morning
for
the
record,
I'm
chief
Pam
Davis,
with
the
Punta
Gorda
Police
Department,
and
today
we're
gonna,
discuss
adding
speed,
limit
signs
to
some
of
the
streets
and
Punta
Gorda
Isles.
So
since
I
began
with
the
police
department
back
in
the
beginning
of
January
have
had
numerous
numerous
complaints
about
speeding
and,
in
conjunction
with
the
complaints,
were
complaints
about
not
having
speed
limit
signs
in
the
community.
So
we
did
various
traffic
enforcement
details
throughout
the
community
and
consistently
found
mainly
on
aqui
esta.

We
just
have
speeders
on
the
kia
stop
and
when
the
officers
would
pull
the
drivers
over,
they
did
not
know
the
speed
limit
because
they
said
there's
no
speed
limit
signs.
So
since
we
do
have
part-time
residents
who
live
in
other
states,
half
the
time
during
the
year
transient
drivers
who
work
in
PGI,
we
have
visitors
from
other
areas,
I
believe
it's
important
for
us
to
use
traffic
control
devices
such
as
speed
limit
signs
to
let
them
know
what
the
speeds
are
in
these
residential
areas.

know
they
I
think
that
we
do
have
to
have
it
posted
in
our
communities
that
the
speed
limit
is
30
miles
an
hour
and
I
think
that
it
is
going
to
curb
some
of
the
speeding
that's
happening
in
there.
Therefore,
it
is
the
recommendation
of
the
Punta
Gorda
Police
Department,
that
the
city
of
Punta
Gorda
installed
some
speed
limit
signs
and
the
thoroughfares
and
a
few
of
the
feeder
streets
that
are
in
PGI.

You
know,
traffic
safety,
quite
frankly,
is
Public,
Safety
and
I.
Think
it's
going
to
reduce
some
of
the
speeding
like
I,
said
captain
norm
NARS
here
he's
going
to
go
over
some
of
the
areas
that
were
making
recommendations
and
show
you
where
we
don't
have
signs
which
he'll
explain
these
maps
to
you
and
and
some
of
the
recommendations.

So
after
we
did
a
traffic
study,
we
realized
that
the
only
speed
limit
at
sign
on
aqui
esta
is
I'm
Baynard
Street!
That's
when
you
first
turn
right
and
off
of
41,
and
it's
only
heading
west
into
PGI.
There
are
no
signs
for
people
that
are
coming
out
of
PGI.
So
with
that
said,
we
were
trying
to
keep
the
science
to
a
minimum
and
the
best
areas
that
we
determine
it
can
be
used
is
arm
putting
another
speed
limit
sign
on
aqui,
esta
just
west
of
Magdalena
Drive.

That's
a
big
cut
through
for
people
coming
off
of
Tree
Street.
So
then,
that
way,
when
they
turn
it
turn
right
on
tukya
start
heading
west,
there's
a
speed
limit
sign
there,
advising
them
of
it
and
then
putting
another
one
right
in
front
of
Fire
Station
three
right
there
as
anyone
who
comes
off
of
Bal
Harbour
and
are
gonna
head
east
on
a
Kia,
stop
back
towards
41.
There's
a
speed
limit
sign
there
that
will
educate
them
of
the
speed
limit.

We
also
received
some
complaints
on
Albatros
drive
and
we
determined
that
two
good
locations
would
be
X
on
Albatros
drive
one
just
as
you
turn
off
on
off
of
Bal
Harbour
heading
into
the
bird
section.
There's
some
vacant
area
there.
You
could
put
a
sign
right
there
and
then
putting
one
down
by
whippoorwill
Boulevard
as
people
come
off
whippoorwill.

We
also
saw
that
there
were
no
signs
on
west
Olympia
now
people
who
go
on
Marion,
Avenue
and
split
off
and
stay
on
on
West
Olympia,
Avenue
heading
east.
There
are
no
signs,
educating
I'm
going
to
speed
limit,
so
I
figure
right
there
by
the
split
by
Maude
Street
would
be
another
good
location
for
for
the
sign.

We
received
numerous
complaints
on
Coronado
Drive
and
there's
not
one
single
speed
limit
sign
there.
That
is
another
cut
through
that
people
utilize
to
get
to
aqui
esta
figure.
You
could
put
one
down
by
West
Marion
for
the
southbound
traffic
and
one
closer
to
aqui,
esta
for
all
northbound
traffic
and
I'll,
be
it.

