F
A
I,
do
it
stuff,
sometimes
all
right?
Well,
one
brief
announcement.
We
have
a
potential
new
member
Edward
Wahlberg
is
you
know
I?
Does
he
not
have
the
directions
today
or
is?
Was
he
unable
to
make
it.
A
Fantastic,
that's
actually
he's
he's
already
showing
good
good
thoughts,
man
getting
trained
ahead
of
time
before
just
throwing
being
thrown
into
it.
Our
next
meeting
is
July
24th
2023.
Does
anyone
have
any
issues
with
that
date
can't
be
seeing
none?
The
first
item
on
our
agenda
is
the
election
of
Vice
chair.
C
George,
you
know
several
of
our
members
weren't
available
at
the
time
that
Dennis
safaro
was
here
and
Dennis
was
quite
an
an
aide
to
the
the
organization,
and
part
of
it
was
because
of
his
background
with
utilities
he
had
both
Colorado
Springs
and
a
small
utility
in
Estero,
and
with
that
we
do
have
a
member
who
has
such
experience
coming
from
Sunrise
some
time
ago,
and
I
would
like
to
nominate
David
alberhaven
for
vice
chair.
A
A
A
B
My
my
thing
and
I
agree
with
you
with
with
David
and
his
experience.
My
experience
is
more
on
the
electric
utility
side
of
it,
so
I
think
there's
better
mine
served
on
the
what
this
board
functions
more
about
than
what
my
expertise
is
well.
A
You
know
what
I
here's,
what
would
be
nice
I
think
to
do.
The
city
has
put
together
a
nice
little
presentation
of
what
the
vice
chair's
responsibilities
are.
Why
don't
we
go
through
that
and
see
if
everyone
feels
comfortable,
because
I'm
going
to
tell
you
right
now,
as
the
chair
I
have
never
once
been
asked
to
go
down
to
the
plant
and
advise
Neil
on
anything,
he
needs
to
do
so
from
an
experiential
standpoint,
I'm,
not
sure
that
it
needs
it.
D
B
D
We're
going
over
a
brief
presentation
on
the
chair
and
vice
chair,
so
they're
elected
each
February
by
members
of
the
board
and
Surfer
one
year
when
someone
resigns
who
is
serving
in
that
place,
we
have
a
special
election
as
well.
They
can
serve
a
maximum
of
three
consecutive
years
if
re-elected,
they
are
the
host
of
the
assembly
and
they
perform
a
number
of
duties.
D
D
So
you
don't
have
to
have
knowledge
of
the
city's
utility
system
to
serve
as
chair.
What
you
do
need
is
a
basic
parliamentary
procedure,
knowledge,
especially
for
how
emotions
are
handled.
You
need
to
understand
the
procedures
for
public
comment
and
those
for
legislative
and
quasi-judicial
public
hearings.
If
one
does
come
up,
we
will
review
that
with
you
beforehand.
If
there
is
such
a
public
hearing,
I
can't
recall
the
last
time
the
utility
Advisory
Board
had
one
foreign,
the
chair
and
vice
chair
need
to
understand
and
assist
staff
with
enforcing
the
Sunshine
Law.
D
They
need
to
understand
the
basics
of
the
public
records
law
and
be
familiar
with
the
bylaws.
They
should
also
be
familiar
with
any
approval
criteria
for
any
public
hearings
they
may
have
as
the
board
member
handbook
covers.
All
of
these
topics
and
city
clerk's
office
staff
is
always
welcome
to
answer
any
questions
that
you
may
have
during
the
meetings.
D
The
chair
should
make
sure
that
there's
a
quorum
present
before
calling
the
meeting
to
order
review
the
public
comment
procedure
as
necessary
use
a
timer
to
limit
public
comment
to
three
minutes
per
individual
Place
business
on
the
floor
by
reading
an
agenda
items
title
and
keep
discussions
focused
by
reminding
members
of
the
purpose
of
an
item
and
any
remaining
areas
to
be
addressed
and
calling
for
a
motion.
If
no
new
points
are
made,
the
chair,
or
vice
chair
serving
as
chair,
needs
to
make
sure
that
they
end
any
sidebar
conversations
between
members.
