From YouTube: City Council Meeting 04-17-19 Part 2
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
So
then,
after
the
futility
of
those
meetings,
Howlett
iski
suggested
that
I
paid
for
an
acoustical
study.
As
you
said,
it's
most
definitely
a
briefs
and
noise
ordinance,
but
unfortunately
I
have
to
prove
it
so
I
paid
a
PhD
$100
an
hour
to
help
me
do
research,
her
name's,
Lisa
Moyes
was
in
Melbourne
for
I,
said:
I
only
want
individuals
that
are
ranked
in
the
top
five
in
the
country,
and
this
is
a
pretty
bright
lady.
That's
what
I
got
so
I
called
the
different
individuals
and
I
decided
on
mr.
A
Fortunately,
just
passed
away,
but
the
point
is
just
I
spent
$10,000
or
more
on
the
study
on
the
third
and
fourth
of
March
and
2017,
on
the
advice
of
an
attorney
and
to
the
best
of
my
knowledge,
no
one
knows
heard
a
word
about
that.
All
right
now,
you're
going
out
and
you're
spending
money,
I
found
through
help
again
a
third
party,
PhD
I,
said:
I
went
through
five
in
the
country.
Don't
send
any
anybody
else
never
met
this
man
before
he
never
heard
of
pickleball.
He
came
down
here.
A
He
did
a
study
for
two
days.
I'm
gonna
have
that
passed
out
to
him
by
the
way
the
studies
aren't
line
it's
buried,
but
it's
online
and
I
have
a
copy
of
it.
The
bottom
line
is
I.
Do
all
the
things
I'm
playing
by
Marcus
of
Queensbury
rules?
I've,
never
done
anything
too
inappropriate
without
a
gentleman
wouldn't
do
in
the
meantime,
I'm
not
even
being
able
to
be
representative
the.
A
A
And
I
got
nothing
from
city
reps
I
got
no
I
got
absolutely
nothing.
It
was
all
support
on
their
pickleball
and
I'm,
paying
at
250
an
hour
and
I
called
the
meetings.
So
one
of
the
gentlemen
finally
said
you
know
he
said
Bernie.
Would
it
help
if
we
move
the
courts
up
to
the
east
side
await
further
away
from
it
and
I
immediately
said
no
I
see
they're
missing
the
whole
point.
They
don't
belong
there,
it's
just
going
to
make
it
worse
for
them.
A
Now,
that's
not
something
that
someone
says
who's
doing
just
the
things
for
themselves.
You
actually
care
I
said
better
for
me
absolutely,
but
it
still
wouldn't
solved
the
problem
and
I
said
no,
and
the
only
thought
I
had
was
an
instantaneous
brief.
Is
that
I
have
the
then
mayor,
the
city
manager,
an
attorney
and
what
gives
him
the
authority
to
just
say,
I'm
going
to
move
it
and
they
didn't
say
a
word.
Not
a
peep
I
can't
even
get
a
meeting
by
myself
and
the
East
tell
me
with
the
management
city
manager.
A
A
To
make
a
decision
knowingly
to
harm
other
people's
lives
and
I
grew
up
with
sports
and
I
told
him
that
I
don't
look
it
now,
but
I
was
a
captain
of
a
football
team.
That's
ranked
one
of
the
top
15
winningest
programs
in
a
country
like
that
was
a
coach
next
played
small
college
football,
I,
lettered
and
they'd.
Give
me
a
ball
and
I
played
it.
So
I'm
certainly
not
adverse
to
it,
and
it's
not
about
that.
It's
about
putting
anything
in
Gil
Scripps
park
or
any
other
residential
area
that
shouldn't
be.
A
A
First
time
I
came
to
go,
Chris
Park
was
42
years
ago
and
then
also
I
did
research
with
the
Planning
Commission
until
they
started
sick
with
me
or
of
me
from
2:30
2:30
in
1995,
and
then
all
the
way
through
to
2007
and
there's
nothing
in
there
about
building
anything
and
I'm,
not
doing
what
it
did
it.
So,
if
I,
if
you
can't
trust
what
they
write
down
and
what
that
do,
you
do
I.
A
I
want
to
leave
with
this,
and
that
is
you
know
all
I
want
is
the
truth,
the
truth
because
it
hasn't
been
told
yet
and
it
will
be
told
and
when
it
comes
through
the
truth,
it
doesn't
matter
how
many
people
attack
it
maliciously
or
how
many
people
attack
it
because
of
fear
or
what
other
personal
agenda
may
have.
The
truth
