Description
Description
B
This
is
not
the
argument
of
the
chicken
and
the
egg.
This
is
the
argument
is,
is
we
have
to
tell
them
what
we
want
to
do
and
what
we
can
do
and
they
will
tell
us
which
one
we
have
to
which
one
there
will
allow
us
to
do
right,
I
mean
they
could
say
we
could,
we
could
risk
in
it.
We
could
choose
to
not
risk
in
it
and
spend
the
more
money.
B
A
B
C
Question
then,
with
the
thirty
thousand
dollars
we're
talking
about
for
the
design
and
engineering.
Does
that
include
last
paragraph?
What
the
city's
recommendation
is
to
approach
a
project
which
would
be
V
skinning
so
for
the
expenditure
to
that
thirty
thousand
dollars.
Will
that
be
a
formal
presentation
saying
what.
A
C
A
I
am
not
100%
familiar,
the
normal
signage
is
seven
to
ten
years,
so
the
vinyl
that
we
have
placed
we
have
several
that
have
at
the
material
that
we're
going
to
use
is
currently
up
there.
What's
up.
There
now
is
a
vinyl
mark,
gearing
has
indicated
it
as
a
vinyl
coating
on
there.
So
we
are
thinking.
They've
lasted
this
long
with
it
minimal
repairs.
A
D
My
question
is
more
to
the
fact
that
we're
getting
ready
to
do
a
master
plan
and
what,
if
something
really
wonderful,
comes
to
our
city
are
we
gonna
have
to
spend
another
hundred
and
fifty
thousand
dollars
to
do.
You
know
like
a
whole
bunch
of
more
signs,
or
do
we
just
go?
Are
we
allowed
to
just
add
something
to
one
sign,
or
is
the
life
expectancy
of
a
sign
according
to
F
dot?
What
we
get
approved
this
time.
A
And
I
really
don't
know,
I
think
the
way
that
they
are
going
to
be
designed
is
going
to
be
in
place
for
quite
a
while.
We've
made
some
changes
on
them
with
just
adding
the
vinyl
sheet,
so
it
would
take
quite
a
few
years.
I
would
think
to
read
change
them
and
make
you
know
come
up
with
something
different.
A
They
will
have
the
new
logo,
which
is
what
we
have
now,
which
is
what
we're
proposing
now
so
I,
don't
see
that
as
changing
the
verbage
that
was
discussed
at
the
past
council
meetings,
that
will
remain
for
the
most
part,
the
same
so
there'll
be
nominal
changes
and
unless
we
go
to
a
completely
different
signage
program.
Well,.
D
A
E
F
F
A
C
H
H
E
I
C
Again,
with
the
as
jaha
as
I
mentioned
there
there,
we
should
have
any
emphasis
on
getting
detailed
cost
of
the
remainder
of
this
project,
the
hooves
us
toe
and
staff
to
move
as
quickly
as
possible
to
come
back
with
with
those
defined
expenses.
So
we
can
get
this
thing
addressed
and
over
with
we
all.
E
C
E
E
D
J
E
E
E
K
This
is
the
second
reading
of
an
ordinance
which
will
read
my
title.
Only
in
ordens
of
the
city
of
Punta
Gorda
Florida
amending
chapter
26,
article
eight
section,
eight
point
three
point:
go
to
code,
providing
exclusions
from
height
limits
for
radio
antennas
and
deleting
provisions
relating
to
a
waiver
from
height
limitations,
providing
for
conflict
and
severability
and
providing
an
effective
date.
E
E
K
Next
is
za
1
0
18,
which
is
the
second
reading
of
an
ordinance
which
I'll
read
by
title.
Only
in
Lawrence
of
the
city
of
Punta
Gorda
Florida
amending
chapter
26,
part
of
go
to
code,
known
as
the

amending
article

parking
and
loading
section.
Ten
point:
three
parking

by
new
subsections
J&K
to
provide
for
optional
electric
vehicle
parking
and
charging
station
facilities,
providing
the
conflict
and
severability
and
providing
an
effective
date.
E
E
No
then
we'll
take
citizens
comments
on
an
agenda.
I
consented
Genda
items
only
that's
the
approval
of
the
minutes,
an
invoice
for
the
legal
department,
the
renewal
of
the
City

