Description
Description
A
And
I
miss
the
time.
So,
if
you
would,
please
silence
all
of
your
devices
before
we
begin
the
meeting
welcome
to
the
may
1st
clinic
or
de
City
Council
meeting,
let
the
record
reflect
that
all
council
members
and
city
officials
are
present
we'll
begin.
The
meeting
with
the
invocation
followed
by
the
Pledge
of
Allegiance.
B
Our
Father
in
Heaven,
we
beseech
thee
to
bestow
thy
blessings
on
this
council
and
its
members
as
we
meet
today.
We
continue
to
be
grateful
for
our
abundance
of
spiritual
and
material
gifts.
You
provide
you
for
us
and
ask
thy
infinite
guidance
in
all
our
understandings.
We
pray
that
our
members
will
continue
to
grow
in
wisdom
and
understanding,
therefore
benefiting
our
society.
We
also
asked
my
gift
of
a
binding
love
in
fold.
C
Now,
therefore,
the
City
Council,
the
city
Punta
Gorda
Florida,
does
hereby
proclaim
the
week
of
May
18
to
24
29
as
national
safe
boating
week
and
urges
those
who
boat
to
practice
safe
boating
practices
and
wear
a
life
jacket,
passed
and
duly
adopted
in
regular
session.
This
first
day
of
May
2019
city
of
Punta,
Gorda,
Florida,
Nancy,
Varkey,
mayor
and
accepting
will
be
Geraldine
daily
from
the
US
Coast
Guard,
Auxiliary
and
I
believe
John
John
Walsh
also
from
the
boating
voters.
Alliance
is
here
to
assist.
D
The
United
States
Coast
Guard
flotilla
9/8
I'd
like
to
thank
you
very
much
for
having
me
here
today
for
this
Proclamation.
Thank
you,
madam
mayor
Jordan.
The
Ponte
Garda
Boat,
Show
gentleman
came
up
to
me
and
said:
what's
the
age
limit
that
children
have
to
wear
their
vests
and
I
said
well
as
ludicrous
as
it
sounds
it's
six
and
hundred
in
Florida.
However,
if
you
wander
into
federal
waters,
it's
going
to
be
13
and
under
far
as
I'm
concerned,
it
should
be
like
a
safety
belt.
D
You
should
everybody,
should
wear
it
regardless
of
age
and
says.
Well,
you
know
my
grandson's
14
he's
gonna.
Give
me
a
big
problem
and
argument
about
it.
I
said
well,
you're,
the
captain
of
your
boat,
you
decide,
who's,
who's
won't,
have
go
on
your
boat
and
what
they're
going
to
wear
when
they're
on
there,
and
if
you
wear
yours
you'll,
have
no
excuse
not
to
wear
his,
and
how
do
you
want
your
grandson
to
go
home
with
wonderful
memories
of
his
time
here
with
you?
What
do
you
want
him
to
home
in
a
box?
D
A
The
next
proclamation
I
have
the
honor
of
presenting,
and
it
is
for
hibiscus
day
this.
The
proclamation
city
of
Punta
Gorda
Florida,
whereas
the
city
of
Punta
Gorda,
has
proclaimed
itself
to
be
hibiscus
city
since
1926,
when
plantings
were
provided
throughout
the
city
and
whereas
the
city
adopted
resolution,
2177
zero,
zero
on
March,
1st
2000,
reaffirming
that
designation
and
declaring
itself
to
be
the
city
of
hibiscus
and
whereas
Harry
Golding
made
Punta
Gorda
his
home
and
devoted
his
talents
to
growing
and
producing
hybrid
hibiscus
plants
throughout
his
life.
A
Now,
therefore,
the
City
Council
of
the
city
of
Punta,
Gorda
Florida,
does
hereby
proclaim
May
4th
2019
as
hibiscus
day
and
encourages
all
residents
to
plant
hibiscus
to
beautify
the
city
and
continue
the
tradition
which
began
many
years
ago
past
and
duly
adopted
in
regular
session.
This
first
day
of
May,
twenty
nineteen
city
of
Punta,
Gorda,
Florida,
sigh
Nancy,
Pratt,
c'mere
and
accepting
would
be
Diane
and
Stan
Monson.
