Description
Description
A
B
C
D
We
have
in
front
of
you
some
options.
There
are
others
out
there,
but
these
are
ones
that
have
come
to
the
forefront
a
vegetative
buffer
around
the
pickleball
courts,
not
all
of
it,
but
we
still
have
to
work
out
where
some
of
the
vegetative
buffer
might
conflict
with
the
future
plans
for
the
phase
two,
but
we
could
put
in
some
vegetated
buffer.
D
D
D
We
know
that
when
we
finish
phase
2,
there
will
be
no
parking
on
the
grass.
We
will
have
diagonal
parking
along
with
a
considerable
amount
of
off
street
parking,
that's
going
to
be
put
into
the
new
to
the
renovated
area.
So
a
lot
of
the
parking
issues.
If
people
can
wait
that
long,
a
lot
of
those
parking
issues
will
subside
with
the
phase
2
improvements.
D
D
C
We
discuss
I
I,
think
it's
interesting
that
the
way
this
evolved
and
that
for
pickleball
courts
were
they
were
temporary
at
Gilchrist,
Park
taped
on
I
think
it
wasn't,
and
then
it
was
I.
Don't
remember
any
community
comments
at
that
point
in
time
and
then
it
was
expanded
to
eight
and
then
it
was
expanded
to
the
sixteen
are
not
sixteen,
but
it
was
the
eight
courts
and
it
was
then
made
permanent
it.
It's
really
the
evolution
of
this
I
think
Debbie
used
it.
C
B
First
of
all,
I
will
support
whatever
our
consensus
is
to
temper
the
situation
in
Gilcrest
Park.
However,
I'd
like
to
complicate
it
a
little
bit
at
least
for
consideration
for
a
more
permanent
and
appropriate
solution.
From
my
perspective
several
years
ago,
I
had
supported
the
consideration
for
that
turned
out
to
be
quite
controversial,
of
the
sale
of
some
property
to
a
private
developer
over
in
the
Henry
Street
area.
B
Even
though
we
weren't
going
to
do
anything
in
the
media
future
for
park
development
I
see
this
as
an
opportunity
to
start
the
beginning
of
using
that
that,
more
appropriately
for
the
for
the
public
good
as
a
city
asset,
there
was
a
piece
of
ground
that
appears
to
me.
They
would
be
very
acceptable
to
re,
locating
pickleball
that
I,
don't
believe,
would
be
within
600
feet
of
any
other
residential
areas.
It
would
be
behind
the
library
over
by
history
Park.
B
There
would
already
be
restroom
facilities
available
there,
because
you
have
the
library
you
have
history
Park,
it
would
I
had
took
the
opportunity
on
Christmas
Eve
morning
and
Christmas
Eve
day
to
visit
the
folks
that
play
typical,
borrow
ball.
I
found
them
delightful
people
very,
energetic,
very
sociable.
It
would
seem
to
me-
and
also
they
expressed
interest
that
or
willingness
I
should
say
that
to
come
to
an
appropriate
solution
and
to
work
to
also
help
temper
those
costs.
B
This
is
a
welcoming
opening
community.
It
always
has
been
the
good
news.
Bad
news
that
turned
good
news
turned
at
bad
news
is
pickleball
mushroomed.
Beyond
anybody's
wildest
dreams,
it
became
a
little
bit,
I
think
unwieldly
for
its
particular
location.
We
have
a
possibility
to
rectify
that
on
a
more
permanent
basis
and
modify
a
little
bit.
B
What
we're
doing
there
so
I'm
just
asking
us
for
to
consider
looking
at
the
alternative
of
saying
if
we
could
develop
that
ground
and
look
into
that
ground
as
a
possible
longer-term,
though
initially
more
expensive,
but
I
would
I
want
to
point
out.
It
would
be
a
city
asset,
not
a
one-time
expenditure.
It
would
be
like
adding
an
addition
to
the
home.
That's
going
to
have
a
value
that
would
would
go
on
for
decades
for
the
city
of
Punta
Gorda.
C
E
I
think
that,
probably
all
these
solutions,
I
mean
ultimately
are
not
a
benefit
to
the
neighborhood.
I
say
this,
because,
even
with
the
fencing
with
with
the
vegetation,
we
would
didn't
have
to
think
about
compensating
residents
for
the
loss
of
their
view,
as
well
as
the
city
itself,
losing
the
asset
of
the
view.
