and

of
the
water
body
or
500
linear
feet.

if
call
any
point
were
to
consider
seeking
boat
docks,
the
actual
creation
of
the
channel
would
provide
for
them
that
-4
foot
water
depth
adjacent
to
the
channel
at
a
much
less
distance
than
the
500
feet
allowed
by
rule
without
any
kind
of
dredging
activity
in
that
location.

boat
dock
would
actually
have
to
go
out
far
further
than
the
500
feet
allowed

rule
and
would
not
be
able
to
achieve.
The
-4
foot
mean
low
water
minimum
water

city

terms

foot,
maximum
extension

fact
that
by
creating
the
channel,
it
actually
creates
a
greater
opportunity
for
them

secure
boat
docks
in
that
location
than
otherwise.

court
decision,

the
extent

the

riparian
right

a

said

colony
point
and
in
relation

proposed
dredge

riprap

follows

the
riprap
was

western
side
of
colony
point

alignment
of
the
sea
wall.
As
you
get
into
the
southern
portion
that
riprap
that's
there
that
mean
how
long
that
mean
low
water
line
is
maybe
five
feet.
Waterward
of
that
seawall
pretty
much
the
limit
so.

probably
best
described

a
seasonal
lake
because
of
its
water
depth
and
salt
water
generally
being
denser
than
freshwater.
When
we
have
those
anomalous
events
like
hurricane,
where
we
have
a
huge
storm
surge
that
salt

leg
through
the
interconnecting
culverts,
there's
two
culverts
that
connect
the
lake
or
the
basin
with
tarping
canal,
and
so
that
salt,
water
flows
into
that
water
body
and,
of
course,
settles
at
the
lower
elevations
during
the
summer
months.
And
we
have
a
lot
of
rainfall.

There's
a
layer
freshwater
that
dominates
the
upper
levels
because
it's
less
dense
than
then
salt
and
so
again,
seasonally
summer
summertime.
It's
probably
more
fresh
than
salt,
probably
closer
to
brackish
in
the
wintertime.
It's

more
salt
and
fresh
because
of
the
exchange
with
that
fresh
water
at
the
surface,
through
those
culverts
with.

environmental
agencies

there's

incredibly
extensive
environmental
review
that
goes
through
this,
which
includes
an
analysis
of
environmental
impacts

mitigation

needs
to
be
provided
for
those
impacts.

believe
we're
in
compliance
with
comprehensive
plan
and
nothing

an
honorable
person,
a
great
individual

rule
the

Haman's
rule
is
apparently
that
if
there's
a
zoning
issue
before

council,
what
the
objectors

is
wait

hearing

then
file
a

judgment,
action
and
then
come

here
and
then
say
that
we
should
wait
the

one
two

years
before
the
court
decides

amended

expanded
to
a
2040,
comprehensive
plan.

I
moved
here

Minnesota,

we

lived

a
body

water

we

boat
at
the
end

yard

having
company
come
over
getting
on

boat

could
ride
or
take

boat
directly
into
town
directly
to
the
shopping
just
very
much
like
Punta
Gorda.
When
we
actually
moved
here,
we
ended
up
renting
at
Vivante
and
loved
it.
So
much
that
we
we
bought
a
property
in
vivant

Initially,
we
were
very
concerned
because
they
don't
have
dachshund,
they
don't
have
the
ability
to
get
in
the
water,
but
we
saw
that
had
potentially
looked
like
it
should
have
a
cut
through.
We
thought
that
might
happen
in

future.
So
in
the
meantime
we
bought
a
boat
that
we
trailer.
We
keep
it
under
the
building
and
we
figured
it's
no
big
deal,
but
it
is
a
big
deal.

the
bottom
line
is
there
there's
more
more
armored
landings,
there's
more
trailering
facilities
needed
and
the
whole
Punta
Gorda
area
is
growing,
and
it's
only
going
to
become
worse.
So
here's
an
opportunity
where
we
can
have,
even
though
these
docks
are
gonna,
benefit
us
primarily
at
Vivante.
It
will
take
pressure
off
for
every
person
that
has
a
boat
on
a
lift
at
or
on
a
slip
at
Vivante,
potentially
frees
up
one
trailer
parking
spot,
not
just
for
the
residents,
but
also
for
the
guests
that
drive
all
the
way
here
from
other
locations.