agreement,
monthly

and
a
the
utilities
Department

resolution,
accepting
the
bill
of
sale
for
the
Piper

water
main
to
the
city.
Any
comments
on
it
agenda
consent
agenda
items
all
right.
Seeing
none.
Then
we
will
move
into
the
consent
agenda,
move.
E
H
E
Opposed
the
same
sign
motion
carries
unanimously,
so
we
will
move
to
the
regular
agenda
items
we
and
we
will
take
start
off
by
taking
citizens
comments
on
a
regular
agenda
items.
That's
the
award
of
the
agreement
to
marine

group
or
general
marine

services,
appropriation
of
funds
for
project
and
award
of

agreement
for

a

by
the

Alliance,
and
the

I
John

2520
Rio,
Grande,
Drive,
Punta
Gorda
on
behalf
of
the
Punta
Gorda
Boat
Club,
and
the
1,200
users
of
our
building,
we'd
like
to
thank
John
Welsh
and
the
boaters
Alliance
for
the
work
they've
done
to
develop
the
waterfront
master
plan
and
getting
it
done
under
somewhat
difficult
follow-up
work
in
time
for
the
men
overall
master
plan.
So
we
thank
you
for
doing
that.
L
Good
morning
pack
and
Pioneer
Peace
River
Wildlife
Center.
They
say
that
good
things
happen
to
those
people
who
wait
and
we
know
all
about
waiting
at
the
Peace
of
a
while
I
said,
but
through
the
waiting
we
have
been
provided.
Clarity
and
direction
about
our
future
needs
the
number
of
injured
and
often
animal
orphaned.
Animals
continue
to
increase
exponentially
a
rehab
hospital
and
surgical
areas
need
to
grow.
If
we're
to
address
these
burgeoning
numbers,
the
property
under
consideration
by
City
Council
will
enable
us
to
build
a
proper
Hospital
and
surgical
area,
but
equally
important.
L
It
will
allow
us
to
build
larger
cages
and
give
a
space
to
expand,
to
expand
more
and
more
appropriate
caging
that
will
facilitate
speedier
recovery
and
result
in
more
successful
outcomes.
As
a
byproduct
of
moving
these
services
out
of
ponce
park,
we'll
be
able
to
reduce
the
size
of
the
building
and
pond
saving
considerable
amount
of
money.
L
We
will
be
allowed
to
build
larger
enclosures
for
our
current
residents
provide
a
more
intimate
experience
for
our
visitors
and
allow
us
to
provide
more
exhibits
with
perhaps
larger
mammals.
We
are
grateful
to
the
City
Council
and
the
city
staff
for
their
continued
support.
We
are
grateful
to
the
community
and
we
are
grateful
to
our
volunteer
and
supporters,
as
well
as
our
building
team,
which
includes
a
DJ,
ADG,
architectural
design,
tolls,
cooperation
and
wilder
engineer.
Thank.
M
E
G
K
Certainly
is
the
prerogative
of
the
City
Council
to
allow
a
citizen
more
time
if
he
citizen
asks
for
it,
it's
not
appropriate
for
people
to
come
up
and
give
their
time
to
somebody.
So
it's
it's
sort
of
a
matter
of
semantics,
but
if
you
feel
like
you'd
like
to
give
this
gentleman
more
time
after
the
three
minutes
have
expired,
that's
a
council
prerogative
like.
Oh
that's,.
N
N
Today's
agenda
has
a
slide
with
six
bullets,
showing
what
the
boors
Alliance
says
are
our
concerns
for
the
record.
We
have
17
page
report,
those
six
bullets
are
incomplete
and
they
inaccurate
and
they
certainly
don't
represent
our
position.
If
you
want
to
know
what
our
position
is,
it's
in
the
17
page
report,
I
don't
have
a
lot
of
time.
I'm
gonna
key
on
a
few
two
key
issues.
First
issue
is
long
term,
both
the
Walters
and
long
term,
both
storage
off
Gilcrest
Park.
N
This
was
not
a
problem
before
we
put
in
the
dingy
docks
or
the
diggy
docks
went
in
the
waterfront
was
was
basically
clear.
I'm
not
saying
there
were
no
boats
out
there,
but
very
few.
The
many
problems
associated
with
long
term,
both
dwellers
and
both
storage
are
detailed
in
our
report.
They
include
bolts
that
are
derelict
that
sink
the
break,
free
or
dragged
their
anchors
and
end
up
a
ground
or
banging
against
the
seawall.
N
Speaking
of
boats,
the
garage
this
morning,
there's
a
new
boat
aground
I
have
a
picture.
The
picture
is
actually
in
our
report,