E
I
think
that
as
long
as
it
remains
there
its
problematic,
because
it's
just
not
a
suitable
place,
but
I
would
like
to
explore
what
Gary's
saying
in
terms
of
that
being
a
possibility
and
and
I
would
say
in
terms
of
cost
wise,
the
cost
of
looking
at
the
differential
between
the
loss
of
property
value
based
on
now
having
this
wall
in
front
of
you.
We
don't
think
we
have
to
account
for
that
as
well.
I
think
the
cost
of
putting
up
these
noise
abatement
strategies
is
not
just
the
cost
of
that.
D
F
F
We
need
to
do
something
right
now
to
fix
some
of
this
problem,
that
we
have
that's
my
opinion
and
even
if
we
keep
the
courts
open,
we
have
to
do
something
right
now.
I,
don't
think
this
is
an
option
anymore.
I've
listened
to
all
sides
of
the
equation:
I've
read
every
single
email,
very
passionate
emails
from
both
sides
of
the
equation
and
I
know.
F
As
I've
said,
with
previous
meetings,
I've
supported
the
pickle
flex
group
from
the
day
that
they
started
I
supported
them
when
they
first
started
in
India,
Chris
Park,
but
I
also
have
to
listen
to
the
citizens
of
the
downtown
district,
and-
and
you
know,
we
have
to
do
something
right
now
to
help
with
the
noise
mitigation
and
whether
we
leave
eight
courts
open
or
knock
it
down
to
four
or
whatever
we
end
up
doing.
We
have
to
do
something
right
now
for
as
long
as
it's
in
Gilchrist
Park
and
we
can't
just
shut
it
down.
F
C
Any
kind
of
a
solution
that
would
require
acoustic
vents
or
whatever
it
would
be
would
have
to
go
out
to
bid
so
it
the
procurement
guidelines
would
take
a
while
for
us
to
do
this.
Pickle
Plex
will
be
up
and
running
in
probably
less
than
60
days
or,
let's
say
60
days
within
sixty
days.
Our
our
procurement
guidelines.
C
C
Tennis,
because
we
would
be
working
on
that
area
of
the
park,
so
that
would
mean
a
moratorium
on
play
and
then
that
would
give
us
an
opportunity
to
explore
other
options.
So
I
think
in
that
way
we're
just
focusing
on
what
area
of
the
park
we're
going
to
focus
on
first
or
maybe
it's
concurrently
and
I'm.
Okay
with
that
too,
but
I
think
it
would
give
us
the
opportunity
to
then
not
not
spend
funds
on
this
area.
When
we
may
determine
that
we
have
a
better
choice.
C
A
G
A
Also
conducted
some
focus
groups
over
the
vacation
and
I
included
pickleball
players
as
well
as
homeowners,
and
then
they
start
district.
The
noise,
of
course,
was
always
an
issue,
but
the
real
thing
that,
like
we
can
fix
immediately
as
the
parking
and
every
time
that
I've
done
my
little
drive-bys
or
my
little
you
know
I
just
want
to
get
a
feel
for.
What's
going
on
there,
there
have
been
parking
places
in
the
parking
lots
both
in
front
of
the
the
pickleball
courts
and
down
further
along
the
road.
A
A
For
one
thing:
it's
not
gonna,
go
in
until
after
you
know,
we've
already
had
another
decision
to
face
so
I
think
we
should
wait,
I
mean
if
we
could
buy
the
fence
tomorrow
and
put
it
up
and
then
move
it
wherever
we
decide
to
put
pickleball
courts.
That
would
be
great,
but
it's
that's
not
the
situation,
but
let's
fix
what
we
can
fix.
Well,.
C
F
D
That
we
could
open
up
the
harbor
walk
and
that
would
continuously
stay
open.
People
could
enjoy
the
harbor
walk
while
we
fixed
the
rest
of
the
park.
If
you
want
to
switch
it,
putting
the
parking
in
also
requires
stormwater.
You
have
to
do
all
at
the
same
time
also
requires
probably
closing
some
functions,
maybe
even
the
playground
at
some
time
mm-hmm.
Well,
they
do
all
of
that
and
then
do
the
harbor
Wankel
last
that's
going
to
impact
the
ability
of
people.
A
I'm
not
talking
about
the
phases
I'm
talking
about
some
no
parking
signs
and
some
enforcement
of
that
I.
Think,
for
you
know
a
short-term
fix
to
a
long
term
problem
I
think
if
we
could
get
some
sort
of
handle
on
the
the
parking
I
mean
they
consider
it
disrespectful.
They
consider
this
an
a
real
eyesore
to
the
beauty
of
the
historic
district
and
I
think
that's
the
least.