is
going
to
come
out
it's
there
and
that's
what
I
want,
because
this
is
wrong,
not
just
for
me
and
I'll
leave
it
at
that.
Thank
you
very
much.
Thank.
B
C
Can
you
hear
me
from
here
we
can
hear
you,
okay,
great
okay,
all
right,
so
this
is
the
finding
I'm
just
reading
a
little
bit
of
it.
So
Kristin
C
content
admitted
by
pickleball,
is
concentrated
over
a
range
of
roughly
5
under
2000
Hertz,
which
corresponds
to
the
most
sensitive
range
of
the
human
auditory
system.
Frequency
zat,
which
human
hearing
is
most
sensitive.
C
The
impulsive
nature
of
the
noise,
combined
with
the
specific
frequency
content
pitch,
produced
the
noise
that
is
highly
annoying
and
disruptive
to
humans,
as
we
are
more
sensitive
to
impulse
noise
than
steady
state,
steady
straight
noise.
Note
that
if
the
offensive
noise
is
generated
by
the
paddle
strike,
even
a
single
game
of
pickleball
generates
disruptive
noise.
Multiple
games
of
pickleball
occurring
excuse
me
simultaneously.
Do
not
increase
the
noise
level.
Just
the
frequency,
which
was
the
noise,
occurs.
C
The
analysis
of
the
study
data
and
he's
submitting
this.
The
key
findings
regarding
this
noise
emitted
by
Gilcrest
park
are
as
follows.
One
the
pickleball
noise
exceeds
the
limit
set
forth.
An
objective
science-based
community
noise,
noise
ordinances
as
promulgated
by
communities
similar
to
Punta
Gorda
to
the
pickleball
noise,
exceeds
accepted
US
and
international
standards
and
guidelines
such
as
those
produced
by
the
United
States
Environmental,
Protection,
Agency,
World,
Health
Organization
for
community
and
environmental
noise
emissions
and
levels.
C
Three,
the
pickleball
noise
significally
increases
the
community
noise
levels
relative
to
existing
ambient
noise
levels
and
the
relationship
between
community
noise
increase
and
human
impact.
Annoyance
is
well
established
in
a
scientific
body
of
knowledge.
For
the
pickleball
noise
creates
a
human
health
risks
as
the
link
between
certain
types
of
noise,
which
includes
the
type
of
noise
emitted
by
pickleball,
and
the
risk
of
hypertension,
heart
disease,
etc
is
well-established
five.
C
There
are
no
effective
means
other
than
in
closing
the
entire
pickleball
court
in
a
well-designed
building,
but
reducing
the
noise
admitted
by
the
pickleball
courts
such
as
noise
walls,
barriers
or
screens.
Although
these
types
of
solutions
are
frequently
suggested,
they
are
not
effective
for
reasons
of
fundamental
physical
physics,
I'm
sorry
and
will
not
reduce
the
noise
to
acceptable
levels.
D
B
F
While
reviewing
the
potential
development
within
the
airport,
protection
overlay,
district
staff
discovered
Scribner
sayers,
along
with
the
omission
of
the
definition
for
approach
zone,
which
is
pertinent
to
any
future
development
in
the
area.
So
staff
is
proposing
this
amendment
to
correct
these
issues
by
adding
the
definition
of
approach
zone
and
removing
the
prohibition
of
the
ability
to
transfer
density
to
properties
within
the
approach
zone.
However,
however,
properties
within
the
runway
protection
zone
will
keep
the
restriction
of
being
used
as
its
ending
site
only
and
will
be
prohibited
from
becoming
a
receiving
site
transfer
density.
F
G
H
The
record
Mitchell
Austin
urban
design
so
as
described
here
that
the
way
that
the
erdan
ordinance
is
currently
written,
there
are
some
minor
scriveners
errors
which
changed
the
actual
nature
of
the
protection
within
the
ordinance.
The
revisions
that
are
proposed,
bringing
the
ordinance
into
line
with
the
model
regulations
that
were
that
were
proposed
by
the
state
for
municipalities
to
adopt
to
provide
this
protection
within
the
legislation.
So
the
way
it's
written
now
is
the
intended
are.