because
this
boat
has
been
anchored
out
there
for
years,
and
it's
now
a
ground.
The
caption
on
our
report
that
we
had
again
not
new.
This
isn't
from
today
is
stored
boat.
It's
been
there
for
years,
a
failure
waiting
to
happen.
Well,
it
happened
this
morning.
It's
in
the
flats
between
official
notification.
It's
in
the
flights
between
Gilcrest
landing
and
fisherman's
village.
N
N
One
of
the
things
we
haven't
put
in
our
report
is
that
last
Thursday
we
had
one
of
the
both
Wohlers
who
chose
to
parade
around
on
deck
in
his
birthday
suit.
We
haven't
given
you
pictures
of
that
guy.
Thank
you,
but
if
you
want
to
check
it
out
naked
guys
boat
is
the
boat
that's
closest
to
the
children's
playground.
N
We
didn't
have
any
these
problems
before
the
dinghy.
Docks
in
the
solution
is
really
easy.
Take
out
the
dinghy
docks
are
charged
for
their
use.
Issue
number
two:
the
bars
Alliance
wants
another
more
infield.
We
have
a
mooring
field.
The
East
mooring
field
has
not
been
a
success.
We've
got
42
mooring
balls
in
the
East
boring
field
in
FY
18.
N
We
averaged
two
to
three
boats
per
night
over
the
course
of
the
fiscal
year
in
2017
it
was
less
than
two
bolts
per
night,
given
that
we
have
43
mooring
balls,
some
say
that
the
East
mooring
field
was
built
in
the
wrong
place
because
of
the
bridges.
However,
it's
available
to
all
power
boats
in
the
small
sailboats,
the
only
people
who
can't
use
the
East
moon
for
a
Eastbourne
field
are
large,
sail
boats
missing
from
the
boaters
Alliance
master
plan
to
establish
a
mooring
field.
The
Florida
DEP
requires
what
they
call
upland
amenities.
N
This
typically
means
bathrooms
showers
allowance
laundry.
Basically,
it's
a
visiting
boaters
Clubhouse,
it's
not
in
their
report.
I.
Don't
know
why
it's
not
in
their
report.
Do
they
not
understand
that
that's
a
requirement
or
are
they
just
choosing
to
bring
it
up
after
the
master
plan
is
approved?
I,
don't
know,
we
estimate
the
cost
of
the
West
mooring
field,
including
upland
manatees,
is
between
1
million
and
two
million
dollars
right
now,
Hollywood
Florida
is
establishing
a
morning
filled
with
29,
mooring,
balls
and
the
required
up
in
the
humanities.
N
They
just
increased
their
estimate
from
one
point,
eight
to
two
million
dollars.
The
HOA
is
opposed
to
a
West
mooring
field,
because
another
mooring
field
is
not
needed.
Building
on
the
YMCA
Boat
Club
site
would
be
very
expensive.
Waterfront
park
property
in
Gilcrest
Park
is
too
valuable
to
effectively
give
away
two
out-of-town
voters.
We
don't
see
a
spare
one
to
two
million
dollars
in
Dover
calls
budgetary
and
Economic
Analysis,
but
if
the
city
does
have
a
spare
one
to
two
million
dollars,
we
would
rather
see
it
benefit.
N
The
citizens
of
PUD
Agora
been
spent
on
a
visiting
boaters
Clubhouse
for
auto
town
boarders,
wealthy
enough
to
own
a
large
sailboat.
Anything
new
on
the
YMCA
ballclub
sites
should
focus
on
Gilcrest
as
a
community
park
may
be
a
fountain,
certainly
plantings,
something
serene.
We
should
respect
the
parks,
historic
character
and
promote
a
plan.
That's
economically
feasible.
We
shouldn't
spend
money
that
we
don't
have
on
things
that
we
don't
need.
Thank
you
thank.
E
You
excuse
me,
we
don't
the
rules
remind
the
audience
that
the
rules
of
conduct,
we
don't
clock,
applaud
or
are
cheer
for
other
people
that
are
speaking.
We
respect
each
person
and
their
ability
to
get
up.
There
are
other
people
in
the
audience
that
may
not
agree
with
that.
So
we
want
everyone
to
feel
that
they
have
the
the
freedom
to
be
able
to
express
themselves.
Thank
you.
So
much.
O
O
I'd
like
to
come
in
on
the
pickleball
committee,
my
recollection
is
the
council
discussions
on
the
committee
included
a
consensus
that
at
least
two
of
the
members
be
pickleball
players.
That's
not
reflected
in
any
of
the
minutes
or
agendas
that
came
out
after
that.
However,
it
seems
quite
logical