is
that
we
are
first
and
foremost
a
boarding,
community
and
I
think
just
about
any
objection
that
I've
heard
can
be
overcome
just
by
realizing
that
we
are
first

foremost
a
boating
community.

property

course

to
have
the
scenery
you
have
to
put
up
with
the
golf
balls
there's.

reflects

reputation

festive
waterfront
cities
surrounded

majestic

Harbor
with
multiple
points

access.
The
harbour
draws:
sailboats
cruisers
sports
fishermen
as
well
as
kayakers

paddle
boarders.
Our
waterfront
amenities
include
full-service,
marinas,
boat
launches
fishing,
piers
and
beautiful
waterfront
parks
and
trails.
We
recently
received
many
accolades,
including
marina
of
the
year
top
ten
places
to
sail
at
number
15
best
yachting
town,
Punta
Gorda
is
also
unique
in
that
many
of
its
residential
lots
are
canalfront.

caught

alligator

nice
people

said
when
my
wife
and

trailer
boat
we're

round
trips
a

we
store
it
backed
up
on

we're
done,
we
go
back
to
where
we
store

come
back

vivant

this

proven
in

It

approved

we
build
them.

those

working

find
a
way
to
open
up
the
lake.
The
lake
just
begs
itself
to
be
opened
and
we
have
always
tried,

we
do,
that,
to
come
up
with
win-win
solutions
both
for
our
neighbors
and
for
ourselves.

When
we
came
up
with
the
design
with
that
going
and
then
turning
right
behind
colony
point
would
be
helpful
to
them,
because
it
would
help
them
build
docks
as
it
turns
out.
That
is
correct.
That's
what
Hans
has
talked
to
us
about.
We
thought
coming
straight
out
where
there's
an
existing
rap
jetty
along
Colony
point.
Drive
is
not
going
to
be
a
detriment
to
those
people
accessing
the
lake,
because
the
lake
is
excuse
me
not
the
lake
accessing
the
harbour
there,
because
the
harbour
is
is
too
narrow
and
there's
an
existing
rap
jetty.

So
it's
kind
of
hard
to
haul
your
kayak
or
anything
across
that
rap.
Jetty
they'd
have
to
go
to
the
back
of
their
property
where
they
do
have
access
through
the
tarpon
canal
and
as
I
mentioned,
we
are
blood
brothers
we've,
the
fill
of
Vivante
Lake
when
they
dug
it
out,
is
what
created
the
Pollack's
lot,
which
is
now
worth
over
a
million
dollars.

This
isn't
the
end
of
it
we'll
be
working
with
the
EPA
and
the
Fish
and
Wildlife
and
the
Corps
of
Engineers,
and
they
will
modify
some
of
the
things
that
we
think
we
have
planned
right
now
and
as
those
things
impact
us
we'll
continue
to
offer
opportunities
with
our
neighbors
to
talk
about
how
we
might
mitigate
that,
we
want
to
continue
to
be
good
neighbors
and
we
look
forward
to
working
through
the
process
with
them.

with
city

Punta
Gorda
goal
to
establish

long-range
plan

infrastructure

place

meet
the
projected
growth
demands.

through
a
new
body
like
boat
slips
are
consistent
with
the
city
of
Punta
Gorda
fiscal
year.
2018
strat
plan
action
item
to
provide
additional
harbour
access
in
PGI
and,
finally,
the
cut
through
and
the
modulate
boat
slips.

The
lots
that
are
not
part
of
the
Avanti
represent
a
29
percent
increase
in
the
number
of
slips
in
the
area
when
compared
to
the
current
public
slips
in
fishermen's
village,
Leslie
Park,
Isles,
Yacht,
Club

burnt
star,
marina,
discounting
bird
star
marina
because
of
its
distance.
The
Avanti
like
boat
slips
represents
a
125
percent
increase
in
the
immediate
Punta
Gorda
slopes.
There
will
be
some
mitigation
or
some
migration
to
vivant
a
lake
of
boats.

