Description

A
C
Dear
father,
in
heaven
we
ask
that
you
bless
our
meeting
today
and
uplift
our
thoughts
so
that
we
may
communicate
with
each
other
with
a
deep
understanding
of
the
needs
of
those
we
serve.
We
give
grateful
thanks
for
the
friendship
this
association
offers
us
and
the
inspiration
which
we
receive
from
each
other,
that
respect
for
others,
and
there
are
ideals,
be
our
gut
standard,
may
thy
grace
be
with
the
council
and
their
appointed
staff
and
guide
them
in
fulfillment
of
their
duties
and
decisions,
amen.
D
D
Now,
therefore,
the
City
Council,
the
city
of
Punta,
Gorda
Florida,
does
hereby
proclaim
March

Is
the
archway
Institute
for
mental
health

addictive
disorders?
A

based
in
st.
Louis,
Missouri,
convinced
to
support,
advocating
and
actively
participate
in
promoting
a

whereas
the

to
reducing
the
stigma
surrounding
these
disorders
by
helping
educate
and
bring
awareness
to
individuals,
families
and
community
at
large
and
whereas
archway
institute
will
provide
financial
assistance
where
possible,
to
individuals
in
punta
gorda
area
who
want
to
be
in
recovery
program
but
do
not
have
the
financial
resources
available
and
whereas
the
archway
institute
will
sponsor
the
fourth
charity.

of
the

being
donated
to
the
Charlotte

individuals
who
want
to

used
as
scholarships.
And
it's

at
Bernstorff

and
whereas
the
education
awareness
materials
surrounding
these
issues
will
be
over
5,000
individuals.
G
In
this
area,
through
various
media,
now,
therefore
it
be
proclaimed
on
March
17th
2018
shall
be
known
as
city
upon
the
quarters.
Archway
Institute
for
mental
health
and
addictive
disorders
day
passes
will
be
adopted
in
a
regular
session.
The
seventh
day
of
March
2018
Rachele
Keesling
there
and
I'm,
giving
this
to
dan-and-jenn
snuggly.
H
A
I
First
of
all,
we
want
to
thank
City
Council
and
all
the
support
we
get
from
the
community.
This
is
our
fourth
year
where
we
were
5
years
old,
so
we're
still
a
young
organization.
This
is
our
fourth
year
of
work
in
Punta
Gorda,
and
we
will
and
hit
this
5,000
people
for
education.
We
are
doing
a
number
of
seminars
to
clubs
around
here,
like
Juana's
rotary
drug-free,
Punta
Gorda.
I
We
also
have
helped
many
caregivers
in
this
town.
People
are
with
the
stigma.
People
are
nervous
about
asking
for
help
and
we
get
calls
every
week
from
this
community
asking
for
information,
financial
resources
and
sometime
it's
in
this
community,
sometimes
their
loved
ones
in
a
different
state,
and
we
help
them
find
resources
in
that
state.
I
Last
year,
at
our
golf
outing,
the
citizens
created
a
Charlotte
County
Hope
Fund,
it's
now
up
to
ten
thousand
dollars,
and
we
use
that
money
to
give
out
as
scholarships
in
Charlotte
County
for
either
getting
into
a
treatment
center
or
getting
into
a
structured
aftercare
program.
And
in
the
first
quarter
of
this
year,
archway
has
been
able
to
give
out
17
thousand
dollars
worth
of
scholarship
money
and
it's
typically,
our
scholarships
are
five
hundred
dollars.
People
can't
pay
their
deductible
or
they
can't
pay
their
first
month's
rent
and
a
sober
living.
I
A
J
J
For
the
last
two
years,
I've
been
proud
to
serve
as
a
trustee
on
the
general
employees
pension
board.
During
that
time
the
pension
has
grown
and
remained
strong.
Our
assets
are
up
and
our
liabilities
are
down
working
with
our
actuary
Foster
and
foster.
We
designed
the
first-ever
forward-looking
30-year
projection,
seeing
what
the
city
contributions
would
be
under
various
scenarios
in
terms
of
performance
actuarial
assumptions
that
sort
of
thing-
and
we
found
it
very
helpful,
so
I'll
I'll
pass
that
along
and
around
we've
also
lowered
investment
expenses
in
the
in
the
general
employees.
J
D
K
A
L
A
Your
mics
okay,
first
we're
gonna,
take
citizens
comments
on
CRA
agenda
items
only
which
would
be
the
project
status
report
the
approval
of
the
minutes
of
the
last
meeting
and
illegal
invoice.
Would
anybody
like
to
speak
on
CRA
business,
okay,
seeing
none
we're
gonna,
take
a
photo
for
the
CRA
report.