D
Insisting
any
unruly
or
disorderly
individuals
be
courteous
in
their
language
and
presentation
requesting
individuals
who
fail
to
comply,
leave
the
meeting
and
recessing
the
meeting
if
order
cannot
be
maintained
for
any
reason,
they
should
also
ensure
members
wait
to
be
recognized
before
they
speak
and
intervene
if
board
members
debate
or
argue
with
each
other
to
assert
their
their
opinion,
and
they
should
be
comfortable
using
the
gavel
in
all
of
these
areas.
So
that's
what
a
chair
or
vice
chair
is
responsibilities.
Are
you
don't
need
to
have
extensive
knowledge
of
water
or
wastewater
treatment
utilities?
A
And-
and
this
goes
to
to
George's
nomination
of
David-
let
me
first
start
with
Mr
Howell.
Are
you
comfortable
Scott.
A
B
B
C
Okay,
all
right,
it's
like
cats,
sure
my
nomination
was
based
on
the
fact
that
I
thought
Scott
had
declined.
Correct
opportunity
with
that,
seeing
as
how
Mr
Albert
happened
had
nominated
Scott
I
would
be
willing
to
withdraw
my
nomination.
A
All
right
seeing
that
withdrawal
do
I,
have
a
second
for
the
nomination
of
Mr
Howell,
five.
Second,
for
an
Iran
seconds.
If
there's
no
other
discussion,
I'll
take
a
motion.
I'm
sorry
I'll
call
for
a
roll
vote.
E
A
B
A
I'm
planning
on
taking
the
next
couple
months
off
I'm,
not
seeing
any
members
of
the
public
here,
I'll
move
on
to
the
next
item,
which
is
the
approval
minutes
from
the
May
22nd
meeting,
move.
C
A
H
A
H
The
TDS
as
of
this
morning
was
456
on
the
surface
water
plant
and
the
demand
yesterday
was
6.92
million
gallons
for
coming
into
town
for
the
wastewater
treatment
plant,
the
average
daily
flow
was
2.378
the
three
month,
rolling
average
was
2.617
and
the
peak
day
was
2.869.
H
We
had
a
time
where
we
were
lacking
in
some
rainfall
and
TDS
was
above
500
for
the
surface
water
plant
for
the
majority
of
the
month.
But
with
the
RO
Blended
water
brought
everything
down
to
keep
us
in
compliance.
H
On
March
21st
2018
city
council
awarded
a
master
agreement
for
providing
Engineering
Services
for
the
wastewater
treatment
works
Improvement
project.
The
agreement
was
awarded
to
CDM
Smith
Inc,
which
included
hourly
rates
negotiated
for
services
in
the
form
of
a
specific
authorization
staff
requested
a
proposal
based
on
negotiated
hourly
rates
to
provide
Construction
Services,
which
includes
project
management,
progress,
meetings,
monitoring
and
construction
schedule,
review
of
monthly
CMR
applications
for
payment
requests
for
information
inquiries
from
contractors.
H
Substantial
and
final
completion,
startup
tasks
and
final
completion
consultant
will
also
complete
certifications
with
dep
to
place
the
improvements
into
operation.
Construction
time
frame
is
42
months
and
the
total
cost
for
these
Services
is
three
million
four
hundred
eighty
eight
thousand
five
hundred
and
ninety
one
dollars.
G
Mr,
chair
yeah,
Mr
Peters,
thank
you
for
the
information
I'm
just
doing
some
math
in
my
mind.
What's
the
current
cost
of
concern
about
70
mil
was
that
where
we're
at
so
that
that,
if
my
number,
if
my
numbers
are
correct,
that's
about
five
percent
and
my
experience-
that's
pretty
low.
So
that's
a
good
good
deal
I.
Just
thank
you.
A
I
B
I
D
I
And
here's
your
adjust
your
water
Revenue.
So
if
you
look
at
just
the
water
revenues,
this
compares
to
your
budget,
which
is
in
black.
There
I
mean
your
actuals
are
in
black
and
the
blue
dot
at
the
top
is
your
budget.
So
you
can
see
that
the
water
revenues
are
actually
under
budget
and
this
Compares
it
to
several
years.
A
Do
you
have
any
questions
on
the
board
very,
very
quickly,
Danielle
on?
Could
you
go
back
to
the
second
page?
Please.
A
I
We'll
discuss
that
during
the
budget,
presentation
and.