We
could
accommodate
them
and
enforce
their
no
parking,
and
then
you
know
do
it,
however
phase
you
want
to,
but
let's
get
them
off
the
grass.
B
First
of
all,
I
agree:
I
went
one
thing
that
I
did
see
that
I
realized
people
are
parking
on
the
grass
and
that's
what
you
know,
but
there
is
an
at
least
one
individual
that
parts
of
motorhome
on
that
grass
and
I
think
that
was
a
little
bit
much.
Although
I
guess
the
restroom
facilities
would
be
very
convenient.
B
Pickle
flex
is
opening
up
right
around
February
19th,
so
it's
just
sue
just
for
the
sake
of
my
little
discussion.
The
pickle
Plex
opens
up
on
the
19th
and
we
want
to
encourage
pickle
places,
use
usage
at
the
same
time.
From
my
perspective,
you
know
philosophically
I
want
to
see
pickleball
stay
within
the
city
limits,
yet
we
have
a
parking
issue.
That's
also
an
acute
issue.
That's
going
on
right
now.
B
So
what
if
we
say
that
the
day
or
the
week
after
some
very
short
period
of
time
after
pickle
Plex
opens
that
we
read
that
we
closed
for
the
courts
and
sand
and
reduce
the
availability
of
pickleball
within
the
park
to
basically
half
of
what
it
is
right
now
for
that
interim.
While
we
determine
what
other
real
long-term
solutions
there
would
be,
and
the
four
courts
it
would
use
would
be
the
ones
that
are
closest
to
the
harbor
yeah.
F
F
B
But
what
I
want
to
say
is
this
in
the
process
and
incorporate
that
into
this,
as
as
I
agree
with
Debbie,
this
collaborative
effort
that
we
would
like
to
promote
between
all
three
communities,
the
three
communities
being
the
historic
district,
the
pickle
ballers
themselves
and
us
as
a
city
staff,
so
that
we
can
come
up
with
a
better.
We
might
find
it.
You
know
for
work
really
well
there
and
everybody
can
be.
B
F
Said
it
because
I
think
that
may
cut
the
demand
down
for
the
amount
of
traffic
that's
going
to
be
in
go
Chris,
Park.
The
reason
I
asked
if
the
fencing
is
movable
is
because,
if
we
do
decide
to
put
it
up,
we
could
either
relocate
the
court
to
the
tennis
courts
or
we
could
eventually
possibly
use
Henry
Street
and
it
would.
It
would
be
an
investment
well
worth
having
spent
the
money
on
yeah,
and
so
that
was
the
reason
why
I
asked
that
question.
It
wasn't
wasn't
just
a
flippant
question.
F
H
D
D
H
D
I
I
H
H
I
D
Well,
I'm
hearing:
we
want
to
recap
what
we
have
so
far,
because
I've
heard
pretty
much
everybody
up
here.
Yes,
we
have
one
suggestion
was
to
get
a
group
together
to
look
at
a
more
long-term
solution,
such
as
such
as
the
possibility
of
a
location
called
at
the
west
henry
site.
That's
more
long-term!
I
heard
some
discussion
regarding
as
soon
as
pickle
plex
opens,
or
shortly
thereafter,
a
day
or
a
week
that
we
reduce
the
number
of
courts
at
Gilchrist
Park
from
the
current
eight
down
to
four.
D
Actually
sixteen
down
to
no
eight
down
to
four
eight
down
to
four
and
keep
the
ones
open
farthest
away
from
Retta
I
heard,
possibility
of
putting
in
an
acoustics
type
of
sighting,
which
can
be
movable
if
we
if
we
ever
relocate
and
I,
also
heard
some
discussion
regarding
either
banning
parking
on
the
grass
immediately
or
as
soon
thereafter
pickle
Plex
opens
or
monitoring
the
parking
situation.
If
you
reduce
it
from
eight
to
four
well.
E
E
B
C
D
D
C
F
B
Don't
think
we
should
change
the
nna
and
I
have
another
second
reason
for
it
with
another
kind
of
way
to
do
that,
I.
Don't
think
that
we
should
change
the
order.
I
think
we
should
just
ban
the
parking
right
now
and
not
change
the
order,
put
up
a
piece
of
noise
abatement,
material
and
here's
my
reason
for
it.
My
reason,
for
it
is
it'll,
probably
be
looking
pretty
obnoxious
and
it'll,
keep
forcing
us
to
keep
our
eye
on
the
long
term
solution
to
make
this
right,
instead
of
letting
it
fall
to
the
wayside.