The
restrooms
by
the
playground
plans
have
been
received
and
approved
so
now
the
bid
package
is
being
prepared,
so
procurement
can
place
it
out.
So
hopefully,
if
we
get
some
good
bids,
we
can
start
that
construction,
June
July
and
the
Lamar
letter
of
map
revision
for
the
plate
restroom
by
the
pavilions,
becomes
effective.
June
29th.
However,
we're
not
waiting
for
that.
We
we're
gonna,
develop
the
scope
of
work
and
get
a
contract
for
that.
So
we
can
get
that
design
started
well
before
the
loam
RV
becomes
effective.
D
D
H
H
H
H
The
library
we're
almost
done
with
the
fill
there
is
no
hole
anymore.
What
we're
doing
is
now
raising
even
higher
to
match
the
building
site.
That's
all
that's
all
we're
doing
there.
There
is
no
hole
anymore
and
we
should
be
ready
and
the
county
is
ready.
The
bids
are
all
in
approved
and
they're
planning
to
start
construction
in
April.
So.
H
A
A
A
M
A
Have
a
motion
a
second
to
approve
the
invoice
all
in
favor
aye
opposed
carried
unanimously.
Next,
we
have
citizens
comments
on
CRA.
Would
anybody
like
to
speak
on
the
Community
Redevelopment
Agency
now
would
be
the
time
take
this
podium
over
here
state,
your
name.
You
have
three
minutes.
Anybody
like
to
speak
on
any
business
within
the
Community
Redevelopment
Agency.
D
G
N
C
C
A
A
O
And
this
is
the
first
reading
of
an
ordinance
which
I'll
read
by
title:
only
an
ordinance
of
the
city
of
Punta
Gorda
Florida,
granting
a
non-exclusive
franchise
to
waste
management,
Inc
of
Florida
a
Florida
corporation
to
operate
and
maintain
certain
supplemental
waste
collection
services
in
the
city,
setting
forth
conditions
providing
for
city
regulation
of
its
operation,
maintenance,
payments
and
service
contains
certain
prohibitions,
prescribing
penalties,
providing
for
conflict
and
severability
and
providing
an
effective
date.
Thank.
P
You
good
morning
for
the
record
Michaela
Finkel
paralegal.
This
is:
we've
had
an
ongoing
franchise
agreement
with
me
waste
management.
For
years
they
provide
some
supplemental
service
to
the
city,
the
dumpsters
roll
off
service.
The
previous
agreement
expired
in
September,
we
missed
it
and
then
it
was
brought
to
our
attention.
So
we
are
just
asking
to
grant
a
10-year
franchise
to
waste
management.
P
H
A
A
Have
a
motion
a
second
to
approve
GA
0
2-1
8,
all
in
favor,
aye
opposed
carried
unanimously.
Thank
you.
We
have
no
quasi-judicial
public
hearings,
but
we
do
have
the
emergency
ordinance
to
lift
the
ban
on
medical
marijuana
treatment,
dispensing
facilities.
So
we'll
take
citizens
comments
on
that.
If
anybody
is
here
to
speak
on
that
emergency
ordinance
now
would
be
the
time
it's
not
a
public
hearing,
but
we'll
take
citizens
comments.
You.
O
A
O
You-
and
this
is
an
emergency
ordinance
which,
already
by
title,
only
an
ordinance
an
emergency
ordinance
of
the
City
Council
of
the
city
of
Punta,
Gorda
Florida,
repealing
ordinance,
1877
17
adopted
August
23rd
2017,
which
established
a
ban
on
medical
marijuana
treatment
center,
dispensing
facilities
within
the
city,
limits
of
Punta
Gorda
for
a
period
of
12
months,
providing
conflict
and
severability
and
providing
for
an
effective
date.
You.
B
O
A
A
O
B
A
Have
a
motion
in
two
seconds
to
approve
this
emergency
ordinance
all
in
favor
aye
opposed
carried