E
F
Was
a
lot
of
activity
just
a
few
words
to
say
that
this
is
our
15th
annual
Hibiscus
festival
and
every
year
it's
a
little
bit
different.
This
year
is
the
first
time
we're
in
City,
Market
Place
Friday
night
is
the
usual
food
and
music
in
in
the
park
marketplace,
which
will
be
from
six
to
ten
thirty.
The
boogieman
are,
certainly
it
will
be
playing
at
9:30
and
we've
got
entertainment.
The
whole
evening,
Saturday
at
nine
o'clock
in
the
morning,
is
hibiscus.
F
G
F
For
the
it's
all
free
for
the
kids,
okay
I
take
my
coaching
from
the
boss,
but
anyway,
you're
all
welcome
to
come
down
have
a
good
time.
The
words
find
out
how
City
marketplace
works
versus
Gilcrest
parkour
versus
Lashley
State,
and
by
the
way
we
have
plenty
of
refreshments
to
it.
Harry
King
Harry's
pub
all.
B
A
E
Has
been
accredited
for
some
time,
our
procurement
folks,
this
is
a
heavy
heavy
ward,
we'll
all
the
procurement
folks
come
on
up
as
part
of
the
finance
department
and
they're
the
behind-the-scenes
crew
that
keeps
all
of
our
purchasing
on
the
up-and-up.
They
do
audits,
they
here's
the
purchasing
crew
and
they
are
nationally
accredited,
which
is
well
that
about
the
highest
honor.
You
can
receive.
A
E
E
A
E
I
Good
morning,
Marian
pace
procurement
manager
for
the
record
and
I
feel
really
great
for
a
hundred
years.
Old
Institute
for
public
purse
procurement,
also
known
as
n
ITP,
is
an
international
professional
public
procurement.
Association
who
grants
accreditation
to
agencies,
meeting
various
types
of
benchmarks
and
performance
measures
for
the
outstanding
agency
accreditation
award,
achievement
award
we've
been
accredited
since
2003.
I
We
are
the
49th
agency
internationally
to
receive
the
award
so
I'm
pretty
proud
of
that
back
in
2003.
We're
required
to
renew
every
five
years
and
we'll
use
those
benchmarks
in
subsequent
years
to
identify
areas
where
we
may
need
to
improve
or
revise
to
mate
meet
the
public
procurement
standards.
The
city's
procurement
team
is
proud
to
serve
the
citizens,
city
staff
and
vendors
in
all
functions,
while
maintaining
high
integrity
and
transparency
in
the
city's
procurement
system
like
to
introduce
ladies
stand
up
again.
I
Your
procurement
team,
an
Heinen
senior
purchasing
agent,
Julie
Rogan,
Sutter,
purchasing
agent
to
Judy
van
Haren,
purchasing
agent,
one
Connie
Hayes
assistant,
buyer,
Cassandra,
price
assistant,
buyer,
and
we
also
have
Harold,
Diedrich
and
Charlie
anything
down
at
the
warehouse.
A
special
thank
you
to
you,
city,
council,
city
manager,
directors
and
staff-
is
your
procurement
team
would
not
be
successful
without
your
support.
Thank
you.
J
First
of
all,
I
want
to
thank
the
City,
Council
and
city
manager
for
recognizing
the
service
that
our
employees
do.
I
think
it's
fantastic.
It
says
a
lot
about
our
city.
Nancy
is
one
of
our
shining
stars,
she's
extremely
hard-working
and
dedicated
one
of
our
trainers.
She
she's
somebody
that
a
lot
of
the
newer
dispatchers
will
go
to
and
ask
for
advice
she's
that
great
and
she
is
always
smiling,
always
very
personable
pleasure
to
work
with.
So
one
of
the
things
that
I
love
best
about
her
is
her
ability
to
be
a
team
player.
J
We
had
a
staffing
shortage
over
the
summer
where
we
were
trained
in
a
couple
dispatchers,
and
so
we
had
to
move
some
people
around
and
we
were
gonna
have
to
send
some
people
to
night
work.
