scenarios
on
reducing
the
pickleball
noise.
First
of
all,
I
like
to
state
that
working
many
years
and
technical
management
and
Industry

learned
that
problems
were
solved
by
addressing
the
root
cause
here
are
the
root
cause.
Is
the
sound
levels
received
by
the
local
neighbors?
So,
let's
address
the
root
cause,
your
staff
suggested
three
possible
scenarios.
Reducing
the
sound
I
suggest
the
engineered
sound
barrier
acoustics
be
used
rather
than
the
landscaping
solution.

As
previously
discussed,
acoustic
phonons
has
been
tested
and
proven
to
reduce
noise
by
half.
What
does
that
mean?
If
you
read
the
details
of
the
testing
that
was
done,
this
is
very
scientific
testing,
with
some
very
sophisticated
equipment.
The
tests
were
done
at
a
distance
of
42
feet
from
the
fence
50
feet
from
the
paddle
striking
the
ball.
At
that
distance,
the
report
stated
the
sound
was
reduced
to
barely
perceptible
so
42
feet
away.
The
sound
is
barely
perceptible
think
about
that
at
time
than
to
give
the
port.

went
on
to
say
at
times
the
ambient
noise
was
significantly
the
ambient
noise
significantly
exceeded
pickleball
noise.
That's
that's
a
tremendous
improvement
and
you
know
I
think
if
that
was
the
situation
two
years

way

pickleball
courts
had
always
been.
We
wouldn't
be
here
having
these
discussions,
so
you

strongly
suggest
that
we
tried
the
acoustics,
get
the
noise
down
to
a
barely
perceptible
level

up

think

sound
barrier
looking
investigating

that
right
now

good
solution.

parking

get
people
off
the
grass

back

parking

empty

roads

by

part

pickleball

build

pickleball
foot

backyard

money

do
that.

really
would

money
to
support
all
my
programs.

when

bring
them
to
the
court,
they
feel
like
I'm,
giving
them
something
special,
we're
talking
about
kids
from
walking
home
that
don't
have
self-confidence
that
don't
have
a
high
self-esteem
that
don't
even
have
a
home
to
go
to
most
of
the
time
they've
been
released,
but
when
they
come
to
the
pickleball
court
they
feel
like
they
accomplished
something
they
feel
like.
They
are
learning
something
that
build
them
and
not
down
them.

look

a
solution,

sound
barrier
sounds
like
a
solution
to
me.
Erasing
the
court
erasing
the
part
is
not
a
solution.
Pickleball
is
not
just
a
sport.
I
wish,
like
you
guys,

two

come
and
get
to
know
the
people
that
are
playing
get
to
another
community,
like
you
claim
to
love

take
the
time.

from
all
my
programs
exceed
from
kindergarten
to
juvie
to
foster
kids
and

gentleman
before

hope
that
this
discussion
is
not
about
pickleball.
It

about
the
pickle

ball.
Courts
are
in
the
wrong
place,

one's

people
enjoying
themselves

players
laughing

yelling
and
whatever.
But
all

the
solutions
I've
heard
today
are
like
putting
a
bandaid
on
a
serious
wound.

psychological

council
should
really
consider
any
kind
of
responsibility
that
might
come
from
not
listening
to
the
residents

noise

it
were

noise
that

a
problem.

to
do
with
their
health,
but
also
a
former
legislator
from
our
town
went
just
by

courts
and

was

famous
leaders,

friends
who
live
in
Florida,
go

They
don't
hear
all
this
wonderful,
cheerful,
laughing
they're
bombarded
by
cussing
and
they

asked.

longer
for
residents
of
Ponta
Gorda.
It
was
built
for
all
of
us.
All

us
are

longer
comfortable
at
the
park,
and
so
I'm
asking
you
in
2019.

concern

the
way

residents
of
this
town
residents
who
live
across
the
street

just
people

there,

not
comfortable
anymore.

people

that

rest

city,

wants
to
use
the
park,
we're
not
asked.

Pickleball
a
little
bit
and
I
played
I
had
Scott

I
mean
excuse
me
the
county
park
and
at
Gilcrest,
and
what
I've
observed
when
I've
been
in
the
park.
Is
that
I
see
lots
of
other
people
and
join
the
park
when
I'm
there
doing
various
activities,
whether
it
be
at
the
playground,
eating
lunch
at
a
picnic
table
or
right?
Next
to
the
pink
ball
courts,
people
seem
to
enjoy
the
park
just
fine
with
pickleball.

