meetings

listen
constructively.

are

recommend

our

reasons

language

the

meeting.

saddened
by
the
trend
that
I
saw
us
as
a
group
heading
towards

feel
that
we
have
a
very
good
counsel,
and
so
it's
my
desire
to
hold
us
to
a
higher
count
in
our
primary
role,
which
is
the
first
and
foremost
protect
the
health
safety
and
welfare
resonance
I,
truly
believe
that
our
residents
comfortably
enjoy.
They
should
be
able
to
company
enjoy
their
homes.

spirit
remarks
were
based
on
the
premise
that
we
as
a
group,
no
matter
how
different
our
perspectives
are,
always
maintained,
a
moral
responsibility
to
act
in
a
manner
that
protects
the
health
safety
above
our
residents.
I
never
equated

discussion
of
pickleball
with
examples
of
extreme
behavior
that
I
cited.
Rather,
the
point
I
clearly
stated.
My
remarks
was
that
when
government
side
with
perceived
popularity,
an
idea
at
the
expense
of
the
primary
moral
responsibilities,
the
government
has
to
its
citizens
is
further
along
this
path.

To
truly
harmful
acts
upon
a
population
can
result
along
the
same
path
of
placing
ideas
before
residents.
Truly
devastating
results
to
a
community
can
result.
For
example,
if
council
were
to
disregard
current
neighborhood
concerned
about
providing
further
accommodation
to
both
dwellers,
we
incorrectly
termas
liveaboards
in
charlotte
harbor
in
front
of
Gilchrist
Park,
in
the
spirit
of
wanting
to
claim
to
be
the
best
boating
community
in
the
country
and
allow
us
say,
for
example,
unlimited
number
of
24-hour
day
docs
and
provide
free
showers
Wi-Fi
the
boat
dwellers
within
a
year
with
certainty.

community
of
boat
rollers,
who
manifest
right
in
front
of
our
heart
are
parked
because
they
be
able
to
live
essentially
for
free
forever
in
our
Harbor
it'd,
be
very
hard
to
get
rid
of
them
as
it
took
Sarasota
nearly
30
years
to
get
rid
of
theirs.

addition
to
ruining
the
neighborhood
for
residents

already

adversely
affected
by

expanded
permits,
we've
already
provided

city
of
loses

a
small,
clean,
safe,
historic
community
on
the

large
permanent
community

boat
rollers
living

the
harbor.

council,
we
have
increasingly
been
susceptible
to
changing

votes

working
against
actions.

decided

placate
criticism

some
residents
for
making
these
decisions.
This
malleability
in
our
collective
decision-making
makes
us
susceptible
to
voting
to
support
perceived
popularity
at
the
expense
of
the
quality
of
life
of
our
residents
along
these
lines.

voting
on
the
motion
to
allow
residents
living
across

Gilchrist
Park
to
have
a
36
hour
break
from
pickleball
to
receive
notice
in
the
late
afternoon,
two
days
later,
the
we
had
changed.
Our
minds
and
we
were
going
to
have
a
special
meeting
on
that
Sunday
to
revisit
decision
I
felt
that
we
as
a
council
had
crossed
the
line
in
terms
of
siding
with
proceed.
Popularity
of

idea
at

expense
of
the
rights
of
our
homeowners.