Sometimes
they
like
it,
sometimes
they
don't
and
but
Nancy
stepped
up
and
said
I'll
do
it,
and
this
is
a
15-year
veteran
saying,
I'll
take
one
for
the
team
and
go
work
and
I
work
so
Nancy.
Thank
you
for
everything
you
do
and
congratulations.
A
K
A
H
You
Mayor
Pro
FGM
I'd,
like
to
just
take
a
couple
moments
to
say
that
how
much
I
admire
the
staff
and
my
colleagues
up
here
and
the
huge
number
of
citizens
in
the
city
of
Punta
Gorda
at
this
time,
I've
acted
now
so
I
am
not
seeking
a
third
term.
I
would
encourage
all
good
citizens
to
step
forward
and
take
it.
It's
been
a
wonderful
adventure.
H
You'll
get
to
learn
a
lot
as
wonderful
as
Heavenly
in
some
respects.
Descriptions
as
our
community
is
in
my
tenure
here,
as
Nancy
can
attest
to
we've
also
gone
through
some
very
difficult
times,
both
on
personal
levels,
with
losing,
unfortunately
losing
a
citizen
to
the
7/11
affair
to
Irma
and
we've
always
gone
through
those,
and
it's
because
of
that
and
the
volunteers.
The
team
Punta
Gorda
is
the
Peace
River
Wildlife
Center's,
everybody
else.
That's
in
this
community!
That's
why
it's
been
such
a
wonderful
adventure
for
me
and
I.
Thank
you
all
for
it.
H
With
that
I'd
like
to
leave
you
with
my
favorite
quote,
have
done
this
once
before
in
City,
Council
and
I'm
gonna.
Do
it
one
more
time
and
I
promise?
Oh,
but
not
go
any
further.
This
is
from
Teddy
Roosevelt
I'm
gonna
make
one
minor
change,
you'll
understand
when
I
do
it.
It
is
not
the
critic
who
counts,
not
the
man
or
woman
who
points
out
how
the
strong
person
stumbles
or
where
the
doer
of
Deeds
could
have
done
been
with
them
better.
H
I
believe
that
these
words
describe
my
predecessors,
the
people
that
are
up
here
with
me
today,
all
the
volunteer
organizations
and
the
people
that
I've
had
to
deal
with
this
and
also
I,
can't
emphasize
that
I've
said
it
before
our
staff.
We
get
more
bang
for
the
buck,
so
to
speak
from
the
going
the
extra
mile,
as
we've
already
heard
today
and
I
just
want
to
say,
thank
you
very
much
and
now
looking
forward
to
spending
a
little
more
time
with
my
wife
in
November,
but
it
was
a
great
adventure
and
I
hope.
H
Many
of
you
step
up
I
would
also
offer
to
anybody
who
wants
to
step
up
if
they'd
like
to
reach
out
to
me.
I
will
not
tell
you
it's
ten
hours
a
week.
I
promise,
but
I
would
be
more
than
happy
to
share
my
experiences
and
what's
one
of
the
many
some
of
the
many
rewards
that
the
opportunity
has
afforded
me.
A
And
with
that,
I
would
like
to
say,
after
a
reflection
that
I
am
going
to
seek
another
term
on
the
City
Council
and
it's
been
my
honor
to
serve
our
community
and
a
privilege
and
I'm
looking
forward
to
doing
that
again
and
my
campaign
team
is,
is
all
ramped
up
and
and
ready
to
go
so
we'll
see
where
this
leads
Thanks,
okay?
Well,
we
will
move
to
our
next
agenda
item,
which
is
the
Community
Redevelopment
Agency.
So
we
will
adjourn
as
a
City,
Council
and
reconvene
as
the
CRA.
A
All
right,
we
will
reconvene
now
as
the
CRA
and
let
the
record
reflect
that
all
CRA
members,
with
the
exception
of
Charlie
Council,
are
here.
Mr.
Council
is
excused
today,
as
he
is
out
of
the
country.
