Historic
Preservation
Advisory
Board
in
August
of
2002,
a
name
change

east
Punta
Gorda

tribute
words,

submitted

CRA
back.

the
community
as
a
whole

informed

the
intent
to
submit
the
name,
change
requests
and
were
able
to
give
input,
including
the
historic
overlay
name,
change,
so
that
no
other
community
have
to
experience

voice.

we
recently
placed
on

tribe

community
requests

going
forward

Preservation
Advisory

So
just
the
quick
update.
Why
oysters?
Why
OST
reefs
here?
Why

C?
Well?
We
know
that
oyster
reefs
are
an
extraordinarily
important
component
of
the
estuary
here
in
Charlotte
Harbor.
Ninety
percent
of
oyster
reefs
around
the
Gulf
of
Mexico
have
gone
by
the
wayside.
That's
also
true.
Here
in
Charlotte
Harbor,
we
couldn't
find
a
reference
reef
in
the
lower
Peace
River.
We
know
from
historical
accounts
that
the
lower
Caloosahatchee
in
the
lower
Peace
River
with
were
loaded
with
oyster
reefs.
N

Let
me
go
so
we
don't
really
I,
haven't
seen
any
photos,
love
to
get
a
hold
of
some
photos
of
what
it
looked
historically
here
in
this
area.
These
are
some
examples
from
other
parts
of
the
country
of
what
extensive
oyster
reefs.
Look
like
these
low
profile,
oyster
reefs
I
can
tell
you
that
in
a
couple
of
years
that
we've
had
the
oyster
reefs
in
place
at
tribute
Arbor,
Walk,
they're
loaded
with
invertebrates.
You
see
lots
of
little
blue
crabs
running
around
and
larger
blue
crabs.

You
all
know
the
location
of
it.
Just
a
quick
refresher.
We've
got
three
areas
where
we
have
reefs
that
total
point
0.1
acre
in
total,
we
have
permitted
for
0.25
acres,
so
we'd
like
to
have
a
Phase
two
in
the
near
future,
and
I'll
talk
a
little
bit
about
that
at
the
end.
These
are
all
the
things
we
monitor,
because
we
want
to
better
understand
what
services
this
oyster
reef
brings
to
the
community
as
far
as
how
many,
how
many
oysters,
what's
the
oyster
productivity.

What's
what
are
all
the
other
things
that
live
on
the
reef,
some
of
the
invertebrates
that
live
on
the
reef
and
how
do
this
small-tooth
sawfish,
which
is
an
endangered
species
in
this
area?
How
does
that
react
to
the
reef
in
the
future?
We'd
also
start
want
to
begin
to
look
at
Fisheries
activity
on
the
reef
and
really
quantify
that,
so
that
we
can
better
understand
what
that
brings
to
the
community
in
terms
of
fishery
benefits.

So
so
the
reef
height
in
the
last
year
went
up
and
my
conducts
I
think
are
a
little
dry,
so
they're
not
focusing
as
well.
They
went
up
on
the
mat
on
our
mat
reefs
and
our
bagged
reef.
Our
bag.
Shell
reefs,
the
loose
shell
reefs
lost
a
little
bit
of
height,
and
we
think
that
was
because
of
Hurricane
Irma
when
it
came
through,
because
we
did
notice
a
little
bit
small
of
shale
movement
off
the
reefs,
nothing
significant.

We
had
a
big
concern
this
year
because
it
was
a
really
high
rainfall
year
between
May
and
October.
We
got
70
a
little
more
than
70
percent
of
Nora
above
normal
rainfall.
So
that's
a
huge
amount.
Our
salinity
in
the
river
during
August
was
at
five
parts
per
thousand
or
below,
which
is
sort
of
the
low
end
of
where
Auster's
can
really
survive.
So
we
were
very
worried
and,
and
then
hurricane
Irma
hit.
N
So
we
weren't
sure
what
to
expect
when
we
got
out
here
to
measure
the
reefs
well,
the
good
news
was,
we
didn't
lose
the
whole
reef,
which
was
great.
We
lost
about
30
percent
of
what
we
had
previously
last
year
and
we
expect
to
see
these
environmental
ups
and
downs
because
we
do
Florida
doesn't
have
an
average
rainfall
year
either
we
have
a
lot
of
rainfall
or
too
little.
Rainfall
and
oysters
are
very
adapted
to
this,
but
they
do
get
a
little
compromised
when
the
water
gets
very
low.