I'm,
a
technical
question:
is
it
maybe
our
engineer?
Can
you
install
a
speed
limit
sign
on
a
post
that
has
another
sign
or
not?
Is
that
do
they
have
to
be
independent
of
because
we
already
have
a
lot
of
sign
I?
Think
when
we
took
a
lot
of
the
speed
limit
signs,
it
was
because
we
had
so
many
sign
posts
after
sign
post
that
it
was
visual
clutter.
Is
there
any
way
to
incorporate
the
speed
limit
sign
on
some
other
existing
sign
post,
the
Florida.

answer

that,
but
I
would
think
on
its
own
post.
The
majority
of
these
locations,
probably
don't
have
a
suitable
post
currently

years
ago,
when
we
did
removed
a
lot
of
signs,
there's
not
many
out
there
that
would
host
an
additional
speed
limit
sign.
You
want
to
put
the
sign,
we're,
certainly
not
at
an
intersection.

like
the
neighborhood
watch
signs,
we
have
a
lot
of
those
on
the
neighborhoods

Don't
know
that
they're
necessarily
on
those
streets
because
they're
more
like
in
the
in
the
in
the
neighborhood
roads,

have
a
lot
of
those
I'm.
Just
thinking
like
something,
that's
not
not
a
traffic
sign,
but
we
do
have
a
lot
of
other
signs
that
are
just
have
been
there
for
a
really
long
time.

was
thinking.

had

feedback
from
people
in
the
community.
Obviously,
from
this
being
on
the
council
agenda,
I
was
asked
to
have.
You
also
take
a
look
at
Magdalena,
since
that
is
a
major
feeder
road
that
goes
north
and
south
and
also
Ryan,
Boulevard
and
Susie,
because
that
feeds
into
the
Southwest
segment
of
PGI.

Well,
I
could
pretty
much
answer
those
questions
right
now,
Ryan
Boulevard
would
be
simple.
You
would
need
two
more
signs.
You
would
need
one
down
by
lacasa
Island
for
people
that
are
heading
west
and
then
one
right
off
of
Carmichael
for
people
that
are
going
to
be
going
east
towards
lacasa
Island
and
that
will
cover
both
directions.

Asked
me
about
it
actually
frequently
walks
at
the
intersection
of
Magdalena
and
Shrieve
and
indicated
that
there
was
a
lot
of
people
that
are
doing.
New
York
stops
at
the
stop
at
the
4-way,
stop
sign
and
sliding
through
it
without
coming
to
a
complete
stop
and
that
and
that
when
they
should,
they
try
to
cross
the
street
walking
or
with
their
dogs
or
whatever
that.
There's
a
lot
of
people
that
just
kind
of
blow
through
that
intersection
and
then
go
speeding
down
Magdalena.
So
I
just
brought
it
up
for
food
for
thought.

intersections
like

said
a
Kista
and
Magdalena.
It's
not
when
you
first
turn
right
on
there.
You're
gonna
have
to
put
a
little
ways
up,
because
people
are
paying
attention
to
traffic,
so
you
want
to
give
them
a
little
bit
to
get
their
bearings
and
then
they'll
see
that
sign
same
thing
with
mod.
It
would
actually
be
east
of
mod
so
that
anybody
coming
off
mod
and
then
people
paying
attention
at
an
intersection.
They
focused
back
on
that
sign.
They'll,
see
it
shortly.

unless
the
sign
is

unless
the
speed
limit
is
different
than
what
the
standard
speed
limit
would
be,
there
really
is
no
requirement
for
posting
ignorance
of
the
laws.
No
defense
we're
supposed
to
know
what
it
is.
So
if

were
merely
informing
the
public
with
respect
to
something
that
they
are
supposed
to
already
know,
I,
don't
think,
there's
any
decline
in
enforceability.

out

fisherman's
village

areas
where
there
are

lot
of
signs
that
would
be
ideal.

people
would
take
notice
of
it
now.

put
up
the

have
to

careful

friend
came
and
was
very
upset
about
us
painting
the
shara
on
the
road
in
front,
and
it
wasn't
really
even
in
front
of
his
houses.

fact
that
we
painted

road

vicinity
of
his

I
think
if
we
could
do
that
in
some
places
where
it's
in
a
more
highly
traveled
area

not

the
residential

sensitive

five
new
terms
on
the
donation,
Review
Committee,
that
will
be
three
members
of
the
Historic
Preservation
Advisory
Board.
They
are
going

meeting
and
we'll
bring
those
to
you
for
confirmation,
and
then
we
have
two
three-year
terms
for
local
agency
representatives
to
be
appointed
by
City
Council,
and
we
do
already
have
applications
for
those
also

vacancies.

next
we
have
policy
and
legislation.
I
have
a
couple
of
things:
I
did
attend
the
public
hearing
of
the
CRC
on
Monday
in
Cape
Coral.
It
was
very
interesting.
They
have
37
active
proposals.
This
is
a
two
pager,
but
I
just
wanted
them
to
put
it's
all
available
online
at
FL,
CRC
gov,
there's
two
pages
here
of
the
37
active
proposals
and
they
have
rule
number
4.5.