I
believe
and
we
will
start
the
agenda
with
citizens,
comments
on
any
of
the
CRA
items
and
that
would
include
the
CRA
status
report,
the
minutes
of
the
April
3rd
meeting,
the
invoices
from
our
attorney
Taylor
Street
and
Marion
Avenue
infrastructure
protection,
discussion,
Marina
Park
management
uniforms
signed
plan
amendment.
A
A
E
A
E
Activity
again,
that's
been
fairly
consistent
over
the
last
number
of
months
on
the
number
of
gallons
pumped
thats.
What
you
really
need
to
look
at
miles
traveled,
it
fluctuates
so
the
number
of
gallons
pumped
has
been
consistently
more
than
the
previous
year.
Carroll
Court
Center
they've,
already
received
some
inspections
and
work
continues.
I
had
not
seen
them
last
week.
I
have
not
seen
them
this
week,
but
they're
proceeding
towards
their
final
completion.
So.
E
E
E
A
A
E
C
E
A
Other
questions
for
our
comments
for
Howard:
okay,
approval
of
the
minutes
move
approval.
Second,
there's
been
a
motion
to
approve
in
a
second
to
approve
the
minutes
of
the
April
3rd
meeting.
All
in
favor,
please
signify
by
saying
aye
hi.
Those
opposed
motion
carries
unanimously
next
item
on
the
agenda.
Is
the
invoices
for
I
cart,
Merrill,
call
us
tamburan
and
Ginsberg
PA.
A
L
Morning
for
the
record
of
Mitchell
Austin
urban
design,
so
here
at
Marion
and
Taylor
Avenue,
we
have
infrastructure
in
place
and
we
put
out
some
benches
and
some
trash
receptacles,
because
there
was
parking
on
in
DJ,
so
vacant
lot
and
motorists
we're
driving
across
the
sidewalk
and
damaging
the
sidewalk.
Curb
we've
got
water
meters
in
that
area,
all
sorts
of
city
infrastructure
in
2017
we
installed
those
benches
and
trash
receptacles
at
a
cost
of
about
five
thousand
dollars.
L
L
L
Approximately
seven
thousand
dollars
we
could
install
just
the
concrete
bollards
if
we
want
to
do
away
with
the
benches
for
approximately
7,500
dollars,
and
these
would
be
concrete.
We
have
the
option
of
installing
a
combination
of
lighted,
non
lighted
bollards.
These
would
be
metal
and
would
be
consistent
with
bollards
that
we've
already
placed
around
the
city.
These
are
the
hall-of-fame
looks
so
they
match
our
light,
poles
and
other
bollards
around
the
city
and
that's
approximately
$9,500,
and
then
we
could
go
in
all-in
with
building
an
80-foot,
long,
concrete
seating
wall.
C
L
We
would
have
to
look
at
it
depending
on
which
option
you
chose
they
would
either
have
to
be
on
the
paver
area
or
we
possibly
look.
If
there's
just
the
bollards,
we
may
be
able
to
put
them
the
edge
of
the
concrete
sidewalks
so
on
the
public
right-of-way,
but
immediately
adjacent
property
line.
The
benches
are
too
wide,
so
they
would
actually
impede
the
ATA
accessibility,
its
sidewalk
yeah.
C
I'm,
not
a
big
fan
of
those,
the
black
bollards
are
those
gonna
be
five
feet
apart.
Also,
yes,.
H
K
A
Come
out
of
the
lot
and
to
go
around
the
other
cars
they
were
driving
down
the
sidewalk
to
go
toward
the
the
entry
into
that
parking
lot.
They
were
driving
down
the
sidewalk,
so
my
concern
is
that
well
five
feet
may
be
thought
of
as
being
Assurant
residents.
That
I've
talked
to
have
all
been
an
agreement
that
maybe
four
feet.
A
We
need
to
make
it
blatantly
obvious
that
it's
not
that
it's
an
impediment
because,
as
you
know,
some
people
may
look
at
it
and
go
I,
think
I
can
make
it
and,
and
then
the
question
becomes.
If
we
do
this
along
Taylor,
are
we
encouraging
someone
to
try
to
come
out
onto
the
sidewalk
on
Marian
and
drive
down
the
sidewalk
on
Marian?