All
all
of
the
reefs
performed
pretty
well.
The
matte
reefs
grew
in
size.
We
got
more
oysters
there.
We
lost
some
on
the
loose
shell
reefs
Bank.
Shell
reefs,
we
lost
a
little
bit
as
well
as
I
mentioned.
Overall,
we
lost
about
30%
of
our
live
oysters
on
the
reef,
but
when
you
go
and
look
at
the
reefs,
50%
of
the
oysters
are
dead
recently
dead.
So
what
this
tells
us
is,
even
though
they
were
being
hampered
by
the
low
salinity.

They
were
still
recruiting
new
oysters
and
still
producing
so
as
the
as
the
rainfall
it
becomes
more
favorable
in
future
years.
We
can
continue
to
see
this
grow.
Here's
just
a
graphic
of
number
of
live
oysters
on
the
one
axis
and
the
different
size
classes
of
oysters,
and
what
this
tells
us
is
that
for
the
bag,
shell
reef,
we've
we've
got
a
tremendous
nice
curve
of
different
sizes,
size
classes,
so
we're
and
all
the
reefs
we're
continuing
to
add
new
recruits.
That's
a
good
sign!
The
mat
reefs
it's
more
of
a
flat.

We've
got
a
lot
of
oysters
and
all
of
the
sizes,
but
they're
you
know
they're
kind
of
bumping
along
they're,
not
as
productive
as
the
backshell
reefs
and
then
the
shell,
the
loose
shell
reefs,
they're
kind
of
somewhere
in
between
they're
doing.
Okay.
They're,
somewhere
in
between
the
mat
reefs
and
and
the
bag,
shell
reefs,
so
they're
there
they're
doing
okay
and
then
the
the
photos
on
the
Left
kind
of
show
you
what
the
new
the
new
recruits
look
like
when
you
see
them
in
the
oyster
shell.

These
don't
look
like
the
oysters
you
get
at
the
market
because
there's
no
one
manipulating
them
keeping
them
in
a
nice
configuration
there.
They're
very
oddly
shaped
so
just
briefly
on
the
sawfish
results.
We
had
some
really
exciting
results.
We've
done
the
study
for
two
years
and
I
say
we,
but
actually
it
was
the
Florida
Fish
and
Wildlife
Conservation
Commission.
That
actually
did
the
work.
N
We
just
provided
them
with
some
funding
to
extend
their
work,
but
what
they
found
in
the
first
year,
because
they
had
never
looked
on
the
south
side
of
the
river
to
see
if
the
sawfish
came
over
to
the
south
side
of
the
river.
Well,
lo
and
behold,
the
sawfish
do
come
over
to
the
south
side
of
the
river,
the
juvenile
sawfish
young
of
the
year,
which
are
18
inches
when
they're
born
so
they're
big
to
start
with.

So
now
it's
considered
a
hot
spot
for
the
sawfish
on
both
sides
of
the
river
between
the
two
bridges,
so
that
was
kind
of
exciting
in
year.
Two
we
wanted
to
figure
out.
Well,
are
they
using
the
reefs
now
that
the
reefs
are
there?
Are
they
preferring
the
reefs
to
the
the
sand
flats
in
the
area?
Well,
they
they
could.
It's
not
conclusive.
They
did
show
that
they
used
them,
but
they
couldn't
see
a
distinct
preference,
but
only
five
of
the
tagged
saw
fish
actually
went
over
to
that
side
of
the
reef.
N
So
we're
continuing
the
study
another
year
to
try
and
collect
some
more
data,
but
here's
the
young
of
the
year.
The
reefs
are
on
the
bottom
of
the
screen
and
those
little
white
blobs
and
you
can
see
the
the
sawfish
do
come
near
them
and
in
some
cases,
cross
them.
So
that
was
really
encouraging.
This
is
just
each
color
as
one
individual
fish
during
one
night
when
they
track
them
very
thoroughly
in
the
second
year
studies.

These
are
all
the
fish
together.
You
see,
they
use
the
sand
flats
quite
extensively
and
they
the
reefs
they
use
to
some
extent.
So,
just
two
before
we
get
on
to
questions
I
just
want
to
mention
a
couple
of
things.
So
there's
also
another
experiment
going
on
in
that
area
done
by
a
group
out
of
the
Netherlands
who
are
testing
this,
what
they
call
bz2
substrate,
it's
made
as
a
byproduct
of
potato
chip
manufacturing
and
it's
a
potato
starch.
N
So
it's
completely
biodegradable
and
they've
used
it
in
other
parts
of
the
state
and
found
it
was
very
attractive
to
austere,
larvae
and
oyster
settlement.
So
far,
the
tests
in
this
area
haven't
shown
any
oyster
recruitment.
Maybe-
and
it's
only
been
in
there
a
little
bit
less
than
a
year,
maybe
in
a
year
that
will
change
so
there
they're
still
waiting
to
see
if
that
has
any
usefulness
in
the
Gulf
Coast
of
Florida.