Weiler
we
received
two
responses:
broiler
was
selected
as
the
most
qualified,
responsive
and
responsible
bidder,
and
we
negotiated
agreement
with
them.
It
is
going
to
be
a
phase.
The
green
men
in
the
amendment
is
that
concludes
the
scope
for
the
entire
design
of
the
park
component,
but
for
the
utilities,
expansion,
it's
just
for
getting
a
letter
of
recommendation,
conceptual
design
to
see
what
we
need
to
do
to
expand
the
water
and
the
wastewater
components
along
the
parkway.

When
that
happened,
whatever
comes
out
what
the
outcome
is
of
that
study,
if
you
would
that'll
determine
if
we
have
to
put
on
water
lines
in
there
or
lift
station
wastewater
no
at
that
time,
and
then
at
that
time,
that's
when
we'll
negotiate.
The
second
phase
for
the
design
of
the
utilities
component,
the
off-site
and
staff,
recommends
approval.

pushing
the
vegetables
drawing
the
plate

to
make
it

every
morning
before
they
go
out,
because
the
different
disciplines
are
gonna
cover.
So
this
will
just
allow
better
workflow
through

would
give
us

better
area

public

inspection,
requests
up

a.m.

the
same
day
that
we
do

inspections

7
o'clock.

print
these

We
sort

issues

sure

the
inspections
are
good
to
go
forward.
The
inspectors
come
in
at
8
o'clock
and
we
like
to
have
everything
sorted
and
ready
for
them
to
go.

bring
they're
gonna
bring
in
some
temporary
trailers
that
will
be
out
there
for
a
while
temporary
restrooms,
similar
to
what
we
have
in
Gilchrist
Park,
yes,
which

nice

long

it's
best
for
them
to
hook
up
to
our
wastewater
system
right
off
the
bat,
as
opposed
to
putting
in
tanks
that
have
to
be
worked
on
almost
daily.
So
we
have
a
quote
to
do
the
work,
it's
about
forty
three
thousand
dollars
to
do
both
water
and
sewer
service
and
hookup
to
our
system.

the
capacity
and
people
Plex
is
requesting
that
City
Council
consider
funding
that
work
because
it
comes
out
of
the
utility
budget
and
utilities
cannot
give
away
free
service.
I
can't
do
it
it's
an
enterprise
fund,
so
utilities
has
to
be
reimbursed
somehow
for
the
work
that's
gonna
be
undertaken.

The
County
Commission
is
considering
funding
one
hundred
and
fifty
thousand
dollars
up
front
for
Phase
two
out
of
their
current
sales
tax
program
and
the
remaining
three
hundred
thousand
dollars
could
be
on
a
list
for
when
we
vote
in
November
of
2020,
whether
or
not
we
want
to
extend
the
sales
tax
program,
that's
currently
under
consideration
by
Charlotte
County
commissioners,
so
they
are
actively
pursuing
whether
or
not
to
put
in
the
Phase
two
of
the
pickle
plex
complex,
which
will
then
be
able
to
attract
a
lot
of
tournaments
to
the
area.
So.

the
public,
it
will
be
open
to
the
public
free
free
that,
as
part
of
the
contract,
the
lease
arrangement
with
Florida
southwestern
State
College,
the
outdoor
courts,
we'll
be
open
to
the
public
at
no
charge.

only
time
that
it's
possible
that
courts
could
be
closes
if
there's
a
tournament.
Okay,
and
if,
when
the
second
16
courts
go
in,
that
will
help
provide
space.
That
will
be
where
we
can
dedicate
courts
for
league
play
for
the
schools
for
their
own
school
groups,
and
so
that
gives
a
lot
more
flexibility
in
that
regard.

done
marvelous
work
and
supporting
that
and
I
remember
when
we
were
out
there
with
the
shovel
and
the
holeshot
and
I,
don't
see
that
we
want
to
reduce
that
commitment
in
the
long
term
in
any
way.
I
also
do
believe
firmly
that
upon,
as
this
develops,
a
completion
that
this
will
also
provide
economic
benefits
to
the
city
as
a
whole
through
downtown,
through
hotels,
etc
also
for
the
county.

I
would
like
to
see
the
county
actually
more
firmly
codify
before
we
go
forward,
because
the
original
concept
was,
as
it
was
supposed
to
be
privately
funded.
We're
being
asked
to
step
up
to
play
it
a
little
bit
more.
Maybe
we
should

own
issues

would
like
to,
but
just
not
at
this
time.
For
those
reasons
are
there.

is
the
way
I
feel
about
it.
If
we
are
going
to
spend
the
money
at
the
pickle
plex
project
and
and
I
and
a
43,000
is
a
lot
more
than
we
even
originally
anticipated.
This
came
up
as
a
fairly
new
request,
but
my
opinion
is
that
we
should
either
spend
it
in
one
place
or
the
other,
and
if
we
keep
pickleball
in
Gilcrest
Park,
we
may
once
pickle
flex
is
open.
We
may
want
to
consider
knocking
the
amount
of
courts
down
in
Gilchrist
Park
knocking
the
hours
of
play
down
in
Gilchrist
Park.