Now
in
these
other
locations
and
the
general
impact
is
freeing
up
the
boat
slips
for
use
by
other
residents
of
Punta
Gorda,
so
they
cut
through
and
modulate
boat
slips.
A
line
initiative
aligns
perfectly
with
all
of
the
stated
goals,
missions
and
action
items
and
allows
the
City
Council
to
accomplish
these
with
zero
cost
to
the
city,
while
undoubtedly
increasing
the
tax
base
of
the
city.
This
is
a
unique
win-win-win
situation,

Island,
where
I
was
instrumental

building

hundred
slip
docking
facility

a
clubhouse
for
all
members.
I
am
a
hundred
ton
captain
and
co-chair
of
the
cruising
committee
at
the
Isles,
Yacht
Club
and
it
retired
engineer.

was
clear
to
me
that
the
original
developer
had
intended
for
the
lake
to
be
open
to
the
haba,
given
its
configuration
and
dogleg
leading
through
the
harbor.
Additionally,
I
was
led
to
believe
that
this
Lake
opening
was
permitted
sometime
in
the
past
and
based
on
the
testimony.
I
heard
here
apparently
had
been.

If
one
walks
or
drives
or
boats
or
views
aerial
over
views
of
the
Punta
Gorda
area,
it
is
clear
that
the
overall
concept
of
Punta
Gorda
was
to
be
a
boating
community.
Further,
it
looks
closely
most
single-family
homes
and
multi-family
complexes
that
are
adjacent.
The
waterways
have
their
own
private
docks
I,
currently
keep
my
boat
on
a
dock.
Behind
someone
else's
home
here
in
Punta
Gorda.
It
would
be
great
if
the
vivant

residents
and
the
41
landowners
of
colony
point
could
dock
their
boats
behind
their
homes
as
well.

wife
and
I
have

boating

we
were
kids

the
mid
90s,
we
moved
aboard
our

foot,
catch
and
circumnavigated
the
Caribbean
Sea
from
New
York
to
Venezuela
and
back
visited
mostly
wooden

windward
islands

period
of
three
years.

believe
that
this
qualifies
us

be

Through

class

Academy

manager

was
the

of

the
harbor
is

most
people
live

why
others
would
buy
property

near

water

beautiful

with
that
being

that
are

blocks

harbor

than
they
do
to
my
knowledge
and
nothing.

than
being
out
there

a
part

boating

and

dock

more
than

from
the

one

if

Gorda
Isles
regulations,
moored
vessels
cannot
extend
beyond
35
feet

width
of
the
canal
is
greater
than
125
feet.
My
question
is:
has
anyone
really
looked
at
how
long
their
docks
are?

at
their
revised
plan,
which
is
now
using
the
GM
15
and
not
the
marina
plan
that
you
saw
earlier
and
prior
times
they
visited
you

when
I
was
using
their
scale,
it
looks
like
their
docks,
are
gonna,
be
anywhere
from
100
to
135
feet
in
length
and
that's
what
the
scale
shows.
So
that
could
be
some
large
boats.
The
proposed
255
boat
slips
in
both
bhavanti
is
the
tote
is
larger
than
the
total
of
our
two
city
marinas.

is
a
lot
of
boats,

just
what
boats

commercial
area,
and
it
was
interesting,
the
original
plat
that
they
showed
around
this
body
of
water
that
they're
talking
about

Vivante.

looks
like
that

single
family

small
number
of
lots
compared
to
the
number
of
condos
that
have
changed
over
the
years.

that
makes
a
difference
of
what
used
to
be
a
long
time
ago

docks

pond
that

front

people

property

where
they
had
a
private
condominium.
Now
it's
a
public
drive-through
in
comparison
by
actual
count
of
the
boat
slips
on
tarpon
Inlet

Google

boats
on
that
canal,

gonna

times
the
boat
traffic

we
see
in
our
back
canal

going
to

to

promised
something
that

bought
at
a
lower
price,
paying
lower
taxes.

very
difficult
as
a
single
person
as
a
single
lot,
homeowner
on
an
80-foot,
wide
piece
of
property
to
fight
against
all
these
other
people
who
are
condo
association.
It's
a
very
difficult
thing
to
do.

how
it's

change

quality

What
about
the
people
who
live
in
the
historical
district
is
their
quality
of
life
changed

worse
because
they
don't
live