K
F
Good
morning,
Lisa
Hannon
signing
official
and
they
have
been
sworn
I,
would
like
to
enter
the
staff
report
in
its
entirety
into
the
record
by
reference.
The
purpose
of
this
proposed
amendment
PDO
119,
is
to
provide
for
signage
for
the
military
heritage,
museum,
which
is
relocating
to
the
site
from
its
original
location
and
fisherman's
village.
The
fisherman's
village
location
provided
tremendous
visibility.
F
Significant
walk-in
traffic
was
generated
from
patrons
visiting
fisherman's
village
for
the
restaurants
and
shopping
who,
upon
passing
the
museum
spontaneously
decided
to
stop
in
for
a
visit.
The
museum
still
must
attract
similar
walk-in
traffic
at
its
new
location,
requiring
signage
and
displays
that
will
catch
the
attention
of
pedestrians
and
automotive
passerby.
The
plan
development
amendment,
if
approved,
will
permit
specific
signage
and
displays
and
expand
an
existing
approved
parking
area.
The
site
currently
has
five
existing
five
polls.
Our
code
permits
a
maximum
of
three
flag,
poles
and
two
flags
per
pole
to
be
displayed.
F
A
sixth
flagpole
is
requested
to
be
added
to
the
site.
The
six
flag
poles
will
are
designed
to
display
a
five
from
each
branch
of
the
military
and
the
American
flag.
The
seven
banners
proposed
will
vary
in
size
and
location
and
will
be
changeable
to
allow
for
advertisement
of
the
military
heritage
museum,
both
permanent
and
temporary
exhibits
indoor
and
outdoor
banners
are
customary
advertising
and
marketing
tool
for
museums
across
the
country.
The
amendment
also
includes
a
future
expansion
of
existing
parking
areas
along
with
reconfiguring
drive
aisles
and
the
ability
to
remove
the
existing
security
building.
F
If
needed,
staff
recommends
approval
with
the
following
conditions
that
all
banners
must
be
maintained
without
missing
letters,
fading
or
being
tattered
or
torn,
and
any
changes
to
the
parking
configuration
under
a
removal
of
this
security
building
will
require
building
permit
prior
to
construction
or
demolition.
Punta
Gorda
del
development
review
committee
and
planning
commission
also
recommended
approval
of
the
request.

