
projects
started
before
rainy
season
to
prevent
you
know,
damage
to
people's
foundations
and
pools,
and
things
like
that,
so
we
are
moving
forward
and
working
with
them.
B
You
you
identified
the
one
in
yellow
which
FEMA
is
not
going
to
pay
for
I
understand.
Why
not?
What
about
all
the
other
sea
walls
that
we
have
identified
in
needs
of
repair
is
FEMA
going
to
cover
those
as
well.
E
Been
both
lists,
you
have
a
North
Anderson
right,
okay
got
it,
so
it
will
be
both
lists.
Okay,
okay,
so
so
we
have
estimated
7
5
miles
of
damaged
Seawall,
okay,
and
just
just
to
remember
when
we
did
Hurricane
Irma,
we
replaced
10
miles
of
sea
wall
within
18
months,
so
I
feel
I
feel
very
confident
that
once
we
get
enough
contractors
on
board-
and
we
start
getting
things
constructed
and
stuff
things
will
move
rather
quickly,
I
make
no
promises.
Is.
E
D
E
E
D
E
A
E
Felt
as
though
we
would
get
a
better
product,
the
problem
with
hurricane
Irma
is
that
we
had
made
all
of
these
panels
ahead
of
time,
and
then
we
had
to
ask
the
contractor
to
leave
and
then
come
back
and
that
cost
us
money.
So
if
we
do
it
in-house
it's
okay,
we
can
manage
that
time.
We
can
manage
the
production
and
stuff
like
that,
but
we
also
feel
like
we
would
get
a
better
product
by
producing
those
panels.
In-House
okay,.
D
E
A
A
D
E
Start
we'll
start
casting
12
foot
panels
so.
A
F
E
So
at
our
last
meeting
we
agreed
that
we
would
move
forward
with
the
burnt
straw,
Isles
Inlet,
widening
I
am
in
the
process
of
rewriting
the
contract
documents
and
I'm
still
going
through
that
process.
When
we
went
out
for
bids
the
last
time,
a
lot
of
our
bids
came
in
very
high
and
we
thought
that
they
didn't
understand
the
scope
of
services
correctly.
So
I
I
just
wanted
the
opportunity
to
rewrite
those
specs
clarify
things
a
little
bit
better
and
hopefully
get
a
better
bid
than.
F
E
We
have
our
permits
are
still
good.
Our
permits
are
still
valid,
so
we
don't
have
an
issue
with
that.
I
think
we're
and
we've
also
budgeted
additional
funds
for
the
following
years
with.
E
I
want
to
say-
and
this
is
not
with
confidence
I-
think
we
budgeted
one
million
one
hundred
and
fourteen
thousand.
A
Pretty
good
so
not
to
push
or
anything,
but
when
do
you
think
you
go
out
for
when
do
you
issue
that
vid
pack.
E
A
A
E
A
E
A
F
F
We
actually
received
a
word
that
the
Army
Corps
team
leader
had
submitted
the
draft
decision
document
and
draft
permit
to
the
Army
Corps
section
chief
for
approval,
and
that
happened
back
on
November
25th,
so
I
would
have
hoped
we'd
had
a
permit
by
now,
but
we
were
we've
been
saying
that
for
two
years
now
so,
but
this
is
the
closest
we've
been
so
that
permit
should
be
imminent
and
we
must
have
made
it
through
National,
marine
fisheries,
okay
and
all
that
we
still
have
a
dep
permit
on
file.
D
Right
so
yeah
Gary.
With
this
permission,
basically,
what
we're
doing
is
we're
putting
riprap
in
front
of
the
sea
walls
we
did
put
in
place
after
Irma
right.
F
Not
only
that,
but
it
also
is
going
to
allow
us
to
armor
our
outfalls.
It's
going
to
allow
us
when
we
go
into
a
project
that
has
existing
rip
wrap.
That
needs
to
be
what
we
call
sweetened
say
we
go
in
and
do
a
wall
replacement
that
has
an
existing
rip
wrap.
We
pull
that
Old
Rip
wrap
out
of
the
way,
replace
the
wall,
and
then
we
want
to
reset
that
rip
wrap,
but
the
current
permit
doesn't
allow
us
to
sweeten
that
by
adding
more
rock,
which
needs
to
be
added.
F
We
had
a
rather
High
number
that
I
had
asked
for
in
regard
to
riprap
so
and
I
believe
for
the
10-year
permit.