also
make
the
point
that,
unlike
what
was
told
to
the
community
on
a
Sunday

suddenly
meeting
my
motion
to
allow

Here,
representing
the
Punta
Gorda
historic
district
homeowners
association
I
am
the
chairperson
of
their
pickleball
committee.
Pickleball,
isn't
the
problem.
It's
social
and
health
benefits
are
undeniable.
Here's
the
problem,
Gilcrest
Park,
is
350
feet
wide
and
the
hole
closest
to
the
courts
is
a
hundred
feet
away.
I
Experts
on
court
design
and
placement,
including
national
pickleball
Association's,
now
recommend
that
courts
should
be
no
closer
than
600
feet
from
people's
homes.
These
facts
are
real,
measurable
and
undeniable
as
well,
and
these
metrics
don't
just
impact
those
in
the
neighborhood
near
the
courts.
I
Proximity
to
the
courts
is
an
issue
for
City
residents
using
the
park
for
purposes
other
than
pickleball
the
parents
and
the
playground
and
the
walkers
and
the
picnickers
and
the
bicyclists.
All
people
have
come
to
the
park
to
actually
enjoy
the
few.
What
is
objection
for
homes
is
objectionable
for
them
as
well
as
it
stands.
The
situation
sacrifices
one
side
of
the
problem
to
the
wishes
of
the
other
sacrifices,
the
well-being
of
those
on
one
side
to
a
well-organized
and
vocal
minority
on
the
other,
but
we
shouldn't
even
be
talking
about
majorities
and
minorities.
I
We
should
be
talking
about
basic
human
rights,
in
this
case
the
right
of
citizens
to
some
peace
in
their
own
homes.
The
city
may
not
be
able
to
guarantee
that,
but
the
city
shouldn't
contribute
to
violating
it.
The
cost
of
pickleball
and
Gilchrist
Park
to
the
neighborhood
and
other
park
users
has
been
high.
The
cost
of
the
city
is
evident
in
the
divisive
nough
sui
witnessed
two
Sundays
ago
and
are
likely
to
witness
to
some
extent
here
again
today.
I
The
problem
will
only
get
worse.
This
pickleball
gets
more
popular
pickleball
players
have
already
gone
on
record
that
the
pickleball
community
will
still
want
the
courts
at
Gilchrist
Park,
even
after
pickle
Plex
is
completed.
So
this
is
a
problem
that
is
not
going
away.
It
never
will
go
away
and
make
it
worse.
I
Without
city
intervention,
the
hol
pickle,
HOA
pickleball
committee
has
provided
the
city
with
two
reports,
one
for
players
and
one
from
non
players
both
of
the
results
of
research
and
months
of
careful
consideration,
all
members
of
many
considered
and
rejected
solutions
involving
quieter
balls
and
paddles
fewer
courts
and
shorter
hours.
For
various
reasons.
These
are
considered
inadequate
or
unenforceable.
I
The
pickleball
players
on
the
committee
recommend
moving
the
pickleball
courts
to
the
tennis
courts
and
adding
noise
abatement,
fencing
and
landscaping.
The
fencing
will
need
to
be
maintained
permanently
and
needs
to
surround
the
courts
completely.
All
four
sides
to
benefit
all
park
users
landscaping
without
fencing
will
not
be
sufficient.
The
non
players
on
the
committee
recommend
removing
pickleball
from
Gilcrest
Park
as
the
only
appropriate
cost,
effective
and
permanent
solution.
You
could
place.
I
Plex,
if
pickle
Plex
proves
inadequate
to
the
Maverick
or
its
attractive
public
and
private
alternatives
at
least
600
feet
away
from
people's
homes
are
encouraged
in
all
districts
of
the
city.
We
hope

you

choose
the
solution
that
will
most
likely
provide
a
cure
for
a
solution
that
has
proven
so
toxic.

its
best

Gilchrist
Park,

neighborhood

playing
pickleball

one

tennis
courts,

one
knew
that
this
was
going
to
be
louder
than
a
ping-pong
ball,
or
a
tennis
ball,
and
in

attempt
to
economically
accommodate
this
new
pastime
pickleball
was
permitted
on
the
tennis
courts.
The
result
was
each
tennis
court
could
now
provide
competition
for
16
active
paddles
on
four
hard
plastic
balls
before
anyone
realized

accumulating
noise

other
towns

outdoor
courts
and
indoor
courts
in
a
sports
park
that
is
four
or
five
times
bigger
than
Gilcrest
Park
and
I
drove
past
the
park.
On
my
way
to
the
meeting
this
morning,
every
parking
space
was
taken.
Cars
were
parked
on
the
grass.