A
That
that
percentage,
the
increase
of
297
percent
I
believe
is
that
I
mean
the
city
seeing
a
significant
number
of
new
projects
coming
online,
paying
impact
fees,
those
those
those
impact
fees
are
paid
at
Co,
I
believe.
I
I
Here's
our
utilities,
Construction
proforma,
the
second
line
down
you'll,
see
zeros
across
that
is
the
booster
project,
so
one
million
six
hundred
and
fifty
dollars
of
water
impact
fees
was
going
to
be
used
for
that.
But
since
they're
down
so
much,
the
funding
is
going
to
come
from
that
line
above,
but
we're
keeping
it
open.
Just
in
case
things
change.
We
will
put
put
the
dollars
back
into
that
line.
If
anything
changes.
I
I
Here
are
Wastewater
projects.
Incomplete
projects
have
funding
that
will
carry
over
from
2023
to
2024,
so
I'm
just
going
to
talk
about
the
changes
to
the
project.
So
let
me
know
if
you
have
any
questions.
As
I
said,
the
septic
to
sewer
is
pushed
out
a
year.
Lift
station
30
needed
additional
funds.
U.S
41
Northbound
is
a
new
project
that
need
needed,
sixty
thousand
dollars
for
annual
funding.
So
this
increases
The
Five-Year
Plan
from
last
year.
I
The
Wastewater
Master
pump
facility
needed
additional
funds
due
to
increased
cost
estimates.
The
Wastewater
generator
at
the
booster
pumping
facility
cost
increase
from
last
year
cost
of
350k.
The
pond
liners
increased
by
five
hundred
thousand
wastewater
treatment.
Plant
AC
replacement
is
new
and
I.
Think
it's
just
there.
It
is
at
the
bottom
there.
It
is
okay,
that's
350
000..
A
I'm,
sorry,
the
septic
to
sewer
area,
one,
that's
the
Charlotte
Park.
I
A
Area
and
so
we're
the
looks,
I'm
just
guessing
I'm
thinking
some
of
the
prior.
The
funding
is
probably
20
27
for
engineering
and
then
the
earliest
construction
is
2028.
A
I
Lack
of
funding-
okay:
this
is
this
sheet.
Is
the
water
projects
The
Well
remediation
is
new.
We
started
in
fiscal
year
2023
to
determine
the
needs.
The
Alum
tank
was
separated
out
from
the
filter
project,
which
is
being
done
in
2023.
Additional
construction
for
the
filter
project
was
moved
out
to
2025.
the
Solana
water
main
constructions
moved
out
from
2024
to
2027,
and
the
Bell
Harbor
water
main
increased
from
400
000
to
800
000.
I
I
I
We've
got
the
septic
to
sewer.
That's
you
know
not.
I
Expenses
assumptions
engineering
has
requested
a
new
position
in
the
annual
cost
of
that
will
be
eighty
seven
thousand
seven.
Ninety
five
Personnel
estimates,
four
percent
Merit
increase
increases
on
other
types
of
insurance.
We
did
get
the
final
number
for
the
health
insurance
and
it's
actually
going
to
be
11.75
percent
increase,
so
we'll
need
to
adjust
that
a
little
bit.
I
Computer
overhead
is
currently
at
29,
but
once
we
finish
the
it
budget
that
may
be
adjusted
a
little
bit,
property
insurance
is
a
100
percent
increase
and
we
have
increases
in
all
the
other
insurances.
So
items
of
Note
new
storage
tank
maintenance
contract
is
sixty
five
thousand
dollars.
I
The
divisions
have
requested
increased
overtime
for
after
hour
calls
chemical
costs.
We've
seen
continue
to
rise,
27
to
63
percent,
and
then,
if,
if
the
hay
field
uses
discontinued,
we're
going
to
have
to
pay
around
335
000
in
the
disposal
of
the
biosolids
and
there's
your
rate
study
in
there
did
you
have
a
question
who.
E
I
This
is
per
Department
request,
so
this
is
a
really
long
list,
so
here's
the
top
half
of
the
water
treatment
plant
and
then
we
have
the
rest
of
the
divisions
here.
We
budget
700
000
annually
for
this,
so
we
try
to
stick
to
that
number.
I
I
I
We
are
currently
working
on
a
scope
to
hire
a
consultant
which
is
CDM
Smith
to
help
us
explore
financing
with
wifia.