It's
been
two
years
since
it
was
submitted,
but
I
think
we
went
from
575
000
feet
of
Seawall
in
10
years,
which
is
the
entire
system.
F
F
F
And
then
we've
got
our
permitting.
We
actually
had
to
submit
for
the
dredging
permitting
we
had
to
separate
y'all
subdivision
from
everybody
else's.
We
were
hoping
it
would
be
a
smooth
process,
but
that
one's
going
in
as
an
actual
Erp
drawing
so
not
the
perimeter
channel
of
burnt
store,
but
the
internal
canals
after
we
had
been
in
permitting
for
quite
a
while,
a
new
person
took
over
and
they
changed
directions
on
us
for
permitting.
They
said,
no,
no,
we're
not
going
to
go
that
way.
We
want
you
to
go
this
way.
F
A
A
F
And
we
wanted
it
all
put
together
in
one
permit
to
keep
it
nice
and
clean,
but-
and
we
were
down
that
path
I
mean
we
were
almost
to
that
end
of
that
road.
Until
this
new
person
took
over
and
now
they
don't
want
it
that
way,
they
want
it
a
different
way.
Well,.
F
Have
to
go
back
into
all
my
notes:
I
thought
that
there
was
something
I
know.
One
of
the
items
was
in
regard
to
like
the
endless
which
doesn't
really
apply
to
you
guys,
but
like
the
PGI
endless
right,
they
said
because
we
hadn't
maintained
like
putting
active,
dredge
and
scoop
the
bottom
within
the
last
couple
of
years
on,
say
Pompano,
because
we've
never
had
to
do
that.
F
In
a
long
time,
they're
worried
that
the
channel
has
reverted
back
to
its
natural
state
and
may
have
sea
grass
growth
in
it,
which
then
negates
our
ability
to
do
maintenance,
tragic
and
Camera
staff.
Dep
camera
staff
was
supposed
to
dive
all
of
the
inlets
on
the
28th
and
29th
of
September.
So,
and
we
all
know
what
happened
that
day,
that
was
the
last
three
days
of
growing
season
for
seagrasses.
A
F
We
just
missed
that
because
of
the
hurricane,
so
this
one
will
be
in
limbo
for
the
next
six
months
until
the
grass
starts
growing
again
and
they
can
go
out
and
swim
it,
but
now
y'all's
Erp
permit
for
the
internals.
That's
probably
going
to
move
faster
because
of
the
fact
that
it's
not
part
of
the
Aquatic
preserves
and
they're,
not
saying
that
that's
going
to
revert.
F
B
F
A
A
F
Yep
so
for
our
staff
comments,
my
perimeter
Channel
access
review.
As
you
know,
when
we
started
out
I'm
not
able
to
access
my
desktop
to
run
that
presentation
and
the
laptop
doesn't
have
the
programs
or
the
horsepower
to
do
the
presentation,
we
will
get
it
next
time,
we'll
put
it
on
the
agenda
and
make
sure
we're
up
and
running
for
next
time.
F
Are
there
I've
got
pre
and
post
hurricane
em
Aerials
that
we
can
I,
don't
know
if
you
guys
remembered
the
slider
that
I
did
where
it
showed
imagery
above
and
beyond.
So
you
can
kind
of
show
that
that's
all
in
there
so
I
guess
that's
a
teaser
so
be
sure
to
show
up
next
month
and
we'll
have
that
up
and
running.
F
E
Yes,
I
do
so
I
get
a
lot
of
calls
about
Waterway
debris.
Where
are
we
at
with
Waterway
debris
so
right
before
Chris
councilman
cartsky
came
up
with
this
idea.
Let's
get
some
volunteers
and
boats
and
start
locating
Waterway
debris.
So
I
had
some
really
nice
guys
from
the
boaters
Alliance
Bob,
hickey
and
John
Walsh.
They
helped
me
put
together
a
group
of
about
30
volunteers.
They
got
in
their
boats
with
their
Garmin
sonars
and
they
traveled.
You
know
they
were
assigned
zones
and
they
tried
to
locate
debris
so
with
their
Garmin.
E
If
they
found
something
substantial
on
the
bottom
of
the
canal,
then
we
knew
that
that
was
some
debris
that
probably
needed
to
be
removed
in
the
burn
store
aisle
section.
We
have
33
areas
that
that
look
like
potential
debris,
removal
I'm,
not
saying
they
are
it's
potential
debris
removal.