So
do
we
need
to
consider
also
putting
bollards
on
Marian
question
just
just
simile,
because
I
saw
what
happened.
You
know.
A
M
And
I
agree
what
you
said
is
just
appalling
to
me,
but
I
feel
that
our
experience
has
been.
We
better
have
a
light
there
too,
because
people-
just
they
just
don't
even
pay
a
bit
of
attention,
and
you
can
see
that
this
has
happened
before
this
is
why
we
used
to
have
accidents
and
we
put
lights
up
on
other
places,
and
it
has
made
a
difference,
but
you
have
to
get
people's
attention
for
some
odd
reason.
K
H
The
lighted
bollards
would
be
more
obvious
at
night,
like
you
said,
we
need
to
get
their
attention
and
there
may
be
some
other
interferences
and
getting
their
attention
in
the

and
I
like
the
idea
of
not
knowing
what
the
costs
are
yet
of
the
idea
of
going
for
foot
or
something
more
frequent
than
make
a
serious
statement.
I.

If
we
can
do
it,
because
that
will
keep
the
traffic
confined
off
of
our
public
right
away
and
I
think
that
if
we
put
it
on
the
outside
of
on
the
paver
area,
you're
going
to
still
have
people
driving
over
the
sidewalk
to
get
around
cars
because
they
get
boxed
in
they
get
they
get
like
four
or
five
deep
in
that
lot
and
they
get
all
boxed
in
and
then
they
kind
of
go
freak.
Oh
and
they
that's
when
they
start
driving
over.
There's
no
curb.

O
I'm
sorry,
Lisa
Hannon's
staff
received
a
request
for
marina
park
management
to
amend
the
approved
sign
plan.
They
have
a
uniform
sign
plan
for
the
lashley
crab
house
center.
This
will
enable
the
tenants
to
have
some
of
the
marina
side
tenants
to
have
signage
on
the
portico
Shea,
so
people
know
they
are
located
in
that
building
staff
recommends
approval
of
the
request.
These
are
just
the
regular
formed
plastic.

are
not
illuminated
any.

Is
the

of

O
Morning,
Lisa
Hannon,
zoning,
official
and
I
have
been
sworn
I
would
like
to
enter
the
staff
report
into
the
record
by
reference
in
its
entirety.
This
item
was
heard
by
city

first
heard
by
City
Council
on
the
April
3rd
meeting,
where
the
applicant
agreed
to
voluntary
stipulations
of
buildings
to
be
one-story
only
and
no
short-term
rentals.
After
the
City
Council
meeting
the
applicant
provided
staff
with
a
letter
requesting
to
rescind
the
stipulations
and
explain
concerns
with
said
stipulations.
The
letter
was
attached
to
the
agenda
item
at
the
April
17th
meeting.
O
The
city
attorney
requested
that
the
first
public
hearing
be
reopened
and
continued
until
May
1st,
based
upon
these
findings
and
conclusions
that
are
referenced
in
the
staff
report.

A
A
R
At
the
time
you
know
when
it
was
discussed,
you
know
I
was
a
little
bit
caught
on
the
hop
it
was.
My
mistake,
I
should
have
asked
for
more
time.
You
know
to
think
on
the
stipulation
issue,
because
I'm
not
really
a
real
estate
background
on
this.
So
once
I
expressed,
you
know
that
I
I
was
talking
to
the
professionals.
It
was
a
lot
of
people
and
also
people
from.
R
R
Easements
on
this
property-
and
this
restricts
already
the
development
anyway,
because
there's
an
FP
FP,
an
L
easement
on
one
side
which
can't
be
built
on
and
there's
also
an
easement
Henry
Street
for
the
d-o-t.
It's
probably
in
orphanage,
so
listen
to
the
people
and
they
said
to
me,
look
bu,
you
know
I
would
go
back
to
the
City
Council
and
try
to
explain
them
the
situation
that
you
would
restrict
yourself
very
much.
R
Another
thing
was
the
rental
issue:
I
I
was
talking
to
my
rental
agency
and
she
says
to
me:
look
everything
works
very
well
at
the
moment.