That's.
I
Okay,
so
here's
the
septic
to
sewer
is
moved
out.
If
grant
funding
is
awarded
it'll
get
put
back
in
sooner,
but
there's
we
continue
to
pursue
those
grant
opportunities
with
the
county.
G
To
the
chair,
ma'am
I
noticed
Susan
criticism.
You
went
through
the
the
list
of
wishes
from
utilities.
I
just
I
couldn't
read
fast
enough,
but.
G
Just
well
have
you
got
them
just
the
purchase
of
additional
generators.
You
said
to
save
you
know
Personnel
from
going
to
X
and
picking
it
up
and
taking
it
to
Y
and
fueling
it
boom
boom
boom,
and
maybe
maybe
it
was
me,
I
thought
we
talked
about
it
a
couple
months
about
go
about
your
desire
to
purchase.
You
know
additional
generators
to
have
it
in
your
Fleet
and
I
was
just
curious
if
they
were
addressed.
H
Well,
we
had
we
got
a
possible
Grant,
a
reimbursement
Grant
from
dep,
and
we
sent
all
the
paperwork
on
in
on
that
and
we're
waiting
to
hear
back
from
them.
Okay,
what
the
stipulations
are
and
that's
what
we
were
going
to
buy
generators
from
perfect.
G
A
Do
we
have
any
other
any
other
questions,
and
just
just
an
FYI
if,
if
RAF
tell
us
or
any
of
the
other
big
groups
that
are
still
out
there
doing
race
studies
unavailable
I
understand
the
the
people
on
next
door
be
happy
to
do
it
for
you
that
they're
very
eager
to
get
involved
and
help
out
any
way
they
can
good.
I
C
C
Actually,
a
very
positive
one
for
a
change.
C
My
Street
Royal
turn
Drive
I
had
two
failures
of
the
main
in
the
last
two
and
a
half
weeks,
both
of
which
have
went
out
and
watched
a
crew
working
and
I
have
to
compliment
you.
You've
got
good
people
working
together,
brought
it
back
together
very
quickly,
both
of
them
I
couldn't
believe
the
second
time
when
I
turned
on
the
faucet,
with
no
water
just
a
week
and
a
half
later.
C
But
I
was
very
very
pleased
with
that.
With
the
a
couple
of
questions
that
might
be
more
for
Danielle,
but
I
received,
probably
like
many
people
today,
having
troubles
with
their
lawns
with
the
the
lack
of
brain
and
trying
to
to
maintain
the
watering
and
problem
solved
notified
me
that
they
wanted
me
to
water.
My
lawn
for
every
day
for
two
weeks
and
I
called
him
up
and
said
that
that's
not
reasonable
and
not
feasible
with
the
the
rules
and
they
brought
it
back
down
to
just
three
days.
C
But
while
I
was
talking
to
the
manager
there,
he
had
a
couple
of
good
questions
and-
and
it
might
be
I'm
pretty
sure
that
we're
not
doing
these
things,
but
it
might
be
a
question
as
to
whether
or
not
they
might
not
be
wise
in
the
future.
For
one
thing
he
was
asking
if
people
were
watering
on
their
wrong
days
now
that
we
have
the
smart
meters,
is
there
any
penalty
in
doing
that?.
H
If,
if
they're
watering
the
right
amount
of
days
per
week
on
the
wrong
days,
sometimes
we've
informed
people
that,
if,
like
their
whole
neighborhood
waters
on
a
certain
day,
to
maybe
change
theirs
for
pressure
reasons.
So
maybe
it's
because
of
pressure
reasons
that
they
switch
days,
but
as
long
as
they're
just
watering
their
two
days
a
week.
That
would
be
okay.
C
But
there
is
no
additional
charge
if
they
do
that,
for
instance,
with
the
problem
solved,
they
they
did
ask
me
to
do
three
days
consecutive,
so
that
was
going
to
be
two
days
that
were
not
on
my
my
list
and
they
were
asking.
If
they
were
making
those
recommendations,
would
there
be
enough
extra
charge
and
to
the
best
of
my
knowledge,
I,
don't
think
we
do
in
the
extra
charging,
but
we
might
want
to
think
about
it.