unanimously.
Thank
you
for
that
consent
agenda.
We
have
one
two
three
four
items:
we
have
approval
of
the
minutes,
the
monthly
litigation
report
and
Janette,
and
then
the
new
fees
for
renting
the
park
facilities.
Does
anybody
have
anything
they
want
to
pull
citizens
comments
on
consent,
agenda
items?
Would
anybody
like
to
speak
on
the
four
items
that
are
on
the
consent
agenda?
A
A
Next,
we'll
move
into
our
regular
agenda
so
now
would
be
the
time
to
speak
on.
Basically,
everything
left
here
today,
so
that
would
be
the
items
under
the
budget
which
is
award
of
a
contract
change
to
Hans
Wilson
for
the
Charlotte
Harbor
additional
access,
the
Harbor
walk
pier
at
the
Justice
Center,
the
tre
view
woods,
existing
name
initiative,
funding,
prioritization
list,
the
continued
discussion
of
building
height
in
city
center
zoning
district,
the
speed
limit
sign
discussion,
those
items.
A
F
F
I'll,
try
to
keep
going.
Okay
and
I
have
overheads
that
I'll
ask
you
to
not
not
yet,
but
in
just
a
moment,
I'm
dawn
kid
well.
I've
been
a
resident
of
Punta
Gorda
for
20
over
20
years.
I
was
an
engineer.
I've
been
an
engineer
for
51
years.
A
professional
engineer
for
over
35
I
want
to
talk
about
building
height,
be
very
clear:
I
am
supportive
of
more
height
than
the
downtown
area.
I
think
we
needed
to
build
it
out.
I
think
that
additional
height
is
good
for
the
economy.
We
need
here.
F
As
the
paper
said,
the
other
day,
96
is
too
high.
50
is
not
high
enough.
The
point
I'm
wanting
to
talk
about
today
is
not
the
actual
height,
but
the
methodology
at
which
you're
developing
the
new
standard
I'm
very
concerned
at
the
last
presentation
that
there
is
misleading
graphics
and
if
you
can
show
the
first
drawing
these
are
not
professionally
generated
computer
drawings.
These
are
just
some
working
documents.
That
I
think
will
illustrate
my
point.
The
these
are
to
scale
and
50
plus
years.
I
can
use
a
scale
and
come
up
of
it.
F
F
Turtle
Club
right
there,
the
drawings,
then
I
took
from
the
last
presentation
scaled
it
out
and
what
they
were
saying
was
something
that
looked
about
like
this,
which
didn't
look
terrible.
It
was
over
80
feet
high.
But
what
disturbs
me,
the
verbage
that
was
in
the
discussion
did
not
match
the
drawing
this
drawing
had
about
16
foot
first
floor
and
10
feet
every
floor.
F
F
F
F
A
L
Q
And
I'm,
representing
the
homeowners
association
of
Punta
Gorda
I,
would
like
to
talk
in
terms
this
morning.
No
dealing
with
the
tribe
you
woods,
I
think
that's
the
next
part
that
we're
speaking
of
some
of
the
items
that
are
to
be
made
improvement
in
that
particular
area.
We
had
spoken
in
terms
of
drainage
looking
at
the
different
sidewalks
that
have
never
been
completed
in
the
50
years.
I've
been
here,
we'd
like
to
have
those
things
done.
Also
the
lighting
we
had
been
promised.
Q
Q
R
K
Sam
Castronovo
to
6
142
feather
sound
Drive,
Punta
Gorda
speak
to
the
speed
limit
signs
that
we
are
being
proposed.
I
think
there
already
enough
speed
limit
signs
in
the
city.
Jordan
says
the
specifics.
Speed
limit
for
all
streets
that
are
not
signed
and
I.
Think
that's
adequate.
A
case
in
point
would
be
it's
not
your
your
area,
but
on
Jones,
Loop,
Road,
just
east
just
west
of
Cemetery
Road
there
is
a
55
45
mile,
an
hour,
speed
limit