We
have
to
show
some
acknowledgement
to
the
citizens
of
the
community
that
we
are
paying
attention
to
what
their
wants
and
needs
are.
I
think
everybody
I
said
this
at
the
other
meeting
everybody
in
the
community
matters
and
we
want
it.
We
want
to
make
sure
we
try
to
work
with
everybody
as
much
as
we
can
we're
not
going
to
win
on
this
one.

to,
spend
the
money
at
pickle
Plex,
then
we
we
might
have
to
consider
closing
the
courts
at
Gilchrist
all
together
at
some
point.
That's
the
way
I'm
looking
at
it.
I
have
had
three
focus
group
meetings
about
this
with
people
in
the
community
since
our
last
meeting-
and
that
was
the
general
consensus
that
everybody
came
up
with-
is
that
we
should
either
spend
it
in
one
place
or
the
other,
and
if
we're
going
to
spend
it
at
pickle
Plex,
then
that's
when
thicker
Plex
opens
the
first
16
quarts.

original
objective
of
the
pickle
Plex
organization
was
to
increase
was
to
increase
the
number
of
quarts
available
in
Charlotte
County
had
nothing
to
do
with
Gilchrist
Park.
It
was
strictly
to
increase

number

quarts

to
be
able
to
have
tournament
play
and
bring
tournaments
here.
The
first
year
alone,
when
the
16
courts
are
available,
will
be
a
5.7
million
dollar
economic
benefit
to
Charlotte
County.
So
it's

that's
those
are
numbers
that
that
the
tourism
office
helped
the
pickle
Plex
develop.

it's
from
that
standpoint.

parks
and

at

suggestion

pickle
ball
courts

moved
into
a
area
unto
themselves

Marion
Avenue
between
Adrienne

Booth

it

it
was
designed
by
the
FGCU
students
what
I
keep
thinking
is.
If
we
really
want
to
accommodate
both
sides,
we
need
to
collaborate.
We
need
some
sort
of
coming
together
because
I
had
a
business
professor
who
said
when
you
compromise,
everybody
loses
when
you
collaborate,
everybody
wins

gets
serviced
and

that

we

comfort
they'll

to
get
the
one

serviced.

it's
going
to
increase
the
pickle
plugs
costs,

think.

go
and
delay
this,
then
we

take
away

options

terms

giving
the
community
relief

delay
pickle,
Plex

constructed,
we're
harming
the
community

need

have
this

stay

time

the
February
build-up.

we
should
get
behind
this.

need

spend
the
money

one

decision

need
an
immediate
fix
if
pickleball

get

of
that

torn

citizens

the

district
a

bit

tranquility

regard

the
county,
not
having
made
a
commitment
on
the
$450,000

very
critical
part

indicated
that
they

going
to
fund
the
project,
it
would
make
my
decision
a
lot
easier.
That's
what's
putting
me
on
the
fence
right
now,
one.

county
only

request.

not

it's
only
our
last
TBC
meeting
that
we
put
forth
the
recommendation
for
this.
So
they've
not
had
time
to
deliberate.

phase
we
just
gave
it
to
them
are
less
meeting.

that
the
pickle
Plex
Board
did
present
to
the
County
Commission
last
summer
and
and
that
was
then
deferred
to
the
the
tourism
development
council
a
to
review
and
they
asked
the
tourism
development
council
to
review
this.
The
tourism
development
council
then
worked
with
the
pickle
plex
board
and
at
the
meeting
that
occurred
in
Jihad,
do
you
remember
what.

believe
it
was
November
at
the
November
meeting
of
the
tourism
development
council.
They
approved
forwarding
this
on
to
the
County
Commission
and
it
was
placed
on
the
December
11th
County
Commission
agenda,
so
the
County
Commission
just
on

think
it
was
December.
The
11th
discussed
it
and
and
said
that
they
wanted
to
look
into
the
use
of
the
funds.
So
it's
it's
very
positive,
but
they
have
just
not
made
the
final
decision.

county
comes
through

2020,
we
vote
to
continue
on
with
the
one
percent
sales
tax,
which
would
end
all
that
the
complete
funding.