You
can
do
any
rentals,
but
when
times
are
getting
bad
again,
you
might
have
to
take
any
kind
of
Rendell's.
You
might
have
to
take
a
short-term
rental
and,
as
you
know
yourself,
you
know,
there's
a
lot
of
cost
involved
as
real
estate.
We
have
to
pay
taxes.
R
You
know
this
has
to
be
kept
in
in
good
what
I
enter,
though
the
city
codes,
and
you
have
to
have
an
income
there
and
you
she
said
to
me:
you
would
restrict
yourself
very
much
on
that
site.
You
know,
and
she
says
it's
not
very
advisable
to
do
that.
You
know
she
prefers
and
she
says
to
me:
you
should
have
flexibility
and
all
the
other
projects
around
this
area.
You
know
they
have
no
stipulations.
R
R
C
C
One
of
the
questions
that
that
was
brought
up
was
the
fact
that,
if
you
had
to
live
with
the
stipulation
of
building
one-story
units
that
you
may
not
be
able
to
get
the
density
correct
because
because
of
the
retention
pond
possibility
and
other
parking
issues,
and
all
of
that
so
in
order
to
get
the
density
that
he
needs
to
to
build
the
project.
As
he's
proposed
it,
he
may
have
to
build
a
small
section
of
one
building
as
a
two-story
unit.
So
that
I
think
that's
critical
to
the
decision.
We
have
to
make.
G
O
G
P
In
the
public's
understanding
of
what's
going
on
as
a
rezoning,
the
property
owner
can
use
the
property
for
whatever
use
is
permitted
in
that
zoning
code
and
and
and
up
to
the
greatest
intensity
that
is
authorized
under
the
zoning
code.
For
that
district,
we
don't
have
in
a
rezoning
context
the
ability
to
say
well.
There
are
some
of
those
uses
that
we
don't
like
and
we're
not
going
to.
Let
you
use
those
uses,
but
there
are
other
uses
that
we
do
like,
and
we
would
prefer
to
see
one
story
rather
than
two
stories.
P
Well
so
right
now,
even
though
there
again
is
discussion
about
a
one-story
versus
two
storey
use
when
you
consider
approving
this
rezoning
it's
if
two
stories
are
permissible,
then
you
must
assume
that
at
some
point
in
time
there
may
be
two
stories
and
up
to
the
maximum
height.
That
would
be
a
permissible
in
that
zoning
district.
Now,
when
the
staff
made
its
recommendation,
it
made
its
recommendation
based
on
all
uses
that
were
permissible
in
this
district,
so
they
feel,
like
you
know
it
qualifies
for
the
rezoning.
S
H
Remember
when
we,
when
it
was
before
I
think
the
applicant
has
received
some
good
advice
after
the
fact,
because
I
thought
it
was
unusual,
we
weren't
asking
him
for
that.
I
think
he
was
just
trying
to
and
I
know
what,
if
it
works
in
your
mouth
to
be
amenable
to,
because
he
wants
to
see
this
project
go
through.
I
think
that
it
I
have
no
problem
with
the
way
it
was
originally
and
I
would
support
that.
The
the
idea
of
reducing
or
relieving
the
restrictions.
A
Yeah
we
have
had
in
the
past
one
situation.
I
can
remember
that,
where
the
applicant
voluntarily
offered
some
restrictions
in
order
to
appease
it
really
in
negotiation
with
the
surrounding
neighborhood,
and
that
was
the
applicants
voluntary,
it
had
nothing
to
do
with
us.
So
I
think
that
that's
your
you
know.
The
point
is
well-taken
it.
This
is
strictly
a
rezoning.
A
P
T
Just
want
to
say
that,
because
it's
right
up
against
residential
I
feel
in
their
low-level
houses
I
feel
that
this
new
unit
is
gonna
and
I.
I
think
that
I'm,
the
Oaks
I'm
Henry
was
a
really
nice
project,
its
two-story,
its
multi-unit,
but
it
was
surrounded
by
red
or
by
business.
I'm
commercial,
and
this
is
gonna,
be
right
next
to
residential.