morning
the
courts
were
full
I'm,
certainly
not
against
pickleball,
but
we
could
rack
our
brains
trying
to
find
a
solution
that
doesn't
exist
because
the
courts
are
in
the
wrong
place
and
it's
not
just
about
the
the
homes
that
lives
there.
They
have
basically
taken
over
that
whole
half
of
the
park,
not
just
physically,
but
they.
If
someone
wants
to
go
to
the
park
and
enjoy
the
view,
read
a
newspaper
chat
with
friends.

hear
are

wiffle
balls
hitting
the
hard
rackets
we've
given
over
the
park
to
this
noise.
They

basically
taken
over
that
whole

So
I
have
no
idea

the
solution
is,
but
you

well

people
there

banging
them
with
a
witness
food,
because
they
have
basically
done
that
to
the
park.

I
took
five
different
recordings
of
the
decibel
levels,
both
of
the
pickleball
courts
and
directly
across
the
street
in
front
of
houses.

chose
these
three
houses
for
the
decibel
readings
as
they
are
directly
across
from
and
run
the
length
of
the
pickleball
courts.
I
also
chose
to
do
the
readings
on
Saturday
morning,
because
that
is
typically
the
busiest
time
for
the
courts.

At
the
time
of
the
recordings
all
eight
courts
were
in
use
and
there
are
at
least
26
people
off
the
courts
watching
and
conversing
with
each
other
that
places
the
minimum
amount
of
people
at
the
pickleball
courts
alone
at
62.
People
I
would
also
like
to
point
out
that,
besides
my
bike,
which
I
ride
to
the
courts,
there
were
five
other
bikes
that
belong
to
pickleball
players.
As
a
side
note,
I
would
like
to
point
out
that
public
parks
are
not
limited
to
the
use
of
those
that
live
within
walking
or
bike
riding
distance.

My
findings
are
as
follows:
the
two
separate
decibel
recordings
taken
at
pickleball
courts
totalled
two
minutes
and
11
seconds.
The
average
decibel
reading
of
both
recordings
was
71.7
decibels.
According
to
the
decibel
apps
chart,
a
70
decibel
level
is
considered
as
a
normal
conversation
and
the
75
decibel
level
is
considered
to
be
the
equivalent
noise
level
as
the
inside
of
a
car
based
on
this
evidence
alone,
the
noise
that
the
pickleball
courts
is
not
unreasonable
for
the
noise
level
of
a
house,
let
alone
a
public
park.

I
would
like
the
council
to
note
that
my
recordings
were
taken
as
I
stood
directly
by
courts
with
players
actively
hitting
the
pickle
balls
and
walked
among
groups
of
people
conversing.
Furthermore,
my
recordings
across
the
street
totaled
two
minutes
and
59
seconds.
The
average
decibel
level
of
all
three
recordings
was
sixty-two
point:
zero,
three
decibels.
According
to
the
apps
chart,
a
60
decibel
level
is
considered
a
quiet,
Street
and
a
70
decibel
level
is
considered
normal
conversation.

Therefore,
the
average
noise
level,
the
pickleball
courts,
is
slightly
above
a
quiet
streets,
noise
level
and
well
below
noise
level.
Of
a
normal
conversation.
I
would
like
to
point
out
that
the
Daisy
Red
Rider
BB,
gun
shot
is
at
a
97
decibel
level
and
a
22
pistol
with
the
silencer
shot
is
a
sixteen
decibel
level.
Therefore,
a
pickleball
hitting
off
of
the
paddle
does
not
sound
like
a
gunshot,
let
alone
a
BB
gun
shot.
Clearly,
this
evidence
negates
any
noise
level
complaint.
However,
I
do
have
some
solutions
for
a
compromise.