N
Wexler
with
Macquarie
law
firm,
representing
the
military
heritage,
museum
Inc,
which
is
requesting
a
modification
to
an
existing
plan,
development
neighborhood
to
add
signage
and
expand
parking.
The
original
plan
development
was
approved
several
months
ago.
At
the
time
a
museum
was
included
as
an
approved
use
and
in
fact
we
spoke
about
it
at
the
hearing,
because
we
knew
that
we
were
already
in
negotiations
with
the
military
heritage
museum
to
be
able
to
house
them
in
this
location.
N
Once
the
museum
secured
the
space
and
the
terms
of
the
lease
were
finalized,
it
turns
its
attention
to
what
would
be
required
to
make
this
location
successful.
The
old
Fisherman's
Village
site
provided
a
tremendous
amount
of
walk
and
traffic
from
people
whose
primary
intent
was
to
visit
Fisherman's
Village,
not
to
visit
the
military
Harwich
museum.
There
is
not
likely
to
be
a
whole
lot
of
just
drop
by
walk-in
traffic
at
this
location.
N
Therefore,
the
new
location,
our
signage
and
displays
to
attacked,
attract
the
attention
of
pedestrian
and
automotive
passers-by,
as
well
as
to
provide
information
on
what's
inside
if
they
do
choose
to
stop.
To
that
end,
the
military
heritage
museum
is
requesting.
Six
flag,
poles:
you
saw
that
picture
I
think
I've
got
to
appear.
My
photos
didn't
come
out
as
good
as
hers
and
I.
Don't
know
why
he's
in
the
same
program
they're
requesting
six
black
bag
flag,
poles,
five
of
these
flag,
poles
are
existing
and
predated
the
approval
of
the
planned
development.
N
Those
five
flag
poles
will
fly
a
flag
from
each
branch
of
the
military.
We
are
asking
for
a
sixth
flagpole,
which
will
be
situated
slightly
higher
to
be
able
to
fly
the
American
flag.
We
are
also
seeking
five
banners
on
the
front
of
the
building
facing
Marion
Avenue,
see
them
located
here
and
one
banner
on
the
east
side
of
the
building
facing
street
street,
and
you
can
see
that
banner
in
this.
That's
the
one
we
referring
to
there.
N
These
banners
will
be
made
of
vinyl
and
they
are
intended
to
be
changeable
to
allow
advertisement
both
on
the
permanent
exhibits,
but
also
to
allow
an
advertisement
about
the
rotating
exhibits
that
will
be
featured
at
the
museum,
as
well
as
the
presentations
in
the
various
the
numerous
new
types
of
activities
and
things
that
the
museum
is
going
to
be
able
to
offer.
Now
that
they're
in
larger
accommodations,
the
requested
banners
are
consistent
with
the
manner
in
which
museums
currently
advertise
their
exhibits.
N
Now
I
recognize
that
we
are
a
small
community
and
I'm
going
to
show
you
a
variety
of
museums,
some
of
which
are
large
much
larger
than
what
we
have
here,
but
some
of
which
are
equivalent.
The
intent
is
to
show
you
that
the
this
is
the
accepted
manner
today
in
which
museums
advertised
their
exhibits.
You
see
here
the
Field
Museum
of
Natural
History,
a
very
large
Museum
in
Chicago
next
to
the
worst
of
the
worst
er
Historical
Museum.
N
A
much