H
There
there
could
be
if,
if
Code
Compliance,
because
Code
Compliance
does
watch
out
for
people
watering,
especially
after
after
the
the
scheduled
times
and
there,
there
may
be
if
they
get
a
code
violation.
B
A
Are
the
days
we,
if
we're
instituting
a
a
low
water
situation,
and
then
the
city
rolls
that
out
so
that
there
it
would
be
a
Code
Enforcement
issue.
It
wouldn't
be
a
charge
on
your
bill
to
be.
You
know,
going
to
code
enforcement.
Getting
a
fine,
however.
I
believe
that
there
is
an
exception
in
the
code
for
new
grass
or
recently
transplanted,
so
anything
that's
under
a
special
consideration
because
of
of
plantings
may
be
exempt
under
the
city's
rules.
G
C
The
other
question
that
he
had
asked
and
I
have
one
more
of
my
own.
Is
there
any
dollar
savings
for
different
hours
of
watering.
C
And
see,
there's
always
a
question
that
comes
to
my
mind,
my
because
of
the
the
lack
of
rain.
We've
had
to
do
a
lot
of
watering
a
lot
of
filling
of
pools,
and
that
takes
quite
a
bit
of
water
to
to
be
doing
it
and
if
there
would
be
some
recommendation,
possibly
that
to
do
those
at
least
late
at
night,
if
you
can
or
whatever
to
avoid
the
same
issues.
H
C
Just
thinking
about
sending
it,
along
with
the
this
standard
notification
recommendation
and
one
last
thing,
I
really
do
have
a
question
of
is
I
I
have
Wednesdays
and
Saturdays
is
that
after
10
o'clock,
Wednesday
or
before
four
o'clock
in
the
morning,
Wednesday.
H
C
B
C
That's
the
the
Wednesday,
or
is
it
the
10
p.m?
That
is
the
Wednesday.
G
C
H
C
Through
just
just
the
way
it
was
written
up,
I
thought
it
was
a
little
interesting
because
I
have
been
doing
it
on
the
wrong
days.
C
G
It
starts
at
1201
a.m
on
the
day
you're
allowed
to
water,
and
that's
that's
how
we
always
handled
so
the
10
p.m.
Start
date
you
would
have
to
shut
off
at.
If
that's
the
date,
you
could
water
the
12
p.m.
I
mean
the
10
p.m,
would
have
to
stop
at
at
midnight
of
that
day.
I
I,
don't
know,
that's
something
I'm
going
to
research
now,
but
we
always
like
I,
said
our
clock
and
for
our
complex
and
we
started
at
1201
a.m
on
the
prescribed
day
to
match
the
last
digit
of
your
address.
G
B
A
All
right,
if
there's
no
more
member
comments,
I'll.
G
Entertain
a
motion
to
adjourn:
oh
I'm,
sorry
Dave's
got
a
list,
yes
and
I.
Think
there's
one
here:
three,
but
I'll
be
quick.
First
off
I
would
like
to,
for
those
of
you.
Don't
remember,
I'm,
president
of
the
board,
for
the
Charlotte
Harbor
Environmental
Center.
We
are
currently
involved
in
a
oyster
restoration
program
where
we're
going
through
a
process
of
collecting
shells
from
areas,
oyster
shells.
We
are
quarantining
them
for
a
time.
G
G
My
point
being
is
miss
Mr
Peters
and
his
wonderful
staff
at
the
water
treatment
plant
has
graciously
offered
us
some
space
in
their
180
plus
acres
that
they
have
out
there,
where
we
have
placed
tarps
out
and
we're
current,
currently
depositing
shells
and
we're
quarantining
them,
but
that's
nice
and
everything,
but
I
just
wanted
it
to
be
known
how
professional
and
Cooperative
Mr
Peters
has
been,
and
all
his
staff
out
there
and
I
wanted
to
publicly.
G
Thank
him
on
behalf
of
the
Charlotte
Harbor
Environmental
Center,
because
this
is
a
very,
very
important
project
and
if
any
of
us
up
here
have
docks
when
we're
ready
to
hang
the
stacks
I'll
be
knocking
on
your
door.
Okay,
thank
you.
That's
one!
A
second
I
attended
the
recent
water
Summit
at
the
Event
Center
last
week,
last
Wednesday
and
Thursday
I'm
not
going
to
bore
you
with
it.
It
was
very
good.