As
stated
at
the
previous
special
council
meeting,
the
acoustics
has
been
proven
to
reduce
the
sound
from
pickleball
courts.
Another
possible
solution
would
be
to
switch
the
pickleball
in
tennis
courts
as
the
tennis
courts
are
farther
away
and
have
more
foliage
surrounding
it,
which
will
help
create
a
natural
sound
barrier.
I
would
like
to
conclude
by
saying
that
closing
the
pickleball
courts
at
Gilchrist
is
Park
has
not
a
compromise.
It
is
a
court
that
is
accessible
to
family
and
community
members.

issue

the
neighbors

quiet

walkers,
the
dog
walkers,

fish

on
the
pier
the
people

have
picnics
weddings

birthday
parties
in
the

is

shorebirds

flock
the
area
stop
and
take
time
to
notice.
Some
have
questioned
how
about
the
noise
from
the
kids
playground
in
the
play,
the
kids
playing
in
the
playground
as
a
mother
and
found
of
the
group
Friends
of
Gophers,
Park
playground
I
say:
leave
the
children
out
of
this
conversation.

They
have
nothing
to
do
with
pickleball.
However,
I
have
one
point
to
make.
The
playground
was
designed
for
all
children
to
play,
focusing
on
children
with
special
needs,
stop
and
think
about
those
children
who
may
be
sensitive
to
the
constant
popping
sound
of
the
pickleball.
There
were
comments
made
about
the
basketball
and
quartz
and
how
the
noise
is
no
different.
The
sound
of
pickleball
is
different
and
it
is
like
a
toothache
that
doesn't
go
away.
In
my
opinion,
the
options
presented
will
not
solve
the
problem.
I
compare
it
to
kicking
the
can
down
the
road.

council
should
reject
any
type
of
acoustic,
fencing
and
ideas
of
how
many
feet
high.
It
should
be
planting.
Two
rolls
of
thick
shrubbery
around
the
pickleball
courts
will
take

should
be
moved

of
Gilchrist,

council

to
share
our
neighborhood

take
over
neighborhood
and
it's
disingenuous

says
that
they

compromise.

balls
were
supposed

supposed

we

the
pickleball

we
still
have
to
play

is
no
compromise
at
this

have
been
injured.
This
neighborhood
has
been
injured,
we've
been
welcomed
and
welcoming
to
everyone
and
we're
injured
now,
and
they
don't
want
to
discuss
it.

mind,
they've
gone
beyond

pale

interested

a
compromise
because
they're
not
it's
three

I've
ever
spoken

don't
see

compromise

Pickleball
does

belong

park

as
far
as
children,
I've

hear

the
homeowners
association

asked
a
committee
of
people

up

play
pickleball

not
we've

to
the
councilmembers
our
recommendations.

came
together.

made
sense
but,
as
I
said,
listen
I'm
wondering
in
all
of
Punta
Gorda.
We
have
a
bridge
also
that
leads
over
into
another
area.
We
have
County
Commissioners
and
money
parks
in
other
places
across
the
bridge
that
no
one's,
even
looking
to
see,
can
pickleball
expand
beyond
this
particular
place.

allow
people
to
take
over

sharing,
but
to
totally
take
over
what
people
are
saying.
They're
sick
things
are
happening
around
us.
We've
kicked
the
can
things

placed
long

council
members

already
done.
We
had
no
idea
that
we
would
be
reacting

I
say
from
this
point
on:
let's
become
proactive
as
we
work
together
on
the
master
plan,
we've

to
complete
this
area
of
pickleball

about

me
he
couldn't
attend
the
meeting
today's

in
Michigan,

he

letter

name

our

My
wife
is
Yolanda.
We
have
lived
in
Punta
Gorda
since
1976
and
loved
the
city
and
we've
always
enjoyed
the
park
along
the
river.
We
supported
the
development
of
the
park
and
many
other
efforts
by
the
city
to
improve
the
community.

have
spent
20
years
attempting
to
acquire
the
property
we
currently
are
owned
on
Retta
Esplanade
and
have
lived
there
for
23
years.
Since
then,
over
the
past
43
years
we
have
owned
seven
homes
in
PGI
on
three
historic
homes
in
historic
district,
no
most
of
the
mayor's
many
of
the
councilmen
and
women,
many
of
the
city
employees.
We
have
called
the
city
manager
dozens
of
times
only
twice
have
we
called
to
discuss
a
disappointment
in
a
decision
that
the
city
had
was
about
to
make
in
speaking
with
Howard.