that
some
of
the
members
of
the
committee
be
pickleball
players,
not
just
casual
players,
but
ones
that
are
intimately
involved
with
a
pickleball
community.
O
They
should
be
knowledgeable
all
aspects
of
the
sport
and
aware
of
the
idiosyncrasies
of
what
makes
a
good
pic
of
all
committees
good
pickleball
facility.
It
also
makes
sense.
They
belong
to
the
600
members
piece
of
a
Pickler's
organization.
The
handful
of
committee
applicants
have
Lissa's
themselves
as
pickleball
players.
J
Skillet
corn
I'd
like
to
comment
on
the
Border's
align
owners,
Alliance
I,
think
it's
an
outstanding
job.
Implementation
of
that
would
bring
tremendous
benefit.
We
are
a
water
community.
We
should
be
welcoming
our
visitors
and
think
of
the
economic
benefits
we
can
gain
is
from
that
as
well.
Thank
you.
Thank.
E
P
E
I
make
a
request,
yes,
that
you
try
to
speak
loudly
I.
Think
these
microphones
that
are
on
the
podium,
the
podÃa.
They
don't
pick
up.
People's
voices
very
loudly,
so
I
know
that
sometimes
when
you're
speaking,
it's
I
have
to
really
listen
and
I.
Don't
I'm,
not
hard-of-hearing
and
I
have
to
really
intently,
listen
and
I.
Think
that
I.
My
concern
is
that
there
are
other
people
in
this
room
that
may
have
the
same
issue.
So
if
we
can
make
ask
everyone
to
speak
up,
it
would
be
helpful.
P
The
agreement
will
be
time
and
materials.
We
have
negotiated
an
hourly
rate
with
the
contractor
and
also
unit
prices
for
the
jackets
for
the
piling
projects
that
will
be
coming
coming
forth.
There
will
be
also
a
markup
of
7%
in
addition
to
the
contractors
cost
for
any
incidentals
and
hardware
that
would
be
necessary
for
that
project.
We
anticipate
the
annual
spend
will
be
approximately
$200,000
if
there
is
one
addition.
P
P
H
J
E
P
Correct
staff
is
requesting
appropriation
of
funds
for
the
alligator
Creek
project,
the
pedestrian
bridge
project,
the
total
project
the
this
will
be
for
particularly
the
awarded
the
agreement
for
the
CEI
services
to
k
ccs
of
tampa
florida.
The
total
project
were
estimating
the
CEI
services
to
be
approximately
250,000.
The
we've
based
that
as
a
not
to
exceed
contract
based
on
the
hours
for
the
alligator
bridge,
project
and
closeout
and
getting
the
project
started.
This
will
be
a
not
to
exceed.
P
It
will
be
billed
on
a
monthly
basis
with
backup
material
for
the
actual
costs,
so
it
will
be
an
actual
not
to
exceed
the
engineer
of
record
cost
were
estimating
$5,000
for
a
DNAR,
ignorin
Campbell
for
an
engineer
of
record
services.
In
addition,
there
will
be
material
testing
that
we
have
an
existing
contract
that
we
piggy
back
from
from
Lee
County
for
the
material
testing
firms,
so
we
will
utilize
that
contract
for
the
material
testing
during
the
project.
Construction
has
been
estimated
at
eight
hundred
and
thirty-five
thousand
dollars
based
on
the
engineers
cost.
P
We're
asked
his
staff
is
asking
for
a
ten
ten
thousand
dollar
contingency
budget.
On
top
of
the
engineer
of
records,
estimate
for
the
construction
of
the
bridge,
the
grant
funds
that
we
are
receiving
for
from
FDOT
from
the
son
trail
agreement
is
seven
hundred
and
eighty
two
thousand
dollars.
Therefore,
the
additional
funds
that
we're
asking
to
appropriate
is
two
hundred
thousand
for
the
pedestrian
bridge
and
then
appropriation
of
125
again
for
the
alligator
project
from
one
percent
sales
tax.
P
So
staff
is
recommending
the
award
of
the
CEI
service
contract
to
k
ccs
of
tampa
and
we're
again
asking
for
the
appropriation
of
funds
for
the
project.
The
appropriation
of
funds
for
the
construction
of
the
project
is
based
on
the
engineer's
estimate,
so
we
are
getting
ready
to
put
the
bid
out
on
the
street
for
the
the
bridge
project
we
received
f,
do
FDA's
approval
of
the
construction
bid
yesterday.
So,
if
that
does
exceed
the
engineer's
estimate,
we
will
come
back
to
Council
for
additional
appropriation
of
funds.