sign
within
a
thousand
feet.
K
There's
a
35
mile
per
hour,
speed
limit
sign
the
police
said
right
there
and
do
their
ticketing.
So
it's
not
yours,
but
you
might
want
to
talk
to
the
county
about
that
one
and
then
my
other
comment
is
in
these
areas
were
you're
talking
about
it.
There
are
a
significant
number
of
Vietnam
veterans
and
it
says
instead
of
spending
the
money
on
the
speed
limit
signs.
K
S
Good
morning,
Harvey
over
at
city
of
Punta
Gorda,
two
favorite
topics
for
the
City,
Council,
signage
and
building
light
on
the
on
the
sign
is
particularly
for
speeding
signs.
The
information
in
your
counselor
package
is
exactly
right.
A
number
of
those
treats
that
travel
every
day.
There's
not
one
speed
limit
sign
on
Bal
Harbor,
Boulevard,
heavily
traveled
Road,
there's
only
one
speed
limit
sign
on
the
key
estar
and
that's
right
by
the
Shell
station.
As
you
enter,
kids
talk
from
41
going
westbound.
Those
are
highly
traveled
roads,
frequently
heavily
speeded.
S
If
you
will,
that
needs
to
be
some
more
modest
signs,
but
at
least
as
a
reminder,
you
know
it
could
serve
to
slow
people
down
as
a
reminder
for
that.
If,
if
a
person
went
to
court
contested
a
citation
say
on
Bal
Harbour
Boulevard
for
speeding-
and
there
was
no
speed
limit
sign
up,
that
person
would
likely
win
his
his
objection,
his
or
her
objection
to
it,
because
there's
no
supposes
people,
even
though
we
understand
that
the
standard
speed
limit
on
city
streets
is
30
miles
an
hour.
S
T
T
It
would
be
a
good
place
for
people
to
slow
down,
especially
because
there
are
a
lot
of
people
crossing
the
streets,
and
the
second
thing
I'd
like
to
speak
on
are
the
the
harbor
walk
behind
a
Justice
Center
that
pier
the
estimate
came
in
at
120,000
dollars
to
replace
that
I
think
that
that
money
could
be
much
better
spent
by
working
on
an
extension
of
the
or
walk
to
the
Veterans
Park.
That's
right.
There.
People
are
drawn
away
from
that
Park
in
way
from
the
Vietnam
Wall,
because
there
is
no
easy
way
to
get
there.
T
U
U
It
didn't
suit
us
when
we
found
Punta
Gorda.
We
actually
selected
it
because
of
the
small-town
feel
because
there
wasn't
any
high
huge
high-rise
buildings
in
the
downtown
area,
and
my
wife
and
I
would
like
to
you
know,
keep
it
a
small
town
as
much
as
we
could
so
I
we're
not
in
favor
of
a
hundred
and
one
hundred
foot
building
in
the
downtown
area.
V
Wendy
Miller
I
have
I'm
in
every
zone
except
five.
I
have
a
few
questions.
I
want
to
know
if
the
attention
is
being
directed
to
one
property,
but
the
rest
of
the
public
isn't
aware
that
it
is
the
entire
city
center
zoning
that
being
much
larger
property
than
most
may
realize
if
you're
it
within
the
city
center.
Well,
all
these
zoning
rules
apply
will
the
height
limits
apply.
V
V
A
W
Rachel
don
sabattini
for
the
record
I
know
that
statistically
I
think
it's
every
eight
years,
50%
of
the
residents
of
Punta
Gorda
turn
over
so
I.
Think
some
more
signs
for
the
speed
limit
is
an
excellent
thing,
because
we
need
to
keep
communicating
to
our
new
residents
and
then,
as
far
as
the
building
height,
the
discussion
is
building
height.
It's
not
stories
so
I
think
it's
important
that
we're
crystal
clear
to
our
citizens
and
our
developers
that
it's
going
to
be
height,
and
that
makes
it
easy
for
every