Over
the
past
two
years
we
have
had
discussed
the
intense
use
of
the
park
by
pickleball
players.
They
have
overtaken
the
park,
consuming
all
the
parking
for
their
purposes
and
making
it
very
difficult
for
the
families
at
individuals
that
choose
to
fish,
barbecue,
enjoy
wedding
receptions
and
other
activities
with
families
and
friends.
Tennis
has
been
a
part
of
our
Park
for
many
years,
but
has
always
been
a
low-intensity
with
occasional
tournaments
and
lots
and
plenty
of
space
for
all
other
individuals
that
love
our
park.
The
parking
is
out
of
control
the
noises
aggravating.

There
is
no
peace.
We
currently
own
the
largest
residential
property
along
the
park
and
from
nowhere
on
my
property
can
we
escape
the
racket.
Our
properties
for
sale
has
been
shown
numerous
times
and
the
number
one
express
reason
for
not
purchasing
is
the
traffic
out
front
and
the
pickleball
noise
we
will
sell
and
we
will
move
to
a
quieter
location,
but
that
will
not
eliminate
the
problem.
Retta
is
prime
real
estate
frontage
and
should
be
quiet
and
safe
for
pedestrians,
adults
and,
most
certainly,
for
the
children
drawn
to
the
park.

increased
traffic
eliminates
their
safety,
there
will
be
no
parking
available
for
auto,
shows,
music
festivals,
wedding
receptions,
arts
and
crafts
or
other
alternative
usage
plays
said
they
paid
to
redesign
the
courts.
We
taxpayers
paid
to
build
the
courts
initially
and,
and
they
repurposed
they
now
have
multiple
courts
at
Edison
and
at
one
time
they
said
there
would
be.
That
would
be
all
they
would
need
to
relocate.
At
another
time,
I
interviewed
21
of
the
individuals
playing
pickleball
as
to
where
they
lived.

city
and
the
remaining

outside
the
city.

doesn't
the
county?

park
across
the
river
serviced
the
county
and
let
our

noise

options

pickleball
activity

Gilcrest
Park,

on
all

the
controversy
over
pickleball

Gilcrest.
It's
obvious
that
it's
time
to
find
a
resolution
to
the
problem,
no
matter
what
the
decision
some
will
not
be
happy
and
my
mother
used
to
say
you
can't
make
all
the
people
happy
all
the
time.

what's
the
biggest
problem
based
on
public
opinion
and
news
coverage,
noise
seems
to
be
a
primary
issue
with
that
said,
what
makes
the
most
sense
for
immediate
resolution
looking
at
both
the
financial
impact
and
the
positive
relief
for
the
few
neighbors
who
are
bothered
from
all
research
previously
done?
It
seems
the
acoustic
finn's
is
the
most
immediate
answer.
Why?
Wouldn't
we
want
to
give
it
a
try?

the
view
of
the
harbor
be
blocked
from
the
few
neighbors
who
live
close
by
no
will
it
be
impacted,
perhaps
similar
to
what
happened
when
the
Springwood
Hills
Hotel
was
constructed
downtown
the
view
of
the
harbor
from
the
wyvern
and
other
locations
was
somewhat
obstructed,
but
if
you
don't
own
the
land,
you
don't
own
the
view.
The
good
news
for
the
few
neighbors
close
by
Gilcrest
is
that
the
harbor
is
still
very
visible.

that
living
downtown

city
brings
with
it
the
noise
of
cars
and
trucks
rumbling
through
our
neighborhood.
We
chose
to
live
in
the
downtown
and
live
with
the
fact
that
our
community
is

other
residents

eat
and
to
play.
However,
there's
an
expectation
that

is
visitors
to
the
historic
district.

outraged

councilmembers

imagine

feel