smaller
Museum
on
the
left
is
the
Sarasota
Museum
of
Art
housed
in
what
was
formerly
the
sarasota
high
school
so
again,
not
as
large
community,
not
as
large
a
museum
still
utilizing
banners
to
for
their
exhibits.
You
have
next
to
it.
The
Museum
in
Jacksonville,
the
comer
Museum
in
Jacksonville,
the
Museum
of
Fine
Art
in
st.
Petersburg,
st.
Petersburg
is
a
small
waterfront
community,
larger
than
Punta
Gorda,
but
still
with
a
smaller
feel.
N
In
addition
to
this
request
for
these
banners,
these
advertising
banners,
we
also
are
requesting
some
additional
signage
for
the
museum.
And
again
my
pictures
are
not
so
wonderful.
First,
we
are
looking
for
a
museum
that
would
be
placed
for
a
sign.
Rather
that
would
place
right
above
the
front
entrance
to
the
museum.
It
would
say
simply
military
Harwich
Museum.
It
will
initially
be
installed
and
made
of
banner
material,
because
there
are
windows
behind
that
banner
that
provide
light
to
the
front.
N
Foyer
I
want
to
make
certain
that
installing
the
sign
in
that
location
is
not
going
to
impact
the
light
that
flows
in
so
they're
going
to
put
up
a
temporary
sign
at
first.
If
assuming
that
it
does
still
provide
the
needed
light
that
will
be
replaced
with
a
bad
eye,
a
sign
made
of
more
permanent
material.
Additionally
they're
asking
to
incorporate
the
logo
on
the
front
steps
of
the
building.
You
can
see
that
located
right.
There.
M
N
Finally,
they
will
have
a
Lobo
there,
they're
typographic
logo,
which
is
honoring
all
who
serve,
and
that
is
located
just
under
the
Eagle,
also
on
the
front
steps
together,
the
flag,
poles,
the
banners
and
the
signs
will
alert
the
public
to
the
existence,
the
museum
and
to
all
the
exhibits
and
programs
both
existing
and
planned,
with
all
the
new
patrons
generated
by
the
signage
and
displays.
The
museum
would
like
to
expand
available
parking
by
extending
the
existing
drive,
an
approved
future
parking
area
to
create
a
more
functional
parking
space.
N
N
N
What
we're
asking
for
is
the
ability
to
extend
the
already
approved
parking
area
over
this
area
as
well,
so
that
that
drive
island
can
be
taken
out
and
instead
replaced
with
drive
aisles
that
will
allow
you
to
go
to
more
efficiently
move
through
the
space,
as
well
as
to
create
additional
parking
areas.
Punta
Gorda
should
be
very,
very
proud
that
a
museum,
a
city
of
this
size,
has
a
museum
of
this
caliber,
which
is
poised
to
become
even
better
with
its
relocation
to
this
location
at
900,
West,
Marion
Avenue.
N
The
requested
modifications
are
consistent
with
current
museum
practices
and
consistent
with
the
city's
comprehensive
plan.
Staff
has
recommended
approval
with
two
conditions.
We
accept
both
of
those
conditions.
We
also
had
a
recommendation
of
approval
from
the
Planning
Commission
and
we
request
approval
of
this
modification
I'm
available.
If
you
have
any
questions,
I'm
also
here
with
marilyn
Smith
Mooney,
who
sits
on
military.