understand
what
the
terms
of
engagement
are.
A
H
Is
well
within
my
purview
to
sign,
but
I
thought
we
would
bring
it
in
front
of
you.
The
Corps
of
engineer
is
requesting
our
engineering
consultant
to
look
at
couple
alternatives
to
the
preferred
route,
and
so
just
so,
the
public
is
aware
that
the
Corps
has
not
approved
the
preferred
route,
yet
they
hopefully
may
eventually.
So
we
need
a
couple
more.
Our
engineer
needs
to
look
at
some
more
alternatives
and
that's
gonna
cost
a
little
extra
money,
and
so
that's
the
only
reason
it's
in
front
of
you.
A
So
the
total
I
mean
it's
a
little
confusing
here
under
funds.
The
total
is
eighty
nine,
fifty
yes,
okay,
so
you're
just
saying
here
where
the
monies
are
it's
just
where
the
funds
are.
So
it's
still
part
of
the
loan
that
eventually
we'll
be
moving
back
when
the
special
benefit
is
the
special
assessment
areas
as.
A
X
Good
morning
mark
Gary
Public
Works.
This
is
budget
item
for
the
I.
Some
folks
have
referred
to
it
as
a
fishing
pier,
but
it's
more
like
an
observation
deck.
It's
not
it's
connected
to
the
harbor
walk,
but
you
don't
physically
walk
on
this
to
travel.
The
harbor
walk
that
the
pier
is
in
very
bad
shape.
The
the
three
outer
pilings
have
collapsed
and
it's
fallen
down
into
the
mud
and
we're
looking
for
a
hundred
and
twenty
thousand
dollars
to
replace
this
as
a
fishing
pier,
it's
really
not
functional
the
water,
their
water
depth.
A
B
B
B
A
Would
agree
with
that
because
we
have
needs
at
veteran's
park
still
we
haven't
completed
everything
that
we
need
to
do
there,
which
I
would
think
is
a
higher
priority
than
this.
My
only
concern
with
this
it's
kind
of
like
a
maintenance
issue
like
it's
very
shallow
there,
and
that's
probably
one
of
the
reasons
why
the
cost
is
so
high
to
drive
piling
I
would
I
would
think
I'm,
not
an
engineer,
but
I
do
live
with
it.
That's.
A
It
does
thinking
after
a
while,
but
I
would
guess
that
the
expenses
in
the
storm-
you
know
it's
out
there-
I
asked
if
it
was
storm
related
and
part
of
it
was,
but
it
was
in
bad
condition
even
before
that
so
I
would
I
would
I
mean
I
if
we
could
just
cut
it
off
right
there
and
still
have
a
little
lookout
place.
I
would
be
in
favor
with
that,
if
that's
in
good
condition,
but
to
spend
another
hundred
thousand
I'm
I,
don't
think
it's
good
use
of
funds.
Nancy
yeah.
D
I
would
agree
if
we
could.
We
don't
need
that
whole
big
area,
but
just
another
place
where
you
could
at
least
get
through
the
mangroves
to
see
what's
on
the
other
side,
because
that's
something
that
people
want
to
do
but
to
have
a
whole
big
deck.
That's
big
enough
to
have
an
event
on
of
some
sort.
I,
don't
think
it's
necessary.
So
I
would
agree
that
we
could
probably
save
a
lot
of
money.
N
I'm,
through
with
everybody,
my
biggest
concern
here
now
is
I'm,
not
so
sure
that
we
need
this
either
but
I'm
working
here
or
the
huge
liability
issue
for
the
city.
I
can
just
vision.
My
little
two-year-old
son,
a
grandson
who's
visiting
me
right
now,
falling
through
the
railing
or
somebody
tripping
on
the
deck
and
and
a
viable
lawsuit,
so
I
think
whatever
we
do
and
I'm
for
probably
eliminating
it,
but
we
need
to
do
it
soon.
B
H
N
G
A
H
B
A
G
A
G
But
one
thing
was
gets
was
saying:
I
walked
that
maybe
two
weeks
ago,
and
it
does
take