So
we
were
already
the
contract
to
hire
a
contractor
to
remove
the
Waterway.
Debris
is
up
in
procurement
waiting
for
that
to
be
advertised.
I,
don't
know
where
we're
at
with
that.
A
Now
that's
for
the
surge
stuff.
What
about
the
floating
stuff?
I
noticed.
I,
get
a
lot
of
comments,
so
I
always
see
stuff
up
in
the
mangroves,
and
you
know
you
go
by
I'm,
not
sure
the
name
of
the
marina
now
is
it
yeah.
E
E
B
E
E
Know
what
is
really
wonderful
is
there
is
like
a
garbage
ferry
in
BSI.
That
leaves
me
things
on
the
dock
at
Candia,
so
we've
gotten
in
the
habit
of
every
time
we're
in
BSI
check
the
dock
and
Candia
the
other
day.
They
just
picked
up
a
piling.
Someone
threw
a
piling
up
there.
You
know
which
is
wonderful,
because
it's
floating,
if
we
can
pick
it
up
and
put
it
in
a
truck
we'll
take
it
out
of
there.
You
know
yeah.
E
B
E
E
E
B
D
E
F
I
can
reach
out
I'm
working
with
Zach
Bechtel
over
there
on
the
Waterway
debris
and
he's
not
the
top
dog
of
the
Waterway
debris,
but
he's
got
a
hand
in
it.
Apparently
the
county
got
started,
but
then
they
had
to
stop
based
on
contract,
something
with
a
contract,
so
they're
working
on
now
re
resetting
their
Waterway
debris.
Pickup
I
talked
with
him
or
email
back
and
forth
with
him
this
morning.
F
Regarding
that
and
because
we're
still
not
on
the
street,
with
our
Waterway
debris,
we
were
waiting
on
a
last
little
bit
of
language
to
be
defined
to
include
trees
that
have
fallen
out
into
the
canal.
We
didn't
have
anything
in
there
that
specifically
allowed
them
to
go
and
cut
trees
as
part
of
a
bid
item.
F
So
we
wanted
to
make
sure
that
got
thrown
in
before
before
the
bid
went
on
the
street
because
we
received
a
I
guess
what
is
it
a
long
gree
the
North
End
of
the
bird
section
there
there's
a
whole
mess
of
Australian
pines,
leaning
out
into
the
canal
that
we
just
found
out
about
last
week.
So
we
hurried
up
and
said:
whoa
don't
send
that
out,
let's,
let's
make
sure
that
we
can
cut
trees
on
that
contract.
Okay,.
D
D
F
D
F
Yeah
we
had
somebody
along
the
parks
like
a
long
Harbor
walk.
Her
name
is
Jennifer.
I
can't
remember
her.
F
Yeah,
her
cleaning,
Maniacs
or
whatever
they
call
themselves.
They
are
Park,
Warriors,
okay,
they
went
in
and
they
just
they
went
crawling
all
back
into
mangroves
and
Drug
all
kinds
of
stuff.
Out
from
what
I've
been
told,
so
yeah.
B
I,
don't
know
you
can
only
get
to
this
by
boat.
You
can't
go
crawling
in
there
right.
F
F
People
close
enough
to
go
in
and
start
dragging
it
out
that
about
the
only
way
because
we
can't
put
equipment
in
there.
It's
got
to
be
drug
out
by
hand
because
the
permitting
agencies
won't,
let
you
run
equipment
through
the
mangroves
because
obviously
you're
destroying
mangroves,
so
it
would
all
have
to
be
piecemeal
work.
A
Summarize
the
work
you
talk
about
with
the
submerged
the.
A
C
A
A
All
right,
no

I
guess
we're
a
member
comments
guys
you
have
anything
else,
good
good!
Well,
it
sounds
like
we
have
a
new
member
approved,
correct.
C
Yes,
we
have
a
new
member
appointed
at
the
last
council
meeting
and
we
sent
out
a
letter
to
him.
Yesterday
we
have
been
based
off
of
feed,
went
back,
received,
we're
doing
little
training
sessions
now
with
new
members
just
to
bring
them
up
to
date
on
everything
and
so
we're
just
we
sent
that
out.
So
we
should
be
getting
a
contact
from
him
to
set
up
something
to
train
him
on
some
of
the
duties.
Okay,.
D
A
motion
to
close