Like
to
say
something:
okay,
I
attended
the
Saturday
night
gala
and
the
Monday
night
open
house,
ribbon-cutting
and
I
would
like
to
say
that
if
I
had
a
dollar
for
everybody
who
said
to
me,
what
are
they
gonna
do
about
parking.
I
could
be
a
wealthy
woman,
so
I
welcome
this
I.
Think
you're,
probably
gonna
need
to
expand
it
even
further,
because
this
is
this
is
an
incredible
experience
to
go
through
and
I
hope
that
parking
becomes
and
stays
a
problem.
B
L
Just
have
a
comment
to
make
and
that's
regarding
the
banners
having
my
favorite
Museum,
the
Field
Museum
from
Chicago
being
up
there
with
their
banners.
These
banners
are
works
of
art
they're
very
similar,
and
it
could
be
similar
to
the
murals
that
we
have
around
our
city.
Also,
this
museum,
certainly
augments
and
and
call
it
coordinates
with
what
we
have
at
at
the
Vietnam,
Vietnam,
War,
Memorial,
etc.
I
think
it's,
since
one
of
several
ambiance
is
fort
and
I.
Think
it's
great
and
the
banners
are
gonna,
be
beautiful.
D
I
sneer
I,
just
echo.
What's
already
been
said,
you
know
it's
it's
my
honor
and
privilege
to
serve
on
the
board
for
this
museum
and
we
are
extremely
lucky
to
have
a
world-class
museum
in
our
city.
So
I
really
hope
that
my
colleagues
will
support
this
and
you
know
we're
very
excited.
We
did
a
grand
opening.
D
Yesterday,
we've
had
a
couple
of
events
leading
up
to
the
grand
opening
and
we've
had
incredible
incredible
excitement
being
generated,
and
thanks
to
Marilyn,
Smith
Mooney
and
all
the
people
she
put
together
as
a
team
to
bring
this
museum
to
reality,
and
it
is
absolutely
magnificent
to
go
through
it's
breathtaking.
It's
awesome
and
it
will.
It
will
bring
tears
to
your
eyes
to
see
some
of
what's
in
there.
So
I
hope,
you'll
all
take
an
opportunity
to
go
and
see
this
museum,
and
we
desperately
do
need
more
parking.
D
We
know
that
in
order
to
be
able
to
even
use
the
theater
for
smaller
events,
we
have
to
have
some
parking
on
site.
We,
we
have
been
working
with
Fisherman's
Village
very
closely
and
we've
been
able
to
use
some
of
their
overflow
parking
areas.
We
had,
we
actually
had
off-duty
police,
VIP
police,
doing
traffic
control
for
the
last
couple
of
events
and
it
went
very
smoothly,
but
we
we
know
we
have
that
need.
So
this
is
extremely
critical
to
the
success
of
the
museum
being
in
this
new
location.
So
I
think.
B
D
E
With
these
types
of
hearings,
quasi
judicial
hearings
by
law
are
required
to
be
based
and
your
decisions
required
to
be
based
on
the
evidence
and
testimony
that's
presented
at
the
public
hearing
a
number
of
years
ago.
There
was
a
relaxation
by
the
legislature
of
the
very
strict
rules
as
as
pertains
to
limits
on
what
City
Council
members
can
and
can't
do
in
the
nature
of
quasi
judicial
proceedings.
E
We
have
taken
advantage
of
the
statutory
provisions
and,
in
fact,
have
a
resolution
that
addresses
quasi
judicial
hearings
in
particular,
and
the
only
thing
I'm
really
intending
to
say
at
this
point
in
time
is
that
you
are
permitted
under
the
statute
and
our
resolution
to
entertain
comments
from
citizens
or
from
interested
parties
outside
of
the
public
hearing.
But
you
need
to
disclose
that
on
the
record
that
there
has
been
some
ex
parte
communications
so
that
we
are
in
compliance
with
our
resolution
and
statute.
E
So
with
that
said,
I
will
move
on
to
the
next
item,
which
is
ax