That's
one
of
my
concerns.
The
other
is
parking.
T
I
realized
that
for
this
project,
that
they
only
need
one
and
a
half
parking
spots
per
unit,
and
there
are
two
bedroom
units
and
they
just
feel
that
there's
gonna
be
a
lot
of
extra
cars
and
I,
don't
know
where
you're
gonna
put
them,
because
there's
no
there's
no
shoulder
on
either
grace
Street
or
Henry.
So
I
am
concerned
about
that.
T
A
G
A
A
Okay,
we
will
move
into
our
ordinances.
We
have
a
number
of
them
today
and
so
before
we
discuss
any
of
these
ordinances,
we
will
take
public
comment
on
citizens
comments
on
the
ordinances,
so
the
first
of
these
is
a
resolution,
improving
the
interlocal
agreement
with
Charlotte
County
for
the
alligator
Creek
waterway
unit.
A
Another
one
is
the
rest
of
them,
I
believe
our
second
readings
with
the
annexation
of
the
property
as
the
La
Villa
subdivision-
and
there
are
several
on
that
one.
Then
there
is
0
1
1
9
is
an
ordinance
amending
the
Punta
Gorda,
the
land
developer,
galatians,
regulating
the
adding
an
approach
zone
in
our
airport
overlay
and
the
last
one
is
the
amending
the
conceptual
site
plan
for
900
West
Marion
Avenue.
So
if
there
any
citizens
comments
on
any
of
these
ordinances,
please
come
to
the
podium.
You
have
three
minutes.
U
This
is
a
comment
regarding
the
alligator
Creek
waterway
unit
and
in
your
discussion
after
public
comments,
I'd
appreciate
it.
If
someone
could
clarify
what
an
equivalent
residential
unit
is,
as
is
in
the
county's
description
of
this
I,
opposed
this
proposal
for
two
reasons.
First
of
all,
this
proposal
makes
permanent
the
separate,
essentially
MSB
you
that
was
designed
by
the
city
on
a
temporary
basis.
That
was
our
understanding
solely
for
the
purpose
of
constructing
the
Buckley
past
development,
and
this
not
only
makes
that
permanent.
U
P
Well,
actually,
this
is
a
resolution
which
I'll
read
by
title.
Only
the
resolution
of
the
City
Council
of
the
city
of
Punta
Gorda
Florida,
approving
the
interlocal
agreement
with
Charlotte
County
for
the
alligator
Creek
waterway
unit,
authorizing
the
mayor
to
execute
the
interlocal
agreement
and
providing
an
effective
date
before.
E
V
Morning
for
the
record,
McHale
Finkle
paralegal,
yes,
I
stated
this
is
an
interlocal
agreement
with
Charlotte
County.
They
intend
to
include
those
for
those
parcels
that
are
in
the
Buckley's
past
dredging
assessment
area
into
expanding
the
alligator
Creek
waterway
unit,
which
is
an
MSP.
U
that's
currently
established
up
here.
There's
a
map
of
the
area
city
parcels
in
the
Byrne
store.
Aisles
neighborhood
already
receive
an
assessment
to
fund.
This
will
just
be
expanding
the
district.
V
V
As
stated,
it
was
questioned
if
these,
if
the
assessment
was
based
on
water
access
units
like
the
Buckley's
past,
it
is
not.
This
is
a
separate
MSP
you,
it
will
be.
The
equivalent
residential
units.
I
did
provide
city
council,
the
link
to
the
code.
Charlotte
County
has
their
methodology
codified,
so
that
was
provided
and
can
be
found
in
the
cow.
S
A
S
K
S
Currently,
the
rate
is
$25.
I
have
left
the
budget
at
a
twenty
five
dollar
rate
to
see
the
revenue
next
year.
We
would
reassess
it,
but
we
are
estimating
that
we
will
probably
have
another
dredge
of
the
creek
area
in
2021.
So
we'll
do
a
bathroom
metric
survey.
We
do
a
pre-hurricane
bathroom
metric
survey
in
this
area
every
year,
as
it
tends
to
show
Lynn
and
as
long
as
we
have
that.