The
greyhound
issue
I
have
to
tell
you
is
quite
big
and
quite
interesting
that
people
on
both
sides
of
it
were
there,
and
it
was
very
interesting
to
see
so.
They
will
be
meeting
in
closed
session
after
all
of
their
public
hearings,
and
then
they
will
announce
what
proposals
will
actually
be
put
on
the
ballot.
I
think
they
probably
could
bring
seven
or
eight,
possibly
the
other
thing
legislatively.
You
know
this
week.
Amendments
are
being
filed
to
every
bill.
Some
of
them
are
good.
Some
of
them
are
bad.

The
CRA
amendment
got
put
back
on
Matt
Caldwell,
so
that's
in
contention
right
now.
The
election
bill
passed,
which
really
doesn't
affect
us
but
affects
other
cities
and
they're
still
talking
about
the
Marjory
Stoneman
Douglas
school
security
bill,
which
I
did
provide
some
information
through
the
Florida
League
of
Cities
because
they
wanted
to
know
how
their
cities
handle
their
school
resource
officers,
so
I
I,
because
they're
there
in
that
bill,
there's
additional
funding
for
more
school
resource
officers.

So
the
league
just
wanted
to
know
how
different
cities
have
their
school
resource
officer
program
set
up,
so
they
can
promote
flexibility
in
the
language.
Should
the
money
come
through
that
you
know
if
the
city
wanted
to
provide
more
of
our
officers
in
the
school
that
we,
we
would
be
able
to
do
that
so
they're
working
with
the
legislature
and
getting
how
different,
how
different
scenarios
work
out,
because
they
said
the
Palm
Beach
County
school
system
actually
has
their
own
police
force.
Much
like
a
college
like
Florida
Southwestern
has
their
own
deputized
officers.

County
school
system
actually
has
their
own
police
force.
So
they're
trying
to
take
everybody's
scenarios
into
account,
so
I
did
provide
information
to
the
league
on
our
interlocal
agreement
with
the
school
board
on
our
school
resource
officers
in
our
three
schools.
As
far
as
the
other
stuff
legislatively
mostly
right
now
is
budget
and
school
safety,
so
we'll
see
how
it
pans
out
by
next
week.

know
some
more,
but
the
CRA
language
got
put
back
in
and
you
know,
while
ours
RCRA
is
kind
of
at
the
end
of
its
useful
life.
This
will
really
restrict
new
CRA
s
from
being
formed
and
it
will
affect
it'll
affect

ways
that
the
monies
can
be
spent.
So
I'm
sure
the
Florida
Association
of
counties
is
paying
attention
to
it
too,
because
the
county
has
three
pretty
active.

pretty
young
CRA,
so
we'll
see
how

of
that
pans
out.

officer
that
was
in
charge
of
the
school
the
day
of
the
demonstrations
by
Cole
and
two
other
officers
at
the
Punta
Gorda
those
middle
school
in
May

this
year

May

last
year.

reason
I'm
asking

questions
is
because
I've
gone
to
the
police
department
to
get
information
and
I've
been
told
that
by
one
officer,
an
officer.

you
from
discussing
and
among
yourselves.

not
think
it's
an

for
your

suggest

take

look

what's
going
on
in
Traverse
City,
they
had
a
referendum,
what
set
a
maximum
height
and
it's
been
litigation
after
that

litigation.

might
just

point

have
an
interest,
but
might
be,
it
might
be
worth
your
while
just
to
take
a
look
at
what's
going
on
there.

approves

ordinance

changes

name

the
trip,
you
woods
historic
overlay
to
some
other
name,
we
can
then
redo
the
wayfinding
signs
that
we
currently
have,

they

will
be
putting
historic,
district
and
included
in
our
redesign.

playground

I
walk

there
again
this
morning
and
there's
still
no
crosswalk,

was
considering,

down

getting

gallon

paint

cross
walk

part

crosswalk