Maybe
I
should
have
shared
actually
Dennis
was
there
and
I
I
spoke
with
him
at
length.
G
It
was
a
very
good
presentation,
but
two
important
things
that
I
felt
should
come
out
of
it.
It
was
many
it
was
very
Academia,
not
Macadamia
Academia,
but
at
one
point
one
of
the
presenters
he
asked
in
the
audience
of
150
200
people
are
there
any
policy
makers,
one
person,
one
person
in
the
entire
Summit
was
present
just
like
when
he
asked.
Are
there
any
sport
fishermen
out
here,
because
we
impact
their
livelihoods,
that
they
were
zero.
G
So
I
guess
I'm
just
pointing
that
out
to
my
fellow
board
members
and
possibly
eventually
maybe
I
should
talk
to
my
councilman
or
whatever
that
we
as
a
city.
We
need
to
be
involved
with
that
because
it
leads
me
to
my
second
point
and
you
understand
my
question.
Ma'am
was
one
of
the
number
one
polluters
for
our
Harbor
is
septic
systems
and
that's
just
pure
and
simple.
It
goes
right
into
the
harbor
and
everybody's
pulling
data.
G
You
know
there's
so
many
such
pulling
data,
but
you
know
you've
got
to
put
the
you
know
the
feet
on
the
ground
and
start
cleaning
up
and
that's
why
we're
doing
the
oyster.
You
know
an
oyster
filters,
50
gallons
of
water
per
day,
so
that
just
FYI,
if
anyone
wants
to
talk
further
or
get
any
of
the
presentations
or
anything
I'll,
gladly
share
it
with
you.
The
last
thing
was
kind
of
a
question
for
my
fellow
board.
G
G
Record,
yes,
sorry,
we're
gonna,
get
those
generators,
no
I
apologize,
it's
our
property,
insurance
and
I
mean
we
could
sit
here.
If
we
could
talk
about
this
for
hours,
but
I
don't
know
if
we're
allowed
as
a
board.
If
we
choose
to
to
make
a
recommendation
to
the
our
Council
that
hey
you
know
a
letter
from
the
city
to
the
insurance.
Commissioner,
you
know
everybody
needs
help.
You
know
you
think
about
all
of
us.
G
You
know
if
we
own
property,
we
pay,
you
know
Insurance
on
them,
but
think
of
the
the
the
bill
that
the
city
is
going
to
get
for
all
our
infrastructure
that
we
have,
and
it
just
seems
like
yeah,
okay,
okay,
yeah,
our
our
and
our
our
properties
are
going
up
77,
so
I'm,
like
oh
100,
you
know
and
that
77
is
kind
of
bad,
so
I
was
just
throwing
that
up
to
think
about.
We
don't
have
to
do
anything.
I
was
just
wondering
if
there's
other
opinions
or
whatever
sorry
I've
said
too
much
I
apologize.
E
E
F
F
That
project
is
part
of
a
bigger
project,
beginning
at
William
Street,
which
is
a
block
South.
All
the
way
to
the
river
they'll
be
doing
mostly
safety
upgrades
to
all
the
lanes,
but
the
traffic
circle
is
one
part
of
that
project.
We're
familiar
with
it.
We've
gotten
what
they
call
the
phase
two
plans
and,
most
recently
like
within,
like
the
last
week,
we've
determined
we're
going
to
be
clear
and
not
have
to
make
any
utility
adjustment
well.
B
F
F
So
we
have
budgeted
money
because
we
anticipated
we
would
be
moving
some
of
our
facilities,
but
we're
trying
to
help
the
engineer
you
know
avoid
us,
so
hopefully
we're
not
going
to
adjust
all
right.
We
still
have
a
ways
to
go:
we're
at
phase
two.
E
G
E
But
New
Jersey
and
its
Infinite,
Wisdom
or
stupidity,
decided
to
get
rid
of
all
the
traffic
circles
because
they
were
awful.
They
didn't
do
anything
to
health
traffic.
They
caused
people
to
become
confused,
go
the
wrong
way.
The
wrong
lane,
Etc
and
now
I
come
to
Florida
and
they
find
out
that
Florida
things.
Traffic
circles
are
the
greatest
thing
since
elastic
and
underwear
I.
Don't
think
it's
going
to
help
down
here,
but
thank
you.