Here,
the
other
things
going
on
I
mentioned
just
really
flea
that
we're
looking
at
we're
just
conceptualizing
at
this
point,
a
phase
to
where
we
would
build
out
to
the
extent
of
our
permit-
and
so
you
know,
of
course,
would
like
the
council,
the
you
know,
weigh
in
on
that,
and
let
us
know
what
you
think
of
that.
I
don't
know
if
this
is
the
appropriate
time,
but
just
wanted
to
let
you
know,
as
as
we
move
forward
to
will
definitely
keep
you
all
informed
about
that.

We
would
probably
use
all
rock
material
all
of
the
limestone
material,
which
is
what
the
shells
are
pretty
much
made
out
of
and
that
way
we
could
avoid
placement
of
any
plastic
into
the
system,
which
would
be
a
big
plus.
They
would
still
be
low-profile
or
Easter
reefs
in
other
parts
of
the
state.
They
use
this
lime
rock
and
it's
very
attractive
to
oyster
libraries.

So
it's
a
nice
method
to
use
and
I
mentioned
that
we
are
continuing
our
monitoring
for
a
third
year
and
we're
going
to
try
and
incorporate
the
fisheries
part
of
that
into
our
monitoring
and
just
to
end
on
a
fun
note.
I
just
wanted
to
mention
I,
always
so
much
enjoy
coming
over
here
for
the
monitoring
days,
because
there's
nothing
like
getting
in
the
river.

You
know
seeing
what's
going
on
and
just
experiencing
it
and
at
the
end
of
our
monitoring
this
last
time
as
the
tide
came
up,
we
couldn't
believe
the
activity,
a
fish
on
the
reef
and
they
were
black
drum
and
we
think
they
were
feeding
on
mature
blue
crabs
which
were
brewed
at
the
edge
of
the
reef.
So
it
was.
It
was
interesting,
I
have
some
on
video
I
wish
I'd
brought
some
today,
so
you
could
kind
of
see
that
activity
in
there
there's
always
a
lot
of
mullet
around
there
and
all
kinds
of
stuff.

Looks
kind
of
like,
if
you
remember
the
big
egg
cartons
that
were
more
square
where
that
have
maybe
two
or
three
dozen
eggs.
It
looks
like
that,
but
it's
white
and
then
they
stack
it
five
or
six
on
top.
So
the
the
little
test
reefs
are
quite
small,
I.
Think,
six
of
them
and
they're
just
monitoring
to
see
what
the
recruitment
is.
They
started
recruiting
muscles
for
some
reason,
but
anyway
they're-
and
this
is
a
group
out
of
the
Netherlands
as
I
mentioned.
So
it's
interesting
process.

The
oysters
can
filter
up
to
50
gallons
of
water
a
day,
so
they're
great
water
cleansing
agents,
they
filter
the
water.
They
make
it
clear
as
well
as
they
actually
take
that
phosphorus
and
arm
sort
of
the
the
nitrogen
out
of
the
system
and
put
it
into
the
sediments,
so
they
they're
a
big
help.
That
way.

quicker

the
dead
fronds
and
the
dead
trees.
They
should
have
done
that
and
they
should
have
done
it
quicker.

know
that,
in
the
mean
time,
they'd
say,
spend
a
lot
of
money
for
the
property
and
they've
put
now
$100,000,
plus
into
the
property
they
they.
They
have
turned
on.
The
electricity
now
and
they've
ordered
the
equipment
for
the

the

Auto
Mall.
That
is
intended
to
to
be
there
and
so
you've
got
their
attention.

too

think

the
city

mercy

allow
this
business
to

its
funds
in
order
to

business

town

business

empty

now

put
to

with

mayor,

he
indicated
that

we'd
like
to
see
some

and
bradstreet

us

institution

does
have

a

location

state

franchises

business

gap
program
had
a
meeting
yesterday.
They
are
off
and
running
the
computers
that
we
are
providing
them
are
very
well
appreciated.
They

entering

areas.

working
directly
with

school
board
to
identify
and
work
with
these
kids
through
their
sociologist.
It
was
a
presentation
actually
by
both
them
and
the
school
board
in
conjunction.
They

also