This
is
the

Oh,
1-1

is
a
request
to
annex
3
to
4
Cooper

into
the
city
of
Punta
Gorda.
The
comprehensive
plan
amendment
and
rezoning
request
will
follow.

A
pre-annexation

and

the

Amendment

in

and
statutory

have
been

A
small

and

will
be

and
are
running

with
the

and
will

following
this.
The

to

Urban

recommends
approval
of
the
annexation
request,
ax

1-19
in
the
punta
gorda
development
review
committee,
as
well
as
the
Punta
Gorda
Planning
Commission
recommended
approval
of
the
annexation
request.
P
Just
before
we
get
started,
I
wanted
to
introduce
our
team.
The
broker
and
owner
is
my
mother-in-law:
Tina
Anza
who's
over
there
by
the
other,
podium
crystalline
stones,
Landscape,
Architect
and
real
term
project
manager,
I'm
contributing
to
design
and
marketing,
and
then
we're
working
with
James
Hurston.
As
a
professional
engineer.
So
today,
just
to
get
everybody
situated,
the
property
is
located.
Just
east
of
the
city
boundary.
P
This
is
actually
showing
a
map
of
the
neighborhood,
which
was
subdivided
by
Gilchrist
of
Gilchrist
Park
in
1898,
which
we
thought
was
very
interesting,
and
the
other
thing
to
note
about
this
map
is
that
area
was
intended
as
one
singular
neighborhood
as
one
place
where
the
community
could
come
together.
He
actually
designated
three
separate
parcels
as
parks,
and
only
one
of
them
has
actually
been
built,
but
I
think
we
want
to
maintain
the
integrity
of
that
initial
vision
of
Gilcrest
by
coming
in
as
a
neighborhood
center,
because
that
increases
the
density.
P
It
creates
an
area
where
people
can
meet
and
gather
and
live,
and
that's
something
that
we
we
believe
in
so
again.
These
are
the
Lots
currently
its
commercial
general.
On
the
city
side,
you
can
see
it's
all
neighborhood
center,
so
it
really
makes
a
lot
of
sense
for
us
to
come
into
the
center
considering
we
are
surrounded
by
neighborhood
center
on
that
side.
P
On
the
county
side,
it
is
pretty
low
density
and
we
have
residential
multi-family
with
ten
units
per
acre
five
units
per
acre
over
here
then
we
have
commercial,
general
and
then
office
medical
institutional
over
here.
So
it's
kind
of
a
hodgepodge
at
this
point
so
by
us
annexing
in
and
coming
in
his
neighborhood
center.
We
really
hope
to
kind
of
be
a
starting
point
for
the
neighborhood
to
provide
in
a
place
where
little
shops
can
come
up.
People
can
live,
and
hopefully
you
know
we
could
actually
get
more
people
interesting
into
the
future.
P
P
So
what
we
are
proposing
is
we'd
like
to
preserve
the
existing
house,
the
existing
historic
house
and
create
a
new
multi-use
development
where
there's
currently
vacant
land
and
the
intention
there
is
for
it
to
be
mixed-use,
so
residential
and
commercial
together
again
hoping
to
maintain
the
community
small-town
charm
that
food
to
go
already
has
by
creating
places
for
people
to
meet
each
other
and
come
together
and
hang
out,
and
you
know,
be
a
part
of
the
community
and
then
this
is
just
what
could
be?
We
again.
P
You
can
see
this
is
the
existing
little
historic
house.
We
are
proposing
we'd
love
to
be
able
to
raise
it
in
order
to
get
it
out
of
the
above
FEMA
flood,
and
this
is
just
a
conceptual
idea
of
how
the
architecture
of
the
new
multi-use
complex
could
relate
to
the
architecture.
Vernacular
of
this
area.
We'd
really
like
to
stay
true
to
what
makes
Punta
Gorda
so
special,
and
it
is
the
history
and
we'd
like
to
contribute
to
that.
Can.
E
D
L
D
D
F
L
Actually
I
just
like
to
get
a
little
bit
of
clarification.
I
met
with
these
fine
people.
It
came
to
mind
that
we
had
in
in
the
past,
passed
an
ordinance
that
if
you
came
into
our
service
area-
and
you
touched
Punta
Gorda-
that
you
wouldn't
automatically
almost
as
I
understand-
be
invited
to
annex
back
in
anyway.
So
I
just
would
like
to
get
a
little
bit
of
clarification
of
just
how
we
did
that
in
the
past,
because
we
do
have
a
new
member
and
some
of
us
may
have
slept
since
then.
We.
M

E

J
D
B
C
D
E
D
Like
to
recommend
that
we
do
that
separate
of
this
annexation
request
that
that
we
have
a
time
limit
that
the
the
TD
use,
if
they're
allocated
to
a,
though
that
we
have
a
time
limit,
that's
given
to
them,
and
it
have
a
reverter
clause
that
they
come
back
to
the
city
if
they
don't
get
used
in
that
timeframe.
That's.
B
E
And
this
is
the
first
reading
of
an
ordinance
which
will
read
my

Let
me
explain
this:
the
this
is
an
ordinance
that
came
before
you,
the
last
city
council
meeting,
and
you
approved
it
at
first
reading.
At
that
time,
the
applicant
voluntarily
stipulated
to
a
couple
of
items
that
were
considered
by
the
City
Council
and
and
required
as
part
of
the
approval
subsequent
to
the
City
Council's
actions.
E
The
applicant
had
second
thoughts
about
the
stipulations
and
asked
that
that
the
City
Council
considered
aa
consider
his
request
without
those
stipulations
which
we
felt
was
within
the
prerogative
of
the
applicant,
but
so
this
was
originally
scheduled
as
a
second
reading.
My
recommendation
or
request
is
that
you
reopen
the
first
reading
and
the
public
hearing
of
the
first
reading
and
have
that
continued
to
the
next
city
council
meeting,
which
would
be
a
continuation
of
the
first
reading.
Following
that
time,
there
would
be
perhaps,
if
necessary,
a
scheduled
second
reading.