B
This
is
in
a
real
long
term
solution,
whether
it's
to
develop
additional
parkland
or
whatever
we
want
to
do
okay
three
years
ago,
I
just
add
what
Boulder
Colorado
did.
If
you
remember
my
presentation,
they
built
a
big
pit
and
then
built
the
berms
and
then
put
the
pickleball
and
in
the
in
these,
in
these
pits
and
kind
of
beautiful
cuz,
it
fits
within
the
mountains
and
so
forth,
but
that
was
so
that
they
could
put
it
in
the
residential
area.
We
don't
want
to
go
to
that
extent,
especially
with
our
water
table,
but.
C
B
D
C
We
would
have
an
acoustic
fence
or
a
sound
blocking
material.
Maybe
I
should
word
it
that
way:
a
sound
blocking
material
around
the
four
courts
that
could
be
used
than
moved.
Okay.
So
we
know
this
is
a
temporary
solution
that
we
would
ban
the
parking
now
and
that
we
would
have
a
group
that
will
actually
look
for
the
long-term
solution.
D
C
C
E
C
One
of
the
reasons
why
I
was
in
favor
of
the
order
is
shifting
the
order.
It
would
have
us
closing
down
the
area
by
the
pickle
ball
courts
and
we
would,
by
necessity,
then
have
a
complete
moratorium
on
play
all
together,
which
would
also
give
us
an
opportunity.
But
if
we
can,
if
we
can
work
expeditiously
on
getting
a
sound
barrier,
it
may
help
us
get
something.
C
E
C
D
A
D
C
Of
the
conversations
you
and
I
had
was
that
we
wouldn't
get
to
having
a
moratorium
on
any
of
the
play
until
at
the
end
of
this
year
or
beginning
of
next.
But
if
we
shifted
the
priority-
and
you
still
have
to
do
the
utility
work
first,
when
would
you
be
done
with
the
utility
work
so
that
you
would
start
the
parking
work.
D
E
F
I
F
D
C
So
is
the
the
question
I
have
for
jaha
since
you,
this
is
your
district.
He
is
coming
up
with
this
solution,
which
is,
we
all
agree,
a
temporary
solution.
Is
this
a
good
solution
temporary
to
help
soften
the
impact
of
pickleball
play
in
Gilchrist
Park
until
such
time
that
we
can
go
ahead
and
and
construct
if
we
were
to
stay
on
the
current
schedule.
C
C
D
C
E
G
For
the
record
urban
design,
John
LeBeau
urban
design
manager,
the
the
reason
for
the
separation
was
to
keep
the
bathroom
and
the
playground
open
for
as
long
as
we
could.
There
are
no
two
real
projects.
It
is
all
one
project
that
we
phase
to
allow
access
to
all
of
the
amenities
as
many
as
we
can
during
that
time
frame.
So
if
you,
if
you
decide
to
do
the
parking,
we
do
the
parking
and
the
harbor
walk
as
one,
because
there
will
not
be
availability
to
enter
those
amenities
from
the
harbor
walk.

What
I'm
looking
at
here
are
there
four
things
that
we
are
that
we
would
want
to
entertain
a
motion
to
do
so.
Let
me
go
over.
Those
one
is,
and
perhaps
I'll
say
one
is.
We
will
have
a
group
that
will
work
on
a
long
term
solution
and
now
define
who
that
group
is
number
two
we
will
reduce
once
the
pickle
Plex
is
open.
We
will
reduce
the
number
of
quarts
available
from
8
in
two
to
four,
and
those
courts
would
be
the
courts
furthest
are
closest
to
the
harbor
walk.

And
pace
procurement
manager-
I
have
my
breath
now.
If
we
are
gonna
seek
bids
for
the
entire
diameter
or
perimeter
of
the
pickleball
court
that
could
potentially
exceed
our
bid
threshold
of
fifty
thousand,
even
though
we
might
be
asking
for
it,
optional
pricing
just
in
case
for
a
lower
amount.
So
now
it
would
be
a
formal
bid
process,
which
is
a
little
bit
longer,
maybe
about
a
week
week
and
a
half
informal
quote
once
we
get
all
the
specs
from
the
department
to
a
bit
out
well,.

C
The
grass
and
I
would
say
that,
if
we're
going
to
ban
it
on
the
grass,
we
need
to
also
respect
the
homeowners
across
the
street
that
we're
banning
a
tackle
on
the
we're
banning
and
on
the
grass
on
their
right
of
way.
Because
I
think
what's
going
to
happen,
is
people
who
will
then
park
on
the
on
their
lawns.
And
and
so
we
need
to
respect
that.
The
homeowners.