you
back
away
from
the
Veterans
Park.
So
at
some
point
you
may
want
to
think
of
some
way
that
if
you're
on
Harbor
walk
that
you
can
get
there
cuz
right
now
it
takes
you,
but
behind
the
harbor
walk
condos
over
there
right.
A
Now
the
issues
gonna
be
the
the
court
security
and
their
plans
to
block
off
that
Street,
and
you
know
they
both
they.
They
really
wanted
us
to
close
portions.
That's
their
existing
now
for
security
reasons,
so
I
think
we
could
float
it
and
find
out,
but
the
chances
of
that
could
be
very
slim,
probably
maybe
after
they
get
their
security
improvements,
we
could
yeah.
D
V
G
A
X
Don't
know
we
don't
have
any
right
away
there.
This
downtown
flooding
mitigation
project.
We
obtained
an
easement
for
that
area
to
get
our
pipes
through
I
mean
I,
also
like
to
add
that
the
the
veterans
parking
area
that
we're
working
on
now
with
general
car
has
a
sidewalk
extension
that
goes
along
the
parking,
that's
in
the
theme
of
continuing
that
through
and
that
would
be
constructed
through
the
through
their
project
as
well.
Okay,.
X
A
Y
Good
morning
for
the
record,
Mitchell
Austin,
an
urban
design,
I
apologize
for
my
voice,
mohel
under
the
weather,
so
City
Council
directed
us
to
look
at
the
the
infrastructure
needs
in
relation
to
the
Tribune
woods
initiative
funding
and
we
looked
at
three
things:
we
looked
at
drainage,
sidewalks
and
lighting
and
we'll
took
a
look
at
the
existing
sidewalk
network.
There
are
approximately
4.9
miles
in
the
existing
system.
There's
limited
connectivity
to
adjacent
commercial
areas.
Y
If
we're
looking
at
completing
the
existing
sidewalk
network
point
four
miles
of
the
of
the
un--
of
the
gaps
are
contemplated
to
be
completed
as
part
of
Punta
Gorda
pathways
project.
So
those
are
highlighted
in
blue
on
the
map.
There
alone,
Cooper
Street
and
Virginia
Avenue
that
remain
leaves
unfunded
gaps
of
approximately
3.8
miles,
which
we've
calculated
to
be,
and
this
is
a
planning
cost
estimate
of
1.5
million
dollars.
Y
Yes,
the
only
light
on
that
street
is
coming
from
the
porch
light.
Okay,
approximately
eighty
to
ninety
percent
of
the
area
does
actually
conform
to
the
city
of
Punta
Gorda
residential
standards
for
street
lighting.
However,
it's
important
to
note
that
this
area
is
a
mix
of
residential,
commercial
and
transitional
streets.
So
there's
a
typically
from
a
crime
prevention
there,
environmental
design
perspective
or
septet.
Y
Y
We
would
be
adding
approximately
fifty
lights
at
a
cost
of
around
three
hundred
fifty
dollars
per
month.
Option
B
would
be
to
go
in
and
design
some
system
of
decorative
street
lighting,
costing
anywhere
from
half
to
one
million
dollars,
and
that
would
be
dependent
upon
the
standards
used
as
to
whether
we
were
lighting
just
putting
lights
on
one
side
of
the
street
or
on
both
sides
of
the
street.
A
Y
A
A
The
way
that
works,
because
then
you
would
be
directly
connected
into
the
Cooper
Street
Merc,
correct,
right,
yeah,
I
think
we.
We
definitely
need
to
look
at
it
and,
like
you
said,
with
the
mixed
mixed,
neighborhoods
and
traditional
and
you
know
residential
commercial
uses.
We
definitely
have
already
said
that
we
want
it
to
look
like
the
rest
of
the
city.
So
I
think
we
need
to
undertake
the
analysis
and
see
what
they
come
up
with
a.
